56. *Mohammad Salman Khan Baloch:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state whether it is a fact that the tax was imposed onincoming foreign calls by the previous Government; if so, the stepsbeing taken to withdraw the same?

Minister for Information Technology and Telecommunications :(a) No. Previous government had not imposed any tax on international calls.

(b) Nil in view of facts stated above.

82. *Syed Asif Hasnain:

Will the Minister for Water and Power be pleased to state:

(a) the total amount paid to the international Power Plants (I.P.Ps)under the head of circular debt during the year 2012-13 till date;and

(b) the quantity of electricity in M.W, increased therefrom?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thetotal amount paid to the IPPs is the Rs. 341365 million.

(b) Increase in Electricity Generation:

i. Thermal: 1724 MW.

ii. Hydel: 844 MW.

107. *Rai Hasan Nawaz Khan:

Will the Minister for Water and Power be pleased to refer to StarredQuestion No. 97, replied on 21st August, 2013 and to state:

(a) whether it is a fact that opening date for the new tenders ofGolen Gol Hydro power Project are being repeatedly extended;if so, the reasons thereof;

(b) whether it is also a fact that efforts are being made to revive theold and cancelled tender process; if so, the justification thereof;

(c) whether it is further a fact that cost of the said project has beenescalated due to inordinate delay thereof; if so, whether there isany proposal under consideration of the Government to takeaction against the responsibles; and

(d) the steps being taken to ensure true implementation of relevantrules thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) GolenGol project consists of 4 Lots. The work on two lots (Housing colony and powerhouse) is underway with 27% progress. The case in question pertains to Lot 3.2that relates to tendering of Electrical and Mechanical works. Under the previousbidding process, the bids were opened in June, 2011. Later on due to controversiesraised by the competitive bidders and finally on directives of NAB in March,2013 WAPDA annulled the bidding process.

WAPDA also started retendering process. Reportedly, the bids have beenreceived in WAPDA. However, due to a writ petition in the Islamabad High Courtfiled by the lowest evaluated bidder of the previous tendering process, the matteris subjudice in the court. Moreover, WAPDA has also been awaiting concurrence

of the retendering process from Kuwait Fund. That’s why the opening dates of thebids under retendering have been extended.

(b) Lot 3.2 (E&M Works) retendering is in process and delay in openingof bids is due to writ petition filed by the lowest evaluated bidder of the previoustendering process. WAPDA is simultaneously working on carving out the modalitiesto revive the previous tendering process to save time and any possible increase incost.

(c) Original PC-1 of the project was approved by ECNEC in June,2002 at a cost of Rs.7.2 billion. However, due to non-availability of donor funding,the implementation process got delayed. The project was tendered in stages startingfrom 2008 and after receiving of the bids, the actual cost was estimated at Rs.28billion, revised PC-1 for which is under submission to Planning Commission forapproval by ECNEC. Reportedly there is no deliberate delay on any person’spart.

(d) WAPDA has reported that they are taking all necessary measures tofollow the prevailing rules of PPRA and PEC.

121. *Dr. Azra Fazal Pechuho:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state:

(a) whether there is any proposal under consideration of theGovernment to auction 3-G licences;

(b) if so, the steps taken in this regard so far; if not, the reasonsthereof?

Minister for Information Technology and Telecommunications :(a) The Ministry of Information Technology, GoP, has initiated the process for theauction of 3G Spectrum licenses. A policy directive has been issued for the purposeby the Ministry on 7th October 2013. PTA, based on the policy directive, iscurrently in the process of finalizing modalities for completion of the auction process.

(b) Members of PTA, including the chairman have been recentlyappointed to make the Authority fully functional. Policy directive has also beenissued by MoIT, based on which the auction modalities are being determined andfinalized by PTA.

Will the Minister for Information Technology and Telecommunicationsbe pleased to state:

(a) the year-wise value in U.S dollars of annual exports of IT servicesduring the last five years alongwith the names of countries whichhave procured such services;

(b) the year-wise targets fixed In U.S dollars for the said exportsfor the next five years; and

(c) the total number of private enterpeses in Pakistan which haveachieved the target of annual exports of IT services for morethan one million U.S dollars during the last five years?

According to economic data provided by the State Bank of Pakistan,there are over 100 countries that are presently procuring IT services from Pakistan.USA is the major destination for exports of IT services from Pakistan accountingfor over 40% of the exports. Other major countries procuring IT services fromPakistan in order of exports are UAE, UK, Netherlands, China, Bahrain,Singapore, Canada, Germany, Norway, Saudi Arabia, Japan, Thailand, Malaysia,Switzerland, Australia, Denmark, Sweden, Ireland and South Korea.

(c) There are a total number of 17 private enterprises in Pakistan whichhave achieved the target of annual exports of IT services exceeding one millionU.S. Dollars, according to export data reported to Pakistan Software ExportBoard (PSEB) by its member companies.

