    n employee of Parow and Bellvilles city

    improvement district, the VRCID, used

    his street smart savvy to uncover an

    enormous fraud and forgery ring in the Bell-

    ville city centre last Thursday.

    Derek Bock, COO of the VRCID, told Tyger-

    Burger on Monday his team had been tasked

    to find the origins of illegal abortion andother

    posterswhen the employee, using his own ini-

    tiative, discovered the true extent of the

    fraud.

    The taking down of the nuisance posters

    is our job and a waste of taxpayers money.

    We decided to follow the people who were

    handing out these posters, Bock said.

    This led the employee to a building in the

    city centre. Thats when he entered the build-

    ing onhis own.He used his street smart savvy

    and pretended to be a customer.

    The employee then came upon this entire

    operation. He immediately contacted me and

    we went back and investigated together,

    Bock said.

    What they found, Bock says, was mind-

    these illegal activities taking a

    stronghold in the citys buildings

    was exacerbated by dodgy land-

    lords.

    The VRCID calls upon all land-

    lords in our problematic areas of

    lower Durban Road and Kruskal

    Avenue to be aware ofwhat is hap-

    pening in their buildings.

    For any landlord just to collect

    their monthly rental and turn a

    blind eye to criminal activities or

    neglect their building is unaccept-

    able. They need to be part of the

    urban renewal process of Bell-

    ville, he said.

    Ourmessage is very clear to er-

    rant landlords: either be part of

    this process or face the consequences. The

    VRCID will now meet with the National

    Prosecuting Authority, police and City and

    we will identify all problem buildings in

    this specific area for possible action against

    the landlords and tenants, he said.

    We are talking about counterfeit goods

    being sold, illegal alterations to buildings

    without City approval, health and fire risks

    and so the list can go on.

    JP Smith, the Citys Mayco mem-

    ber for safety and security, added:

    This is a massive bust and we will

    be working closely with the South

    African Police Service, particularly

    in respect of the fraudulent driving

    licences and vehicle registration

    discs that were found on the premis-

    es.

    I want to commend everyone in-

    volved for their sterling work. Once

    again we have a brilliant example of

    the results that are possible through

    effective public-private partner-

    ships, he said.

    gratulated the VRCID for a job well

    done.

    ith new developments in Durban-

    ville and Kraaifontein putting even

    more pressure on the Durbanville

    police, the communitymust keep onputting

    pressure on authorities for more resources.

    This message was conveyed strongly and

    clearly at the annual general meeting of the

    Durbanville Community Police Forum

    (CPF) last Wednesday evening.

    The new developments of Greenville,

    Graanendal 2 and Clara Anna Fontein will

    result in a need for more police resources,

    which we are not going to get.

    It is going to be crazy, said Lieutenant

    Colonel Marius Swanepoel at the meeting.

    He said theDurbanville police area is vast

    and covers about 181 km.

    The rural area is very big. In any shift

    two to three vehicles are deployed, of which

    one is always in Fisantekraal. Durbanville

    has two problem areas in which 44% of

    crime is committed Fisante-kraal and the

    Durbanville business district (CBD).

    A total of 23% of all crime occurs in Fis-

    antekraal 1 054 cases in the past year

    (from 1 April 2014 to 31 March 2015), mostly

    liquor and drug-related, as well as contact

    crime and property related crime, he said.

    In the CBD 21% of the crime occurred

    a total of 956 cases, mostly theft out or from

    motor vehicles, common theft, contact

    crime or property related crime.

    The reality is that these two areas drain

    our power, said Swanepoel.

    Good news is that three new students

    were taken in at the Durbanville police sta-

    tion this year. They can be deployed in 2016.

    Threemorewill be trained in 2016, he said.

    Without our partners, which include the

    Durbanville CPF, neighbourhood watches,

    security companies and the Victim empow-

    erment programme (VEP), it would not

    have been possible. Our partners have also

    invested in licence plate recognition (LPR)

    cameras to make our community safe,

    Swanepoel said.

    Dennis Smit, on behalf of the Durbanville

    Business, asked whether the police has

    done any future planning in respect of the

    expected thousands of new residents with

    the Greenville and other developments.

    What future planning is the police doing

    to be on top of it? We have been battling for

    over 30 years for a new station, Smit said.

    Lesley Ashton, chairperson of the Tyger-

    berg Cluster Community Police Board (in-

    cluding seven police stations), said Dan Pla-

    to, provincial minister of community safe-

    ty, started a process of gunning the

    national government for an extra station

    since 2013.

