he smell of dagga fumes and farmyard
animals is a massive irritation to
Dagga Party leader Jeremy Actons
neighbour.
Actons neighbour, Etienne Nortje, says
hes been struggling for months to get the
authorities to take action against Acton.
They did come and have an inspection,
but (Acton) just blatantly ignores their war-
nings, said Nortje.
His complaints include Actons keeping
backyard animals in Kenridge.
It sounds like a farm next to us. The man
breeds with rabbits, he has a bunch of chic-
kens, theres a beehive and a little while ago
his dog ran down the street with a rabbit
skin past where our children play! said
Nortje.
The animal smells attract flies, especial-
ly in summer. The mans pool is greener
than grass and will soon create problems
with mosquitoes, Nortje added.
He says Acton does nothing to maintain
his yard.
I have paid for his side of the lawn to be
cut, but he got highly upsetwithme he says
its his rabbits food!
Ward councillor Andrea Crous said she
was aware of complaints from
neighbours. I have been approached by
Kenridge residents about a neighbour who
has no respect for them because of his unhy-
gienic yard, the droppings fromhis chickens
and rabbits, and the smoking of dagga at all
times of the day, she said.

The city isworking on the problem, but that
is not good enough for the residents. Theyve
spoken to this neighbour, but he just couldnt
be bothered.
From Actons side, things look a whole lot
different.
I have applied for a licence for the 11 chic-
kens I keep as well as for my four rabbits.
I have yet to get a reply from the city, he
told TygerBurger.
He said he asked all his neighbours for con-
sent to keep his chickens he doesn't have
a rooster and only one neighbour consen-
ted.
He said to keep the fly po-
pulation down he has five
fly traps on his premises
that give off a stink, as well
as a compost heap, but these
were kept away from
neighbours.
The issue with his tall
grass is a misunderstan-
ding, he says.
We own guinea pigs.
Grass is the only resource I
use to feed them. The grass
in Kenridge is cut severely
short I have to drive ten ki-
lometres to Stodels to get
grass for them, he said.
He said he resented neighbours imposing
their sense of neatness and lack of environ-
mental awareness on his family.
Acton said his pool did have a lot of algae
butwas filtered daily andhadnomosquitoes.
I am in the process of applying toCapeNa-
ture Conservation for a permit to keep carp
and run the pool as an aquaponics operation
a natural pond system. The inspector has
been here about four times, but has not seen
a single mosquito in that pool.
About dagga smoking, Acton said he used
it in accordance with my knowledge of my
rights, for medical reasons, and as a part of
my personal spiritual meditations in my re-
lationship with my Creator.
I do not use it indoors or in the presence
of my family, who dont like its smell. I al-
waysmakeevery effort to checkwinddirecti-
on to minimise any impact (on others).
He is not afraid of prosecution for his dag-
ga use. It is now possible for any citizen fa-
cing charges to stay their prosecution in the
High Court. I and many others have summo-
ned the state to scientifically justify the pro-
hibition and prove its constitutionality.
He feels the current neighbourly issueswe-
re verymuchaclashof perceptionsbetween
two individualswith different backgrounds
and hoped these differences
could be peaceably resolved.
The local ratepayers asso-
ciation said they know of no
problems with Acton or his
yard.
We havent received any
complaints. If therewas a big
problem, I am sure residents
would have complained to us
already, said Kenridge The
Hills Ratepayers Associati-
on chairperson Geordie Ho-
garth.
A senior city official who
maynot be named confirmed
to Crous that they have had
various complaints about the premises.
The ownerhas been sued and foundguilty
and fined about his animals. He has, in the
meantime, applied for licences for his ani-
mals, the official said.
Should Actons applications be unsucces-
sful, his animals could be removed, or he
would be sued again.
We will address the health issues,
but. . . will give the complaint through to law
enforcement for possible further action, also
regarding the beehive.
Acton said the swarm settled in h is yard
and the city has no scientific rationale for
the banning of bees from residential areas.

