In total, CMS has awarded over $307 mil- lion in performance bo- nuses to 23 states by the Children's Health Insur- ance Program (CHIP) Re- authorization Act of 2009. Washington State has been awarded $7.844 mil-lion by the federal Centers for Medicare and Medicaid Services (CMS) in a bonus that recognizes the state's efforts to identify and enroll eligible children in Med-icaid coverage.

In total, CMS has awarded over $307 mil-lion in performance bo-nuses to 23 states by the Children's Health Insur-ance Program (CHIP) Re-authorization Act of 2009. Washington has received the enrollment-based bo-nus for all � ve years of the program. Washington was one of 15 states that produced enrollment in-creases of more than 10 percent above their base-lines, earning a larger award. This is the � nal year of the program.

To qualify for a perfor-mance bonus, states had to implement at least � ve out of eight speci� c pro-gram features aimed at streamlining their enroll-ment and renewal proce-dures to improve chil-dren's health coverage programs and increase children's enrollment in Medicaid above a base-line level for the � scal year.

If the weather cooperates, Washington State Department of Transportation (WSDOT) crews will make a major step forward this weekend in the Interstate 5/State Route 16 Eastbound Nal-ley Valley project in Tacoma.

Beginning a 10 p.m. on Fri., Jan. 3, crews will begin the process of relocating eastbound State Route 16 traf� c from a temporary viaduct onto the new permanent viaduct near Interstate 5. The work requires numerous day and night lane closures of eastbound State Route 16 and the southbound Interstate 5 exit to South 38th Street. In the event of inclement weather, the work and closures will be rescheduled.

WSDOT encourages drivers to plan a strat-egy to deal with potentially long daytime de-lays and heavy congestion on eastbound State Route 16. On a typical weekend, this stretch of eastbound State Route 16 is traveled by more than 100,000 vehicles. WSDOT traf� c engineers warn that without a reduction in traf� c during the restrictions, eastbound backups could reach the Tacoma Narrows Bridge, which is six miles away. Sunday is anticipated to have the heaviest traf� c congestion.

Here are the closure speci� cs:Fri., Jan. 3 @ 10 p.m. -- Close all lanes of

eastbound State Route 16 at South Union Av-enue (detour via Union); Close South Union Avenue on-ramp to eastbound State Route 16; Close southbound Interstate 5 exit to South 38th Street.

Sat., Jan. 4 @ 7:30 a.m. -- Open two lanes of eastbound State Route 16. One lane will take motorists to northbound Interstate 5; the other lane will take motorists to southbound Inter-state 5; Open South Union Avenue on-ramp to eastbound State Route 16; Open southbound In-terstate 5 exit to South 38th Street.

Sat., Jan. 4 @ 10 p.m. -- Close all lanes of eastbound State Route 16 at South Union Av-enue (detour via Union); Close South Union Avenue on-ramp to eastbound State Route 16; Close southbound Interstate 5 exit to South 38th Street.

Sun., Jan. 5 @ 11:30 a.m. -- Open one lane of

eastbound State Route 16, detour all eastbound State Route 16 traf� c onto southbound Interstate 5. Motorists wishing to reach northbound Inter-state 5 will be detoured via South 56th Street in-terchange; Open South Union Avenue on-ramp to eastbound State Route 16; Open southbound Interstate 5 exit to South 38th Street.

Sun., Jan. 5 @ 10 p.m. -- Close all lanes of eastbound State Route 16 at South Union Av-enue (detour via Union); Close South Union Avenue on-ramp to eastbound State Route 16; Close southbound Interstate 5 exit to South 38th Street.

Mon., Jan. 6 @ 4 a.m. -- Open all ramps and roadways. Eastbound State Route 16 motorists will be driving, for the � rst time, on the new per-manent eastbound State Route 16 viaduct.

Work of this magnitude is typically scheduled at night to minimize impacts to drivers. Howev-er, once crews start on this phase of the project, they must continue until it's complete. Because of the anticipated lengthy traf� c backups on both Saturday and Sunday, Contractor Mowat Construction is considering ways to expedite the work. While the work is underway, motor-ists are encouraged to � nd alternative routes and reschedule or eliminate discretionary trips. WSDOT encourages drivers to visit tacomatraf-� c.com online for up-to-date information so they can be informed about traf� c conditions before leaving home.

Once the traf� c shift is complete, crews will demolish most of the temporary viaduct. A seg-ment on the west end of the viaduct will remain and will be used in a future project to build a viaduct for high-occupancy-vehicle (HOV) traf-� c.Crews are shifting traf� c from a temporary viaduct to a permanent viaduct. lice Department has received certi� cation of its Child Abduction Response Team (CART) through the U.S. Department of Justice and Fox Valley Technical Col-lege CART Certi� cation Program.

CART is a tool to provide law enforcement with an effective and ef� cient response to a missing child inci-dent in which a child is believed to be endangered or abducted. Since 1961, there have been 16 children ab-ducted in Tacoma. The CART Program identi� es best practices, better leverages resources, provides guid-ance through training, and allows for an ef� ciently managed investigation.

In September, CART assessors conducted a two-day on-site review of the Tacoma Police Department's policies and procedures and an assessment of its Mock Child Abduction Exercise. The exercise involved the use of more than 130 police and civilian personnel. According to Lieutenant Robert Jepson, the proactive drill was "meant to simulate a terrifying and emotion-ally draining scenario for anyone involved and make our response as real as possible."

CART certi� cation consists of meeting 47 standards of identi� ed best practices and an on-site assessment of the Mock Child Abduction Exercise. The Tacoma Police Department CART is a multidisciplinary team comprised of individuals with training and experience related to the investigation of child abductions. The Tacoma Police Department is the 20th agency in the country to obtain this certi� cation and the only agency in the state of Washington.

Last month, the Tacoma Police Department re-ceived of� cial noti� cation from the U.S. Department of Justice of its certi� cation.

"We are excited to acknowledge and recognize the Tacoma Washington Child Abduction Response Team as being certi� ed under the established guidelines and standards," the U.S. Department of Justice wrote in a statement. "Compliance with the standards and per-formance of the child abduction exercise clearly dem-onstrate that the Tacoma Washington Child Abduction Response Team is prepared to respond if a child goes missing, endangered or abducted and further estab-lish a professional standard for excellence."
