Cr Smith has lived in Surf Coast Shire since 1999, originally in Torquay before moving to Anglesea in 2007. After some 30 years working in the retail industry, she retired in 2011. Elected in 2012, Cr Smith brings strong strategic leadership and financial management skills and qualifications, backed by extensive experience in various business disciplines. She is an advocate for resilient communities, the environment, arts, sport and culture.

Cr Smith is a Director of RSPCA Victoria and Community Chef, and Deputy Chair of the Geelong Regional Library Corporation. Her passions include golf, walking, travel, reading and opera.

‘This milestone provides us with an opportunity to review the achievements of our first two years and to set the direction for the next two,’ said Cr Smith.

‘Our immediate priorities include appointing a new Chief Executive Officer (CEO) and maximising the opportunities presented by the upcoming state election to advocate for the funding we need to deliver vital community infrastructure.

‘Beyond these urgent tasks, my mayoral priorities are focused on ensuring Council is well positioned to deliver the Council Plan we developed and adopted in our first year of office,’ Cr Smith said.

‘I am looking forward to working with the new CEO on revising the Council Plan to address recent changes – such as the State Government’s land use reforms – and any gaps identified by the review process to ensure we are where we want to be in 2016,’ Cr Smith explained.

‘In taking on the role of leading Council through the next 12 months, I thank my fellow Councillors for their trust in my skills and capabilities, and for the support they have shown in electing me.

‘In particular, I wish to acknowledge and thank outgoing Mayor Rose Hodge for her inspirational, inclusive leadership over the past 12 months. As Councillors we have all benefited from Rose’s experience and her ability to lead and engage the Surf Coast community on many different, often difficult issues with charm, compassion and consideration,’ Cr Smith concluded.

The management and staff of Winchelsea’s IGA pulled out all stops to organise and deliver a great Street Party for the Cancer Council’s Pink Ribbon Day last Saturday. “We had all read about the Cancer Council Awareness fundraisers and agreed that we could do something,” said Robyn Black.

Their ‘something’ translated into an amazing profit of $1304.90 all of which goes to the Cancer Council of Australia.

The people who made this happen with their very generous support are the IGA Team the Bedi family, Ashwani, Madhu and Sukoon and KAZBAH Coffee team (The Black Pearl) Michael, Nathan, Zac and Joe.

The wonderful helpers of the day include Deb and the CFA Crew, the SES Crew,

Bendigo Bank and Sue Lubcke, James, Lincoln & Kirsty Jacobs, Jodie Salmon (face painting), Tracey Everett and Jumping About Castles.

A special thank you goes to the many locals who baked up a storm for the cake stall with a special mention to Margaret Craig. The message to Lyn of Maguires Butchers is “ that everyone will miss your samples to test!”

“ It was an early start as Deb and I set off at 6:00am to bring up the fire truck so it would be ready for the little kids to climb into and check out. And the SES brought their truck along also which was great. Both Winch residents and visitors passing through town supported our event which is much appreciated” Robyn stated.

Her comment that cancer has touched many of us in one way or another underlines the necessity of such organisations as the Cancer Council Australia.

Pink Ribbon Day, along with Daffodil Day, Girls Night In, Australia’s Biggest Morning Tea and Relay for Life are some of the fundraising events which are traditionally held every year. These events, corporate sponsorship, marketing of Sun Protection products, bequests and general donations all effectively contribute to the massive job of funding Cancer Research in Australia.

And, in 2012 - 2013, close to $50 million was raised - all thanks to the hard work and generosity of people JUST like the Winchelsea Pink Ribbon fundraisers and their supporters!

Winchelsea Probus Club invites a speaker to their monthly meetings. These are all extremely interesting and as you can imagine very diverse, thanks to Jenny Bowker. This month we had the privilege of one of our members, Les Hunter, who demonstrated his amazing skills of floral design. He created two displays, one with a very interesting metal object created by a rotary hoe running over some edging and the other with a very unusual shaped vase and a piece of driftwood. Naturally there were many questions

which Les answered in detail. He also told of the competitions he has won and some amusing stories about certain weddings and other occasions where some requests were somewhat over the top.