he police had to intervene when
a fight broke out in the drive
thru of the McDonalds in Dur-
banville early Sunday morning.
A client who was waiting in his sil-
ver VW Polo in the queue for his or-
der,was assaulted bya groupof about
ten men and women who were han-
ging out at the take-away restaurant.
According to Lt Marchell Rhode of
the Durbanville police, some of the
men and women, possibly pedestri-
ans, were standing in the drive thru
at about 02:05.
The man in the VW Polo told them
to get out of the way, when some star-
ted swearing, kicked his car and hit-
ting him in the face through his open
window.
After he received his order, he par-
ked his car to establish the damage.
He confronted his attackers, after
which they started to hit him with
their belts.
On a video that was posted on the
Sonstraal Heights group on Face-
book, it could be seen how he fell, got
up again and a further fight broke
out. The police then arrived at the
scene.
Rhode saidwhen he returned to his
car and drove off, he found that his
wallet with bank cards was stolen.
A security guard, who was at the
restaurant, was at first seen trying to
calm the situation, but was then not
seen again.
Charges of assault, malicious da-
mage to property and theft are being
investigated by the Durbanville poli-
ce.

proached for comment, no reply was
received before going to print.

ming genoemwil h nie, het die vermeende
skelm verlede Woensdag by hul kantore in-
gestap as n klintwat op soek is na nwoon-
stel om te koop in Durbanville.
Kort voor lank het die man vertel dat hy
die hoof is van die boete-afdeling in die
noordelike voorstede, of die Wes-Kaap, so

Boetegekonkel
Twosuspected abalonepoacherswere arre-
sted by the Bothasig police recently when
they were found in possession of 830 abalo-
ne with a street value of approximately
R100 000.
According to police spokesperson War-
rant Officer Jacques Mostert, two officers
on patrol, Constables Sello Mcutshenge
and Andrew Simmers noticed the suspici-
ousToyotaYaris en route to Parowat about
02:30 on Tuesday.
When they tried to get the driver to stop,
he sped away.
That raised suspicion that everything
was not above board. The officers gave
chase with the driver of the vehicle refu-
sing to move over.
They eventually forced the vehicle to a
stop on theN1 off-ramp,whereafter the five
occupants jumped out and fled on foot. Two
of the suspects were arrested, says Mos-
tert.

drama rondom die Majik Forest-park,
en nouweer n sprake dat die park van status
kan verander.
Andrea Crous, wyksraadslid, verduidelik
haar en die inwoners wat deur die Vallei-ko-
mitee verteenwoordig word, se siening oor
twee moontlike prosesse.
Die eerste is waarin inwoners vir seker-
heidswagte betaal om die hekke saans te
sluit, soos tans die geval is, en die tweede
is om die status van die area te verander
ni die sonering nie, s Crous, om so-
doende die Stad in staat te stel om alle hek-
ke permanent te sluit met slegs skyfiehou-
er-toegang.
Heining
Die Majik Forest is besig om sy magic
te verloor! meen Crous. Die heining daar-
rondom word gedurig deur die nag beska-
dig, s sy. Die Vallei-komitee het toe n se-

The Spur Foundations Toy Drive will give
children at the Durbanville Childrens Ho-
me and House of Grace a reason to smile.
The foundation will coordinate a natio-
nal toy collectiondrive,with collectionbox-
es for new and pre-loved toys availabe at all
Spur, John Dory and Panarottis restau-
rants betwee 1 December and 16 January,
Spur Foundation chair Ronel van Dijk.
In theWestern Cape the beneficiaries are
the Durbanville Childrens Home, House of
Grace, a place of safety for abandoned and
abused children, and Umnqophiso Prepri-
mary, a nursery school and aftercare cen-
tre in Lwandle, Strand.
The Toy Drive, supported by CourierIT,
LongstreetMedia andNampak, collected 77
boxes filled with toys in 2013.
According to a 2014 national adoption co-
alition report, there are 5,2 million orphans
in South Africa.
Over 13 000 live in residential care facili-
ties and an estimated 10 000 live on the
streets of South Africa. And that excludes
the children that are with their families,
but in such dire circumstances where they
cannot afford basic necessities, nevermind
toys, said Van Dijk.