    BothKraaifontein andDurbanville have

    had huge developments and police services

    are under pressure, she said. The prob-

    lem is that it is considered as a soft, long-

    term problem. It is not visually in the face

    yet, but we will continue pushing for what

    we refer to as the forgotten North. It is not

    only regarding police services, but also oth-

    er social structures suchas transport. Itwill

    be an environmental wave that will affect

    us quite seriously.

    Although there are talks about land that

    has been earmarked for a newpolice station

    in Greenville, the community will have to

    make themselves seriously heard to relieve

    Durbanville and Kraaifontein struggling

    with poor resources in the growing areas.

    Our communities must not go on idle and

    think we are on top of it. I would hope to

    see a new police station in 10 to 12 years

    time, but we need your voice. Greenville is

    our reality and part of our crime prevention

    is to ensure skills development and job op-

    portunities for this community, she said.

    chairperson.

    he Boston Centre, which houses the

    Bellville branch of the Department of

    home affairs, was evacuated last

    Thursday after a fire broke out.

    No one was injured in the blaze, but two

    adultwomenwere treated for smoke inhala-

    tion by ER24 and other emergency services

    personnel on the scene.

    Theo Layne, spokesperson for the Citys

    Fire and Rescue Services, on Monday told

    TygerBurger the cause of the fire was still

    undetermined.

    Commercial and residential representa-

    tives of the building state the fire was

    caused by an illegal inhabitant of the build-

    ing.

    Mark Sandak-Lewin, commercial repre-

    sentative of the centre said this man had

    broken into thebuilding over ayear ago and

    they have been trying to get him evicted ev-

    er since.

    This man broke into a storeroom a year

    agoand is still occupying the room.Wewent

    to the courts to have him evicted two sets

    of attorneys have tried. He is basically liv-

    ing in a cupboard. The courts refused. We

    know this man is running a prostitution

    business from the room, he said.

    Althoughpolicewere alerted to thebreak-

    in, theman told themhewasworking in the

    centre, Sandak-Lewin said, so they did not

    pick him up.

    He used to work there at one point, but

    was fired. The courts are not interested in

    ejecting anyone hell be homeless. This is

    regardless of who the property belongs to,

    Sandak-Lewin said.

    Mark said a fire chief at the Bellville

    fire station told him the blaze had started

    from the mans room.

    The suspect made an illegal electrical

    connection from the light fitting in the ceil-

    ing to his stove and he either knocked the

    stove over, or something went wrong.

    Next the couch burnt, then some other

    stuff and then the fire spread to the rest of

    the building, Sandak-Lewin said, adding

    the fire was contained to the first floor.

    This man started a fire, he is trespass-

    ing, has no permission to live here, and yet

    he is not made to leave.

    Even after the fire chief confirmed the

    cause of the fire was from this guys room,

    the suspect simply said it was an accident

    and he was allowed to walk out!

    Whos going to pay the millions of rands

    of damages? Not the courts; not the police;

    not this guy.

    A trustee from the residential side con-

    firmed whatMark had said, adding that the

    residents are now refusing to pay their De-

    cember rent.

    The people have no electricity. The mo-

    ment you put the mains on, there is a heck

    of an electricity outage throughout the

    building, she said.

    Derek Bock, COO of the local city im-

    provement district the VRCID, said: We

    take note of the fire in the Boston building,

    which could have been a tragic loss of life.

    This building leaves a lot to be desired in

    terms of health and safety standards and ap-

    pearances, he said. It is our viewpoint

    that this building plays no part in the urban

    renewal of Bellvilles CBD and we call on

    the owners to either sell the building or put

    recently named the new CEO of the

    Artscape theatre.

    LeRouxhas been at the forefront of devel-

    opment through art formore than a decade.

    She has been passionate about making

    the arts accessible to the disabled in her ca-

    pacity as director of audience development

    and education for the theatre, being a disa-

    bled person herself.

    Belinda Bell Jackson from the United Na-

    tions Association of South Africa (Unasa),

    one of the organisations Le Roux has built

    close ties with, congratulated her at the on-

    set of the campaign calling for 16 days of no

    violence against women and children on 25

    November.

    As director of Audience Development

    and Education at Artscape for the last dec-

    ade or so, she has ensured thatmanymargi-

    nalised communities have been greatly em-

    powered to become lovers of theatre, and

    manyhigh school kids andyoungpeople are

    currently involved in the performing arts

    throughhervisionary leadership, Jackson

    said.

    Le Roux is known for staging full Art-

    scape productions in some of the provinces

    poorest townships, fulfilling her dream of

    taking the arts into the heart of the coun-

    trys previously disadvantaged communi-

    ties, and leaving lasting impressions on the

    youth,with the artswell within their reach.

