The important issue of the disproportionate funding of Capital Projects and New Initiatives in our Shires four Wards, as outlined in last week’s Star, has brought many supportive comments from Winchelsea residents.We need to keep the topic in front of Council and Councillors, but in order to be objective, we need to have figures for the last 3-5 years for comparison. We (and others) have asked for these figures, but nothing has been forthcoming.

If there is a history of imbalance, it needs to be corrected for the benefit of all residents in this Shire, but we need the figures to prove or disprove it.

Last week, I invited Shire CEO Keith Baillie to contribute to this article. He was also asked for figures for past years so that comparisons could be made.

As yet no reply has been received, but we wait in hope.

All Surf Coast Shire Councillors and the CEO receive an email copy of the Star each week, so all have the opportunity to respond, but none have.

We have had verbal support for our campaign from our Ward Councillors Heather Wellington and Carol McGregor.

The ratepayers of Winchelsea, Lorne and Anglesea can’t be dismissed. We need to know the facts, and then we need to know what measures can be taken to redress the situation.

Below is a new chart. It’s based on the spending on Capital Projects and New Initiatives. These figures don’t include spending on Renewal Projects or Contributions from External Sources.

The last column indicates is the amount that could be allocated to each Ward for spending, if the percentage of rates raised

in each Ward was applied to the spending in each Ward.

In reality, this rarely happens in any Council. Greater needs in some wards will mean from year to year some wards will receive more than others, but it’s normally swings and roundabouts. One ward will get more this year for an important project, and next year it will be evened out. But unless we get figures for past years, we’ll never know whether this is happening.

Supposition counts for little; we need the figures!

If these figures are taken literally, Winchelsea Ward would have the benefit of an extra $789,000 to spend on Capital Projects and New Initiatives. These works would make an enormous difference to our town. Life could be more enjoyable for existing residents and visitors, and we could entice new residents and businesses into our town.

Are we be subsidising other Wards year after year? Unless we have the figures, we’ll never know.

Barry the Pirate Fletcher Allen - Gr 3/4 Barry the pirate lived on a huge ship his crew was very crazy! Barry was 90 years old he was bald, he had no teeth, he had a 80 year old parrot and he was very fat and his brain was as small as a ant!!

He only ate junk food. He had pink underwear, his clothes were always too small for him he always picked his nose!

Barry was on the plank of the huge ship then Barry saw a black hole, He called his pirates and parrot and then a giant squid jumped out of the water.

It jumped so high that he bit off Barry’s hat and then he bit the boat. Barry got a

big fright and jumped into the water and swam to shore.

Barry was trapped by both the monsters as they ran they hid and made a plan. The plan was Barry will distract the monsters while the crew shot them.

The crew got ready, Barry started running and the monsters were following him. Barry yelled ‘open fire!!!’ the crew killed the monster so Barry and the crew celebrated.

Things are heating up in Aireys Inlet this winter, with the launch of the Love Winter in Aireys program to entertain Surf Coast locals and visitors during the coming cooler months.

The diverse program showcases local, national and international events, encompassing art, music, food and performance at a range of community venues for three months from June to August.

Whether you like to sing or listen, dance or draw, create or perform, write or read, or simply sit back and relax, there is plenty to love about winter in Aireys.

From the Melbourne International Writers Festival to the Torquay Theatre Troupe 2-Act Play & Dinner at the Aireys Pub, Love Winter in Aireys features everything from hip-hop choirs, live music and poetry readings, to sculpture, writing and illustrator workshops, cultural dinners, trivia nights and yoga.

According to local organiser Anne Dansick, the inclusion of the Melbourne

International Writers Festival ‘On the Road’ event in Aireys Inlet on 21 August is a real coup and highlight of the Love Winter in Aireys program.

“To offer our community access to events of this caliber, right here on the Surf Coast, is the icing on the cake for us,” said Dansick.

