nounced Monday she has selected Lowell Porter to lead the Department of Emergency Management.

Porter succeeds Steve Bailey, who re-tired in December after a career in � re � ghting and emergency management.

"Lowell Porter has dedicated his ca-reer to improving public safety," said McCarthy. "He has an outstanding re-cord of executive leadership, strategic planning and building partnerships. He is a great choice to lead our Emergen-cy Management staff, who work hard to make sure we are prepared for the worst."

Porter started as a cadet with the Washington State Patrol in 1980, and � nished his career in uniform as chief of the state's largest public safety

agency in 2005. He served as the governor's ap-pointed director of the Washington State Traf� c Safety Commission from 2005 to 2012. He has spent the past 13 months as coordinator of the National

Law Enforcement Liaison Program, which supports innovative traf� c safety initia-tives around the country. Porter earned a Bachelor's degree in business administra-tion from City University and a Master of Arts in organizational leadership from Gonzaga University. He also is a graduate of the FBI National Academy.

"I look forward to joining an emergency management team with an excellent repu-tation as a leader in this important � eld of public safety, and one that has prepared Pierce County well to respond to emergen-cies and disasters," said Porter.

Porter's appointment is subject to con� rmation by Pierce County Council. He is expected to start work on Mon., May 13.

until the end of this month to apply for a local grant to help improve their neighborhoods.

The Greater Tacoma Community Founda-tion's Spark Grant program aims to bring peo-ple-powered ideas to life within Pierce County by leveraging $1,500 "micro-grants" to fuel go-getters, grassroots organizers and connoisseurs of community who have great ideas on how to make their neighborhood a better place. Proj-ects funded by this program are inspiring, ac-tionable, and relevant to their local community. A wide range of projects are eligible, but pri-ority will be towards those that bring diverse

groups together, build on community strengths or offer exciting ideas to address community challenges.

The deadline to apply for a Spark Grant is Weds., May 1. Grant recipients must live or work in Pierce County, and all projects must take place in Pierce County. Grantees will be chosen by Mon., July 15. More information is available online at gtcf.org/sparkgrants/.

Tacoma City Council's Neighborhoods and Housing Committee will be briefed on the pro-gram during its meeting on Mon., April 15 at 4:30 p.m. at the Tacoma Municipal Building, 747 Market Street, Conference Room 248.

The Tacoma-Pierce County Chamber awarded its annual Tahoma Business En-vironmental Award to Targa Sound Terminal during a luncheon Fri-day at the Paci� c Grill Events Center in down-town Tacoma. The award aims to recognize the efforts of local businesses that strive to meet a high standard of excellence for environmental preservation and protection.

According to Tacoma-Pierce County Cham-ber of� cials, Targa Sound Terminal, a bulk liquid and petroleum logistic service provider with roots in the South Sound that date back to the 1960s, offers renewable biodiesel blends, as well as low-emission ultra-low sulfur diesel to local tugs and � shing vessels, and supports local farmers by supplying Washington grown and produced canola biodiesel. Last year, the company started blending EPA emission con-trol area fuel for Port of Tacoma businesses.

winners of the Polar Bear Paw of Approval Award, which is presented jointly by Metro Parks Tacoma's Point De� ance Zoo & Aquar-ium, the City of Tacoma Sustainability Com-mission, and the Arctic Action Team for their work in reducing carbon dioxide emissions.

The winners include Unico Properties, Wey-erhaeuser, Tacoma Community College, and the Port of Tacoma. They will be honored dur-ing a Metro Parks Tacoma Board of Commis-sioners meeting on Earth Day, Mon., April 22.

"The annual award recognizes outstanding achievement in the reduction of carbon diox-ide emissions that form a large heat-trapping blanket around the earth, resulting in climate change and global warming," said John Garner, conservation and education manager at Point De� ance Zoo & Aquarium. "As an organization dedicated to environmental stewardship, con-servation and education, Metro Parks is proud to join our Point De� ance Zoo & Aquarium in recognizing this year's honorees. Working to-gether, we can and will help heal our planet."

A team of staff members from the zoo and the City of Tacoma Sustainability Commission judged the nominees and elected to choose four recipients based on a variety of efforts.

Unico Properties retro� tted the 41-year-old Wells Fargo Plaza building with a range of me-chanical and energy systems improvements that earned Silver Leadership in Energy and Environmental Design (LEED) status from the U.S. Green Building Council. The work included a $1 million lighting upgrade and retro� t project carried out between 2009 and 2011. The building's electricity consumption dropped by 1.5 million kilowatts annually, and natural gas usage went down by 9,485 therms per year -- a 16 percent usage drop, according to the nomination. In addition, the Wells Fargo Plaza project reduced its carbon footprint by 530 metric tons and improved water ef� ciency by 45 percent. Unico also purchases renewable energy that keeps millions of pounds of carbon dioxide out of the atmosphere each year. The building holds an 89 score in the Energy Star rating system, meaning its ef� ciency is higher than 39 percent better than the national me-dian of like buildings.

Weyerhaeuser is on track to reduce its car-bon dioxide emissions by 40 percent by 2020, according to the nomination. The company cut

those emissions by 31 percent between 2000 and 2011, by consolidating operations in high-er ef� ciency mills, using fewer fossil fuels and sending less waste to land� lls, its nomination materials stated.

Tacoma Community College's contributions to reducing carbon dioxide emissions include the purchase and use of electric vehicles for its maintenance, security and operations depart-ments; installation of electric vehicle charg-ing stations; generation of solar power on the roof of the Pamela Transue Center for Sci-ence and Engineering; and other initiatives. In addition, the 13,000-square-foot Annette B. Weyerhaeuser Early Learning Center, com-pleted in 2009, earned LEED Gold certi� ca-tion. The 69,700-square-foot Harned Center for Health Careers will use 150 geo-thermal wells -- drilled 220 feet deep -- in its heating and cooling system, as well as a heat-recovery system to further reduce energy consumption, according to the college's director of facilities. The building was designed to meet LEED Gold certi� cation when completed. A number of oth-er initiatives, including widespread recycling, also are underway on campus.

The Port of Tacoma has saved more than 2 million kilowatt hours of electricity through a variety of initiatives, Tacoma Public Utili-ties account executive Keil Drescher wrote in a letter of nomination. The port is preparing projects that will save at least another 2.5 mil-lion kilowatt hours annually, he added. "That's enough energy to power 375 homes for a year!" he wrote. At Totem Ocean Trailer Express, ships no longer burn diesel for power while they're docked. Instead, they use shore power, shifting a two megawatt load to nearly carbon free electricity, Drescher said. That reduces greenhouse gases and cuts down on particu-late pollution in Pierce County. Across the port, other energy-saving initiatives are completed or in the works. They include replacement of high-pressure sodium lighting at terminals and lots with more ef� cient pulse-start metal halide lighting; and installation of high bay � uorescent lights in warehouses, increasing brightness while using only half the power.

"The quality of work done by each of these organizations – Unico Properties, Weyer-haeuser, Tacoma Community College and the Port of Tacoma – is exceptional," added Gar-ner. "Pierce County is fortunate to have envi-ronmental leaders of this quality in both the private and public sectors. "They should serve as an inspiration to other businesses that con-serving resources is part of a smart business model, and it can be achieved by organizations large and small."
