    A 5-year budget and business plan has been

    formulated to the latter effect and can be

    viewed on www.tvid.co.za.

    Given the overwhelming support re-

    ceived for the establishment I can say with-

    out a doubt that themajority of commercial

    property owners recognise that something

    needs to be done in the area to safeguard the

    future value of their investments and to en-

    sure Tyger Valley remains an attractive

    tenant destination in many years to come.

    This improvement district is not solely

    for thebenefit ofEdwardStreet, (but) rather

    for the greater Tyger Valley commercial

    precinct, he says.

    Rossi adds the exclusion of the two major

    shopping centres is deliberate, as these fall

    under gated complexes and the mandate

    of the TVID does not extend to gated com-

    plexes, for example a public safety officer

    cannot act on this property, as in many cas-

    es these properties have contracted clean-

    ing and security services.

    Geocentricss Lohrentz has a big task

    ahead of him, says Rossi, adding there

    would be a social responsibility element to

    see to on his watch

    ... The vision is to recruit, train and up-

    skill individuals from shelters to become

    urban management and urban upkeep

    teams in the TVID similar to what we have

    achieved in Salt River.

    Aserviceproviderwill be appointed soon,

    he adds.

    Rossi says he and his partners hope to es-

    tablish with the TVID a safer, cleaner area

    with less vagrancy and more jobs.

    We anticipate to create at least 10 to 15

    new jobs in the establishment, which in a

    country with such a high unemployment

    rate is a good start aswe each take responsi-

    bility tomake our country great and in turn

    make Tyger Valley great!

    ty owners within the TVID as well as the

    City of Cape Town in the execution of our

    business plan.

    The City confirmed the TVID would be-

    come operational at the start of the next fi-

    nancial book year.

    1 July 2016, said the Citys deputy mayor,

    Ian Neilson.

    in Bellville is hosting a number of train-

    ing sessions. Trainees will be accredited

    f there is one issue in Bellville that will

    not soon let up, it is the tug of war be-

    tween the community and the services

    providedbyStepUp, anHIVpreventionand

    drug user support programme.

    Locals have bemoaned the fact that the

    NGO operates in their community by hand-

    ing out sterile druguser equipment in order

    to prevent the spread of disease among that

    part of the populace.

    One resident and neighbourhood watch

    member from Oakdale who has repeatedly

    formally complained to anumber of sources

    about the perceived impact of the NGOs

    work in his neighbourhood, recently took

    the time to speak to some users himself.

    Tomislav Milakovic says he was patrol-

    ling with a colleague when they landed up

    in a candid and insightful discussion at the

    Anglican church down Durban Road with

    a couple, girl and guy, aged around 25, drug

    addicts, living and sleeping on our streets.

    The girl has a two-year-old daughter

    staying with relatives currently.

    As they explain, their current drug of

    choice is heroin. They themselves say

    things have escalated in Bellville, Milak-

    ovic says.

    They admit the parks have been looking

    bad, but noticed they are cleaner now. This

    is mostly due to our patrols. They say there

    are now even street kids spiking it up.

    According to the couple, themainarea for

    dealing is by the Standard Bank in the city

    centrewhereheroin costs aroundR30 a pop.

    Before, they had to pay another extra

    R30 for needles. They now get the needles

    from Step Up. They admit they still share

    needles, as it is sometimes too much effort

    to go to Step Up to get new ones.

    Milakovic says the couple is desperate to

    quit using, but find it near impossible.

    The girl gets emotional when you bring

    up her daughter. She agrees that she would

    notwant her daughter playing in our parks,

    as it is unsafe. She says what hasnt helped

    is that to shoot up, both drugs and needles

    are a lot more freely available than before

    in Bellville, making it that much harder to

    stop.

    He says the couple attends the monthly

    meeting hosted by Step Up at the Bellville

    Mens Clinic.

    Admittedly, not so much to listen to

    what Step Up has to say about how to inject

    oneself cleanly, but more so, because of the

    R60 they get given, which they then use to

    buy more heroin, Milakovic says.

    As it is, she doesnt take StepUps advice

    as to where to inject. She prefers to inject

    herself in theneck, aswhen thepolice check

    her, they only check for tracks on her

    arms.

    Shaun Shelly from Step Up responded.

    Unfortunately traditional approaches to

    dealing with children and family members

    who use drugs can break down family

    bonds, leading to further isolation and stig-

    matisation and further reliance on drugs as

    a coping mechanism, he said, referring to

    the woman being away from her daughter.

    Wereallyneed communitybased resour-

    ces, and specifically shelters that cater for

    drug-using individuals.

    He added people will share needles as

    they are afraid of carrying a large amount

    of needles on their person for fear of arrest.

