1.2. SPEED RESTRICTIONSWithin LYON class C TMA, the speed is limited to MAX 250 KT below FL100except with explicit clearance by ATC.For ACFT which cannot maintain MAX 250 KT for technical reasons or for flightquality, a higher speed is possible after clearance.

1.3. NOISE ABATEMENT PROCEDURES1.3.1. NIGHTTIME RESTRICTIONS

In order to reduce the noise pollution in the vicinity of aerodrome, the Ministe-rial Order defined the following category:'The most noisy ACFT of Chapter 3' - turbojet ACFT whose noise certification isaccording to ICAO Annex 16, Volume I, Part II, Chapter 3 and which have an accu-mulated margin of the certified noise levels, with respect to permissible noiselimits defined in this Chapter, being less than 5 EPNdB.'The most noisy ACFT of Chapter 3' are not permitted to:- Take off between 2200-0600LT;- Land between 2215-0615LT of arrival on parking area.

EXEMPTIONS

These restrictions do not apply to ACFT in emergency for flight safety reasons,humanitarian or ambulance flights, ACFT operating for government missions,ACFT mentioned in article L. 110-2 of Civil Aviation Code.

1.3.2. LOCAL FLYING RESTRICTIONSVisual approaches are prohibited except for safety or health emergency.The passing of a RWY to the parallel RWY can be allowed on pilot's request ifACFT is lined up on final approach axis and is located less than 10NM from THR.

1.3.3. REVERSE THRUSTReverse thrust and propeller pitch reversal may be set on landing between2200-0600LT to a position exceeding the reverse idle power position only foroperational and safety reasons.

1.3.4. RUN-UP TESTSRun-up tests mean any operations carried out on a stationary ACFT with enginesrunning for more than 5 minutes or with engine power higher than that used forstarting or taxiing sequences.Prior agreement of air traffic services through radio (Ground Frequency 121.825)is required before any engine test. These serv ices will notify the location wheretests are possible, as also the ACFT orientation to be observed. A listeningwatch on Ground Frequency shall be maintained by the team in charge of the ACFTduring all the test duration, except otherwise specified by the Control Tower.The ACFT operator is responsible, during all the test duration, for checking thatno damage may be caused by the blast of the jet engine or propellers.

1.4. LOW VISIBILITY PROCEDURESLVP are in force at the latest when RVR is equal to 550m and ceiling equal to 200'.When LVP are in force, pilots are advised by ATIS.ATC transmits RVR on first contact on frequency and when changing.

1.5. SURFACE MOVEMENT GUIDANCE AND CONTROL SYSTEM1.5.1. USE OF MODE S TRANSPONDER ON THE GROUND

1.5.1.1.GENERALThe system using Mode S transponder improves the accuracy and the reliability ofthe ground movement monitoring system.

1.5.1.2.ACFT EQUIPPED WITH MODE S TRANSPONDERACFT operators shall ensure that the ACFT Mode S transponder is operational.

For outbound taxiing ACFT:Before any move (push-back or taxiing):- Using the FMS or the transponder control unit enter:

- The flight identification as specified in item 7 of the ICAO flight plan(ex.: BAW362, DLH04T, AF651PQ..);

- In the absence of flight identification, the ACFT registration (ex.: FHJCR).- Select XPNDR or its equivalent (with respect to the installed model).- Select AUTO mode if the function is available (do not select the OFF or STDBY

functions).- Display the Mode A code assigned by ATC unit.

For inbound taxiing ACFT:After landing and until stopping at the parking stand:- Maintain the last mode A code assigned by ATC unit.- Select XPNDR or its equivalent (with respect to the installed model).- Select AUTO mode if the function is available (do not select the OFF or STDBY

1.5.1.3.ACFT NOT EQUIPPED WITH MODE S TRANSPONDER OR WITH ANUNSERVICEABLE MODE S TRANSPONDERThe pilot of an ACFT not equipped with a Mode S transponder, or equipped with anunserviceable Mode S transponder, moving on the movement area, shall displaythe Mode A code assigned by the ATC unit, or if none assigned the code = 0000,while stopping the Mode C broadcasting as long as the ACFT is not on the RWY(landing or taking off) by setting the mode selector on the appropriate function.