Well done Les, your hidden talents came as a big surprise to many of our members.

Winchelsea Deans Marsh RdVicroads

VicRoads advises motorists that barrier installation works at various locations along the Winchelsea-Deans Marsh Road have begun.

Just over four kilometres of guard fence and 2.7 kilometres of wire rope safety barrier will be installed on Winchelsea-Deans Marsh Road between the Princes Highway in Winchelsea and Birregurra-Deans Marsh Road in Deans Marsh.

Speed will be reduced at work locations and traffic will be reduced to a single lane to ensure the safety of both road workers and road users. Motorists are encouraged to plan their journey and allow for extra travel time, as minor delays are expected.

VicRoads reminds motorists to obey all roadwork signs and speed limits, and keep a safe distance from the vehicle in front. Works are expected to be completed by January 2015. VicRoads thanks motorists for their patience.

Winchelsea TownshipMick O’Mara

The opening of the double highway from near the roadhouse to Austin Street is great but there are a few difficulties.

When turning on to the Highway from a side street remember you must stop at a Stop Sign until traffic is clear both ways. Turning right from Austin Street at the Top Pub presents special difficulties. The Stop sign and line are well back from the lane to Colac.

The numerous signs and barricades obscure the traffic coming from the West. It is very easy to believe you have a clear run and move out to turn right only to find you have Geelong bound traffic coming at you.

Perhaps the safest option is too proceed along Hopkins Street to Jackson St and enter the Highway from there.

The Highway/ Jackson Street intersection is finished and allows a very clear view of all approaching traffic.

Spring fever, according to Wikipedia, ‘refers to several sets of physical and psychological symptoms associated with the arrival of spring’. Some kind of primal ‘warmer weather - must dig’ response is triggered along with the blossom on the trees, drawing us out into our gardens. Something deep inside us stirs, for who could ignore the beauty of this season and not be entranced by new growth, intoxicated by delicious perfumes, beguiled by a riot of colour or a patch of carefully orchestrated tones – who could resist the urge to plant?

Long ago I realised that, for people like me, there was no immunisation against Spring fever with its imperative to rejuvenate and create anew in the garden. It is always very pleasing to meet fellow sufferers. We recognise each other by the anticipatory look in our shining eyes as we describe our latest garden projects.

I have a severe case of spring fever this year with classic symptoms of both the creation bug and the tidying up virus. On the creation side, I have laid out an extensive new garden at the nursery and put in many plants that I have not grown before. There will be drifts of bell-shaped penstemons, reliable long flowering osteospermums (African daisies) in golds and pinks, mounds of species geraniums, dainty eremophilas, bold callistemons and edgings of mauve nepeta (cat mint), soft silver lambs ears and clove scented dianthus and oh so many more. I have looked at each small plant and tried to give it the room it needs – an exercise in restraint that is often difficult to achieve when in a fevered condition. Careful placement should give foliage contrasts to showcase different plants and create harmony in this botanical smorgasbord.

My aim is to make a continuous garden with ‘rooms’ along its length, created by placing medium and tall shrubs in scallops. The interior of each scallop is planted as a separate little garden, which it should be a delight to come upon. Of course this is as yet invisible to the beholder since all the plants are the same size now and just present a vista of little green blobs. The final form only exists in my mind’s

eye, but, in a couple of years, all will be revealed. How could I possibly miss the chance to get that project underway?

Another fever-induced activity is at the site of our future home – planting gardens around the deciduous trees and shrubs I put in this winter when I had gardener’s flu. That ailment is only cured by the planting of bare rooted sticks which the sufferer is convinced are shade trees, shrubs and fruit providers. My winter rationale was that a year of tree growth is invaluable in establishing a garden and my rationale now is that if I am up there watering the trees over the summer, I can look after the plants surrounding them. This open windy area has been modified by the windbreak we planted three years ago and now I am making circles and nooks outlined with repeat plantings of Artemisias (wormwoods), Allardi lavenders, yellow daisies, red sage and spiky dietes. The list goes on but everything on it is hardy and, once established, has low water needs and can cope with frost.