1. *Dr. Raja Aamer Zaman:

Will the Minister for Information Technology and Telecommunicationsbe pleased to state the steps being taken to attract foreignmanufacturing companies of telecom sector for establishingmanufacturing facilities in the country?

Minister for Information Technology and Telecommunications :Promotion of local manufacturing of telecom equipment is one of the primeobjectives of our Government. In this regard, following steps have been taken byMoIT:

• Provision of local manufacturing is incorporated in the new policydirective issued by Ministry of IT for introduction of Next GenerationMobile Services in Pakistan. The licensees of these services willencourage and facilitate local manufacturing, assembling anddevelopment of telecom equipment, applications, transfer oftechnology and Research & Innovation in Pakistan.

• A provision regarding promotion of local manufacturing of telecomequipment in Pakistan, from part of the revenue generated by

international incoming traffic, has been included in the policy directiveof International Clearing House (ICH) Exchange.

• MoIT is in process of reviewing the Telecom Policies. During theprocess all options for fostering local telecommunicationmanufacturing in Pakistan will be considered and will be incorporatedin the new Telecom Policy.

2. *Nafeesa Inayatullah Khan Khattak:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the China Southern Power GridCompany Limited (CSG) offered/sent its power sector expertsto transfer the technical and professional expertise to PakistaniEngineers to enhance the capabilities of National Transmissionand Despatch Company (NTDC);

(b) if so, the time by which said process will be initiated alongwiththe details thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thedelegation of China Southern Grid Company (CSG) visited NTDC from 23rd to24th September 2013. Detailed presentations were given to the delegation aboutnetwork and system operations of NTDC together with development projects.During these discussions, the matter of training and capacity building of NTDCengineers was also taken-up. CSG agreed to provide assistance in this regardonly in technical and engineering fields. For this purpose CSG informed that theirtraining facilities are now quite advanced and CSG would be pleased to meetNTDC requirements. CSG, however, intimated that it is not possible for them toprovide training in the field of utility management and related fields because theytoo depend on their foreign partners i.e. Hardworld University and US utilitycompanies for this purpose.

(b) Presently NTDC is in the process of assessment of training need ofengineers working in difference departments. After completion of this assessment,a formal request will be made to CSG by December 2013.

3. *Dr. Azra Fazal Pechuho:

Will the Minister for Water and Power be pleased to state:

(a) the total expenditures on the Gomal Zam Dam incurred so far;and

(b) whether the Water Canal System (irrigation) and FloodProtection System are completed?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Rs.16,299.577 Million has been incurred on construction upto 30 September,2013. Dam & Power House is substantially completed.

(b) The irrigation and Flood Protection Component is 80% completedand expected to be completed by December, 2013.

4. *Dr. Arif Alvi:

Will the Minister for Ports and Shipping be pleased to state:

(a) whether it is a fact that land under water of Karachi Port Trusthas been allotted to KPT Officers Housing Society on lowerrates prices; if so, the reasons thereof alongwith the actionbeing taken by the Ministry in this regard; and

(b) whether it is also a fact that the KPT is destroying the protectedmangrove area for the allotment of plots to its officers; if so, thesteps being taken to control it?

Minister for Ports and Shipping (Mr. Kamran Michael): (a) 1. KPTBoard with the approval of Federal Government sanctioned lease of 130 acressea bed (Marshy Land) adjacent to KESC Grid Station to KPT OfficersCooperative Housing Society in three stages as detailed under:—

a. 1989 78 acres

b. 1990 27 acres

c. 1996 25 acres

2. Federal Government sanction was accorded vide Ministry ofCommunication letter dated 3rd July 1996. The land leased out on ground rent of0.10 paisa per sq. yard per annum to KPTOCHS which was sea bed. Theyallotted areas comprised of marshy Sea Bed and was to be developed by thesociety utilizing its own fund.

The lease of land by KPT to its Cooperative Housing Society has beenmade in general public trust, on the anology of other government organizationslike;

• Pakistan Audit and Accounts Service CHS.

• AG Sindh Employees CHS

• Pakistan Railways

• Civil Aviation Authority

• Karachi Development Authority

• Karachi Municipal Administration

• Capital Development Authority

• Defence Officers Housing Society (Now Authority)

• Sindh Bar Association

• High Court Bar Association etc

• Ministry of Defence have developed Defence officers housingsocieties in all major cities of Pakistan to cater the housing needs ofServices personnel.

• In the Civil Service of Pakistan, it is customary for a civil servant tobe officially sanctioned with a plot of land prior to his reaching theage of superannuation.

• Legally there is no bar under land for purposes of house building orresidential accommodation for officers of KPT.

• The Marshy area was leased to be developed by the Society fromthe contribution of its officers members therefore the lease was grantedon concessional rates which is a normal practice for all co-operativesocieties.

(b) There will be no damages or destroying of mangroves by allotmentof Plots to KPT Officers.