“However, it’s often the local performers and intimate workshops that people enjoy the most. There is such a varied range of events on offer in Aireys Inlet this winter, you’d be hard pressed not to find something you appreciate,” she added.

Many events have limited places, so organisers are urging people to check out the program early and book in for events that are of interest.

Letters to the EditorDear Editor With all the negative publicity the Surf Coast Council has been getting in the Winchelsea Star lately I would like to make a suggestion. That ALL the councillors including the CEO and Executive management hold a meeting in Winchelsea at say 7.00pm one night at the Hub.

The meeting to be held in within the next couple of weeks.

Any ratepayer (the people who pay the wages of councillors and staff ) to have the chance to raise any issue they might have with said councillors and staff (the employees of ratepayers) regarding Council decisions that have been made or are about to be made. All issues to be raised WITHOUT NOTICE. The meeting to continue until there are no more questions.

Then if necessary two weeks later, a further meeting to be held so staff and councillors can reply to any questions that were unable to be answered in full at the first meeting.

This meeting would help to clarify ratepayers queries and councillors decisions in an open and public forum.

Dear Editor In response to the letter from name and address supplied in regards to the common where the Go Karts and the Gun Club used to reside.

I doubt very much that the current situation will change due to the environmental importance of that area. It is far more beneficial and profitable (through funding and conservation grants) for the council to keep it fenced off. This was only reinstated when a burn off (a form of management for that type of environment and habitat) was completed last year.

I have no issues with this conservation, some transparency and some insight from the council for the community and the clubs however, would have been not only respectful but also educational.

Dear Editor I would like to support Winchelsea’s initiative to provide a welcoming resting site for RV travellers. We have travelled widely in Australia for over 40 years and enjoyed staying in areas such as your town is proposing. People who frequent these areas are usually older couples or responsible younger tourists, and families.

A project like this generates goodwill for your town; and visitors respond by patronising the local shops and cafés. They purchase supplies, obtain newspapers and magazines, buy souvenirs, refuel their vehicles, and boost attendances at unique tourist and heritage attractions.

They also tell their friends when they are pleased with the service and hospitality they receive. Word-of-mouth advertising is not only free but also sincere and genuine. Winchelsea offers a peaceful retreat with a pleasant view and neighbourly townspeople.

In relationship to the rest of the Shire - our coastal towns are booked out in peak times and there are no over-flow camping sites available for travellers who arrive late in the day. So some signage for your facility along the route from Geelong, and on the great Ocean Road would be worthwhile.

Because of the restrictions on camping visitors are forced to keep moving and so miss out on seeing and experiencing the delights of the Surf Coast. Therefore local businesses are missing out on bonus trading opportunities. People in RVs enjoy the roving life without the need to book ahead for accommodation. They are more inclined to be itinerant with no particular destination in mind. They can linger in area they’d like to explore, or just relax for a while and enjoy the atmosphere.

So the plan for a tourist-friendly facility in Winchelsea is a good solution. It means more people can be based overnight in our region; then move on to the coastal towns during the day if they wish. But can keep returning to Winchelsea to extend their stay for as long as they like. People in RVs really appreciate the chance to stay longer in a location. They leave the sites tidy, and do not disturb the peace And quiet of the host towns.

Dear Editor Its a matter of time before we have a serious accident at the unrepaired section of highway in Willis st. As a resident close to the partially closed area I have seen a number of minor collisions and I hear the screech of brakes and the sounding of horns on a near daily and nightly basis..I am waiting for that unmistakable thump when it goes from a near miss to a serious accident that I will probably have the dubious pleasure of being first to get to. Here is what I don’t get.. the contractors, sub contractors all have contingency built into pricing these projects, and insurance to cover issues like this. If this was happening in a more populous area ( read votes ) this would never have been let fester this long. Oh, as a sub note, living close to this problem comes with the noise issue of decelerating then accelerating trucks ..all night long.. not their fault, but irritating and tiring. Come on vicroads, get it done and let the solicitors sort out who pays for it if that is what the issue is. Its way gone past what is acceptable and it’s starting to feel like we either don’t matter regards our local road safety or they won’t hold contractors / sub contractors to account .. I also call on surfcoast shire to assist in putting pressure on who or whatever is delaying the repair. Enough is enough.

