“Those we holdclosest to our heartstruly leave us. Theylive on the kindnessthey have shared andthe love they broughtto our lives”.

The drama around the recalling of Greater Tubatse Municipality’s mayor, Councillor NkosiJosias Mahlake, came to a head this week on Tuesday during a council meeting inBurgersfort where his resignation was announced and his predecessor, Councillor RalepaneMamekoa was elected to complete the current mayoral term.

Councillor Mamekoa also served as a representative at the Sekhukhune DistrictMunicipality since the last local government elections.

Mayor Mamekoa’s election was widely welcomed and the packed public gallery eruptedwith jubilation at his election.

This was however not the end. The Council’s Executive Committee was also reshuffledafter a number of resignations from the committee and all new members were sworn induring the Council meeting.

After the meeting a joint media briefing were held by the outgoing mayor and the newincumbent of the position.

Former mayor Mahlake thanked his political party for the opportunity he had during thepast years and everybody he worked with for their cooperation. He said he will remain anANC councillor in the council and that he will be prepared to serve in any role or position theparty seems fit.

Mayor Mamekoa in his address to the media committed himself, the ExecutiveCommittee and the Council to fulfill the mandate they received, saying that the IDP(Integrated Development Plan) will remain the guideline and that residents of themunicipality must realize that service delivery and any efforts to it, does not stop, it remainsan ongoing process.

In the same breath he stated that the local government have no problem with servicedelivery protests, as long as it takes place within the framework of established guidelinesand the law. He also said people should realize that sometimes people like mayors have toattend to other commitments and that representatives may be used to receive

memorandums etc.

6 NEWS 11 JULY 2014

On Tuesday this week controversial SABCacting chief operations officer (COO), HlaudiMotsoeneng was permanently appointed. His appointment surprised the PublicProtector Thuli Madonsela who released areport in February that recommended he bereplaced. Her report with the title, “When Governanceand Ethics Fail” found that his appointmentis irregular. She found that hemisrepresented his qualifications – that hepassed matric, and that he increased hissalary from R1.5 million a year to R2.4million in one year. One of the latestcontroversies surrounding Motsoeneng ishis call for journalists to have licences topractice like the medical and lawprofessions. He has been quoted as saying:“You know when you are a journalist, youare a professional. If you don’t have ethicsand principles and you mislead on yourreporting, like lawyers…if you commit anymistake, they take your licence”.Motsoeneng’s appointment was announcedby Communications Minister FaithMuthambi. She told the media that shefollowed the recommendation she receivedfrom the SABC’s board. The SABC’s boardhas been given until 17 August to respond tothe Public Protector’s report. Political partiesreacted with shock at the appointment aswell as his statement that journalists shouldhave licences. EFF MP Mbuyiseni Ndlozisaid: “Those were damning findings by thePublic Protector. A person admitted to lyingabout his qualifications. When is Mr Hlaudibeing fired? I don’t even think he must behere”. The DA reacted by saying thatMotsoeneng’s permanent appointmentmeant that he will be free to continue his“reign of terror” at the SABC.Platinum Gazette asked readers what theythink about the whole issue.

Mr Patson Sekgobela said: “I’ve heard about him. The law aboutprotection of information etc. is alright, but I agree with MrMotsoeneng that journalists should be regulated more”. With him areMr Adam Mafane and Thulani.

Mr Ussuf Choonara (middle) said: “I disagree with this man. Journalist must be free to dotheir work. They must be able to move around and do what they want”. With him are MrArfan Mohammed and Mr Akbir Sian.

Mr SelomaneMahlatsi and MrThabo ClementMalatji said: “He hasa great idea. It willbe good if they needlicences becausesometimes theywrite lies. They haveto be professional asit is a proper job. MrMotsoenenghowever had noright to give thatcomment though ashe himself lied abouthis qualification. Itwas perhaps justthat he was scaredof the journalists”.

Mr Lesley Ndou said: “I don’t agree with him.Journalists are regulated enough already. Some people in government just want tohide corruption. That is the main thing whythey want more regulation and licences. Hisappointment is politically motivated. I thinkhe is a close friend of the big man”.

Mr James Lekhoana said: “I don’t think theyshould be licenced. Take the journalist tocourt if they write something wrong”.

Right: Mr Mphele Kgasago said: “No, I don’tthink Motsoeneng has the right idea.Journalists should be free to report howeverthey want to. They must just check theirfacts and get all the sides of the story beforepublishing. The editors should also doublecheck their journalists’ stories. MaybeMotsoeneng was feeling the heat becausethere are so many question marks aroundhim”.

Mr Elvis Setladi said: “This is the ANC government! Appointing himpermanently?! These days the more connected you are, the richerand safer you are. This is how our government operates.Journalists don’t need licences. They do their work to inform thepublic. The public won’t agree to Motsoeneng’s suggestion”.

The controversy surrounding SABC’s

Mr Thabiso Mphahlele said: “I don’t agreewith him that journalists must be licenced. That will only help some people to cover upcorruption. Only a few journalists willanyway qualify for a licence and they’ll bescared of losing the licence so they won’t befree to write about anything”.

Mr Freddy Mkhabela said: “I totally disagreewith Motsoeneng. If journalists should havelicences he should also have an appropriatequalification. Then he cannot be appointedwhere he is now without matric. Personally Ido think journalists should be regulated a bitmore. Journalists must write facts and proofand not on rumours”.

Mr Kgampu Maphori said: “I definitelydisagree with Motsoeneng. He does noteven have a proper qualification and now hewants to have licences enforced onjournalists?”

Left: Mr JosephMohlala said: “I findit strange – himbeing appointedpermanently now.He should havecleared himself firstbefore this becamepermanent. Themedia guys arealready regulated somuch by things suchas the Secrecy Bill, for a guy like him –with no qualificationhimself to sayothers should havelicences.

Left: Mr Sajiel Ajazand Mr Atif Hussnainsaid: “No, it is notgood. They must lethim go. People likethat is toodangerous for ourcountry. He is alucky man with thatsalary! He shouldleave the journalistsalone. Just train yourjournalists well”.

Me.

Left: Ms. SilenceMokoo said: “Hisappointment andstatements are notright. The things inplace like the PressOmbudsman isenough”. With herare Motheo andLebone.

Mr Ralph Sekhukhume said: “I don’t agreewith Motsoeneng that journalists shouldhave licences. He lied to the public about hisqualifications in the first place. He is justtrying to protect himself”.

Right: Mr ThamiMalope said: “Theyare just trying to putstumbling blocks inthe way ofjournalists. In somecases though, self-regulation is notenough. Journalistsgive us information. If they limit thejournalists’ capacitywith a licence, theinformation we willget will also belimited. This licencething he wants is likewhen theydisbanded theScorpions becausepeople were afraidthey’ll be exposed”.
