These parts constitute around 25% of the total volume of the Cars.

(b) As FBR is the responsible agency for maintaining such data, wehave requested them to provide the requisite information. As soon as the informationis received from FBR, the same will be provided.

133. *Dr. Arif Alvi:(Deferred from 10th Session)

Will the Minister for National Food Security and Research be pleasedto state:

(a) the steps being taken by the Ministry to ensure the availabilityof good quality of cotton seed in the market;

(b) whether it is a fact that the copyright laws in Pakistan protectgenetically modified seeds; if so, whether the Government ispromoting said seeds without reservations;

(c) whether it is also a fact that the approved Bt variety for cottonavailable in the market is low in toxin level with weakgermination strength;

(d) whether it is further a fact that the approved varieties of cottonmeet the international levels of gene expression; and

(e) the prescribed procedure to approve and reject the varieties ofseeds and to make it transparent?

Minister for National Food Security and Research (Mr. SikandarHayat Khan Bosan): (a) The steps taken by the Ministry for ensuring availabilityof cotton seed in the market are as under:

• Development and promotion of new high yielding Bt and non Btcotton varieties.

• To date 19, 857 metric tons (49.64%) cotton seed has been certifiedagainst the total cotton seed requirement of 40.000 metric tons.

• Federal Seed Certification and Registration Department (FSC&RD)is monitoring sale of fake and below standard cotton seed.

(b) There is no protection available in Copyright Law to GeneticallyModified Seeds.

(c) The toxin level ranges from 0.5 to 1.9 ug/gm of fresh weight in leaves.The approved Bt cotton varieties are comparatively low in germination strengthdue to early sowing i.e. February and March.

(d) The value approved by TAC is appropriate for our region.

(e) National Biosafety Committee (NBC) approves varieties of seedfrom environmental point of view. For this following procedures is adopted:

i. The applications on prescribed format are prepared and submittedto Institutional Biosafety Committee (IBC) of the organizationconcerned for evaluation and scrutinizing before recommending toNBC for approval.

ii. The applications arc processed at National Biosafety Centre andplaced before the Technical Advisory Committee (TAC) forevaluation on scientific and technical parameters and recommendationsare furnished to NBC for decision. The applicants are provided anopportunity to defend their cases in the TAC meeting.

iii. The NBC on the basis of the TAC recommendations and as percurrent policies of Government of Pakistan decides to approve 07reject the application. The proceedings are transparent in all respects.

31. *Ms. Parveen Masood Bhatti:

Will the Minister for Housing and Works be pleased to state whetherit is a fact that the new residential colonies are being established inIslamabad in the near future; if so, the details thereof?

Minister for Housing and Works: Overall the matter relates with CDA/Cabinet Division. As far as this Ministry is concerned, following three projects inIslamabad are under consideration and will be launched by PHA Foundation innear future:

(i) Construction of Cat-I, II & III houses for Federal GovernmentEmployees (BS-20-22) at Kurri Road, Islamabad.

(ii) Construction of Apartments for Federal Government Employees(BS 17-19) at Sector I-16/3, Islamabad.

(iii) Construction of Additional blocks of Executive B-type apartmentsand D-type apartments with G+ 3 configuration on available land atSector G-10/2, Islamabad.

However, there are certain proposals under consideration of the FGEHousing Foundation to establish the new residential colonies in Islamabad andFGE Housing Foundation taken up the matter with CDA for allocation of newsector/land for launching of housing scheme for F.G. Employees and others.Chairman CDA constituted a committee for allotment of new sector to FGE HousingFoundation on 8-4-2014. The matter is under process with CDA. In additionongoing schemes include Bhara Kahu G-15/3 and G-14/1,2,3 in Islamabad.

32. *Ms. Parveen Masood Bhatti:

Will the Minister for Industries and Production be pleased to state:

(a) the steps being taken by the Utility Stores Corporation to improvethe quality of its commodities; and

(b) whether there is any proposal under consideration of theGovernment to open new Utility Stores; if so, when it will beimplemented?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) The quality of commodities being sold at USC outlets has substantiallyimproved. The annual turnover of the Corporation is close to Rs. 80.00 billion,which itself proves the confidence of customers on the quality of the commoditiesbeing sold at USC Outlets. Recently the Corporation started procurement of Riceand pulses packed in one, two & five Kg under the brand names. Response andfeedback of the customers is very encouraging. The sales have substantiallyincreased.

