sitstaking gestop.

Mnr Mike Smit, hoof van ARM se

platinum-afdeling, sê die sta king het

oënskynlik die twee vakbonde waa rvan die

stakende werkers lede is, onverhoeds

gevang. Vakbondverteenwoordigers het

saam met mynbestuurder die staking

probeer beëindig. Die mynwerkers eis,

sover vasgestel kon word, vyf dae se

oortyd vir skofte wat hulle oor Kerstyd

gewerk het.

Die National Union of Mineworkers

(NUM) het aa nvanklik uitgevaar teen sy

mededin ger op die myn, die Associat ion of

Mineworkers and Construction Un ions

(Amcu). Aaan vank lik is beweer dat Acmu-

lede die staking begin het, en NUM lede

gyselaar hou en dwing om ook aa n die

ondergrondse sitsta king deel te neem.

Geslotekring video het egter getoon dat

lede van altwee vakbonde heel ionstapn ne

is, en mekaa r gladnie bedreig of aanhou

nie.

Amcu h et egter weer op sy beurt

beweer dat dit eerder NUM-lede is wat

die ’n onbeskermde sitstaking hou.

Amcu is ’n betreklik onbekende

vakbond wat in 2001 gestig is.

Volgens mnr Smit is Amcu baie na by

daara an by Twee Riviere erken te word

deurdat sy ledetal groei.

NUM het ook in Ju nie verlede jaar

teen Amcu uitgevaar en beweer die

vakbond is deur die myn self geskep met

die doel om loononder ha ndelings vir die

NUM te bemoeilik.

NUM, die land s e grootste vakbond,

het in 2008 al ’n dispuut met die mynverklaar van weë sy stelsel van

vakbonderkenning vir onderhandeling-

doeleindes.

Daar was in Okt ober verlede jaar ook

’n sitst aking by die myn waarby sowat 200

werkers betrokke was. Teen druktyd

gister was die jongste probleem nog nie

opgelos n ie.

People in Burgersfort rush for shelter just before one of the frequent afternoon rainstorms broke on Wednesdayafternoon, emptying the streets temporarily. The storm did not succeed in breaking the intense heat.

An argument between two employees of Protect

Security ended in three people being

hospitalised for shotgun wounds.

A supervisor of th e compa ny ha d an

argument with one of the guar ds who came latefor work a t about 18:00 on Tuesda y. The

argument escalated a nd according to reports

the su pervisor allegedly shot t he guar d with

whom he had the argument . The shots hit the

guard in the u pper body. One of the rounds

missed the guard and hit a bystander . The

SAPS report st ates th at shots were also fired at

the su pervisor.

This bystan der was th e only injury on duty

as th e supervisor was a lready on his way home

and th e other guar d had just arr ived to report

for duty. After the incident the supervisor

allegedly turned t he gun on h imself. He

sustained a wound under the chin. He has an

exit wound at his ear. The bullet missed his

brain and main ar teries.

Two weapons were seen at the scene and itis not clear wheth er shots were fired in the line

of self-defense. “We do not wa nt to speculat e. It

is up t o the SAPS to investigate the incident

and provide a r eport on what happened,” said

Protect Security owner, Mr Christo van Gr aan.

He also explained that many of the guards

do own their own firearms, but are not allowed

to work with them. They are a ssigned a firearm

when th ey report for dut y. Their own firearms

are r eturn ed to them when th ey go off duty

again and t hey return the company owned

ones. Although the police report forwarded to

Platinu m Gazette stat es that service weapons

were used, Van Gra an t old the newspaper t hat

because they were not on duty the employees

involved were not in possession of compa ny

firearms.The supervisor was admitted to Dilokong

Hospital while the other t wo were taken t o

Polokwane for treat ment. All three ar e in a

stable condition.

Protect Security is one of the oldest security

companies in Burgersfort. They service more

tha n 900 clients and Van Graan ensur ed

clients th at the incident will not affect their

service.

“There is obviously a crimina l investigat ion

going on. Depending on th e outcome there will

also be an interna l investigation as well as a

disciplinar y hearing a nd a lmost certa inly

dismissals,” Van Graan said.

addressed the learners.