    As for the availability of drugs, there

    will always be drugs. Most drug use is not

    harmful and does not result in addiction.

    However, for peoplewhohave little hope

    of a meaningful future, for people who have

    suffered multiple traumas and for people

    who feel psycho-socially dislocated, drug

    use can carry deep meaning, provide a

    sense of identity, become a vocation and is

    a very real and effectiveway ofmasking the

    realities of their lives, Shelly said.

    Again, to think that if theywerent given

    the R60 that they wouldnt use, is naive. We

    give them the R60 because they are partak-

    ing in a study in their time, and we reim-

    burse them as we would anyone else.

    A

    ccording to a tutoring centre they are

    well within their rights to operate as

    they currently are, even when this is

    in contradiction with legislative require-

    ments and after the centre has been told to

    close its doors.

    As such, Study Xpress in Durbanville,

    with offices inBellville andTokai, has since

    taken legal action against theWestern Cape

    Education Department (WCED).

    Study Xpress claims findings by the

    WCED stating they are operating as an ille-

    gal independent school are incorrect, and

    that its centres would continue operating

    well after Saturday 30 April the date given

    by the department on which to close their

    doors. Study Xpress shares the same set of

    lawyers tackling the very same issue on be-

    half of the Dots Learning Centre in Edward

    Street in Bellville, which TygerBurger re-

    ported about last week (Bellville school

    found to be illegal).

    The centres also share the same issue of

    contention, as addressed byStudyXpress in

    a legal letter sent to the WCED and sup-

    plied by at least twoparents of former Study

    Xpress learners to TygerBurger.

    This letter was drafted by the attorneys

    of Impak, the organisation whose curricu-

    lum is used in the Study Xpress centres as

    well as at Dots Learning Centre.

    Xpress managing director Ivan Grobler

    drafted to parents, reads: The legal team

    is nowdealingwith [the] department of edu-

    cation, challenging the validity and legality

    of their investigation and report. Impak is

    fully behind us with regards to our opera-

    tion as well as the legal proceedings.

    I want to urge you as parent to be wary

    of rumors and third party opinions and

    statement [sic] as it could be based on in

    [sic] factual evidence and emotional drive.

    This runs the risk of damaging our reputa-

    tion, Grobler said.

    In our previous article, Dots Learning

    Centre referred TygerBurger to these same

    lawyers for further information.

    After publication last Wednesday

    (6 April), a lawyer from Impak called on be-

    half of Derek Nortj, husband and business

    partner of Dot, and cited the centre had not

    had enough time to comprehensively re-

    spond to our media enquiry.

    In said media enquiry, TygerBurger sim-

    ply asked Dots whether they were regis-

    tered or not, and for how long theyve been

    operating with or without the necessary

    registration at the WCED.

    On Friday 8 April, in a letter of complaint

    addressed toTygerBurger and the press om-

    budsman, TygerBurger is further accused

    by a parent in support of Study Xpress of

    journalism and fabricated stories.

    The press ombudsman for local newspa-

    pers, George Claassen, has since found that

    this newspaper had adhered to the audi al-

    teram partem press rule, which requires

    that both sides of a story are reported on for

    such report to be balanced and fair.

    The WCED would not comment on the le-

    gal letter they had received from Study

    Xpress and which has since been referred

    to the State Law Advisor. As the matter is

    currently sub judice, we are not in a posi-

    tion to comment, said spokesperson Milli-

    cent Merton.

    Met sy wysvinger-en-duim-rewolwer uit-

    gesteek na hulle s Kobus van Zyl weer:

    Daar was nie n rolbos in sig nie, maar dit

    was straks soos n humoristiese oomblik in

    n Wilde Weste-fliek.

    Die skurke het besluit om hom te ignoreer

    enhet in hul kar geklimom te ontsnap,maar

    Kobus het nie twee keer laat wag op homnie

    en het toe summier die sleutel uit die aansit-

    ter getrek.

    Dit was die laaste strooi! Een van die ro-

    wers stap toe na Kobus, lig sy swaar hamer

    bo sy kop en swaai ...

    Net n paar minute vroer het die drie

    mans, van wie twee van Mpumalanga is, ge-

    dink hulle gaan n voorspoedige huisin-

    braak sonder voorvalle h.

    Morn Kriel, n buurman van die slagof-

    fers, het egter glashoor breek terwylhyDon-

    derdag om 11:40 in sy sitkamer gesit het.

    Toe hy by die venster uitkyk, sien hy n

    onbekende goudbruin Toyota Etios in sy bu-

    re se oprit.

    Hyhet ook gesienhoe die inbrekers n koe-

    voet gebruik om by die huis in te breek.

