The state of the house was brought to the attention of Tyger- Burger by concerned resident of the area, Eddie Arnold. For more than two years, this house in Vlei Street has been unoc- cupied and this has taken its toll. Anything and everything that could have a resale value has been stripped – from cupboard doors, windows and frames to basins, doors, burglar bars and the water meter. Parts of the ceiling have been re- moved and the overall status of the property is one of neglect. According to Eddie, the house has been burgled a number of times. “During the first break-in, copper pipes were stolen and shortly there- after the geyser disappeared,” he said. At some point, homeless people and drug dealers moved into the house. Pieces of papers, believed to be used by tik addicts, were strewn across the house during TygerBurg- er’s visit. A next-door neighbour, Felix Njewa, said although the house has been empty for approximately two and a half years, it was severely vandalised over the last month. “We never hear noises coming from the house, but we often see people entering the property,” Felix said. He described staying next door as dangerous to neighbours, saying their clothes have been stolen off their washing line. In response, Richard Bosman, ex- ecutive director of safety and secu- rity said the City’s problem build- ings unit first received a complaint about this house via TygerBurger’s enquiry on Friday 11 November. “The unit conducted an inspection on Monday 14 November during which the front gate was barricaded to prevent access,” he said. This unit issued a notice on the company who owns the house, in terms of the Problem Buildings By-Law of 2010, instructing them to clean and secure the house. Bosman said because the house is empty and everything of value has been stolen, it is consid- ered a problem building. “It is also becoming un- healthy, unsanitary and objectionable. “Refuse is accumulat- ing on the property, caus- ing a health risk to the neighbours.” Bosman encouraged residents who have a problem building such as this one in their area to re- port it to the City’s prob- lem buildings unit on 021 918 7317. The Problem Building By-law defines a problem building as follows: any building or portion of a building that appears to have been abandoned by the owner with or without the consequence that rates or other service charges are not being paid; that is derelict in ap- pearance, overcrowded or is showing signs of becom- ing unhealthy, unsani- tary, unsightly or objec- tionable; that is the sub- ject of written complaints in respect of criminal ac- tivities, including drug dealings and prostitution; that is illegally oc- cupied; where refuse or waste mate- rial is accumulated, dumped, stored or deposited with the exception of licensed waste disposal facilities; or that is partially completed or struc- turally unsound and is a threat or danger to the safety of the general public.     The City of Cape Town barricad-ed the front gate of a derelicthouse in Bellville central, short-ly after a receiving a media en-quiry about the house.

    The state of the house wasbrought to the attention of Tyger-Burger by concerned resident of thearea, Eddie Arnold.

    For more than two years, thishouse in Vlei Street has been unoc-cupied and this has taken its toll.

    Anything and everything thatcould have a resale value has beenstripped from cupboard doors,windows and frames to basins,doors, burglar bars and the watermeter.

    Parts of the ceiling have been re-moved and the overall status of theproperty is one of neglect.

    Robbers target Oxford ArmsESM ERASMUS

    An armed robbery, during which a cus-tomer was shot in the stomach late Sun-day night at a local pub and restaurantin Durbanville, was met with shock.

    The four armed robbers struck at the well-known pub and restaurant Oxford Arms inOxford Street at about 23:30, said the owner,John van Staden.

    About 10 to 15 customers were still in thepub when the robbers walked in.

    The robbers, who were wearing hoodedtops, walked straight up to Van Staden,where he was sitting and talking to one ofthe customers, and one of them put a 9mmfirearm to his head and demanded to be tak-en to the safe.

    An inside job is suspected as I was not be-hind the counter and there was no way thatthe robbers could have known that I am theowner, he said.

    The incident also occurred shortly afterthe kitchen staff went home.

    According to Van Staden, the Sundayevening started out quietly and they weremaking ready to close shop at about 20:00 atthe latest when a group of between 35 and 40people came in.

    We were on skeleton staff, as Sundays are

    not that busy, he said.The customers were sitting mostly outside

    in the beer garden, but by 23:00 most had leftand the rest came inside the pub when itstarted to rain lightly, he said.

    It was shortly thereafter that the four rob-bers entered the pub.

    They were young black men and verynervous, Van Staden said.

    I thought it was strange as we are a pom-mie pub and I did not know them, he said.

    The robbers pointed their guns at every-body, ordering them to lie down and not lookat them. However, everybody was just frozenon their chairs.

    They searched all the customers forweapons, but none of us was armed, VanStaden said.

    One of the robbers jumped over the coun-ter and threatened the barman with a fire-arm to open the cash register. He took all thecash.

    After they emptied the safe, they headedtowards the front entrance to leave. On theirway out one of the robbers lifted his firearmand shot one of the customers, Gerald Blab-ber (50) from Parow, in his stomach.

    The robbers were so nervous. The manwas merely protecting his wife, who was oncrutches, Van Staden said.

    According to the police the victim was

    starting to walk towards the robbers whenhis wife pulled him back.

    His wife, Debbie, said to TygerBurger, herhusband is just one of those people whowont accept such things without any reac-tion.