Dear Editor Following the Growing Winchelsea Inc. meeting last Wednesday, I have followed up with Glen at VicRoads about the leaking water main. He has confirmed that the water main has been repaired and that it is now just the pavement repair to be completed. The pavement was supposed to have been completed last week but poor weather held that up and it is now scheduled to be completed by the end of this week (weather pending again). The delay is due to the fact that they have to get their contractor (Winslow’s) back on site to do the repair so logistically it is difficult to coordinate.

Hopefully that answers your concerns.

From the BurrowA meeting was recently held where the hot topic of footpaths was up for discussion. A question was asked of a local government manager of the reinstatement of the pathway from the new toilet block down the hill to the river reserve below (see image opposite). The officer told the gathering that the path would not be reinstated.

A few days later... an email arrived to say the the path won’t only be reconstructed, but will be on a much friendlier gradient. Well done Mr Officer !

Earlier this week, we put the following questions to Tony Hedley, VicRoads Project Director.

Q Could you tell me please when the section of the new highway (I think near Buckley Road) where it condenses into one lane, will be completed and opened? It seems to be taking an extraordinary length of time to fix.

A Thank you for your enquiry regarding progress of works on the Princes Highway Duplication.

On the Winchelsea bound carriageway near the bend between Buckley Road and Mount Pollock Road, the staging of the works has been complex, requiring multiple traffic switches. While BMD was unable to build the full depth pavement over this length, and could only access the fast lane after traffic was running on the Geelong bound carriageway, it has now placed the required layers of crushed rock. Once the pavement has dried sufficiently the spray seal surfacing will be completed, and we are hopeful of having suitable weather conditions over the next week or two.

Q When will we see the remaining intersection lights put to use? With winter upon us, these lights are an important safety measure that is badly needed in use.

A The street lighting installation is effectively complete. Powercor is undertaking audits at each site, and once approval is confirmed, BMD will be able to turn on the street lighting.

VicRoads queried over highway issues

The problem of semi-trailers and trucks reversing into Hesse Street to service the IGA store has recently been brought to Councils attention by Growing Winchelsea Inc.

Surf Coast Shire Manager Engineering Services, Peter McLean has instigated an investigation into the problem and feels that a solution is available.

Plans will be published in The Star when available.

Congestion in Hesse Street will worsen from August 1, when the Post Office moves to its new shopfront location, and trucks arrive to collect and drop-off mail.

Car parking in the area may also worsen. There are 4 on-street car parks in front

of the new store. While there will be 12 spots available for shoppers at the rear of the store, many of these will be taken up by workers at the new complex.

Growing Winchelsea Inc. has asked Council to allocate funding in this years budget to plan the future of the area bounded by the shops, Hesse Street and the Barwon River, including the car park area.

1. If “Mum” is last to bed, take an extra 10 minutes to have a quick tidy up of living rooms so that everything is easier to face the next morning.

2. Try to rise with the children. Once beds, dishes and washing is done , the backbone of the days work is broken.

3. When removing dry clothes from line fold as you go and only iron what really needs ironing. Firstly take in all ironing and place in special ironing basket. Then remove all towels, face washers and tea towel s etc. Fold and put away. Fold sheets as they come off line. Lastly remove all personal washing, fold into various piles and distribute.

Beams have been lifted into place over the Barwon River in Winchelsea as part of the duplication of the Princes Highway West from Waurn Ponds to Winchelsea.Deputy Prime Minister and Minister for Infrastructure and Regional Development Warren Truss said the beam lift is an important milestone in the construction of the new bridge over the Barwon River.

“Residents will have noticed two cranes rolling into town in preparation for the beam lift,” Mr Truss said.