    Ek het uit ondervinding besluit om nie

    te skreeu op die ouens nie, want ek wil nie

    h hulle moet ontsnap nie. Toe bel ek die po-

    lisie en gaan na Kobus se huis in die pad af,

    s Morn. Albei van hulle is aktiewe lede

    van die Oosterzee-buurtwag.

    Dit was toe dat Kobus in sy kar na die huis

    gejaag het en die drie in die oprit raakgeloop

    het. Ek het besluit om bietjie te gesels met

    hulle, lag Kobus.

    Nadat hy hulle gedreig het met sy vinger,

    het hulle hom met n tienpond-hamer oor

    die kop probeer slaan, maar gelukkig was

    die man te na aan Kobus toe hy swaai en het

    net die handvatsel Kobus teen die kop getref.

    Dit het als so vinnig gebeur, s hy.

    Ek dink hulle het toe die karsleutels by

    my gevat en in my kar probeer wegry, maar

    ek was weer op my voete. Toe ruk ek weer

    die karsleutel uit die aansitter van my eie

    kar!

    Van een voertuig beweeg die inbrekers toe

    maar weer na die eerste hierdie keer kon

    niks of niemand hulle keer om weg te jaag

    nie.

    Die paarminute van chaos in die oprit van

    die slagoffers was genoeg vir die polisie om

    die woord onder hul lede en die misdaads-

    voorkomingseenheid te versprei.

    Hulle het, volgens Morn, baie vinnig ge-

    reageer.

    Jacques Kies, ondervoorsitter van die

    buurtwag, het tydens die onderonsie in

    Frans Conradie-rylaan op sy motorfiets ge-

    ry. Toe hy links gekyk het na die dienspad

    waar die huis gele is, het hy opgemerk dat

    daar iets aan die gang is.

    Ek weet daar is net een roete wat die drie

    kon gebruik het omdaar uit te kom. Toe jaag

    ek daarna en wag hulle in, s Jacques.

    Terwyl hy by die stopstraat op sy motor-

    fiets gewaghet, het drie voertuie nader gery.

    Die voorste en agterste motors het aan le-

    de vandie publiek behoort en dieToyotawas

    in die middel.

    Jacques het vir die voorste bestuurder be-

    duie om by die stopstraat te stop en vir die

    agterste motoris om so na as moontlik aan

    dieToyota stil te hou.Maardit het nie vinnig

    genoeg gebeur nie en die inbrekers kon vin-

    nig spore maak.

    Hulle het reg op my afgejaag, toe spring

    ek vanmymotorfiets af, wat toe deur die To-

    yota getref is, s Jacques.

    Die motorfiets het sy been naelskraap ge-

    mis. Dit was n poging tot moord.

    Dit het Jacques egter nie afgeskrik nie. Hy

    het weer op sy motorfiets geklim en agterna

    gejaag.

    Teen daardie tyd het verskeie polisievoer-

    tuie deelgeneem aan die wilde jaagtog deur

    die strate van Parow.

    Ongelukkig vir die inbrekers het hulle n

    verkeerde afdraai in Sarel Cilliersstraat ge-

    vat n doodloopstraat.

    Hulle het toe deur die sekerheidshekke

    van die Parow-munisipaliteit gejaag, maar

    Jacques en die polisie was steeds op hul hak-

    ke. Die drie voortvlugtiges het uit die kar ge-

    spring en uitmekaar gespat, met die polisie

    en lid van n misdaadvoorkomingseenheid

    agter twee aan, terwyl Jacques die derde een

    op sy motorfiets agterna gesit het.

    Lt. Kevin Williams, Parow-polisiewoord-

    voerder, brei uit: Gou was al drie gearres-

    teer vir huisinbraak. Ons het die voertuig

    deursoek en n groot televisiestel, n tablet

    en ander huishoudelike items gevind. Ons

    het ook vasgestel dat twee van die mans van

    Bushbuckridge in Mpumalanga is en die

    derde van Mfuleni. Die Toyota is n gehuur-

    de voertuig van Gauteng met vals registra-

    sienommers. Die eienaar van die gesteelde

    eiendom het op die toneel sy besittings kom

    uitken.

    Hy het elke betrokke persoon bedank vir

    die spanwerk wat tot die arrestasies gelei

    het.

    Die drie verdagtesword tans in die Parow-

    polisiekantoor se selle aangehou.

    Di mark het sy jaarlikse dierewelsyns-

    dag aangebied en die hondeskou was n

    groot hoogtepunt.

    Veral vir Lady, wat met die tweede plek

    weggedraf het. Haar prys was n sak honde-

    kos.

    Lindy Hibbard van Smile 90.4 was die se-

    remoniemeester en ook n beoordelaar. Die

    organiseerders het besluit om die hond wat

    in die parkeergebied saammet sy hawelose

    eienaar woon, ook in te skryf.

