Minister In-charge of the Cabinet Division: (a) & (b) The issue about over recovery of Rs. 62 billion was raised by Secretary, M/oW&P vide its U.O. No.PF-5(3)/2016 dated January 26, 2017 wherein it has been highlighted that consumers of K-Electric were overburdened due to non-adjustment of improved T&D losses and thermal efficiency in the base tariff of K-Electric (Annex-I). This matter was responded by NEPRA vide its letter No. NEPRA/Sat-I/TRE 133/ KESC-2009/1862-1865 dated February 04, 2017 (Annex-II). In the said letter, NEPRA informed M/oW&P that there has been no overcharging from the consumers of K-Electric, owing to the fact that a uniform tariff is applicable throughout Pakistan including K-Electric Consumers. Further, it was communicated that the tariff awarded to KE in 2002 was a performance based Multi-Year Tariff (“MYT”) which was extended up to the year 2016 due to signing of Amended Implementation Agreement by M/oW&P with KE in 2009. Unlike other power utilities being given tariff under cost plus regime, a predetermined return on its existing and future investments were not included in the tariff of KE. The only avenue for KE to earn profits was through bringing in efficiency by making investments from its own resources in its generation, transmission and distribution system.

198. *Mr. Sher Akbar Khan: (Deferred during 41st Session)

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether it is a fact that the National Electric Power RegulatoryAuthority has dismissed the claim of additional payments byconsumers to K-Electric; if so, the details thereof; and

Minister In-charge of the Cabinet Division: (a) & (b) The issue aboutover recovery of Rs. 62 billion was raised by Secretary, M/oW&P vide its U.O.No.PF-5(3)/2016 dated January 26, 2017 wherein it has been highlighted thatconsumers of K-Electric were overburdened due to non-adjustment of improvedT&D losses and thermal efficiency in the base tariff of K-Electric (Annex-I). To cap any excessive profits and to extend relief to the consumers, a Claw BackMechanism was made part of the MYT determination through which KE is requiredto share its yearly profit above 12% with its consumers on the allowed RegulatoryAsset Base (RAB). Therefore, the conclusions drawn that consumers of Karachiwere overcharged by Rs. 62 billion due to tariff adjustment mechanism is notcorrect and based on lack of understanding of performance based MYT.

31. *Ms. Naeema Kishwar Khan: (Deferred during 42nd Session)

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that the posts of Assistant in BPS-16 andSuperintendent in BPS-17 are not being upgraded in the FederalGovernment departments according to the decision of theFederal Service Tribunal given in the appeal No.175(R)CS/2012dated 5th January, 2015;

(b) if so, the time by which such posts will be upgraded accordingly?

Minister In-charge of the Establishment Division: (a) FST in itsjudgment dated 05-01-2015 has not made any orders for up-gradation of theposts of Assistant in BS-16 and Superintendent in BS-17 respectively (Annex-I).

(b) Federal Government had allowed grant of BS-16 dated 10-8-2016and BS-17 -dated 10-9-2014 to the incumbents of the posts of AssistantSuperintendent respectively (Annex-II &III).

Minister In-charge of the Aviation Division: (a) Presently PIA has 37Aircrafts in its fleet. These include 12 Boeing 777s, 15 A320s, and 10 ATRs.Though all the aeroplanes are used both on Domestic and International sectors aswell but on domestic sector mostly A320s and ATRs are used.

(a) whether it is a fact that the two-way road at every station of theMetro Bus Service Islamabad is in a dilapidated condition atpresent; if so, the reasons thereof; and

(b) the time by which the said road will be repaired?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Some two-way roads near Metro Bus Stations were got damagedduring construction of Metro Bus Project by RDA, list of road attached at “Annex-A”.

(b) Responsibility for rehabilitation of damaged infrastructure rest withthe Administration of Metro Bus Project, therefore, list of roads mentioned abovewas forwarded to Project Director for its rectification but response in this regardis still awaited. However keeping in view the inconvenience of the public, essentialrepair/maintenance is being carried out on regular basis.

(c) The salaries and perks of PTV employees in Pay Group-1 to 6(Union members) are increased by the Management with the approval of theBoard of Directors of PTVC, as a result of a Memorandum of Settlement executedwith the CBA (Union) on their Charter of Demands, in terms of Govt. of Pakistan,Finance Division (Regulation Wing) letter No.Fin.Div.u.o.No.4(21)R-4/97 dated12-10-2000. The salaries of officers in Pay Group-7 to 9 and the working Directorsare revised with the approval of the Board of Directors of PTVC.

The Charter of demands submitted by CBA (Union) of PTVC for revision/increase in the salaries of PTV employees w.e.f. 01-07-2017, is under considerationof PTV Management.

Minister In-charge of the Aviation Division: (a) PIACL has informedthat one of the Senior Officer of Marketing Department namely Mr. Ali TahirQasim, P-45568, was arrested by FIA for interrogation against the PIAProcurement & Logistic Department case i.e. M/s Advance Composite Structure.At that time, he was posted as Country Manager PIA – Dubai (UAE).

(b) It is pertinent to mention here that he was not involved in any financialembezzled amount in above referred case.

(c) An inquiry was conducted on the instruction of Chairman PIAC inwhich officer from Marketing Department was cleared.

