July, we then take a break - from meetings at least, if not the ongoing business - until 17

th September.

Parish Council Vacancy - there is one vacancy that can be filled by co-option. If you are interested in the work that your Council does please come along to meetings and also speak to any Councillor. Speeding - At our June meeting we discussed the police report about the various sites suitable for operating radar under a ‘Community Speedwatch’ scheme. As noted in the report in the June ‘Star’ we are very concerned that no sites are on Lion Road west of Pri-ory Road or on Upper Rose Lane, both stretches of road where much speeding occurs. On the day of our meeting the mobile camera van was sited in front of the council houses on Upper Rose Lane and it has also been noted in a layby on Lion Road and near the level crossing on Crossing Road. We have written to the police asking why the mobile camera van can be in these places when ‘Community Speedwatch’ apparently cannot. Still no hint of any response from Highways on our Vehicle Activated Signs, applied for in May 2014. HGVs - We decided to continue to press for a 7.5T restriction on both Crossing and Pri-ory Roads. The morning that this was written three HGVs in succession turned into Crossing Road towards the A143, the first of which was a 40-44T articulated lorry carry-ing chilled foods. ‘Access Only’ Road - A meeting has been held between the County Council and the School to discuss options for dealing with the persistent abuse by through traffic and the safety of schoolchildren but your Parish Council was not privy to this. It was 10 years ago that the ‘Access Only’ restriction was imposed and well enforced at the time by the police, but it still remains a problem we are trying to fix. County Highways - We decided to write formally to the appropriate County Council Cabi-net Member to state our frustration with Highways’ lack of concern or action over long-standing issues. BT Telephone Box - Various ideas have been received; many thanks to those who sug-gested them and we will now be following them through. Play Equipment on the Community Playing Field - A joint working party of Parish Council-lors and PDCC Committee members has been formed to progress this. If you have any views on the sort of replacement equipment that could (realistically) be provided then please contact Cllr Elaine Bootman at the e-mail address or telephone number given be-low. Village Sign - Our Blacksmith should be back in place by the time you read this. Very many thanks to Kate Ashington for her brilliant artistic renovation and to the other helpers for their contributions. Next meeting will be held on Thursday 23

University Campus Suffolk (UCS) is working with police in Suffolk and Norfolk to under-

stand the public’s perceptions of crime, anti-social behaviour and local policing services

in their area.

The online Suffolk and Norfolk Community Safety Survey will be a pivotal part of re-

search led by UCS. It will ask the public about their opinions on crime and anti-social be-

haviour, whether they have witnessed this in their local area and their experiences of en-

counters with the police.

The results will feed into change programmes currently underway in both counties to

identify where cost savings can be made in light of government cuts to policing budgets.

It is part of an approach called Evidence Based Policing (EBP) that is being adopted by

both police forces as a way of identifying the best way to deliver policing to suit the

needs of today’s communities.

This research is part of ‘the Better Policing Collaborative’, a multi university project

which is being led by the University of Nottingham. There are seven projects running

over three years; UCS will be looking into two of these, the first of which focusses on

community safety, followed by the introduction of Masters and short courses in Evidence

Based Policing.

Palgrave Nature Notes For a number of years David Garnham compiled Nature Notes for The Star, based on both his own observations and expertise, and sightings related to him by a number of residents. As David has now retired and moved away to the ornithological hotspot that is the North Norfolk coast, it seems to me that someone should carry on his work here in Palgrave, however incompetent we may be. If there prove to be enough people in the village prepared to help by letting us know what, where and when they see and hear, we will happily compile an occasional series of Notes covering such topics as the flora and fauna (mainly birdlife), landscape and weather trends experienced here in Palgrave and the adjoining parishes. It may even stray into the realms of man's influence, both good and bad, but hopefully managing to avoid becoming too divisive! With this in mind we will be very grateful to hear from anyone with information of recent sightings (say the last two months), associated facts and opinions relating to our local wildlife and natural environment. Please telephone either Jan Hicks on 01379 643510, Jane McClintock (07719 922762) or myself. Even if you have nothing to report at pre-sent it will be good to hear that you are prepared to support the idea in future, as we would like to hear of our 'everyday' creatures as well as the rarities. A brief note of the raptors recently sighted from Millway Lane. Both sparrowhawk and kestrel are fairly common, buzzards occasional but regular and usually seen with mob-bing carrion crows. Both red kite and hobby have put in rare recent appearances, whilst Penny Thompson reported a marsh harrier off Rose Lane earlier in the year. Though technically not raptors, Paul Ashington has a regular barn owl at the former waterworks site, from where tawny and little owls can often be heard at night. PALGRAVE WALKING GROUP