    Was dit nouvet pret! Onshet so n rukkie

    gelede die hond by Lucky Lucy laat micro-

    chip en die gemeenskap in Durbanville het

    die hond aangeneem, vertel Ani Theron,

    voorsitter van die komitee van die Durban-

    ville Craft Market.

    Sy eienaar vertel dat n vrou van daardie

    vreeslike duur vlooipille vir die hondjie ge-

    gee het en haar ook ontwurm het.

    By die hondeskou was die hond se eie-

    naar nrens te siene nie en ons het een van

    die ander hawelose persone gevra om met

    die hond in die skou te stap.

    Beggingmothermakes a killing

    mother begging with her two small

    children at traffic lights inWelgemo-

    ed, has conned quite a number of res-

    idents out of their hard-earned cash.

    The woman, who is known to frequent

    the traffic lights from the corners of Jip de

    Jager and Uys Krige roads right up to the

    ones at the Welgemoed Forum, has earned

    as much as R1200 in one go.

    The woman, a point of discussion on a

    resident associations social media page,

    gets the money by convincing naive resi-

    dents that she is short on her rent money.

    Given R700, R800, even R1200

    Following the thread of the comments,

    the woman, also claiming to be in need of

    a lift to Durbanville, is noted to have re-

    ceived anything from R700, R800 and up to

    R1200 at a time from the believing public.

    In one instance, a resident who recog-

    nised her modus operandi, reported the

    woman had as many as four children with

    her over the Easter weekend. The resident

    did give the woman and the children a lift

    from the Kenridge traffic light to the

    Welgemoed Forum, she said.

    I even spoke with her landlord and was

    told they had to be out by 20:00 that even-

    ing. She and the children were crying.

    The woman managed to get R200 out of

    the well-doer, who got a lawyer friend of

    hers to call thewomans landlord and ex-

    plain eviction processes.

    I wanted to help her and I feel like we

    could, but my gut told me she was lying.

    I really dont know, the well-doer said.

    Another resident admitted to having

    been scammed by the same woman, with

    one woman commenting the same hap-

    pened toher endof last year, lighteningher

    purse by R1200 at 19:00 in the evening.

    A man who also commented on the

    string, said the woman has been at it for

    years and apparently formerly used the ex-

    cuse that sheneeded themoney formedica-

    tion for one of her children.

    I even still have a copy of her drivers

    licence because she said she would pay it

    back, he said.

    Many more joined in on the comment

    string, with some calling on social services

    to take away the children she was using to

    operate the scam with, and others just

    warning their fellow good-hearted neigh-

    bours to be aware and ignore the woman.

    Lucinda Valentine, director of Give-

    Wise, an organisation fighting to get resi-

    dents to give responsibly, said this was no

    different to a homeless person begging.

    The public are to blame for letting this

    go on for so long. On the flip side the chil-

    dren are what concerns me, she said.

    In the meantime, when in doubt, do

    without. The public needs to stop fuelling

    the fire that is locking those kids on the

    streets with that mother if it is their

    mother. Many people use other peoples

    children to beg and use them as pawns,

    she said.

    Jacques Bekker, vice-chairman of

    WelgemoedSafe, the local community safe-

    ty organisation, said it would be difficult

    to identify this woman.

    No beggars if no money given

    I dont know of her, but there aremany.

    They are on every corner. I simply cant be-

    lieve people still fall for such scams, he

    said.

    Asked whether the high-tech cameras

    used by WS would be able to identify the

    woman, he said this was unlikely.

    The cameras are set up specifically to

    pick up licence plate numbers. A person

    would easily be able tomovedirectlyunder

    the cameras without being noticed, he

    said. The issue is this: people need to see

    logic. If you dont give money, there wont

    be beggars. The same applies if you dont

    put out your garbage bins at night, then

    there wont be bin-scratchers, or crime as

    a result thereof.

    en bosse afgesny en vergiftig, lui sy verkla-

    ring. Die dienste van n jaarkontrakteur is

    verkry om oop stukke grond maandeliks te

    inspekteer en te snoei. Die heel beste nuus

    is die herbouing en opgradering van die ou

    fabriek direk aan die grens van Blommen-

    dal. Hierdie gebou word in sy geheel, opge-

    knap vir die deparment van gesondheid wat

    dit as n stoorplek gaan gebruik, s Hennie.

    Hulle vorder reeds fluksmet die opgrade-

    ring. Verby is die daewat die kriminele daar

    kan slaap en kwaad doen.

    Die Iris House Childrens Hospice is op

    dieselfde terrein gele enHennie s di orga-

    nisasie stel belang om die swembad daar te

    herontwikkel en as deel van hul programme

    te gebruik.

