I. Cross-functional and Cross-licencing Regu-lations

1. General (1) Pursuant to its Statutes, the Deutscher Motor Sport Bund (DMSB) exercises the sporting

authority for motorsport in the Federal Republic of Germany. The requirements, duties and powers resulting hereof are regulated for automobile sports in the International Sporting Code (ISC) of the Fédération Internationale de l’Automobile (FIA), in karting ad-ditionally by the International Karting Regulations of the Commission International de Karting (CIK) and in Dragster Sports and for Senior Timekeepers additionally by the In-ternational Sporting Code of the Fédération Internationale de Motocyclisme (FIM) and the FIM Europe.

(2) § 2 of the DMSB Statutes stipulates that the DMSB is responsible for the supervision of motorsport in accordance with standardized regulations. In exercising its statutory tasks, the DMSB is amongst others therefore also responsible for the education and further training of officials and for the issuing of licences in accordance with the licence regula-tions. The DMSB has commissioned the implementation hereof to the DMSB Academy.

(3) At motor sports events, officials in supervisory capacity (e.g. Stewards) and executing of-ficials (e.g. Race Director, Chief Safety Officer) are to be appointed who are responsible for the organisation of a motorsport event.

2. Requirements The extensive and significant tasks, powers and responsibilities of officials require that, as an entry requirement, they also have experience in motorsports and that they take regularly part in refresher and training courses.

3. Licence Grades (Summary) The education of officials is carried out at different levels depending on the officials’ disci-pline, which are listed in detail in the Annexes to these Guidelines.

The following officials’ disciplines apply to automobile sport, with the exception of the drag-ster and senior timekeeping disciplines, which also apply to motorcycle sport.

4. Admission 4.1 General Admission Requirements

The general admission requirements are stipulated in the Education and Examination Regu-lations of the DMSB (DMSB-APO).

4.2 Specific Admission Requirements

A basic minimum age of 18 years (for senior timekeepers a minimum age of 16 years ap-plies) applies for officials’ candidates (officials license grade D). The key date regulation at the time of admission to the respective examination applies.

For the area of scrutineers, a professional-related qualification is also required (obligation to provide proof):

• in automobile sport: motor vehicle mechanic, motor vehicle mechatronics technician, motor vehicle service technician, head of service centre or equivalent qualification or in apprenticeship in this field

• in dragster sports: motor vehicle mechanic, agricultural machinery mechanic, two-wheeler mechanic, mechatronics technician or equivalent qualification or correspond-ing apprenticeship

• in karting: motor vehicle mechanic, agricultural machinery mechanic, two-wheeler mechanic, mechatronics technician or equivalent qualification or corresponding ap-prenticeship.

The specific admission requirements for the respective officials’ function are regulated in the annexes to these training guidelines. Deviating exceptions are possible in case of important reasons and require an case-by-case decision by the DMSB Academy in cooperation with the Academy Board.

For officials which are on duty at events with vehicles with alternative drive technologies, an additional authorisation may be required, which is regulated in para. II, 3.11 and can be ob-tained within the scope of a training course of the DMSB Academy.

4.3 Verification of the Admission Requirements

The examination of the general admission requirements according to the DMSB-APO and the specific admission requirements laid down in these Guidelines is the respon-sibility of the body responsible for the examination, with the participation of the chairman of the Examination Board and with the assistance of the Academy Board. This also applies to the granting of any special waivers. These include, among other things, waivers with regard to compliance with the number of prescribed minimum assignments before participation in an examination, the professional qualifications or the admission of DMSB short-listed candidates. The examination of a waiver in case of non-compliance with the minimum age will only be initiated if the application is ac-companied by an endorsement of the sending association/club with the name of a supervisor of the young candidate ("accompanied officials’ activity") and the young candidate is already of age. Until reaching the required minimum age for officials, an assignment is in any case only possible as a deputy.

When registering for the examination or applying for a licence, the applicant must provide evidence of the valid admission requirements.

He has to submit the confirmation of previous assignments as holder of the officials’ licence grade D (candidate) or the officials’ licence grade C according to form A. The assignments must be supervised and confirmed by the highest ranking official of the respective training course or, in the case of driver's license courses, by the respecti-ve Chief Instructor. The recognition of each assignment requires the presence of the candidate in a single function during the entire event. Only one assignment per calendar day will be recognized. Only one student internship per form A will be recognised as a candidate assignment.