5. *Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state the stepsbeing taken to adopt improved water management practices toincrease water productivity, reduce water pollution, augment storagecapacity and develop an integrated framework for water managementsystem?

Minister for Water and Power (Khawaja Muhammad Asif):

• WAPDA is responsible for the operation & maintenance of the storagedams in Pakistan. At present WAPDA is perusing storage of waterreservoir 6.5 MAF Diamer Basha Dam. Preliminary works havealready been started. Govt. of Pakistan is making all out efforts toarrange finance for the project.

• Recently Mangla Dam storage capacity has been raised which hasaugmented its capacity further by 2.9 MAF in totaling 14.262 MAF.

• As part of the integrated Water Management, Wapda is operatingTarbela, Mangla & Chashma.

• Improved water management practices to increase water productivity,to reduce water pollution and integrated framework for watermanagement system is being dealt by respective Provincial IrrigationDepartments.

6. *Belum Hasnain:

Will the Minister for Housing and Works be pleased to state:

(a) the names of developmental projects initiated/executed by thePak. PWD during the last two years;

(b) whether those projects have been completed or likely to becompleted within the stipulated period; if not, the reasonsthereof;

(c) the financial impacts on national exchequer due to delay incompletion of those projects; and

——————————————————————————————(c) Most of the contracts of the said schemes do not have escalation

clause, as such, there is no burden on the national exchequer for delay. However,the schemes shown on-going are in fact are those schemes where the executionwas stopped on the order of Hon’ble Supreme Court of Pakistan. After scrutiny,if any, schemes are found in order and transparent, the payment will be madepromptly but in case of non transparency or having tinted with corruption/embezzlement, requisite recovery will be made from the defaulters. All workshave been under taken as per standard laid down in PPRA Rules and CPWA,CPWD Code. All schemes are being scrutinized on the touchstone of thesestandards.

(d) All works have been undertaken as per scope and standardsprovided/fixed in the approved PC-I and in case any deviation required due toground realities, the same get approved at the competent forum. After approval ofPC-1 at the competent forum i.e. Departmental Development Working Party(DDWP), Central Development Working Party (CDWP), Executive Committeeof National Economic Council (ECNEC), the detailed estimates are preparedand technically sanctioned by Pak. PWD and tenders are invited after completingcodal formalities. Thereafter, the work is under taken by the XEN of Divisionaloffice and is monitored by the Superintending Engineer of Circle Office, while theChief Engineer oversee all the projects falling under his Zone.

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state whether it is a fact that huge expenditure has beenincurred on the welfare of Minorities by the Ministry during the lastthree years; if so, the total amount thereof?

8. *Ms Surriya Jatoi:

Will the Minister for Religious Affairs and inter-faith Harmony bepleased to state the steps taken by the Government for the protectionand maintenance of places of worship in Pakistan?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): 1. The Evacuee Trust Property Board has taken thefollowing steps for the protection and maintenance of worship places in Pakistan.

(a) ETP board has established Security Wing in 2009, wherein presently,600 permanent personnel have been deployed on all the religious/worship places all over Pakistan for maintaining the internal security.

(b) Installation of security system at Gurdawara Dera Sahib, Lahore,Gurdawara Panja Sahib, Hassanabdal and Gurdawara Janam Asthan,Nankana including CCTV Cameras, luggage scanners, metaldetectors, balk through gates etc is being undertaken.

(c) Generators at Gurdawara Dera Sahib, Lahore, Gurdawara PanjaSahib, Hassanabadal and Gurdawara Janam Asthan, Nankana Sahibhave been installed.

(d) Close coordination with respective DCOs/DPOs to make ensurefoolproof security arrangements for the Shrines.

(e) Facilities provided to Police of respective Districts for enhancingsecurity like concrete barriers, barbed wires, tentage items, sandbags etc., as per requirements.

(f) Solar System has been installed at Gurdawara Panja Sahib,Hassanabdal in order to avoid large scale load shedding which givena viable security measures.

(g) All the Inspector General’s of the Police in the four provinces havealso been requested to beef up the security arrangements on theGurdawaras and Mandirs all over Pakistan.

2. Moreover, the ETP Board allocates sufficient funds in its budgetevery year for the repair and maintenance of holy shrines (Gurdawaras and Mandirs)as per provisions of the Section 4(2) (h) (1) of the Act No.XIII of 1975.

3. The details of expenditures incurred during the last five years on therepair, maintenance and restoration of various holy shrines under the control andmanagement of ETP Board is placed as an Annexure-A.

The award of Composite Model Village at Harpan Das was announcedby the GB Administration and the compensation was made to the Affectees andtwo out of six Nos. Contracts of Civil Works were awarded but due to the disputebetween Batokhel & Soniwal Tribes, works at site have been suspended sinceJune, 2012.

WAPDA is pursuing with GB Administration for resolution of disputes ofHarpan Das and land acquisition for Thak Das & Kino Das.

