    PAC not happywith GTM Exco

    The Pa n Africanist Congress inTubat se (PAC) is very unha ppy withthe restructuring of the of theGreat er Tubat se Municipalitys(GTM) Excecutive Committ ee.

    The pa rtys proportionalrepresen tat ive councillor in themun icipal council, Cllr AubreyNgwatle, says in a let ter th e theSpeaker of the Counci l that th e partyis disput ing the recent res t ructuringof the Exco. Previously the PAC hadone seat on the Exco, but after therestructuring, the party found i tself excluded from th e committee.According t o Cllr Ngwatle t he P AC isthe official opposition in the

    municipality and he says in his letterthat the council should stick to theright procedures when electing anexcecutive committ ee.

    He emphasises in his let ter thatthe Municipal Structures Acts t ipulates that when an execut ivecommittee is established, it must becomposed in such a way that partiesand interests represented in the

    mun icipal council are represen ted inthe excecutive committee insubstantially the same proportionthey are represented in the council.

    An al ternat ive mrchanism isoffered for electing an excecutivecommittee in the Structures Act aslong as it complies with section 160(8) of the Constitut ion.

    Cllr Ngwatle also refers in hisletter this this section of theCnst i tut ion, which s t ipulates interalia that members of a municipalcouncil are entit led to participate inthe pr oceedings and those of itscommit tees in a ma nner th at - (a)allows parties and interests reflected

    within t he Council to be fairlyrepresented.

    Cllr Ngwalte ur ges the Speakerand t he Council not to ignore thelegal perscript ions and requests tha tthe mat ter be given urgent at tent ion.The Speak er duly acknowledgedreceipt of the PAC councillors letterand promised that a response will beforwar ded to him in due course.

    This white 1400 Nissan bakkie was stolen last week Wednesday night from a teacher inKgautswane. The owner reported his bakkie stolen to Leboeng Police Station on Thursdaywhen he woke up and found his vehicle gone. Leboeng Police launched a search for thevehicle in Kgautswane and surrounding areas. A member of the community saw theabandoned vehicle on standing next to the road to Alverton on the way to Praktiseer andnotified the Police. The Police then confirmed that it is the same vehicle that was stolenthe previous day in Kgautswane. When Platinum Gazette visited the scene while distributingnewspapers, Leboeng Police were waiting for the fingerprint unit from Burgersfort.

    On 10 August 2009 A 61 year old man was found ki l led in Ga Ma shamotha neZone One. The Pol ice in Tubatse received informat ion t hat a person was foundki l led in Ga Ma shamotha ne an d they proceeoed to the scene of the crime. Theman wa s shot thr ee t imes. The motive of the ki l l ing is unkn own. A case of murder is invest igated. The P olice are a ppeal ing to the commun ity to assis twith informat ion th at can lead to the a rrest of the suspect (s) . Anyone withinformation can contact the Tubatse Police on 013 216 8500. Information willbe kept secret .

    Thapelo Maselwane (26) was sentenced on 07 August 2009 in the Pr akt iseerMagistrate Court for violation of a protection order to three monthsimprisonment or a fine of R1500 of which R1000 or two months imprisonmentis suspended for three years on condition the accused is not convicted of thesame crime.The senten ce follows after a n incident in Prakt iseer on 06 August 2009. The

    accused insulted an old lady of 61 years and violated the protection order. Thematt er was reported to the Tubatse pol ice and they managed to arrest t hesuspect .

    On 06 August 2009 Phineas Peter Mokwena (44) was fined an amount of R500for common assaul t in the Prakt iseer Magistrate Court . The sent ence fol lowsafter in incident in Ga Ma diseng on 25 October 2008 when h e assau l ted afemale of 44 years after they had an argument . The matter wa s reported tothe Pol ice in Tubatse and t hey managed to arrest t he suspect .

    On 06 August 2009 David Phillip Kgwedi (25) was fined Rl000 for housebreaking and theft in the Prakt iseer Magistrat e Court .The sentence follows after an incident in Ga Madiseng on 10 May 2009between 09:00 an d 12:00. Kgwedi broke into a house at his res ident ialpremises and s tole R200 while his mother was at ten ding church. His motherreported the matt er to the pol ice in Tubatse a nd they man aged to arrest theaccused in possession of the stolen money.

    On 06 August 2009 the P olice in Tubat se arr ested a m ale suspect of 25 years

    on charges of rape. I t i s a l leged tha t th e suspect raped a women (20) inBothashoek on 02 August 2009. On 06 August 2009 the vict im reported thematt er to the police and th ey managed to arrest t he suspect . The suspectappeared in the Pr akt iseer Magistrate Court on 07 August 2009 and he wasnot granted bai l . The case was reman ded to 17 August 2009

    On 07 August 2009 the P olice in Tubat se arr ested a male suspect of 39 yearsfor malicious damage to property. The arr est follows after an in cident at RibaCross on 09 August 2009. The complainant al leges ha t th e suspect dama gedseven windows of her house. The suspect appeared in the Pr akt iseerMagistrate Court on 11 August 2009 and be was granted ba i l of R1000. Thecase was r emanded t o 12 October 2009.

