Greetings Everyone, I started out the year as the

new President. I went down to the Capitol for “Builder Day on the Hill” with Rick Michaelson and Bryan Schoen-berger. We had a briefing by Bam on some of the issues we wanted to speak to our Senators and Rep-resentatives about. We had appointments with Senators Ingebregtsen and Kent Eken and Rep-resentatives Bud Nornes and Paul Marquart. The discussions centered on the Sprinkler Mandate and the sales taxes that is being proposed by Governor Dayton. See the article in the newsletter.

Our January Annual Meeting and Christmas Party was on the hurried order as we had to eat, do our meeting and get to the DLCCC for Dueling Pianos. They put on a very good show and were fun to watch. Check out

the pictures of the awards given out. Mike Eidenschink and Rick Michaelson brought in a member each and were given $25.00 each for the Water Furnace International and Custom Windows. We appreciate our new members and their sponsors.

We have been very busy with the Electrical EXPO, The Builders EXPO, and the Home and Sport Show. We are really excited about the Home & Sport Show. We will have the Kidsafe Program to do fingerprinting and photo of the kids in the area – free for the kids, and we will have Jeremy Elbert from Wildlife Pursuit. He will have a booth, do two seminars and sign autographs. If you haven’t watched him, he is on channel 6 at 6:30 p.m. on Saturdays. I even enjoyed the show and I don’t hunt.

The Home Show side is almost sold out, with a lot of new vendors and old.

Minnesota’s 2013 Legislative Session Is InThis year’s legislative session started January 8th and

it must conclude by May 20th according to the constitu-tion. With 64 new legislators the pace of session will undoubtedly start slow. BAM will be working hard to educate the legislature about the industry’s issues and communicate that a healthy housing industry means a healthy economy and jobs.

The past few years BAM has built positive relation-ships with both Democrats and Republicans, rural and metro, across the state that understand our priorities. During the election season, BAM put together a list of housing-friendly candidates on both sides of the aisle and targeted those individuals for BAM-PAC donations. Of those candidates, 31 of our 37 were elected. For the first time since 1990, Democrats are in control of the House, the Senate, and the governor’s office, and so our relation-ships at the Capitol will be more important than ever.

It will be especially important to have a big showing at Builder Day at the Capitol January 30th. Mark your calendars and plan to attend. Codes

In addition to the legislative session, BAM is fighting a mandate of fire sprinklers in single-family construction in the upcoming residential building code. The legislature voted overwhelmingly to remove the mandate from the code in 2011 and 2012, but was vetoed by the Governor citing homeowner and fire fighter safety. It was also voted out of the code twice by the Department of Labor and Industry’s advisory code committee. However, the

mandate was unfortunately put in the recent draft code by the department at a 4,500 square foot trigger. The code draft is slated to be published by the Department of Labor and Industry in March after which BAM will fight the mandate in the Administrative Law Judge process.

All new codes in Minnesota are enacted at the same time, and currently they are slated to go into effect in late 2013 with a beginning enforcement date of six months later - in the spring of 2014.Get Involved

We will be calling on you to get involved by contacting your legislators. We will need to continue cultivating your relationships with your legislators - it will be extremely important this session.

Builder Day at the Capitol, January 30th. This is the day for all BAM members to come together from across the state to deliver our message to our legislators. It’s important that we make a big statement, so be sure to at-tend. Together our voices are stronger. More information and registration is available online at bamn.org/events.

New Engineered Documents at bamn.orgAs a benefit of BAM membership, you have

available to you members-only Minnesota Build-ing Code guides written and published by BAM. New and now available online are updated BAM Foundation Wall Support Engineered Documents and updated BAM Cantilevered Foundation Wall Engineered Documents for 2013. The code guides and engineered documents are available on the BAM members-only website under the “Regula-tions/Codes” tab and the “Code Guides” section. You’ll need to log in with your username and password.

NAHB Dues IncreaseNAHB has proposed a dues increase and will

be voting on it at IBS the week of January 21, 2013. The proposal includes a dues increase of $16 in January 2014, a second increase of $16 in January 2015, and a final increase of $16 in January of 2017 only if NAHB membership and exhibit space goals are not met in 2016.

