CEO replies on council funding allocationKeith Baillie CEO Surf Coast Shire Council “Equity of funding is a common discussion in every Shire and it is natural our communities want a clear picture of how budgets are developed.

“Comparing rates revenue to new project expenditure appears to be a straight forward analysis; however equity is a more complex topic.

“The analysis must also include the funding required to maintain and renew Council’s roads and facilities. When these are included, the total expenditure allocated to projects in the Winchelsea ward in this year’s draft budget equals the percentage of rates raised in the ward.

“Any discussion of equity also needs to include the cost of service delivery, which varies by location across the Shire. Importantly, this includes the delivery of roads which is a significant service in rural communities.

“Another complicating factor is that not all local government revenue comes from rates. So the analysis must consider other factors like external funding streams.

“While it is possible to prepare an historical model that shows this funding allocation across the Shire, it would need to include all these relevant factors. This is complex to do and would require a great deal of work for our Finance staff who have many other critical tasks to perform.

“Council is facing a large challenge with the coming reduction in discretionary expenditure once rate capping is introduced. We estimate rate capping could reduce Council’s revenue by more than $100 million over the next 15 years. My focus is on understanding our communities’ needs and priorities, and balancing that with our increasingly limited resources across the whole Shire.

“We will be engaging further with residents in the second half of this year to get a more complete picture of community priorities. We’ll have details soon. I encourage everyone with an interest in Council funding to get involved.”

The last thing an organizer wants is a message from the booked artist to say she can hardly talk and cannot sing. John received this message on Tuesday from Annalisa Kerrigan before she was to sing in Winchelsea on Thursday. The second half of the message went on to say she had contacted Lee Abrahamsen and would she be a suitable substitute? Having won the Herald - Sun Aria in 2012, and opera awards in 2013 and 2014, Lee was a very suitable substitute. Just meant pianist John had to learn and rehearse her program in one and half days.

Recently back from a tour of China where she said they loved classical music, Lee presented a mixed program of opera and

popular songs including her favorites My Hero and Hello Young Lovers from The King and I, the latter moves her so much she admitted to crying while rehearsing with John.

Around 40 people enjoyed a delightful concert and the usual delicious morning tea supplied by Philomena at the Winchelsea Shire Hall Tearooms.

Winchelsea is indeed lucky to have these monthly concerts organised by John Bumford. All artists make comment about the superb standard of the piano accompaniment.

Look out for next month’s concert on June 25th, when the artist is a visiting Afro-American.

The Surf Coast Shire Council adopted the Growing Winchelsea; Shaping Future Growth 2015 plan at its Tuesday night meeting following consideration of submissions on a draft version of the plan.

The draft plan was exhibited between 16 February and 27 March this year and attracted 17 submissions.

‘Growing Winchelsea’ is a place making plan designed to guide the way Winchelsea grows and changes over time heading toward 2050.

The plan was developed as a partnership between Surf Coast Shire Council, Regional Development Victoria and the Winchelsea community.

Growing Winchelsea sets out:

• A vision for Winchelsea and 17 principles for growth.

• Opportunities for stimulating economic investment.

• A 10 year structure plan and a beyond 10 years framework for growth of the town.

• Demonstration projects for activating the central activities area around the Barwon River.

“With the adoption of the Growing Winchelsea: Shaping Future Growth 2015 report on Tuesday night the focus now shifts to the associated implementation plan.

“The Growing Winchelsea implementation plan lists actions to begin in the 2015-16 financial year plus a series of longer term actions over the 10 year time frame of the plan.

“The first year actions include the development of a high quality prospectus to attract new residents and investors to the town, the preparation of a planning scheme amendment to incorporate the Growing Winchelsea 10 Year plan into the planning scheme and the commencement of street beautification works.

“Longer term projects will be referred for funding in upcoming budgets and opportunities for funding through government grants will also be explored.

The Federal Coalition Government will introduce more generous means testing arrangements for youth payments from 1 January 2016 to give Corangamite families better opportunities to support their children from school to further study, Federal Member for Corangamite Sarah Henderson said today.

