Anita Fichthorn, Port of Tacoma's water quality project manager, designed the boxes to filter the heavy metals picked up by rainwater coming off the roof. The boxes were engineered and built by Port facilities development and maintenance staff, using materials readily available at local hardware and building supply stores. The boxes—nicknamed Coho, Steelhead, Chum and King—cost about $600 each to build. They mimic the natural environment to filter pollutants. Nestled in a bioretention soil mix of sand and com- post that controls the flow of water, the plants take up zinc and other pollutants to use during photo- synthesis. "The boxes play a key role in our efforts to control heavy metal releases from our industrial proper- ties," said Fichthorn. "They also help us comply with the terms of our stormwater permit." The boxes were tested last year at Pierce County Terminal and the Port of Tacoma's maintenance fa- cility. Those pilot boxes removed 99 percent of met- als, particularly zinc and copper, according to Port of Tacoma officials. Posted online Mon., April 22 Downtown On the Go will continue its Walk Tacoma series next week with a free walking tour that will highlight the history and current development of Tacoma's waterfront along a two-mile walking route. Tacoma series next week with a free walking tour that will highlight the history and current development of Tacoma's waterfront along a two-mile walking route.

The tour, which will be held on Weds., May 1 between noon and 1 p.m. and begin at the Mur-ray Morgan Bridge at 11th & A Street, will be

led by Joseph Govednik, Curator of Collections with the Foss Waterway Seaport. There is no need to pre-register for the event.

An apartment building owned by Taco-ma Housing Authority and slated for de-

molition served as a training ground last week for � re � ghters from Tacoma, Gig

Harbor, and Central Pierce Fire and Res-cue. The drill called for the multi-agency

teams to respond to a reported apart-ment � re and, upon investigation, learn

that � ve injured occupants were trapped in two separate units of the three-story building. Hands-on-training drills are designed to improve � re � ghting skills, according to Tacoma Fire Department

of� cials, and the opportunity to practice under "real world" conditions is invalu-

City of Tacoma released Earth Day reportIn recognition of Earth Day, the City of Tacoma

highlighted its progress toward sustainable opera-tions. "We take seriously our responsibility to reduce wasteful consumption," said Environmental Policy & Sustainability Manager Kristi Lynett. "It bene� ts our citizens and our planet's � nite resources."

According to Lynett , the City of Tacoma reduced copier paper consumption by 50 percent in 2012 from 2011 and by 88 percent from 2009. This is the equivalent of saving more than 10,000 trees since 2009.

The State Electronics Challenge awarded Taco-ma with bronze recognition for its achievements in decreasing the environmental footprint of its com-puter equipment. The City of Tacoma purchases

computer equipment quali-� ed by the Electronic Prod-uct Environmental Assess-ment Tool standard, which extends the life of equip-ment by reusing it through PC Power Management and the responsible recycling of equipment.

Finally, from 2010 through 2012, the City avoided spending $1,151,100 on fuel due to

reductions in use and fuel costs. These results were from more ef� cient operations and vehicle purchas-es, but it also includes an increased use of � eet ve-

hicles and video-conferencing.The City of Tacoma's Earth Day report is avail-

5th Annual Tacoma Bike Swap SaturdayCyclists of all levels can enjoy the 5th annual

Bike Swap from 10 a.m. to 2 p.m. on Sat., April 27 at University of Puget Sound Memorial Fieldhouse, located at North 11th Street and Union Avenue. The free event features vendors selling bikes, bike parts and accessories.

Highlights include low-cost helmet � ttings, map masters bike route guidance, � at repairs, and a free children's bike rodeo.

Individuals who want to sell up to two bikes may bring them to the free Bike Corral, which includes a new section for children's bikes and trailers.

Part of Bike Month 2013, the Bike Swap is a col-laborative effort of the City of Tacoma, Pierce Tran-sit, Pierce County and Downtown on the Go.

City of Tacoma News

The annual Spring Fair in Puyallup greeted 102,090 visitors during its four-day run last week, of� cials reported Monday. Crowds ig-nored the intermittent rain and took in family fun at the state’s seventh largest fair. This was the 8th largest attendance in the Spring Fair's 24-year history.

"We designed the Spring Fair to focus on the family, with lots of hands-on activities and free entertainment for every age group," said Kent Hojem, Washington Fair CEO. "It is extremely

satisfying to see that the variety we offer our guests at the Spring Fair by far outweighs the weather. We developed this event as a celebra-tion to spring, and it has become a tradition in the Paci� c Northwest."

The Spring Fair started in 1990 and is part of the Washington State Fair. The Washington State Fair is the largest fair in the state.

PIERCE TRANSITNOTICE OF PUBLIC HEARING

PROPOSED SERVICE CHANGES EFFECTIVE SEPTEMBER 29, 2013The Pierce Transit Board of Com-

missioners will hold a public hearing on Monday, May 13, 2013. The meet- ing will begin at 4:00 pm and will be held in the Rainier Room of the Pierce Transit Training Center, located at 3720 96th St. SW, Lakewood, WA. The purpose of the hearing is to allow public comment on proposed changes to Pierce Transit bus service effective September 29, 2013.

Nine public meetings have been held at various locations throughout the Pierce Transit service area including: City of Tacoma (2 meetings), City of Puyallup (2 meetings), NE Tacoma, City of University Place, City of Lake- wood, City of Gig Harbor and Park- land/Spanaway in Unincorporated Pierce County.

Pierce Transit is responding to the continuing deficit in sales tax collec- tions that began in December 2007. Sales tax collections represent 70% of our revenue. To address our current budget shortfall, we propose the ser- vice reductions as described below. These changes include modifications in all parts of Pierce Transit’s network. These modifications are intended to respond to the need to eliminate an additional 28% of the services Pierce Transit currently operates.

The specific details of each route al- ternative are described at the www.piercetransit.org website and are generally described below.

* Reduced AM/PM trips on fixed route and SHUTTLE on all days of the week.

* Buses come less often on all days of the week.

The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchas- ing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409.

Proposals will be received until 11:00 a.m., Pacific Time, Tues- day, May 14, 2013, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud.

An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at www.TacomaPurchasing.org. A list of

vendors registered for this solicitation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting propo- sals are posted to the website for pub- lic viewing.

A pre-proposal meeting will not be held.

Project Scope: The City of Tacoma Fire Department is soliciting proposals for the construction of one 50-foot (minimum length NFPA Class III All Haz- ard Rapid Response Vessel for the Ta- coma Fire Department. This vessel is intended to provide increased emer- gency response capability and port protection, which includes but is not limited to chemical, biological, radio- logical, nuclear, and explosive (CBRNE) response activities, heavy firefighting suppression, emergency medical services, specialty team sup- port, detection, prevention, electron- ics, navigation, communications, com- mand platform and other heavy sup- port equipment.

Each proposal mush be accompa- nied by a cashier’s check for five per-

cent of the proposal amount, made payable to “City Treasurer,” or a bid bond for five percent of the proposal amount executed on the approved City bond form attached to these specifi- cations. If the bid bond is used, five percent may be shown in dollars and cents, or in lieu of dollars and cents, the following statement may be insert- ed therein: “five percent of the amount of the accompanying proposal.”