(b) For further expansion of the network of stores the Corporation hassubmitted a PC-1 for opening of 1,000 more stores throughout the Country forapproval of the competent forum. The stores will be opened after the approval ofthe proposed project of PC-1, from the relevant forum.

33. *Ms. Nighat Parveen Mir:

Will the Minister for Industries and Production be pleased to statewhether it is a fact that Toyota Car Company has stoppedmanufacturing of Cuore Model Car; if so, the reasons thereof?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): M/s Indus Motor Company (Toyota Car Company) stopped themanufacturing of Cuore Car during the year 2011-12.

Reasons

• The Government of Pakistan implemented the Pak-II (Euro-II) noiseand emission standard for the cars in Pakistan with effect from 1stJanuary 2012.

• Cuore Car was not compliant/ conforming to the said standard,therefore, the company stopped its production.

34. *Ms. Nighat Parveen Mir:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the construction work of the NeelumJhelum Hydro Power Project has not been completed so far; ifso, the time by which it will be completed; and

(b) the benefits to be accrued to the country therefrom?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Theconstruction of Neelum Jhelum Hydropower Project is in progress and is scheduledfor completion in November 2016 subject to sustained cash flow.

(b) The benefits to be accrued after the completion of the Project are asunder:—

• 969 MW of cheap electricity will be generated. Project will generate5150 GWH of energy annually. It will save Rs. 50 Billion annually byreplacing thermal generated electricity.

• Reduction in gap between demand and supply of the power in thecountry.

• Skill enhancement/transfer of technology due to deployment of Stateof the Art machinery, tunnel Boring Machine (TBM) being used inthe Project.

• Availability of employment opportunities during construction. Socio-economic benefits for the locals.

35. *Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to state whetherthere is any proposal under consideration of the Government to fixtariff of Distribution Companies of WAPDA for their efficientutilization; if so, when it will be implemented?

Minister for Water and Power (Khawaja Muhammad Asif):Determination of Electricity Tariff is done by NEPRA and the Ministry of Waterand Power is to implement the determined Tariff.

36. *Rai Hasan Nawaz Khan:

Will the Minister for National Health Service, Regulations andCoordination be pleased to state:

(a) whether it is a fact that various types of cancers have beenreported in the country during the year 2013-14; if so, the detailsthereof;

(b) whether the Government has conducted any study to ascertainthe reasons of rising cases of cancer in the country during thesaid period; if so, the details alongwith the outcomes thereof;

(c) whether there are adequate facilities in the Governmenthospitals/health centres to detect various types of cancersincluding breast cancer at early stage across the country;

(d) if so, the details thereof; if not, the steps taken/proposed to betaken by the Government for early detection and providingaffordable treatment of various types of cancers alongwithawareness campaign launched in this regard across the country?

Minister for National Health Services, Regulations andCoordination: (a)

• Cancer registry is a central registry where all cancer data fromhospitals, histopathology labs, radiotherapy hospitals and populationis pooled, graded following ICD coding and trends checked fortreatment and prevention.

• The 1st cancer registry was established through a project for 18months by PMRC in 1973-74. Seven centers (AFIP Rawalpindi,KE Lahore, FJMC Lahore, KMC Peshawar, NMC Multan, LMCJamshoro, JPMC Karachi), from Pakistan collected data on standardformat. All data was pooled and analyzed by PMRC.

• 2nd time registry was started again in 1977-80 under 5 years project.Six centers (AFIP Rawalpindi, LMC Jamshoro, JPMC Karachi,KE Lahore, QMC Bahawalpur, Irnum Peshawar) pooled data andPMRC collated and analyzed it

• In 1992 the data was completed from 6 sites (LMC Jamshoro, JPMCKarachi, PIMS BMC Quetta, CMC Larkana, Services hospitalLahore).

• Armed forces institute of pathology Rawalpindi regularly sends reportto PMRC and their 2013-14 Figures are incorporated in the table.

• Comparison of data is shown below in table and supplementary detailsare attached (Annexure-A).

(b) Based on the table above following is trend in Cancer prevalence inthe country.

1. In males cancer of the lungs and bronchus is going down.

2. In females, cancer of the breast and ovary are high and remainedhigh all these years.

3. Skin cancer is more in South of Pakistan due to exposure to pesticidesand sun in long winters.

4. Cancer of mouth (oral) is more in South of Pakistan due to use ofsmokeless tobacco like pan. gutka, mainpuri.

Reasons for increase:

Apparent increase in cancer is mostly due to

1. improved diagnostic facilities and awareness for screening.