(d) Presently, Mr. Ali Tahir Qasim is working in the capacity of GeneralManager in Marketing Department.

Will the Minister for Federal Education and Professional Training bepleased to state:

(a) the location-wise names of the educational institutionsestablished by the Government of Pakistan abroad; and

97. *Mrs. Shahida Rehmani: (Transferred from 45th Session)

Will the Minister for Climate Change be pleased to state thesteps taken by the Government since June, 2013 under theSustainable Development Goals related to each objective for climatechange?

Minister for Climate Change (Mushahid ullah Khan): Following stepshave been taken by Government of Pakistan since June, 2013 under the SustainableDevelopment Goals related to each objective for climate change:—

(1) Government has ratified the Paris Agreement on climate change inNovember, 2016.

(2) On the basis of a study carried out by an expert group IntendedNationally Determined Contribution (INDC) was forwarded to theUnited Nations Framework Convention on Climate Change(UNFCCC) Secretariat before 22nd Conference of Parties(COP-22) commenced.

(3) In February 2016, Pakistan has become perhaps the first country inthe world whose National Assembly passed a unanimous Resolutionadopting the 2030 Agenda as its own national development agenda.The Sustainable Development Goals can therefore be termed asPakistan Development Goals

(4) Pakistan Climate Change Bill has been passed unanimously by bothHouses of Parliament. This law provides for the constitution of apolicy making Pakistan Climate Change Council at the apex, chairedby the Prime Minister, and the establishment of Pakistan ClimateChange Authority to prepare and supervise implementation ofadaptation and mitigation projects in various sectors. Both the Counciland Authority will also coordinate, monitor and superviseimplementation of the National Climate Change Policy and theSustainable Development Goals.

(5) Framework for Implementation of Climate Change Policy has beendeveloped.

(6) Consultative Group on Climate Change has been established

(7) The National Forest Policy has been approved by the Council ofCommon Interests.

(8) The Green Pakistan Program has been launched under directions ofPrime Minister with the objective of building resilience andmainstreaming adaptation and mitigation considerations throughecologically targeted initiatives including measures for revival offorestry resources and conservation of biodiversity.

(9) In accordance with our international commitments under theconvention of Biological Diversity Aichi Targets, the Ministry ofClimate Change has assisted and facilitated the Government ofBalochistan for declaration of Astola island off Pasni along theBalochistan coast as Pakistan’s first Marine Protected Area.

(10) Reform measures have been initiated for strengthening and revitalizingthe Global Climate Impact Studies Centre, which is the researcharm of the Ministry of Climate Change, with a view to make it one ofthe leading research organizations in the region

98. *Mr. Muhammad Muzammil Qureshi: (Transferred from 45th Session)

Will the Minister for Information, Broadcasting, National History andLiterary Heritage be pleased to state:

(a) whether it is a fact that pension of retired employees of thePakistan Television Corporation has not been increased at parwith other Government employees since the tenure of previousGovernment; if so, the reasons thereof; and

(b) the steps being taken by the Ministry to increase the pension ofthe said retired employees at the earliest?

Minister In-charge of the Ministry of Information, Broadcasting,National History and Literary Heritage: (a)The pension of the retiredemployees of Pakistan Television Corporation has been increased as per policy ofPTVC regarding revision in the rates of pension of PTV Pensioners.

(b) Increase in the pension of the retired employees of PTVC shall beconsidered along with revision in the pay and perks of serving employees of PTVC.

Will the Minister In-charge of the Establishment Division be pleasedto state:

(a) whether it is a fact that the National Testing Service conductstests/examinations in accordance with the relevant posts; and

(b) the authority who grants approval thereof?

Minister In-charge of the Establishment Division: (a) According tothe policy guidelines (Annex-1) the initial screening of the applicants would beconducted by the centralized screening test to be carried out by a testing agencywhich would be hired by the administrative Ministry/ Division keeping in view ofthe followings:—

i. The testing agency should be a registered testing agency, if inthe private sector.

ii. It should have experience in the relevant field.

iii. It should have established infrastructure for the purpose.

iv. It should have not been blacklisted by any government office.

However, the testing agencies are selected by the Ministries/Divisionthrough a competitive bidding and in line with the PPRA rules and regulations.

(b) The TORs of the screening tests are approved by the concernedMinistry/ Division.

100. *Ms. Shakila Luqman: (Transferred from 45th Session)

Will the Minister In-charge of the Aviation Division be pleased tostate:

(a) the present status of right sizing of the Pakistan InternationalAirlines Corporation (PIAC);

(b) the present status of re-structuring of the PIAC; and

(c) the time by which the right sizing and restructuring of the PIACwill be completed?

 Minister In-charge of the Aviation Division: (a) HR Rationalization is

a routine matter in every Organization. However, No Retrenchment or downsizingof employees in PIA has been carried out.

(b) The present Government is very keen to enhance the performanceof national airline and considering various measures for restructuring. An exercisefor restructuring of PIA is currently underway. However, the details will be furnishedupon its completion and approval by the Board of Directors.

(c) As stated above that the restructuring process is under considerationof the Board of Directors, the details will be furnished upon its completion andapproval by the Board of Directors.