“The Coalition Government will remove the Family Asset Test and Family Actual Means Test from the Youth Allowance Parental Income Test. This 2015-16 Budget measure ensures the assessment of a young person’s access to Youth Allowance will be based on a fairer measure of family income than the current system,” Ms Henderson said.

“Removing the Family Asset Test will allow families with dependent children in Corangamite to qualify for Youth Allowance for the first time and access average annual payments of more than $7,000 a year.

“The removal of the Family Actual Means Test will also see more families with dependent children receive Youth Allowance for the first time and increased payments for some existing students in Corangamite by approximately $2,000 a year.

“The changes exempt farming families in Corangamite from having their farm assets count toward the Family Asset Test for assessing Youth Allowance.

“From 1 July 2016 we will also be changing Youth Allowance parental income testing arrangements to include all Family Tax Benefit children in the family pool. The current test only includes dependent children over 16.

This will see:

• Some working families in Corangamite with dependent children in both the Family Tax Benefit and youth payment systems eligible for an

average increase in payment of $43 per fortnight ($1,118 per annum).

• Some Corangamite families who currently miss out on youth payments due to higher taper rates will be eligible for an average payment of around $50 per fortnight ($1,300 per annum).

“Simplifying the parental means tests will provide additional assistance for working families in Corangamite to support their children making the transition from school to further study.

“These changes are great news for families, boosting the number of families we assist, the level of that assistance, encouraging more young people into study to build their careers, develop economic opportunities, and contribute to our economy,” Ms Henderson said.

Local traders to raise funds

Dear Editor

I write as a proud volunteer at Barwon Park Mansion. I wish to address an issue regarding BPM in an article in the “Winchelsea Star” Tuesday 12th May 2015.

The writer stated that to become a volunteer at BPM one must be a member of the National Trust. This is incorrect as National Trust membership is not a requirement to volunteer at BPM.

Volunteering at BPM is an honour and a privilege to contribute to preserving this unique home for future generations to learn of our by-gone history. A wonderful group of cheery, hardworking, co-operative people are dedicated to achieving this.

Led by Sukoon at the IGA, there will be a barbecue and stall held outside the IGA on the first Saturday of every month, the first being held this coming Saturday.

Elle Brown - Prep My mum’s birthday is today.

The Pony And The Donkey By Emily Caldicott - Grade 3/4 Once upon a time there lived four girls on a farm their names were Ebony, Hayley, Rachel and Emily. Ebony and Rachel own a donkey and Hayley and Emily own a pony.

One day they took their donkey and pony for a walk to the beach and just walked and played in the water for a while but when they were heading home their was a sign saying Watch out for the animal thief then they started to et a bit worried because they think the animal thief is going to get their pony and donkey. They keep walking till home. When they get home they let their donkey and pony out for a feed while Ebony, Hayley, Rachel and Emily had lunch.

After lunch they come back out and find that their donkey and pony are MISSING! They start to think if the animal thief took them. The animal thief left a note saying If you want your pony and donkey back meet me at the beach midnight!! and you will get them back!!

Hayley didn’t want to go there when if he looks weird maybe he has a long pointy nose with green lumps on his face. So only Ebony, Rachel and Emily went.

Hayley stayed home.

At midnight Ebony, Rachel and Emily went to the beach and saw the pony and donkey tied to a tree but they didn’t see the animal thief so they went to the animals and took them home. On the way home they saw somebody at their door. I was the animal thief so they went through the back door. While they were going through the back door the animal thief kicked the door open but didn’t know that Hayley was sleeping on the couch.

When they got inside the animal thief was waiting for them. The girls saw him and ran with the donkey and pony. The animal thief caught up and got his knife cut the rope and took the animals again. In the morning they went to look for their animals they found their donkey on the beach but found their pony stuck in a fence. They brought them home and locked them up in a safe place and lived happily ever after.

Everyone needs to take proactive steps to boost their immune system to give them the best chance to prevent or fight colds and flu’s.

1. Lower your stress levels- Stress hormones result in the immune system receiving signals to slow down, leading to more infection etc, so take time to manage your stress through exercise, meditation, relaxation or whatever works for you!