2. increased use of carcinogens (aflatoxin (fungus) in wheat and spices)and

3. adulterants (food quality, colors, preservatives) in our food and water(arsenic, mercury, lead).

4. increased use of smoked and smokeless tobacco.

(c) 1. Oral and GIT cancer: Extensive and early use of oral tobacco(smokeless tobacco) like gutka, mainpuri, niswar etc bychildren and young adults causes oral cancer. These contain acocktail of very low grade of tobacco, catechu, lime and addictivesin high concentrations. All these are carcinogenic and users keepthem in the mouth for long time to get maximum absorption throughskin of the mouth, causing enhanced and high mental relaxation.Keeping them in mouth for longtime to cancer of mouth and GIT.

Steps by government to control it: The tobacco control cell in thefederal and provencial health departments has made posters, flyersand billboards where they have shown harmful effects of smokedand smokeless Tobacco. Sindh government has banned the sale ofthese items but implementation needs to be strengthened.

2. Trachea and lung cancer: Smoking tobacco as cigarettes, sheesha,bedi, hukka etc causes cancer of respiratory system especiallytrachea and lungs.

Steps by government to control it: The tobacco control cell in thefederal and provincial health departments has also placed warningon all cigarette packs along with a photograph of cancer of mouth toavert the user. Cost of cigarettes is increased; smoking at publicplaces is banned.

3. Breast cancer: It is mostly related to obesity, excessive use of highcalorie food and family history of breast cancer.

Steps by government to control it: Self examination of the breastis the best and most easy method. This is being taught to females byNGOs and CSOs. Pink ribbon is working with Punjab government,NGOs and CSOs in increasing awareness about disease andscreening at doorstep through their mobile units. Ultrasound andmammograms are skilled tests which are available at all tertiary carecenters.

4. Cervix cancer: This cancer is to Human Papilloma Virus which istransmitted during sexual activity. Globally papilloma virus vaccine isrecommended in females of marriage age so that they are protectedfrom this virus after marriage.

Steps by government to control it: The vaccine is available inPakistan and people buy it and take it voluntarily.

5. Metastatic cancer: cancer from its main site (primary site) spreadsthrough blood or lymph nodes to other sites like liver, lymph nodes,bones etc. The site where it spreads is called the metastatic site.

(d) • As there is no permanent cancer registry, therefore there is an urgentneed to develop this. All leading cancer diagnosing and treatingconsultants from all over Pakistan have given in writing that Centralcancer registry should be based in PMRC. There was consensusthat Provincial registries snould also be established in the healthdirectorates and provincial PMRC centers may give technical supportto these registries. Provinces were requested to make their own PC1for onward continuation of the activity.

• PC I for cancer registry was submitted in 2009 through MoH andagain in 2013 ministry of NHR&C to Planning commission.

• Meanwhile through a Norwegian collaboration, cancer registryfor Federal capital was agreed for initial 3 years period and subjectto success it will be replinted all over the country. The plan is submittedto Planning commission for funding where in February 2014 PMRCwas asked to get an MOU signed between the two institutions. Theagreement letter between PMRC and Norwegian cancer registry isattached at Annexure-B.

• In all tertiary care hospitals and atomic energy Centers, the facilitiesare available for detection and treatment of different type of Cancer.

37. *Ms. Khalida Mansoor:

Will the Minister for Water and Power be pleased to state the presentstatus of the construction work of Munda Dam alongwith detailsthereof?

Minister for Water and Power (Khawaja Muhammad Asif): Thepresent status of Mohmand (Munda) Dam is as under:—

M/s SMEC – NK – NESPAK – ACE JV appointed Consultants forcarrying out detailed engineering design and tender documents of project in 24months w.e.f June 2012. 65% progress has been achieved.

• Credit Facility Agreement (CFA) amounting to 11 million Eurosfinanced by AFD has been signed on April 02, 2014 for preparationof Detailed Engineering Design of the Project.

• After completion of the study, tenders will be invited for constructionof the project for completion in 7 years period.

• The PC-II of the Project amounting to Rs. 937.860 Million has beenprincipally approved by CDWP in its meeting held on March 13,2014.

• Rs. 600 million allocated in PSDP 2013-14.

