    The ma in aim of this week s program me of the Na tional Council of Provinces visit to

    Greater Tubatse Municipality was n ot to fix everything overnight, but to commun icate

    with local leaders a nd communities, and everybody presented their wish lists, including

    Limpopo Premier, Cassel Matha le, (pictured in the right of the ph otograph with Greater

    Sekhukhune District Municipality Executive Mayor, Mogobo David Magabe).

    Politicians and ordinary people alike, presented t heir views, gave their proposals and

    asked for better service delivery on all terr ains. National ministers, members of the

    NCOP and ME Cs all had a turn to listen, part icipate and visit various hot spots in the

    area. Most importan tly, they listened to ordinary people on grass roots level and ar e

    hopefully now aware of what the r esidents of the ar ea kn ow all along. All the issues

    discussed were contentious and people got very emotional a bout various issues such as

    mining and t he fact that most commun ities residents in t his mun icipality feel that they

    receive a raw deal from big mining houses.

    Other issues in the spotlight were the provision of water, electricity, housing,

    medical services and corruption. Interestingly enough Premier Math ale wishes for a

    broader R 37 road between Burgersfort and P olokwane, lamenting the long time it t akes

    to travel on the good, but heavily congested road between the two centres. Some of the

    visitors also traveled on some of the worst roads in the area to their (fully booked)

    guesthouses where th ey stayed for th e last few days. Maybe they will now forward

    residents cases in th is regard?

    The week did not go without glitches. Accreditat ion of various classes of visitors at

    the NCOP tent left mu ch to be desired, with some members of the media waiting for

    about two hours for their passes (missing the opening ceremony), the air conditioning

    system did not work very well on th e first day, and t he au dience was leaving the tents

    in droves when th e dignitaries started t o answer their questions.

    This was not in protest, but because lunch was served or the t ransport t o various

    commun ities started t o leave. O yes, then there wa s the m otorcades of the dignitaries.

    They did not disturb the normal going on of things too much and traffic was all-in-all

    well regulated, but some local motorists could not stomach th e fact tha t motorcades

    wanted t hem t o disappear into thin a ir when h eavy traffic was coming from th e front

    with no shoulder to give leeway on next to the road...

    The visit went well and n ow everybody is waiting to see what the fruits of the

    dikwels verspoel waar die bejaardes st aan en verkoop. Daar is ook n sinks kerm

    aan gebring om die wind wat vera l in die winter knyp, n bietjie uit te hou.

    stalletjie langs die R36 tussen Lydenburg en Ohrigstad. Gaan probeer gerus hulle

    Getting water the playful wayThe official opening of a play pum p an d th e ha ndover of 120

    Hippo rollers t o members of the Mand ela Village at Riba

    Cross happened last week Thursday.

    The pump tha t is operated by a round about on which the

    children enjoy playing is bringing relief to the communit y

    that has been st ruggling for months without a proper water

    supply. The location of the pum p was

    chosen so that is nea r two schools and

    a soccer field were th ere are m ore than

    enough ener getic young people who

    would be willing to play and pu mp

    water in this way.The pu mp was sponsored by Adcock

    Ingram. The company also donated t he

    Hippo Rollers. These drums can take

    up to 90 litres of water and wer e

    designed to be fitted with a handle and

    can then easily be rolled to where the

    water is needed. They are made from

    durable material and can easily be

    maneuvered over r ough t errain.

    As can be seen on the photographs,

    both hum ans an d animals were glad to

    have running water on hand. The

    Hippo Rollers wer e also of great

    interest to the goats roaming the area

    of the pump.

    Before ha nding th e first Hippo to one

    of the residents, Greater Tubatse

    mayor, Cllr. Ralepane Mam ekoa took

    a ride on the Round About.

    Pupils from Joshua Generations two campuses participated in

    various activities.

    Nicole Wentworth a ttended the SACSSA National

    Championships for swimming in Durban on the weekend of 12

    and 13 Ma rch. She kept t he schools nam e high and brought

    home two bronze medals. The one for 50m butterfly and one for

    100m breaststroke. She competed in the age category for girls 17

    19 years old. The event took place at the Kings P ark Swimming Pool.

    Duan Craffert, Waldo Smulders and Werner Smulders all part icipated

    in the Sabie Open Chess Cham pionships on 13 March. The boys played

    very well and enjoyed the challenge from other players.

    Daleen Koen received an invitation to attend the Int ernational Student

    Convention (ISC) in Tennessee, USA during Ma y this year . She was

    invited for her outstan ding needle and thread work.

    Duan Craffert participated in theSabie Open Chess Championships.