    Dagga Party, Jeremy Acton, is calling

    all supporters of the so-called dagga

    culture to a night vigil.

    The partys hearings in the Cape High

    Court, which challenge the constitutionali-

    ty and question the justification of the pro-

    hibition of dagga, are set to continue on

    Monday 7 December.

    As such, Acton who hopes to come out

    smoking that Monday hopes to garner as

    much support for themovement as possible.

    Thousands of supporters of the legalisa-

    tion and regulation of dagga for the public

    benefit are expected to come out smoking in

    Cape Town ... next week during the hear-

    ings, he said in a statement.

    The Dagga Party of South Africa has is-

    sued a call to all members of the dagga cul-

    ture in the Western Cape to attend a mass

    gathering in Leeuwen

    Acton said the event will

    start the Monday at 08:30

    and is set to end at 16:00 the

    planned overnight outside

    This gathering is re-

    porters of legislation to bringposters in sup-

    port of legalisation and claim of dagga

    rights, Acton said.

    signed up in support of the case, basing his

    al dagga hearings.

    he first ever annual neighbourhood

    watch (NHW) awards hosted by the

    City of Cape Town took place last Fri-

    day evening.

    Of the sevenwinners, five are fromnorth-

    ern suburb areas like Kuils River, Bellville,

    Milnerton and Blue Downs.

    Hylton Mitchell, an organiser of the

    event, said the NHW awards nominations

    committee received a total of 122 entries

    from watches all over the city.

    In the end, six outstanding individuals

    and the NHW of the Year stood out above

    the rest. The winners were deservedly rec-

    ognised for their contribution in going

    above and beyond the call of regular NHW

    duties, to be instrumental in their respec-

    tive communities in the fight against in-

    creasing crime levels in Cape Town, he

    said. The inaugural awards event brings

    to light the incredible volunteerwork being

    done by NHW members who often at great

    personal cost and sacrifice do this kind of

    community service work without seeking

    any favour or reward.

    NHW formations based on crime trend

    research is one of the most effective ways

    crime is reduced in communities. By con-

    ducting regular patrols these NHW forma-

    tions add an additional safety net for local

    residents and communities often ravaged

    the target of crowbar gang-style break-ins

    or hijacking across Cape Town, he added.

    According to Mitchell the Citys safety

    and security directorate will be providing

    more training, resources and support to

    NHWs across the Metropole.

    The first NHW Member of Year winners

    were: Neil Thyss from the Tuscany Crime

    Watch in Blue Downs and from nearby Vre-

    delust in Kuils River, Logan Frieslaar.

    The Safe City award went to Lianne Lip-

    pert from the Tygerhof NHW in Milnerton,

    with the Innovation award going to Reagan

    Croeser from the Summer Greens NHW.

    The Working Partnership award went to

    the Loevenstein NHW in Bellvilles chair-

    man, Hennie Koekemoer.

    The Community Cohesion award went to

    Amina Rajap from Statice Heights NHW in

    Athlone, and the NHW of the Year was the

    Ikamva Peace Makers from Samora Ma-

    chel. The Above and Beyond award went to

    Tony Schreiber from the Bergvliet NHW.

    The Bellville police are looking for the sus-

    pects involved in a house robbery on 30 Octo-

    ber and need the publics assistance.

    The robbery tookplaceat 08:00whenabusi-

    nessmanwas robbed at his home in Bellville.

    The complainant alleged that a previous

    employee had arrived at his house and

    gained entry by force. He was accompanied

    by three other men, said police spokesper-

    son Captain Fienie Nimb.

    They tied up the complainant and took

    cash, a cellphone and jewellery, she said.

    The suspects then fled in a car. Nimb said

    neighbours came to the complainants aid.

    The police are in possession of a picture of

    one of the alleged robbers and are asking the

    public to assist with identifying and locating

    the suspect. Anyone with information can

    he Victim Empowerment Pro-

    gramme (VEP) of the Durbanville

    police is in urgent need of more vol-

    unteers to relieve the pressure on the

    current team.

    This was shared by Genni Engel-

    brecht, coordinator of theVEP, at the an-

    nual general meeting of the Durbanville

    Community Police Forum (CPF) last

    Wednesday evening.

    Wehaveonly 15 volunteers on the ros-

    ter inDurbanville, andonly two inFisan-

    tekraal. One of the latter, Aunty Betty,

    works daily. She also has a full-time job

    and sometimes just goes home in the

    morning after her volunteer work to get

    ready for work. We have tried to recruit

    more volunteers in Fisantekraal, but

    with no success, Engelbrecht said.

