Councilestablished

After years of fighting, infighting and general chaos in structuredyouth organisations in Greater Tubatse Municipality, the municipalcouncil has intervened and facilitated the establishement ofWardYouth Forums, whose delegates has this week elected aMunicipal Youth Council.

Delegates with and without voting rights converged on ForeverResorts’ Aventura Blydepoort for to day this week (at a cost ofseveral hundred thousand rand to the munisipality) where theydelibarated and was informed of their role before they elected acouncil.

The Youth Council will function as an advisory body to themunicipal council under die auspices of the council, they will not getpay and their objectives will be as follows:

To enhance particpatory democracy in the municipality, serve asa legitimate body of representatives for the youth in all createdplatforms of society, forge relations and partnership with relevantstakeholders in youth development and organise a vibrant youth civilsociety sector.

The youth council will have to meet once a month, hold a generalcouncil every three months, receive and discuss reports and presentinitiatives and programmes from the municipality, youth developmentrole players and Ward Youth Forums. The council must alsocoordinate the implementation of youth programmes presented by themunicipality and/or youth development role players, discuss issuesraised by Ward Youth Formums and suggest possible solutions orinterventions to releveant stakeholders and roleplayers. Feedbackshould also be given to Ward Youth Forums.

During Tuesday and Wednesday’s deliberations youthrepresentatives from all parties and gender groups were present.Just before the election of the new council, some delegates becamea bit unruly, but a crisis was averted when the Mayor, Cllr NkosiJosias Mahlake, cracked his whip and urged the youngsters (between16 and 35-years-old) to be disciplined and work together.

On Wednesday this week mines in the areacelebrated the opening of the Mines RescueServices Steelpoort Rescue Station.Mines Rescue Services is a private sector,non-profit organisation that, through trainingof volunteer brigades men, provides theresources and the expertise for an effectiveemergency service. With and increase of 38%from 2007 to 69 mines in 2012 in Limpopo andmore on the way, the need for a local RescueStation became more and more pressing.Before the closest Mines Rescue Station wasin Evander. This station however became toosmall for the needs of all the mines it had toserve. It was also too far away.Every mine must have dedicated, trainedteams who can assist with an emergency atthe mine. The number of people workingunderground determines the number of teams.There are currently some 900 volunteerRescue Team Members that make up 144rescue teams servicing the mining industry.During the last 10 years, Mines RescueServices attended to an average of 48 firesrequiring 7941 rescue teams (794 on averageper annum) resulting in an experienced poolof rescue teams that are internationally heldin high esteem.Mines Rescue Services consulted with all thelocal mines and Samancor generouslydonated the land where an old chrome mineis situated for the station’s location.Construction on the station started in May2011. 60 000m3 of bulk excavations wasrequired on the site and the full spend on thebuild amounted to R4 771 million while anadditional R1.8 million was required to equipthe station. The Steelpoort station is unique

due to the fact that it is the only station in SouthAfrica that will not use mock-up undergroundsituations, but use the old chrome mine forunderground situation training.Mines Rescue Services will provide andmaintain the following services in the miningindustry: Trains (voluntary) rescue personnelto competency of the required skills. Providesexpert advice and consultancy services.Remains proactive to changes in technologyand the environment. Provides and maintainsspecialised equipment for the use during firesand incidents.Mr Alwyn Pretorius, Executive director andcurrent chairman, Mines Rescue Services,officially opened the building. He representsHarmony Gold Mining Company where hisposition is Executive – Health and Safety. MrGodfrey Oliphant, Deputy Minister for Mineralsand Energy assisted with the cutting of the‘ribbon’. In this case a fire hose cut with a saw.Also in attendance was the President of theAssociation of Mine Managers, Mr MatthewsNzimande, Mr Emile Britz the general managerat Samancor Eastern Chrome and Mr ECBecht from Anglo American Thermal Coal. MrWillie du Preez will be the local Superintendentof the Steelpoort Mines Rescue Station. Thecentral message from the various speakerswas that safety comes first and thenproduction. Throught the establishment of thestation stakeholders also affirmed theircommitment to training and safety on themines in the area. After all the officialspeeches, a tour of the facility as well as ashort underground tour showed visitors whathas been put in place and what can beexpected from the station in the future.

