This was during the public meeting called by the Municipal Demarcation Board (MDB) for the discussion on the proposed merger to turn Sedibeng into a Category A Municipality thereby declaring it a Metropolitan City. The proposed merger is put forward by the ruling African National Congress (ANC) with the Democratic Alliance (DA) heatedly resis- ting the move. In his defence of it, Midvaal Mayor Timothy Nast says that the population of Midvaal does not need a Metro Council as 80% of its mass population has links to Ekur- huleni and not Sedibeng. The Sedibeng District Municipality cur- rently has three local municipalities falling under it - Midvaal, Lesedi and Emfuleni with Midvaal being led by the DA. “A Metro will have a negative effect on the financial stance of Midvaal, hence we are saying no to the pro- posal,” Nast says. The DA also argues that Se- dibeng lacks the necessary requirements to make up a Metro such as being a densely po- pulated area. However Sedibeng District Municipal mayor Simon Mofokeng is vehement that the move will go on. Mofokeng says that it is high time that Sedibeng becomes a unitary econo- my in which development is going to be much easier and quicker as there will be a uni- fied planning system. “Just imagine the costs that will be saved that are currently being run up by the diffe- rent municipalities. As one team there can only be growth and develop- ment. We are in line with the Gauteng Province’s programme of cities, the 2055 vision in which Gau- teng becomes a city provin- ce,” Mofokeng said. He adds that currently a lot of time is wasted on consultation between the diffe- rent municipalities before decisions are made and service delivery programmes are imple- mented. By the end of August all the delibera- tions about the merger should have come to an end to give the Independent Electoral Com- mission (IEC) a chance to prepare for the 2014 national elections in terms of drawing up bor- ders that will also be making way for the 2016 municipal elections. Meanwhile two members of the Congress of the People (COPE) in the Gauteng Provin- cial Legislature issued contradicting state- ments with regard to the proposed merger. Party Whip Hermene Koorts said the govern- ment must think twice if it wanted to go ahead with the merger as the local municipalities proposed to merge do not have the same finan- cial stance as Midvaal is stronger and Emfule- ni is basically bankrupt. “The ANC should not use Metros as a poli- tical stick to keep other parties out,” said Koorts in her statement. On the other hand Clara Sodlulashe-Motau, (COPE) spokesper- son on Health, Local Government and Hou- sing, and a constituency deployee in the regi- on, said that Koorts is misleading the people of Gauteng and misrepresented the views of COPE at the Gauteng Legislature, adding that Koorts does not have any jurisdiction to report or make statements in a region in which she (Koorts) is not deployed.” “Residents of this region have vo- calised their concern for the sig- nificance of the merger, saying it will afford them the opportu- nity to develop as the region should the merger take place. “All members of the public must be aware that COPE Gau- teng at provincial level and legis- lative level is in full support of the merger. “We support any venture that promotes development of rural and sub-rural areas and its peo- ple, the views shared by MPL Koorts are her personal views,” Sodlulashe-Motau said, adding that, being a former resident of Palm Springs herself, she is ti- red of living in an under- developed area with no tarred roads and poor in- frastructure and, if Sedi- beng becomes a Metro, service will improve. VEREENIGING.- A war of words erupted atthe Vereeniging Civic Theatre in Vereeniginglast Thursday.

This was during the public meeting calledby the Municipal Demarcation Board (MDB)for the discussion on the proposed merger toturn Sedibeng into a Category A Municipalitythereby declaring it a Metropolitan City.

SEBOKENG. - Zone 10 extension3 residents have recently gottentheir water supply back after a ‘dry’season that lasted for months.Fuming residents said that they

had encountered problems sinceNovember 2012.According to Metsi-a-Lekoa

spokesperson Mojalefa Radebe, theproblem came after the valves of themain water supply chamber werevandalised by metal-thieves whoseized parts of the valve, making itdifficult for water to flow from highlevel areas to low level areas.“We have a supply network that

streams from Waterdal to here. Tohave valves that are meant to supplywater to a lot of areas vandalised hasbeen a big inconvenience to both re-sidents and Metsi-a-Lekoa.”Metsi-a-Lekoa employees on site

were disappointed at how the valveshad been vandalised. “We do not

think that the people who did this realise howmuch money will go into fixing the problemthey have created.” Resident Joyce Mofokengsays, “It has been such a struggle for us nothaving enough water for the past few months. As a person who runs a business from home,I am happy that we now have water becauseit is a very big part of our lives.” Radebe urgesthe community to work together with the mu-nicipality by reporting any such incidents toMetsi-a-Lekoa as soon as possible.