2. Improve your nutrition- White flour, white sugar and table salt stress the immune system, so make sure you continue to eat well, getting lots of fruit and vegetables. Supplements such as omega-3 fatty acid (i.e. Fish Oil), a probiotic and vitamin D will enhance your immune function also.

3. Increase your water intake- We need around 2-3 litres of water per day. A hydrated body will work much more effectively than one that is not. So aim to drink more water per day, it can be hard in winter as we are often not as thirsty with the cold weather, but we still definitely need to keep our water intake up!

4. Increase sunshine- we need around 20 minutes of good sunshine per day to be getting enough vitamin D. Of course there is less sunlight in winter so many people tend to become deficient in vitamin D as a result. This lowers immune system function. If you are not getting the required amount of sunshine then consider taking a vitamin D supplement.

5. Have good quality sleep-When we are

sleeping our body is healing and regenerating. Your body requires 6-8 hours sleep per night with the best hours between 10pm and 6am.

6. Exercise each day-exercise helps improve the immune system function by reducing stress hormone levels in the blood.

7. Have regular Chiropractic Adjustments-Chiropractic helps to ensure your nervous system if functioning optimally and as a result enhance your immune system function and the self- healing ability of your body.

“The Early Years and Youth Strategy and Positive Ageing Strategy are intended to guide the delivery of services to young people and older citizens respectively.

“Collectively young people aged between 0 and 25 and older people aged 65 years and over make up almost half the population of the Surf Coast Shire.

“It’s a really interesting statistic and one that has inspired the Council to not only identify themes common to both but to look for ways to bring the two generations together through programs and activities,” said the Mayor.

Cr Smith said the overarching principle behind both strategies was the concept of an ‘all ages friendly’ community.

“This translates into an integrated service model where people’s learning, development, health and wellbeing needs are provided for in their local community,” she said.

Both the Early Years and Youth Strategy 2015-18 and the Positive Ageing Strategy

2015-18 are being made available in draft form for public comment. Council is also exhibiting its draft Customer Service Strategy which will guide improvement to customer service across the organisation.

VicRoads advises that improvement works along Colac’s main thoroughfare as part of the first stage of the Princes Highway duplication project from Winchelsea and Colac are now complete.

Project Director, Tony Hedley, said the improvements to the two kilometre section of the Princes Highway (Murray Street) between Bruce Street and Corangamite Street included road surfacing repairs and an upgrade to five pedestrian crossings.

“Drivers, pedestrians and cyclists are

already benefitting from the completed works, which were completed in only three weeks and earlier than expected,” Mr Hedley said.

“Road users will notice a smoother ride through Colac and clearer line-marking, while pedestrians will find crossing the highway safer with improved sight distances when crossing.”

Mr Hedley thanked the community for their patience while the works and detours were in place.

The Murray Street upgrade is the first stage of the $373 million jointly Australian and Victorian government funded duplication project, which is expected to take about four years to complete.

Duplication of the Princes Highway between Geelong and Winchelsea is also expected to be completed in the next couple of weeks, while works within Winchelsea are set for completion in 2016.

From the BurrowWinchelsea Visitor Information Centre ... New Entrance CompletedOn Friday May 29, the Visitor Information Centre’s new ‘back door’ was completed. Builders completed the new entry much to the delight of local trader Jacqui Doyle at Cafe la Hoot.

The new entrance will serve as the main entrance into the Visitor Information Centre as the front door was been deemed unsafe to the the very close duplication of the Highway.

We travelled to Bell Post Hill (BPH) this week and in windy wet conditions we only managed one win and a draw. A disappointing week to say the least.A GradeWinchelsea 35 drew with Bell Post Hill 35 We had it! Unfortunately it came down to the last ten seconds and a few costly errors in the last two minutes that gave bell post the draw. We played a consistent fifty eight minutes of good decision making, tight defence and patient attacking, maintaining a consistent four goal lead all game. But that all went out the window when the pressure was put on. Katrina Filice and Chloe Wilson matched it against some good defenders. Taylah Hardiman dominated in wing attack and fed our goalers accurately. Janelle Birch and Lillian Kent did an outstanding job on two very experienced goalers.