Superintendent Senong

told learners t hat our

criminals choose to

destabilise and infringe on

these rights. He said

communities must stand

together with th e Police to

fight these criminals, each on

his own ground. He said the

Safer Schools project wa s

launched by the Departm ent

of Education and that the

commun ity must ask itself

whether schools ar e indeed

safe an d conducive to a

dignified learning

environment.

Superintendent Senong

told learners t hat schools tha t

are n ot safe are categorized by

incidents such as fighting,

bullying, intimidation,

violence between learners and

teachers, corporal pu nishment

and substance abuse.

He said in preventing

crime, schools, teachers and

learners must guard against

such incidents. He describes

the consequences of learners

making t hemselves guilty of

crime in deta il, explaining

that t hey can ruin th eir whole

lives if they do not r efrain

from criminal activities. He

said learners must stop

hanging around shebeens

after school and du ring the

evenings. He also told

parents and teachers that

they should no hide behind so-

called children’s right s as it

does not waive their

responsibility to protect, guide

and show the children the

tru e way of life.

Speed humps for crossing

Motorists travelling to Ohrigstad should take note that speed humps were

in the process to be erected both sides of the railway crossing.

Construction of the humps was not completed just before going to press

and the deep cuts in the tarred surface could not be seen as they were for

a large part of the week unmarked, posing a severe threat to any low

profile tyre and rim combination, even at low speed. No doubt theconstruction of the humps is much needed as a large number of motorists

just ignore this stop. With production of metals rising, more trains can be

suid-Afrikaanse bevolking van die onwettige besit van vuurwapens t e vrywaar. Geen jagtersvereniging kan en ige vorm van ondersteuning verleen aa n die onwettige besit

van vuurwa pens deur enige persoon in die land nie.

Ju is om hierdie rede bestuur die verening ’n inter ne kam panje onder sy lede wat

gerig is op vera ntwoordelike vuurwa penbesit , in ’n erns tige poging om sy stan dpun t van

volhoubare benut ting deur verantwoordelike jag verder t e bevorder.

Die vereniging spreek sy wa ardering teenoor die Minister uit vir die verdere

geleentheid wat hy vir tydens die amnestie-periode geskep het vir nuwe lisensie

aan soek om vir vuurwapens waa rmee eienaars nie tydens die herlisensiëringsproses

gehandel het nie. Met daardie gebaar het die Minister in effek die boodskap aan die

breër suid-Afrikaanse gemeenskap gestuur dat hy sensitief is vir die moontlikheid dat ’n

hele aanta l persone wat geensins kriminele is nie, verkriminaliseer kon word. Hy stuur

in effek ook die boodskap dat hy versta an da t wettige vuurwapeneienaar s aan sy kant is

in die geveg teen vuurwapenverwan te geweldsmisdade wat in alle gevalle met

onwettige vuurwapens gepleeg word.

SAJWV onder steu n ook die Minist er se inisiatief om ’n Nasiona le

Moniteringstaakspan s aam te stel uit lede van die publiek en van die vuurwapen- en

jaggroeperinge om hulp te verleen en te verseker dat vuurwapens wat tydens die

amnest ie ingehandig word, op verant woordelike en aa nspreeklike wyse deur die SAPD

hant eer sal word.Die vereniging herhaal da t die am nestie nie in dieselfde asem a s die welbekende

hofsaak van verlede jaar genoem moet word nie. Die amnestie en die hofsaak met al sy

eie implikasies is twee duidelik verskillende ent iteite.

Die vereniging verwelkom die Minsiter se aan duiding dat die SAPD graa g die

prosesse wat aan die hofsaak verwant is wil afhandel. Die vereniging neem ook kennis

van die sekratriaa t van die Minister se aanduiding dat hu lle eerder vroeër as later m et

die vereniging in gesprek wil tr ee om die moontlike uitkoms van die hofsaak wat a an die

einde van Maart en gedurende April vanjaar afgehandel staan te word, tot beide partye

se voordeel te probeer skik.

