Gas Station Park in Tacoma's South End is poised to receive $21,486 to completely overhaul the park. The 14,000 square foot park opened to much fanfare four years ago after the city and the neighborhood council partnered to buy the land (formerly the site of Franco's Oil gas station) from Pierce County, then raised money to turn the property into a neighbor- hood park. Last year, however, Metro Parks Tacoma and the city's public works department completed a condition assessment report that showed a long list of safety issues (see "Can Gas Station Park be saved?" TDI, Feb. 16, 2012). The innovative grant funding would be used to underlay the park with wood shavings, install a new border and ADA ramp, and purchase and install new playground equip- ment. Other notable projects that could receive grant funding include $3,415 for improvements to 8th and I Park that include new bushes, a mural, message center and bike rack; $7,500 for "Flourish MLK," a plan that would paint miniature murals on plant- ers along Martin Luther King Jr Way between South Sixth Street and South 19th Street; $2,600 for a sidewalk wayfinding "Compass Rose" near the Washington State History Museum plaza downtown that will direct visitors to cultural attractions; and $4,500 for improvements to the Northern Loop Trail access at Julia's Gulch. A total of $218,889.45 has been recommended for the 36 projects. The innovative grant program uses community development bock grant funding and real estate excise tax revenue to fund small capital projects in neighborhoods in order to benefit the public by removing blight, according to city officials. Appli- cations are submitted to the eight neighborhood councils, which evaluate the proposals and forward their recommendations to city staff. The recommen- dations are then presented to city council for final approval. Tacoma City Council is tentatively scheduled to vote on a resolution approving the innovative grant funding recommendations during its meeting on Tues., Sept. 25 at 5 p.m. at City Hall. the State Route 520 or Tacoma Narrows bridges may � nd that they are unable to renew their vehicle registration. The Washington State Department of Transportation has provided the Department of Li-censing with approximately 7,900 holds for vehicles. This week, the � rst round of renewal notices list-ing unpaid toll violations that will prevent drivers from renewing their registration will arrive in mail-boxes.

The DOL will keep the registration holds in place until all tolls, accrued fees and penalties are paid.

"We issued the � rst civil penalties in April, and now we're taking one of the � nal steps to enforce tolls fairly," said WSDOT Toll Division Director Craig Stone. "Most drivers pay their tolls on time, but these are the consequences for those who don't."

Owners of vehicles with registrations that expire in December will receive the � rst renewal notices from DOL with holds resulting from unpaid notices of civil penalties. Drivers with unpaid civil penal-ties will not be able to renew their registration until they resolve the violations.

"Even after 100 days, drivers could still make good on their toll and pay their civil penalty so they can renew their tabs," Stone said. "Procrastinating on paying the toll only adds cost and complexity."

Vehicle owners can contact the Good To Go! cus-tomer service center to settle unpaid tolls or to check if they have a vehicle registration hold. DOL will

notify vehicle owners of any registration holds via renewal notices or when owners attempt to renew their tabs.

Vehicle registration holds are only put in place after other attempts to collect tolls have been ex-hausted. The registered owner of a vehicle receives a toll bill in the mail about 14 days after crossing the bridge. Drivers who don't pay their � rst toll bill within 15 days of receiving the bill receive a second notice with a $5 reprocessing fee. Civil penalty no-tices with a $40 per transaction penalty are issued more than 80 days after the bridge crossing. Regis-tered vehicle owners have up to 20 days to respond to WSDOT with payment or to dispute the civil pen-alty. WSDOT only noti� es DOL to place a vehicle registration hold when the violations remain un-paid.

Placing holds on vehicle registrations is nothing new for DOL. Currently, 156 agencies across the state use registration holds to enforce unpaid bills.

WSDOT suggests that all vehicle owners take the following steps to avoid a registration hold:

-- Avoid the civil-penalty process. Contact the customer service center if you haven't seen a bill in the mail two weeks after your vehicle crossed one of the bridges;

-- Follow the appropriate steps with DOL for buy-ing or selling a vehicle. Vehicle owners who do not properly transfer ownership and who do not ensure the buyer registers the vehicle in their name risk receiving a toll bill or civil penalty because they are still the vehicle's registered owner;

-- Do not ignore a toll bill, even if you have es-

tablished a Good To Go! account. Calling customer service can save time and money in the long run;

-- Maintaining an active Good To Go! account is still the most ef� cient and cost-effective means of traveling on tolled roads in Washington state;

WSDOT: Vehicle registration holds for some Tacoma Narrows Bridge toll violators

Tacoma Farmers Market organizers have an-nounced they will present "Banquet of Bounty," a new fundraising dinner that aims to connect the community to local farms.

The dinner will be prepared with local ingre-dients by chef Matt Stickle of BITE Restaurant and will showcase the area's vibrant cultural and agricultural heritage. The fundraiser will also include locally-made desserts, which will be auctioned off, and a wine wall of Washington wines available for purchase.

Proceeds from the event go toward keeping vendor fees affordable for all farmers and pro-ducers, and to provide funds for market capac-ity-building.

The "Banquet of Bounty" fundraising dinner will be held on Fri., Oct. 19 at the Hotel Mu-rano Banquet Room, 1320 Broadway Plaza. A no-host cocktail hour begins at 6:30 p.m. Din-ner will be served at 7:30 p.m. Tickets are $75 per person and available online at brownpaper-tickets.com/event/273500. Tacoma Farmers Market 'Banquet of Bounty' fundraiser Oct. 19

The City of Gig Harbor will of� cially cut the ribbon on its new Maritime Pier on Mon., Sept. 24 at 3:30 p.m.