B Grade Bell Post Hill 40 def Winchelsea 23

If we take the third quarter out we were very competitive. One really bad quarter can result in a score line blow out. When we worked out short forward passes were our best option we found passages into our goal ring and scored from them but it took us a while to work this out. Defensively we gave good chase and Sarah Groves took some beautiful intercepts which unfortunately the umpire did not agree with. Tori Hose did an excellent job on the tall Goal shooter and was just unlucky on a few calls. Some bad umpiring was getting under our skin and we found it very hard to shake off. Very disappointing result.

Unfortunately we did not come away with a win today but the girls went out onto the

court played as a team. We struggled all game to provide scoring opportunities with BPH having 59 scoring opportunities to our 29. When we did have opportunities we struggled to convert in the windy conditions which did not seem to affect BPH as much. Our defenders worked hard all day but had little impact on reducing the BPH run. We look forward to making some improvements at training and taking on East Geelong next week.

Today the girls were given a job to go out there and enjoy their netball and they did just that along with taking the 4 points!!! There were some lovely passages of play throughout the game which was very pleasing to see as we have been working hard on this at training. Tilly Campana was great in wing defence providing many turnovers and putting pressure on the feeds to assist Kim Tennant to also provide many turnovers, moving in to centre Tilly moved the ball well into attack and again defended well. Lydal O’Grady was a strong target in goal shooter scoring 24 of our 28 goals and shooting with high accuracy in windy conditions.

Our team went out really strong against a similarly skilled BPH side. Unfortunately we couldn’t get a win but it was extremely pleasing to see the determination and just how hard our girls are working together as a team to improve. Caitlin Burgess did a fantastic job in goals, following in her shots just as she was asked. Both Connie Royal and Jess Loone applied great defensive pressure and were good attacking options to bring the ball into our attacking end. It’s great to see each week

we are getting closer to our opposition. Well done girls!

We started on the back foot with week and our defence was not as tight as previous weeks, the BPH attackers were getting easy quick passes. We came alive in the second half of the first quarter and started getting tips and turnovers to convert into goals. We got back to within two goals in the second but inaccurate passing allowed BPH to score quick goals and take their lead out to 6. In the second half Emily Steed attacked the ball hard and provided a good option in the circle, however BPH was too strong and extended their lead to 13. The last quarter was our best where we drew with BPH scoring 4 each.

It was a tough game this week and the girls did a great job to remain positive. Maddison Kattwinkel & Amy Hobbs worked hard on the BPH strong goalers. The centre court defended to their best ability and brought the ball down to our attacking end well with strong drives. Mia Robertson & Georgia Glynn had a tough game in the goal circle with strong and tight defenders making it difficult for us to penetrate the ring. The score line does not do the game justice, we did a fabulous job and for the first time had no steps!! Woo Hoo!, awesome team work for the entire four quarters.

Hello everyone, after an uneventful Wednesday, it was more than made up for on Friday, with the Biggest Morning Tea for Cancer day.

Over 210 gifts were donated for the Dutch Auction along with a lovely spread of morning tea. Many thanks to all who donated both gifts and their time towards this worthy cause.

Everyone enjoyed the morning with almost everyone winning a prize. After the morning cuppa we had our usual Fish N Chip lunch followed by our usual games day.

Towns in Corangamite including Colac, Teesdale, Winchelsea, Aireys Inlet, Lorne and Apollo Bay will find it easier to attract doctors under an overhauled GP Rural Incentives Program (GPRIP), Federal Member for Corangamite Sarah Henderson said today.

Under changes announced by Assistant Minister for Health Fiona Nash, some 450 country towns across Australia will receive increased subsidies to attract and retain doctors.

Ms Henderson said that an overhauled and much fairer GPRIP would mean smaller rural communities would be able to more easily attract and retain GPs.

“I’m pleased that towns such as Colac, Winchelsea and Lorne among others will

benefit from these changes.

“In rural areas, we all know how difficult it can be to attract doctors.

“I’m pleased to have fought for reforms to attract doctors to our regional towns. As the people of Colac know, I’ve been fighting for better access to doctors for some years. Before the election, more than 3000 people signed my community petition over doctor shortages in Colac. It was simply unacceptable that local residents had to wait up to 6 weeks to see a doctor.”

