Twenty-six speakers from across Limpopostrutted their stuff last week Friday duringthe First Session of the Fourth LegislatureYouth Parliament that was held at NthamePrimary School at Ga-Madiseng nearBurgersfort.

The official welcome was done byGreater Sekhukhune District MunicipalityExecutive Mayor, Mogobo David Magabe, who stressed the importance the youth hadto play in the country’s future, as well asthe necessity to involve them in structuressuch as the Youth Parliament.

Just as with similar ‘grown up’institutions, security was strict. Media hadto accredit beforehand and access controlencompassed electronic scrutiny of bagsand baggage, while body searches was alsothe order of the day. A large number ofPolice from the area and other parts of theprovince were also present.

To say that the event was well attendedis an understatement. About 750 peoplewere expected, but with the sitting in fullswing, close to a thousand individualshave passed security.

A large number of people were taking abreak outside and there was almost noseats left in the school hall where thesitting took place.

The Speaker for the day was GideonChauhuya from Thohoyandou. During thesession the minutes of the Fifth Session ofthe Third Legislature Youth Parliamentthat was held in BhaPhalaborwaMunicipality in June last year, was madeavailable, as well as a a feedback report onthe implementation of 2008 youthparliament resolutions by provincial

government departments.During the day’s proceedings, four

motions were discussed around issuesinvolving the youth. The first one centredaround the involvement of youth in crimeprevention, while the second motionexplored the challenges faced by the youthin education. The third motion to bediscussed was the role of the youth in keysectors of the economy, while the lastmotion investigated health awarenessprogrammes for young people.

Not everyone seemed to be happythough. Members of COPE and the PAC(seperately) approached the PlatinumGazette outside the hall, complainingabout the fact that the representatives ofother parties than the ANC were not giventhe chance to state their views clearly asthe audience jeered them loudly and madeit impossible for them to participate. Theysaid they feel that the ANC could havemade a better effort to control theirsupporters to give everybody theirdemocratic right on an expressed opinion.

Motions and resolutions taken afterthe debate by the Youth Parliament, which operates under the ausopices of theLimpopo Youth Commission and theLimpopo Legislature, are forwarded to theLimpopo Provincial Legislature forfinalisation and execution of resolutionstaken.

Not all parties werehappy

Greater Sekhukhune Executive Mayor, Mogobo David Magabe (bottom), wasthroroughly enjoying himself during the session, while one of the participants(bottom of page) made his point. In the top right photograph the YouthParliament’s office bearers are pictured, while certain members of theaudience actively and loudly participated during the proceedings (right).

Ga-Malekane labour dispute resolvedA labour dispute between thecommunity of Ga-Malekane (situatednext to the road at the steel bridge turnoff to Jane Furse on the Steelpoort toRoossenekal road) and the contractorinstalling a reticulation pipeline, erupted on Wednesday and thecontractor had to stop work for the day.The contractor, ShearwaterConstruction, is reponsible for thepipeline between the new De Hoop Damand Jane Furse.

The community’s labour committeetold Platinum Gazette at the gates of thecontractor’s site that they were unhappybecause local people were not employedby the contractor as promised and thatthey requested a meeting with thecontractor and the project steeringcommittee.

Meanwhile they prrevented thecontractor from continuing any work.Eventually the project steeringcommittee and the contractor engagedin talks with the community’s labourcommittee. The contractor explained toPlatinum Gazette that an agreementwas reached with the communitythrough the project steering committeeregarding employment, but alsoexplained that the whole problem couldhave happened because of amisunderstanding.

Although Shearwater is on site forsix months now, people could not beemployed beacuse the pipes for the

pipeline were not delivered. The first pipesonly atrted arriving about twoo weeks ago.Shearwater is now busy with anexperimental first part of the project, whereafter about 30 people will beemployed in the next two weeks.

A spokesperson for the company alsosaid it was explained to the communitythat not only people from Ward 27 (wherethey live) could be employed as the projectis stretching to Jane Furse, emaing thatother communities along the way also have

a right to employment.Shearwater and the comminity

committee confirmed on Thursdaymorning that everything was back tonormal, that an agreement has beereached and that work was continuing.