    Joshua Generation pupils excel

    The week long programme of Taking Parliament to the People at Sekhukhune FETCollege in Burgersfort gave the people of Limpopo particularly, Greater SekhukhuneDistrict an opportunity to make their voices heard and government committed to deliver

    on the issues raised. Ministers and MECs responded to the issues and madecommitments that the National Council of Provinces (NCOP) will make follow up on toensure that they are indeed fulfilled.The area has a very high electrification, housing and water backlogs, problems at

    schools and health centres, and lack of roads. A lot of issues came up around miningfrom water contamination, cracking houses, lack of employment opportunities andbenefits for local communities.The area is rich in mineral resources and there are many companies operating in thedistrict. The Department of Mineral Resources has sent a Task Team to the area to

    meet with representatives from the various villages and communities, as well as with

    the traditional leaders and the mining companies in the area in order to find a solutionto the problems.On the issue of employment and use of labour brokers the parliamentary committee onlabour is looking at the issue of labour brokers because of the concern that these

    brokers often did not serve the interests of the workers. Mining inspectors areappointed to monitor whether the mining companies comply with all the relevant

    legislation and regulations. Blasting at mines that cause damage to houses would beaddressed by the Department of Mineral Resources.

    The Premier of Limpopo, Mr Cassel Mathale has indicated that the province is workingon construction of a Mining Inputs Supplier Park in Tubatse to ensure that miningrevenue is circulated in the province and create more job opportunities.On issues relating to local governance, Minister of Cooperative Governance and

    Traditional Affairs, Mr Sicelo Shiceka will table in Cabinet, legislation to amend theLocal Government: Municipal Systems Act. The amendments are aimed at addressingamongst others: Municipal Managers holding positions of office bearers in politicalparties and employment of persons who are qualified to professionalise localgovernment.

    Communities will be involved in the allocation of RDP houses where they would assistin the identification of people who should be allocated RDP houses to finalise the list

    before the houses are constructed.To deal with the challenge of executive and legislative powers, a new legislation wouldbe introduced providing for the separation of powers between executive functions andlegislative functions at the local government level.

    The NCOP needs to come back to assess the situation within a period of one year. Ateam led by the Chairperson of the NCOP will come back to meet with all role players

    at Provincial and local government in order to ensure that issues that can be resolvedin the short-term are dealt with and not left until next year and determine those that can

    be resolved in mid to long term so that a programme to resolved all i ssues can bemapped out and also lot at how national government can help local governmentfulfilling the commitments made.

    Do you think parliaments visit willThis week the Nat ional Council of

    Provinces (NCOP) visited the Grea ter

    Tubatse Municipal area.

    This long expected visit included

    discussions on various issues regarding

    service delivery and oth er concerns such as

    mining and job creation in the area.

    MPs, MECs an d minister s listened t o the

    problems put on the ta ble and had a

    chance to respond to questions ask ed. A

    couple of site visits were a lso done so that

    the people representing residents in t he

    decision m aking process could kn ow

    exactly what is going on at groun d level.

    Although the N COP will not be the body to

    implement the change, they will have a

    monitoring function.

    We asked a few of the people who attended

    the proceedings whether they feel that this

    visit will bring about change in the area.

    Mr Frank Service Makgopa said: I think it

    will get better, but it is too late. It ishappening too slow.

    Ms Unice Moshwana said: I dont think

    so. They are playing and are not here tohelp us.

    Mr Kenneth Segapu said: I dont think

    so. We have a mine in our area but theyare not employing the youth. The projects

    are not running well. The people arecorrupt.

    Mr Eric Lekoadu said: I dont think sobecause the goverment is always makingus promises. They talk to the chiefs andnot to the community. I am from Diphalevillage near Marula Platinum Mine. Weve

    written various letters to ministers ofmining, but they dont come to us. Wewant to show them our graves and land,and what is happening there. ModikwaPlatinum Mine has built many schoolsthere but Marula Platinum is the one near

    us. They also dont employ our people, Iguess there is about a 100 of our peopleemployed and probably about 500 at

    Modikwa. All they want when they employpeople are RDOs (rock drill operators).They always say that they need the skills.

    They must train our people to get theskills. We feel that we are not beingdeveloped.

    Ms Hilda Makola said: There will be nochange. Our councillors and mayors arecorrupt, but national government is

    trying. The municipalitys projects are notgetting completed.

    Mr Advisor Mbuyane said: Maybe it willchange because Ive seen changes since1994. Some things are delayed. Now Ithink service delivery will be faster. It isthe first time that parliament is cominghere and now the monitoring will be

    better. An example of a project thatneeded monitoring in our area is astadium that was first promised and then

    build, but in a riverbed - that is a lack ofmonitoring.

    Mr Thomas Mnisi said: I think they willmake changes. They used their own time

    to come and live here and see how thingsare here with us. I would like them toknow that we are still missing jobs and

    that the mines take outsiders for the jobs.And where is the hospital forBurgersfort?