Minister Nash said it made more sense to use the GPRIP funding to attract doctors to where the greatest shortages are - smaller rural communities, not big regional cities.

“This means bigger incentive payments will go to doctors who choose to work in the areas of greatest need,” Minister Nash said.

“For decades, Australia’s small rural towns have struggled to attract enough doctors. This change is one way we’re tackling that.

The maximum incentive to work in a town of less than 5,000 in regional Australia is set to increase from $18,000 to $23,000.

Doctors will need to stay in a rural or regional area longer - two years up from the current six months - before they receive the incentive.

On Thursday May 21st a smaller than usual group braved the cold and travelled up to Guide Dogs Victoria’s HQ in Kew.

What a fascinating day; our guide and her companion, a lovable black Labrador, gave us a very informative tour of the centre which is totally self funded and relies very heavily on donations and volunteers. Our first stop was the puppy breeding centre where 2 adorable litters of 3 week old puppies were residing. Each litter is given a letter and each puppy in that litter is given a name starting with that letter, and no puppy has the same name as any previous one. I wonder who has the job of selection? About 130 puppies per year are born at the centre. Then on through the memorial garden where each dog that has passed away has its name and messages engraved on suspended metal plates that tinkle in the breeze, very moving, as some had such short little lives and others lived long ones: We walked along sensory pathways into the centre where we met more ambassador dogs, gained more fascinating information regarding assessment, training , puppy raising, followed by a delicious lunch and video.

The Guide Dog Association HQ in Kew began in 1962. It was the first specially designed centre in the world on land granted to them by the Victorian Government. The controlled breeding programme began in 1965 from a donation of 2 golden retrievers from the Guide Dogs for the Blind in California U.S, and a stud Labrador, a gift from the U.K . The puppy raising programme began in 1967. This involves fostering a puppy from 7 weeks to around 12 months when it is returned for assessment. If successful they undertake an intense

five month training before being matched with a person with vision impairment who undergoes 3 weeks in-house training before going home with their dog.

Lovely people and a wonderful day ,plus we managed to dodge the rain. Our driver brought us home through Lygon St and the Vic Market. Who would live in the city??? A great place to visit but give me our sleepy hollow any day.

A cold & really strong cross wind made skills on both sides difficult to achieve on Saturday at Herne hill Reserve. With a bare minimum of numbers in the side, the boys were under the pump all day.

Geelong Region Ice SummitSarah HendersonGeelong is set to take up the ice fight on the national stage, with a Geelong Region Ice Summit to be held at GPAC next Friday.

Federal Member for Corangamite Sarah Henderson will convene the summit in conjunction with the Geelong Advertiser and radio stations BayFM/K-ROCK.

The Assistant Health Minister, Fiona Nash, will speak at the summit along with Superintendent Daryl Clifton and other local experts. Police, health providers and community organisations will attend along with families impacted by the ice epidemic.

The summit is being held in partnership with the National Ice Taskforce.

Proud parents Yvonne & Geoff Orchard, recently attended the St John’s Ambulance of Australia Investiture and Graduation ceremony of their eldest daughter Robyn, who has lived in Darwin for the past 10 years.His Honourable John Hardy OAM KStJ, Administrator of the Northern Territory presented Robyn and 2 other graduates with their Diploma of Paramedical Science (Ambulance).

Mrs Barbara Kiessa responded on behalf of fellow graduates, explaining how they were the last of the paramedics to be trained under the paid, on the job, Diploma system. Now, potential paramedics in Darwin need to complete a University Degree followed by 12 months of post graduate training in the field.

A number of other St John’s staff received staff service bars of 5, 10,15, & 20 years. Robyn also received a 5 year service bar. St John’s Ambulance volunteers also received 12, 15, & 32 year service bars at the ceremony.

St John’s began work in the NT in the early 1950’s. Cyclone Tracy in 1974 placed heavy demands on the services of the Order, resulting in a request from the Federal Gov’t to take over the

operation of the Ambulance Service, initially in Darwin, but in other centres shortly afterwards. The Order of St John has, and continues to make a major contribution in the provision of fist aid services and the teaching of first aid.
