The elderly woman’s body was found on Friday, bloody, bound and face down in her home after an apparent house rob- bery. Higgins’s murderer had gained entry into her home through the roof, killed her, then stole her car and drove off with some valuables, said Bellville police spokesperson Captain Fienie Nimb. He then left the body of the elderly wom- an, believed to have been asphyxiated late on Thursday night or early Friday morn- ing, with her hands tied behind her back with a jersey.     When TygerBurger visited Heemstede on

    Monday evening, shortly before the news of

    the arrest was announced, an eerie silence

    surrounded the area. Darkness due to load

    shedding added an eery chill to the silence.

    Higginss home was still wrapped in the

    embrace of yellow police tape.

    A neighbour who wanted to remain anon-

    ymous told TygerBurger that the atmos-

    phere had been morbid the entire week-

    end after Higginss murder, with good rea-

    son, it seems,

    Everyone is on high alert. There are a lot

    of elderly people living in our area and we

    need to be their eyes and ears, he said.

    Each one knows the other around here.

    Theolder ladieskept in regular contactwith

    each other all the time. Mrs Higgins was al-

    ways busy in her garden. She was a quiet

    person who kept to herself, he added.

    Vera de Kock agreed. She was the neigh-

    bourwhoopened the door toHigginss home

    for police with the spare key Higgins had

    given her.

    Nobody heard anything, she toldTyger-

    Burger. I got sucha frightwhenpolicewere

    standing in front of me. They wanted to

    know what car my neighbour drove. I said

    a small white one, and they toldme they had

    found it in Bloekombos in Kraaifontein.

    De Kock said Higgins had two daughters,

    one of whom lived in Durbanville, the other

    in America.

    She was like a mother to me. Whenever

    I had a problem, I would ask her what she

    thought I should do, De Kock said.

    Neighbour Ina Bosman also assisted po-

    lice during their intensive investigation

    over the weekend.

    She said she knew Higgins as a proper

    English lady the epitome of grace and

    friendliness.

    I drove past her house at roughly about

    14:30 the Friday, just before the police

    came, Bosman said. Nothing seemed

    amiss.

    High alert

    Bosman said police on the scene had been

    speculating about the contractor. She

    showed TygerBurger where the murderer

    had come through a side rafter on Higginss

    roof.

    We were first told she was found with

    both her hands and feet tied behind her

    back, sitting in a chair. Then we heard she

    was lying face down on her bed, she said.

    Ina said they simplywanted to knowwhat

    had happened in that home.

    She added their local neighbourhood

    watch was also on high alert after the inci-

    dent.

    They keep popping in, calling out to us

    if they see a gate or door open. They have

    been brilliant.

    Chairperson of the watch, Andries

    Atwell, told TygerBurger their sympathies

    lay with the victims family.

    Our heartfelt sympathy goes to the fami-

    ly of the deceased. We intend to do all in our

    power to ensure the safety of our area and

    its residents, said Atwell.

    Higginss daughter fromDurbanville, Eil-

    een Higgins, shared her thoughts with Tyg-

    erBurger.

    Theyve apprehended the guy. He

    worked on replacement sheets on mymoth-

    ers roof. Obviously my mom knew him, so

    he murdered her, Eileen said.

    He didnt take much. Her death was so

    pointless. Its so sad. He didnt get anything

    of value and mymoms dead. He didnt rape

    her or anything, she was still fully clothed,

    but he came through her roof. That just

    shows how vulnerable we are.

    Her sister JeanetteHiggins Smithwas fly-

    ing in from America on Thursday with her

    own family, Eileen said.

    Higginss funeral will be held at 11:30 on

    Saturday at the Church of Christ in Evers-

    dal, Eileen said.

    ers beware.

    So says aBellville resident afterhe

    was brutally attacked on a footbridge re-

    cently.

    LucianodosSantoswas returninghome

    after an afternoon at the Parow Centre on

    Saturday last week. He told TygerBurger

    the incident happened around 16:30 as he

    was passing through the Oosterzee train

    station.