38. *Ms. Khalida Mansoor:

Will the Minister for Religious Affairs and Inter Faith Harmony bepleased to state:

(a) the year-wise total number of recommendations presented bythe Council of Islamic Ideology to the Government during thelast five years; and

(b) the number of said recommendations which have beenimplemented by the Government in letter and spirit, so far?

(b) The reports for the years 2009-10, 2010-11 and 2011-12 havebeen recently received and Ministry of Parliamentary Affairs has been asked tobring them on Agenda of both Houses of the Parliament for laying before them.After discussion thereon in the Parliament under Article 230(4), implementationprocess on the recommendations can be initiated.

40. *Ms. Belum Hasnain:

Will the Minister for Industries and Production be pleased to statethe steps being taken by the Government to encourage theindustrialists for establishment of new industries in the country?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): The Government of Pakistan is actively taking the following steps toencourage establishment of new industries:

• The Export Processing Zone Authority working under the MOI&Phas established a number of zones at Karachi, Risalpur, Sialkot,Gujranwala, Lahore, Sargodha etc. which offer many incentives tothe investors. The major incentives provided in EPZ include dutyfree import of machinery, equipment and materials, repatriation ofcapital and profits, no sales tax on input goods and electricity, gasetc, non applicability of exchange control regulation of Pakistan. Otherfacilities include one window operation, availability of electricity, gas,water and telecommunication. Besides, a number of incentives havealso been provided in National Industrial Parks.

• Ministry of Industries and Production has initiated a number ofprojects for the development of new industries in the Country throughPublic Sector Development Programme (PSDP). The objectivestargeted in our Public Sector Development Programme aim atrejuvenating the industrial sector through 35 projects worth Rs.30,369 Million with focus on:—

(a) Innovation and efficiency in industrial sector

(b) Building high skilled human capacity through targeted workerskills development programs.

(c) Technological up-gradation including Computer Aided Design(CAD) and Computer Aided Manufacturing(CAM)

(d) Development of emerging sectors like Gem & Jewellery, stonedevelopment and energy auditing in the textile sector.

(e) Targeted development of small and medium business entities toboost employment and reduce poverty.

• Small and Medium Enterprises Development Authority (SMEDA)is the apex SME development organization of Pakistan, workingunder the administrative control of Ministry of Industries andProduction. SMEDA is taking key initiatives for the establishmentand promotion of new domestic and small industries in the country:

• 27 helpdesks of SMEDA are providing guidance to new and existingSMEs for the following :—

(a) Project Identification/implementation

(b) Business Development Services

(c) Business Information

(d) Business Match Making

(e) Assistance in Fund Raising

(f) Counseling on Legal and Regulatory Procedure.

• SMEDA has prepared around 170 pre-feasibility studies. Theobjective of the pre-feasibility study is primarily to facilitate potentialentrepreneurs in project identification for investment.

• Development of Business Plans on the request of potential investorsis being offered by SMEDA.

• Declaration of “Pioneer Industry” in any industrial field in Pakistanwith minimum Rs.500 million upfront investment excluding cost ofland to boost foreign investment. The incentives for pioneer industryare at par with the incentives available to Special Economic Zones.

• Besides, no NOC is required to set up industries, however, NOCfrom the Environment Protection Agency (EPA) of ProvincialGovernment is required.

• Tariff Rationalization is underway in the entire industrial sector toreduce the cost of doing business.

41. *Ms. Tahira Aurangzeb:

Will the Minister for Ports and Shipping be pleased to state:

(a) the percentage of construction work completed on GawadarPort so far alongwith the present status of the said port; and

(b) whether it is a fact that the said port has not been madefunctional so far; if so, the time by which it will be madefunctional for public?

Minister for Ports and Shipping (Mr. Kamran Michael): (a) UnderPhase 1 project which is completed 100% following structures were built:

• Three multipurpose berths, each 200 meter long. (total 60.2meter)dredged 14.5 alongside.

• One 100 meter service berth.

• One RO-RO berth.

• 4.7 kilometer long approach channel, dredged to 14.4 meter.

• Turning basin 450 meter dia, dredged to 13.8 meter.

• Port related allied structures like control tower. Maintenanceworkshops, security building, GPA head office building etc.

(b) The said port is functional since 2008 on facilities created so far andships are being received. However, the same will be functional for commercialpurpose subject to the commercially viable according to the concession agreement.