Our group, which now regularly attracts between 20 and 30 walkers, meets on the second and fourth Tuesday of each month leaving Palgrave Community Centre at 9.45 a.m. Everyone is welcome to join our friendly group but it is regretted that dogs cannot be allowed on our walks. Additionally Palgrave Walking Group, or its walk leaders, cannot be held liable for any injury sustained whilst on any walk they organise. AUGUST 2015 WALKS Tuesday 11th August Jean and Lorna will lead us on a walk from Yaxley Village Hall, which should take about 2.5 hours. It takes us through fields towards Thrandeston, then to Great Green before heading back via Gosford Hall to Yaxley. There are no stiles. We will have refreshments at The Cherry Tree. Tuesday 25th August Hilary will lead us on this work which is slightly short of 5 miles, this circular walk explores the countryside around Thelnetham before picking up the trails along the young Little Ouse. The walk uses quiet country lanes and footpaths; some of the latter are quite overgrown, lending a pioneering feel to the journey! There is one easy stile and no livestock to negotiate (at least on the test run!). Recent rain will make some of the paths muddy, especially on the fens, but the wettest bits are cov-ered by boardwalks. Well-earned refreshment after the walk will be taken at the White Horse in Thelnetham or its namesake in South Lopham. The Palgrave Fête and Flower Show Sunday 13th September

Different date ... Different fête!!

One of the high spots of the year in Palgrave, but later this year. For the first time we have decided to have a really big event with a special fête on the same day as our Summer Flower Show. We have the welcome return of The East Anglian Kite Flyers who, not only give us a wonderful display of their special kites, but also hold a children’s kite workshop so that children can go home with their own hand-made kite. Park Radio will be provid-ing music and their friendly banter throughout the afternoon. Palgrave’s school are promising us dancing and singing and St Peter’s Church are also taking part; we are promised a Carer’s Bus which will be of interest to anyone who is caring for another. We promise you a BBQ, Bar, ice creams and refreshments as well as face-painting, raffle, tombola and games with prizes. Magical Mark will be there and our drumming group will add a dif-ferent sort of music! And then – why not have a look at our Flower Show in the hall – it’s called a Flower Show but you can expect to find baking, vege-tables and crafts and you can see if you agree with the judges’ decisions. The Annual Prize Giving for this takes place during the afternoon. We are expecting an Indian Summer and what a highlight we are offering you – do come to Palgrave on 13

th September – and

bring your family and friends for a happy afternoon.

PALGRAVE GARDENING AND SOCIAL GROUP On Thursday 9th July, a fine day, 33 members and friends set off on the summer outing. The first stop was at Wroxham Barns an eclectic mix of craft and artisan shops/studios together with a plant nursery area and café. Next stop; the Old Vicarage Gardens at East Ruston. In 1973 the current owners began renovating the dilapidated vicarage and creating new gardens. Today they cover some 32 acres separated into ‘rooms’ vary-ing from the formal, with inspired planting techniques and unusual artistic colour combinations, to the more natural. One, the Desert Wash, brings Arizona to Norfolk by concept, design and execution producing a stun-ning result. A thoroughly enjoyable day. As you clear the ground of early crops such as potatoes and peas, re-vitalise your soil with a thick layer of homemade compost. It doesn’t matter if it is not perfectly rotted for at this time of year the soil is teeming with earthworms and with microscopic life, so as long as it doesn’t dry out, the compost will be quickly incorpo-rated. Into this improved soil you can now plant winter cabbages, kale and plug plants of salads including lettuces, chicories and endives. JAL Recipe of the Month New Potato and Grilled Pepper Pizza This is an unusual and delicious pizza topping. New, waxy potatoes are essential and so is the smoked cheese.