Minister for Climate Change (Mushahid Ullah Khan): (a)Yes, this isa fact. On November 08, 2016, at COP22 in Marrakech, Morocco, Germanwatchlaunched its latest Global Climate Risk index 2017, listing countries most affectedfrom the impacts of extreme weather events occurred in 1996-2015 . Accordingto this Pakistan is placed at 7th position among world’s top ten countries vulnerableto climate change and global warming. Pakistan is losing US $ 3.8 billion and 0.6per cent of the GDP.

(b) The following milestones have been achieved by the Governmentsince June, 2013:—

(1) The Government has ratified the Paris Agreement on climate changein November, 2016.

(2) On the basis of a study carried out by an expert group IntendedNationally Determined Contribution (INDC) was forwarded to theUnited Nations Framework Convention on Climate Change’(UNFCCC) Secretariat before 22nd Conference of Parties(COP-22) commenced.

(3) In February 2016, Pakistan has become perhaps the first country inthe world whose National Assembly passed a unanimous Resolutionadopting the 2030 Agenda as its own national development agenda.The Sustainable Development Goals can therefore be termed asPakistan Development Goals

(4) Pakistan Climate Change Bill has been passed unanimously by bothHouses of Parliament. This law provides for the constitution of apolicy making Pakistan Climate Change Council at the apex, chairedby the Prime Minister, and the establishment of Pakistan ClimateChange Authority to prepare and supervise implementation ofadaptation and mitigation projects in various sectors. Both the Counciland Authority will also coordinate, monitor and superviseimplementation of the National Climate Change Policy and theSustainable Development Goals.

(5) Framework For Implementation of Climate Change Policy has beendeveloped.

(6) The National Forest Policy has been approved by the Council ofCommon Interests.

(7) The Green Pakistan Program has been launched under directions ofPrime Minister with the objective of building resilience andmainstreaming adaptation and mitigation considerations throughecologically targeted initiatives including measures for revival offorestry resources and conservation of biodiversity.

(8) In accordance with our international commitments under theconvention of Biological Diversity Aichi Targets, the Ministry ofClimate Change has assisted and facilitated the Government ofBalochistan for declaration of Astola island off Pasni along theBalochistan coast as Pakistan’s first Marine Protected Area.

(9) Reform measures have been initiated for strengthening and revitalizingthe Global Climate Impact Studies Centre, which is the researcharm of the Ministry of Climate Change, with a view to make it one ofthe leading research organizations in the region. These reformmeasures and capacity building program are being led by the newExecutive Director, Dr. Tariq Banuri.

Minister In-charge of the Aviation Division: (a) It is apprised thatMultan International Airport (MIAP) has become operational w.e.f. 12th March,2015 and presently at an average 74 international and 24 domestic flights arebeing operating to / from MIAP on weekly basis.

(b) Multan International Airport has been designed to cater for handlingone million passengers per annum. The flight operations at MIAP has been increasedmanifold due to implementation of “Open Sky Policy” by the Government, and ispresently sufficient to handle the passengers within its design limit.

(c) Initially, provision of 2 x Passenger Boarding Bridges (PBBs) wereplanned for new Terminal Building MIAP. However, keeping in view expectedincrease in the flights operations due to open sky policy, provision of two additionalPBBs along with allied facilities was incorporated in 2014 in continuation to theproject scope and the same has been completed and put in operation. Provisionof these additional PBBs have helped in facilitating the airlines with improved andbetter passenger handling. Further to this no major expansion plan / proposal isunder the consideration as yet.

It is pertinent to mention that MIAP is a joint user airfield and located inthe cantonment area, the construction of new MIAP Terminal Building was plannedunder brown filed project which involved dismantling of old infrastructures andconstruction of new Terminal Building on the land available with CAA and limitedspace / land acquired from Army. In case of any further expansion if desired infuture it is likely to involve further acquisition of land from cantonment authorities.

(d) It is apprised that state of the art and foreign imported major items ofequipment / material of international quality standards have been used in theconstruction of new Terminal Building of MIAP. Apart from routine maintenanceactivities, no major break down has been occurred and the systems installed areworking efficiently and airport as a whole is maintaining its outlook.

Minister for Railways (Khawaja Saad Rafique): Yes. There is aproposal under consideration for connecting Havelian with Khunjrab (682 Km)i.e Pak-China rail link under CPEC. The Feasibility Study regarding proposedRail Link is part of Railway PSDP 2017-18. In order to maximize the internationaltrade potential between China Pakistan and beyond, it is considered imperative toprovide access to the Arabian Sea. Accordingly the long term vision envisagesconnectivity of proposed Havelian - Khunjrab rail link with Gwadar throughML-2 and onwards from Jacobabad to Khuzdar, Besima, Panjgur, Hoshab, andTurbat under CPEC.

Minister for Climate Change (Mushahid Ullah Khan): (a) Theaverage global temperature of the earth has been increasing due to increasingconcentrations of carbon dioxide and other greenhouse gasses in the atmospheresince the start of the industrial era (mid-nineteenth century). During the last century,it increased by 0.6° C and is expected to increase further by 1.0° C to 4.0° C untilthe end of the current century, as per findings of the Inter-governmental Panel onClimate Change (IPCC) reported in its 5th Assessment Report (IPCC-AR5). Interms of level of vulnerability and manifestation of climate change impacts as morefrequent extreme events, Pakistan is among the top ten countries on the globe. Toan extent Pakistan is incurring 2.1 % of GDP towards climate change.