A 31-year-old police constable and his accomplice (petrol attendant) appeared before theLydenburg Magistrates’ Court in connection of corruption.Constable Casuais Shai of Leboeng Police Station and Shadrack Masuku of Kgautswanevillage in Leboeng, allegedly fraudulently used an official (Police) petrol card at an Ohrigstadfilling station. It is alleged Shai connived with the petrol attendant to swipe the official petrolcard and poured petrol to a private car amounting to R584,43. The cash amount wasallegedly shared amongst themselves.They were released on warning and will be in the dock again on 13 September 2012pending further Police investigations. The Head of Directorate of Priority CrimeInvestigations (Hawks) in Limpopo Major General Dibero Molatjana reiterated that no stonewill be left unturned in ensuring that corrupt members are brought to book and dealt withharshly in accordance with the law.Major General Molatjana has urged anyone with information about members involved incorrupt or fraudulent activities to contact the Anti Corruption Hot line at 0800 701 701 and allinformation will be treated with confidence.

Suspected stolen copper recoveredOn Wednesday 25 July, Burgersfort SAPS arrested two suspects inpossession of 135kg of copper. The SAPS members followed asuspicious car from Mooifontein to Metro. There they asked to searchthe vehicle and discovered the copper. They arrested a 28 and 35year old men. They will be charged with Possession of suspectedstolen property. Above are Capt. Nemaitoni and Capt. Maepa withthe copper.In a seperate incident Phoenix Flying Squad helped the SekhukhuneSAPS to arrest suspects driving in the Thorncliffe mine area. Theyalso recovered copper in the vehicle which was forced from the roadafter it drove over a spiked gadget.

At 09:50 on Wednesday morning twoarmed robbers robbed an employee ofOK Minimark outside the shop.He was on his way to deliver money thatmust be banked when two men pointed9mm pistols at him and forced him out ofhis vehicle. They drove off with the moneyand his car.The vehicle was later recovered at thecircle near the new Municipal building.The K9 unit recovered the keys to thevehilce close by. The suspects got awaywith tens of thousands of rands.By the time of going to press no suspectshave been arrested.“We would like to thank the BurgersfortSAPS for their quick reaction. We alsoappreciate the way they’ve supported ourstaff at the shop,” said Mr Vonnie Craffertfrom OK Minimark.In a seperate incident another businesswas robbed in the wee hours of themorning.Three armed suspected tied upemployees and took computers to thevalue of R30 000.No arrests have been made. The Burgersfort SAPS have appealed to the public to take care tonot leave valuable articles in their vehicles. Especially cell phonesand laptops are being taken from vehicles. They are also askingthat people write down the serial numbers of their property so thatit can be identified if it is recovered after a theft.Areas that are currently being targeted by thieves include AloeRidge East and West, Leopard’s Bush, Elephant’s Hill,Eerstegeluk and Tukagomo.

Tbatse Ferrochrome’s PSP team chose to spend their 67minutes on Mandela Day last week at Mogoshadi Day care andlearning Centre. This care centre was established in 1997 with37 children. Now the owner and principal, Mrs Glen Malekane,is taking care of 152 children (includeng four disabled).Challenges facing the school are omangst other things a lack ofenough room inside and no running water. The PSP team andtheir manager, Mr Jaco Pieterse, assisted in the school’svegetable garden and the fetched water from the river to fill upthe Jojo tank. Tubatse employees had lots of fun with thechildren and ended the day with singing Madiba’s birthday song,eating hotdogs and drinking cool drinks in the sun. (Whilelocally Laerskool Ohrigstad, LaerskoolBurgersfort and Steelpoort Academy all alsoexperienced problems. These schools are fullyrace integrated). He said that the problemsstem from the legacy of apartheid. “You aredealing with teachers that comes from theVerwoerdian system...his or her attitudetowards education still needs to be worked on.We are not dealing with a problem of today;we are solving a problem of centuries ago.We asked readers what they think about hiscomments regarding the problems in theDepartment of Education.

Old ‘Stake’ at Wildevy 4x4 DayThis 1935 Stewart American StakeTruck is living history and will be onshow at the Wildevy 4x4 Day.It is the pride of its owner Gert Venterwho restored it from a wreck in asunflower field to its current glory. “Ibegged a farmer in the Free State forfour years before I eventually bought itfrom him. I then set about restoring it”. Icontacted the American Trucking HistorySociety and they assisted me with moreinformation about the truck”. In 1991 thetruck was finally restored to its former

glory and valuated at $18 000. It alsobecame the only 1935 Stewart Stake Truckto be registered and on the road. TheStewart Motoring Corporation filed forbancruptcy in 1939 so not all the parts couldbe restored with originals, but it is about asclose as you will get. Oregon pine was usedat the back and although it has a starter itcan also start with a crank handle at the frontof the truck. It also comes from a time beforecompulsory indicator lights (a headache toexplain to traffic officials). Venter is nonewcomer to restoration. He also owns a1936 steel wheel Mysterious Case Tractorand a 1941 Harley Davidson. After the last

restoration in 1991,20 years passed andthis year Venter feltit time to do a bit ofretouching.Hendrik’sPanelbeaterssprayed the wholetruck and it is now ashowpiece again.