    Luciano was crossing the footbridge to-

    wards the nearby The Settlers High

    School when he saw a man in his early

    20s sitting on a ledge just below the

    schools sports grounds.

    As he passed, the man mumbled some-

    thing, but Luciano kept walking.

    A few steps ahead something told me

    to turn around and I saw that themanwas

    approachingme holding a 750 ml beer bot-

    tle.

    Mad man

    He had the look of a mad man and at

    that stage I realised that I was going to be

    a victim of a robbery and started to run,

    but I tripped and fell, Luciano said.

    I tried to get up, but he grabbedme and

    hit the bottle on my forehead.

    The bottle broke and the man tried to

    stab Lucianowith the shard of glass in his

    hand.

    With full force I tried to knock the bot-

    tle out of his hand. I was bleeding severely

    and thought he had cut my one eye open

    as I could not see anything, Luciano said.

    While screaming for help and fighting

    with the man, people started appearing

    from the station to see what was happen-

    ing, but just to be spectators of a cruel

    attack, Luciano said.

    The owner of a guest house around the

    corner from the parking lot where he was

    attacked helped Luciano and bandaged

    his head.

    Luciano was then taken to the Medicli-

    nic Louis Leipoldt and treated for cuts,

    grazes and lots of bruising.

    Hewanted toknowwhatwasbeingdone

    to ensure the safety of commuters and pe-

    destrians using that footbridge and path-

    way.

    I am still fighting the trauma of an un-

    necessary incident should there have

    been a permanent security officer in that

    parking lot, he said.

    According to VRCIDs Chief Operations

    OfficerDerekBock, the train station isnot

    part of their patrolling area.

    The Oosterzee station falls outside our

    area of coverage.Metrorail ensures the se-

    curity and safety at their stations. We

    work together with them at the Bellville

    train station, he said.

    Metrorail spokesperson Riana Scott, in

    replying to amedia enquiry, said: Wesin-

    cerely regret that (Luciano) had to suffer

    such an ordeal.

    Daily monitoring

    Both the head of Metrorail Protection

    Services as well as the Commander of the

    polices Rail Rapid Response Unit have

    been requested to investigate this matter

    as no such incident appears to have been

    reported, she said.

    She said Luciano may yet be contacted

    for more information or for a statement.

    Criminal incidents within rail pre-

    cincts are monitored daily and shared

    with the police. This strategy has resulted

    in increased arrests and amarked decline

    in reported incidents, Scott said.

    We encourage commuters to report all

    suspicious behaviour and actual inci-

    dents immediately to ensure that the po-

    lice and our protection service teams de-

    ploy their collective resources judicious-

    ly.

    During a followupwithLuciano, he con-

    firmed he had not yet reported the attack.

    I havent reported or made a case. I am

    recuperating well, but the horror still lin-

    gers in my mind from time to time, he

    said.

    pplications are open for NGOs and

    shelters workingwith street people to

    apply for aid from the City of Cape

    Town to cope with the expected influx of in-

    dividuals seeking shelter during winter.

    The City of Cape Towns social develop-

    ment and early childhood development di-

    rectorate is finalising the preparations for

    its annual winter street people programme.

    The programme allows non-governmen-

    tal organisations (NGOs) to apply for aid so

    that they can increase their capacity to deal

    with the influx of street people seeking shel-

    ter and assistance during the winter

    months.

    The City has more than doubled its avail-

    able budget for the programme this year, in-

    creasing the allotted funds from R280 000 in

    2014 to just over R600 000 this year. The aid,

    in the formof food, blankets,mattresses and

    toiletries, is distributed inpartnershipwith

    the disaster risk management centre and

    the Western Cape governments depart-

    ment of social development.

    Aid available

    Bed space at shelters is funded via the

    Western Cape government and the City liai-

    ses with them regarding the additional de-

    mand on bed space during this period. In

    2014, a total of 16 organisations qualified for

    aid.

    We have already started procuring the

    goods andwearenow finalising the applica-

    tion process for NGOs and other civic orga-

    nisations who would like to apply for aid.