BAM’s Executive Committee has discussed the dues increase proposal and recommends each local association have a discussion with your NAHB Directors. If your local determines it is not in favor of the dues increase proposal, BAM has put together a letter template that can be submit-ted to NAHB by your local association. Be sure to submit the letter prior to the NAHB Board of Directors vote at IBS.

Week of January 14, 2013….BAM Announces New EvP – Remi Stone

BAM is thrilled to announce we have a new Executive Vice President – Remi Stone. Remi has more than 20 years of experience working with the Minnesota state government and the construction industry as a lobbyist, practicing attorney, and director of government affairs for several organizations. With her experience and industry knowledge Remi will do an excellent job representing BAM at the Capitol and delivering value to the BAM membership. Chad Kompelien is BAM’s 2013 PresidentIn addition to Remi, we also welcome our

new President – Chad Kompelien! As of the first of the year Chad officially became BAM’s 2013 President. He served as president of his local association the West Central Builders Association (WCBA) in Willmar and has served several years in BAM leadership positions prior to becoming president. He also served as chair of the Unli-censed Contractor Task Force and was a member

of the Government Relations Committee and the BAM-Political Action Committee. We look forward to a great year under Chad’s leadership!

From BATC NEWS Session Week 3: Dayton Re-leases Budget

For weeks Governor Dayton spoke of a bold plan to fundamentally change Minnesota's tax system. Last week he made good on that promise by releasing a budget proposal to raise over $3 billion in new revenue while offering $1.5 billion in property tax relief. Highlights from the budget plan:

• It creates a new fourth tier for individual income tax. The fourth tier rate increases from 7.85% to 9.85 % or about a 22.5% increase and becomes the fourth highest in the nation.

• The sales tax is lowered and broadened. The sales tax is extended to a long list of services including several in the homebuilding and remod-eling industry. This is paired with a reduction in the sales tax rate from 6.875% to 5.5%.

• A cut in the tax rate on "C" corporations from 9.8 to 8.4%, which is paired with repeals of foreign operating company profits, which is an important issue for many large companies in the state.

Of particular interest to our industry is the host of services that are subject to the proposed expansion of the sales tax. More analysis needs to be done to determine the bottom-line effect of the overall reduction of the current rate coupled with the emergence of the sales tax on services.

Our January Annual Meeting and Christmas Party was on the hurried order as we had to eat, do our meeting and get to the DLCCC for Dueling Pianos. They put on a very good show and were fun to watch. Check out

the pictures of the awards given out. Mike Eidenschink and Rick Michaelson brought in a member each and were given $25.00 each for the Water Furnace International and Custom Windows. We appreciate our new members and their sponsors.

We have been very busy with the Electrical EXPO, The Builders EXPO, and the Home and Sport Show. We are really excited about the Home & Sport Show. We will have the Kidsafe Program to do fingerprinting and photo of the kids in the area – free for the kids, and we will have Jeremy Elbert from Wildlife Pursuit. He will have a booth, do two seminars and sign autographs. If you haven’t watched him, he is on channel 6 at 6:30 p.m. on Saturdays. I even enjoyed the show and I don’t hunt.

The Home Show side is almost sold out, with a lot of new vendors and old.

Minnesota’s 2013 Legislative Session Is InThis year’s legislative session started January 8th and

it must conclude by May 20th according to the constitu-tion. With 64 new legislators the pace of session will undoubtedly start slow. BAM will be working hard to educate the legislature about the industry’s issues and communicate that a healthy housing industry means a healthy economy and jobs.

The past few years BAM has built positive relation-ships with both Democrats and Republicans, rural and metro, across the state that understand our priorities. During the election season, BAM put together a list of housing-friendly candidates on both sides of the aisle and targeted those individuals for BAM-PAC donations. Of those candidates, 31 of our 37 were elected. For the first time since 1990, Democrats are in control of the House, the Senate, and the governor’s office, and so our relation-ships at the Capitol will be more important than ever.