In 2011 Thorburn Security Solutions(Northern Region) embarked on two veryimportant training topics, English Literatureand Coaching. Other training topics in 2011were focusing on Baseline RiskAssessments as Safety Tools andOccupational Health and Safety Actorientation. All these courses wasoutsourced to subject specialists.

In order to continuously improve andmaintain standards, the training beenextended in 2012. English Literature trainingfor supervisory and senior security officerscontinues and results achieved thus far havebeen remarkable. A real difference is seenin writing skills and an eagerness to learn isevident amongst the two groups currentlyunder training.

Coaching training, under the guidance ofCallie Roos & Associates was presented tomore than 40 managers/supervisors in2011. The initial results were remarkableand in many instances attitude changesresulting in enhanced performance wereachieved. Now a four day follow-up sessionwas organised.

Each manager had the opportunity thepast week to spend at least 30 to 60 minuteswith Coaching specialist Alexis Moshodi,(photo left, an associate of Callie Roos &Associates) discussing their coachingexperiences. Managers “opened up” andAlexis Moshodi gained a lot of knowledge onthe effectiveness of coaching in ThorburnSecurity Solutions. Vast improvements from2011 were evident and deficiencies forfuture focus were identified thereby focusingon continuous improvement.

The training were concluded with generalfeedback on barriers and strengths incoaching and a motivational life skillsspeech by Mr Moshodi, focusing amongstothers on the transition of individualsreaching stages of significance to having areal purpose in life.

The week of 23 July 2012 will see thestart of a new HIV Aids Awareness focus.An external specialist, Tiisetso Motomboti,will spend valuable individual time withThorburn employees raising HIV Aidsawareness. It is estimated that this programwill continue until 1 December 2012.

Thorburn continues with innovative training

On Thursday last week NtabaneSecondary School at Kgautswane villagecelebrated the birth of Nelson Mandela instyle.

The school management decided tohonour their youth who participated inannual Miss SAPS Leboeng by givingthem chance to showcase their talent infront of other learners and teachers. Itwas the first time the school entered intothe competition and were happy to berewarded with two trophies, one for theirtraditional dance which got position one.Millicent Mashele (first) and other twolearners Philistus Mojela and HildahMashaba were in the top five of thebeauty contests. It was a hugeachievements for them bearing in mindthey were not there when thecompetition started last year.

Mr Monareng ,the Principal who wasnot present due to some commitments,prepared a very courageous speech thatwas read by Educator Molatudi. Heencouraged learners them to work hardfor the coming examination

learners Women in blue from Leboeng SAPS and Ohrigstad SAPSjointly added value to the two Leboeng families on 19 July2012 as part of Mandela Day celebrations.At about 11:00 the women started their journey by staging aroadblock whereby 26 motor vehicles were stopped and 46passengers were searched. One person was caught drivinga motor vehicle without a drivers licence. After the roadblockthey visited the family of Lizzy Sebuyane at Lepelle villagenext to JG Strydom Tunnel. They donated a wheelchair to 9-year-old Thato Sebuyane who is disabled. The family didn’texpect such a huge present. They completed their journeyby visiting the Marule family at Newstand Leboeng, wheregroceries were donated. Leboeng SAPS station commanderCaptain Moholane expressed his excitment and praised theladies and sponsors for adding value to the two needy familiesand encouraged them to work even harder next year to reachmore families.

Following the Environmental Impact Assessment (EIA) conducted by Polygon Environmental Planning,the national Department of Environmental Affairs (DEA) has issued a Waste Management Licence(WML) to the applicant, Modikwa Mine Joint Venture on 18 July 2012, for the upgrading of the existingwastewater treatment works (WWTW) serving Area Staff Village on the premises of Modikwa PlatinumMine, on the farm Hendriksplaats 281-KT, near Burgersfort (DEA reference: 12/9/11/L547/5). TheWML was issued in terms of the National Environmental Mangement: Waste Act (2008), and copiesare available from Polygon upon request.

Should you wish to appeal any aspect of DEA’s decision, you can lodge a notice of intent to appealwith the Minister for Water and Environmental Affairs, before or on 16 August 2012. Full appealdocumentation must then be submitted to the Minister’s office within 30 days after submitting thenotice of intent to appeal.
