(1) If the council of a municipality establishes an executive committee, it must10 elect a number of councillors necessary for effective and efficient government.provided that no more than 20 per cent of the councillors or 10 councillors.whichever is the least, are elected. An executive committee may not have less thanthree members.(2) An executive committee must be composed in such a way that parties andinterests represented in the municipal council are represented in the executivecommittee in 15 substantially the same proportion they are represented in thecouncil.(3) A municipal council may determine any alternative mechanism for the electionof an executive committee, provided it complies with section 160(8) of theConstitution.”

Section 160 (8) in the Constitutio reads: “Members of a Municipal Council areentitled to participate in its proceedings and those of its committees in a mannerthat - (a) allows parties and interests reflected within the Council to be fairly

represented; (b) is consistent with democracy; and (c) may be regulated by national legislation.”

Mahlake thenew Mayor

New Speakerpicks up anearly fight

The new Speaker of the GreaterTubatse Muncipal Council, Cllr QueenMalekgale Moeng, walked into in earlyscrap with opposition parties when theCouncil proceeded to elect an ExecutiveCommittee. According to the oppositionparties in the council, the procedure asprescribed in the Municpal StructuresAct (see seperate box) for thecomposition of an executive committeewas not followed and the noted theiropposition against the decision toproceed with the composition of thecommittee, which in the end comprisesof nine members of the ruling party andonly one opposition member. Accordingto DA member, Cllr Roelof Lourens, thefact that the principle of proportionalrepresentation was ignored, opens theway for legal action to rectify thesituation.

Cllr Nkosi Josias Mahlake, in the previous dispensation wardcouncillor for Ward 1 and now and ANC PR representative on themunicipal council, has been elected Mayor. In the photograph thechain of office is hung upon his shoulder by the Commissioner ofOaths, Mr Mqiba, an attorney from Burgersfort, who conducted theswearing in ceremonies during the council meeting. Cllr Mahlake’spredecessor, Cllr Ralepane Mamekoa (left) is looking on beforecongratulating Cllr Mahlake with his election. Cllr Mamekoa has beenelected as one of Greater Tubatse Municipality’s representatives inthe Sekhukhune District Council. The new Mayor hails from theLeboeng area north of Ohrigstad near Strydom Tunnel.

The first meeting of the new Greater TubatseMuncipal Council too place on Thursday lastweek.

Initially the proceedings was chaired bythe acting municipal manager, Mr LemonPhala, who introduced a Commisioner ofOaths, Mr Mqiba, a Burgersfort attorney tothe house to conduct the swearing in ofcouncillors. After all the councillors was dulysworn in, nominations for a speaker wassubmitted and Cllr Queen Malekgale Moengwas sworn in after no other nominations wasreceived. Tjhe new Speaker duly received acloak of office before taking the chair toconduct the rest of the day’s business.

Next on the agenda was the elction of theExecutive Committee, whereafter the newMayor was elected unanimously from thenew ranks of the new Executive Committee.

The rest of the proceedings centredaround the composition of other committeesof the council, renumeration of office bearers,the appointment of full time councillors andthe election of councillors to representGreater Tubatse Municipality on theSekhukhune District Council (this electionwas coducted by the IEC).

The new council also had to take not ofprevious decisions of the old council that stillneed to be effected, while administrativeissues such as the declaration of interestsalso received attention.

On 1 June 2011 Motodi VEP (VictimEmpowerment Program) together with theTubatse SAPS, Tubatse VEP, Lehlaba VEPand the Home Based care membersconducted a child protection awarenesscampaign in Ga Motodi village at the Tribaloffices.On the day the learners, parents andteachers were addressed about children’srights, drugs and alcohol abuse. Parentswere also sensitized not to send theirchildren to the shops during the night andthey were also made aware not to send theirchildren to buy liquor.Some of the learners from local schoolsreceived golf shirts with their school’semblems on it. Mrs. Betty Sepadi (Projectmanager of Motodi VEP) said through theassistance of United Nations Office onDrugs and Crime (UNODC) they managedto buy 90 golf shirts and donated it to someof the learners from local schools.Motodi VEP identified orphans from the localschools and donated some became

beneficiaries. Schools who benefited include:Dikotope Secondary School, Moukangoe SecondarySchool, Tswetlane Primary School, Marota PrimarySchool. (Information and photographs: Const. J.Movundlela).

