PHOTO: THEANA CALITZ OAKDALE: INWONERS WARM ONDER KRAAG Onmin oor busse JANA BEKKER ’n Hersoneringsaansoek vir die huur van twee erwe, wat grens aan die hui- dige busstaanplek in Mabelstraat in Oakdale, het inwoners warm onder die kraag. Die bestuur van die Oakdale-buurtwag baklei namens die inwoners hard hierteen, omdat dit, volgens hulle, die hele Oakdale negatief sal beïnvloed. “Busse hou reeds twee jaar op dié stilhou- plek stil, volgens ’n kontrak wat twee beken- de busgroepe met die eienaar van die grond het,” sê Mark Stewart, Oakdale-buurtwag- voorsitter. Een van die redes hoekom Mark en ander inwoners hard skop teen die toekenning van die aansoek, is omdat die perseel in Mabel- straat nie die hoeveelheid verkeer kan han- teer nie. Die aansoek is vir die verhuring van ’n ge- deelte van die openbare oop ruimte tussen Mabel- en Meathstrate. “Die infrastruktuur in die gebied, soos paaie en sypaadjies, word negatief beïnvloed weens die busse se in- en uitvloei in die gebied,” sê Mark. Hy sê busse draai van Durbanweg af in Mabelstraat in en ry met bus- en waentjie- wiele bo-oor sypaadjies. Die eienaar van Jumbo Properties, wat die grond besit, het die sypaadjies verlaag en met rondings aangepas vir wanneer busse draai. Misdaad Mark sê die busterminus verhoog mis- daad in die gebied, omdat leeglêers rond- hang om kos en items te ontvang by mense wat van die busse afklim. “Boonop bemors diegene wat kos ontvang die gebied met papiere!” sê ’n ontstelde Mark. “Die hele gebied is besig om ’n ander gesig te kry as gevolg hiervan,” sê hy. In reaksie hierop sê Frans de Jongh, eie- naar van Jumpbo Properties, hy betaal reeds vanaf 2004 vir sakeregte op die grond en is deeglik bewus dat twee van die erwe níé sakeregte het nie. “Die erwe het sakereg- te gehad, wat in 2011 verval het. Die aansoek vir sakeregte op dié erwe is reeds ’n jaar en vyf maande gelede ingedien, aldus Frans. Frans sê hy voorsien dat al die huise in die omgewing binne die volgende vyf tot 10 jaar sakeregte sal verkry. Hy sê al sy eiendom lê binne die ruimteli- ke ontwikkelingsraamwerk van die Stad. Verlenging Frans sê die beplande verlenging van Dur- banweg gaan beteken dié pad gaan reg langs sy erwe verbyloop. Besware teen die voor- stel, met redes daarvoor, moet voor of op 10 Junie skriftelik ingedien word. Cheryl Walters, direkteur: beplanning en gebou-ontwikkelingsbestuur, sê ’n aansoek kan slegs afgekeur word indien dit nie wens- lik is in terme van Artikel 36 van die Ordon- nansie op Grondgebruiksbeplanning (LU- PO) nie. Oor instandhouding in die gebied sê sy die paaie en stormwater-afdeling is ver- antwoordelik vir die instandhouding van sy- paadjies en aksie sal geneem word wanneer gebreke opgemerk word.     eksklusiwiteit op privaatheid behoue bly.

    Volgens Kretchmer sal enige verandering

    ongetwyfeld sterk teenkanting van inwoners

    uitlok.

    Ons versoek dat hierdie aangeleentheid

    vandie oorspronklike en toekomstigeplanne

    vir die gebied verwyder word, s hy.

    Fired up for HIV prevention

    A volunteer trauma counsellor from

    Cloetesville near Stellenboschhas returned

    home from the United States more deter-

    mined to help people who are HIV-positive.

    Magdalene Blankenberg recently spent a

    week inWashingtonDC in theUS attending

    a workshop to helpmembers of the commu-

    nity understand the process taken by re-

    searchers in testing new drugs to treat HIV.