2.1. SPEED RESTRICTIONSAirspeeds on approach are managed by ATC.At the latest in the beginning of final approach, crews must expect to maintain160 KT until 4NM to threshold.If airspeed restrictions are not necessary, it will be clearly indicated by ATC:"No airspeed restriction."

2.2. NOISE ABATEMENT PROCEDURESPilots must perform their approach so as to maintain last assigned altitude byATC until ILS GS interception. The final approach must then be performed withoutflying below GS.

2.3. CAT II/III OPERATIONSRWY 35L/R approved for CAT II/III operations, special aircrew and ACFT certifi-cation required.

2.4. RWY OPERATIONSRWY 17L/35R preferred for landing.If RWY 17R is in use for landing, the RNAV (GNSS) RWY 17R is the preferredapproach procedure and will be announced on ATIS. ACFT unable to perform thisapproach shall notify ATC on first contact with LYON Approach to receive vectorsfor the VOR approach RWY 17R.

2.5. TAXI PROCEDURESILS CAT II/III landing traffic exit RWY 35L via TWYs A3 or A4.Outside LVP conditions, leave RWY 17L/35R quickly via the first HST available.After clearing RWY 17R/35L, ACFT wait for SAINT EX Ground instructions prior toentering TWY T.

2.6. OTHER INFORMATION2.6.1. REDUCED RADAR SEPARATION VALUE ON FINAL APCH

The 3.0NM minimal radar separation can be reduced to 2.5NM between two ACFTon final approach RWYs 17L or 35R, when the preceding ACFT belongs to the waketurbulence category lower or equal to the category of the ACFT that follows.This minimal separation is not applicable behind a heavy ACFT or B757.

2.6.2. MISSED APPROACH ON FINALATC could modify published missed approach as follows:Above 1200' AMSL climbing, turn EAST sector on a heading specified by ATC, upto an altitude compatible with minimum radar safety altitude.Obstacle clearance up to a standard minimum radar safety altitude is ensured bythe minimal missed approach climb gradient (2.5%).

2.6.3. PAPI 17R/17LIn case of use of both RWYs QFU 17, PAPI 17R and 17L are lit simultaneously.

3.1. DESCRIPTION OF DEPARTURE OPERATIONAL PROCEDURE3.1.1. DATALINK DEPARTURE CLEARANCE (DCL)

The following time parameters apply:

3.1.2. DEFINITIONSAPT will become an A-CDM (Airport-Collaborative Decision Making) fromNovember 2016 on.A-CDM is an APT traffic management optimization concept. The departure proce-dure is based on a local system calculating and managing an off-block departuresequence. This system is linked to the Network Manager Operations Center(NMOC).The DGAC (French Civil Aviation Authority) has set up a system to check the con-sistency between filed flight plans and time slots allocated by the coordinator.The COHOR association has been designated as the coordinator for Frenchairports.The COHOR association is responsible for:- allocating time slots;- checking that there are time slots for the flight plans filed and the consistency

of the flight plan times with the time slots allocated;- and, when appropriate, requesting EUROCONTROL to suspend a flight plan with

no arrival or departure time slot at a coordinated APT.At Lyon Saint-Exupery APT, the A-CDM system and associated procedures arecalled GLD (Gestion Locale des Departs - Pre-Departure Sequencing).SOBT (Scheduled Off-Block Time) is the time corresponding to an APT slot allo-cated by COHOR.TOBT (Target Off-Block Time) is the target time set by the airline itself for theoff-block departure time and transmitted to the A-CDM system.TSAT (Target Start-up Approval Time) is the approved off-block departure timecalculated by the A-CDM system.EOBT (Estimated Off-Block Time) is the off-block time in the flight plan.

3.1.3. GENERALThe A-CDM concept is based on the sharing of flight-related information and theintegration of all constraints on the partners working in collaboration (airlines,airports, ground handling agents and the ATS unit).The Lyon Saint-Exupery GLD system continuously calculates an off-block departuresequence, providing an optimized off-block departure time based on the TOBT foreach flight.The TOBT and its updates improve predictability and punctuality during the ACFTturnaround process. By using variable taxi times, the off-block departuresequence is transformed into take-off times. These times can be seen by all part-ners and are also communicated to the Network Manager Operations Center forinclusion in management of the European network.For each flight, in all situations and particularly in disrupted situations, the GLDsystem calculates a TSAT, thus providing an off-block departure sequence ena-bling the ATS unit to optimize use of the available capacity.