11. *Dr. Imran Khattak:

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) The designed capacity of Pakistan Steel is 1.1 million tons per year(mpty). The production capacity of Pakistan Steel Mills at present (from July2013 to September 2013) remained 10.5 % due to financial crunch as the basicraw material i.e. Coal and Iron ore could not be procured up to the requiredquantity.

(b) The steps taken by the Government to enhance the said capacity areas under:—

(i) The issue regarding Immediate Financial Assistance for PSM toimprove its present capacity was discussed in the meeting of ECCheld on September 07, 2013. After detailed deliberation, followingimmediate Government financing for PSM was approved:—

• Immediate provisioning of an amount of Rs.1.5 billion for twomonths cash salary of June & July 2013 for PSM employeesand meeting working capital deficit.

• Provision of Rs.700 million each for meeting needs of Octoberand November 2013 as working capital deficit.

(b) The electricity being generated at present is not at par with the installed/ dependable capacity, which attribute to the following factors:

i. Hydel Power depends upon outflow of water from reservoirs andaffiliated with IRSA Indent. Similarly, reservoir’s level play vital rolein hydel generation. The reservoirs level of both Tarbela and Mangladropped by 27ft and 6ft respectively. So, at present we are getting68% generation against installed capacity.

Will the Minister for Water and Power be pleased to state the stepsbeing taken by the Government to promote use of solar energyappliances in the country?

Minister for Water and Power (Khawaja Muhammad Asif): TheAlternative Energy Development Board (AEDB), under the administrative controlof Ministry of Water & Power, is actively pursuing promotion and development ofsolar energy in the country. Large scale projects are being pursued through privatesector. LOIs have been issued to 23 IPPs for more than 700 MW Solar PVbased power projects.

The AEDB is also promoting the use of solar energy appliances. It hasfacilitated duty free import of more than 60 MW solar: PV Panels and ancillaryequipments including Charge Controllers, DC LED lights, inverter, solar waterheaters and solar water pumps. Similarly, different programs have been initiated topromote the use of solar PV Panels, solar water heaters and solar water pumps inthe country. Local assembly of solar PV panels has also been initiated by threeprivate companies.

(b) 1000 Clusters of 500 houses each will be developed for low-incomefamilies through public private partnerships;

(c) To ensure cost-effective access to credit for housing, governmentwill be picking up a portion of the financing cost (over and above8%) on behalf of the borrower. A provision of Rs.3.5 billion is keptin the budget for this purpose;

(d) Housing schemes on the model of Ashiyana Housing Scheme willalso be developed;

16. *Dr. Nikhat Shakeel Khan:

(b) Polio eradication is a priority programme of the country. TheEmergency Operational and Security guidelines were developed by the FederalGovernment for safe conduct of the polio immunization campaigns. The ProvincialGovernments were advised to notify Provincial Security Coordination Committeesat provincial level led by Home Secretaries under the auspices of the ChiefSecretaries and engage police & security forces in District Polio EradicationCommittees to ensure formulation, planning and implementation of fool proofsecurity plans for polio workers.

Provincial Security Coordination Committees are in place and meet beforeevery campaign to review the security plan of security compromised areas andprovide security cover as per agreed plan.

17. *Rai Hasan Nawaz Khan:

(a) whether it is a fact that Competition Commission of Pakistan(CCP) has recently investigated and held persons responsibleregarding the subsidies given by the Government to themanufacturers of fertilizers during the last three years;

(b) whether it is also a fact that the manufacturers of fertilizershave not given benefit of the said subsidies to the farmers duringthe said period;

(c) whether it is further a fact that the increase made by themanufacturers in the prices of fertilizers during the said periodwas unjustified;

(d) if so, the steps being taken to expedite the findings of CCP atthe earliest and make the responsibles accountable?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) Competitive Commission of Pakistan (CCP) has conducted aninvestigation on June 2012 under Section 37 (1) of the Competition Act 2010 inresponse to unprecedented hike in the price of Urea Fertilizer starting December2010 onwards, to enquire while taking into account all relevant factors whetherthe price hike was unreasonable or a result of anticompetitive practices in terms ofSection 3 or Section 4 of the Act. Accordingly CCP imposed a plenty of Rs.3.14billion in case of Engro Fertilizer Limited and Rs. 5.5 billion in case of Fauji FertilizerCompany. Presently this matter is sub-judicious in Sindh high court is hearing thecase subsidies given by the Government to the manufactures of fertilizers duringthe last three years at (Annex-A).

(b) As regard transferring the benefit of subsidy to farmers by themanufacturers, it is to mention that availability of fertilizers at low price in thecountry as compare to international market is due to passing of subsidy by industryto end consumer, however, the effect of subsidy is somewhat eroded due to gascurtailment which resulted in undue price hike and heavy taxation like impositionof GST by Government.

(c) It is a fact that a substantial increase was witnessed in the prices ofurea in the country during the recent years. Urea price increased from Rs. 820 per50 Kg bag in July 2010 to Rs. 1701 on April 2013 by manufactures claiming it tohe consequences of the gas curtailment and loss in production.