(b) Following programs have been started by the Government to control/minimize the effects of global warming in the country since June, 2013.

(1) Pakistan Climate Change Bill has been passed unanimously by bothHouses of Parliament. (a) whether it is a fact that the recent analysis of ice samples madeby the Pakistan Meteorological Department and suggested asignificant presence of local and trans-boundary black carbondeposits on glaciers;

(b) if so, the steps taken by the Government to deal with said hazard?

Minister for Climate Change (Mushahid Ullah Khan): (a) Thedeposition of black carbon (BC) particles on / glaciers can accelerate glaciermelting by absorbing higher solar radiation and producing up to 0.05­0.3

oC

warming (Menegoz et al., 2014). However, international collaboration is requiredfor testing the samples and ascertaining their impact.

A recent study (please see full citation below) was undertaken by Mr.Chaman Gul, a Pakistani Ph.D. student at the Chinese Academy of Sciences. Gulcollected samples from 2 Pakistani glaciers and a Nepali glacier, and transportedthem to China for testing. He and his collaborators found high BC concentration inboth summer samples (about 2130±1560 nanograms per gram) and autumnsamples (2883±3439ngg

-1). They also found that 70 per cent of black carbon

originated in South Asia, and the bulk of the remainder Central and West Asia,with only a small contribution from East Asia.

More recent work on the same issue is reported to have been done by amaster’s degree student at the Institute of Space Technology (1ST) under thesupervision of Dr. Badar Ghauri, and in collaboration with a US university.However, the final results are not yet available. These will be communicated assoon as they become available.

The current results do not allow us to be more specific with regard to theorigin of the black carbon. As new results come in, they will be shared with theparliament.

(b) The deposition of black carbon results from fossil fuel burning in theentire region. While this will continue to be needed to meet the nation’s energyneeds, the government has undertaken actions to limit their impact, in particular by

(a) whether it is a a fact that coal power plants being installed underthe China-Pakistan Economic Corridor will become source ofunprecedented pollution in the country; if so, the details thereof;and

Minister for Climate Change (Mushahid Ullah Khan): a) Coal isnot, considered, as an environmentally friendly fuel because of its emissions.However, technology which allows reduced emissions exists. CPEC includes powergeneration projects, which are being dealt by the Ministry of Power.

Ministry of Climate Change recommends ultra critical technology for thesepower stations, as it is the best technology for emissions control.

(b) Ministry of Climate Change, Government of Pakistan has takenfollowing steps to cope with this issue:

I. A comprehensive National Climate Change Policy had beendeveloped. It was launched for implementation during 2012, Itidentifies policy approaches and implementation pathways for bothadaptation and mitigation. The overarching objective of the Policy isto ensure that climate change is mainstreamed in the economicallyand socially vulnerable sectors of the economy and to steer Pakistantowards climate resilient development. One of the Policyrecommendations specifically states: “Obtain and introduce cleancoal technology”.

Criteria to he applied for selecting a site for a coal-fired powerplant.

Rapid environmental and social impact assessment.

(a) since when the reconstruction of Federal Government Polyclinic,Islamabad is pending; and

(b) whether there is any intention of the Government to abandonthe said project?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) The Federal Government Poly Clinic (PGMI), Islamabad (FGPC)was established as Central Government Polyclinic, in 1966 and attached with theRawalpindi General Hospital. In the beginning, it had only 8 indoor beds designedfor 10,000 populations. It was redesigned as the Federal Government ServicesHospital (FGSH), Islamabad in, April 1986 with 253 beds. The hospital bedstrength has been further enhanced over time and now it has 545 beds over itsoriginal plot size of 3.3 acres. The hospital is providing free medical facilities to theGeneral Public.

1. Realizing the needs of vertical and horizontal extension, the defunctMinistry of Health proposed extension of FGPC with strong supportof Standing Committees on Health of Senate and National Assembly.The Honourable Ambassador of Argentine remained staunch partnerin this whole effort. Consequent to the approval of CDA’s Board asummary was moved for approval of the Prime Minister of IslamicRepublic of Pakistan for allocation of 2.54 acres of land including apiece of land of Argentina Park with intervening road during March,2010.

2. The Ex-Honourable Prime Minister’s of Pakistan approval regardingallocation of additional land piece of 2.54 acres was conveyed videU.O. No. 2686/PSPM/2010 dated 11-8-2010 subject to paymentof cost of land to CDA, and submission of PC-I of the project.

3. Rs. 12.00 Million has already paid to Pak-PWD for feasibility studyfor which Pre-qualification is at final stage.

4. Summary was sent to Cabinet by CDA through CA&DD for thefresh approval of Argentina Park, to Cabinet on 15-12-2014 andthe said summary was approved on 24-08-2015.

5. CDA was approached by the CA&DD and in second Meeting ofproject steering committee held on 03-11-2015, the CDA shareddraft demand note.

6. The process [or payment of land amounting to Rs. 44.848 millionwhich has been completed during the financial year 2015-16(2-3-2016) and proper possession of land has been handed over toFGPC management by CDA on 6-5-2016.