    Blankenberg was the only South African

    community member to attend the work-

    shop during the annual meeting of the HIV

    Prevention Trials Network (HPTN). She

    was selected through a random draw or-

    ganised by the Desmond Tutu TB Centre

    (DTTC) at Stellenbosch Universitys Parow

    Campus.

    It was a new experience for me, but I

    learnt so much. It has encouraged me to

    speak to young girls at school and people

    in the community about the importance of

    getting tested and treated for HIV, Blank-

    enberg said.

    Blankenbergs involvement in the work-

    shop is considered extremely important, as

    theDTTChas launched a five-year research

    study, together with its Zambian and US

    counterparts, to help prevent the spread of

    HIV. Nine communities throughout the

    Western Cape, as well as 12 from Zambia,

    will be involved in the trial.

    The study is the largest ever HIV preven-

    tion study on a community level to be con-

    ducted worldwide and will involve thou-

    sands of people in theWesternCape, includ-

    ing in Bloekombos in the Kraaifontein

    district, Khayelitsha, Delft-South, Cloetes-

    ville, Dalevale and Wellington.

    Community health workers will be visit-

    ing these residents over the next few years,

    providing voluntary HIV counselling and

    testing and helping people who test HIV

    positive to access healthcare.

    Blankenberg says shes energised about

    the prospect of helping to train community

    advisory boards about the study.

    Its important for people to realise how

    research canhelp people in the community.

    I want to be a voice in the community. I

    want people to know that HIV can be treat-

    edthat there is help and that they should

    get medication.

    The past president visited Cape Town as

    part of his services to the International As-

    sociationofLionsClubs onSaturday 25May

    at the Merriman Lions Community Centre

    in Goodwood for a prestigious celebration

    dinner.

    Clive Fox, the president of Merrimans Li-

    ons Club says the Foundation is part of the

    Lions Association which was formed in

    1968.

    The Foundation has raised millions of

    dollars worldwide to meet its three major

    objectives.

    These include humanitarian services, vo-

    cational assistance and major disaster re-

    lief.

    The two local Lions Club recipients of

    Melvin Jones FellowshipswereMartin Kal-

    lis, the current president of De Grendel Li-

    ons Club in Edgemead, and Alan van Wul-

    ven, a past president of Tygerberg Hills Li-

    ons Club.

    Both members have served their clubs,

    district and community with great distinc-

    tion and richly deserve the high accolade

    for their humanitarian services.

    Fox says: It is always the Immediate Past

    The focus of 2013s Child Protection Week

    was raising awareness through early inter-

    vention programmes.

    This years Protection Week ran between

    26 and 31 May.

    Capt Fienie Nimb, Bellville police spokes-

    person, says according to the Childrens

    Act, prevention programmes for crimes

    against children are provided to children

    and families to build and strengthen their

    capacity and self-reliance. This is to address

    problems thatmay occur in the family envi-

    ronment which, if not attended to, may lead

    to statutory intervention.

    The theme for 2013s campaign is Work-

    ing Together to Protect Children.

    According to law, every child has the

    right to health and a life free from violence.

    Every year though, millions of children

    around theworldarevictimsof, andeyewit-

    nesses to, physical, sexual and emotional vi-

    olence.

    The objectives of the awareness campaign

    are advocating for childrens rights and re-

    ducing incidents of abuse, neglect and ex-

    ploitation.

    Children of Carel du Toit Centre visited

    the station during the week, during which

    their fingerprints were taken and they en-

    joyed a tour of the station.

    Initially showcased over Potection Week,

    an exhibition can be viewed at Bellville Li-

    brary.for the rest of the month of June.

    During the month, Bellville police will

    be visiting schools with puppet shows and

    an open day will be held at the station,

    where people can have an inside look at day

    to day operations, said Nimb.

    The organisation Missing Children SA

    was also involved in the planning and man-

    aging of themed activities.

    Creating a sense of presence and security

    was themain aim of a roadblock held by Bel-

    lville police on Old Paarl Road last Friday

    31 May.

    This roadblock formed part of a Western

    Cape approach in which all stations in the

    province took part, in their various pre-

    cincts.

    Visible policing members and detectives

    joined forces for this operation.