My husband, Keith, is suffering from vegie gardener’s morning sickness, a condition known to those who await the first tomato, the capsicum that turns red in time and the beans that come up in neat rows. True to his condition, he rises early to plant and tend his babies, to nut out ways to outwit the slugs with wet newspaper traps and to water at ground level while it is cool. He will be a good parent to our vegies and we will eat meals of tasty tomatoes, pumpkins, beans, beetroot, capsicums, eggplant, lettuces and lots more – delicious and a credit to his care.

The spring tidying up bug has resulted in me undertaking a course of watering deeply and adding manure and mulch to

the edges of established gardens, planting a fresh petticoat of smaller shrubs and ground covers as gaps suggest. Then there are those therapeutic slash back and rejuvenate sessions that I leave until after the frosts. So satisfying!

Many people have commented on the inevitability of their own cases of Spring fever, shrugging off winter plant losses and eagerly throwing themselves into orgies of planting. Like hay fever, this is an annual condition, but unlike hay fever, the side effects are all good.

The only prescription recommended is to keep some maxims for summer in mind. These are: to create a depression around a plant when you put it in, to place plants with the same water needs together, to favour plants with low water needs, to water deeply less often and in the cool of the day, to only water when needed, to cover the soil with mulch or plants so that there is less evaporation and the surface doesn’t bake to a hard crust and to conserve and re-use water wherever possible.

A bout of gardening spring fever sets you up for a year of delight and is nothing to be sneezed at. Embrace it and spread it around. This is one set of psychological and physical symptoms that we can all enjoy.

If you would like to have a copy of any of the garden notes that I have written, drop in at the Garden Gate of Inverleigh nursery, 77 Dundas St Inverleigh (the Winchelsea Road) or email me at [email protected]

Until next time, happy gardening.

TheBooks - Catherine JacksonTheBooks was started in May 2013, as a local mobile and on-line accounting, bookkeeping and taxation service. Our service area is primarily aimed at Bannockburn, Winchelsea and Moriac, although we do attend clients in Geelong.

The business was started to meet the needs of the many people who find themselves time poor. The compliance demands on taxpayers and businesses to meet their responsibilities are ever changing and frequently confusing.

We aim to provide a timely and convenient service to individuals and small businesses. To facilitate this, we accept appointments outside normal business hours and on weekends and are also happy to receive data on-line.

As Registered Tax Agents we can prepare and lodge all types of Tax Returns,

Business Activity Statements etc. We can also provide assistance to clients with bookkeeping concerns. We use Sage Handisoft software, and are conversant with both Reckon software and MYOB.

Our company has two qualified accountants, both of whom are Registered Tax Agents, degree qualified and have several years’ experience in public accounting. Catherine is a CPA and Associate of the Taxation Institute and Lesley is a member of the Institute of Public Accountants.

We have lived in the Barrabool Hills for 18 years and love the area for it’s beauty and peaceful atmosphere. It has been interesting to see the phases of Winchelsea’s development and ongoing growth. We hope to be a part of its future.

SES Winchelsea at ‘Trick or Treat Kidz Fest’The Winchelsea SES Unit was once more to the front at the ‘Trick or Treat Kidz Fest’ which is organised under the auspices of the Winchelsea Primary School. They provided the generators for powering up the various food outlets in the Primary School Tent, as well as organising the parking enabling visitors to be able to park in a neat and methodical rows which allowed to parents and adults to remove children safely -especially those who were dressed for the occasion in a variety of Halloween themed costumes.

The Unit had already spent a long early morning following a fatality on the outskirts, yet they still managed to come along accompanied by their equipment, and what was more important a smile and a pleasant word to all the visitors.

On Monday 27th the unit was again in place at the Good Neighbour Presentations held at the Leisure Time Centre at the Winchelsea Primary School.

It is surprising to discover that the Free Public Library in Melbourne (later called the State Library) opened in 1856. Only 4 years later, a Public Library opened in Winchelsea.