The Sekhukhune District Municipality’scouncil has yesterday (07th June 2011)successfully concluded its business ofsworning in of its seventy two councilors.The council meeting was held at the MosesMabotho Civic Hall in FetakgomoMunicipality, Apel.

Cllr Mogobo David Magabe wasunanimously elected the Executive Mayor ofSekhukhune District Municipality.

Cllr Caroline Mathebe was elected theSpeaker of the District Municipality. Out ofthe 72, 19 where directly elected, 48 wereforwarded jointly by the five localmunicipalities and five are traditional leaders(chiefs).

In his acceptance speech Cllr Magabetold the crowd of five hundred people whopacked the hall that “I feel much honouredand humbled for having been elected thesecond Executive Mayor of the ThirdCouncil of Sekhukhune District Municipality,to lead and serve our people. As I acceptthis mammoth task of spear-heading theNational Democratic Revolution in ourdistrict, I do so fully aware of the challengesbefore us and am humbled by theconfidence you have shown in my abilities tolead”.

The Mayor further thanked to electoratefor having flocked to the polls during the 18May Local Government elections.

“Today marks the culmination of whatwill go down as the most exciting, intense,competitive, aggressive and yet smooth andshort political history of our democracy.

For this we will forever remain grateful toour people who have demonstrated theirdeeper sense of the democratic valuesenshrined in our constitution by voting inlarge numbers during the elections”

Cllr Magabe further announced theappointments of the Members of theMayoral Committee.

They are: Cllr Seshego Mahlo –Infrastructure and Water Services Dept; CllrLionel Seloane – Budget and Treasury Dept;Cllr Moleke Mokganyetsi – CorporateServices Dept; Cllr Martha Matlala –Planning and Economic Development Dept;Cllr Daisy Mokoka – Community ServicesDept; Cllr Mohlabane Kgoloko – ExecutiveMayor’s Office (Traditional Affairs); Cllr MikeMamahlako – Executive Mayor’s Office(youth, women and people with disabilities)and Cllr Pinkie Nchabeleng – Deputy MMCfor Infrastructure and Water Services.

The Executive Mayor had this to say to allpoliticians:

“Now that the election time is over, it istime for all of us to deliver on the electoralmandate, time for campaigning and lobbyingfor positions has come and gone, we havecouncillors who are democratically elected,we have administration appointed on thebasis of skills, and all of us have to makecontributions in changing the lives of ourpeople. Time to blame is over”. Theadministrative staff of the SekhukhuneDistrict Municipality did not escape the wrathof the Mayor as he said,

“We are committed to fight anymanifestations of maladministration oftenders in the municipality by both politiciansand administration. We are committed tofight crime, fraud and corruption of societythrough anti-fraud and corruption strategiesapproved by council. We will work togetherwith the Municipal Public AccountsCommittee to improve accountability.

We will not tolerate laziness, where ittakes more than three months to fix a bore-hole, more than three months to pay Eskombills, whilst officials are sitting in air-conditioned offices while our people aresuffering”.

The Tubatse ERT is made up of volunteers fromdifferent departments within the plant. These dedicatedteam members are responsible to address all fire andrescue emergencies within the plant and surroundingareas.The team entered the annual South African national firefighting competition at the Fire Protection AssociationCollege in Boksburg. The competition was held on the25th of May 2011. Teams from all over the country enterthe competition to test their skills against each other andthe clock. This is the second year the team has enteredthe competition.The competition is broken up intodifferent disciplines such as hose drills, Devils Cross firefighting and 3D fire fighting. This year the team alsoentered one member for the Fire Marshall competitionfor the first time. Overall Results: Team competitions7th; Fire Marshall competition 1st. On Saturday 4 June SamancorEastern Chrome Mines participated ina Box Cart Race that was held atMiddelburg Ferrochrome.ECM showed up with loads of spirit!With the very first race, ECM took thelead. The team went crazy! And then

it happened, around the last bend,the back wheels were damaged.The pit crew quickly jumped in andreplaced the wheels.By now the team had a back log tocatch up. The guys really went allout! They pushed that little car as

ECM racing in Middelburg

5 June was World EnvironmentDay. One of the values ofSamancor Eastern Chrome Mines(ECM) is Zero Harm to theenvironment. To show theirsupport, ECM participated in anawareness campaign at theDithamaga School. CharlesMathoma from ECM made a

