A motorist lost control of his ute and smashed into the lights on the corner of Hesse Street last Wednesday, causing considerable damage. The driver was uninjured in the incident.
It is believed that he blacked out before hitting the pole. Tests for both alcohol and drugs were carried out following the accident. ‘We are very fortunate no one else was injured’ said Sgt Janet Gleeson.
A temporary light has been installed and they are operating as normal.

Co-cheòl is a delightful Celtic group who will be visiting Gosling Creek Winery on Sunday 24th April, 1-4pm.
Co-cheòl means “Harmony” in Scot’s Gaelic and their performance will be a treat to the ears of audience members.
Sublime harmonies from the four lasses will entrance the listener.
Co-cheòl won the 2015 Best New Act at the National Folk Festival in Canberra.
In 2014 they won the Australian Acapella Award.
Co-cheòl hail from Melbourne but their hearts and music are deeply intertwined with their Celtic origins.

Cooking with gas?
If you read the advertising for the roll-out of the gas network to Winchelsea and Bannockburn you'd think that's it's a good move. Maybe something that would save you money or be a 'cleaner' option.
The previous Premier said the $100 million program would "make a huge difference for household energy bills". I agree, but the difference would be an INCREASE in costs for those who connect to the gas network. There's a number of studies that have shown this from groups like the Melbourne University Energy Institute (www.energy.unimelb.edu.au) and the Alternative Technology Association (www.ata.org.au/news/gas-too-costly-to-connect-for-victorian-homes-ata).
Natural gas does burn cleaner than coal, but the extra emissions associated with it's mining mean that it can be just as bad for the environment overall (check this out ... theconversation.com/fugitive-emissions-what-is-the-real-footprint-of-coal-seam-gas-2940).
The network expect about 600 people to connect to the gas in Winch (and about 1500 in Bannockburn). To me that's 600 people paying more and polluting more. Not quite the way of the future that it's been made out to be.
Apart from the cost of getting the gas connected, you'd need to get a plumber in to alter your existing bottled LPG gas appliances to run on natural gas and will be paying extra ongoing network connection charges (and the cost of the gas itself which is going up).
The gas network also buys gas from Coal Seam Gas (CSG) operations elsewhere in the country. This industry has cause huge pain to rural communities and damage to farming land in NSW and QLD. Why should we support this industry for the sake of their profits (and at greater cost to us?).
With energy-efficient electric appliances the overall costs are lower - so what's the point of getting the gas connected?
If you don't want to burn more coal-fired electricity then you can get 100% renewable energy from a retailer that
has that product (there's quite a few around). Even better, get solar panels on your roof as well and be your own power station. According to the pv-map.apvi.org.au website, Winch already has the highest number of solar panels per household in the Surfcoast Shire.
OK, maybe there's a particular industry that might really want gas for some reason, but the average household should do their sums before signing on to this - and thinking about solar on the roof first (yes businesses too).
The Surf Coast Energy Group and Frack-free Moriac have invited Tim Forcey, Energy Advisor with the University of Melbourne Energy Institute to speak in Winchelsea on 2 May 2016 (see the What's On section). Tim will talk about how to save money by using less energy and using energy efficient appliances.
If you've got friends in Bannockburn then you might want to invite them along too.

Campers or hoons?
In regards to the letter sent in by Kath and Graeme, I would like to say that the free camping down on the reserve has been talked about since the Winchelsea Tourist and Traders brought it up, which you yourself would have received minutes from all of those meetings even though you chose not to attend them.
Growing Winchelsea took up the application and ran it very well by giving everyone an opportunity to have their say; the meeting that the Shire held at the Hub was well attended with only 3 or 4 objectors, which means the people of Winchelsea have spoken.
As for the “human excrement,” unless you actually saw the perpetrator then you have no idea whether it was a camper or one of the many hoons that frequent the area. I can only think that it is a case of Sour Grapes, move on and get over it.

Litter Bug
Once again the Litter Bug strikes again. The Inverleigh Road from the railway crossing to Beal Court appears to be a favourite dumping ground, with a surprising amount of rubbish deposited in less than 300 metres on both sides of the road.
I often see cars parked in the vicinity, assuming that they have to stopped to use their mobile phone. Unfortunately when they resume their trip there is often a collection of cans , bottles and discarded food wrappings left behind.
Any suggestions on how to fix our litter problem?