An extract from “Coast to Country” records the history of the two library buildings in Winchelsea.

“The educational desires of our forefathers were kept in the memory of each succeeding generation by the round blue stone structure at the back of the Barwon Hotel, which, with its mantle of ivy, was easily the most interesting structure in the town. It was built over the underground tank, which was then the only water supply of the hotel. This circular compartment (demolished by licensee Noel Fearnhead in 1953) which contained a fireplace, windows and circular shelves, once housed the Winchelsea Public Library which dates back to 1860. After 30 years of continuous use, this snug reading room was found to be too small for public requirements and a movement was commenced to have a new Free Library erected for the 2,500 volumes which were in the possession of the library committee. After the public meeting called by the Shire president on 7th December 1889,

successful efforts were commenced to secure the triangular block severed from the land granted to the Wesleyan Church by the deviation of the main road on the eastern side of the river.

The Free Library was built in this position and opened for use at the end of 1894. The erection of this attractive and useful little building was largely due to the financial and moral support of Cr. Montague Smith who resigned as president when he departed for England in 1901. He was succeeded by Cr. Murrell but was re-elected on his return and held office until 1903.”

The Free Library that was established in 1894 continued to serve the district as a reading room with hours 8-5 weekdays and 8-12 Saturdays. The Melbourne Sun was still available in the reading room in 1948. (Winchelsea Today c.1948)

Today, by way of the Geelong Regional Library mobile service,we have access in Winchelsea to not only the books and other print media held in the library but also to the range of multimedia such as audio books,DVDs,CDs along with programs to assist library members in using the digital collections that are part of a 21st century public library.

One call for Do Not CallSarah Henderson MPThe Australian Government has introduced legislation to change the Do Not Call Register so it will only be necessary to place a phone number on the Register once, as opposed to re-registering after eight years.

“This change means households will no longer have to remember to renew their registration and it will help them avoid the frustration of being disturbed by unwanted telemarketing calls at dinner and other times,” Federal Member for Corangamite, Sarah Henderson said.

There are now 9.3 million current registrations with around 1 million numbers added every year.

The Do Not Call Register is a free government service and registration of a phone line, mobile phone or fax number can be done on line in five easy steps, at www.donotcall.gov.au, by phone on 1300 792 958 or by post.

Where a householder registered on the Do Not Call Register receives a call from a telemarketer, they can report this to the Australian Communications and Media Authority – who can investigate and take action including issuing infringement notices and hefty fines.

Some organisations have an exemption and are able to make unsolicited calls, these include charities, educational institutions and political parties. Phone numbers that are primarily used for business purposes may not be registered however any fax number can be listed on the Register.

Please Write For The StarThe Winchelsea Star welcomes YOUR news, information, articles and items for publication. This newspaper aims to reflect its own community.

Naturally, any article submitted for printing must comply with legal requirements such as for libel, discrimination, racism etc. Ideally, submissions fit within one page (allowing for adverts) and at most two pages. With a photo or two, this is around 700-800 words per page. Photos make for a much better article - please do not edit, crop or retouch photos, the Star team will do this as required. If you are able to ‘resize’ the photo(s), aim for around 1000 pixels (px) for the longest side. Many phones and computers can automatically resize photos when being emailed, be sure NOT to choose the small (or “email”) size as this is too small to use in a printed page. Note also that there is no need to submit carefully formatted and laid out

documents, as all formatting is stripped out when the article is imported into The Star. Please also note that any submissions in hard copy (ie. printed or hand-written) or ‘locked’ formats will incur delays as they have to be typed and/or scanned - the Sunday deadline applies to material that can be readily copied-and-pasted. Please send the article wordage separately from the article photos and images. In other words, when submitting an article, attach a document of words only and then also attach the associated images. Include image captions at the end of the article.

WantedSingers

Singers are needed to form a combined choir to sing a special Christmas musical “And the Angel Said...” written by John Bumford.