    Of the four volunteers recruited in

    June this year, only three went opera-

    tional, but we also had two resignations

    recently, she said. Every volunteer

    works at least five shifts per month and

    it has taken its toll. We have had a hectic

    year. Our concern is that the volunteers

    this time of the year, they take a break

    and go on holiday, she said.

    Since June 2013 until now the volun-

    teers of the VEP have supported 582 vic-

    tims in 269 cases, of which 159 victims of

    residential robberies, 88 victims of busi-

    ness robberies, 29 victims in cases of do-

    mestic violence, 17 victims in cases of ne-

    glected and abandoned children and 87

    cases of suicide and attempted suicide.

    In November alone they supported 16

    victims in five cases.

    The total for the year from January to

    November is 185 victims in 71 cases, of

    which 57 victims of residential robber-

    ies, 23 victims of business robberies, 30

    victims of suicide and attempted suicide,

    and 36 victims of inquest deaths due to

    drug overdose, heart attacks, road acci-

    dents, drowningsand thedeathof babies.

    Engelbrecht also proposed that the

    CPF make an allowance available to the

    VEP.

    The VEP serves the broader commu-

    nity. We need to put a process in place

    for assistance for the volunteers.They re-

    ceive no remuneration for what they do,

    not even for their petrol or phone bills.

    My wish for the team is to somehow

    thank them at the end of the year for the

    hours and resources they have put in,

    she said.

    ing (Thursday) at the Bloemendal Res-

    taurant for the team, donated by Leon

    van Wyk of Being IT, also a member of

    the Nerina Neighbour Watch, after En-

    gelbrechts plea last Wednesday. Ther-

    esa Uys, councillor for ward 21, support-

    ed Engelbrechts request for an allow-

    ance at the meeting and said it should be

    addressed urgently.

    Maritha Roukema, project coordina-

    tor of theCPF, then said itwill be investi-

    gated and will receive priority.

    Engelbrecht thanked the Durbanville

    Rotary Club for their generous dona-

    tions throughout the year. Thanks to

    them we have enough items such as cof-

    fee, tea, sugar and items for babies such

    as diapers and formula, she said.

    City awards heroic officers, staff

    he City awarded its bravest and most

    heroic officers at its annual Safety and

    Security awards ceremony last Thurs-

    day .

    The event pays tribute to those staff mem-

    bers who went above and beyond the call of

    duty to protect the public.

    The awards were handed out to staff

    across the directorates departments, in-

    cluding Metro Police, Traffic Services, Fire

    andRescue Services, LawEnforcement, Dis-

    aster Risk Management and the 107 Public

    Emergency Communication Centre.

    Categories included outstanding service,

    supervisor of the year, bravery, department

    of the year and officer of the year.

    Of all the winners, quite a few of the offi-

    cers are situated in the northern suburbs,

    such as Justin McKay and Monrico Cloete

    from Law Enforcement stationed at Parow,

    who were each honoured in the category for

    bravery.

    The officers were on foot patrol in the

    Bellville CBD when they heard people

    screaming and saw twomen running away,

    according to a City statement. They gave

    chase and caught the suspects. The officers

    also recovered two firearms. At the police

    station theywere informed that the suspects

    had been involved in an ATM bombing in

    the Cape Town CBD, but had managed to

    evade the police.

    Liste October and Frank Jurries from

    Metro Policewere also awarded for bravery.

    The officers were on their way to the Atlan-

    tis office on Sunday 11 October around 07:30

    when they received a call about a bundu

    court along Vanguard Drive. The officers re-

    sponded and came across a very volatile sit-

    uation. Theymanaged to get the two victims

    away from the mob, that was armed with

    pangas, whips and stones.

    Senior traffic officer Nizaam Alexander,

    stationed at the Goodwood Traffic Centre,

    was awarded as departmental officer of the

    year. In the first sixmonths of 2015hewrote

    4 297 fines. He arrested 14 motorists for

    drunken driving, reckless and negligent

    driving, fraud cases and drug arrests, ac-

    cording to the statement. He suspended 48

    vehicles and impounded 95 cellphones. He is

    very competent in what he does, dedicated

    and one of the hardest working officers in

    area North. Alexander was also nominated

    at themidyear award ceremony after he and

    his partner recovered a vehicle that had

    been hijacked in Belhar.

    The commander of the Metro Polices K9

    unit based in Parow, Joan Felix, was also

    awarded as departmental officer of the year.