Greater openness and transparency in kangaroo controlThe Department of Environment, Land, Water and Planning (DELWP) has begun making available inter-governmental plans for kangaroo control on public land to provide greater transparency to the Victorian public and more information on why such works are required.
Wildlife management is sometimes undertaken on public land under a strictly regulated system of Authority to Control Wildlife permits where wildlife are causing damage to property or ecological values.
Kangaroos are a protected species and are an integral part of Victoria's natural ecosystems, however some species have increased significantly in population size since European settlement and require careful management to ensure their numbers are sustainable.
Where public land managers need to undertake wildlife control work they must first obtain an Authority to Control Wildlife permit from the Department of Environment, Land, Water and Planning.
The permit imposes strict conditions on how the control work is undertaken and will only be issued once all other management options are exhausted.
DELWP Executive Director Biodiversity Division Nina Cullen said: “DELWP is committed to improving transparency around public land kangaroo control and providing the public with a better understanding about the need for control programs.
“Our environment has changed significantly over the past 200 years and there are times when kangaroo control is required due to overpopulation or threats to biodiversity,” Ms Cullen said.
“From today the public will now have greater access to the kangaroo control work being planned for public land and the reasoning for it.
The 2016 forward plan for kangaroo control works on public land in Victoria is now available at www.delwp.vic.gov.au/environment-and-wildlife/wildlife/kangaroos and will be updated throughout the year as required.

Craft GroupThe monthly craft group meets at the clubrooms on the first Monday of every month between 10am. and 3pm.
The rest of the month on every Monday (except public holidays) there is, for those interested, a craft group held between 1pm and 3pm.
All of those interested, please feel free to come along and join in with these ladies (and occasionally a gent or two). You are still most welcome to bring along whatever craft work you are doing at the moment and this group is especially for anyone to bring along any unfinished pieces you may be having difficulties with. Recipe of the WeekCurried Salmon Muffins
90g Butter 2 teaspoons green Curry Paste 210g can Salmon, drained 2 1/2 cups self-raising Flour 1/4 cup chopped fresh Coriander leaves 2 teaspoons grated Lime rind 1 cup Coconut Milk 2/3 cup Buttermilk 2 Eggs lightly beaten
Topping 1/4 cup roasted unsalted peanuts, finely chopped 1 Tablespoon mild sweet chilli sauce 1 teaspoon grated Lime rind 1 clove Garlic crushed 1 teaspoon grated fresh Ginger
Grease a 12 hole muffin pan.
Heat oven to 200c.
Melt butter in a medium pan, add the curry paste and stir over heat until fragrant. Stir in the salmon.
Sift the flour into a large bowl and stir in the coriander and rind, then salmon mixture, coconut milk, buttermilk and the eggs.
Spoon the mixture into the prepared pan and sprinkle with the combined remaining ingredients.
Bake in a moderately hot oven for 20 minutes.

Morning Melodies on next Thursday 28th has a lovely surprise with the teaming up of musical brothers, local pianist John Bumford, and younger brother, baritone Graham Ford.
Graham has been singing in Melbourne for many years in Opera, Music Theatre, and Oratorio, with a vast experience in all genres. Having gained many awards in his early days with Eisteddfod success including the Grand Champion award at the Geelong Eisteddfod, and performing in places as the Comedy Theatre, and touring Victoria with many shows, he has recently achieved 25 years as Artistic director of the Diamond Valley Singers, was instrumental in the establishment of the Eastern Metropolitan Opera in Melbourne, and currently works as assistant to More Than Opera director Dr. David Kram. He has been teaching singing for several decades, with many students going on to professional careers. He is currently the main critic for Theatre magazine “Stage Whispers”, and soloists as Lee Abrahmsen value his encouraging comments. The brothers started music lessons with different teachers in their teenage years growing up in Castlemaine, with early interest in all things musical at school, church, and youth theatre, and followed different paths after leaving home. Encouragement from parents
with a limited musical training, but great passion was highly valued by the boys.
This is their first ever concert the brothers have performed together, despite sharing in many other musical ventures. The program next Thursday (given the proximity to Anzac Day) will feature a number of the songs made famous during the war years by Aussie icon, Peter Dawson. Memorable examples as “On the Road to Mandalay”, “The Stockrider’s Song”,