(d) Presently this matter is sub-judicious in Sindh high court for hearingthe case. Moreover the prices of fertilizer are deregulated and relevant clause offertilizer policy 2001 is quoted for reference as. “Selling price of fertilizer shallremain deregulated on the understanding that while manufactures will allow freemarket forces to prevail, they will pass benefits in the form of lower piece offertilizer to the farmers. In order in order to ensure this objective is achieved aCommittee will be set up and shall meet as and when required, but at least on aregular quarterly basis and take appropriate steps as necessary. The committeewill be headed by the Ministry of Industries & Production and will include Minister

(c) The rationalized strength of Pakistan Steel is 15465 while the presentholding is 16005 as on 30-09-2013. It is pertinent to mention here that 4685 dailywages/contract employees were regularized on 15-02-2010 on the directive ofthe Government. Currently, there are 540 employees in excess of the requiredstrength.

(d) PSM sustained losses mainly due to the following reasons:—

o Global recession and crash of steel products prices in internationalmarket which decreased Pakistan Steel sales value and volume.

o Procurement of imported raw material on much higher prices (cost& freight) than the prevailing spot rates because Pakistan Steel wasbound to procure their material through long term supply contracts.

o Devaluation of Pak Rupees from Rs.70 to Rs.99 against the USDollars which increased cost of production.

o Grant of piecemeal, delayed and below requirement bailoutpackages.

o Low capacity utilization (low production)

o Development of projects at stand still (PSDP)

o Liquidity crunch in the country

o Import of identical Iron & Steel Products at low cost

o Closure / Low Production of re-rolling, line pipe & foundries due toload shedding

Any decision inthis matter shall be made after considering all factors so that life saving medicinesare available at affordable prices in the market.

Minister for Water and Power (Khawaja Muhammad Asif): (a) whereis no change in the stance of GoP w.r.t construction of Diamer Basha Dam Project(DBDP). The fact is that DBDP is top priority ongoing project being implemented.

(b) Govt. of Pakistan has released Rs. 21 billion in the last four years(2009-10 to 2012-13). Whereas in the current financial year allocation is Rs. 25billion. The total expenditure during the period is Rs. 11,401 million upto September,2013.

Islamic Development Bank (IDB) USAID & Asian Development Bank(ADB) has indicated willingness for providing funds for the construction of DBDP;however, GoP is pursuing the case vigorously.

(c) PC-I for Diamer Basha Dam Project was approved by ECNEC on20-08-2009 for an amount of US$ 11.178 billion (Rs. 894.257 billion) withgestation period upto year 2020-21. However, the present cost is estimated atRs. 1,257.74 billion.

(b) According to section 175 of Medical and Dental Council(Amendment) Act, 2012, following is the criteria for the initial appointment ofRegistrar, PMDC:—

(i) MBBS/BDS or equivalent qualification recognized/ registered bythe PMDC/ HEC and a postgraduate qualification recognized/registered by the PM &DC/HEC shall be considered as additionalqualification and a diploma related to education shall be preferred.

(ii) Minimum 17 years experience in government, semi Government oran autonomous organization. Persons having experience in healthrelated organizations would be preferred.

(iii) In the Act ibid the post of Registrar is required to be filled by initialappointment. However, section 25 of the Act ibid empowers thePresident of PMDC to take the services of any person ofGovernment/Semi Government /autonomous body on deputation forthree years but shall not exceed five years.

(c) The total annual budget alongwith the details of expenditure thereoffor the last two years is at Annex-A.

(d) The steps being taken are as under:

(i) Information cell in registration section with a computerized cell topromptly reply to doctors’ queries backlog of experience certificatesand registrations approximately 2500 cases has been resolved.

(ii) New database with sophisticated links has been instalied whichprovides quick access to a the data and statistics of faculty.

(iii) Long awaited post graduate student registration has been started ona data base entry system with an advance record and feedback.

(iv) An anti-quackery campaign has been started from beginning andICT is selected as pilot.

(v) Most of the faculty registration work has been completed.

(vi) Refresher course for the foreign graduate has been initiated by PMDCas a preparatory course before appearing in the National ExaminationBoard (NEB).

These finished products have been added in thelist to protect the local manufacturer. Other than these 49 items, the rest of medicinesand raw material are importable from India. Once, the list of Negative items is eliminated after approval by the Cabinet.The balance pharmaceutical items will be importable.

(b) There are no bottlenecks for local manufacture of medicines includingThalesemia, Cancer and AIDS. Medicines of Thalesemia, Cancer are also beingmanufactured locally.

