Things have been busy at the Builders Associa-tion this spring. The open house went well. Thank you to everyone who was able to attend and help out. The home show went very well thanks to the many people who worked so hard and made it the success that it was. The silent auction went well, and again thank you to all who donated items and to those who worked to make it a success. The Build-ers Association was able to give $7000.00 in schol-arships this past year due to the silent auction

We still have continuing education classes on the new remodeling rules that are going into place April 22 and would encourage all builders to make sure that they have the proper course work completed . For more information contact Sha-ron at the office.

The 2010 Minnesota legislature has been in ses-sion for over a month now and lots has been going on. Here is an issue-by-issue overview of the industry related action happening at the capital. Home Warranty Bill

BAM participated in the Home Warranty Task Force as directed by Governor Pawlenty in his veto message at the end of the 2009 legislative session. The task force, made up of all interested stakeholders, has met the past six months to solve the issues surrounding the home warranty statute. A consensus was reached on three items and the resulting bill will make the first policy deadline after being heard in the Senate Com-merce Committee and the Senate Judiciary Committee the week of March 8th. The house will likely take up the bill the following week.

The three items of consensus are: 1) strengthening notice and opportunity to repair, 2) creation of a pre-litigation panel in circumstances where a homeowner and builder cannot agree on a scope of work, and 3) requiring that builders include a set of performance guidelines with their contracts to better explain the home warranty. BAM’s lobbying team led by Lisa Fren-ette has done an incredible job of keeping the legisla-ture informed about the progress of the home warranty task force and as a result she has over 30 legislators who have signed on to the warranty task force bill.Residential Contractor Education Reform Bill

Working together with the Department of Labor and Industry and the Association of Minnesota Build-ing Code Officials, BAM has developed a bill reforming residential contractor continuing education. The bill includes internet education for contractors and mak-ing the course approval process and standards more transparent.

Window Fall ProtectionA few years ago the state Legislature put into place

a law requiring window protection devices be placed on all windows below a 24-inch sill height. This year the legislature has been talking about requiring a de-vice on all windows below 48 inches. BAM will be tes-tifying against the bill.Subcontractor Issues Resurface

The Minnesota Association of Residential Subcon-tractors and Suppliers are introducing a bill dealing with Minnesota Statutes 337 requiring any retainage be held in escrow or a trust. The Association of Gen-eral Contractors (AGC) is taking the lead on opposing the bill with the argument that there is no need for this kind of legislation at this time.Project ReEnergize

BAM has been working closely with the National Association of Home Builders to help shape Congress’ response to the President’s Home Star proposal (provid-ing energy efficient rebates to consumers) and find a way to position home builders associations across the country to recreate Project ReEnergize type programs. Lead Rules

We are working with Minnesota House Represen-tative Jeremy Kalin who serves on President Obama’s Advisory Council On Environmental Quality to suggest that the lead rules be postponed. It’s a long shot, but our argument is that the President’s energy efficiency programs will not get out fast enough because train-ing by the EPA has been so slow. Only 135 firms in the entire country are qualified to offer the lead courses and only 4 firms in Minnesota can offer the training.

Minnesota’s 2010 Legislative Session: The 1-Month Industry Update March has been a really busy month. The storage unit was emptied and most of the stuff was brought to the office. After I went through it, it meant a trip to the dump. A Big Thank You to Bryan, Jason & Al for getting the storage emptied and all the old stuff taken to the dump. We had our open house, with about 50 people coming in to lunch and visit. Several members were there for the Meet and Greet. Couldn’t have done it without them. There was an RRP class in Fergus Falls and during all this, work was being done to get the Home Show organized. Then came the Home Show. I have a lot of people to be thankful for;

Ed Jutz and Perry Nodsle for co-chairing the show and all the assistance from Mike Ei-denschink, past chair. All of the people that came in to get all of the things set up (thank-fully we no longer have to mark the layout), all of the people that worked the counter, organized by Linda Jutz, and then everyone that worked to tear down and get everything loaded up. All the while, Marga Ybarra, Skye Larson and Brenda were getting the Silent Auction set up, and then all the people that came in to help close the auction including Marga’s Mom and Dad.

I do apologize to everyone. April has started to be a very busy month

too. Another RRP class in Fergus Falls on the 9th and another in Detroit Lakes on the 14th. Hopefully an energy class twice on the 27th. The newsletter will be out earlier the end of April as May 1st I’m “leaving on a jet plane” for a week to the earthquake area at Los An-geles. I will be gone until the 8th, and no cell phone.

Minnesota’s 2010 Legislative Session: The 1-Month Industry Update March has been a really busy month. The storage unit was emptied and most of the stuff was brought to the office. After I went through it, it meant a trip to the dump. A Big Thank You to Bryan, Jason & Al for getting the storage emptied and all the old stuff taken to the dump. We had our open house, with about 50 people coming in to lunch and visit. Several members were there for the Meet and Greet. Couldn’t have done it without them. There was an RRP class in Fergus Falls and during all this, work was being done to get the Home Show organized. Then came the Home Show. I have a lot of people to be thankful for;

Ed Jutz and Perry Nodsle for co-chairing the show and all the assistance from Mike Ei-denschink, past chair. All of the people that came in to get all of the things set up (thank-fully we no longer have to mark the layout), all of the people that worked the counter, organized by Linda Jutz, and then everyone that worked to tear down and get everything loaded up. All the while, Marga Ybarra, Skye Larson and Brenda were getting the Silent Auction set up, and then all the people that came in to help close the auction including Marga’s Mom and Dad.

I do apologize to everyone. April has started to be a very busy month

too. Another RRP class in Fergus Falls on the 9th and another in Detroit Lakes on the 14th. Hopefully an energy class twice on the 27th. The newsletter will be out earlier the end of April as May 1st I’m “leaving on a jet plane” for a week to the earthquake area at Los An-geles. I will be gone until the 8th, and no cell phone.

Things have been busy at the Builders Associa-tion this spring. The open house went well. Thank you to everyone who was able to attend and help out. The home show went very well thanks to the many people who worked so hard and made it the success that it was. The silent auction went well, and again thank you to all who donated items and to those who worked to make it a success. The Build-ers Association was able to give $7000.00 in schol-arships this past year due to the silent auction

We still have continuing education classes on the new remodeling rules that are going into place April 22 and would encourage all builders to make sure that they have the proper course work completed . For more information contact Sha-ron at the office.

Remember to join us for our monthly member meeting this month in Perham at the Cactus Gardens on Tuesday April 20th. Thanks to every-one who has helped out the past 4 months with the many events that we have had and a big thank you to Sharon who has been keeping it all together and headed in the right direction.