SHARPEVILLE. - Tea Street in Vuka isslowly becoming a race track on which moto-rists test their driving skills. This followsMankutu Rantsatsi (47), a mother of two, re-cently having a close encounter as she witnes-sed the aftermath of a police van that hadsmashed into her wall on Friday afternoon. This made it the fifth vehicle to destroy her

wall. It is alleged that a speeding police vandriving in Tea Street opposite Lekoa ShanduSeconday School failed to stop at the stopsign. The vehicle with two officers in it, was ap-

parently going so fast it smashed into a bigrock outside the yard before crashing into thewall.Valen Zimu, a tenant, witnessed the whole

scenario. He says, “The driver struggled to bring thecar to a halt and smashed into the wall. I im-mediately called my landlord Rantsatsi, whowas not home. She says, “I went home to seewhat was happening and, on arrival, foundmy wall in shambles with a police van in myyard.”She claims that the police officers on the

scene did not ask who the house belonged to.Instead they investigated and left. Rantsatsisays, “I want to know when my wall is goingto be fixed.I am sick and tired of motorists who use

my wall as an ‘air bag’ when they can’t cont-rol their cars.Luckily my children were not harmed.”

The street has no visible road signs or speedhumps. Community members say accidentshappen on a daily basis and that nothing hasbeen done to avoid such incidents. Policespokesperson Constable Rapule Pitso saysthe matter is still under investigation.

SEBOKENG. - The Zone 11 Stadium was re-cently turned into a dump site by communitymembers residing in the immediate area. The stadium, initially built for soccer, net-

ball, tennis and basketball, has been turnedinto an abandoned area and is nowtreated aspeople please. While the stadium used to bethe main attraction of the area, it has sincedegenerated into a dump site and a venue forunderhanded dealings such as gambling andsmoking ‘nyaope’.Emfuleni Local Municipality (ELM)

spokesperson Stanley Gaba says, “It is truethat stadiums are not being used for their ori-

ginal purposes and that the facilities are beingvandalised by community members. “AsELMwe are going to send in thewaste depart-ment to remove all the waste that has beenthrown into the stadium. We will also be sen-ding in representatives of the Department ofSports and Recreation, to assess the situationand do repairs.”Gaba continues that it would be in the best

interests of ELM to educate people that it isdetrimental for them to be dumping garbageinside a sporting facility. “We must teach thecommunity the importance of taking care ofsports facilities because they are the same pe-ople that vandalise them,” concludes Gaba.

EVATON. - The Department of Trade and In-dustry was invited by chairman of UnleashYour Potential (UYP) organisation SunnyboyMonnakgotla to present their pre-incorporati-on workshop on financial and non-financialsupport for co-operatives to Lakeside’s youthrecently. Monnakgotla says that his organisa-tion aims to educate the youth and assist themby encouraging them to start their own busi-ness.“The youth of Lakeside want to form their

own businesses but they are inexperienced,so I decided to invite Yonella Solomons fromDTI to give them guidelines,” he says. Solo-mons’ unit deals with Youth Developmententerpriseswhich help business development.During the workshop she highlighted that

a co-operative is a voluntary organisation for-med by a group of people who have a com-

mon need that they want to address. “Peopleare not aware that a co-operative is a businessindependent of government which means thatyou can run your business on your own,” shesays. She adds that DTI designs positive in-struments that are meant to enhance the eco-nomy of the country and they offer financialand non-financial support. One of the financial supports offered is the

Co-operative Incentive Scheme (CIS) whichis a 90:10 cost-sharing grant for registered co-operatives, where DTI provides funding fromR10 000 - R350 000 to buymaterials for thosestarting their businesses. DTI also offers non-financial support such as the small enterprisedevelopment agency (SEDA), where entre-preneurship and technical training is offered.Solomons says she hopes the youth can bemore interested in forming their businessesin neglected sectors such as Agriculture.