The ribbon-cut-ting marks a signi� -cant accomplishment for the city, and fol-lows decades of dis-cussions to build a pier for Gig Harbor's commercial � shing � eet, which includes approximately 40 active vessels.

The new drive-aboard pier is 156 feet plus ramp and � oat and will provide access for load-ing and unloading for the � shing � eet, tran-sient moorage and viewing, and water access for the public. The City of Gig Harbor contrib-uted $1.6 million dollars to the project. In ad-dition, $378,000 in state funding was appropri-ated for the pier. The Gig Harbor Commercial Fishing Club donated $50,000.

The new pier is just one piece of an on-going effort to preserve the heritage and culture of the community with facilities, parks, and his-toric properties throughout the historic water-front.

SECTION 10. UCC SECURITY AGREEMENT; LEASES OF THE PROPERTY; ASSIGNMENT OF RENTS; INSPECTIONS.10.1 This Trust Deed is intended to be a security agreement pursuant to the Uniform Commercial Code of Wash- ington for any of the items specified above as part of the Property which, under applicable law, may be subject to a security interest pursuant to the Uniform Commercial Code of Wash- ington, and Borrower hereby grants Beneficiary a security interest in said items. Borrower agrees that Benefici- ary may file this Trust Deed, or a re- production of it, in the real estate records, office of the Washington Sec- retary of State, or other appropriate filing index, as a financing statement for any of the items specified above as part of the Property. Any reproduction of this Trust Deed or of any other se- curity agreement or financing state- ment shall be sufficient as a financing statement. In addition, Borrower agrees to execute and deliver to Ben- eficiary, upon Beneficiary’s request, any financing statements, as well as extensions, renewals and amend- ments of them, and reproductions of this Trust Deed in such form as Bene- ficiary may require to prefect a secur- ity interest with respect to said items. Borrower shall pay all costs of filing such financing statements and any ex- tensions, renewals, amendments and releases of them, and shall pay all costs and expenses of any record searches for financing statements Beneficiary may require. Borrower shall notify Beneficiary in writing prior

to changing Borrower’s name or mov- ing Borrower’s chief executive office or any of the Property secured by this Trust Deed. Without the prior written consent of Beneficiary, Borrower shall not create or suffer to be created any other security interest in those items, including, without limitation, replace- ments, substitutions and additions to them. Upon Borrower’s breach of any covenant or agreement of Borrower contained in this Trust Deed, including, but not limited to, the covenants to pay when due all sums secured by this Trust Deed, Beneficiary shall have the remedies of a secured party under the Uniform Commercial Code of Wash- ington and, at Beneficiary’s option, may also invoke the remedies provid- ed in this Trust Deed as to such items. In exercising any of said remedies, Beneficiary may proceed against the items of real property and any items of personal property specified above as part of the Property separately or to- gether and in any order whatsoever, whether by nonjudicial sale or other- wise, without in any way affecting the availability of Beneficiary’s remedies under the Uniform Commercial Code of Washington or of the other reme- dies provided in this Trust Deed. This Trust Deed shall constitute a security agreement and “fixture filing” under the Uniform Commercial Code-Secured Transactions statutes of the State of Washington. The mailing address of the Borrower and the address of the Beneficiary from which information may be obtained are set forth in the in- troductory paragraph of this Trust Deed.10.2 Borrower shall comply with and observe Borrower’s obligations as landlord under all leases of the Prop- erty or any part thereof. Borrower shall furnish Beneficiary with executed copies of all leases now existing or in the future made of all or any part of the Property, and all leases now or in the future entered into will be in form and substance subject to the prior written approval of Beneficiary. All leases of the Property shall specifical- ly provide that such leases are subor- dinate to this Trust Deed; that the ten- ant attorns to Beneficiary, such at- tornment to be effective upon Benefi- ciary’s acquisition of title to the Prop- erty; that the tenant agrees to execute such further evidences of attornment as Beneficiary may from time to time request; that the attornment of tenant shall not be terminated by foreclosure; that the tenant agrees to execute such estoppel certificates in form and sub- stance satisfactory to Beneficiary; and that Beneficiary, at Beneficiary’s op- tion, may accept or reject such at- tornments. Without Beneficiary’s writ- ten consent, Borrower shall not re- quest or consent to the subordination of any lease of all or any part of the Property to any lien subordinate to this Trust Deed. If Borrower becomes aware that any tenant proposes to do, or is doing, any act or thing which may give rise to any right of setoff against, rent, Borrower shall (i) take such steps as shall be reasonably calculated to prevent the accrual of any right to a setoff against rent, (ii) notify Benefici- ary thereof and of the amount of said setoffs, and (iii) within ten (10) days af- ter such accrual, reimburse the tenant who shall have acquired such right to setoff or take such other steps as shall effectively discharge such setoff and as shall assure that rents thereaf- ter due shall continue to be payable without setoff or deduction.10.3 As Additional security under this Trust Deed, Borrower hereby assigns to Beneficiary the leases, rents or agreements concerning the Property now existing or in the future arising, provided that unless there is an event of default under the Loan documents, Borrower shall have the right to collect and retain such rents as they become due and payable. Upon Beneficiary’s request, borrower shall execute any additional documents requested by Beneficiary to assign to Beneficiary any leases and all security and other deposits concerning the Property. This assignment is not a delegation or as- signment to Beneficiary of Borrower’s duties or obligations under or in con- nection with the Property. Benefici- ary’s acceptance of this assignment does not constitute a promise by it nor does it in any way obligate it to per- form any of Borrower’s duties or obli- gations under or in connection with the leases, rents or agreements. Borrow- er hereby agrees to indemnify Benefi- ciary against and hold it harmless from any and all liability, loss or dam- age which it may or might incur under