    The K9 unit has gone from strength to

    strengthunderher command. She is respect-

    ed by her peers and themembers in her unit

    and is highly regarded in the department.

    Lastly Rashied Isaacs from Disaster Risk

    Management at the Melton Rose depot was

    named departmental officer of the year for

    his service excellence.

    Ingrid at Oude Libertas, to let

    me know that I was one of the

    lucky winners of a double ticket

    to the Kurt Darren concert,

    which was held at the Oude

    Libertas Amphitheatre on

    Sunday 29 November.

    I wanted to say a big thank

    first time that my husband and

    I had visited this stunning open

    air theatre, which is situated in

    such a spectacular setting. The

    seating was great and the sound

    really good as well, and we will

    Ek sien ongelooflik uit en voel gevlei oor

    die voorreg wat my te beurt val.

    3. Wat is jou mooiste kinderherinne-

    ring van Kersfees?

    My pa is oorlede toe ek 13 jaar oud was.

    4. Waar gaan jy di Kersfees wees?

    Ek het n baie bedrywige Desember, met

    my laaste vertoning vanjaar op 20 Desem-

    ber. Daarna wil ek terug huis toe om Kers-

    fees by familie deur te bring, waarna ekmy-

    self gaan bederf met n lekker vakansie in

    die Kaap saam met hartsvriende.

    5. Watter planne het jy vir volgende

    hen a young quadriplegic

    from Durbanville left the re-

    habilitation centre after

    months, he immediately took up

    wheelchair rugby as a sport a deci-

    sion that made the world of differ-

    ence to his recovery.

    Eudricht Kotze (23), who liveswith

    his parents in Uitzicht, has not only

    been playing professional wheel-

    chair rugby for Maties since, but is

    also deeply involved with helping

    other new quadriplegics with recov-

    ery and acceptance.

    However, he is now in desperate

    need of a new sports wheelchair as

    his current one is falling apart.

    Eudricht became a quadriplegic

    after a car accident in Clanwilliam

    when he was 20 years old.

    Depressed until rugby

    I was very depressed when I was

    in rehabilitation, he says.

    His inspiration came when he met

    Mark Swartz of Chairman Indus-

    tries, a paraplegic who came to intro-

    duce him to wheelchairs.

    He told me about wheelchair rug-

    by and even tookme to a match. I fell

    in love with the sport immediately.

    Since I took up this sport, I have

    not only become more independent,

    but it helped me to become stronger,

    to do things formyself, to drive a car again

    and to gain more movement, especially in

    my arms, he says.

    This year I was chosen as convenor for

    the Maties Wheelchair Rugby Club and

    couldnt be happier and more proud.

    Eudricht works as internal accounts

    manager for a security distribution com-

    pany, Pinnsec, in Montague Gardens.

    In his free time he works as a volunteer

    at the Life Rehabilitation Centre at

    the Vincent Pallotti Hospital to help

    patients adapt to their new circum-

    stances.

    My sports wheelchair will not last

    another year, and I am looking for

    any assistance to buy a new one, he

    says.

    Wheelchair old, too small

    The wheelchair, which he borrows

    from the Maties Club, is already 12

    years old and actually too small for

    him.

    With our last league game, I was

    forced off the field as the chair kept

    onbreaking to thepoint of no repair.

    I cannot perform to my fullest to be

    chosen for the SA training camp, he

    says.

    ple with disabilities, said sports con-

    tributes towards the actualisation of

    the potential of individuals with

    physical disabilities.

    Over the past 20 years of my in-

    volvement with people with physical

    disabilities, I have observed with ab-

    solute clarity the impact that sports

    has on the physical health of mem-

    bers, he says. Eudricht is highly

    motivated to excel in wheelchair rug-

    by, but his biggest obstacle to reach

    his full potential in the sport is the ex-

    pense of purchasing a custom rugby

    wheelchair that will be suitable for him.

    tyd om 18:00. Di vrou het toe voorgegee om

    van Shoprite te wees, met n kamtige R2 000-

    koopbewys van di winkel in haar besit.

    Brown was nie ten tyde van die voorval

    in haarwinkel nie, en het die vrou telefonies

    aanges om die kaart by die assistent te laat.

    Toe s die vrou vir die assistent ek het

    ges sy moet R1 000 aan haar gee vir die

    koopbewys. Wie ook al di vrou was, sy is

    weg met daai geld. Die kaart is waarskynlik

    gesteel by Shoprite, want daar was geen

    kaartjie of strokie daarbyomdiewaardevan

    die kaart aan te dui nie, s Brown.