    She was on crutches after a hip replace-ment operation.

    When the robbers burst in, I thought itwas just a game.

    Only when one of the robbers jumpedover the bar counter and grabbed the cash,we realised that it was real, she said.

    Her husband moved forward and she washolding him when he shouted at the robbersthat they cannot just come in and do this,that it is just not right.

    She and a friend were holding him back,trying to calm him down, when the robbersshot him.

    I only realised he was shot when I felt hisblood all over me. It felt like warm custard,she said. Nobody attempted to run afterthem, because they were armed, he said.

    It is not known how the robbers left thescene, whether on foot or by car.

    About R22 500 in cash was taken.According to Van Staden the police said all

    the staff will be polygraphed.Contact the investigating officer Detective

    Ek vertel Gary nie, maar ek het skiet oor-weeg dis een van my meer twyfelagtige ta-lente. Maar toe gewonder oor die geraas, ge-

    dink disaster management kan dalk danwel opdaag.

    Gary vra of ek nou na die slang kyk. Nee,ek het dit met n emmer toegemaak en dieemmer in die grond probeer indraai sodatdie addertjie nie kan wegseil nie.

    Lewe die slang nog? Ja. Ek dink nie suur-stofnood kan so gou intree nie. Dit is nie ngroot slang nie en dis nie n klein emmer nie.

    Gary s hys oor tien minute daar. Met ngroot houer en n slangvangstok storm hy

    van die voordeur af sonder hui-wering na die agterdeur en toereguit na die emmer. Jy sal sweerdie man was al voorheen hier.

    Snaaks, ek merk n sagtheid insy o op. Ek het meer van n koud-heid verwag. Hy lig die emmerstadig op. Gits, het die salman-dertjie nou wraggies verdwyn?Maar toe steek Gary rustig syhand vorentoe, tel die krullendedingetjie op en praat rustig ter-wyl die slangetjie om sy handkrul. Dis n ou slakvretertjie.

    Heeltemal onskadelik. Eks bly jy het homnie doodgemaak nie.

    Terwyl Gary sy goed oppak nadat hy dieslakafmaaiertjie in die houer gesit het, s hydat enige slang in die Wes-Kaap met strepeoor die rug, onskadelik is. Ja, Gary, maarwat mk ek met die slang? Hy kyk my halfvraend aan. Jy hou hom in jou tuin, maaras hier katte in die omgewing is, moet jy lie-wer dat ek hom kom haal. Daardie goed isso wreed met slange

    Half skuldig dink ek aan my ou spinnendeliefbol wat ewe rustig in die vensterbankhaar kloue sit en skoonlek. Sy? Wreed?

    Hulle is besig om uitgeroei te raak. Ek salhom op n veilige plek loslaat, beloof hy. Enek glo hom. Gary groet, s ek moet n lekkerdag h. Hy kyk om, weer die warm o: Dan-kie dat jy hom nie doodgemaak het nie.

    City has plan forspeeding zones

    A plan to deal with speeding alongRaglan Road that will include nar-rowing the road to one lane at a pointis being finalised by the City of CapeTown.

    Councillor forWard 3,BrendanvanderMerwe, says from John X Merriman toSt Andrews streets the road will be nar-rowed to one lane, with parking alongthis section.

    We have completed traffic counts andspeed surveys along the road, he saidlast week.

    According to Van der Merwe, the planwill also include proposals for the inter-sections of Barnard/Raglan and St An-drews/Raglan streets.

    Input and comments from various de-partments are needed to finalise the planand the aim is to complete these propos-als by mid-December.

    Van der Merwe said with regards toOld Paarl Road, raised traffic calmingmeasures are not appropriate for thisclass of road.

    Discussions have been had with theprovinces traffic engineers who indicat-ed that traffic counts and surveys wereundertaken at various locations alongOld Paarl Road, in the vicinity of Stik-land Hospital, as part of their scope ofworks.

    The outcome and assessments of theirreport are being awaited before anymeasures on Old Paarl Road are pro-

    posed, according to Van der Merwe.He further said the application for the

    speed camera at Old Paarl Road was onthe agenda and discussed at the last cam-era review committee meeting.

    The committee requested additionalsurveys to be conducted in Old PaarlRoad which will be provided at their nextmeeting, he said.

    Van der Merwe further said the City ofCape Town is prioritising these meas-ures, while seeking funding for the ap-proved traffic calming measures. Thesecalming measures are to be installed dur-ing the next financial year along Jessie,Meath and Clyde streets in Oakdale.During this financial year we will be ad-dressing Ganzekraal, Harrod, Labianceand Alleyne streets, Van der Merwesaid.

    At the moment, other traffic calmingrequests are being processed for Belmontand De la Haye and officials are attempt-ing to prioritise and action all of these se-rious requests as soon as possible.

    Van der Merwe said these matters areall considered to be serious and all re-quire interventions.

