Parish Council News

There are still two vacancies on the Parish Council. It is important that the Parish Council represents the range of residents and their views. If you are interested in village matters including those mentioned below please come along to our meetings; keep us informed of what's important to you about living in Pal-grave: and help us to work together. At the last meeting the budget was set for the forthcoming financial year. The budgeted items totalled £13,680 plus £5,000 for items planned to be paid for out of the reserves. A substantial part of expenditure is taken up in maintenance of The Green, churchyard and cemetery. Work is to be undertaken, in association with the Parochial Church Council (PCC), to trees in the churchyard, removing some to improve the appearance of the area and to encourage better growth of those re-tained. We are working towards bringing the cemetery car park extension into use. Work is also needed to repair the bus shelter and village sign. Dog waste bins will be provided in locations around the village. Please make sure that these are used, to improve the walking environment in the village. Grit bins will be purchased so that footpaths can be treated in icy weather. The Parish Council is investigating the possibility of closing the 'Access Only' road at its northern end (at The Green) and are inviting comments from residents in the vicinity, the PCC and the School. The original intention of the 'Access Only' was to create a safer approach to the School but there is concern that the regulations are frequently flouted. If you would like to be contacted about working-group events such as winter gritting, litter-picking or churchyard- and cemetery-tidying, and/or be part of a list of e-mail contacts please let the Clerk know ( details below ) . If the e-mail list becomes operational an option to unsubscribe would be available. Community Centre to resume the Zumba classes.

PALGRAVE WALKING GROUP

Our group, which now regularly attracts between 20 and 30 walkers, meets on the second and fourth Tuesday of each month leaving Palgrave Community Centre at 9.45 a.m. Everyone is welcome to join our friendly group but it is regretted that dogs cannot be allowed on our walks. Additionally neither Palgrave Walking Group, nor its walk leaders, cannot be held liable for any injury sustained whilst on any walk they organise. February 2014 Walks Tuesday 11

th February

Mike and Ann will lead us on a walk around the Botesdale, Redgrave and Hinder-clay area. The walk is 5 miles, of undulating, open country for the most part, little mud and no stiles with one piece of road of about three quarter mile. As ever we will go to a local hostelry for refreshments after the walk. We have been offered the opportunity to visit an archaeological dig with a talk at Hinderclay during this walk. It will increase the time by about half an hour but the distance will be the same. This will be put to the group at the next walk on 28

th Jan. when a decision will be

made. Tuesday 25

th February

Mike and Ann will again lead a walk, this time at Riddlesworth. This walk has been done previously but will be in reverse and several of our members haven’t done it before. The walk is over sandy land and a good bit through forestry. Refreshments at a local pub afterwards. If you wish to join us on these walks (or any future walks) please be at Pal-grave Community Centre car park ready to leave for the starting point at 9.45 a.m. The group meets at the community centre as a walk may have to be altered at the last minute due to unforeseen circumstances such as poor walking conditions or unavailability of the walk leader/s. It also means that we can car share, causing less disturbance to the residents/other users at the walk start point. Our group only survives because of our volunteer walk leaders, it’s important there-fore that as many of us as possible take on the role of walk leader. Please vol-unteer if you can and don’t worry if it will be your first – we all had to do a first and the group is appreciative of all walks that are organised. Please help to keep our group going by volunteering.

Our Winter Evening Meal had to be postponed until Saturday 22nd February. We can again promise a magical evening with a professional magician to entertain us – and the cooks will be working on a special meal. The menu and prices are on page 7. Please put this date in your diaries and book by phoning Pat on 643629. A week before that date we will of course be planning, calculating, shop-ping, baking and cooking so please book your place by 15th February.

200 Club “Be in it to win it” £10 an annual share to ensure you will be in with a chance to win a monthly drawn prize. The more people who take part the higher the prizes will be. The 200 Club is a way of raising funds to run your Community Centre - the monthly prizes represent at least 45% of the money received and the rest will help with the next project which could well be improvements to the kitchen to help with catering or new chairs or tables. Join in and help – shares will be on sale at the February coffee morning on Saturday 22nd February or by contacting Helen on 651749.

OPEN THE BOOK

Can you spare an hour or two on Thursday mornings during the school term? We have a small team of 'actors' who act out Bible stories for the children at Pal-grave school. We meet at 8:30am to prepare scenery and costumes and the chil-dren come into church at about 9:00am.We usually include some of the children in the story, everyone sings a song and we have a prayer and the children go back to school at about 9:30am. We then spend about 20 minutes preparing for the next week- allocating parts and having a quick run through. We are only a small group and sometimes, due to holidays etc., we have difficulty filling the parts so if you are interested in joining us contact Beryl Dyer 650382 or Kathryn Westerweld 644007. No acting experience required and there are usually several non-speaking parts. If you would like to know what is involved please come along one Thursday morn-ing at about 9:00am and see for yourself.