    Die buurtwagvoorsitter, Eugene Grobler,

    het in dieselfde verklaring ges diehospitaal

    is op n prioriteitslys van die department

    van omgewingsgesondheid geplaas.

    Hierdie is absolute goeie nuus, want dit

    beteken dat die tgerrein netjies gehou sal

    word. Ou Paarlweg is as n prioriteit deur

    wetstoepassing gedentifiseer.

    lmost every week new complaints of

    water wastage come our way, but the

    City said this is due to prioritising of

    leaks.

    Also, sometimes these leaks can be some-

    what ironic, as is the case with a reported

    water leak at the corner of Bill Bezuiden-

    hout Road and Strand Street in Bellville,

    where a resident says the leak is very near

    a City water pump station.

    Its been leaking for how long. When we

    walk down to the bank just past the old de-

    partment of water affairs and forestry, you

    see the water standing there. Its crystal

    clear water and its pumping out of the

    ground, says Heather Brown.

    She says she has complained to the City

    numerous times and has several reference

    numbers regarding the problem.

    Nobody wants to do something about it.

    On three occasions last week, I reported the

    matter to the City. They told me its been

    fixed. Theres a pump station on that cor-

    ner, and a big piece of open field, she said.

    Another complaint came from Vredelust

    in Boston. This time the leak was in Grens

    Street, near the Mediclinic Louis Leipold.

    A resident called in to say she has been

    complaining to no end after it started.

    Water is streaming down the street. The

    City is quick to say we shouldnt waste wa-

    ter, but then this happens, she said.

    The Citys Mayco member for utility ser-

    vices, Ernest Sonnenberg, answered Tyger-

    Burgers media enquiry.

    With the implementation of water re-

    strictions and the increased awareness lev-

    els of residents, theCity is receiving reports

    of many minor leaks that residents had ne-

    Die basaar van die NG Kerk Welgemoed

    is n ideale geleentheid om dit wat ons aan

    mekaar bind, feestelik te vier. Ons het me-

    kaar se liefde en welwillendheid nou nodig,

    s ds. Nelis Janse van Rensburg van di ge-

    meente. Die basaar vind op 15 April vanaf

    17:00 op die kerkterrein in Welgemoed plaas.

    Die geleentheid is jaarliks n fees vanwel-

    willendheid en diemooi verhoudings van die

    mense van die omgewing. Daarword heerli-

    ke kerrietjops en braaivleis, roosterkoek,

    potjiekos en breyani verkoop. Daar is ook ge-

    bak en pasteie, pannekoek en natuurlik ba-

    saarpoeding op die spyskaart.

    A former university dean of engineering

    will be the speaker at the next monthly

    meeting of the University of the Third Age.

    The topic to be discussed by Professor

    Christo Viljoen will be Electrical Energy

    past, present, future, sustainable, reliable,

    affordable, safe.

    Viljoen will talk on the provision of elec-

    tricity in South Africa, the events that led

    to the present shortages thereof and the in-

    troduction of power sharing of electrical en-

    ergy.

    He will also analyse the plans for expan-

    sion of the present generation capacity, the

    necessary replacement of ageing coal-fired

    power stations and world trends in electri-

    cal generation as well as the move away

    from non-renewable energy sources.

    Viljoen will also discuss pump storage

    systems and the preferred mix of energy

    sources for the countrys foreseeable ener-

    gy needs and longer term prospects includ-

    ing nuclear fission.

    This interesting talk will take place on

    Thursday 14April at theBellvilleCivicCen-

    tres theatre hall.

    As is customary, Mike Berry will screen

    a DVD in the auditorium before the talk,

    starting at 09:45. This months DVD is enti-

    tled Vienna. The talk will start at 10:30.

    n Leser het TygerBurger in kennis ge-

    stel van di vreemde verskynsel wat

    voorkom by die meeste van die bome in

    di besige rylaan.

    Rielle Heine s sy vermoed dit kan

    dalk die werk wees van die bosslapers

    teen die Universiteit Stellenbosch-be-

    stuurskool se terrein.

    Die laning koorsbome weerskante

    van Carl Cronje-rylaan vanaf Pionier-

    tot Mispelstraat word gereeld van hul

    bas gestroop ek vermoed deur die infor-

    mele inwoners op die hange van die wa-

    tergate langs Carl Cronje.

    Een of twee van hierdie bome het

    reeds gevrek en na aanleiding van die

    manier waarop die bome nou wr ge-

    vandaliseer is, is ek seker nog n paar

    gaan dit nie maak nie! s sy.

    Riaan van Zyl, voorsitter van die

    Boomkunde-vereniging, stem met Rielle

    saam. As die bas afgetrek word van

    daardie boom sal die boom en veral die

    ouer bome vrek. Dit is n kans vir infek-

    sie om in te tree, meen hy.