here was back-slapping all around
when the Voortrekker Road Corri-
dor City Improvement Districts
(VRCID) crime and grime fighting ma-
chine held its second annual general
meeting recently.
The second AGM of the VRCID was
a huge success. It wasmade possible be-
cause the outstanding results of the past
year made feedback to our members so
much easier, said Hardus Zevenster,
chairman of the VRCID board.
I thus cannot help but congratulate
the dedicated personnel for their out-
standing service in 2014, he said.
The partnership between the VRCID
and the business communitywas anoth-
er reason for our success, said Zeven-
ster.
He said corporates and businesses
that have established themselves in the
VRCID area have proven invaluable
to their success.
Derek Bock, operations manager of
the VRCID, said it was very important
to continue to build strong relation-
ships.
Our precinct managers, Sarel Stry-
dom (in Bellville), and Rushdi Toefy (in
Parow), work with many departments
across the City of Cape Town, he said.
Our success depends on their sup-
port as we carry out our daily opera-
tions, said Bock.
The VRCIDs key objectives were, ac-
cording to Bock: There is a need to be-
gin a two-way conversation with our
partners, investors and community.
While visible, our work on the streets
needs to be supported by a strong mes-
sage of investment.
Bock said property prices were begin-
ning to reflect the VRCIDs success.
Tax incentives such as theUrbanDe-
velopment Zone (UDZ) and initiatives
such as the Mayoral Urban Regenera-
tion Programme (MURP) have a role to
play in attracting investment, he said.
Parking management remained a key
issue.
We recognise the urgent need to pro-
vide cleaner, safer public parking areas
across Bellville. In the new year we will
be discussingways andmeans to do this
with the City of Cape Town.
Thirdly, he highlighted the continued
prioritisation of their four social devel-
opment programmes.
Simplymoving people away from an
area does not address the root cause of
homelessness.
Partners Radio Tygerberg and MES
were helping facilitate the establish-
ment of a Hope Centre where street peo-
ple could accesswork opportunities and
skills training.
This is a much more sustainable ap-
proach that we hope will change the so-
cial profile in the VRCID area.
Lastly, Bock said the VRCID would
continue strengthening tieswith the po-
lice and city partners.
City mayco mamber Sam Pienaar,
chargedwith the progress of theMURP,
said he was still as committed to realis-
ing the promise of the VRCID to clean
up the Voortrekker Road corridor.
The VRCID is a critical instrument
in the future commercial growth of the
Voortrekker Road corridor.
Local ward councillor Leonore van
der Walt said her heart was very fo-
cused on the VRCID.
She said the impact of the VRCID on
Bellville and Parow was clearly visible.
Brendan van derMerwe, another Bel-
lvilleward councillor, said the improve-
mentsmade by the VRCID have benefit-
ed residents and business immeasura-
bly.
It will continue to bring financial
and intellectual investment and social
upliftment to this previously underval-
ued economic hub.

The police were on the scene within a minute after
a hit-and-run accident on the N1 on Friday.
This, according to Sanral video footage of the acci-
dent, which happened when a car hit a motorcycle
at 13:17.
Randall Cable, senior engineering manager at
Sanral Western Cape, said the Bellville police were
on the scene at 13:18.
This was not a serious incident. We do not have
footage of the accident itself, he said.
Details from their Freeway Monitoring Centre,
which houses the high-tech cameras that keep an
eye on Cape Towns freeways, showed detection
time was at 13:17, police arrived at 13:18, lanes were
reopened at 13:19 and the citys traffic officials ar-
rived at 13:20.
There was one minor injury to the motorcyclist.
Registrations as well as motorcycle agency data
were captured, Cable said.
Cable noted it was not the Tata featured in some
of the footage on social media that hit the motorcy-
clist.