GUIDELINE S: PROCEDURE TO APPLY FOR A FIREARM LICENCE FOR A FIREARM

WHICH LICENCE HAS NOT BEEN RENEWED IN TERMS OF SCHEDULE 1

(TRANSITIONAL PROVISIONS ) OF THE FIREARMS CONTROL ACT, 2000 (ACT NO. 60

OF 2000)

1. INTRODUCTION

1.1 The Minister of Police has by means of a publication in the Governmen t Gazett e, declared

an Amnest y for a period of 90 (ninety) days commen cing from 11 Ja nua ry 2010 and endin g on

11 April 2010.

1.2 The declared Amnesty allows an y person who is in un lawful possession of firearms,

ammun ition an d/or f irearm parts the opportunity to surrender such f irearms, ammun ition and/

or firearm pa rts t o the South African Police Service without fear of being prosecuted for the

unlawful possession of the firearms, ammunition and/or firearm parts in contravention of the

Act.

1.3 In light of the declared Amnest y, and th e closure of the tran sitional period of the ren ewal of

firearm licences, the Minister of Police has publicly announced that firearm owners with

licences, permits or au thorisa tions issued in t erms of the Arms an d Ammun ition Act, 1969 (Act

No. 75 of 1969) who had not ap plied to renew such firearm licences, permits or aut horisat ions

in term s of the Tran sitional Pr ovisions of the Act, may apply for the licencing of such firearm s

in term s of the Act durin g the Amnest y period (ie between 11 Jan uary 2010 an d 11 April 2010).

2. Such persons m ust comply with a ll the pr ovisions of the Act applicable to new firearm licence

applications. The Act provide for different categories of firearm possession for which a person

may possess a f irearm as well as the limitation on th e number of f irearms t hat a person may

legally possess in South Africa.

3. All applications for a firearm licence to possess a firearm is subject to the provision tha t th e

applicant m ust be in possession of a valid competency certificate issu ed in ter ms of the Act.

4. A firearm app lied for in ter ms of paragrap h 1.3 supra is r egarded as a firear m with a licence,

permit or authorisation issued in terms of the provisions of the repealed Arms and Ammunition

Act, 1969 (Act No. 75 of 1969).

5. The above applicants will not be required to hand in their firearms at the police station

concerned. The firearm licences issued in term s of the repea led Arms and Amm unit ion Act,

1969 are valid and legal due to an inter im order issued by the North Gauteng High Court,

Pretoria which effectively allow these firearm owners to possess th eir firearms legally.

6. The applicants must comply with the following requirements in addition to the requirements

of regulat ion 14 of the Firear ms Contr ol Regulations, 2004:

6.1 Provide a certified copy of her/his competen cy certificate (if already issu ed). (Applicant

must show her/his original competency certificate to the Designat ed Firearm s Officer).

6.2 Where the a pplicant do not possess a competency certificate, she/he mus t apply for a

competen cy certificate in accordan ce with the pr ovisions of the Act. Such applicant m ust

undergo the prescribed training and practical test regarding the safe and efficient handling of a

firearm as well as t he prescribed test on t he knowledge of the Act.6.3 A compreh ensive motivation (preferably in the form of a sta temen t un der oath or

affirmation).

6.4 A certified copy of the legal firearm licence, permit or au thorisat ion applicable to the

specific firearm . The applicant mu st show th e original firearm licence, permit or aut horisat ion

to the relevant Designated Firearms Officer when lodging the application.

7. RESPONSIBILITIES OF THE DESIGNATED FIREARMS OFFICER

7.1 The relevant Designated Firearms Officer must:

7.1.1 Verify the content of the ap plication form (SAPS 271) as well as th e supportin g

documentation.

7.1.2 Issue an a cknowledgement of receipt (SAPS 523) if the a pplication is duly completed and

accompanied by all the required information and documentation and after the identity of the

applicant has been verified.

7.1.3 Clearly mark th e first page of the SAPS 271 form and on th e top right corner with t he

words: “NEW LICENCE: DID NOT RENEW”. The endorsement must be made in red ink and

acknowledged with a full signatur e of the Designat ed Firearm s Officer.

7.1.4 Capture the application (SAPS 271) on the Enhanced Firearms Register System.

7.1.5 Forward the resp ective application an d support ing documen ts to th e provincial office

concerned for further processing and finalization.

