1.1. NOISE ABATEMENT PROCEDURES1.1.1. GENERAL

The following procedures have to be applied, in order to reduce noise contoursover populated areas in the APT vicinity, to all civil turbo-jet, turbo-fan and fan-jet ACFT. Departure and arrival of non-noise certificated ACFT according to national andinternational laws are not permitted.

1.1.2. NIGHTTIME RESTRICTIONSAPT closed between 2331-0600LT.Traffic not affected:a) Rescue, state, humanitarian, emergency, fire fighting flights and civilian

ACFT operating as state flight according to Art. 744 para. C of Air NavigationAct.

b) Ryanair ACFT are allowed to land after 2400LT in the event of delays, in caseof force majeure or in case of consequential delays suffered on previousflights on date.

c) Landing ACFT of all other carriers are permitted beyond 2330LT in case offorce majeure occurring during flight or before departure from the last APTwhen start-up clearance has taken place in time useful to land at LIRA within2330LT.

Power-back operations are not permitted between 2300-0600LT for any reason.

1.1.3. RUN-UP TESTSEngine run-ups and engine components testing are allowed from 0700 to 1300 andfrom 1600 to 1900 only.Rescue ACFT may be allowed H24 previous approval by local Civil AviationAuthority.RWY 15 in use:Engine run-up shall be carried out on TWY A between TWYs AE and AF, upwindand, when wind is calm, with the engine blast orientated towards SSE.RWY 33 in use:Engine run-up shall be carried out on TWY A between TWYs AA and AB, upwindand, when wind is calm, with the engine blast orientated towards NNW.

1.1.4. AUXILIARY POWER UNITS (APUs)Use of APU is allowed for 5 minutes before EOBT or after engine stop. Only inexceptional case AD operator ‘ADR’ may allow on ‘Ciampino apron’ frequency131.505 the use of APU for 10 minutes to arriving ACFT after engine stop and for15minutes before EOBT to departing ACFT.

1.2. LOW VISIBILITY PROCEDURES (LVP)1.2.1. GENERAL

LVP will be applied to precision approach, landing and departure operations atfollowing conditions, when:- The reported RVR is less than 550m. - Ceiling is below 200' according to the local MET report. - The rapid deterioration of weather conditions recommends so.Pilot will be informed by RTF when LVP are in force.

RWY 15 is available for ILS CAT I and Take-off operations with RVR not below400m.Follow-me assistance will be available on pilot request. In case of poor visibility conditions a reduced airport capacity can be expecteddue to restrictions applied on ground movement.

1.2.2. GROUND MOVEMENTWhenever conditions are such that all or part of the manoeuvring area cannot bevisually monitored from the TWR and/or in case of RVR equal to or less than1200m, only one movement at a time is allowed.

1.2.2.1. ARRIVALLanding ACFT shall vacate the RWY via TWY AF and report to ATC when theassigned stand is reached.

1.2.2.2. DEPARTUREIn case of aborted Take-off ACFT: vacate the RWY via TWY AF and report to ATCwhen the assigned stand is reached.

1.3. RWY OPERATIONSRWY 15 will be used as preferential RWY.Take-off and landing on RWY 15/33 allowed:- with dry RWY, MAX crosswind 20 KT;- with wet RWY, MAX crosswind 15 KT;- with contaminated RWY, MAX crosswind 10 KT.

1.4. TAXI PROCEDURES1.4.1. GENERAL

TWYs A and AG MAX ACFT code letter E.TWY AL and Taxilane SF MAX ACFT code letter D.TWY AH and Taxilane SD, SH, TC MAX ACFT code letter C.Taxilane SB and SG MAX ACFT code letter C.Taxilane SB usable for ACFT code letter D and E only following ATC instructionswith follow-me compulsory.Taxilane SG usable for ACFT code letter D and E only if, in exit, ACFT are toweduntil intermediate holding point A3 or A4 on TWY A with follow-me carassistance.

1.4.2. USE OF APRONSAll ground movement along all aprons with CAUTION under pilot’s responsibilityand according to available surface movement guidance system and marking.

1.5. PARKING INFORMATIONOn stands 111 thru 311, 314 thru 409, 506 thru 510, 511 stop2 thru 514 and W15thru W19 push-back required.Parking area GOLF to be used by towing.Stands 412 thru 416 for helicopters only.