42. *Ms. Tahira Aurangzeb:

Will the Minister for Ports and Shipping be pleased to state:

(a) whether it is a fact that the security scanners have been installedby the Ministry at Karachi Port Trust; if not, the time by whichthose scanners will be installed therein; and

(b) the total expenditure to be incurred thereupon alongwith thedetails thereof?

Minister for Ports and Shipping (Mr. Kamran Michael): (a) Nosecurity scanners have been installed by the KPT (Ministry of Ports and Shipping)at Karachi Port. At present there is no proposal to install scanner by the KPT.

(b) Since the Karachi Port Trust has not installed any cargo, / containerscanner, therefore, no expenditure has been incurred.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state the steps being taken by the Government to bringDeeni Madaris/Mosques into mainstream of the Educational System?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): The subjects of Deeni Madaris, Mosques and Islamiceducation have been devolved to the Provinces in the wake of 18th ConstitutionalAmendment. Further most of the Mosques are under the control of ProvincialAuqaf Departments whereas the Deeni Madaris and the Mosques of ICT areunder the Auqaf Directorate, Ministry of Interior. However, Federal Governmenthas taken the following steps to bring the Deeni Madaris into mainstream :

(1) Promulgation of Ordinance called “The Pakistan MadrassahEducation (Establishment and Affiliation of Model Dini Madaris)Board Ordinance, 2001.

(2) Three. Model Deeni Madaris. two at Karachi and Sukkar for boysand one at Islamabad exclusively for females have been set up whereinreligious education alongwith general education is being given to thechildren.

(3) The Societies Registration Act has been amended by adding a newsection 21 after Section 20 of the Act.

(4) An agreement between the Government and Ittehad Tanzeemat-e-Madaris Deenia, Pakistan has been signed on 7th October, 2010whereby both the Government & ITMP have agreed to includecompulsory contemporary subjects in Curricula of Sanvia Amma(equivalent to Matric) and Sanvia Khassa (equivalent to intermediate).Major Madaris have started teaching contemporary subjects in theirMadaris.

Minister for Water and Power (Khawaja Muhammad Asif): TheGovernment of Pakistan have launched National CFL Project to replace 30 MillionCFLs (Energy Savers) among the non-defaulter domestic consumers in exchangeof two healthy Incandescent Bulbs (lBs) free of cost for conservation of energywhich shall reduce 1000 MW power demand from National Grid.

Out of 30 Million CFLs, 18 Million CFLs have been distributed byDISCOs. This project has created awareness among the public to use CFLsinstead of lBs. With the passage of time. The manufacturing of lBs will beautomatically stopped.

48. *Mr. Khalil George:

Minister for Water and Power (Khawaja Muhammad Asif): (a) ThePakistan Energy Efficiency & Conservation Bill 2014 under promulgation is beingmoved for approval of Council of Common Interest. Its passage and approval byNational Assembly shall give a legal cover under section 9 sub-clause a, b and c tostart up mandatory Energy Standards and Labelling (ES&L) regime for appliances.

(b) A program was initiated by National Energy Conservation Centre(ENERCON) through GIZ (Deutsche Gesellschaft for InternationalZusammenarbeit GmbH) in 2009 to identify the energy efficiency potential anddevelop labeling standards in which performance tests were conducted on ceilingfans manufactured in Pakistan.

ENERCON being an executing agency along with UNDP as animplementing partner, has initiated a project Barriers Removal to the Cost EffectiveDevelopment & Implementation of Energy–Efficiency Standards and Labeling(BRESL) in 2009 in which the survey for quantifying the population of domestichousehold products was carried out. The main outputs of the project andachievements are as under:

• Development & Approval of Minimum Energy performanceStandards (MEPS)for the targeted appliances

• Minimum Energy performance Standards (MEPS) for Fans, CFLs,Ballasts Motors and air conditioners have been developed approvedand notified

• Policy/departments for supporting the ES&L activities in the country.

(c) The following steps are being taken the country energy efficient:

1. While the approval of Pakistan Energy Efficiency & ConservationBill is underway focusing on Demand Side Energy Efficiency Code(Energy Provisions-2011) was launched officially in a ceremonyorganized by the Pakistan Engineering Council (PEC) in collaborationwith the National Energy Conservation Centre (ENERCON) andthe Housing Ministry on 12th February, 2014.