For 2 hungry people you will need: 4 medium new potatoes., thinly sliced. 1 small red onion, thinly sliced. 1 red pepper 1 clove garlic, chopped 2 or 3 oz smoked cheese, grated. Lovage (or thyme and marjoram) and parsley, chopped. Olive oil, balsamic vinegar, salt and pepper.

Grill the pepper until blackened, then skin and remove the seeds. Cut into strips, season with salt and pepper and with a sprinkling of oil & balsamic vinegar and set aside. In a frying pan, sweat the onion in oil for a few minutes until soft but not brown, adding the garlic towards the end. Add the potatoes, cooking for a minute or two, then add a tablespoon of water, season with s & p and half the herbs and put the lid on. Cook over a low heat , checking from time to time and adding a little water if they are sticking. When the potatoes are tender, drive off any surplus liquid and slide the mixture on to a plate to cool a little. Mix in the pepper strips. Roll out your pizza dough and cover it with two thirds of the grated cheese. Slide the potato mixture on to the dough, cover with the remaining cheese and bake the pizza in a hot oven (gas Reg 8 or equivalent) for 12 minutes or until nicely browned. Sprinkle with the rest of the herbs and serve with a salad. JAL

Mid Suffolk Tourist Information Centre is always on the lookout for new suppliers. If you are a maker in the Heart of Suffolk, or know someone who is, please get in touch, or pop in for a chat. High speed broadband is one of the most important issues affecting the lives of people living in rural Suf-folk both in their businesses and at home. I am always being contacted by Suffolk residents and business-men who express their frustration with the unreliability and slow speed of broadband services. Broadband is an essential part of our lives in the 21st century and affects all aspects of it, from education and farming to wellbeing and health. As a result, I secured a key debate in Parliament this week on the issue of broad-band in Suffolk. I was joined in the debate by my Suffolk parliamentary colleagues Peter Aldous, MP for Waveney, and Jo Churchill, MP for Bury St Edmunds in thanking Ed Vaizey, the Minister for Culture and the Digital Econ-omy, for the part he has played in the work already done on the roll-out of superfast broadband. Suffolk has previously received £12 million from the Government as well as a further grant of £15 million from the Department of Culture, Media and Sport and has led the way nationally to deliver faster broadband to very rural areas. However, there is still much more to be done, and I asked the Minister for his support in en-suring BT works with, and compliments the work of, the County Council’s Better Broadband for Sufolk programme who should be commended for the work that they have already done. The poor performance of BT, which has been slow to prioritise coverage of areas with poor broadband coverage, has been holding back the delivery of superfast broadband. In instances where the Better Broadband for Suffolk team could exceed timescales and other contractual parameters and deliver faster, BT has been limiting the delivery and this has been to the detriment of residents in Suffolk who have not received broadband in the timely manner they should expect. Farming and agriculture are the backbone of our rural economy but farmers have told me that they do not have the infrastructure connections to enable fast enough broadband to comply with online Government services, such as the new Common Agricultural Policy Information Service which requires our farmers to submit all the information online and have an email connection for communication. Poor broadband ser-vice is also affecting their ability to innovate and use new farm technology and software and meet with other regulation such as VAT, vehicle tax and animal tagging. I made it clear to the Minister that it is essential that the roll-out of superfast broadband must be linked with better mobile phone technology and improved mobile reception in our area. We all know that it is vital that people running rural businesses – for example, farmers needing satellite imaging on their combine harvesters – have broadband connectivitiy that is not just about fibre to the home, but broader in being linked online through a portable device, an issue which is intrinsically connected with mobile phone cover-age and 4G. The lack of reliable mobile phone signal impacts on day to day business, welfare and safety issues and access to weather reports and emergency alerts for our farmers. I shall continue to push the Government for more funding and support to deliver superfast broadband for all residents of Suffolk, and especially for the 5% of residents that live in very rural Suffolk. They too should enjoy a fast, reliable, sustainable and future-proof solution as the other 95%, and I asked the Min-ister for his support to avoid creating a ‘digital divide’ between the 5% and the 95%. I was very pleased to hear from the Minister that he will investigate the behaviour of BT in its delivery of superfast broadband to ensure that they help to accelerate the roll-out rather than act as a handbrake. The Minister also agreed to update me on the outcomes of his investigations in the autumn and I will of course keep my constituents updated in my efforts to ensure that every home, farm, business, school and shop receives improved broadband services.
