    SAVE TANKS AND LAKESThe Madras High Court bench at

    Madurai branch had ordered an importantlandmark judgment on 6 th September2014that the government should not allowconstruction activity in the vicinity andenvirons of tanks and lakes. They play adominant role in the development of agriculture and allied activities in thecountry.

    The maintenance of tanks and lakesare so easy and less cumbersomecomparing to river maintenance. Thedistribution of water is also easy fromtanks and lakes. The central governmenthad announced in 2005-06 in its financialreport to develop tanks and lakes and earmarked huge budget for thesame. But in reality, the usage of it is dwindling year by year. Most of its areas are encroached by constructing buildings by governmentdepartments and private parties. Is it not shameful and detrimentalforthe development of agriculture. It is also being converted into adumping ground for garbage and sewerage.

    The standing committee on Water Resources Ministry of thecentral government had submitted in its 16 th report during 2012-13

    that majority of lands in the beds of tanks and rivers are being usurpedand encroached upon by the local bodies like Municipality orPanchayat. The statistics of U.P government says that in a year over1 lakh tanks are encroached and thereby vanished. Delhi also facesthe similar problem.

    The central Irrigation Ministry statistics state that totally thereare 5.56 lacs tanks in the country, out of which 45000 tanks are not inexistence at all. Because of this horrowful status, we have lost about10 lacs hectares of wet land. By the statistics, in 1960-61 we had 46.30lakh hectares of irrigated lands, but in 2010-11 it has been reduced toan abysmal level of 20.40 lakh hectares of land. In Tamil Nadu state,out of 39,000 tanks and lakes, the total irrigated lands was about 9.36lakh hectares and at present it is reduced to 5.28 lakh hectares of land.But in reality the total annual rainfall has not come down considerably.

    The Central Ground Water Resources department state that outof 5,824 taluks in the country, the ground water is squeezed in 1,494

    taluks for other purposes other than agriculture, abruptly causingusage of agricultural lands to become fallow and non-useable.Because of these the total agricultural production is hugely

    affected. What is urgently required is to start a separate CentralMinistry exclusively to take care of ground water resources by tanksand lakes and set apart a huge budget for maintaining it enabling touse it for productive purposes. In those days every village in thecountry had Kudimaramuthu by associating farmers themselves totake care of tanks and lakes. Now it is not so. Unless we take effectivesteps to protect water in tanks and lakes the ground water resourceswill diminish and we may face loss of water.

    In rainy days we must conserve water instead of being drainedinto the sea. If this persists we cant save agriculture and there will bemore scarcity of water even for drinking and other purposes. Hence itis imperative and the bounded duty of all citizens to effectively protectthe existing tanks and lakes for conservation of water which will help

    to improve the ground water situations. Otherwise the future is verybleak and water will be scarce and costly commodity than petrol. Weshould also not allow for encroachment of lands in the vicinity of tanks and lakes for any construction purposes either by governmentor private bodies. Lets us conserve water.