    On 08 August 2009 the Tu batse Pol ice arr ested a m ale suspect of 21 years forcommon robbery. I t i s al leged tha t th e suspect robbed a 21 year old man of R1000 cash in Riba Cross on 07 August 2009. The suspect appeared in t hePrakt iseer Magistrate Court on 11 August 2009 and he was not grant ed bai l .The case was rem anded to 12 August 2009.

    Rabies campaignplanned for 1 Sept

    The s tate veterinarian for Tubatse andFeta kogomo, Doctor Florence Makgamat a,says a r abies awareness campaign isplanned for 01 September in Kgautswane.

    Dr Makgamata sa ys a large number of people have died during the past year of rabies in Limpopo, but there was no deathsin the Sekhukhune dis t rict . She urged thecommu nity to keep up their dilligence inpreventing the disease by letting their pets(dogs and cat s) be vaccinat ed againstrabies and to remain aware of the dangersof the disease. She s t ressed tha t th edisease can be t ransmit ted between al lmammals a nd between humans as wel l . inshort sh e said th e following should beobserved around the disease:

    Rabies is a fatal, viral disease to whichhuma ns ar e also suscept ible. The diseaseis mainly t ransm it ted by the bi te of aninfected animal as the virus is found inthe sa l iva of a rabid an imal . Symptomscan vary widely. The most common signsare behavioural changes (e.g. wild animalsappear t ame an d domest ic animals becomeaggressive), sal ivat ion an d a bnormalvocal isat ion and incoordinat ion. H uman sand a nimals also become very thirs ty, butcannot drink water.

    All warm blooded animals can contractand then t ransmit rabies . The mostcommon species in South Africa that canbecome infected with rabies are. dogs,cats , horses , cat t le, goats , sh eep and wildanimals .

    Dr Makgamata says pet owners are

    compelled by law (Animal Disea ses Act 35of 1984) to ensure t hat their dogs and cats

    are vaccinated a t 3 months of age againstrabies , repeated within 12 months (fi rs tbooster) and then every 3 years (followupboosters). She says owners do not have towait for thr ee months as a pu ppy can bevaccinated when i t i s a day old. Thevaccine is a vai lable from a veterinaryclinic or hospital, animal welfareorganisat ions and Veterinary Services(s tate veterinarians and animal heal thtechnicians).

    All suspect cases must be reported thenearest s tate veterinarian or animalheal th t echnician.

    Dr Makgama ta sa ys people should nottake chan ces and that al l dog bi tes shouldbe t reated as bi tes from rabid animals . In

    our area people should visit Dilokonghospi tal where t reatment against rabiescan be given immediately. Treatmentagainst rabies cannot be given at clinics .People should take note that oncesymptoms develop (headaches and fever,muscle pains , fear of water, ment aldisorder, difficult swa llowing, par alysis,vomiting, profuse salivat ion, hoarse voice,irritability, anxiety, etc.) There is noeffect ive t rea tment for h uman s oranimals .

    She says a lthough vaccination of petswill be done at the awareness day on 1September, people can bring their pets tothe s tat e vet at an y t ime to be vaccinated,they do not need to wait for campa igns.The vaccinations are free in order tocontr ol this danger ous disease. The precise

    On the 1 August four studen ts from Calvin College and one from St . Thomas Collegerepresented th e Sekhukhu ne dis t rict by part icipat ing in the pr ovincial Road andSafety debate competition. The competition took place in Polokwane at the Ranch Hotelwhere all five districts in the prov inc e (Capricorn, Mokopane , Sekhukhune , Vhembeand Wat erberg) part icipated to find the best . The wining pupi ls are to represent theprovince at the national competition which will be held in Bloemfontein on from 8 to 10September 2009. Three pupi ls from Sekhu khune were chosen in t he top five torepresent the pr ovince at t he n at ionals . They are Dorcas Ma ilula - (St Th omas College),Tetelo Mas higo - (Calvin College) , Mandisi Kekana - (Calvin College) .The two top debaters (Dorcas and Tetelo) received vouchers of R3500 and R2500 BP andal l the other debat ers ha ve been promised bursaries i f they perform well in theiracademic work.     contributions to blankets, curtains, cups, cutlery and old furniture.Anything you dont wan t or need a nymore is welcome an d can bedropped off at the special conta iner th at will be available on theday, said Ms Magda Reyneke, organiser of the competition. Twoprojects a re th e main focus of the cha rity efforts by the Miss Spr ing2009 finalists .The first is the St eelpoort Academy Feeding Scheme. Through th isscheme th e school provides sandwiches to more tha n 200 childrenevery school day. Money raised with t he Fu n Day will go towardsthis scheme. The s econd pr oject is th e Ga-Motodi School for theDisabled.     The new Great er Tubat se Municipality building on the hill next to the Morone Shopping Centr e in Burgersfortis progressing well, with the contractor mak ing haste. This building will house all the depart ment s of themun icipality in one building, making service delivery easier and m ore accessable to rat epayers. In t he meantime more and more allegations of corru ption in the municipality are surfacing and as a n ewspaper Plat inumGazette cann ot be ignorant of these allegations. Some of these allegations are quite serious and rea ders willbe kept upda ted of development s in this r egard. At this sta ge proof of corrupt ion is still absent .