7. A PC-II amounting to Rs.47.896 million was presented in 9thmeeting, Project Steering, Committee which was held on21-11-2016 at 10.30 A.M in the CA&DD to review the PC-II foronward submission to DDWP for its approval.

8. In the DDWP meeting held on 20-04-2017. The revised PC-II havebeen approved with the amount of Rs. 47.896 million and the workwill commence by Pak-PWD for feasibility processes soon.

(b) Planning Commission has allocated Rs. 100 million for “Extension ofFGPC (Construction)” and Rs. 12 million for feasibility Study in the current financialyear 2017-18.

1. It is also mentioned that a case W.P.No 1003/2015 is under trial inIslamabad High Court. This hospital has submitted the comments toHonourable Court but decision is still awaited.

STEPS TAKEN BY THE GOVERNMENT

i. The former Prime Minister Mian Mohammad Nawaz Sharif hadannounced a special package on the proposals of the, M/o Information,Broadcasting and National Heritage for the revival, restoration and developmentof film and entertainment industry as well as artists and workers associated with iton 14 June 2017.

ii. The ‘Special Package’ is the biggest ever revival plan in the historyof Pakistan for the artists and workers associated with the entertainment industryand is based on the findings of the case studies carried out by the Ministry ofInformation. Broadcasting and National Heritage on the best international modelsadopted by Saudi Arabia, Qatar, Iran, China, UK, etc and how the film industry iscontributing to the GDP of these countries as a valuable sector in terms ofemployment generation, tax revenues, foreign exchange, provision of healthyentertainment and projecting the real and soft image abroad.

iii. Under the proposed package, the former Prime Minister, MianMohammad Nawaz Sharif had approved to accord status of industry to the filmson the recommendations of the Ministry of Information, Broadcasting and NationalHeritage, in continuation of the policy announced in 1992.

iv. The Ministry of Information, Broadcasting and National Heritage isat advance stage to establish National Film & Broadcasting Commission, NationalFilm City/ Institute and an Academy with a facility of a modern studio equippedwith state of the art technology. Meeting with the concerned public and privatestakeholders.

v. To uplift Film, Broadcasting Industry and fine arts, the Ministry ofInformation, Broadcasting and National Heritage has also proposed the creationof Prime Minister’s Film Finance Endowment Fund.

vi. The Ministry of Information, Broadcasting and National Heritagehas further proposed to introduce relaxation in financial laws pertaining to filmsand to accord exemption from taxes under this package, besides giving completeexemption on entertainment duty/tax on exhibition of local films.

vii. The Ministry of Information, Broadcasting and National Heritagehas suggested amendments in the concerned governing regulation of the StateBank of Pakistan so that Films. and Broadcasting as an industry may seek finances/loans from the banks.

viii. Up to 70% Tax rebate for 10 years on Investments in venturesintroducing Pakistan’s dignified past, exemplary heritage, culture, distinguishedliterature and tourism, is also proposed to be allowed. In addition, local broadcastingand film production are proposed to avail income tax holiday for a period of 10years. The Companies registered under Companies Ordinance are also proposedto avail income tax holiday on income spent on films.

ix. Special concessions including Duty/Sale Tax holiday to the filmindustry for 10 years, has been recommended on the import of state-of-the-artequipment related to the film industry, so that the bright and beautiful face ofPakistan could be shown to the world and the Pakistani film producers had all thefacilities available at home for which they had to go abroad. Similarly, export ofPakistani films and drama serials are proposed to enjoy tax rebate for 10 years.

x. The M/o IB&NH is in consultation with the Ministry of Finance &other relevant departments to transform the special package into implementableform, for the formal approval of the government.

xi. M/o IB&NH is at an advance stage to constitute & confer NationalAwards to honor& recognize leading & emerging artists in the field of Films, TV,Radio & Music.

xii. Moreover, efforts are also being made to promote the local filmindustry by devising a comprehensive National Culture Policy.

xiii. M/o IB&NH has held a 2 days ‘Consultation Moot’ in Karachi inMay 2017 which was attended by leading producers, directors, artists, distributorsof the Jims & entertainment industry with the aim to introduce the special packageand to seek inputs on issues faced by the film industry and to chart out way forwardfor smooth implementation of the special package. M/o lB&NH has also heldexclusive meetings with Lahore and Karachi based producers, directors, artists &distributors.

xiv. The Central Board of Film Censors (CBFC) has started a onewindow swift process of registration for feature film producers to facilitate &encourage the local film industry.

xv. The submission of bank guarantee has been reduced fromRs. 100,000/- to Rs. 25,000/- for the registration of local Feature Film Producers.

xvi. The CBFC has arranged the exhibition of four locally produced films‘BOL, ‘BIN ROYE, ‘WRONG NUMBER’ and ‘WAAR’ with sub-titling inRussian language for exhibition during the Minsek Film Festival, Belarus.

xvii. The cinema owners have been convinced to promote local film againstimported films by giving priority to exhibit local films in the cinemas. Resultantly,increasing number of Pakistani movies have been screened all over the country.

xviii. A local film producer is granted censor certificate for a long periodof 25 years which is further extendable unlike the imported film which is issuedcertification for only one year.

xix. The Federal Government under the Cabinet Division has establishedPrime Minister’s Artists Welfare Fund, through a Steering Committee reconstitutedby the Cabinet Secretariat (Cabinet Division’s) Notification No. 6/2014-Accounts-II, dated 7th September, 2015. The purpose of the Fund is to appreciatethe work of artists and support them financially in recognition to their services.

