Bulgarian Automobile Sports Federation

The Bulgarian Automobile Sports Federation (BFAS) is a legal entity, a non-profit association, which carries out public benefit activities in accordance with the provisions of the Non-Profit Legal Entities Act and this Statutes. BFAS is a sports organization within the meaning of the Physical Education and Sports Act (PESA), which, on the grounds of Art. 17 of PESA is licensed by the Minister of Physical Education and Sports, with the right to regulate, organize and conduct the State Championships of the country, to register sporting results and to award titles to the champions of the State Motorsport Championships.

Membership in BFAS is voluntary. Only legal entities in the Republic of Bulgaria can be members of BFAS – associations (clubs) developing or supporting the automobile sports, in accordance with Bulgarian legislation.A member of BFAS may be any legal entity which shares the aims of the federation and the means to achieve them, implements its Statutes and regularly pays its membership fees, as well as the property contributions determined by the General Assembly.

BFAS and the History of Motorsport in BulgariaAs follower of the Motorsport Commission of the Bulgarian Automobile and Touring Club (BATC), BFAS was first established in 1973 as Department for motorsport of the Union des AutomobilistesBulgares (UAB) that replaced BATC as an organization in 1972.

The democratic political changes of the 1990’s in Bulgaria reflected also in the motorsport . 1993 BFAS separated from UAB and became independent legal entity, officially recognized by the governmental authorities as national sporting power in motorsport.

The appearance of the first automobile in Bulgaria 1905 played a significant role in the technical progress in the country, which at that time was mostly orientated in agriculture. Very soon, 1911, the first automobile competition took place on the route from Sofia to Gorublyane Sofia and back. The winner was Mr. Dimitar Pehlivanov. The Bulgarians quickly realized that the automobile Competitions are the best demonstration to compare the qualities of different car brands. Thus, during the First and Second World Wars and the time of internal political tension, a number of automobile competitions were held in Bulgaria, including international ones. The King’s Automobile and Touring Club of Bulgaria was founded.

After the Second World War, Bulgaria remained in the Eastern Block of Soviet-style countries on the road of Communism. In these difficult post-military years, private initiative was very limited. All factories and shops were nationalized. But only 12 years later Bulgarian motorists found again strength and resources to unite and to establish the Bulgarian Automobile and Touring Club (BATC). It happened on 3rd May 1957 in Sofia and the first President was General Tseko Draganov. Shortly thereafter a Motorsport Commission was founded within BATC. Different motorsport events were organized in major cities like Sofia, Plovdiv, Varna, etc. Big international competitions crossed the country, with the help of BATC and the Motorsport Commission. The first National Championship was organized. BATC became the first Bulgarian member of the FIA.Many of the FIA's sport regulatory documents were translated into Bulgarian.

By government decision 1972, the Bulgarian Automobile and Touring Club (BATC) was renamed to the Union of the Bulgarian Automobilists (UAB). Its first Chairman was Mr. Georgi Bozhkov. In that time, the sport was fully regulated by the state politics and the individual sports disciplines were distributed as follows. All traditional Olympic sports were joined under the ruling body Bulgarian Union for Physical education and Sport. Military applied technical sports such as motorcycling, motorized water sports, parachuting, modelling, sailing, etc. were joined in the Organization for Support of the Defence. The Bulgarian Touristic Union was responsible for touristic orientation, mountaineering and tourism. The Union of the Bulgarian Automobilists took responsibility for automobile and karting sports. Initially the two sports were developed by the Commission for Automobile and Karting Sports and 1973 the Bulgarian Automobile Sports Federation and The Bulgarian Karting Sport Federation were established as Departments for motorsport under the direction of UAB. Bulgarians took first titles in the Championship of the Socialist Countries (Toplodolski/Iliev 1973; the brothers Chubrikov1974). The Championship became later the Cup of Peace and Friendship which was won by Georgi Petrov. National Championships in Rally, Hill-Climb, Circuit, Rallycross and Autocross were established.

The democratic political changes of the 1990’s in Bulgaria reflected also in the motorsport. 1993 BFAS separated from UAB and became independent legal entity, officially recognized by the governmental authorities as national sporting power in motorsport, including the right to conduct National championships and international competitions. At that time, Chairman of BFAS and UAB was one and the same person and for this reason no steps were taken to acquire independent membership of the BFAS in the FIA. The General Assembly of BFAS took three times the decision to send an affiliation request to the FIA, but only 2019 a motion in the implementation of these decisions was done. BFAS followed herewith the directives of the new Physical Education and Sports Act of Republic of Bulgaria (Promulgated, SG No. 86/18.10.2018, effective 18.01.2019) obliging licensed sport federations to be members of the International Sports Federations.

The bodies of BFAS are as follows: General Assembly, Management Board, Chairperson, National Sports Tribunal as competent body in disciplinary matters and the Sporting, Technical and Administrative Commissions (by disciplines and activities)

The General Assembly is composed of legal representatives of the Automobile Sports Clubs, members of BFAS.The Chairman and the members of the Management Board are elected by the General Assembly for a period of 5 (five) years.The members of the National Sports Tribunal and of the Commissions are elected by the Management Board.

MotorsportThe Bulgarian Automobile Sports Federation (BFAS) is registered as an NPO and is acting in public interest. Its activity exclusively concerns motor sport and embraces the entire national territory of Bulgaria.BFAS is the sole holder of the national sporting power for all kinds of motor sports granted by the Ministry of Youth and Sports. The organization has been continuously operating since its establishment, permanently exercising the sporting power in the interests of National and International Motor Sport and in accordance with the Statutes, the International Sporting Code, the Code of Ethics and all other Regulations of the FIA.

Recognition by the governmental authorities

BFAS is registered as a sports federation and is holding a License No. 002483 from the Ministry of Youth and Sports for a single sport federation, exercising the sole national sporting power for automobile sports in the Republic of Bulgaria.

BFAS is given the right to regulate, organize, conduct, record sporting results and award titles to the champions at the state championships for automobile sports.

• co-ordinates the development, practicing and administration of automobile sports at national level on the territory of the country

• represents its members before the Bulgarian state authorities and other organizations, as well as before the international sports organizations

• undertakes research, application and development of national and/or international projects, either alone or in collaboration with similar organizations.

International activities of BFAS

• BFAS is not a new entity to the International motorsport and to the FIA. Since its establishment it plans, organizes and conducts also all international motor sports activities such as FIA Championships, Cups and Trophies taking place in Bulgaria.

• BFAS maintains active international connections to a big network of ASNs from many countries.

• Competitors and drivers from our member-clubs have won significant number of FIA championship and cup titles throughout the years.

• Sporting experts from BFAS have been elected in FIA Commissions and Working Groups and BFAS Officials have been appointed as Stewards and Observers in many FIA events.

• Representatives of BFAS are regularly attending FIA forums like seminars and conferences.

• BFAS has successfully taken part in FIA Sport Grand Programs 2016 and 2017.

Assets and Finances

The assets of BFAS comprise money, property rights and other real rights over fixed and working capital, intellectual property rights, receivables and other rights in accordance with the current legislation, including rights for advertising, for television and radio broadcasting of sports events, organized by BFAS.