(c) Prices of drugs are controlled by the Federal Government undersection 12 of the Drugs Act, 1976. Accordingly, Federal Government has approvedpricing mechanism to fix/ review prices of drugs on the basis of prices of drugs inthe neighbouring countries, competitor prices in the market, cost of production,import prices of the imported drugs & prices of therapeutic equivalents as givenbelow:

(a) NEW CHEMICAL ENTITIES (NCE’s)

I. Prices of an Innovative Brand (IB) will be fixed at an average of theprices prevailing in the SAARC countries. International prices(particularly Australia / UK/ New Zealand) will also be consideredand personal hearings may be provided to the firms in Committeemeetings for negotiating the prices of drugs. In case apple to apple(Brand to Brand) comparison is not available for an NCE, price tofirst brand of an NCE be fixed at 30% above than average of genericprices in neighbouring countries.

II. Prices as mentioned in the proforma invoice for imported drugs andcosting data for locally manufactured drugs will also be consideredfor new chemical entities besides other parameters and MRP becalculated by applying following formulas:

III. The members / medical experts in the Committee may discuss pricesof various drugs particularly the expensive preparations keeping inview per day treatment cost of the drug as compared to therapeuticequivalents.

(b) GENERIC BRANDS

Uniform prices will be fixed for generics as summarized below:

i. Minimum 15% less than the brand leader price at the time ofregistration of first generic. In case of cheap and old formulations,price of generics be fixed at par with brand leader and 30% less thanIB in case of expensive NCEs.

ii. Average price of earlier same composition(s) / generic(s) registeredin the country in case Pricing Committee has not yet fixed the priceof a medicine /formulation.

iii. Prices of new strength of medicines will be awarded on pro-rata ofprice of same composition / generic fixed by the Drugs PricingCommittee/PRC/PAC on case to case basis depending upon savings/expenditure in cost and expenses of the new strength and size.

iv. Demanded price will be awarded in case it is less than the abovecriteria or the fixed price.

Will the Minister for Water and Power be pleased to state the stepstaken by the Government to minimize the damage of crops bymanaging the floods water?

Minister for Water and Power (Khawaja Muhammad Asif):

• To review the pre-flood arrangements the government had held fourhigh level meetings with provinces and other stakeholders. Due tothese preparations, the losses to life and property were minimizedduring Flood Season 2013.

• Federal Government provides funds for execution of emergent floodprotection schemes through PSDP.

• Execution of these schemes is the responsibility of ProvincialGovernments.

• Operation & Maintenance of all flood protection infrastructures andflood fighting is also the responsibility of Provincial Governments.

• The present Government has given due priority to Flood Sector.Rs 1000.00 million have been allocated under PSDP (2013-14) forexecution of emergent nature flood protection schemes throughNormal/Emergent Flood Programme.

• Work on National Flood Protection Plan-IV (2014-2024) oncountrywide basis has been initiated on fast track basis for IntegratedFlood Management.

28. *Dr. Muhammad Azhar Khan Jadoon:

(a) whether it is a fact that the Pakistan medical and Dental Councilhas more than 70 members;

(b) Yes, it is also a fact that after the promulgation of the Medical &Dental Council Amendment Act, 2012 by the Parliament of Pakistan with theamendments in the PMDC Ordinance, 1962 on 12 August, 2012, the Councilwas being run with seven individuals till 04th August 2013 (Section 36 B)

(c) The mandate of the said council as per Section 36 B of Medical &Dental Council (Amendment) Act, 2012 was as under;

“Upon the commencement of the Medical & Dental Council (Amendment)Act 2012, the incumbent Council Constituted under Section 3 shall standdissolved and the President, Vice President of the Council and ExecutiveCommittee of the Council as exists before the commencement of theaforesaid Act shall stay intact till a new President, Vice President of theCouncil, Executive committee is elected by the Council.

The President, Vice President of the Council and Executive Committee ofthe Council shall have the powers of the Council and shall conduct elections formembership of the Council within one year.

(d) No. The Council had exercised the powers as per Section 36 B ofMedical & Dental Council (Amendment) Act 2012.

(iii) Lengthy PVCs are removed through (ELR) LT proposals to improvethe local distribution network and to reduce the distribution loss.

(iv) Constructions of new Grid Stations.

(ix) Installation of new Digital Energy Meters against old EM TypeMeters.

(x) Replacement of LT bare conductor with Aerial Bundled Cable(ABC).

(c) DISCOs have achieved the targets assigned for reduction of Energylosses by the implementation of effective execution of ELR programs during theaforementioned period.

(d) Attached as Annexure-II.

(e) The different steps adopted for planning and implementation arementioned below:

1. By using conductor of higher cross-sectional area cause the reductionin resistance which results in reduction of technical losses.

2. No. of capacitors were used on HT Line for power factorimprovement which results in a very high rate of return on investment.

3. A huge amount was being spent on replacement of overloadedTransformers which also result in substantial energy loss reduction.

4. The lengthy PVC or overloaded LT lines were replaced by properLT lines and new LT lines were installed for improvement of qualityof supply and reduction in losses.

(a) Housing Scheme at Bhara Kahu, Zone-IV, Islamabad:

This scheme has been recently launched. The project will be completedwithin 30 months. Layout plan was approved by CDA on 05-06-2013 and recentlyNOC has been issued by CDA. Practically scheme stands launched.