It will be especially important to have a big showing at Builder Day at the Capitol January 30th. Mark your calendars and plan to attend. Codes

In addition to the legislative session, BAM is fighting a mandate of fire sprinklers in single-family construction in the upcoming residential building code. The legislature voted overwhelmingly to remove the mandate from the code in 2011 and 2012, but was vetoed by the Governor citing homeowner and fire fighter safety. It was also voted out of the code twice by the Department of Labor and Industry’s advisory code committee. However, the

mandate was unfortunately put in the recent draft code by the department at a 4,500 square foot trigger. The code draft is slated to be published by the Department of Labor and Industry in March after which BAM will fight the mandate in the Administrative Law Judge process.

All new codes in Minnesota are enacted at the same time, and currently they are slated to go into effect in late 2013 with a beginning enforcement date of six months later - in the spring of 2014.Get Involved

Builder Day at the Capitol, January 30th. This is the day for all BAM members to come together from across the state to deliver our message to our legislators. New Engineered Documents at bamn.orgAs a benefit of BAM membership, you have

available to you members-only Minnesota Build-ing Code guides written and published by BAM. New and now available online are updated BAM Foundation Wall Support Engineered Documents and updated BAM Cantilevered Foundation Wall Engineered Documents for 2013. The code guides and engineered documents are available on the BAM members-only website under the “Regula-tions/Codes” tab and the “Code Guides” section. You’ll need to log in with your username and password.

NAHB Dues IncreaseNAHB has proposed a dues increase and will

be voting on it at IBS the week of January 21, 2013. The proposal includes a dues increase of $16 in January 2014, a second increase of $16 in January 2015, and a final increase of $16 in January of 2017 only if NAHB membership and exhibit space goals are not met in 2016.

BAM’s Executive Committee has discussed the dues increase proposal and recommends each local association have a discussion with your NAHB Directors. If your local determines it is not in favor of the dues increase proposal, BAM has put together a letter template that can be submit-ted to NAHB by your local association. Be sure to submit the letter prior to the NAHB Board of Directors vote at IBS.

Week of January 14, 2013….BAM Announces New EvP – Remi Stone

BAM is thrilled to announce we have a new Executive Vice President – Remi Stone. Remi has more than 20 years of experience working with the Minnesota state government and the construction industry as a lobbyist, practicing attorney, and director of government affairs for several organizations. With her experience and industry knowledge Remi will do an excellent job representing BAM at the Capitol and delivering value to the BAM membership. Chad Kompelien is BAM’s 2013 PresidentIn addition to Remi, we also welcome our

new President – Chad Kompelien! As of the first of the year Chad officially became BAM’s 2013 President. He served as president of his local association the West Central Builders Association (WCBA) in Willmar and has served several years in BAM leadership positions prior to becoming president. He also served as chair of the Unli-censed Contractor Task Force and was a member

of the Government Relations Committee and the BAM-Political Action Committee. We look forward to a great year under Chad’s leadership!

From BATC NEWS Session Week 3: Dayton Re-leases Budget

For weeks Governor Dayton spoke of a bold plan to fundamentally change Minnesota's tax system. Last week he made good on that promise by releasing a budget proposal to raise over $3 billion in new revenue while offering $1.5 billion in property tax relief. Highlights from the budget plan:

• It creates a new fourth tier for individual income tax. The fourth tier rate increases from 7.85% to 9.85 % or about a 22.5% increase and becomes the fourth highest in the nation.

• The sales tax is lowered and broadened. The sales tax is extended to a long list of services including several in the homebuilding and remod-eling industry. This is paired with a reduction in the sales tax rate from 6.875% to 5.5%.

• A cut in the tax rate on "C" corporations from 9.8 to 8.4%, which is paired with repeals of foreign operating company profits, which is an important issue for many large companies in the state.

Of particular interest to our industry is the host of services that are subject to the proposed expansion of the sales tax. More analysis needs to be done to determine the bottom-line effect of the overall reduction of the current rate coupled with the emergence of the sales tax on services.

Greetings Everyone, I started out the year as the

new President. I went down to the Capitol for “Builder Day on the Hill” with Rick Michaelson and Bryan Schoen-berger. We had a briefing by Bam on some of the issues we wanted to speak to our Senators and Rep-resentatives about. We had appointments with Senators Ingebregtsen and Kent Eken and Rep-resentatives Bud Nornes and Paul Marquart. The discussions centered on the Sprinkler Mandate and the sales taxes that is being proposed by Governor Dayton. See the article in the newsletter.
