After allowing two writ

petitions filed by

advocates Lily Thomas

and Lok Prahari, through its

General Secretary S.N.Shukla, the

Supreme Court bench consisting

of Justices A.K.Patnaik and

S.J.Mukhopadhaya delivered ahistorical and landmark

judgement on 10th July. It held

that charge-sheeted members of

Parliament and MLAs on

conviction of offences, will be

immediately disqualified holding

membership of the house without

being given 3 months time for

appeals, as of now. They struck

down as unconstitutional under

section 8 (4) of the

Representation Act that allowed

convicted law-makers a 3 months

period for filing appeal to the High

Court. The bench clarified that

the ruling will be prospective only.

The bench also found it

unconstitutional that convicted

person would be disqualified from

contesting elections but would

continue to be in office once

elected. They also averred that

Parliament is to make only one law

for a person disqualified for being

chosen and for being a member

of either as MP / MLA or MLC.

The Parliament does not have the

power under article 102 (1)e and

191(1)e of the constitution to make

different laws for a person to be

disqualifed. The decision

therefore is a scathing comment

on Parliament which the court

described as having exceeded its

power in providing immediately to

politicians with dubious records.

The Election Commission has

welcomed the verdict of the

Supreme Court as historic and a

step in the right direction over the

last quarter of century which has

sent a strong message to

criminality in politics.

Most of the political parties

has also welcomed the verdict,

however expressing some

apprehensions about the far -reaching implications and

consequences. At present, in

cases relating to Fera, rape,

dacoity, dowry, Narcotic Drugs

and Psychotropic Substances

Act, Pota and bribery, mere

conviction is enough for

disqualification applicable even if

a person is on bail after the

conviction and his appeal is

pending for disposal. It is

deplorable that an estimated 76 of

the 543 MPs elected in 2009 face

serious criminal charges such as

murder, rape and dacoity. Several

of these cases do not reach their

logical conclusions for a variety

of reasons even after decades.

Eventhough the Supreme

Courts verdict is a beacon of

hope, the Court should consider

putting all pending cases on the

fast -track with a disposal time-

limit, say a maximum of 6 months

in each case.It could strengthen

the laws relating to witness

protection and holding

accountable to law enforcement

agencies for any delay in

investigation under section (2).

There was no substantial

improvement when it came to

ticket distribution. The 15th LokSabha as compared to 14th , the

number of MPs with criminal

records went up by 25.78% , for

those with criminal cases by

36.36% with serious criminal

charges.

Institutional integrity of

Parliament is first and foremost

since it is the highest symbol of

our democracy. The verdict itself

is only a case of crossing half a

well. If the verdict leads to

political parties denying ticket to

such tainted-people, it would be

a blessing and welcome changer

for the good. It is time for politicalparties should ponder over that

the country, the legislatures and

the public deserve better and

foremost than the self.It is

reieterated again that without

quick justice, the malice could not

be erased. in

It is a chronic inflammatory

destructive disease of airways,

characterised by recurrent paroxysmal

attacks of dyspnoea (difficulty in

breathing), accompanied with expiratory

wheeze. Ayurvedically speaking this

condition looks like obstruction of

pranavaha srotas (trachea) in pitta stana

(chest region) either by kapham or by vata (vitiated air) leads to

difficulty in breathing. It affects about 5 percent of the general

4.Tamaka Swasa, 5.Ksudra swasa. Symptoms: Attack usually

starts at late night or in early morning. During attack, patient

feels tightness of chest, difficulty in breathing expiratory wheeze,

cant able to lie down. Diagnosis: Blood-slight eosinophilia, X-

ray of chest, ECG - show Tachycardia. Treatment : Abhyangam

(massage over chest)with karpooradi thailam. Swedanam -

Sedation over the chest region by towel bath. Virechanam - for

vata anuloman occurs. 1. Chitrakadi vati, 2. Thalisadi choornam,

3.Swasa nanda gutika, 4. Pippali rasayanam, 5.Kanakasavam.

Take these medicines for 3 months daily, the disease will be cured.

At present, there are 200 wards in Chennai

Corporation. Some of the ward members are

people-conscious and service oriented. One

among them is the 149th ward member,

Valasaravakkam Corporation Zone 11,K.Damodharan. He does a good service to the

public at a call even at odd hours. Whenever

the public call him for addressing a grievance

he will immediately call the respective person and if not, a

message is flashed from his cell phone saying, Sorry, I cant

receive your call right now. Ill call you back later. One of the

important incident in Syndicate colony main road. The Syndi-

cate colony comprised in so many houses. The people of the

Syndicate colony suffered a lot for not having pucca tar road in

their area. The residents represented the ward member through

E.Dayanandham, Senior Advocate for a pucca tar road at Syn-

dicate colony where it was lacking for the past so many years.

The matter was immediately takenup by councilor Damodharan

with the Corporation officials and a pucca tar road was laid

immediately. Damodharan personally supervised the area at thetime of laying the tar road. The residents felt very happy with

the councilor and thank him for his service consciousness. Let

Healing Carpal Tunnel Syndrome with Ayurveda

Compression of Median nerve is what clinically termed as Carpal tunnel syndrome. The mediannerve travels down the arm into the hand through a narrow path. At wrist this narrow path is

compressed by various physical and physiological reasons end up in discomfort. The level of dis-

comfort varies from simple dull ache to complete numbness of the hand. The symptoms inclusive of

tingling sensation, numbness, weakness, pain in hand as a whole or restricted to some fingers,

forearm and elbow. Carpal tunnel syndrome can be result of overuse, strain, forceful or stressed

motions of hands and wrists. Recent studies have indicated that continuous typing; excessive usage

computers etc are primary causes for Carpal tunnel syndrome though the clinical evidences are still

not satisfactory. Clinically software engg, IT professionals, architects and computer users are re-

ported in high numbers than common people.

Incidence of carpal tunnel syndrome in women is as much as three times higher than men. Age

does play a role as the incidence is recorded high between the ages of 45 and 52. Other health

conditions contributes to this condition like diabetes, obesity, rheumatoid arthritis, thyroid disorders,

long time contraceptives, menopause, PMS. Fluid retention in women too contributes. Studies have

shown that smokers and alcoholics may experience acute symptoms and slower recovery than non

smokers and non alcoholics. Carpal tunnel syndrome starts with mild pain or discomfort in the wristregion and slowly spreads to hand and forearm. Common symptoms of this condition includes

a. Numbness of fingers and hand specifically over thumb, index and middle fingers.

b. This numb or pain increases during driving, holding any object or simply when wake up in the

morning

c. Usually associated with radiating from wrist towards upper arm and shoulders

d. More confined to front side of the forearm

e. Persistent sense of weakness in the hands

f. Numbness of hand or fingers

Diagnosis : The diagnosis of carpal tunnel syndrome is suspected based on the symptoms and the

distribution of the hand numbness. Examination of the neck, shoulder, elbow, pulses, and reflexes is

performed to exclude other conditions that can mimic carpal tunnel syndrome. The wrist is examined

for swelling, warmth, tenderness, deformity, and discoloration.