(b) a. Total 97 locally produced films were released during 2015-2016and 2017. The detail of these films are attached at Annex-A.

b. The detail of some of the released movies and the business earned inthe years 2015, 2016 and 2017 as informed by the Distributers is attached atAnnex-B.

CBFC doesn’t endorse the business fingures furnished by the distributoras the former is the regulatory body and has no lawful authority to track and verifythe box-office business of the censored films exhibited in the cinema houses.

 Minister In-charge of the Capital Administration and Development

Division: (a) Private Educational Institutions (Registration S. Fee Determination)Rules, 2016 have been framed and notified on 20th June, 2016 to register, regulateand to determine fees of private educational institutions in Islamabad CapitalTerritory in pursuance of Islamabad Capital Territory Private Educational Institutions(Registration & Regulation) Act, 2013.

Major chains of private educational institutions namely; BeaconhouseSchool System, The City School, Roots School System, Roots Millennium Schools,Roots International Schools, Headstart School System and Lahore Grammar Schoolhave challenged these Rules in Islamabad High Court. In July, 2016, the Court hasallowed these Petitioners to charge fee on their own till the final decision of thepetitions. The Court has further passed restraining orders that the Authority shallnot take any coercive measures against them on account of fee increase. Thisrelief is still available to these private educational institutions.

However, due to delays in the final judgment on these writ petitions, theAuthority had filed Civil Petition for Leave to Appeal (CPLA) in the honourableSupreme Court of Pakistan against above referred interim relief to the petitioners,wherein, a three member’s bench of honourable Supreme Court of Pakistan, headedby Chief Justice of Pakistan, has directed the Registrar of the Islamabad HighCourt to fix the matters in the last week of September, 2017 for final disposal.Supreme Court has further directed that High Court shall disposed of these matterswithin a period of two weeks without fail.

In view of the above, legal counsel of the Authority has informed thatRegistrar, Islamabad High Court will fix all pending writ petitions filed against.Private Educational Institutions (Registration & Fee Determination) Rules, 2016in the last week of September, 2017 and likely to be decided till 2nd week ofOctober, 2017.

In the meantime, notices are being issued to non-petitioner privateeducational institutions, asking them to apply for registration / renewal of registrationalongwith fee determination in case fee is beyond the prescribed limit.

Minister In-charge of the Establishment Division: (a) Accordingto the administrative instructions issued vide OM No. 8/9/72- TRV dated31-08-1973 (Annex-I) and OM No. 4/10/2006-R-II dated 12-02-2007(Annex-II), Islamabad Capital Territory has been included with Punjab againstthe 50% prescribed share and no separate quota for residents of Islamabad CapitalTerritory has been allocated in the Federal Government Services/Jobs and it hasbeen the administrative decision of the Federal Government to include IslamabadCapital Territory with Punjab. However, the residents of Islamabad Capital Territoryare eligible to compete for appointment to posts under the Federal Governmentagainst 50% quota for the province of Punjab in addition to 7.5% Merit quota.

Establishment Division vide its Office Memorandum No. 4/3/93-R-II dated26-01-2016 (Annex-III) has allocated 20% quota to residents of IslamabadCapital Territory for all posts to be filled on All-Pakistan basis to the extent ofoffices of ICT whose functional jurisdiction is restricted to ICT.

(b) In view of (a) above, at present there is no proposal underconsideration of the Government to allocate separate quota for persons hailingfrom Islamabad.

Minister In-charge of the Capital Administration and DevelopmentDivision: Yes, the private hostels for students are not allowed to operate inresidential areas of Islamabad. Capital Development Authority (CDA) Islamabadresidential Sectors Zoning (Building Control) Regulations-2005 depicts that theresidential plot is meant for habitation of a single family per unit.

(b) There is no Hostel Sites in Sectoral Areas of Islamabad, plannedspecifically for providing accommodation to Female Students. It is assumed that isconcerned Educational Institutes would provide Hostel Facility to the FemaleStudents.

Minister In-charge of the Capital Administration and DevelopmentDivision: The arrangements made in the Federal Government Hospitals workingunder administrative control of Capital Administration and Development Divisionfor the patients of heat stroke since June, 2013 is as under:

PIMS:

Patients of Heat Stroke are managed in the Accident and Emergency,department by the Emergency and General Medicine.

Arrangement/Management in Hospital

Patients diagnosed with Heat Stroke are immediately transferred to theresuscitation room.

They are placed on stretches or beds with the air conditioning on.

Their clothing is removed

The skin is cooled with wet sponges or gauze. Cold packs around theneck, armpits and groin are placed.

The patients are also wrapped in wet sheets and the fans are turned on tokeep the skin moist and bring down the body temperature.

Intra Venous fluid resuscitation is initiated along with the above steps. Thepatients once stabilized are discharge or transferred according to the clinical status.

In peak season 30-40 patients were receiving in PIMS.