2. ENERCON is introducing Energy Efficiency into engineeringcurriculum in collaboration with PEC

3. ENERCON is developing manuals and setting up certificationmechanism for Energy Managers/Auditors.

4. Ministry of Water & Power is considering ban on import/manufacturing of incandescent bulbs and promoting energy efficiencyin lighting sector for which Pakistan’s proposal on NationallyAppropriate Mitigation Actions (NAMA) prepared ENERCONalong with Climate Change Division, Centre for Clean Air Policy-Washington and UNEP which is being submitted to donor agenciesfor financing.

Minister for Housing and Works: Government has taken followingsteps to provide cheap and affordable accommodations to the poor and homelesspeople in the country:

(1) A comprehensive Prime Minister’s Low Income Housing Programme(2013-18) has been announced which includes construction of 1000 Clusters of500 houses each for low-income families all over the country and to ensure cost-effective access to credit for housing, the government will be picking up a portionof the financing cost on behalf of the borrower over and above 8%. Under thisprogramme, 3 Marla plots will also be developed on government land for thehomeless, to whom plots will be given free of cost. Provinces have started allocatingState Land for development of housing scheme under the said Programme.

(c) The EPI Program is striving to strengthen the routine immunizationcoverage a number of steps have been taken to strengthen the program:

1. Comprehensive multiyear plan has been developed for all provincialand Federal Program that focuses on strengthening of routineimmunization.

2. Program has conducted Effective Vaccine Management assessmentwith the support of partners. The results will be used to improve thevaccine management throughout the country.

3. Cold Chain inventory has been compiled in 56 districts. The rest ofthe districts will be completed in phase 2 of the assessment. This willinform the gaps in cold chain equipment that will be fulfilled.

4. Plans are underway to synergize the Polio eradication initiative (PEI)with the EPI so that EPI can benefit from the PEI experience forexample in micro planning etc. this will improve the routineimmunization coverage.

5. Vaccine Logistic Management Information system VLMIS –webbased real time software has been introduced in 54 districts.Expansion throughout the county, is planned in 2014. This will preventstock out of vaccines.

6. Human Resource in all sections of the program has been inductedwith the support of WHO.

7. Public Private Partnership has been strenothened with the supportof GAVI and a number of Civil Society Organizations are nowworking with EPI.

8. The measles supplementary immunization activity will be launched inMay 2014, in phases throughout the country. This will provide anopportunity to rive other missed vaccines thus improving the overallcoverage.

The ratio of TB cases in population has decreased from 580/100000 in1990 to 348/100000 in 2013.

There are three indicators used to monitor the progress of TB Control:

1. Mortality (No of deaths due to TB)

2. Incidence (No of New cases in one year)

3. Prevalence (Total new and old cases in one year)

Pakistan has adopted DOTS strategy in 2000 DOTS services wereprovided in all Public health facilities. There are 1500 Laboratories and 4000Treatment centers are providing free drugs to almost 300000 Patients in a year. Inlast ten years 1.5 million cases have been treated. Due to enhanced case detectionand improved treatment success rates the mortality has decreases from 731100000to 35 /100000 which means 53 % decline in mortality due to TB. (Global TBReport 2013).

Incidence has decreased from 580/100000 in 1990 to 348/ 100000 in2013 a decline of 35 % in thirteen years. (Global TB Report 2013).

Pakistan is close to achieve MDG target related to TB and is the onlyMDG target which will be achieved by Pakistan.

Functions / mandate of TB Control Program:

NTP provides national stewardship to fuifill global commitment towardsthe MDGs. NIP acts as a collaborating body at the central level for developmentof uniform policies and strategies, facilitating the donor liaison at national andinternational levels. NTP at this point in time is implementing Global Fund supportedgrant through a mechanism of single stream of funding (SSF) as Principal Recipient.

Some of the Key achievements of the Program:

• 1200 BMUs/4000 treatment centers established in public sector.

• Around 600,000 suspects tested for TB each year free of cost

• >2.1 million TB cases treated free of cost with quality assured antiTB drugs since 2001 in the country.

• Childhood TB – 30 Districts/ 34 TCH established till 2012 to bescaled up country wide in 2013.

• PPM initiatives involving about 2000 GPs/300 Labs in 66 districtsand contributing about 20% of TB cases in national data.

• National Reference Laboratory established and functionalized -2009

• Gene Xpert installed at 12 sites

• MDR-TB guidelines developed, 3 pilot sites involved

• Resources secured for comprehensive management of MDR-TBcases (diagnosis, treatment and social support)

• Infection control guidelines developed

• Development of National Strategic Plan “vision 2020”.

