The Union Budget for 2013-14,

presented by Finance Minister,P.Chidambaram, is a pragmatic one, abold initiative with the responsibility,spurring for growth in the economyfor achieving sustainable developmentin all spheres. Eventhough this budgetwill be the last one of the UPAgovernment facing the elections in ayear away, that too, when the economyis confronted with multi macro-economic instability and slippinggrowth. He has all the more courageand conviction, resisted and dismissedthe pressure of populism with anumber of freebies. He is veryoptimistic and squarely balanced thecompeting claims of politics andeconomics. His relentless efforts toaddress the sagging fiscal deficit andcurrent account deficit is anoteworthywhich have been widely welcomed byeconomic pundits. He has deliveredon his promise of fiscal prudence byrestricting the fiscal deficit to 5.2% ofGDP this year and 4.8% in the

succeeding year. He has provided fora 29% rise in plan expenditure morethan the revised estimate for thecurrent year. He hopes to raise taxrevenues by 19%, is a very optimisticestimate. By this, he will get additionalrevenues by accelerating a GDPgrowth from 5% in current year toaround 6.5% next year. This will beachieved through wasteful expenditurecuts.

The Budget lays emphasis oncertain welfare programmes targetingthe youth, focusing on vocationaltraining, scheduled castes, scheduledtribes, minorities as well as womenand children. His allocation to theAGRICULTURAL SECTOR hasbeen stepped up by nearly 22% ,setting up a target of Rs.7 lakh croreof agricultural credit slightly higherthan the target of Rs.5.7 lakh croreduring the current year, is a welcomestep for achieving sustainabledevelopment in agriculture. Theinitiative for provision of foodgrainstorage godowns is allowed at thePanchayat levels is welcome. Rs.500crore is alloted for crop diversificationprogrammes which signals the decisiveshift in high value agriculture. He hasearmarked Rs.10,000 crore forimplementing the provisions of theproposed National Food Security Billover and above the normal provisionof FOOD SECURITY. The provisionfor overall subsidies are 10% lowerthan the revised estimate for thecurrent year that may provide comforttowards fiscal consolidation.

Metals - The maximumpermissible limit for bringing goldfrom trips abroad has been enhanced,raising it to Rs.50,000 for men and 1lakh for women passengers. It iswelcomed that there is no revisionsince 1991. This will to some extentreduce smuggling of gold.

Women Empowerment -Stepping up allocation of Rs.8500crore for women specific schemesincluding all WOMEN BANK witha capital of Rs.1000 crore andRs.1000 crore special fund calledNIRBHAYA FUND for safety andsecurity of women. The initiativeshould be complemented.

Readymade garments - Prices ofreadymade garments come down byabout 5% by zero excise duty forcotton and manmade garments at theyarn and fibre.

SMALL AND MEDIUMENTERPRISES - Micro, small andmedium enterprises will get greatersupport through the refinancingcapability of Small IndustriesDevelopment Corporation has beenenhanced from existing Rs.5000 croreto 10,000 crore per year.

DEVELOPMENT OF PORTS- A sum of Rs.130000 crore is likelyto be pumped into development ofports and airports- 77% for portsand 33% for airways. Expansion ofTuticorin V.O.Chidambaranar Portwill get a new outer harbour increasingthe trade volume at an estimated costof Rs. 75,000 crore under PPP. Thishas to be welcomed.

Ingredients : Rice - 2cups, Mushroom - 2packets, Onion - 1,Tomato - 1, Carrot - 1,Ginger garlic paste - 2tsp, Turmeric powder - 1/2 tsp, Chilli powder - 11/2 tsp, Garam masalapowder - a pinch,Cardamom powder - 1/4tsp, Clove powder - 1/4tsp, Cinnamon - 1, Brinjileaf - 3, Coriander leaves- a few, Mint leaves - afew, Salt - as needed, Oil- as needed.

Method : Cut onion,tomato, carrot,mushroom finely. Heatoil in a pressure cooker.Add cinnamon, brinjileaf, onion and fry for afew minutes.

Add ginger garlicpaste and fry till smellarises. Add tomato,carrot, mushroom, chillipowder, turmericpowder, garam masalapowder, clove powder,cardamom powder andfry till oil leaves thecontents.

Add rice, stir for a fewminutes. Add 4 cups ofwater, cover with a lidand cook. When thecooker whistles twiceswitch off the stove.Transfer to a servingbowl, sprinkle corianderleaves, mint leaves andserve. Delicious andSpicy MushroomBriyani ready.