Within the Suffolk Coastal area last weekend a male came to a resident’s open door and called the occupant by name. The occupant couldn’t recall if they had arranged for the person to call, so they let them in and allowed them unaccompanied access to the property’s living-rooms The male was then joined by two further males who remained in the property for a number of minutes then left, without stating what they had carried out or informing the owner that they were leaving. This quite rightly has now caused the owner and their family concern as to the validity of the call-ers and their intentions. Nothing appears to have been stolen, but because the males were not supervised by the householder, nor their identities checked, there is a concern as to why they entered the property and what were their intentions?

Whenever anyone calls at your door, please do not allow them access before checking their validity first and confirming the reason for their visit. Any bona fide trader or agency should be happy to provide proof of identity and when checking a person’s identity make sure the picture truly looks like the person standing at the door. If you are unhappy or have doubts as to a person’s identity and business, tell them to wait, close the door and check their credentials using a number in the phone book for the organisation they claim to work for before letting them into your property. If you are then satisfied as to the person’s credentials, make sure that they are not left alone within the property and unsupervised. If you are suspicious of this person and their intentions, please contact the police as soon as possible. Big Ben – The most famous bell in the world Over New Year it is quite likely you will have heard the chimes of Big Ben ring out to welcome in the New Year. If you have ever visited London and been in the vicinity of the Palace of Westminster you might have heard the hour or quarter hour being struck. Funnily enough when you are inside the Palace you cannot hear the Great Bell strike. Of course when we mention Big Ben everyone automatically thinks of the whole clock tower at the Palace of Westminster but it only refers to the Great Bell. No one is absolutely sure why the Great Bell is called “Big Ben” but there are two theories. First is the bell was named after Sir Benjamin Hall, First Commissioner for Works 1855-1858. The second is it is named after Ben Caunt, a cham-pion heavyweight boxer of the 1850s. You will have to decide which theory you prefer! Big Ben had a shaky start to life; the first bell, which was cast in 1857, cracked during testing. The second bell was winched into place in October 1858; it first rang out in July 1859 but cracked again in September 1859; the bell remained silent for the next four years. In 1863 Sir George Airy, the Astronomer Royal came up with an ingenious solution. Big Ben was turned by a quarter turn so the hammer (a lighter hammer replaced the original one) struck a differ-ent spot on the bell. To prevent the original crack spreading a small square was cut into the bell and Big Ben has rung ever since. Possibly just as famous as the Great Bell are the four illuminated clock faces. They were designed by the architects Augustus Pugin and Sir Charles Barry who collaborated on the design. The clock faces were famously used in final iconic sequences of the 1978 remake of the film The Thirty Nine Steps starring Robert Powell, who incidentally recently performed at Eye Town Hall reading from Jane Austen.The only times the faces have not been illuminated were in the Second World War to comply with the blackout regulations. The clock tower was renamed the Elizabeth Tower to honour Queen Elizabeth's Diamond Jubilee in 2012. It matches the tallest tower at the palace of Westminster, the Victoria Tower, which was re named after Queen Victoria. Playing-Field Status

I wish to provide some clarification to the Chairman’s article regarding the “Application for Vil-lage Green Status” published in the December edition of “The Palgrave Star”. This is so the people of Palgrave can be clear as to the status of the playing-field and its legal use. As of 17

th March 1983 the playing-field has been owned by the Official Custodian (effectively

the Charities Commission) and managed under trust by the PDCC. The Trust Deed of 1983 which amends the original Deed passing the land to the village in 1962 states “The land specified in the said schedule shall be used as a recreation ground and a site for a village hall for the use of the inhabitants of the Parish of Palgrave” It goes on to say that “If the Trustees decide that it is necessary to discontinue the use of the trust property in whole or in part for the purposes [recreation ground and village hall]… then it shall call a meeting [and a vote] of the inhabitants [of Palgrave]” and it shall be “confirmed by a majority of such inhabitants”. I don’t believe this has happened in recent planning applica-tions. The village green application necessarily failed from a legal point of view due to the presence of this Deed. The Deed ensures that access to the inhabitants of Palgrave is “by right” and not by permission of the current PDCC committee. The PDCC organise events on the field and charge for its use but access for the purposes set out in the Deed is by right for all villag-ers. Neil Weston Parish Councillor