The musical is based on the Christmas story as recorded in St. Luke, and is set for 4-part choir, soloists, narrator, and instruments to accompany the singers. Rehearsals will commence this Thursday, October 30th in the Uniting Church Hall at 7.30. The music is not complicated, and has a modern feel, yet is sensitive to the text, with a number of catchy tunes to learn. Those interested are invited to come to the first rehearsal to hear the whole work to see how it all fits together. An ability to read music is not essential, but helpful.

Enquiries can be directed to John Bumford, on 0419 535490.

Solution from Page 21

Thursday November 18th 1980

Dear Sir A recent visit to Winchelsea has confirmed my long held opinion that the population of small Victorian country towns are an untidy, prideless group who should not be privileged to live in “the garden state”.

The bland, characterless, almost sterile main street is a disgrace. Obviously lacking in town planning it has not a single redeeming feature.

The town has the potential to be developed into a showpiece of country living, the main street worthy of being called a town centre.

The town Fathers have a responsibility to their constituents and all Australians to correct the situation and I charge that all ratepayers have a civic responsibility to see it is done.

K W Murphy, Newtown.

Fire Brigade Presentation Afternoon

The Winchelsea Group of Fire Brigades and the Deans Marsh Brigade are combining on Sunday afternoon November 23 1980 at 2-30pm to honour Mr Jack Leigh of Winchelsea and Mr Lindsay Schroeter of Deans Marsh who are to be awarded the Queen’s Medal.

Everyone is welcome and afternoon tea will be served.

Dickson-Bennett Wedding

Relatives and friends gathered at St Thomas” Church Winchelsea on November 1st for the wedding of Rhonda Lee Bennett , daughter of Kevin and Rita Bennett, to Kevin John Dickson, son of Gwen Dickson and the late Paddy Dickson.

Rhonda’s gown of white chiffon and lace over satin featured a lace bodice with lace sleeves and a high collar. The chiffon skirt extended into a long train edged with lace matching her veil, held in place with small flowers. She carried white roses.

Her bridesmaids, Lynda, Sandra and Marilyn Bennett ( the Bride’s sisters) chose gowns of powder blue chiffon over satin with lace yoke, gathered skirt and long sleeves with tie belts and head dress of blue flowers and veiling. They carried white roses and blue carnations.

Kevin, with Trevor Wilson, best man and Allan and Peter Dickson groomsmen (brothers of Groom) wore grey suits with light blue shirts, dark blue bow ties and carnation buttonholes.

The Bride’s mother chose burgundy crepe and chiffon with grey accessories and shoulder spray of matching carnations. The Groom’s mother chose apricot silk jersey with white accessories and shoulder spray of lily of the valley.

Rev. Ray Lenthall officiated assisted by Mr S McDonald of Junee, brother-in-law of Groom. The reception was held at the Globe Theatre

Busy BryanBusy down on the river behind the pub last week was Bryan Jones, spraying areas for planting next winter. Twenty years ago, the area where he is spraying was a jungle of blackberry, blue periwinkle, hawthorn and other weeds as well as littered with bottles, cans and household rubbish.

Barwon Rivercare volunteers have, over many years, removed the weeds and rubbish and successfully established indigenous plantings on this section and there will be more planted there next year. Bryan was down at the same place on Saturday morning but this time he was enjoying the peaceful environment while trying to catch a fish.

Coach’s Corner Welcome to my first report from the Winchelsea Bowling Club. So far, so good and plenty of members making the extra effort required to continually try and achieve improved performances on match day. Consistency is what we are striving for on a regular basis and remember that the better bowlers have less bad bowls than their opponents.

Pennant practice on Thursday night has been very well attended and as Coach this has been very pleasing to see. One suggestion is to play 6-8 ends in a match situation, e.g. 2/4/2 pairs and try to spread yourself around each week if possible, to make every member feel they are on an equal footing. Remember we are all trying to achieve to play off on the final Saturday of the season and if Division 1 members can help in any way possible to improve the other members, it would be greatly appreciated. Continue to enjoy yourself, stay calm, have good harmony in your rink and let results be in your favour.