While more than 22,000 people flocked to see the stunning costume exhibition from The Dressmaker at Winchelsea’s Barwon Park Mansion, it was the aromas from the kitchen out the back that enticed many of them to stay a little longer.
During the exhibition from December 11 to March 20, fans of fine needlework and the box office hit comedy-drama ordered more than 8200 scones topped with jam and cream.
National Trust property manager Trudi Toyne said the most popular refreshment enjoyed in the shade of the grand verandah was the Devonshire tea.
“I think the Devonshire tea was popular because it’s something that is not really available any more. It was a treat for people,” Trudi says.
Volunteers Maureen Armstrong and Lesley Christie were the two women behind the thousands of scones baked.
Lesley says she and Maureen worked with just one oven in the historic home
to bake thousands of scones. They also added jam and cream, while other volunteers took orders, made tea and coffee and served the scones.
“We were trying to get as many scones out as we could,” Lesley says. “It was just a job that had to be done and it’s better to have home-made than to buy it in. On just one day, about 1000 people came through the exhibition and I made 295 scones.”
Lesley, who used to own a food business in Winchelsea, has been volunteering at Barwon Park Mansion for 17 months. She will continue to volunteer every Sunday.
Trudi says it was an amazing effort by the two women and more than 120 volunteers registered with the National Trust for the exhibition.
“There were a large number of volunteers helping to serve the scones, in addition to the women baking them,” Trudi says. “Part of the proceeds from the exhibition will go towards continual improvements to Barwon Park Mansion.”
Only two families, the Austins and the Batsons, owned the property before it was left to the National Trust of Australia (Victoria). The 42-room bluestone
mansion was built for Thomas and Elizabeth Austin, who lived at the property after their marriage in 1845.
Trudi says visitors can expect to see a grand entrance hall, central staircase and wrought-iron verandahs overlooking the expansive pastoral areas and many more historic features when visiting.
“We will now be putting on Devonshire tea and other sweet options as an addition to visiting Barwon Park,” Trudi says.
“Barwon Park is one of the grandest mansions in the Western District and in Victoria. It’s like stepping back in time to the 1870s.”

On Wednesday the Winchelsea CWA met for our monthly meeting, we meet every 2nd Wednesday of the month at the Senior Citizen’s Rooms in Harding St.
After our General meeting we had some fun creating things with Buttons, each month we try and have some fun with a different style of craft, this month was Buttons. Rosemary supplied us with a multitude of buttons and circles of material; there were lots of supplies on hand. Much laughter and talking fuelled our creative juices.
There was also a competition for the most creative use of buttons, a number of entries vied for the ‘prize’! It was interesting to see how others used Buttons, other than for doing up a shirt.
Of course there was all that yummy food to be eaten…which reminds me, in May there is a CWA Exhibition in Colac on the 11th & 12th May. Afternoon Tea is served. Contact us for more details

Winchelsea Garden ClubAt our April meeting we all had the opportunity to pot up a hanging basket and share some cuttings. There was lots of laughs and much learnt about the types of plants suitable for baskets along with the type of potting medium to be used.