    There is an application form that stipulates

    the criteria the organisationswould need to

    meet as well as the supporting documenta-

    tion they need to provide. Once we have re-

    ceived the applications,wewill conduct site

    visits to ensure that the informationprovid-

    ed is correct, because we have to follow due

    process and ensure that public funds are

    spent responsibly, says Suzette Little,

    Mayco member for social development and

    early childhood development.

    Applicantsmust be registered asnon-gov-

    ernmental or non-profit organisations,

    have facilities where people can overnight

    and comply with all health and safety regu-

    lations.

    Dedicated resources

    Little says the City will also continue its

    day to day interventions aimed at reinte-

    grating street people and preventing more

    people from migrating to the streets. This

    includes outreach programmes by field

    workers employed by the social develop-

    ment department to provide assistance to

    those who require emergency accommoda-

    tion, social work services and rehabilita-

    tion services by directing them to one of the

    assessment centres across the city.

    In December, the City also launched its

    reintegration unit, specifically tasked with

    helping street people return to their com-

    munities of origin if they so choose.

    We are dedicating significant resources

    to ensuring that our street people are well

    cared for this winter, but I appeal to them

    to make use of the shelters and assistance

    that is available. I also want to renew my

    appeal to members of the public to rather

    make a tangible difference in the lives of

    street people by giving responsibly and sup-

    porting a local shelter or NGO, or giving a

    street person in their area ahandup instead

    of a hand-out as the latter simply perpetu-

    ates the cycle of dependence and aggressive

    begging, she says.

    hile residents are still gasping at

    the property rates hike expected in

    July, the City is adamant the in-

    creases are justified.

    Cape Towns deputy mayor and mayco

    member for finance, Ian Neilson, said the

    Citys property rates income is projected to

    grow at a lower rate than the items it funds.

    Certain expenditure items, which are

    critical to the Citys standards of service de-

    livery, such as fuel costs, overtime for safe-

    ty and security staff, and security costs at

    City facilities, necessitated a reassessment

    and required additional budgetary alloca-

    tions, he said.

    This is apart from the recurrent operat-

    ing and finance cost to repay capital invest-

    ment for the investments in new infrastruc-

    ture for rates-funded services.

    In July property rates will increase by

    10.83%, almost five percentage points more

    than the previous years 6% and well above

    the current 4% inflation rate.

    Electricity tariffs will increase with

    10.82%, as opposed to last years 7.63%.

    This is attributed to the Nersa-approved

    Eskom increase on bulk purchases to mu-

    nicipalities, Neilson explains.

    This increase comes to 14.24% for thenext

    year.

    Furthermore, electricity sales are reduc-

    ing due to energy saving plans and higher

    tariffs are forecast to shrink consumption

    by 1% annually, said Neilson.

    Water and sanitation tariffs are set to rise

    with 11%,which is 3%more than last years

    8%.

    This increase follows the increased

    growth in the number of users receiving

    free and subsidised services despite declin-

    ing water sales.

    Again, finance cost to repay capital in-

    vestment in new infrastructure comes into

    play here. As does the expansion and reha-

    bilitation of the current water infrastruc-

    ture to address capacity constraints and to

    ensure system efficiency, he explains.

    The reduction in revenue due to lower us-

    age patterns flowing from economic condi-

    tions and water savings initiatives, also

    played a decisive role.

    Refuse disposal tariffs will have the

    smallest increase with 9.31%, less than a

    percent over last years 8.56%.

    With this increase the City will main-

    tain and aim to improve the standard of

    refuse removal service and to promote

    waste minimisation, Neilson said.

    Chairman of the AHI Oostenberg Cham-

    ber of Commerce, George Ferreira is very

    concerned about these increases.

    It is just not realistic. There is no way

    weas entrepreneurs can recover these costs

    fromour clients, meaning thatwewill have

    to absorb them, he says.

    This, Ferreira says, hampers growth and

    results in less job creation.

    The business community cannot contin-

    ue to absorb these costs year on year and

    although we can count ourselves lucky to

    have the infrastructure we have in Cape

    Town, we will have to be more involved in

    the local budget discussions, he said.