    The roadblocks were all set up on main

    routes.

    Manymotorists were pulled over and cars

    searched during the operation.

    The purpose of the roadblockwas specifi-

    cally to look for criminal elements and sus-

    pects, especially those guilty of cash-in-tran-

    sit robberies, while creating a police pres-

    ence, said Brig Sharon Govender, Bellville

    police station commander.

    She said policemembers were on the look-

    out for anything unlawful.

    Vigilance around roadblocks will defi-

    nitely have an impact on the stabilisation of

    crime figures, she said.

    When water leaks are reported, resi-

    dents must indicate the location,

    street address or closest landmark.

    So says Councillor Ernst Sonnen-

    berg, mayoral committee member for

    utility services following two water

    leaks that have been brought toTyger-

    Burgers attention recently.

    A leak was reported in Robert

    Sobukwe Road and another at Van der

    Stel and Florence streets.

    Adri Botha, who works close to the

    leak in Robert Sobukwe Road, toldTy-

    gerBurger that water has been run-

    ning on the pavement for the past

    three months.

    Resident Lodewyk de Klerk report-

    ed the leak in Van der Stel Street in

    Oakdale.

    These leaks follows another recent

    leak reported to TygerBurger (Pyp-

    lekkasies onder pad pla, 8 May).

    In reaction, Sonnenberg says in

    some cases, water leaks occur as a re-

    sult of ageing infrastructure, high in-

    ternal pressure or ground movement

    resulting from aboveground activities

    or material fatigue.

    Pipe replacement is, however, a

    programme that is dependent on fund-

    ing.

    Love and tragedy his artistic inspiration

    World-renowned Mozambican painter Se-

    bastiao Matsinhe has transformed the bed

    he slept in at the University of the Western

    Capes (UWC) residence, where he resided

    during his studies, into a creative master-

    piece.

    The artwork can be seen at the new Resi-

    dence Life Centre Building at UWC that was

    opened on Monday 3 June and will remain

    on campus for future generations to admire.

    Love and tragedy have been Matsinhes

    artistic inspirations. His artwork has been

    praised by presidents Jacob Zuma and Nel-

    sonMandela and one of his paintings, which

    depicts Nelson Mandelas struggle, hangs in

    the home of the former president.

    Matsinhe (45) uses crutches as a walking

    aid but this did not deter him from attaining

    his Masters degree in Arts from UWC in

    March 2012.

    He funded his studies by selling his art-

    work at various exhibitions.

    I came fromMozambique to UWC in 2001

    with nothing but my ability. I could afford

    no other place to paint from, except my

    room, says Matsinhe.

    His work has been exhibited at the BMW

    Pavilion and the V&A Waterfront, the Art-

    scape, at the Baxter theatre, and abroad in

    Angola, Italy, Portugal, Japan, Spain, Swazi-

    land and in his native country, Mozam-

    bique.

    Hewas a keen athlete at school, but in 1985,

    at the age of 17, tragedy ended his athletic ca-

    reer. He suffered an inexplicable paralysis

    while he was training. I remember feeling

    tired during training. When I stopped, I fell

    and I never could stand unsupported again,

    says Matsinhe. To this day doctors do not

    know what caused the paralysis, although

    some suspect it could be polio.

    The long stays in hospital gave Matsinhe

    time to reflect on what he wanted from life.

    If God allowed me to be like this, perhaps

    He wanted to use me as an instrument for

    others to learn from. I have lived life as a so-

    called normal person and today I live life

    as a so-called disabled person. The experi-

    ence has enriched my personality and my

    art, he says.

    The Residence Life Centre stems from the

    demolition of an ageing, stand-alone dining

    hall and study facility situated on the exist-

    ing residence construction site at the fur-

    Tasp need

    support

    from

    public

    The Tygerberg Association for Street Peo-

    ple (Tasp) urges the public to support the

    interventions of its fieldwork programme

    and partners in Durbanville.

    This came after a young mother, her ba-

    by and 10-year-old brother, who were as-

    sisted by Tasp, were told by a community

    member not to go with the fieldworkers,

    because she will be putting herself in the

    bee hive.