Horse owners across the state must make sure they have sufficient feed in store for their horses in preparation for the cold months ahead or else make alternative arrangements such as selling or agisting their horses.
This warning comes after the recent distressing horse welfare case at Bulla, north of Melbourne in the past week and advice that inspectors are seeing increasing numbers of horse welfare complaints.
Victoria’s Chief Veterinary Officer Dr Charles Milne said horse owners need to ensure they always have sufficient water and fodder for the number and class of the animals that they keep.
“Mistreatment of animals is totally unacceptable. There can be no excuse for horse owners who do not care for their animals properly, even if they are faced with other challenges including drought,” Dr Milne said.
There are serious penalties under the Prevention of Cruelty to Animals Act 1986 including fines of up to $75,800 or 2 years jail, penalties can also include orders banning animal ownership for up to 10 years, or lifetime bans for repeat offenders.
“As a horse owner it is your responsibility to ensure regular supervision, supply of feed and water, appropriate parasite control and other health care. If this is not possible then other arrangements are required.”
“If you’re struggling to feed or care for your horses you are advised that you must actively seek alternative arrangements which might be to put them up for sale or to make arrangements for someone else to care them on their property.”
“If agisting ensure you have a written contract in place that sets out responsibilities of the owner and the person who will be responsible for their care.”
Dr Milne said that dry conditions are no excuse for the mistreatment of animals.
“Animal owners must accept that in times of drought horses, and other livestock, may have to be sold, have extra feed provided or alternative arrangements made, such as agistment,” Dr Milne said.
“Owners also need to be aware that horses may succumb to the cold, wet, windy weather expected over the next few months especially if they are in poor condition, carrying worm burdens or aged.”
“Those with a responsibility for the care of any animal must continue to ensure they are looked after properly and act immediately if their animal’s welfare is compromised.”
“The Department is working cooperatively with the RSPCA to help get the message out to horse owners to make the best decisions as early as possible.”
The Government provides an annual grant of $1 million to support the animal cruelty investigation functions of the RSPCA. In addition the Government is providing $5 million over four years to the RSPCA to strengthen its inspectorate capacity to deal with illegal and non compliant domestic animal breeding establishments.

The Winchelsea entrances public art project has entered an exciting phase with the shortlisting of candidates.
Three artist teams have been invited to develop concept proposals for public art pieces to be installed on the Princes Highway at both the Colac and Geelong ends of Winchelsea.
The three shortlisted artist/artist teams are:

• Artventure – Paul Johnson & Gail Mason
• Benjamin Storch & Matthew Harding
Councillor Heather Wellington said the project was an opportunity to create a signature piece.
“The Winchelsea entrance project is a unique opportunity for artists to produce an enduring art work that will become synonymous with our historic town of Winchelsea.
“This is a very exciting commission and we are confident that amongst the short listed artists an idea will develop that captures the essence of a town that has occupied a pivotal place in Victoria’s history.
Cr Wellington said members of the community have an opportunity to take part in the concept development phase.
“We are hosting a community session to give the artists a thorough understanding of Winchelsea and its people, and I encourage people to take part,” she said.
“It’s a unique opportunity for people to meet with the artist teams and discuss what is important to them about the character of Winchelsea,” Cr Wellington said.
Surf Coast Shire Council is hosting the meet the artists drop in session between 6pm and 8pm on Wednesday 27 April 2016 at the Eastern Reserve Hub in Winchelsea.
Councillor Carol McGregor said feedback gathered to date indicated Winchelsea’s rural heritage and country village character were important considerations for the community.
“Winchelsea’s history and its country atmosphere are high on the list of what
people would like to see reflected in the art pieces.
“I, like the rest of the local community, am looking forward to seeing what ideas emerge during the concept development phase,” she said.
“The short listed artists each have considerable experience in producing major public art works and on behalf of the selection panel I am excited by the fact that we have received such a high quality of submissions,” Cr McGregor said.
Artist summaries:
Clayton Thompson. Connection to the environment is clearly apparent in the work of Clayton Thompson. Clayton's joy comes from taking ordinary, everyday elements and transforming them into contemporary, controversial and inspiring installations. Clayton has exhibited previously at major events including Sculpture By The Sea 2015, SWELL 2015 and Harbor Sculpture 2015. He recently won the Kirk Family Stipend Prize for Harbor Sculpture 2015
Artventure – Paul Johnson & Gail Mason - have successfully completed over 44 public art commissions in Australia since 2002. The site and its particular history underpin the content of Artventure’s design work. But they are also contemporary sculptures that speak as much about the future of a community. Artventure has created landmark and entrance sculptures for towns throughout Australia, including Sydney, Darwin and Melbourne.
Benjamin Storch & Matthew Harding - first met through their residency at the Gasworks Sculpture Studio in Albert Park, Melbourne. With a highly diverse foundation in drawing, painting, carving and a great variety of creative approaches to sculpture, Matthew Harding has an extensive track record of making iconic artworks for the public realm. Ben Storch specialises in the creation of fluid, dynamic forms in sheet metal, by adapting methods used in jewellery and silversmithing to heavier processes using a press and power hammer. Between them have many major public works on display in Australia, Europe and Asia.