3.1.4. COORDINATION WITH THE NETWORKThe Lyon Saint-Exupery APT is directly connected to the Network Manager Opera-tions Center to exchange flight data update messages (Collaborative Managementof Flight Updates).The DPI messages include target take-off times which aretaken into account by the Network Manager Operations Center for En Route traf-fic prediction and for slot allocation.

In sequenced mode, the update of the TOBT and/or EOBT is a benefit for airlineswhose CTOT calculation is better optimized.The different types of DPI are:- Early Departure Planning Information (E-DPI);- Target Departure Planning Information (T-DPI);- ATC Departure Planning Information (A-DPI).

3.1.5. SOBT AND EOBT SOBT acts as a reference to set flight priority when allocating its position in theoff-block departure sequence. On reception of the flight plan (at least 3 hours before EOBT according to theCFMU rules), the EOBT and the SOBT must be coherent: the EOBT must be laterthan or the same as the SOBT, otherwise operations must file a new flight plan.

3.1.6. TOBTThe TOBT is the target time the airline itself sets as off-block departure time:- Doors closed;- Boarding bridge removed;- Push-back available (if required);- ACFT ready for taxi (nose-out)/be pushed back when cleared to do so (nose-

in);- Crew ready.TOBT, transmitted by the airline to the ADL information system (FARMS), is usedto inform the GLD system of the time before which Off-block departure is notpossible. By default, without any information from operations, the GLD systemwill consider that the earliest possible departure time is the same as the EOBT. Anew TOBT must be issued by operations as soon as they are informed of a flightdelay with respect to the scheduled EOBT or a variation (delay or improvement)of 5 minutes or more from the target time (initial TOBT).If the flight is ahead of schedule, the TOBT can be moved forward to the limit ofthe EOBT -15 minutes.Any new TOBT must be later than the current time and than the SOBT -15 minutes.The TOBT must be transmitted at the latest before the last TOBT value in effectto remain in the sequence. There is no limit on the number of TOBTs sent for thesame flight.The airline or its handling agent is responsible for providing the flight TOBT. Forall flights, it is still mandatory to update the flight plan by a DLA message whenthe EOBT is modified by more than 15 minutes. If there is a difference of morethan 15 minutes between the TOBT and EOBT, an alarm is triggered and displayedon the GLD system. However, it must be emphasized that the TOBTs and flightplans are managed differently:- A TOBT can always be moved forward or back, whereas the flight plan EOBT

can be put back by a DLA, but cannot be moved forward.- It is therefore important that each airline manages its own procedure for

flight plan updating depending on TOBT.The usual ICAO procedures for updating flight plans remain the same: transmis-sion of a DLA message when TOBT/SOBT greater than [EOBT +15 minutes]. Theairline must still manage:- Flight plans by sending DLA messages to avoid FLS (Flight Plan Suspended) due

to FAM (Flight Activation Monitoring),- Compliance with the CTOT.

3.1.7. TSATTSAT is the approved off-block departure time, calculated by the GLD system tak-ing into account available departure capacity at the airport, the TOBTs of otherflights and the slots provided by the Network Manager Operations Center (enroute and at the destination).TSAT is the time at which an ACFT must leave the block after receiving start-upand push-back (or taxiing) clearance from the ATS unit. TSAT is displayed as fromTOBT -40 minutes.To optimize the off-block departure sequence, TSAT is continuously calculated andcan thus be moved forward or back at any time. A flight can be removed from thesequence (blocked) if it does not comply with its TSAT. In this case, the TSAT isno longer valid and the flight is no longer cleared for departure (the TSAT is nolonger updated). The only way to re-sequence the flight is to send a new TOBT,which will result in a new TSAT.The conditions resulting in the blocking of a flight in the GLD system are asfollows:- Flight has not received departure clearance at TSAT +2 minutes;- Flight has not left its stand after TSAT +5 minutes;- Flight has been suspended by the Network Manager Operations Center due to,

for example, closure of the destination airfield (the airline must send a DLA).