    Tasp has initiated a major fieldwork

    drive for the homeless in Durbanville.

    The Tasp fieldwork programme, in col-

    laboration with service providers and oth-

    er stakeholders in the Durbanville area,

    has embarked on a more strategic and

    structured approach to effectively address

    homelessness in the Durbanville area.

    Recently an operation was started to

    complete a need-classification-package to

    be available for all the partners in the asso-

    ciation, said Bonita Koopman, a fieldwork-

    er in Durbanville and Morningstar.

    The purpose is to implement second

    and third phase interventions through the

    Tasp fieldwork programme, she said.

    The young mother, her baby and little

    brotherwere foundon the street at theDur-

    banville post office.

    Help was offered to the young mother

    and she was asked to be available the next

    morning for the Durbanville fieldworkers,

    so that she could be taken to the 24/7 as-

    sessment centre in Bellville for initial

    screening and assessment by a social

    worker of the Tasp family programme,

    said Koopman.

    Thiswas in order to professionally assist

    them and secure emergency bed space, she

    said.

    Unfortunately, after the fieldwork

    group had left, the young mother was in-

    formed by a community member of Dur-

    banville not to go with the fieldworkers to

    the assessment centre, because she will be

    putting herself in the bee hive, Koopman

    said.

    This Durbanville community member

    said that she will assist this homeless

    mother and children. At 16:30 the same day

    the family was still on the street.

    Fieldworkers are constantly monitor-

    ing the family, she said.

    In light of this incident, Tasp and service

    providers in the area request that inter-

    ventions offered to the homeless are sup-

    ported.

    Tasp is equipped to offer immediate as-

    sistance, as is the service provider net-

    work that is established in Durbanville.

    The community is urged to support Tasp

    and its service providers to provide the re-

    quired interventions.

    Living Waters Christian Ministries

    based in Durbanville has a compre-

    hensive database available as a result of

    working specifically with the homeless in

    Durbanville for the past two years.

    They have supported various homeless

    programmes and has used these pro-

    grammes as a catalyst for reintegration,

    said RevBillyWiggill, senior pastor at Liv-

    ing Waters Christian Ministries.

    LivingWaters ChristianMinistries runs

    a church for the homeless. They assist to

    sendhomeless people to rehabilitation cen-

    tres such as El-Petra Centre, Vredenburg.

    One of the concerns is aftercare work to

    help individuals when they return from

    these intensive programmes.

    They often fall through the cracks after

    their return from rehabilitation, and this

    needs to be prevented, said Wiggill.

    A Network of Care Forum will soon be

    launched within the structures of Tasp.

    The forumwill develop a group of care pro-

    viders to homeless people. Local churches

    will take the lead in this forum.

    ly in Touws River to celebrate the gradua-

    tion of the 18 Northlink College students,

    who completed the first course of the South

    African Concentrating Photovoltaic Train-

    ing Programme (CPV Training Pro-

    gramme) thatwas developed by Soitec Solar

    GmbH.

    The students received their certificates of

    basic training and are well on their way to

    promising careers in the renewable energy

    industry.

    I amreally proudof these 18 students and

    it shows that in any career path you are pre-

    sented with a ladder that is not always easy

    to climb. The more effort you put in the

    higher you climb and in the end you will

    reach success, says Dion Miller, pro-

    gramme manager engineering studies and

    co-ordinator of the project for Northlink

    College.

    Soitec Solar is in the construction phase

    of the 36 MW CPV utility scale power plant,

    being developed in Touws River.

    Training for the programmewas facilitat-

    ed by Johan Holtzhausen (electrical engi-

    neering lecturer) and Henry Mafumba

    (moderator), both from Northlink College

    Belhar Campus.

    The initial leg of the training programme

    commenced in January this year and was

    focused on basic electrical training.

    All of the 18 candidates who participated

    in the first leg have successfully completed

    their training and all will progress to the

    second leg, which includes further special-

    ised electrical and mechanical training.

    Located within Touws River, the facility

    is equipped with electrical training boards,

    workbenches, necessary equipment as well

    as toolkits.

    the professional and amazing

    staff at Karl Bremer Hospital.