POLYCLINIC:

FGH:

For the management of heat stroke patients 04 beded well equipped ICUwith air conditioner is available with trained staff under the supervision of twoconsultants.

Capital Hospital works under administrative control of CapitalDevelopment Authority.

Patients suffering from heat stroke are dealt in the Emergency Departmenthaving Air-conditioned room with plenty of I/V fluid placed in the refrigerator formanagement of such patients.

(a) whether there is any policy/strategy to enhance logical thinkingand analytical skills of children in schools; and

(b) whether the teacher’s trainings are necessary therefor?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Federal Directorate of Education, Islamabad has taken severalmeasures in collaboration with PMERP to inculcate logical thinking, criticalanalysis and higher order thinking skills among the teachers and the students.Both the training modules i.e. Foundation and Induction contain multipleintelligences, higher order thinking skills and Bloom’s taxonomy in detail. Similarly,Teaching of Maths, English and Science, English Language Development,Leadership courses are the on-going training modules conducted for continousprofessional development for FDE teachers.

(b) FDE fully realizes that teacher training is of utmost importance inorder to empower teachers in imparting their skills and knowledge to younglearners and in holistic development of our future generation of Pakistan.Moreover, theses trainings are mandatory and part of the continous professionaldevelopment plan for teachers and Head Teachers.

22. *Ms. Zahra Wadood Fatemi:

Minister In-charge of the Capital Administration and DevelopmentDivision: The steps taken by the Government to give relief to the patients ofPollen Allergy in the Hospitals in Islamabad working under administrative controlof Capital Administration and Development Division is as under:

PIMS:

Hospital makes additional arrangements in IH, CH, for nebulization andmedication of all the Pollen effected asthmatic patients reporting to the hospital.When the Pollen count in environment high, more then 100 patients per day aremanaged in the EAC. Extra Staff / Doctors Nurse and Paramedics is deputed tomanage them. Patients are provided medicine free of cost.

POLYCLINIC:

It is stated that:

Residents of Islamabad suffer from pollen allergy during the peak seasonof Pollen concentration in the atmosphere i.e. March & April. The patientspresenting in hospital with allergic symptoms like shortness of breath andbronchospasum are immediately managed by giving nebulized drugs to relievebrouchospasm as well as injectable steroids where required. The hospital’sEmergency has got adequate amounted drugs given via nebulization as well as02 portals in emergency for 02 inhalation. The critical patients are admitted inMedical ITC/ICU for management.

The Director Health Services of CDA is the focal body to deal with pollenallergy in the capital and their data can show the overall trend.

FGH:

Patients suffering from Pollen Allergy are initially treated in ourEmergency Department, which is well equipped with Oxygen lnhalation Points,nebulizer machines and all necessary medications. Those patients who areserious are admitted in our Medical ICU/ Medical Ward under the supervisionof consultants.

Capital Hospital works under administrative control of CapitalDevelopment Authority.

Pollen Allergy is basically dealt by Directorate of Health Services,MCI.

Regular Seasonal Camps are launched at various points of IslamabadCapital Territory for vaccination of patients having Pollen Allergy.

Public awareness programs are conducted in order to educate peopleto prevent Pollen Allergy.

Patients referred to Capital Hospital having severe health issues aremanaged in the Pulmonology and ENT Department.

(b) 6496 acres Railway land has been licensed/leased out for variouspurposes (premium shops, stacking, agriculture & parking stands etc) during lastthree years i.e. from January, 2014 to December, 2016. Province wise details areas under:-

It is worth pointing out here that Pakistan Railway earned a revenue ofRs.4653.917 million in last three years (2013-2016) as compared to Rs.1578.136million in previous three years (2010-2013). The year wise breakup is as under:-

(c) Railway Administration carries out regular anti encroachmentoperations to retrieve its encroached lands and fight back continues keeping inview the current law & orders situation.

A total of 3594.488 acres Railway land has been retrieved/regularizedsince 01-2-2012 till 31-8-2017 which is detailed as under:-

• In the first phase, started from 1st February 2012, Railway landmeasuring 2537.166 acres was retrieved from encroachers or gotregularized till 23-06-2013.

The detail of retrieved land in the 1st phase is as under:-

Detail of retrieved land in 2nd phase is as under:-

• In the 3rd phase of anti encroachment campaign, started from01-07-2014 till 30-6-2015, Pakistan Railway managed to retrieve378.700 acres land.

• In the 4th phase of anti encroachment campaign, started from01-07-2015 till 30-06-2016, Pakistan Railway managed to retrieve109.998 acres land.

• In the 6th phase of anti encroachment campaign, started from01-07-2017 to 31-8-2017, Pakistan Railway managed to retrieve3.790 acres land.

• As a result of successful anti encroachment operations PakistanRailway managed to retrieve/ regularize 3594.488 acres land fromencroachers with the assistance of Railway Police & DistrictAdministration. Province wise detail of retrieved land in last 5 yearsis as under:-

Minister for Railways (Khawaja Saad Rafique): (a) There is noproposal under consideration of the Government to change the routes of PakistanRailways. As for as changing the route of existing passengers trains is concerned,there is no change except extension of Jaffar Express train up to Peshawar w.e.f15-04-2017 instead of terminating at Rawalpindi. This train will run between Quetta-Rawalpindi-Peshawar.