(b) Apartments scheme in Sector G-13:

The project of Ground plus 14 storey apartments in Sector G-13,Islamabad will be completed within 48 months after issuance of NOC by CDA.It is also worth mentioning that 4% quota is reserved for employees of ConstitutionalBodies including employees of the National Assembly and Senate Secretariat inall schemes of Housing Foundation under the Membership Drive.

(II) PAKISTAN HOUSING AUTHORITY FOUNDATION.

PHA-F has launched following housing schemes for Federal GovernmentEmployees during last five years which include employees of National Assemblyand Senate Secretariat:—

(a) 268 D-type apartments at Sector G-10/2, Islamabad

(b) 400 E-type apartments at Sector G-11/3, Islamabad

(c) 30 D-type apartments at Wafaqi Colony, Lahore

(d) 30 E-type apartments at Wafaqi Colony, Lahore

(e) 588 houses of three categories at Kurri Road, Islamabad for whichinfrastructure work has been awarded.

(a) The scheme of Bhara Kahu Project was affected as the HonorableSupreme Court took Suo-Moto notice in 2009, under SMC No. 04/2011. Later

(b) The project of Ground plus 14 storey apartments in Sector G-13,Islamabad will be completed within 48 months after the NOC is issued by theCDA.

Honorable Supreme Court took Suo-Moto notice of the Bhara KahuHousing Scheme in 2009 under SMC No. 04/2011. The case was subjudice foralmost 4 years and later the Honorable Supreme Court of Pakistan directed CDAon 27-02-2013 for issuance of NOC which has recently been issued by CDA.

(II) PAKISTAN HOUSING AUTHORITY FOUNDATION.

After conclusion of inquiries of seven stalled projects certain procedurallapses have been found during planning phase which yielded into incomplete/ faultyplanning. Appropriate administrative actions against all those which are responsibleare under way by the Ministry.

(e) Ministry of Housing and Works has taken various pragmatic stepsincluding taking all the stakeholders on board in order to expedite the respectiveschemes. The details are mentioned below: -

(I) FEDERAL GOVERNMENT EMPLOYEES HOUSINGFOUNDATION.

Housing Foundation is trying hard to execute the above schemes in itsbest, alongwith the stakeholders and ensuring the interest of the employees. FGEHousing Foundation’s housing scheme at Bhara Kahu has now been launched.

(II) PAKISTAN HOUSING AUTHORITY FOUNDATION.

After completion of the inquiries, the Board of Directors of PHA Foundationin its 9th meeting held on July 31, 2013 has approved to resume the works onproject sites of all 7 stalled projects. Accordingly all the contractors have beenapproached to resume the works at the earliest. The construction activity hasalready taken place.

held in August 2012. No promotion was made in the said meeting due to the

reason that the recruitment rules of CHE were declared invalid by Establishment

Division’s representative and it was pointed out that the rules need to be re-notified

(Annexure-I). In response to observation of Establishment Division, the new rules

of CHE have been prepared and sent to Establishment Division for approval

(Annexure-II). The approval is awaited.

FPSC is also not in a position to appoint the Medical Officers inthe absence of new recruitment rules which are still awaited.

Minister for Information Technology and Telecommunications: (a)Ministry of IT is working on the development of IT Policy in order to cater to newtrends in the field of Information Technology. In this regard, the Ministry hasprepared a draft IT Policy document that was shared with all the relevantstakeholders including public/ private organizations, civil society and academia.The draft document was made publicly available through MoIT and attacheddepartment’s websites and all the stakeholders were urged to provide their inputs/feedback fell- further improvements in the draft policy document. A large numberof contributions were received and these have been incorporated to the draft.

The said draft document has almost been finalized and it is envisagedthat it will be approved in the near future and will become the National ITPolicy - 2013.

There are three flats type projects under planning by PHA Foundation tobe launched in near future; their locations are given below:—

The CDA has principally agreed and itis hoped that the CDA will issue NOC to this effect shortly. Soon after issuance ofNOC by CDA, the Housing Foundation will launch the Scheme.

(II) PAKISTAN HOUSING AUTHORITY FOUNDATION.

both commercial and residential purpose.

iii. Approximately 250 apartments will be constructed.

iv. A Committee for evaluation of technical and financial bidsof the Consultants has been notified on 28/8/2013 whichincorporates members from Planning & DevelopmentDivision and Architect from Pak PWD. Evaluation oftechnical proposals is in progress.

2. Duties & Responsibilities of Moavineen-e-Hujjaj in Saudi Arabiaduring Hajj 2013:

(i) To receive pilgrims at Jeddah/Madina Hajj. Terminals and to conductthem to bus station for boarding/dispatch to Makkah Mukarramah/Madina Munawwarah.

(ii) Induction of hujjaj in the building in Makkah Mukarramah and MadinaMunawwarah.