• Scaling up of MDR-TB intervention enabling 30 hospitals to manage12,000 patients approximately over the grant period of 5 years.

• Negotiated with Global fund and other donors and received 129Million US $ for three years, Largest TB grant globally.

• Negotiated with WHO, Global Fund and Global Drug Facility andsecured First Line and Second Line TB drugs to meet 100%requirement of the country consequently there will be no shortage ofTB drugs in Pakistan till 2018

• Expanded diagnosis and treatment of Multi Drug Resistance Programthroughout the country as a consequences thousands of MDR Patinaswho were on waiting list for drugs were put on treatment and todayPakistan is the first high burden country in the world without a singleMDR Patient on waiting list.

• Introduced latest technology of TB diagnosis ‘Gene Expert’ and SixtyMachines were installed in different areas including remote areas.

• Conducted World’s second largest TB Prevalence Survey afterChina. This was the first scientific Survey it determine the burden ofTuberculosis in Pakistan in 30 years.

• Conducted and Completed Pakistanis first Drug Resistance Surveyto estimate MDR cases in the Country.

• Global Fund

• USAID Supported Program with additional support in the form ofDigital x ray machines and LED microscopes for remote Districts ofPakistan

• Developed New Strategic vision for TB in Pakistan with the objectiveof Zero TB Death due TB.

(b) The launch of the National Emergency action Plan (NEAP) inFebruary, 2012 has guided all polio eradication activities in Pakistan.The plan hasbeen revised for 2014 and is endorsed by the Prime Minister of Pakistan. Theobjective is control of Polio virus circulation in the country by the end of this year,and fully eradicate it by the end of 2015.

(c) An intensified SIAs strategy was planned for 2013 however couldnot be implemented in reservoir areas (Khyber Agency, North and South Waziristan,Karachi) with missed, incomplete & prolonged SIAs mainly because of securitysituation.

In 2014 an intensified plan for the first half is being implemented with threenationwide rounds in first trimester of the year with additional 3-5 rounds in reservoir

& outbreak areas. Weekly vaccination rounds were conducted in Peshawar,Karachi & districts of central KP using additional operational and securityarrangements. Excluding North & South Waziristan agencies (FATA) which couldnot conduct any campaign since June 2012, the priority-1 districts conducted 7vaccination rounds except a few (majority conducted 5 or more vaccination rounds).12 rounds of Special one day campaign were conducted in Peshawar, 2 in HRHigh risk areas of Rawalpindi, 1 Partial round and 6 special SIAs in 24 HighestRisk UCs of Karachi (Annex-II).

(a) whether it is a fact that the consumers of electricity in Pakistanare paying highest tariffs in the region; if so, the reasons thereof;

(b) the details of cheaper energy generation sources underconsideration of the Government at present; and

(c) the details of targets planned for power generation during theyear 2013-14?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thetariff of electricity in Pakistan is said to be relatively higher than that of India,Srilanka & Bangladesh. In Pakistan the tariff charged to consumers is based onGeneration mix, cost structure, and T&D losses of each utility company. Thecheapest source of power generation is hydel which is not sufficient to meet withthe demand in Pakistan. So, the demand is mostly being met through thermalgeneration on RFO, HSD and Gas. Although, gas is another cheaper source forgeneration among fuels used in thermal power generation but it is also not availableas per requirement of our power system. Resultantly, RFO, a costly fuel, leads toincrease power tariff significantly. RFO price was Rs. 20,604 per M-T in FY2006-07 that had been increased to Rs. 72,134 per M-T in FY 2013-14. Theincrease in RFO prices leads to Higher electricity tariff in Pakistan.

NEPRA projected power generation for FY 2014 (Relevant copyattached) reveals that energy share of Hydel was 34%, RFO 35% and Gas 23%.The same in terms of Unit Energy cost without capcity charges is Rs 0.08/kWh,

Rs 18.25/kWh & Rs. 5.58/kWh respectively. This comparison shows that n ‘Thewake of less generation capacity on Hydel, reliance has to be made on RFO,which causes significant increase in cost of supply.

It is however added that cost of supply as determined by NEPRA is notbeing passed on to consumers in full. Government always notifies less tariff thandetermined by NEPRA due to socio economic condition of the people. Thedifference is being paid by the government as Tariff Differential Subsidy to lowincome groups.