While eavesdropping recently I was baffledby a member of the public who was commen-ting on the recent stabbing during an armedrobbery of a top SA advocate in Port Eliza-beth.What left me surprisedwas how this person

seemed to think that Mpofu should not havebeen the one who was attacked as he is well-

known and respected. What crossed my mind was the thought

that crime in South Africa is treated as a banalthing, something that can happen anytime, anywhere, without raising an eyebrow. Beingattacked shows that Mpofu - like all ‘ordina-ry’ South Africans - is not exempt from thereality that crime happens everywhere - andto everyone. Everyone in this country is guiltyof committing crime, whether it’s speeding, drunk driving, unfastened seat belts, domesticviolence or buying pirated music. Crime is

an enemy and a monster that must be foughtwith force. What South Africans need to do is stand

up against this scourge because if it has nothappened to you yet, surely someone youknow has been affected by it.Police alone - despite their ‘artillery’ - can-

not win the war against crime while we sitwith folded arms. Crime affects us all, regard-less of status, race, colour, religion, nationali-ty or tribe.No-one is safe on the street or at home. It

is indeed a reign of terror. Now during mysnooping I wondered if the person commen-ting believed it was right to feel that it shouldnot have been Mpofu that was attacked. ThenI asked myself a question: should anyone ha-ve been attacked at all?Would it have been justified if someone el-

se was attacked? Are we then saying ‘do crime’ as long as

it is not against the well-known? I beg to dif-fer.Lerato...

sasol donates R10 million to rejuvenation trustSasol contributed R10 million to the Rejuvenation of Metsimaholo Trust as part of Sasol’s broader R100 million per year infrastructure development project, Ikusasa, that is seeing Metsimaholo further developed and improved to enhance the sustainable development, retention and attraction of investments in the area.

The Rejuvenation of Metsimaholo Trust is governed by its own

independent board of trustees and operational structures. Since the

forming of the Rejuvenation of Metsimaholo Trust in early 2000, it has

established itself as a credible civil society and government partnership

platform that has successfully implemented numerous projects on

education, environment, social development, sport as well as safety

and security.

“We are very proud of our partnership with the Rejuvenation of

Metsimaholo Trust. This investment will further drive the development

of our communities, while building strong and mutually beneficial

relationships,” said Maurice Radebe, Group Executive, Public Affairs and

Enterprise Development at Sasol.

“This contribution will make a significant impact, as we focus on

bringing Rejuvenation Metsimaholo even closer to the community. Our

goal is mobilisation of the community, by the community,” said Ian

Kennon, Chairman of the Rejuvenation of Metsimaholo Trust.

Strategic approach

The Trust implements projects according to a holistic master plan that

is drawn up for each focus area. Strategic priorities are thus identified

that could be addressed through specific projects.

The strategic priorities for the focus areas are:

Education

Technology upgrade, skills development, wellness and building facilities

and upgrade

Environment

Beautification, waste management, environmental education and

preserving of facilities

Social development

Poverty alleviation, networks and partnerships, education and

capacitating of NPOs

Sport

Events and enterprise development, sport development, sport

management and upgrading of facilities

Safety and security

Crime prevention, social crime prevention structures, improvement of

the relationship with the public and reducing family violence

A master plan for an additional focus area, arts and culture is currently

being developed.

The Sasol contribution will be used to fund projects developed and

managed by the communities across these focus areas. Each focus

area is serviced by a Rejuvenation sector team that engages with

communities on a grass-roots level to ensure that the basic needs and

challenges they face are addressed.

“The Rejuvenation of Metsimaholo Trust is an excellent example of

how Sasol can maintain community participation and ensure that we

understand the needs on a micro-level, while enabling improvement of

well-being,” said Dr Ivor Zwane, Sasol General Manager of Public Affairs

in Sasolburg.

Ian Kennon, Chairman of the Rejuvenation of Metsimaholo Trust accepts a cheque for R10 million from Maurice Radebe, Group Executive, Public Affairs and

Enterprise Development, Sasol.