(b) The Karakoram Express runs between Lahore and Karachi viaFaisalabad while Millat Express runs between Karachi and Malakwal via Faisalabad­Sargodha.

There is no proposal under consideration of the Government to operateKarakoram Express and Millat Express through Rawalpindi route instead ofFaisalabad route. However, extension of Millat Express from Malakwal to Lalamusais being examined.

17. Mr. Nawab Ali Wassan:(Transferred from 45th Session.)

Will the Minister for Information, Broadcasting, National History andLiterary Heritage be pleased to state:

(a) whether it is a fact that PTV employees whose services havebeen regularized after the year 2008, 2009 and 2010 are noteligible to get pension; if so, the reasons thereof; and

(b) whether there is any proposal under consideration of theGovernment to grant pension to such category of employees; ifso, when it will be implemented; if not, the reasons thereof?

Minister In-charge of the Ministry of Information, Broadcasting,National History and Literary Heritage: (a) The PTV employees whoseservices have been regularized from 2008 onwards are entitled to ContributoryPension Fund Scheme and not the regular Pension Scheme.

In order to regularize the service of contract/daily wages employees andin view of stringent financial position of PTV, the Board of Directors of PTVC inits 178th meeting held on 04-03-2008, decided to cease the regular pension schemeand to create the Contributory Pension Fund Scheme for those PTV employeeswhose services were to be regularized with effect from 01-07-2008 onwards.

(b) Since Contributory Pension Fund Scheme has been introduced forthose employees whose services have been regularized from 2008 and onwards,there is no such proposal under consideration of the PTVC to extend regularpension scheme to such category of employees.

21. Mr. Aslam Bodla:(Transferred from 45th Session.)

Will the Minister for Information, Broadcasting, National History andLiterary Heritage be pleased to state:

(a) whether the honorarium equal to four months basic pay wasannounced by the Finance Minister during his budget speech of2017-18 for employees of the Senate Secretariat, NationalAssembly Secretariat and PTV staff deployed in Parliament House;

(b) whether said honorarium has not been paid to staff of PTV sofar; if so, the reasons thereof;

(a) whether it is a fact that the Federal College of Education,Sector H-9, Islamabad has received Rs.10,000/- during thecurrent year from each student of M. A Education, EveningProgramme for transportation;

(b) whether it is also a fact that said Programme has been closedby the said College;

(c) if the answer to part (b) above is in the affirmative, the reasonsfor not refunding the received amount to said students;

(d) whether it is further a fact that Rs.6000/- are being receivedfrom the students of the College as transport fee; and

(e) whether it is also further a fact that Rs.500 is being charged aslate fee without prescribed fee slip?

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) It is fact that Federal College of Education (FCE) has received Rs.10,000/- during the year 2016 from each student of M.A. Education, Evening Programme fortransportation as per policy which is also mentioned in prospectus. (Annex-I). Thereceived amount for transportation has been deposited in Govt. relevant account.

(b) It is not a fact that M.A. Education, Evening Programme has beenclosed by the college. The admissions in the said programme during the currentyear are also open ( copy of advertisement attached at Annex-III)

The receivedamount for transportation has been deposited in Govt. relevant account.

(e) No it is not a fact, college is not receiving any late fee withoutprescribed fee slip.

Minister In-charge of the Ministry of Information Technology: (a)As per provisional / un-audited Accounts, NTC has earned Rs.441.04 millionprofit before taxation during the financial year-2016-17.

(b) No.

(c) Hajj Scheme is not covered in NTC Service Regulations. Bonus arepaid in term of Rule No. 3.7 of NTC Service Regulations, subject to profit earningof the organization.

Similarly, Promotions of employees against vacancies against promotionquota are carried out as per rules.

(e) The proposal to give increase in salaries is under consideration.

Minister In-charge of the Capital Administration and DevelopmentDivision: (a) Yes it is fact that tender had been opened in 2016 for the Work“Repair / Maintenance of H. No. 606­D in. G-6/2 Islamabad”. It is further addedthat repair / maintenance work of House No. 606-D St. 24 in G-6/2, Islamabad hasbeen completed and payment made to the contractor 35% of total agreement amount.

(b) Details of, work carried out at House No 606-D are following:

(d) No proposal is under consideration to take action against any officerbecause said work has already been completed as per agreement and only 35%payment of agreement cost has been made to contractor.

(a) whether it is a fact that some Excessive fees are being chargedby the Global System of Integrated Studies (GSIS) located atSector H-8/1, Islamabad; if so, the reasons for not taking actionsagainst responsibles thereof;

(b) the time by which such fees will be refunded to the concernedstudents of GSIS;

(c) the details of increase made in fees of class one to O-3 during thelast three years till date by the GSIS alongwith the details thereof;

(b) the time by which the said post will be upgraded from BPS-07 toBPS-11?

Minister In-charge of the Eshtablishment Divison: (a) Governmentof Sindh and KP have up­graded the post of Junior Clerk from BS-7 to BS-11.Whereas, Federal Government had up-graded the post of LDC from BS-07 toBS-09. Under Article, 240 (b) of Constitution of Islamic Republic of Pakistan,1973 Provincial Governments are independent with respect to their service matters.

(b) At present no such proposal is under consideration.