    Department and Ward 4B.

    My dad Verrol Immelman, 69

    years old, entered the Emer-

    gency Department semi-coma-

    tose and with little hope for

    survival on 14 May. Through

    prayer and excellent medical

    assistance from the emergency

    team, dad recovered so well

    that he could transfer to Ward

    4B just three days later. He has

    remained in 4B for rehabilita-

    tion and continues to receive

    the best quality treatment.

    I will forever be grateful to

    all the staff, especially Dr

    Joubert at the emergency

    department and Sister Mazenge

    at Ward 4B. I would love to

    name everyone that was

    involved with my dads care

    but I remember their names.

    The McBride family of Plattek-

    loof would like to give special

    thanks to the SAPS Bellville/

    Parow.

    The response by SAPS

    during a recent home invasion

    by three armed men was

    fantastic. Despite the need for

    them to handle the official

    work such as police reports,

    etc. they managed to make us

    feel secure and sympathised

    with us.

    They were also extremely

    efficient at coordinating the

    crime photographer, finger-

    print expert and trauma

    counsellor shortly after the

    incident.

    All of this occurred after

    19:30 in the evening when most

    of us would be relaxing at

    home. We all think that this

    type of incident always happens

    to someone else and this is a

    lesson for everybody to always

    remain vigilant as it can, and

    does, happen very easily.

    These three criminals shoved

    guns in my wifes and my faces

    as we pulled into our garage

    before the electronic gates and

    garage door could be closed.

    They then forced us into the

    house where they found my

    daughter and held a gun to her

    head too. They then proceeded

    to ransack our house continual-

    ly threatening death and injury

    to keep us co-operating. We are

    grateful that we escaped with

    our lives and no physical

    injuries.

    The loss of possessions is

    meaningless as we continue to

    try and cope with the mental

    scars. In the days after the

    incident, the SAPS dropped by

    regularly to update us on the

    investigation and check on our

    welfare.

    In these times, the SAPS is

    often criticised for incompe-

    tence. I would like to assure

    everyone that our experience

    certainly proves the opposite.

    Die Tygerberg-kunssentrum het op 23 Mei

    vir die eerste keer die opening van n laer-

    skole-kunsuitstalling gehad.

    Talle ouers, grootouers, leerders en on-

    derwysers het die openingsgeleentheid by-

    gewoon. Onder die gaste was dr. Heinie

    Brand (direkteur van onderwys van Dis-

    trik-Noord), Redewan Larney (hoof-onder-

    wysspesialis van die Wes-Kaapse onder-

    wysdepartement), LeonoreEhlers (hoof van

    Musieksentrum Hugo Lambrechts),

    Vaughn Pieterse (hoof van die Musieksen-

    trum Frank Peterson in die Paarl) en Fran-

    cois du Toit (hoof van Laerskool De Tyger).

    Kunswerke van die volgende laerskole

    kan by die uitstalling gesien word: Parow-

    Oos, Parow-Noord, Parow-Wes, Monte-Vis-

    ta, Edgemead, Welgemoed, Parow-Voorbe-

    teek. Die kunssentrum bied twee skoolvak-

    ke aan. Graad 8- tot 12-leerders kan in die

    namiddae hier ontwerp of visuele kunste

    neem.

    Binne ontwerp as skoolvak, kan leerders

    kies tussen teken, grafies, modeontwerp,

    keramiek of juweliers.

    Met visuele kunste kan leerders kies tus-

    sen skilder of fotografie. Beide vakke by die

    kunssentrum bied n goeie grondslag vir

    enige kunsstudierigting of loopbaan wat

    kreatiewe probleemoplossing vereis.

    Daar is tans 300 leerders by die kunssen-

    trum ingeskryf. Leerders van verskeie

    horskole soos Stellenberg, Edgemead, Set-

    tlers, President, J.G. Meiring, D.F. Malan,

    Durbanville, HTS, Bellville, Parow, De Kui-

    len en Brackenfell neem hier kuns as vak.

    Elke Vrydagmiddag kan leerders kuns by

    die sentrum as vrywilligers neem. Die klas

    (GIPCA) are hosting evening drawing work-

    shops in June.