    Progressing fast

    On Wednesday th e LimpopoLegislature made a landmark breakthrough regarding theenforcement of the LimpopoPetit ions Act no 4 of 2003.

    This was after th e BloubergMunicipal , manager Mr Isaa cIke Makhura was convicted atthe Polokwane Magistrate Courtfor contr avent ion of the Act. Themunicipal manager was chargedwith one count of contraveningsection 11 (1) and with fivecount s of contra vening section11 (3).

    The municipal managerpleaded gui l ty to al l the chargesand was convicted on allcharges. He was sent enced to 12months imprisonment or R20000 fine, half of the sentence wassuspended on the condi t ion thathe is not found gu ilty of thesam e offences.

    In pu rsu ing th i s mat t e r up t othis s ta ge, the Legis lature didnot intend to punish, but to senda s t rong message to every personregarding the importance of thisAct and the role of theLegis lature in part icular. Thiscase is the fi rs t , not only in theProvince but in the whole of South Africa.

    In November 2005, theStanding Commit tee on P ubl icPart icipat ion and Pet i t ion in theLimpopo Legislature received apetition from South AfricanNational Civic Organisation,(SANCO), Capr icorn Region. Inthe petition, SANCO complainedabout al legat ions of, inter al ia,corruption, nepotism,malpract ice, in the municipal ity.

    The commit tee requested aresponse from the Municipal i tyin relat ion to th e al legat ionscontained in th e pet i t ion. Thisreques t was followed by ameet ing between therepresentat ives of theMunicipal i ty, SANCO an d th eDepartment of LocalGovernment and Housing. Aspart of the resolut ions of themeet ing, the mu nicipal i ty wasrequested to provide thecommit tee with documents , werenecessary to enable thecommit tee t o set t le the pet i t ion.

    Later t he mun icipal i ty optednot to further cooperate with thecommittee in resolving thematt er. The commit tee th ensubpoena ed officials of themunicipality to appear beforethe commit tee in terms of Section 10 (1) (a) of the Pet itionsAct. Th ese officials had earlierindicated their desire cooperatewith th e commit tee in resolving

    the pet i t ion. However, themunicipal i ty, as per municipalmana ger, advised thecommittee that the officialswill not be given per missionto appear before yourcommittee. As a measure of las t r esort , the commit tee onceagain subpoenaed Makhura toappear before the commit tee.He fai led to honour t hesubpoena, thus contraveningth e provisions of the Act.

    In term s of the Act , thecommit tee is empowered tosubpoena any person toappear before commit tee a s awitness to answer anyquest ions or to produce anydocuments required by thecommittee. In terms of section11 (1) and (2), any per son whofails to appear before thecommit tee after being dulysubpoenaed or fails to produceany documents required bythe committee, is guilty of anoffence.

    Furt her, sect ion 11 (3)respect ively makes i t anoffence to obstruct, threaten,or unduly influence a witnessto refrain from giving evidenceor not to produce anydocument required by thecommittee. In view of theMakhur as fai lure to appearbefore the committee, it (thecommittee) resolved toinst i tute criminal proceedingsaga ins t Makhura .

    This is not the onlytriumph by the Legis lature inenforcing the Act. In 2005 th ecommittee received a petitionfrom Aganang Municipality, inPhotole Village. The petitionwas about incomplete andpoor workmans hip on the RDPhouses and a broken waterscheme machin e. Afterinspect ion of the a rea, a publ ichearing was held. I t wasruled that the Department of Local Government shouldintensify the monitoring of thehouses, those of poor qualitybe s t a r t ed a f resh an d theCapricorn dis t rict wasinstructed to fix the machine.

    Twelve s tudent s wereexpelled from t he Man enuTra ffic College in Vhembe, onallegations of criminal records.A hearing was convened at t heschool.