2.1. SPEED RESTRICTIONSSpeed adjustment under radar control:

- 210 KT starting the turn to intercept LOC or appropriate VOR radial or NDBreading (in case of VOR DME or NDB DME final approaches) or at a distance of12 NM from THR in case of straight-in approach.

- 180 KT completing the intercepting turn or at a distance of 8 NM from THR incase of straight-in approach.

- 160 KT at a distance of 4 NM from THR.

2.2. NOISE ABATEMENT PROCEDURESThe following procedures have to be applied, in order to reduce noise contoursover populated areas in the APT vicinity, to all civil turbo-jet, turbo-fan and fan-jet ACFT.

2.2.1. RUNWAY USAGE

IFR Approaches:

- the preferential RWY is RWY 15;- expect ATC not to authorize to start descending below 3000' before the point

at which the GS reaches 3000';- use delayed gear and flap extension and low power/low drag approach proce-

dure whenever possible in compliance with safety requirements.

VFR Approaches:

- RWY 15 approaches shall be made at a slope not lower than the PAPI GS;- RWY 33 should be used only when weather conditions require it; - also when approaching RWY 33 maintain the downwind leg altitude at 2000'

and complete the final approach leg at a descent angle not lower than the PAPIGS.

2.2.2. REVERSE THRUSTUnless in the event of proven safety/operational reasons:- use of reverse thrust at power higher than idle is forbidden;- all ACFT with approach category C shall vacate RWY at last exit.

2.3. TAXI PROCEDURESTaxilane SA available only for entry stands 102 thru 105.

2.4. OTHER INFORMATIONIn order to avoid any conflict with local VFR traffic to/from ROME (URBE) whenperforming instrument approach procedures follow strictly altitude restrictionsas published on instrument approach charts.All inbound traffic except Italian Air Force must contact CIAMPINO Apron 20 minutes before landing to receive parking information and to indicate the com-pany chosen among following handling services:

3.1. START-UP, PUSH-BACK & TAXI PROCEDURES3.1.1. START-UP & PUSH-BACK

For ACFT parked on civil stands for which push-back is necessary, following pro-cedures are in force:- Pilots, before asking the start-up clearance to the Tower, must be sure to be

really ready to push-back procedure, contacting the ramp agent to be sure thatapron operations are completed and the area for push-back is free;

- Tower will clear push-back and towing operations up to start-up point or taxi-lane under pilot's responsibility and only upon request and receipt of start-upclearance from ROME ACC.

Above mentioned operations could be subject to delay due to priority needs ofState, Emergency and Humanitarian flights.Stands 114 and 115: When APU inoperative, inform CIAMPINO Ground beforestart-up and push-back.

3.1.2. TAXIINGOn Taxilane SG Code E ACFT must be towed until TWY A with Follow-meassistance.

3.2. SPEED RESTRICTIONSMAX 250 KT until crossing FL100.If unable to comply, advise ATC when requesting start-up clearance.ATC removes limitation by the phrase: 'NO ATC RESTRICTION ON SPEED'.

3.3. NOISE ABATEMENT PROCEDURESThe following procedures have to be applied, in order to reduce noise contoursover populated areas in the APT vicinity, to all civil turbo-jet, turbo-fan and fan-jet ACFT. During the initial climb phase, pilots shall maintain the following parameters:

ACFT performance permitting, reduced take-off thrust is recommended and,whenever possible, rolling take-off procedure should be applied.

3.3.1. RUNWAY USAGEBetween 0601-2300LT preferential RWY is RWY 15, and between 2301-0600LTRWY 33. This is not applicable: - when the tail wind component is exceeding 7 KT; - for particular meteorological reasons; - on pilot's request, for safety reasons due to ACFT performance; - for condition of RWY surfaces; - for ATC purposes.

a) up to 1500' QFE - take-off power;- take-off flap;- climb at V2 + 10/20 KT or as limited by body angle;

b) at 1500' QFE - reduce thrust and climb at V2 + 10/20 KT until reaching3000’ QFE;

c) at 3000' QFE - accelerate smoothly to enroute climb speed with flap retraction.