The fifth annual Clarence Ford Charity golf
day is to be played at The Durbanville Golf
Club on Friday 5 December to raise funds for
the National Sea Rescue Institute (NSRI).
The first prize is participation in the Heart
104.9 Thailand April Challenge 2015.

supporters have raised over R1 million for

n Groep leerders van dieHorskool Bellvil-
le het onlangs gaan uitvind presies wat
brandbestryders daagliks doen en is verle-
de Woensdag met sertifikate vir di ge-
meenskapsprojek beloon.
Die leerders is almal oud-leerders van
die Laerskool Bellville-Noord en tans aan
die Horskool Bellville. Hulle het deelge-
neem aan n spesiale program wat ons aan-
bied vir horskoolleerders, het Desmond
Johnson van die Bellville-brandweertak ge-
s. As hulle in n beroep in die brandweer
belangstel, neem ons hulle op in n drie dae
lange werkskadu-program.
Op dag een word hulle gewoonlik by die
brandweerstasie geakkommodeer, waar
hulle die daaglikse werksaamhede van die
brandweer eerstehands kan sien, s hy.
Dan word die leerders op n uitstappie na
die brandweer se opleidingsentrum in Ep-
ping geneem, en dan na die Stad se ramp-
en noodbestuursentrum in Goodwood.
Die leerders doen n basiese brandbe-
wusmaking-werksessie en l n klastoetsie

A faulty telephone line may be one of the
reasons for the increase in invasive wasps
across the city.
Readers complained they receivedno res-
ponse from the citys Early Detection, Ra-
pid Response (EDRR) team after TygerBur-
ger reported on the current wasp problem
(Residents warned: aggressive wasps set-
tling across suburbs, 5 November).
The problem has been identified in the
meantime, and an alternative offered to the
problematic number, 021 712 1434.
Ulricke Irlich, project manager at the
EDRR, said their telephones lines were
down due to cable theft.
She said this had the effect that the pho-
nes simply rang, so people think we are
not answering.
Please can people email us at edrr@ca-
petown.gov.za? she said.
It looks like Telkom will not replace the
lines, so we are trying to make alternative
arrangements, but this is taking time.
The two invasive wasp species have seen
a city-wide warning issued, especially in
Bellville, Durbanville, Brackenfell, Kraai-
fontein andKuilsRiver areas, but residents
fromas far afield asLanga,Khayelitshaand
the southern suburbs have also complai-
ned.
The culprits are the European paper
wasp (Polistes dominula) and the German
wasp, or yellow-jacket (Vespula germani-
ca).
These species kill off indigenous honey
bees and the German wasp is known to be
aggressive when disturbed.

Almost R1,8 million rand has been raised
for charity by the annual Want ons Kan/
Cause we Can! Concert, taking place for
the 13th time next year.

While acts for the next Want ons Kan/
CauseweCan!Concert, which takes place
in July 2015, are still being confirmed, last

Needs Adapted Programme (Snap), Hel-
ping Angels and Rock a Bye Baby House.

of the event (and thus raise money for
their organisation) are invited to apply as
a beneficiary. It will be expected of the
chosen charities to sell tickets to the
event, which is usually an easy task.

After taking out my car license
I forgot to display it on my
window. When I saw a traffic
officer writing out a fine, he
explained that there were two
amounts on it R500 if your
license lapsed or R300 if you
took it out and did not display
it.
So its two weeks later and I
want to pay it. I first try the
internet, as fines can be paid
via Absa. The only problem is
there is no reference number
on the fine, so the payment
will not go through.
I then go to Absa, where the
cashier tells me that the
Traffic Departments system is
offline and I have to wait for a
second letter through the SA
Post Office.
No problem. So I go off to
the Traffic Department in
Durbanville, where I am told
that they can only take the
R500 payment, not the R300
one. This can only happen at
the Parow Traffic Department.
I then called the main
number, where I was told that
the fine has not been captured
so I cant pay it.
Why issue fines if they know
that the offender cant pay it?
Is the Traffic Department
run by human beings? I am
beginning to wonder...