In principle, admission to the respective examination seminar is possible if at least 2/3 of the number of required candidate assignments can be demonstrated. How-ever, the licence is in any case issued only after presentation of all the required candidate assignments.

5. Educational Objectives (1) The educational objective is to prepare the holder of the officials licence grade D (offi-

cial’s candidate) or grade C for his later assignment as a DMSB official and to provide him with the necessary know-how, the knowledge in the coherence of matters in the sporting regulations as well as the ability to communicate and the necessary empathy for dealing with other officials and active and passive motor sport people.

6. Examination (1) For the training of the officials’ candidates, it is recommended that the body responsible

for the examination appoints an experienced official as mentor who should feel responsi-ble for the preparation of the official’s candidate for the examination.

(2) The examination is carried out by the DMSB in compliance with the DMSB-APO. If no examination is scheduled, the DMSB-APO still applies accordingly.

7. Regular Training Courses (1) Pursuant to the license regulations, the licensed DMSB officials are obliged to attend a

training seminar in their respective function within a maximum of three years after the ex-amination or after the last participation in a training seminar to maintain the validity of their license entitlement. The same applies to the additional authorisation "alternative drive technologies".

(2) In the further training courses, the training contents are enhanced. In addition, the further training courses serve to convey essential updates and changes in motorsport legislation and the regulations as well as the exchange of experience.

(3) For recognition to maintain the validity of the licence entitlement, a training course must in principle comprise 9 training units of 45 minutes each. Further training seminars of the officials functions as senior timekeepers and race directors slalom shall comprise at least 7 training units of 45 minutes each.

3.1 Karting

Education „Chief Safety Officer Karting – Grade A“

Grade A

Minimum age: 18

In order to obtain the licence "Chief Safety Officer Karting – Grade A", the participa-tion in the examination seminar is required.

The admission criteria are:

Successful completion of the online training part including the online test at least 2 weeks before the classroom seminar and

For holders of licence grade D:

5 participations as trainee, thereof max. 3 participations in karting club sport within the last 24 months before the test or

For holders of licence grade C:

2 participations as trainee in karting requiring a licence within the last 12 months be-fore the test.

Assignments in the last 24 months before the examination at the minimum of 5 DMSB events in karting and at the minimum of 1 DMSB championship event (or comparable event) in karting with licence "LS Karting – Grade A" or "LS Racing – Grade A", thereof max. 2 assignments at club sport events.

b) Classroom seminar with a duration of 8 teaching units of 45 minutes each and cover-ing the following topics:

Assignments within the last 24 months before the examination at the minimum of 3 DMSB events in rally sport with licence “Chief Safety Officer Rally – Grade B” as SS Chief, delegated by the Chief Safety Officer Rally or driver / codriver of a zero car.

To obtain the licence "Clerk of the Course Rally – Grade A", participation in the ex-amination seminar is required.

Assignments within the last 24 months before the examination at the minimum of 4 DMSB events in rally sport (including at least 1 DMSB championship event (German Rally Championship of comparable), 2 events with status National A and 1 Rally 70 and at the minimum of 1 Rally 35 in rally sport with licence “Chief Safety Officer Rally – Grade A” and

1 participation each in timekeeping and at scrutineering.

3.11 Additional Qualification "Alternative Drives"

At events with alternative drive technologies (e.g. HV electric, hybrid, hydrogen vehicles), officials with the additional qualification "alternative drives" must be appointed in the various areas (see Appendix 1 to the DMSB Event Regulations).

In accordance with the field of application for the officials, the additional qualification is divid-ed into the necessary levels for this purpose.

Third-party certificates (TÜV, DEKRA etc.) are recognised if they meet the DGUV require-ments.

Before the beginning of the event, the track safety officials must be instructed on site by a person with the additional qualification "Alternative Drives - Level Orange" and confirm this instruction by signature.

For vehicles with multiple occupants (e.g. Extrication Team, DMSB Staffel), at least one per-son must have the additional qualification "Alternative Drives - Level Orange", level “yellow” is required for the other persons.