In addition to above it is also added that present government is strivinghard to enhance proportion of cheaper electricity through Alternate EnergyDevelopment Board.

(b) The Hydropower is one of the cheaper renewable source of energyunder consideration of the Govt. at present. WA PDA has prepared a master planto construct new hydropower project to generate cheaper energy. The detail ofcheaper energy sources (hydropower projects) under construction, ready forconstruction and under planning is as under:—

They offer their own Hajj Package to their Hujjaj and collect hajjexpenditure through an agreement as per guidelines provided by the Ministry.Copy of the guidelines given by the Govt. to HGOs is annexed.

(b) HGOs are bound to strictly follow the guidelines given by the Ministry.In case of any deviation from the Service Provider Agreement (SPA), stern

In addition, Government has also announced Duty and Tax Remission forExports (DTRE) Scheme to facilitate the exporters.

Moreover under the Parliamentarian Sponsored VillagesElectrification Program (PSVEP), AEDB has electrified 319 households in 37remote villages of District Jamshoro, Sindh and District Khuzdar, Balochistan.

(a) the total estimated land to be acquired under PC-1 of NeelumJehlum Hydro Power Project alongwith the estimated costthereof;

Minister for Water and Power (Khawaja Muhammad Asif): (a) Asper 2nd revised PC-I (2013) about 4000 kanal of land is to be acquired and forthis Rs. 2 billion have been allocated in the PC-I.

(b) The total land required for the project is 4243 kanals out of which4006 kanal has already been acquired and for remaining 237 kanal, the case isunder process. Out of this total land to be acquired, 1300 kanal land is Govt.owned land which has been acquired.

As regards the rates of land, the rates are varied depending upon locationtype of soil, type of land etc. however, the average per kanal rate is around Rs.250,000/-.

(d) The total 4243 kanal land required for project will be sufficient forthe project requirement.

(e) Land being procured as per guidelines of Land Acquisition Act 1894by Govt. of Azad Jammu & Kashmir.

Presently thee is no proposal regarding setting of 132 KV Grid Station atsalarzai.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Yes,NPCC is working in Saudi Arabia for nearly four decades and has earnedrecognition amongst top contractors for turnkey construction of Power Projectsespecially Extra High Voltage Transmission Lines, NPCC, flag-bearer of PakistanConstruction Industry ill the overseas market has all along been self-financingwithout receiving any grant from. GOP; consistently profit making and handsomelycontributing to the national exchequer i.e. dividend, taxation and foreign exchangerepatriation by its all Pakistani workforce.

(b) Number of employees presently working in NPCC:

- At Head Office = 24- At Project = 394

There is small nucleus of employees at the Head Office at Lahore whereno induction has been made for the last several years rather the strength has shrunkfrom almost 40 to 24 presently due to retirements.

(c) The manpower for Saudi Projects is selected on the basis of demandfor different categories, type and scope of a contract and more importantly issuanceof Block Work Visa by the Saudi Government.

Since the contracts are won through fiercely competitive bidding, it isimperative that very professional workforce is maintained for timely completion ofthe projects.

The category-wise Block Work Visa of manpower for a contract is firstlyrecommended by the Saudi Electricity Corporation followed by Saudi Labouroffice. The Saudi Government has set very stringent criteria for selection andprocessing of manpower against these work visas which is made through acommittee of senior executives of NPCC purely on merits.

(d) The incumbent Managing Director is a regular employee of NationalPower Construction Corporation. He joined the Company on its establishment asChief Construction Engineer, was promoted to General Manager and then as theManaging Director/Chief Executive on seniority basis. He has held this positionthrough successive contract appointments strictly on merits of performance andapprovals of respective Prime Ministers which is the competent authority in suchcases. He possesses indepth knowledge of Middle East construction market, andhas led NPCC to its present status.

After issuance of congratulationletters to the successful applicants and procurement of vaccine, the training sessionswould he convened in the months of June and July.

(b) During Hajj 2013, some complaints of minor nature were reportedregarding accommodation of Makkah and Madinah which includes failure ofelevators, shortage of water, cleanliness etc which were addressed on the spotand instructions were given to DG (Hajj) to not to hire these buildings for Hajj2014 and ensure quality of buildings. Moreover. Ministry endeavors to improvethe accommodation arrangements for the intended of Pakistan.