    Mr Samson Mpuru said: Ja, maybethings will change because they came

    here to listen. Something will happen.

    Mr Evans Maluleke said: There will be achange for the poor. For those who live in

    poverty things will change. They want tobring us service delivery.

    Mr Lazarus Lengwati said: I dont thinkthere will be changes. They are trying to

    convince us to vote for them. Weve beencrying a long time at this municipality forservices. Changes? I dont know. Maybe.

    Mr Gift Mokwena said; No, I dont think

    so. These people - we are near localelections and they want our votes. That is

    their chief intention.

    Mr Freddy Kgomoeswana is a teacher anddesperately wanted to talk to the ministerof education. Upon his arrival at the gatehe was however blocked by a small crowd

    of police officers. During his interview hesaid: I wanted to voice my concerns.

    They say it is the parliament of the peoplebut now I cannot get in. They say I donthave an official card. I am a teacher andcannot come early in the morning. I am

    disappointed.A few minutes later he was back to informthe newspaper that someone has heardhis plight and he will be allowed in. Now Ihope things will change if I can speak to

    him! You can now cancel mydisappointed comment, he said.

    Mr Abel Magabane said: I think thingswill be better because parliament camehere. Now the changes will be there.

    Mr Calvin Kgwedi said: There will maybebe changes. It is good of them to visit andsee what we need.

    Mr Teddy Chiloane said: Yes, it will help.They can see the problems now. We willsee changes when they go back.

    Mr Nature Matjeke said: This is notgonna satisfy us because weve beencoming here for so long and theyvepromised so many things and weve not

    seen anything. We still have no electricity

    and no water.

    Mr Surprise Mashego said: We havemany problems here and they just camehere to spend the taxpayers money. Ourlocal municipality proposed a learnership

    programme, but weve not seen anything

    of it. We have the skills but we dont getthe jobs. It is the families and friends ofthe officials that are getting the jobs.

    Mr Percly Makofane said: Nothing willchange due to the corruption in themunicipality.

    Mr Moses Mqhayi said: When we checkand hear the session on mining this

    morning, it is clear that they will notassist the community. The mines areonly doing minor projects like a bit ofpainting here and a small thing there.They are not doing the major ones suchas roads etc. Local councillors and even

    people in provincial and nationalgovernment have stakes in the mines

    and therefore nothing will happen or

    change.

    Mr Victor Mashilo said: Things will bethe same. The ministers who are here arealso shareholders in these mines. Howcan you expect them to deliver?

    In War d 1 Councillor Ma hlake, Love Life

    and the SAPS hosted a Fun Run an d

    soccer tourna ment two weeks ago.

    The fun run st retched over 25km and was

    won by Sakhar ia Mohlabe in the boys

    category. Tlaisego Mokone was second a nd

    Johannes Mokoena third.

    Sandra Ngoatte was firs with Mat homo

    Mapule second and Vionece Makoma th ird.

    In t he womens soccer Love & Peace lost t o

    Banyaana bang. The mens game was

    tak en by Love & Peace.

    The winners received trophies and medals.

    This event will be hosted regula rly on

    Saturdays to help keep the youth busy and

    away from crime. It will be hosted in a

    different village every t ime.

    The 2010 version of the Sanlam Cancer Challenge, South African

    golfs largest participation amateur event, promises to be even

    more popular following the announcement of a new venue for the

    national f inals from San Lameer t o Sun City, the home of

    Africas Major.

    The format of the Sanlam Cancer Golf Challenge will remain

    the same according to Van Loggerenberg. It will still be an

    individual Stableford competition, with the club competitions

    start ing in March, followed by the regional f inals in J uly and

    August to determine the finalists. It is, of course, open to all

    golfers, men and women, playing in three divisions according to

    golf ha ndicaps, giving all golfers a n equa l chance of advancing

    through to the finals.

    In 2009 just more tha n 35 000 amateurs pa rticipated, but

    with Sun City as drawcard, th is number will definitely be

    higher. 440 clubs have already indicated that they intend

    participating this year.

    Money is raised for th e Can cer Association of South Africa

    (CANSA) during the club competitions through individual

    entran ce fees and is used in t he fight a gainst cancer. In this

    way, through a small contribution, every golfer who

    participates in the Sanlam Ca ncer Challenge knows that h e or

    she is m aking a significant contribution to th e fight against

    this disease that touches all of our lives in some way or

    another.

    We are very proud of the contribution th at Sa nlam m akes,

    both in the fight against cancer and in h elping to mak e golf

    accessible to all commu nities in S outh Africa, said Tem ba

    Mvusi, Chief Executive: Group Market Development of