“The cranes will lift a total of 18 beams, each weighing 26 tonnes into place to support the bridge deck which will be around 60 metres in length.”

Victorian Minister for Roads, Road Safety and Ports Luke Donnellan said the construction of the bridge is part of

upgrading the road network in Winchelsea which also includes the installation of traffic signals at Hesse Street and Deans Marsh Road.

“Work is progressing well in Winchelsea with upgrades between Lennox Street and Austin Street completed late last year,” Mr Donnellan said.

“The construction of the bridge over the Barwon River is the next major milestone, with work expected to be completed from Waurn Ponds to Winchelsea in the coming days.”

Federal Member for Corangamite Sarah Henderson, who visited the site today, said the new bridge has been a boost for the community.

“Many of the parts that make up the bridge have been made locally, which has supported the economy and local jobs,” Ms Henderson said.

“Once complete, the new bridge will provide a safer route for all traffic moving through Winchelsea, particularly for traffic heading towards Geelong and Melbourne.”

The Member for the Western Victoria Gayle Tierney said this project is improving an important freight and tourist link between Melbourne, Geelong and south west Victoria to the South Australian border.

“The highway directly services over 350,000 people and a number of important industries including forestry, agriculture, grain and dairy,” Ms Tierney said.

The Australian and Victorian governments are each providing $85.5 million towards the $171 million project.

Recently, the Community Consultation report into attitudes toward unconventional gas was released by the Primary Agency, an independent facilitator engaged by the previous state government to conduct a community consultation report into unconventional gas mining. This decision was made after mounting community pressure to allow communities facing the possibility of an unconventional gas industry to have their voices heard.

The report focuses on a 15 minute phone survey whilst being silent on the extent of concern by the general community expressed at the consultation meetings held in Gippsland and Western Victoria, by people who would have, for the most part, been informed about the issue.

Communities such as Seaspray who have been battling to keep their community gasfield free for the past two years were hopeful that this report would show the diversity of concerns and rejection of the development of unconventional gasfields across Gippsland, but have been left with a report that can only be described as misleading.

“We thought this process was about engaging transparently and honestly with the rural communities in Gippsland and Western Victoria living under an already approved licence” said Kerrin Shelfhout from Gasfield Free Seaspray.

“We are now one of 61 communities across Victoria that have declared themselves gasfield free and we like so many others are calling on our new state government to exempt our community and all declared communities from onshore mining licences” she said.

Great Ocean Road Regional Tourism (GORRT) has released for comment its draft 2015-2025 strategic master plan, which aims to grow the visitor economy to be the largest employing sector in the region, supporting 12,600 jobs.

Prepared in partnership with local government, local tourism organisations, industry, community leaders and other stakeholders, the master plan focuses on stakeholder collaboration, increasing visitor expenditure and dispersal, and the development of new and renewed visitor experiences. These key aspects will play a significant role in growing the visitor economy to support 7,600 direct jobs and a further 5,000 indirect jobs in the region by 2020.

Chairman of the GORRT Board, Wayne Kayler-Thomson, said the plan provides

leadership and direction to develop the region’s visitor economy.

“The master plan balances affordable, achievable strategies and actions with new infrastructure and investment to transform the visitor economy of the region and achieve growth targets,” Mr Kayler-Thomson said.

“The strategies proposed are not about attracting volume visitor growth, but increasing economic return. By improving and developing our products, infrastructure and destinations, we can increase the yield generated from visitation which has flow on effects for businesses, residents, communities and the entire visitor economy.”

“As the industry grows there will be a demand for jobs, and tourism provides

a fantastic opportunity to boost local economies, create employment and enable the region to transition to a sustainable future.”

“To achieve the outcomes proposed by the plan will require all stakeholders to work together at new levels of regional collaboration and cooperation,” he said.