    Specific reference, however, must bemade to the fact that accidents and issuesrelating to speeding and reckless drivingare caused by negligence and a generaldisregard for the law and other road us-ers by the drivers of offending vehicles,he said.

    An unendorsed Code 08 driver's licence

    A willingness to work weekends as required

    Computer literacy (MS Office)

    Preferably a first aid and CPR qualification or have been trained in these areas

    Ability to communicate in Xhosa and/or other African languages would be a distinct advantage.

    Salary in the region of R 54,000 per annum cost to company. CHOC does not provide contributions to a medical

    Pump the stinkerJANA BEKKERA water pump failure on the odour vapourcondenser at the Tongaat Hulett starchfactory was the cause of a foul stench inDe La Haye recently.

    So says Lundiswa James, the mayoral com-mittee member for city health following anenquirybyTygerBurgerabout a foul smell ex-perienced by a resident less than two weeksago.TygerBurger reported on this issue on the

    front page last week (Stench of starch irks).Resident Schalk Burger said the bad smell

    hasbeenaproblem fordecadesand thatmanyattempts have been made at rectifying thesmell.

    According to James the pump failure on 10November resulted in off-gasses being emit-ted directly to the atmosphere, without un-dergoing odour treatment.

    The malfunction was reported to the airquality management unit and urgently recti-fied by the close of business one day later, on11 November.

    A closed loop system was implemented atthe factory and since the implementation ofthe system, the Citys air quality manage-ment unit has only received one odour com-plaint and that was from a resident who livesmore than seven kilometres away from thefactory.

    James supplied TygerBurger with a com-plete report about the plant, its activities, thebackground of the situation and efforts fromthe factory to control the stench over the past

    seven years.The plant processes maize to produce

    starch and glucose in a process known aswet milling.

    Animal feeds are produced from the by-products arising from the process, he said.

    James said one of the by-products is pro-duced by drying maize fibres and concen-trated corn steep liquor in a rotary steamtube dryer.

    This process results in the emission ofgas, known as dryer off-gas.

    The drier off-gas is the main source of thetypical cereal odour associated with wetmills around the world.

    It is this odour which has given rise tothe complaints in the past, James said.

    In October 2004, the company indicatedthey, with the interaction of CPI, theworlds largest processors of corn usingsimilar technology as Tongaat Hulett, haveinvestigated a number of likely solutions tocontrol odour, albeit that none of them hasbeen proved 100 percent successful.

    These included process changes, air re-cycling, lower temperatures, bio filtration,vapourphaseozonation, thermal oxidisers,dispersion from tall stacks and scrubbing,said James.

    He said most of these methods have beentried and tested by the company in varying

    degrees with varying levels of success.In the following year, the factory reported

    with proof that they improved their odour de-composition station.

    Witwatersrand University also conducted avolatile organic compound study and trialswith caustic scrubbing of the dryer off-gas andmodifications to the feed dryer station.

    When these options proved unsuccessful,the company embarked on a programme ofreplacing their driers and the steep liquorevaporator to enable a closed loop system,from which a reduced volume of off-gas isbled off to be treated before being released in-to the atmosphere.

    The system (approximately three storeyshigh) had to be manufactured abroad and im-ported at a cost of R16 million.

    In conclusion, James said the closed loopodour control system is considered to be thebest available method for odour control forthis type of application.

    The City of Cape Town is in the processof establishing ward committees whichwill start functioning in January 2012.

    Ward councillors are called on to selecttheir sectors and seat allocations attached toeach sector as the first step in this process.

    Only registered organisations are eligi-ble to nominate representatives to the wardcommittee, said James Vos, chairman ofSubcouncil 3 during the Subcouncils lastmeeting last week.

    Each ward committee comprises up to 10members who should reflect the interests ofregistered organisations in the ward.

    Ward committees will be chaired by theward councillor.

    These committees provide a channel forcommunication and interaction betweencommunities and the municipality.

    A committee fulfils an advisory role to theward councillor, assisting them in carryingout their mandate in the most democraticand effective manner possible.

    Vos shared important information aboutthe functioning and operation of these wardcommittees.

    Successful local democracy depends up-

    on quality public participation in govern-ance. To enable this, the Municipal Struc-tures Act provides for the establishment ofward committees these structures are cre-ated to assist a ward councillor to carry outtheir mandate.

    Members of a ward committee need toadopt a principle of transparency and pro-mote openness in local government. Vos saidthe approach taken should be sincere andhonest, as this is essential in promotingtrust, respect and integrity.

    Vos said ward committees have no formalpowers except to make submissions to Coun-cil through the ward councillor. They haveno legal powers to make decisions that bindanyone in the municipality, Vos said.

    He said these committees are not a formof government, but rather advisory commit-tees made up of people who know the areawell and help the councillor to consult prop-erly, report and inform the residents.

    Ward councillors are not legally account-able to their ward committee, Vos said.

    He added this must not be interpreted tomean that a councillor or the municipalitymust always liaise with the ward committeebefore a decision is taken. A ward council-lor may not be instructed by a ward commit-tee on how to vote on any matter, Vos said.