    Van Zyl s di inheemse dunbas-boom-

    soort word erg beskadig deur sy bas af

    te trek rondom die stam sogenaamde

    ringbas aangesien dt die boom se

    sapvloei versteur.

    Hy meen die gebruik het dalk n tradi-

    sionele oorsprong.

    As jybyvoorbeelddie basvankamfer-

    bome neem, dit word deur mense geoes

    vir tradisionele gebruike. As dit wel vir

    daardie rede geoes word, vrek dit nie

    maklik nie, want di boomsoort het baie

    wye porie en dit bly lewendig vir n lang

    tyd, wat help met sapvloei.

    Ek sou bekommerd wees as dit my ei-

    endom was waar die bome se bas afge-

    trek word, want dit is n sosiale pro-

    bleem, en ni n stedelikewoudprobleem

    nie. Dis ook n boomkundige probleem,

    want daar is nognie n alternatief verkry

    wat n mens kan opsit wat kan keer dat

    die bas afgetrek word nie, s Van Zyl.

    H mense die bas oes, moet ordent-

    lik aangespreek word, s hy.

    Tradisionele dokters wil nie van bo-

    me oes wat in rye geplant is nie. Hulle

    wil dit h waar die bome wild groei. Dis

    dalk nodig om relings te tref dat di

    soort oeste deel kanwees van n stedelike

    woud wat vir kommersile waarde inge-

    span word, stel hy voor.

    Sodoende kan daar n besluit geneem

    word om die bome lewend te hou, pleks

    van om die bome heeltemal van hul bas

    te stroop. Die bome se herstel kan gemo-

    nitor word en hulle kan herstel, en daar

    kan bietjies op n slag geneem word in

    plaas daarvan dat die hele boom vrek.

    Diekoorsboomis juis inheems, hoewel

    dit nie endemies tot die Wes-Kaap is nie,

    s Van Zyl.

    Ons moet veral nie bome laat dood-

    gaan wat teen paaie en in parke en open-

    bare tuine staan nie. n Gesprek is nodig

    om te keer dat di stropery voortgaan.

    Die Stad se wetstoepassingseenheid

    was dit eens dat hulle nie teen enige oor-

    treders kon optree nie.

    diestraat in Bellville sien daagliks

    hoe dwelmkopers en -verkopers hul

    ding daarlangs doen.

    Di inwoner wil uit die aard van die saak

    anoniembly,maar het al die patrone van di

    saketransaksies goed onder die knie.

    Die beste tyd om fotos te neem is weeks-

    dae vanaf 16:00 tot laat dan is dit spitstyd

    vir die verkope, en Sondagnamiddae is ook

    besig. Dit is te s as jy die transaksies wil

    sien of afneem, het sy aan TygerBurger ge-

    s.

    Met ons besoek Saterdagmiddag om-

    streeks 16:00, was die straat redelik stil,

    maar die inwoner is doodseker van haar

    saak.

    Die agente is deesdae op en af in Conra-

    diestraat bedrywig en sit dikwels in die

    straat by die Chevron-padteken agter Absa,

    of staan op die hoek by die Rooshof-kom-

    pleks agter die Caltex-vulstasie en dan dren-

    tel hulle ook in die straat voor die ingang na

    McDonalds.

    Die handelaars ken die lede vanBellville-

    polisie wat voorheen suksesvolle arresta-

    sies gemaakhet,waarvanekpersoonlikken-

    nis dra, het sy byvoeg.

    It annoys me as an animal

    lover that when the circus

    comes to town, the very next

    day one receives in the post

    box a letter from some organi-

    sation condemning them for

    using animals in their shows.

    The circus has on average ten

    wild animals which cannot be

    rehabilitated in the wild

    anyway.

    We have in our area an

    organisation called the Karoo

    Animal Protection Society who

    is desperately looking for help

    to rescue thousands of dogs,

    cats, etc. in the rural commu-

    nities of SA and do so on a

    volunteer basis. All monies,

    time etc. go to the animals.

    Maybe the municipality

    should consider a license fee

    for non-spayed bitches only,

    that would encourage owners

    to do the right thing. The

    funds collected should be

    directed to the various animal

    welfare organisations. This

    may reduce the unwanted

    animal population and the

    need to exterminate so many of

    mans best friends.

    kan maak, reken ek dat mense ouer as 35

    of 40 nog goeie maniere geleer is, maar

    die jongklomp sukkel daarmee. Ek s

    glad nie dat alle ouer mense goeie

    maniere het of alle jongmense slegte

    maniere het nie, maar dit lyk of goeie

    maniere nie noodwendig meer aan die

    orde van die dag is nie.