So many who regard them-
selves as dog lovers forget
that while they are at work,
away for a weekend or at
times even a week, we the
lonely, old or just selfish are

howling, whining and barking
from many a neglected pet.
Dog lovers often
neglect their pets
You leave home at the crack
of dawn, returning some eight
hours or more later.
The so-called pet is given
its food and then the owner is
off to bed and sleeps like a log,
never hearing the night bark-
ing. And so it is every single
day.
How many genuine loving
hours are spent with the
animal? As far as you are
concerned your dog protects
your home and the barking is
their way of communicating.
To whom, I ask?
To the phrase get a life,
have you not noticed that we
who complain about the bark-
ing are very much alive. We are
the ones who hear and are not
deaf to the sounds of an animal
in distress, just surviving a
dogs life day after day.

daar te sit. Sy antwoord was
dat hulle dit nog gaan doen.
Die kersie op die koek was
toe ek van die Uitsig-gemeente
se feesmark kom om ongeveer
10:50 en daar staan nog n
verkeersmotor met n beampte
onder die bome naby Stodels in
Eversdalstraat geparkeer. Di
was ook op sy selfoon besig.

identifisering van die betrokke
misdadigers nie.
Die enigste persoon wat n

pen kan stop, is n goeie
persoon met n vuurwapen.
Onmiddellike reaksie in n
lewensbedreigende situasie is
altyd die beste. Die polisie kan
nie altyd oral wees om jou te
beskerm nie.
Daar is wel negatiewe aspekte
verbonde aan vuurwapens,
maar die positiewe aspekte is
meer.
Want moorddadige maniakke
verkies ongewapende slagoffers.
In ons geval het n taxi vol
getuies gewys wat die meeste
Suid-Afrikaners voel wanneer
die goeie ouens terugbaklei.

en duime in die lug aan die
orde van die dag.
Ons het nodig om voorbereid
te wees en te doen wat verlang
word om ons vriende en
families te beskerm.

Di tyd van die jaar word daar gewoonlik
groot klem gel op geweld teen vroue en
kinders.
Vir sestien dae lank word ons gereeld
herinner aan di euwel en hoor ons
skokkende feite en statistieke daaroor.
Maar verbeter die situasie enigsins?
Want jaar na jaar word dieselfde donker
prentjie geskilder.
Vroue word in siklusse van geweld
vasgevang, omdat hulle by n man bly ter
wille van sy status of omdat hulle nie die
vermo of selfvertroue het om na hulself
en hul kinders om te sien nie.
Op die lang duur word hul selfbeeld so
geskaad dat hulle nie in hulself glo nie;
ook nie meer vertroue het in die beeld
wat hulle na buite uitstraal nie. Hulle
verloor hul identiteit en voel hulle het
geen waarde in die samelewing meer nie.
Kinders word so mishandel dat die
sielkundige letsels daarvan vir ewig aan
hul menswees vaskleef, en baie keer die
basis vorm vir hul eie geweldsoptrede
teenoor vroue en kinders in hul volwasse
jare.
As gemeenskap kan ons dit eenvoudig
nie meer ignoreer nie en moet ons druk
op die regering toepas om die politieke
wil te kweek om kragdadig teen geweld
en misdaad op te tree. Ook nie net wat
geweld teen vroue en kinders betref nie,
maar teen lle geweld en misdaad.
Dit is tyd dat ons nie net vir 16 dae
van die jaar hieroor standpunt inneem
nie, maar elke dag van die ander 349 dae.
Raak ons nie almal betrokke nie, gaan
di wanpraktyk net onverpoos voortduur.

ance opportunity andmaster classes
with international conductors; the
semi-finalists and finalists perform
with the Cape Town Philharmonic
Orchestra, and the overall winner
receives an all-expenses paid one-
month internship with the famed
Philadelphia Orchestra in America
and two months of study at North-
western University in Chicago with
maestro Victor Yampolsky.
Entry forms can be downloaded
from www.cpo.org.za. The closing
date is 15 March 2015, after which a
preliminary selection will be made.
Those chosen will participate in the
preliminary round inJunenext year
in Cape Town, with the semi-finals
and finals in February 2016.

Settlers Highs science debaters are getting
ready for the showdown in Johannesburg.
The Settlers High School from Bellville
won the Western Cape leg of the national
high school debate run by the SA Agency for
Science andTechnologyAdvancement (Saas-
ta) inOctoberandgoon to represent theprov-
ince in the final on Friday 5 December at the
3M Technology Centre inWoodmead, Johan-
nesburg.
This annual event encourages young peo-
ple in grades 9 to 11 to address key issues
around science and technology faced by their
communities.