Ward councillorappears in courtCouncillor Joseph Mohlala of Ward 24 who was arrested (and released on bail) lastweek for allegedly being reckless with a firearm, appeared in the LeboengMagistrate’s Court on Monday on similar charges related to a incident that happenedlate last year.

Although all the witnesses were warned to be present at the court, the case didnot continue as it was referred to the Director of Public Prosecutions for a decisionwhether to continue with the prosecution or not. The case was postponed till 15September.

Mr Mohlala was arrrested last week after allegedly being reckless with a firearmwhen a disagreement between him and a resident who requested water errupted.Stakeholders in the community met last week to discuss the issue.

Platinum Gazette reported that from Greater Tubatse Municipality’s side, theOffice of the Speaker is giving attention to the matter. The municipality alsoexplained that mr Mohlala is a ward councillor, elected by the community into theposition with the right under normal circumstances to remain in his position untilthe next local government election.

‘My house is cracking’Mr Billy Makanyane of Ga-Malekane says his house is cracking after thecontractor who is responsible for laying the water reticulation pipes from the newDe Hoop Dam to Jane Furse, did some blasting for the pipe trenches next to hishouse.

“The house is still new, 11 months old, now after the blasting a cracks appearedunder the window frames, one is going through the wall”. Mr Makanyane says hecontacted the contractor to fill in a claim form for the damage, but they did notwant to give it to him.

Platinum Gazette contacted the contractor, Shearwater Construction. Aspokesperson told the newspaper that the insure company for Shearwater tookphotographs of all the houses where blasting is going too take place. An assessorwill visit the houses again after a time and take photographs again when a claim isreceived.

He said the reason why Mr Makanyane did not receive a form, is because therecan still be latent movement in the ground from the blast. He stated that it isbetter to submit a claim after a week oor two after the blast.

School for Disabled now on the way to being OK

The Bogwasha School for Disabled was established in the MarotaBogwasha community at Ga-Motodi in 1996. In the more than adecade since it’s establishment there is still little to indicate thatthis is a school.A shack that was used by the villagers for the school was severlydamaged during a storm last year. (See photograph top left). Thereis also no proper ablution facilities and the disabled people gatheringthere have to walk quite a distance to collect water. They will however very soon have better circumstances. OK Grocerin Burgersfort became involved with the group after they wereapproached to donate vegetable plants etc. to the group to assistthem with self-help projects. The aim was to see whether the groupcould later even sell fresh vegetables to the supermarket.“I was invited by one of their leaders to visit them and see theircircumstances for myself. I was very touched the day when I arrivedthere and found them sitting beneath a tree after a storm blew awaytheir shelter,” says Mr Vonnie Craffert of OK Grocer. “They are alsousing a pit toilet without a proper enclosure around it. There wasrusted metal plates arranged around it to try and give a little privacy. The fact that they are trying to do something for themselves andregularly meet there also moved me. I felt that these people are someof the most vulnerable in the community and that there is a bigneed,” he says.OK Grocer has this week started with the construction of a brickbuilding for their use. “We are doing this as part of our socialresponsibility to the community. The community supports us andthis is our way of giving back,” Craffert explains.Although the building is the most pressing need, the group are alsoin need of a large water tank that the municipality can fill withwater to alleviate the burden of carrying water over large distances.Should someone be interested in sponsoring such a water tank theycan contact Mr Vonnie Craffert at OK Grocer on 013-231 8090.

The chairman, Mr Tim Marobaneaddresses the members during themeeting.