    Goeie maniere beteken nie net om

    asseblief en dankie te s nie dit is veel

    meer. Goeie maniere beteken ook om

    bedagsaam en galant te wees; om mense

    met respek en

    hoflikheid te

    hanteer en om te

    verseker dat mense

    gemaklik voel in n

    verskeidenheid van

    situasies.

    Dit beteken onder

    meer om jou

    kollegas te groet

    wanneer jy by die

    werk opdaag en

    wanneer jy weer

    die pad vat, en om

    jou base (maar ook

    jou Klase) te

    respekteer. Mense

    met goeie maniere gooi ook nie n

    telefoon in die ander persoon se oor neer

    nie, al is jy hoe kwaad. Mense met goeie

    maniere skree ook nie op ander mense

    nie. Dit beteken ook dat jy nie met kos in

    jou mond praat nie (al sien jy dit op TV)

    voor jou insny nie en ook om nie daardie

    motoris te wees nie. Dit beteken ook om

    te stop by n stopteken en nie te jaag

    wanneer die verkeerslig na oranje toe

    oorslaan nie. Goeie maniere sal jou ver

    neem; en dit beteken ook dat jy nie

    mense laat wag nie, al is niemand n

    he Loevenstein crime rate has shown

    a definite increase in the last quarter

    of 2015 and the first twomonths of this

    year.

    So says Loevenstein CrimeWatch (LCW)

    vice-chariperson, Charn Lingenfelder,

    citing close co-operation between the Bell-

    ville police and their watch since March to

    reduce the crime rate.

    With winter approaching and earlier,

    darker nights there will be an increased

    risk of criminal activities. There is hope

    however in the actions of the LCW, which

    played an integral role in supporting the

    Loevenstein community to reduce crime

    and has taken significant steps in preven-

    tion of crime in the area, she adds.

    One of their latest achievements is the

    iWatch Project which will establish street

    cameras to monitor crime in the area and

    which aims to bring about early detection

    of intruders or trespassers, bringing with

    it a quicker response time.

    TheLCWcommitteewill be hosting their

    annual meeting on Thursday 14 April and

    are inviting all Loevensteiners to attend.

    TheAnnual GeneralMeeting (AGM)will

    take place at 18:45 (for 19:00) at the Evangel-

    ical Reformed Church hall on the corner of

    Uys Krige Drive and Deodar Street.

    The community will be updated on the

    latest crime statistics, be givenmore infor-

    mation on the iWatch project and be able

    to give their input and voice their opinions

    or ideas, says Lingenfelder.

    The speaker will be Leon Brynard, who

    will address issues such as community up-

    liftment, municipal matters and vagrancy.

    TheLCWencourages attendance at this

    AGM as their success is highly dependent

    on the ongoing support and input of the

    community they serve, Lingenfelder

    adds, encouraging Loevensteiners to regis-

    ter at www.lcw.org.za to receive updates

    and informationonhappenings in thearea.

    They come up with a unique socially inno-

    vative plan, and the Greater Tygerberg

    Partnerships (GTPs) competition turns it

    into a reality.

    They refers to the participants in the

    organisations Social Innovation Chal-

    lenge, which the GTP hopes will have sig-

    nificant benefits for the Tygerberg region

    as a whole.

    Whilst the top two projects will each re-

    ceive R32 000 in funding, all the shortlisted

    projects will receive guidance and input

    from top international innovation consult-

    ancy Idea Couture, said Chris OConnor,

    CEO of the GTP.

    The non-profit organisation facilitates

    collaboration between stakeholders in the

    Tygerberg region to help build social and

    economic prosperity.

    As part of this mandate, the Social Inno-

    vation Challengewas conceived to help the

    GTP tackle the socio-economic problems

    facing the region, including unemploy-

    ment, homelessness, crime, drug abuse, ur-

    ban grime, limited transport and accom-

    modation.

    The competition is open to anyone, pro-

    vided their solution benefits the greater

    Tygerberg region.

    An initial submission is required by

    20 April, after which a shortlist of projects

    will be drawn up.

    Teach a child to avoid being kidnapped

    ost parents will have taught their

    children the significance of

    stranger danger by the time they

    can walk.

    Even so, the number of children abducted

    and going missing every day remains a key

    concern to organisations such as the Pink

    Ladies, an NGO which deals exclusively

    with getting the word out when both kids

    and adults go missing.

    DessieRechner of the organisation recent-

    ly posted a very practical guide on the orga-

    nisations Facebook page that gives parents

    and their children the clearest idea of what

    to do in the event of stranger danger and pos-

    sible abduction.

