    The Supreme Courtupheld the appointment

    of retired Justice

    R.A.Mehta as Lokayukta by

    Gujarat Governor Kamla

    Beniwal. It is a landmarkjudicious judgement, rejectingChief Minister Modis

    objections as misplaced and novalid grounds. It is a rude

    shock to him and the

    government.

    The bench of Justices B.S.

    Chouhan and F.M.I. Kalifullaheld that the Governor

    completed the consultationprocess for appointment of

    Lokayukta with otherconsultative committee

    members like Chief Justice of

    Gujarat High court and theleader of opposition correctly.They reiterated no cause to re-

    open the judgements

    disregarding Modisobjections. Modi had

    protested that the Governor

    had byepassed his government

    in selecting Justice Mehta.Modi had objected the

    appointment of Mehta asLokayukta, saying that he

    shared a platform with known

    critics of the state government

    and a panelist for N.G.Os andsocial groups, always

    dissatisfied with the manner in

    which the government wasfunctioning. Having negative

    his contentions, the Suprement

    court held the appointment is

    valid on the basis of primacyof opinion of the High court

    Chief Justice, besides the

    Governor and the Leader ofopposition who all endorsed his

    selection.

    The Supreme court lashedand criticised the harsh

    criticism of Chief

    Minister,ought to havemaintained a calm disposition

    in the matter, eventhough they

    upheld the High courts

    decision in the appointment,The High court criticised the

    high-way attitude of Modi.

    The bench also came heavilyon the role of the Governor

    the sucess of the anti-corruption

    drives. It is a pity that exceptstates like Madhya Pradesh and

    Karnataka, no state evinced

    keen interest to have

    Lokayukta, in their respectivestates and at present, they have

    only state -level anti-corruptiondepartments that can investigate

    and forward theirrecommendations to the govern-

    ment on corruption allegations

    against public servants. It is uptothe government to decide in the

    matter.

    It is most appreciable that

    Karnataka Lokayukta under the

    able stewardship of Santosh

    Hegde made a real differenceand had made a wonderful

    contribution by exposing

    massive scams in mining in thestate leading to thousands of

    crores of money looted which

    made a furore in the country.That forced the then powerfulChief Minister

    B.S.Yeddyurappa to submit hisresignation. To achieve

    systematic reform in corruption-ridden sectors like land, mining,

    construction and grant oflicences etc., Lokayukta play a

    dominant role and an integral

    part of the Lokayukta process.

    Hence Lokayukta should be

    made compulsory for all state

    governments to appoint

    forthwith and no state

    government can take the plea offederal rights and stall them intheir respective states which is

    very harmful to the country.Why are they fearing on this, if

    the administration is run clean?Will the state governments have

    guts to do for an efficient

    governance?

    The key topics scheduled to

    be covered in the training

    programme include Way of

    Living, Meditation Practices,

    Mind, Pranahuti and Stages of

    Free Two-Day Training on Pranahuti Aided Meditation

    who misjudged her role andhad insisted that under the

    Act 1986, the council of

    ministers has no role to play

    in the appointment and hence

    she could therefore fill-upwith due consultations withthe Chief Justice of Gujarat

    High court and Leader ofopposition. They said that this

    is not in consonance with the

    avowed objectives and spiritof the constitution. The court

    also warned again leaving the

    finality of the choice to the

    council of ministers headedby Chief Minister. It would

    tantamount allowing a personwho is likely to be the

    investigator to choose his

    own judge and renderedmeaningless, if a knownLokayukta was allowed to be

    appointed.

    The court then directedthe Gujarat government to

    immediately provide the

    necessary infrastructures and

    staff to make the officefunctional. It is unfortunate

    that the post of Lokayukta islying vacant since November

    2003 when Justice S.M.Soni

    had resigned. The Leader of

    opposition in the Rajya Sabha,Arun Jiteley remarked that

    Gujarats executive powers

    are usurped and Supremecourts ruling giving primacy

    to Chief Justices opinion in

    Lokayukta appointment as

    irrelevant in this context,rendering the role of the CM,

    Leader of opposition

    completely redundant.Constitutional short-cuts do

    not establish either good

    governance or good

    precedents. He said thejudgements crea te an

    imbalance in the system.