The National African Federated Chamberof Commerce (Nafcoc) Construction held ameeting on Sunday 12 July at the GreaterTubatse Municipality.Nafcoc is the national body that unifies allconstruction businesses under oneumbrella. The Tubatse branch waslaunched in 2007 and is helping smallbusinesses to comply with the variousrequirements of the law within which theyoperate. One of the issues on the agenda was theneed for an office. The office, once openedwill serve as a central base from whichmembers can seek services and where theycan meet with stakeholders.Other issues that were discussed was thefact the members often complain that theyare not taken into account for big contractsand the reasons for this exclusion. The management committee appealed totheir members to comply with allrequirements of the law such as taxclearance. They also told members that itis important for them to obtain variousmemberships to certify their ability to dothe work they are tendering for. One ofthese is the National Home BuildersRegistration Council (NHBRC).The members were also told about theimportance of marketing and seeking worknot only locally, but also to submit tenderswithin other municipal areas. The members complained about red tapewhen trying to accredit themselves withcertain institutions and told the meetingthat they are feeling excluded due to this. The management committee informed themembers of specific tenders currentlyavailable. They also emphasised the possible benefitsof joining established businesses as BEEpartners. It was however made clear thatshould this happen to the members thatthey should make sure that it is not only inname that they become partners.Mr Tim Marobane, chairman of theTubatse branch invited all business peopleto join them and become part of thedatabase which is distributed tostakeholders. Where did it all start?GMC Debt Solutions is the only NCR Registered DebtCounsellor situated between Nelspruit and Polokwane. This is no mean feat and emphasises that not just any-one is qualified to do debt councelling.Ms. Gretli Steyn of GMC Debt Solutions opened the busi-ness’ doors in April 2008 and finished her Debt Coun-selling degree through the University of Pretoria in June2008. The minimum required to obtain the degree is 80%.She also registered with the National Credit Regulator(NCR). Their strict criteria ensures that clients andcreditors will get the best possible service. They amongstother things require that the Counsellor will possess anunblemished credit record, no criminal record and havea certain amount of experience. A financial and legalbackground is also beneficial. “I am currently studingtowards by LLB degree,” said Steyn. She has alreadyfinished 10 of the required subjects for the course. One of the highlights since she opened the doors of GMCDebt Solutions is a case that was only decided last week.Nedbank opposed the suggested terms of repaymentworked out for a client. Steyn and her team howeverwalked away with a favourable judgement after convinc-ing the judge that the terms she and her team workedout will be in both the client and the creditor’s best in-terest.To Steyn her work is not only something she does for aliving. It is her passion. “I like to help people. One of

the first things that happen when people are experiencing fi-nancial difficulties is that their marriage starts to suffer andthen the whole family is put under pressure. There are in manycases solutions that can help clients to still pay their living ex-penses while repaying their debt,” she said.Steyn knows all about suddenly being without work and cantruly relate to her clients who did contract work or who wereretrenched. “Your financial situation could change within aheartbeat. I was retrenched myself, but luckily had the oppor-tunity to use my skills and open GMC Debt Solutions”. She alsobelieves in offering professional service without putting unnec-essary financial strain on the client. That is why her fees arenot only very reasonable, but almost unbelievably cheap com-pared to many other businesses offering the same service.GMC Debt Solutions can also assist with administration. Inthese cases they make use of Ramotja Attorneys. Van derWesthuizen Attorneys currently handle the Debt Counsellingcourt cases on behalf of GMC Debt Solutions.“Both these firms are very reputable and have extensive experi-ence in the field,” said Steyn.Currently all liquidation and sequestration cases are referredto the attorneys that are qualified to assist in this regard. The staff employed at GMC Debt Solutions are all trained con-tinuously to ensure that they can assist clients in a professionalmanner.“My vision for the future is to develop GMC Debt Solutions intoa financial centre that offers not only debt counselling, but alsoother financial services such as insurance policies,” Steyn added. How will Debt Counselling affect me?

* Once your Debt Counsellor has notified your creditors of yourapplication for debt review, your creditors will not be able to takelegal action against you or repossess any of your assets for aperiod of three months.* You will be required to pay a reduced, affordable instalment, without necessarily extending the debt repayment period.* You will be able to continue to pay for your basic living expenses.* The fees you pay the Debt Counsellor are included in yourrepayment plan.* While you have outstanding debt, you will be listed at creditbureaus as “under debt review”, however your creditors may notinitiate new blacklistings against you.* During the debt review process you will not be able to apply forany additional credit other than debt consolidation loans.* You will develop a repayment plan with a defined end-date.* After you have completed the repayment plan you will receive adebt clearance certificate.* Once you have received your debt clearance certificate, yourDebt Counsellor will be able to remove you from your debt reviewlisting at credit bureaus. 10 NEWS 17 JULY 2009