Preserving facilities such as the Highveld Garden is a strategic priority for

Rejuvenation of Metsimaholo Trust.

Does the Emfuleni Local Football Associati-on still exist? Did I hear somebody saying“Here we go again?” But this is a genuineor should I say a relevant question becauseShooting From The Hip is quite aware thatthe chairman doesn’t attend meetings.

These are the people who were voted intopower to lead our football in the Emfuleniarea and some of them have since disappea-red into thin air.Shooting From The Hip is also aware that

association treasurer - Ntate Mabula - has re-signed from his position.

Surprise, surprise! In fact, Shooting From The Hip did not ex-

pect this from a man who understands the dy-namics of local football.

He is the last man Shooting From The Hipexpected to see resigning from his position.

He resigned at the wrong time when theVaal Milling Promotion League just started. For starters, Ntate Mabula’s team campaignsin the Safa Sedibeng Castle Regional League.

My exact point is that it seems as if thoseEmfuleni Local Football Association execu-tive members who have teams in the Castle

No ‘skopendonner’ in Promotion LeagueNo ‘skopendonner’ in Promotion LeagueRegional League couldn’t careless about the Promotion League.

For information, Promotion Le-ague is part of development andif we neglect the league where willwe get teams for promotion? Atthe end of the season?

It still doesn’t make sense whylocal football association doesn’ttake the Promotion Leagueseriously.

This league is much better com-pared to the Castle Regional Lea-gue in terms of the kind of footballplayed in this league. To those

who care to listen: there is no ‘skop-en-don-ner’ in Promotion League. Never!

My message to those Emfuleni Local Mu-nicipal executive committee members is:“Gentlemen, if you don’t have any interestas far as the Promotion League is concerned, there is no point in running our football af-fairs.”

Look, football is more than positions. Wevoted in useless people to run our football andlook what they have done to our beautiful ga-me.

They have left us heartbroken, to say theleast.

They never had the best interest of footballat heart.

As for those who criticise Philip ‘Comra-de’ Ndlovu for how the league was startedwithout their approval I say our football hasno place for clowns.

They must just accept that they failed thedevelopment of football in this region.

If I may ask - for how long will teams allowto be controlled by people who are nowherenear the touchline and who have never kickedthe ball? Yee!

SEDIBENG. - Sebokeng Ajax FC scared thehell out of the Emfuleni Local Football Asso-ciation’s Vaal Milling Promotion League te-ams in StreamA. The streamA teams suspectthat all the Ajax players are over age – withthe league rule allowing the fielding of onlysix over-aged players. The teams question Ajax’s motives in mo-

ving from Sebokeng to play their leaguematch in StreamA, which consists of Sharpe-ville, Vanderbijlpark, Bophelong and Boipa-tong. According to demarcation SebokengAjax is supposed to play their league matchin Stream B.Speaking with Sedibeng Ster Sport, the de-

velopment coaches in Stream A claim that allAjax players are over-aged. They asked theleague to look into this matter before it is toolate. This Sebokeng-based side is the highestscoring team in Stream A to date. However, the youthful The Birds FC clear-

ly brought Ajax to earth when these two sidesplayed to 2-2 in the entertaining Vaal MillingLeague match at the Boipatong Stadium onSunday. Many thought it would be a cakewalk for

“aging” Ajax, but The Birds youngsters sho-wed little respect for their opponents scoringtwo goals before halftime. The Birds couldhave taken a 3-0 lead but their inexperiencedstrikers failed to convert a penalty. In the second half, the visitors forced the

game to a 2-2 draw. When approached Sebok-eng Ajax coachMaster Zondo says he is awa-re that there are teams that suspect that histeam is over-aged. He says the reason whyhis team is so strong is because most of themgrew up playing together in the u/13s andu/15s. However, he accepts the fact that hehad four players who were born in 1991 and1993. “I am quite aware of these allegations- that all my team members are over-aged.Most of these boys have played for this teamsince they were juniors. I still have their cardswhen they played for the u/13s and u/15s lea-gues in Evaton,” he concludes.