ECM supports World Environment Daypresentation on generalenvironmental management andconservation, looking at(1) Prevention of Water pollution;(2) Prevention of Air pollution byveld fire and (3) Sustainable useof land. He emphasized that eachperson has a responsibility.Together Steelpoort residents can

make a huge difference if everyperson will not litter, do not wastewater and helps prevent veld fires. Itis all about being part of the solutionand not part of the problem.ECM donated four wheelie bins to theschool, to help them in their effort tokeep the environment clean.(Information: Davida van der Walt)

On 31 May 2011, Samancor Eastern Chrome Mines (ECM) visitedItereleng Home Based Care in Makgemeng. An employee fromEastern Chrome Mines, Neri Roux, has a baby of thirteen monthsold. She decided to donate her baby carry cots, bath and babyclothes to Itereleng Home Based Care for distribution in thecommunity. Neri was delighted to see that the donations went topeople who really needed it.In addition ECM also donated 56 food hampers to the community.Itereleng Home Based care plays such an important role to ensurethat donation to the communities reaches the right people. If anyonewishes to make donations to Itereleng Home Based care, the can becontacted on 076 688 2870.ECM did not stop there. They also donated 18 food hampers to theEerste Geluk Orphanage and 20 Food Hampers to BogwashaProtective Workshop for the Mentally and Physically Disabled. TheEerste Geluk Orphanage feeds orphaned children on a daily basis.Bogwasha is a day care centre for the disabled. Eastern ChromeMines is proud to be associated with support to local communities.

The club met for their monthly meeting onMonday this week.The Burgersfort Photography Club takes photographsaccording to a different theme every month. The themefor last month was fruit. Many high quality entries werereceived, resulting in shared first, second and thirdplaces. The winning photograph of each month receivesa R250 OK Grocer voucher. Santie Carelse was also thewinner of the Platinum Gazette challenge for anappliance marketing photograph.The theme for the coming month is street photography.Any photography enthusiasts are welcome to join theClub. is vriendelik gestop en gevra of hulle niepannekoek of sosaties wou koop nie. Meeras 900 pannekoeke is op die dag gebak.Die kerk bedank almal wat gehelp, geskenken ondersteun het.

Specialist training for taxi driversA taxi academy where taxi drivers willundergo compulsory specialist training will beup and running by the end of the year.This was announced by Transport MinisterSibusiso Ndebele this week.The academy will be funded by both the stateand the taxi industry. The training will becompulsory and according to Ndebele, thetaxi industry is now becoming more and moreinvolved in government plans to improvepublic transport. The taxi industry accountsfor 60% of South Africa’s public transport.“The academy will be looking mainly at driversafety, customer care and those kinds ofissues. It is aimed at improving the skills oftaxi drivers and assisting them with how theydeal with their customers” Mr Logan Maistry,spokesman of the Department of Roads andTransport said. The academy will offerindustry specific training and will also includeadvanced driver training and lessons in howto run a small business.The initial site identified for the academy is inWelkom, but plans for satellite trainingcentres across the country are underway.“We are focussed on getting the taxi industryand the small bus company operators tobecome part of the tranformation of thepublic transport sector. We are persuing theobjective that a portion of all current publictransport contracts will be allocated to thesetwo public transport service providers,”Ndebele said.Good news for Limpopo is that R934 millionwill be spent on upgrading roads in thecurrent financial year. This is the fourthlargest provincial allocation. According toNdebele 75% of the country’s tarred roadsare 20 years and older while they only have asurface life span of 20 years. Nationally R75thousand million rand is needed over thenext five years to stop further deterioration.In the Burgersfort area more than 800 taxisare operating daily. They carry thousands ofpassengers from villages around the area totowns and mines surrounding Burgersfort.We asked readers how they felt about thecompulsory specialist training that is beingplanned for taxi drivers?

Ms Rachel Mashaba and Ms Elsie Mkhawane said: “It is a good plan. Often the taxidrivers are rude and call us names. They must treat us like real customers because weare real customers. They must also be trained to budget so that they’ll have somethingwhen they one day retire. Oh, and their drivers licences must be real, proper driverslicences”.

Mr AJ Homem De Gouvia said: “It’s agood plan but has to be monitored”.

Mr Solly Nkoma said: “It is a good plan, itwill reduce accidents”.