    At the time the country is

    facing and plagued by series

    of scams and irregularities,

    the institute of Lokayukta isa paramount importance to

    strenghten the system of

    governance in fulltransparency and is a key to

    programme includes 4 practical

    sessions of Meditation.

    The Institute will conduct the

    programme in English at free of

    A Goshala with 200 numbers of native breed cows is being

    run at Gudalur Village,Madurantakam by SHREE KRISHNA

    CHARITABLE TRUST. All the cows were bought from

    farmers before being sold for slaughter. The Goshala is spread

    over an area of 65 acres.

    Air : Air is always unclean

    and non-fragrant. The air

    grows on all articles equally

    which emit bad and foul smell

    and which have good fra-

    grance without any partiality or

    deviation. I learnt that life is a

    mixture of both good and bad,

    happiness and sorrow and take

    everything in its own stride. I

    became matured and balanced

    EXFOLIATION is a necessary beauty regimen to follow. Itcleans the superficial layer of the skin making it clear,blemish free and improves the blood circulation. But if done in

    excess, the same exfoliation that clears and polishes your skin

    exfoliating packs like Salt, Sugar granules or Oatmeal scrubs

    are a few examples. Natural suit people with sensitive skin or

    with skin problems such as acne, pimples or fragile skin types

    which cannot tolerate friction.

    CHEMICAL: The common ingredients in chemical scrubs

    are Alpha Hydroxy Acids (AHA), Beta Hydroxy Acid (BHA).

    AHA comes from lactic acid in milk, malic acid from apples,

    glycolic acid from sugar cane and tartaric from grapes. BHA

    comes from salicyclic acid from wintergreen and sweet birch.

    MICRODERMABRASION is another chemical procedure

    that helps to remove damaged skin cells from the surface. They

    are two forms; superficial and deep. The first remove the dead

    cells in the top layers while the second involves the entire

    epidermis. The procedure when performed correctly can greatly

    improve the appearance the skin.

    ENZYMES: It dissolves dead tissues and neutralize the

    wise I always give light to oth-

    Hence fire is my fifth Guru.

    Moon : The moon becomes

    smaller into new moon and

    grows bigger into a fullmoon.

    Likewise I learnt from pov-

    erty to affluence. Hence moon

    is my sixth Guru.

    Sun : Eventhough the sun

    is effulging equally but reflects

    in the pot or pond differently.

    Likewise eventhough the mind

    is one, but thinking is different.

    Hence sun is my seventh Guru.

    Bird or dove: A huntercaught the birds from netting.

    Having seen this , out of love

    and attachment, both the male

    and female birds voluntarily

    caught into the nets. The at-

    tachment is the cause for all

    the troubles and turmoils.

    Hence bird is my eighth Guru.

    Pythan : Without moving

    out from its space, whether it

    is a small or big prey, it catches

    it when it comes to its place. I

    learnt that only by stint of hard

    work, we should earn and lead

    our life. Hence pythan is my

    nineth Guru.

    Flies : Even knowing that it

    is fire, the flies (wittle) volun-

    tarily comes and puts itself into

    the fire and dies. Likewise, I

    learnt that I should not distract

    my attention and should ever

    concentrate on my mind. The

    fly is my tenth Guru.

    Sea : Hundreds of rivers

    flow and merge into the sea.

    Likewise whatever may be thepain and sufferings, face it

    squarely and patiently. Sea is

    my eleventh Guru.

    Bee : Bee takes the honey

    from various flowers little by

    little and is always brisk. Like-

    wise I learnt living brisk, and

    living by taking food little by

    little from everybody without

    giving problems to others. Bee

    is my twelveth Guru.