Bethany provided 5,000 hours of problem gambling counselling in the 2014/15 year.
Bethany's services offer individually-tailored personal and financial counselling for gamblers, as well as affected family members or friends. These services assist people to take steps to improve there lifestyle and manage their gambling responsibly.
In conjunction with counselling services, Bethany runs a number community education activities which promote awareness of the issue, ensuring a holistic and community-wide approach to the issue. The organisation also works directly with staff and management at gambling venues to develop responsible gambling environments.
Grant Boyd, Chief Executive Officer at Bethany, says that gambling can have a huge negative impact on many parts of a person's life, including their finances, mental health, relationships and career.
"If you feel that gambling has become a problem for you or someone you know, then our fully qualified and experienced counsellors can help you develop strategies to prevent further harm," he says.
"It's never too early to seek help. Our services are free, local and entirely confidential."

We hosted Geelong West this week in another twilight came and achieved a much better result winning two out the four senior games played.
Unfortunately Geelong West were unable to field any junior teams so we scheduled some fun internal games for our teams from 13 years and under. This was a great morning for the girls and enabled our Monday night teams to get in some extra practice. The 15 & Under team also had an informal game against Geelong West as they were able to scrape together six players, we hope this might be a stepping stone for them to field a team for the rest of the season.

A wonderful hard fought win this week against a very improved and physically strong West. The lead changed throughout all of the game but the young Winch team came out on top. Young defender Connie Royal kept us in the game capitalizing on every single opportunity. Sarah Todd was outstanding making strong leads, creating offensive turnovers and shooting accurately when needed. Ebony Berg was accurate in goals only missing a minor amount throughout the entire game. When the pressure was on in the last quarter Winch were
5 goals down these kids stood up and smashed out a 8 goal run – taking the lead at the right time in the game.

After a poor game last week B Grade made some team changes and were much more competitive this week but unfortunately it wasn’t enough to secure their first win. A slow start to the game had B grade behind by 3 at quarter time, with Geelong West’s physical defence causing quite a few turnovers. We settled in the second quarter keeping the same margin but couldn’t hold this in to the third slipping another couple of goals behind. We fought hard again in the last but we couldn’t do enough to peg back the margin at all and ended up finishing 6 goals down.

We were looking for a strong start but unfortunately didn’t deliver, being down by 6 goals at quarter time. The team regrouped in the second to bring the margin back to 2 goals at the half. New
recruit Chere Gorman helped to level out the goaling but it just wasn’t our day as we dropped off again in the third quarter. We came home strong in the last quarter but the lapses in the first and third created too big a margin to recoup. We finished with a five goal loss but will need to work on producing four good quarters of netball in order to get a win on the board.

D Grade produced a great start to our second twilight match of the season with a convincing 13 goal win. Star recruit Alex Roberts made her debut with the Blues bringing some fantastic aerial and speedy plays. She claimed a well-deserved best on court for her efforts. We maintained a small winning margin for most of the game but an 11 goals to 2 last quarter really cemented the win. Our goaling combinations worked very well, while our defensive pressure seemed to increase as the game progressed. Young Issy Loone was excellent in the centre court both defensively and offensively while coach Sally Cole led by example in the goal circle.

Winchelsea vs Geelong West.In the 3rd round of the G.D.F.L., Winchelsea played host to Geelong West in the 2nd twilight meet of xthe season. Conditions were great at Eastern Reserve on Saturday – overcast, much cooler for the players, with a slight chilly wind. Another big crowd was expected after last week, and the locals and others from further afield didn’t disappoint.
The Reserves got off to their usual good start and lead at the first break. The Blues extended their lead at half time. In the opening 2 rounds the Reserves found themselves in a good position at half time, only to fade in the 3rd and 4th quarters. The boys were aware of this, and although Geelong West threw everything they had at them, the Blues took out the convincing win by 17 pts in a low scoring game. Well done to everyone concerned for the first win of the season.

Having broken through for a win in
the Reserves, the Senior group were focused to do likewise. The Blues lead at the first break after a tight quarter of football, and they extended their lead at half time. Geelong West came out roaring in the 3rd and outscored the Blues to narrow the gap at the last break. The last quarter was a nail biter as Geelong West continued to keep the pressure on, but the boys hung tough and were still leading by a goal when the final siren went. It was a great win for the team and coaching staff. Well Done !