    Workshop I, on 11th and 12th June, will

    be facilitated by Leonard Shapiro. Shapiro

    will introduce participants to a selection of

    techniques involved in observational draw-

    ing.

    Workshop II, on 18th and 19th June, will

    be facilitated by Karen Stewart. The second

    workshop will introduce participants to the

    art of seeing and developing methods to con-

    nect perception to the physical act of draw-

    ing.

    Workshop III, on 25th and 26th June, will

    be facilitated by Katherine Bull. This third

    workshopwill approach the drawing process

    as a tool for meditation and self-discovery.

    V The Drawing Pleasure workshops will take place at

    Hiddingh Hall, UCT Hiddingh Campus, and all work

    shop sessionswill run from 18:00 to 21:00. Eachwork

    shop costs R240, including drawing materials.

    The City of Cape Towns Rates and Tariff

    policies are designed to ensure all citizens

    have access to basic services.

    This policy enables individuals who

    meet the criteria to have access to free ba-

    sic services and a rates rebate.

    Johan van der Merwe, Portfolio Chair-

    man: Finance, says there are certain crite-

    ria stipulated by the City of Cape Town,

    that the applicants for indigent benefits

    must meet.

    Applicants can apply for indigent bene-

    fits at municipal offices by completing the

    relevant form and submit it with other rel-

    evant documentation; such as, copy of

    identity document(s) and proof of gross

    monthly household income.

    Every residential property will receive

    a 100% rebate on the rates levied on the

    first R200 000 of the municipal value of the

    property.

    A monthly indigent grant of R67,42 will

    be credited to every residential property

    valued at R300 000 or below, and in addi-

    tion to the 6 kilolitres (kl) of water already

    allocated, an extra 4.5 kl Z totalling 10.5 kl

    of water free of charge.

    This grant also covers the sewage cost re-

    lated to the extra free allocation of water.

    The charges for the 240 litre refuse bins

    provided to residential properties are sub-

    sidised as follows: properties valued up to

    R100 000 receive a 100% rebate; those val-

    ued betweenR100 001 and up to R150 000 re-

    ceive a 75% rebate; those valued between

    R150 001 and R350 000 receive a 50% rebate

    and those valued between R350 001 and

    R400 000 receive a 25% rebate.

    For residential properties purchasing

    less than 250 kWh of electricity per month,

    the first 60 kWh will be free and those pur-

    chasing between 250 kWh and 450 kWh per

    month will receive the first 25 kWh for

    free.

    In addition to these property valuation

    rebates, owners of residential properties

    may apply for further indigent assistance

    to reduce their municipal bills.

    Some of the criteria for the application

    process are the following:

    V The property involved must only be

    used for residential purposes,

    V The applicant must be the registered

    owner of the property or resident in a child

    headed household where the property is

    registered in the name of the deceased par-

    ent(s),

    V A divorcee who received the property

    by means of his or her divorce settlement,

    V Applicantsmust be full-timeoccupants

    of property, and

    V The applicantmust have a prepayment

    electricity meter and a water management

    device installed.

    Successful applicants with a gross

    monthly household income of R3 500 or

    less, will irrespective of the valuation of

    their properties, receive a 100% rates re-

    bate, the indigent grant of R67,42 for water

    and sanitation and a 100% rebate of the

    charge for the refuse bin.

    Backyarders on council owned proper-

    ties provided with direct access to water,

    sanitation and refuse removal services

    will also receive the R67,42 indigent grant

    forwater and sanitation charges toprovide

    10.5 kl of water free of charge as well as a

    free 240 l refuse bin service.

    Successful applicants with a gross

    monthly household incomebetweenR3 500

    and R4 000 will receive a 75% rates rebate,

    those with gross monthly household in-

    come between R4 000 and R4 500 will re-

    ceive a 50% rates rebate and those with a

    gross monthly income between R4 500 and

    R5 000 will receive a 25% rates rebate.

    When individuals qualify as indigent

    and register themselves, their arrears will

    be written off once during the ownership

    period of the specific property.