Do you think food prices areFood prices are often a topic of complaints. It last week however became a subject ofdiscussion in parliament as well. TheCompetition Commission of South Africawill investigate why food prices are notlowered when production and other costsare lowered.Allegations that major supermarket groupscontrol this high priced market withoutregard for the consumer has surfaced.Farmers are mentioned to be of those onthe short end of the stick as they receiveless for products such as milk and maizecompared to last year. The price of these ina supermarket has however not dropped. We asked readers whether they think theprices are too high and are beingcontrolled.

“Dis crazy! Hoe moet die regtige armmense leef? Kyk wat kos ‘n polonie al. Ekvolg ‘n spesiale dieet en goed soos melken joghurt is baie duur. Ek weet nie wiemaak die pryse nie, maar hulle is simpel,”sê me. Ralie Engelbrecht.

Mr Edward Maake said: “What can I say?It is true. Even when petrol comes downthe prices stay the same”.

Mr Kholofelo Shingange said: “Petrol waslast year around R9 per litre. Now it hasdropped but when you go to the shopsyou will find the same prices”.

“There is a certain time when they mustsay they reduce the food price - not justat random. So if the interest rate drops toa certain level then they can reduce itwithout hurting the economy,” said MrPhuti Hlahla.

Mr Piet Sekokotla and Mr Robert Senong said: “We pay R18 per day to go home and towork with the taxi. When the petrol goes up we pay more but not less when it goesdown. It is the same with the food”.

Mr Leagathoko Malepe said: “For myself Idiscovered that my car installment will beR500 less per month. When I buy food Idon’t see the same. It is really terrible. Iwill now be able to put in more petrol withthe lower installment”.

Mr Zebelon Sebobela said: “It is beingcontrolled. It is not good. They takeadvantage because people are noteducated”.

“Food is too expensive,” said Mr FransMathebula.

“Jy betaal dieselfde en net meer - nieminder nie. Die feit dat die pryse van diewinkels so naby aan mekaar is maak datek kan glo dat dit gekook is,” sê mnr.Gerhard Maree.

“Prices of food are going up daily. Thingslike eggs you’ll find is up. Our salariesare too small,” said Mr Slai Magabe.

being controlled to be high?

Mr Frans Leutle said: They are correct. We don’t see any relief when petrolcomes down. Food prices are going upwhen our salaries are not going up”.

“Alles gaan nou weer op,” sê mnr. HugoBarkhuizen.

Mnr. Ruan Rautenbach sê: “Hoe meerander goed af gaan hoe meer gan kospryse op”.

Mr Sam Koetiane said: “Maybe theymanipulate the prices. That is what Ithink”.

Mr Patrick Phasha said: “There areallegations about price fixing. I totallyagree with it”.

“We suffer. Rather food prices mustcome down and petrol prices up,” saidMs Palesa Skosana and her son Lerato.

Mr Serage Mmusho said: “I believe thatpeople must start thinking. They mustanalayse the inflation to understand this”.

“The prices of groceries do not go down.It is robbing the poorest of the poor. Itdoes not make sense,” said Mr ThomasMdhlala.

Mr Themani Zenzile said: “I think the foodprice is like the taxi drivers. When petrolgoes up they charge us more but when itgoes down we don’t pay less. We don’tget value for money”.

Ms Gloria Nchabeleng said: “I believe it iscontrolled by the inflation of the country. The supermarkets do have their ownprices but the inflation have a big impact. It affects the price rise and fall”.

“Hulle mislei jou met specials,” sê mnr.André van Wyk.

Interestingto know:* Coffee now costs 50%more than last year.* The price of cabbagerose by more than 50%compared to last year.* According to drops inwhat farmers are paid, production costs etc.mealie meal should becosting about 25% lessthan the current price.* More price increasesare expected after the31% increase inelectricity this month.