3.1.8. DEPARTURE PROCEDURE WITH ATC IN SEQUENCED MODETOBT and TSAT Communication:TOBT and TSAT for each flight are shown:- CDM website: https://www.cdmlys.com (access to the ADL system on

request);- on the FARMS system;- on DMAN (Departure Manager), the specific ATC interface.The airline or handling agent must make sure that the TOBT is known to all par-ties involved in ACFT handling at all times. Any change in the TSAT must becommunicated by the airline or handling agent to the crew (by direct contact,radio or datalink). Communication of the TSAT to the crew must be performedwith the same priority as for the Network Manager Operations Center slot. Net-work Manager Operations Center slots are taken into account in the TSATcalculation. Blocked flight status and the different alerts transmitted by the GLDsystem will also be displayed on the CDM website.

Start-up:Pilot must contact PREFLIGHT by radio or send an RCD (Request for DepartureClearance Downlink) to request Departure Clearance at TOBT -15 minutes. TheATS unit will then send the pilot the Departure Clearance information, put theflight on hold and ask the pilot to call back when ready to depart.If pilot calls too early, PREFLIGHT will ask the pilot to call back at TOBT -15 min-utes. In the case of an RCD, there will be no ACARS reply before TOBT -15minutes.If pilot calls or sends an RCD too late (from TSAT +2 minutes), the flight will beblocked by the GLD system and clearance will be refused. The flight will not beunblocked until a new TOBT is sent by the airline.When pilot calls back to indicate that the ACFT is ready to depart:

- If call is made too early (before TSAT -5 minutes), PREFLIGHT will inform thepilot that they will call back. Pilot must then monitor the PREFLIGHT fre-quency as closely as possible to obtain start-up clearance.

- If call is made between TSAT -5 minutes and TSAT +5 minutes, PREFLIGHT willgive start-up clearance and transfer the pilot to the Ground frequency.

- If call is made after TSAT +5 minutes, a new TOBT must be issued.It is implicit that the start-up request must result in actual departure from thestand before TSAT +5 minutes, particularly for "nose-out" flights.Pilot must not re-contact PREFLIGHT for start-up clearance once he/she has beenput on hold to avoid congesting the frequency. If a pilot has any doubts becausePREFLIGHT have not called back, he/she must first contact his/her operations orhandling agent to obtain his/her actual TSAT and thus determine if TSAT has beenput back. PREFLIGHT may be called back if the actual time is later than TSAT.Push-back:Push-back (or taxiing) approval is given on the Ground frequency from TSAT -5minutes, the ACFT being ready for push-back/to leave the block. This contactmust allow push-back/start of taxiing from the block at TSAT. Push-back/start of taxiing clearance is valid for 1 minute. Push-back/taxiingmust therefore begin promptly once clearance is given. The flight may be blockedby the ATS unit and have to repeat the entire departure procedure if it does notcomply with this rule.If off-block departure has not been performed at TSAT +5 minutes, the flight willbe blocked by the GLD system until a new TOBT is issued.

3.1.9. DEPARTURE PROCEDURE IN NON-SEQUENCED MODE

Communication Off-block Time:

If a technical or operational issue makes it impossible to use the off-block depar-ture sequence calculated by the GLD system, the airport may have to switchdeparture management to downgraded mode.A warning is displayed on the following systems:- the CDM website: https://www.cdmlys.com (in this case, TSAT display will

be suspended);- on the FARMS system;- on DMAN, the specific ATS unit interface.In this mode, the off-block departure sequence is no longer automatically calcu-lated, but a similar departure procedure continues to be applied manually. TOBTsmust still be updated by airlines, as must the flight plan EOBTs dependent onthese TOBTs. The ATS unit will calculate an Off-block departure time which willbe confirmed on the PREFLIGHT frequency when called at TOBT -15 minutes. Thistime corresponds to:- Flight plan EOBT for a non-regulated flight;- COBT (Calculated Off-Block Time = CTOT minus local default taxiing time) for

a regulated flight.

Operational Procedures:Departure clearance will be given on the PREFLIGHT frequency or via ACARS. Theoff-block departure must allow the EOBT {15 minutes or CTOT (if appropriate) tobe complied with as otherwise the flight will be blocked by the ATS unit until theflight plan has been updated by the airline sending a DLA or CHG message.Push-back/start of taxiing clearance is given on the Ground frequency, the ACFTbeing ready for push-back/to leave the block at EOBT {15 minutes or according toits CTOT.