Senior Citizens Jean Shinners

Hello everyone, its nice to be back from our annual holiday to Tallangatta. Everyone was full of praise for the attention to detail and the fabulous meals which were served to us. After an eventful start to our trip, i.e. change of trains at Southern Cross due to lack of water, we headed North to Albury. There we were met by Ward from The Tallangatta Motor Inn with his very comfortable spacious bus. We arrived to settle in to our comfy rooms and later enjoyed a home cooked three course meal. Saturday, after a wholesome fully cooked breakfast, we travelled to the Hume Weir Wall where we had morning tea from there we travelled East through the rich dairying country of the Mitta Mitta Valley (very pretty). At the Dartmouth Dam we compared the heights of both storage areas. From there we returned to the township of Dartmoor for our B B Q lunch, after which we travelled home through the full length of the Mitta Mitta Valley, arriving back in Tallangatta for our Afternoon Tea, after which the Bar opened at 5pm. for pre-dinner drinks.

Sunday, we travelled through Albury to Howlong where we had morning tea, from there back over the border to Morris Bros. winery for a few free tipples, then back over the border to Corowa for a b.b.q. lunch by the Murray River. We then travelled through Rutherglen and Chiltern to arrive at the Yackandah Bakery for our delicious afternoon tea.

Monday we went North East through the large pine plantation at Shelley on our way to Corryong for morning tea. Jack Riley, the Real Man From Snowy River, lived here. Then on to Kancoban for a short tour of the town, followed by the impressive Murray 1 Power Station and our b b q lunch, after which we travelled back to Corryong for afternoon tea at the newly renovated Corryong Museum. Tuesday, we went South East to view the tobacco and hop growing areas at Myrtleford, then on to Porpunkah for morning tea on the banks of the Ovens River at the foot of Mt Buffalo, from there we had a tour of the township of Bright

followed by a b.b.q. lunch, after which we travelled up to Towonga Lookout for a magnificent view of the Kiewa Valley.

From there we went down to Mt Beauty for afternoon tea at the bakery. That evening we were taken to the Albury Commercial Club for a lavish smorgasboard dinner.

Some of us then played the Pokies and one of us (who shall not be named), came home with a nice win.

Wednesday, we went over to Beechworth through Yackandandah for morning tea at Lake Sambell. After which, we took a tour of the town to visit the Murray Brewery and their famous Carriage Museum. This was followed by our b.b.q. lunch after which we had free time in this historic town to meet later at the famous Beechworth Bakery for another delicious afternoon tea.

Thursday, we took a farewell tour of Tallangatta, then headed in to Albury to Cafe Borellas and Peards Nursery for another delicious morning tea. After which we were taken to the Albury Railway Station to begin our rail journey home on which we had plenty of time to contemplate our very enjoyable holiday of full days, full bellies, good company and plenty of laughs.

Many thanks to Stan our local Taxi driver, who made our departure and home arrival, worry free.

Again tlastweek the reserves started well, & were right in the game at ½ time, with 5 pts the margin. Again the boys let the game slip away in the last half to lose by 44pts. On a bright note it was great to see “Scrawn” return to form of old with a B.O.G. performance. The potential is there with this team, they must string 4 quarters together.

Congratulations to Jared Dunkley on his 50th Senior game for the Club. Jared is highly respected at the Club, not only for his efforts on the field, also always available in the kitchen if we are short, & is handy in the Canteen, - a great Clubman.

The Blues showed signs last week of playing better as a side, - much work is to be done – a special mention to Caleb Brown for his performance in his 1st Senior game. Caleb joins several others including Jye Price, Tyson Berg in making their debut this season. Connor Williamson is another young gun to join the Blues this year in the rebuilding programme.

Support this team in the rebuilding process, watch them as they become a real force in the G.D.F.L. in the coming years.

On the 23rd of May, the Blues have a bye due to the Inter League Round.