    The informationwas sourced from the fol-

    lowing website, Rechner said: http://

    child-how-to-survive-an-abduction, and was

    compiled by a US protection expert, the

    Montgomery Texas police commander, Jim

    Napolitano, for an American news channel.

    Rechner copied the following information

    which is as relevant to the local populace

    to help children escape a child abductor in

    four typical scenarios.

    In scenario one a predator approaches a

    child at the playground. There are others

    around, but the attacker snatches the child

    quickly.

    The child should scream as loud and fast

    as they can to attract attention, and fight,

    punch, kick and claw.

    They have to fight with everything they

    have inside of them to get away from this

    person that wants to do themharm,Napoli-

    tano is quoted as saying.

    In scenario two the child enters an empty

    house with no one around and is attacked

    by a predator.

    The key here is to escape. Because the

    child is alone, there is no one to scream out

    to. To do that, Napolitano said the child

    needs to use the most powerful weapon he

    or she has: their teeth.

    Here, the child needs to bite down on the

    attackers arm, hand or leg as hard as they

    possibly can. The human bite is one of the

    most devastating things that can happen to

    you physically. There can be no mercy; the

    child must get away, Napolitano said.

    The best way to escape? Fight, bite, flee.

    In scenario three the child is walking

    home from the bus stop. Other children and

    parents are in the area when the child is at-

    tacked and grabbed by an abductor.

    The key to survival here, Napolitano said,

    is to make as much noise as possible to alert

    the parents nearby.

    Ideally, the child would have a whistle

    hooked onto his or her book bag that the

    child could blow. Without that the childs

    best bet is to scream like they have never

    screamed before.

    They have to alert everyone in the area

    that they are in trouble, and that means

    screaming a blood-curdling scream that will

    get someones attention, Napolitano said.

    he WhatsApp group a neighbourhood

    watch in Durbanville created for

    emergencies soon resulted in a crimi-

    nal being arrested on the spot.

    On Monday 4 April, a resident sent out

    an emergency chat to say that someone

    who had jumped a wall stole a bicycle, and

    called for assistance on the WhatsApp

    group created by the Sonstraal Neighbour-

    hood Watch (SNW).

    Within a very short time, a number of

    residents on the chat group responded and

    the culprit was apprehended, said Stan

    Hauptfleisch, chairperson of SNW.

    Both the police and CDF [Corporate De-

    fence Force], a security firm operating in

    the neighbourhood, were advised and CDF

    then took the suspect into custody, he

    said.

    The SNW recently set up this group for

    emergency situations when help was re-

    quired immediately, as well as community

    chat where members could chat on any

    matter which could be of relevance to the

    community.

    The SNWhelps to make the community

    aware of what is happening in the neigh-

    bourhood and to report any suspicious be-

    haviour. Especially the emergency group

    has shown to be highly effective inmobilis-

    ing assistance in need and is easily accessi-

    ble to most people with smart phone tech-

    nology, he said.

    Following this successful arrest, the

    SNW was inundated with requests from

    residents to be added to the emergency chat

    group and to date it boasts a membership

    of 174 participants, Hauptfleisch said.

    However, the neighbourhood watch cov-

    ers 362 houses in Sonstraal fromPierneef

    Street in the north, Bethanie in the west,

    De Villiers Avenue in the south and Fair-

    trees Road in the east.

    It has 119 members who patrol the area

    in their cars and are the eyes of the police

    and other security companies, he said.

    The Miggie Challenge will once again take

    place on Wednesday 27 April at the Paarl

    damto raise funds andawareness for cystic

    fibrosis and organ donation.

    This family event with the only rule that

    you must have fun, is hosted by the Cape

    Town Angling Club (CTAC), of which 85%

    of its members are based in the northern

    suburbs.

    TheMiggie Challengewas started in 2014

    as a fun event to celebrate the 21st birthday

    of Stefan Miggie King from Brackenfell,

    awell loved angler in the fishingworldwho

    suffered from cystic fibrosis. He passed

    away two months after the Miggie Chal-

    lenge was founded.

    CTAC has since made the competition

    an annual event to honour the life and posi-

    tive spirit of Stefan, says Miggies father,

    Malcolm King, chairperson of the CTAC.

    This year the funds raised are in aid of

    DamianWolf (19) from FishHoek, whowas

    diagnosed at the age of 13.

    Cystic fibrosis is a life-threatening ge-

    netic disease that causes persistent lung in-

    fections and progressively limits the abili-

    ty to breathe. In the lungs, the mucus clogs

    the airways and traps bacteria leading to

    infections, extensive lung damage and

    eventually, respiratory failure. There is no

    cure for cystic fibrosis, says King.

    Cystic fibrosis patients have a short life

    expectancy with many prolonged stays in

    hospitalmaking themput their life onhold.