8. The respective provincial office will be responsible to further process the a pplications an d

forward sam e in t he prescribed man ner t o the Centra l Firearms Register for f inalization.

9. The licencing process applicable in this circular is st rictly limited to the period 11 Ja nua ry

2010 to 11 April 2010. No applications u nder t he men tioned circumsta nces will be received

after this period.

10. The above must be construed as general requirements when processing firearm licence

applications of persons who did not ren ew in order to obtain a firearm licence.

Thorburn Security Solutions Golf Day

In 13 March 2010 the anual Thorburn Charity Golf Day will be hosted at Tubatse

Chrome Club. The proceeds of this day are utilised for various projects within the

Greater Tubatse area. This day is traditionally not only a lot of fun, but is also marked

as an event with great prizes and gifts for players.

Preference for four ball entries will go to local Tubatse sponsors. Sponsorships with a

four ball included is R3 500. A sponsorship without the four ball us R2 500. Sponsors

are encouraged to display their product and if they wish, offer drinks or snacks to the

passing players.

Sponsor must please indicate their willingness to participate by 10 February 2010.

Individual four balls are not being booked yeat, as preference is given to sponsors.

The document containing the plans is

aimed at restructuring the position of

executive mayors as well as the

streamlining of municipal managementand stru ctures. The document was

accpeted by the cabinet on 2 December last

year.

A survey done by governmen t showed th at

poor political leadership often leads to

commu nities being a lienated from local

government. This has in some cases even

led to protest action from th e commu nity.

Prof. Dirk Kotzé of Unisa was qu oted by

the da ily newspaper Beeld saying: “Many

people see the position of mayor as t he

star t of a political car eer”. According to

Kotzé paralysing power struggle between

mayors and municipal managers are

commonplace.

One of the suggestions is that the powers

that were awarded to an executive mayor

be divided between mun icipal officials with

a ma yor having only a ceremonial position.The ANC has also adopted a 10-point turn-

around p lan for local governmen t. They

will discuss this with Cosatu and the SACP

in April.

We asked readers whether th ey would like

if they would welcome a new arr angemen t.

liga skop af Tubatse Chroom gholfklub se A en B-spanne het hul eerste liga wedstryde

gespeel. Die wedstr yde het verlede week Saterda g by Kruger Park Lodge

naby Hazyview plaasgevind.

Beide spanne het wegwedstryde gespeel. Chroom B het teen Kruger Park

Lodge gespeel en hulle met 6-4 gewen. Hulle verdien ook ‘n bonuspu nt omdat

hulle ‘n wegwedstryd gewen h et.

Chroom A was egter n ie so gelukkig nie. Altwee hul spa nne h et uiteindelik

gelykop gespeel. Daar na is daa r oorgegaan n a ‘n ‘sudden death -formaa t’ om ‘n

wenner t e bepaal. Sabie River Bungalo was baie sterk in hierdie afdeling en

Chroom A verloor 5-4 teen hulle.

Die klub se bestuur nooi alle gholfspelers uit om by hulle aa n te sluit. Daa r is

Six points

for MaatlopoMaat lopo United Football Club collected six points on the log last weekend.

The team played on Saturday and on Sunday and th ey won both games. On Saturday th ey played

against Mooihoek Real Touch. The score for that game was 5-4. The game was played in very hotweather and wat er breaks were included in the playing time to ensure tha t the players stay hydrat ed.

On Sunday they played against Material Black Chiefs.

The game a gainst Ma terial Black Chiefs was won 4-0.

Lupa Malatjie was named Man of the Match for scoring three goals against Real Touch and one against

Black Chiefs.

Other goal scorers were Zuzu Thobejane and Lucky Motene, Small Mampa, Stan Malegodi and Thapelo

Moropane.

This week Maat lopo will play two away games. On Sa tur day they will play against Du du Sta rs from

Denilton and on Sunday they will play Nchabeleng Young Stars. Transport is available to the game at

Denilton and will cost R50 per person.

The court case between Maatlopo and Peace Lovers was postponed to 30 January 2010.

Mr Jimmy Makola thanked all the players, team staff and supporters for their efforts. “You give us the

motivation to move closer to qualifying for the playoffs”.