Zac Edwards Remedial Massage Therapist The Moksha Project would like to introduce Mr Zac Edwards to the team of Complimentary Practitioners now available for Consultation and Treatment Session’s at our Clinic in Winchelsea. Zac will initially be available for appointments on a Wednesday afternoon and evening from 2pm – 9pm.

Zac is an experienced Remedial Massage Therapist, offering Relaxation, Remedial, and Sports massage. His style is particularly influenced by Traditional Chinese Medicine, and he is also trained in Chinese Massage and Hawaiian (Huna) Massage.

Zac first began his journey into the healing arts at age 18 when he attended a Tibetan Pulsing workshop with a teacher who had come to Australia from India. In 1995 at age 22, Zac began learning Tai Chi, Bagwa and Qi Gung. His teacher, Mr John Ross is an accomplished Tai Chi teacher, Acupuncturist and Chinese Herbalist who in turn learnt from Master Erle Montaigue whose lineage can be traced back to the founder of the “Yang” style of Tai Chi; called “Yang Lu Chan”.

Zac is also qualified in Hawaiian massage (Huna) which is a deeply relaxing and rejuvenating treatment especially beneficial for stress management. Zac also studied Chinese Medicine and Chinese Massage in Perth at the Perth Academy of Natural Therapies for a year and a half.

Zac enjoys other creative pursuits, including playing the Guitar and working in furniture design and manufacture. Prior to moving to our local area, he lived with his family in WA and spent a few years enjoying designing and building his own furniture using timber he had salvaged from properties in the Margaret River area of South Western WA.

In recent times, Zac and his wife Joanna (who you will also be reading about soon…..) moved to our local area where they are enjoying developing their 10 acre property into a ‘grow your own food’ orchard and vege patch extravaganza to support their family of four in as wholesome and healthy a way as possible.

They are also enjoying meeting and connecting with people in the local community. Zac has completed his Diploma of Remedial Massage at the Australian College of Massage and has worked as a Remedial Therapist in a busy Chiropractic clinic on the Surfcoast. He also worked in Lorne offering Massage over the busy Summer period, and is currently helping out at the Winchelsea Football Club on a Tuesday evening as a Trainer.

For many people, Life can be extremely busy and demanding on all fronts. Our time and energy can be drained and we often find ourselves over-extended. When life is like this, it is no wonder so many people suffer from stress related illnesses. From new Councillor for Winchelsea Ward Carol McGregorA Councillor vacancy occurred for the Winchelsea Ward in April and to determine the replacement position, a countback of votes was conducted at the Surf Coast Shire offices on Tuesday 21st April. I was elected as the Councillor to represent the Ward, alongside the remaining Ward Councillor, Heather Wellington.

Since the 2012 local council elections I have been working full time in Geelong for an agency as General Manager Human

Resources. I welcome the opportunity to now step back from my Geelong commitments to concentrate on being a voice for my home territory – the farming communities and small towns that are the heart and soul of the hinterland.

In Council, there is much for me to learn and catch up with, particularly being elected into the position mid-term.

I have begun attending Council meetings, briefing sessions, and gaining details of the most pressing issues for our Ward, with the most urgent at this stage being the draft budget for 2015 – 2016 and ensuring that our Ward is well represented in that budget.

Other topics that have been brought to my attention include child care needs, streetscape improvements at the Winchelsea shopping strip and Eastern Reserve Plans. I have also been hearing from passionate community members who are involved in various sports, community and environmental interests.

Over the coming weeks I plan to re-engage with local communities and increase my presence and availability to meet with residents.

Victorian Under 18 No Contact Karate Champion, Jacqui Hamblin looks forward to contesting the first ever Kyokushin Karate Tournament to be held in Winchelsea this July. Jacqui (pictured centre, is a member of the Moriac / Winchelsea Kyokushin Dojo who will

host the Regional No Contact and Kata Tournament at the Leisure Time Centre in Winchelsea on July 19th 2015.

The format of the tournament is popular with all ages and highlights skill and form. A capacity crowd from across Victoria is expected to pack the venue.
