According to the terms of the lease approved by Tacoma City Council on Tuesday, KAG Logistics, Inc. will enter into a five-year lease with the City and Tacoma Rail, and spend $800,000 to install the infrastructure needed for the translating fa- cility, such as tracks, switches, water and electri- cal service, paving, and fencing. The company will pay $24,000 per year to lease the site, and $400 for each railcar that moves through the facility. Tacoma Rail officials report the facility will serve 40 to 60 railcars per month. However, the base rent will be waived if KAG Logistics transports a minimum of 20 railcars per month, which would generate $96,000 annually for Tacoma Rail. Im- provements made to the site will become the property of Tacoma at the end of the lease. KAG Logistics will also have the opportunity to renew its lease in three five-year extensions. The site is located along Canyon Road East, just south of Frederickson Industrial Park Road East, in an area known as the Canyon Road "Y." Tacoma purchased the land from Weyerhaeuser in 1995. A nomination to place the so-called "Ella and John Snyder House," which is located at 612 North 4th Street in the Stadium-Seminary National Historic District, on the historic register was prepared by own- ers Ken House and Lisa Robinson. House is a member of Tacoma's Landmarks Preservation Commission. According to the nomination, the home was once owned by John Snyder, who founded three Tacoma lumber mills, including Clear Fir Lumber Company. He was also one of three Tacoma City Councilmem- bers who traveled to Philadelphia in 1892 to negotiate the purchase of the Tacoma Light and Water Company from Charles B. Wright. Later, Snyder's son, Frost, also a prominent figure in the local timber industry, owned the home for a period before it was sold to Kenneth Roegner, a long-time Commonwealth Title executive. The shingle- and Craftsman-style home was de- signed by Tacoma architect Ambrose J. Russell, who designed the Governor's Mansion in Olympia, in ad- dition to significant Tacoma buildings such as the Ta- coma Armory, the Masonic Temple, and the Perkins Building downtown. Tacoma's Landmarks Preservation Commission held a public meeting on March 14 to discuss the nom- ination, a public hearing on April 25 to receive public comment and consider the historic significance of the property, and approved the nomination on April 25. It was then forwarded to Tacoma City Council for final approval. City Council approved a resolution Tuesday officially adding the building to the city's historic reg- ister. "Mr. House researched and wrote this nomination and deserves a lot of credit for a wonderful job," said Tacoma historic preservation officer Reuben McKnight during the meeting Tuesday. The requests include completing improve- ments on a pier to support the safe and efficient operation of the Port's breakbulk business, as well as security improvements at the Port's main entry gate on East 11th Street. Commissioners will also hear an update on the Port's habitat strategy and a request to begin de- sign work on the Upper Clear Creek habitat res- toration project. A public hearing to surplus various Port equip- ment and property precedes the action agenda. Commission meetings begin at noon in Room 104 of The Fabulich Center, 3600 Port of Tacoma Road. The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchas- ing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409.

Proposals will be received until 11:00 a.m., Pacific Time, Tues- day, August 14, 2012, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud.

An electronic copy of the complete solicitation documents may be viewed and obtained by accessing the City of Tacoma Purchasing website at: www.TacomaPurchasing.org. A list of vendors who registered for this solici- tation is also available at the website. After 1:00 p.m. the day of bid opening, the names of vendors submitting pro- posals are posted to the website for public viewing.

A pre-proposal meeting will not be held.

Project Scope: The City of Taco- ma, Tacoma Public Utilities Customer Services Division, is seeking Requests for Proposals from highly qualified in- formation technology consulting or- ganizations to provide system integra-

tion and implementation services of the SAP website Utility Customer E- Services (UCES), decommissioning of the existing SAP website Internet Self Services (ISS) and migration of exist- ing 124,000 enrolled users. Respon- dents are asked to provide a custo- mized UCES solution. A strategic goal includes the replacement of the exist- ing SAP Internet Self Services (ISS) module with a website that empowers customers with easy to use tools to access essential services and pay- ment options to fit their individual needs. Tacoma Public Utilities is look- ing to implement a world class web- site. Responses providing either a cus- tomized website or a cloud service will be evaluated. A Respondent proposing technology other than UCES must demonstrate proven integration with SAP ECC 6.04 IS/U-CCS. Respondents will ensure back-end integration, con- figuration, security, inclusion of Ameri- can Disabilities Act (ADA) guidelines. Respondents will also provide project management, change management, knowledge transfer, testing, migration and post go-live support.