(iii) To render welfare services such as providing guidance/assistance topilgrims who lost their way, family member(s) and luggage etc inKingdom of Saudi Arabia.

(iv) To evacuate ailing pilgrims to Hospitals and arrange burial ofdeceased pilgrims in coordination with concerned authorities in SaudiArabia.

(v) To keep liaison with Saudi Authorities/Makatibs/Directorate Generalof Hajj Jeddah/Makkah Mukarramah/Madina Munawwarah withregard to pilgrims complaints and their welfare.

(vi) To ensure proper supply/provision of buses to transport the pilgrimsfrom Jeddah to Makkah Mukarramah and Madinah Munawarrahand vice versa.

(vii) To visit residences of pilgrims to sort out their problem, if any, at thespot.

(viii) To ensure that all pilgrims are adequately provided residence andaccommodated in the respective Makatib, as per scale laid down bythe Saudi Authorities.

(ix) To be responsible for the establishment of Sector Offices accordingto the buildings hired for pilgrims in consultation with DirectorateGeneral Hajj, Jeddah/Makkah Mukarramah.

(xiii) To maintain the central offices and guide posts under the Hajj moveorder for rapid response, guidance to lost pilgrims in Mashair.

(xiv) To ensure provision of buses on 9th Zilhaj for movement to and fromArafat and to provide any other back up services as directed by DGHajj or any other senior officer-on duty.

(xv) Any other duty assigned by Directorate General of Hajj, Jeddah/Makkah Mukarramah and Medina Munawwarah or DirectorMoavineen-e-Hujjaj from time to time.

3. Term of reference for members of Moavineen-e-Hujjaj for 2013.

(i) Ministry of Religious affairs will arrange air passage for Moavineen-e-Hujjaj from Pakistan to Jeddah and back.

(ii) While on Hajj duty in Saudi Arabia, they will be provided freeaccommodation at modest and functional scale by the Ministry ofReligious Affairs.

(iii) Daily allowance @SR 150/- and SR. 120/- per day to officers inBPS-17 and above staff in BPS 01 to 16 respectively for each dayof duty in Saudi Arabia will be paid, subject to maximum of 70 daysfor Director and 45 days for other members.

(iv) No facilities other than those specified above will be provided by theMinistry of Religious Affairs, Islamabad and Directorate General ofHajj, Jeddah.

(v) While in Saudi Arabia Director, Moavineen-e-Hujjaj will becompletely under the administrative and operational control of

(vi) A member will be liable for repatiation to Pakistan immediately iffound failing to perform his duties satisfactory, apart from refund ofall expenses incurred by Government of Pakistan on his deputationto Saudi Arabia.

(vii) The Director General Hajj will will send a report to the Ministry ofReligious Affairs on the work and conduct of the Director Muavineenwhich will be placed in his service record through the concernedauthorities.

(viii) During the term of his duty, a member will not associate or affiliatehimself with any social, political or religious group or be involved inany controversy, political, sectarian or otherwise within or outsidePakistan.

(ix) A member will subordinate his personal comfort, convenience andinterest to those of the Hujjaj and observe strict discipline and shallnot do any thing, which may impair the image of Pakistan in generaland that of the Ministry of Religious Affairs and Directorate Generalof Hajj Jeddah.

(x) The terminology of ‘Sector Commander’ etc as incharge ofMoavineen force to be deployed in different sectors set up forfacilitation of Hujjaj at Makkah Mukarramah/Madinah Munawwarahwill not be used. The use of said terminology in a foreign country is incontravention of Geneva Convention and against the diplomatic norms/relations between the two countries.

(xi) The photographs on Passports should be in Civil dress and not inuniforms of Pakistan Armed Forces/Police/Rangers etc. That is alsoagainst diplomatic norms between the two countries as the Moavineenare being sent as Welfare staff for the Hujjaj.

(xii) Requests for Change of Booking/change of destination from theindividual member or a group will not be entertained at any costexcept in extreme emergency cases and with the approval of D.G(Hajj), Jeddah.

(xiii) Director Moavineen-e-Hujjaj will be responsible for placement ofmembers of Moavineen-e-Hujjaj in sector offices established indifferent sectors at Makkah Mukarramah and MadinahMunawwarah ,in Saudi Arabia in consultation with D.G (Hajj), Jeddahand the entire contingent of Moavineen-e-Hujjaj will work under theadministrative control of Director General (Hajj), Jeddah, who willbe the overall in-charge of Hajj operation in Saudi Arabia.

(xiv) The behaviour, of members of Moavineen-e-Hujjaj should be polite,submissive at all costs and quite in consonance with the dignity givenby Allah, the Almighty to the Hujjaj irrespective of any circumstancesor aggressive posture shown by the Hujjaj towards the Moavineen-e-Hujjaj. The rude, rough or apathetic attitude towards the Hujjajand also towards their colleagues will not be tolerated and liable tobe explanation if repatriated.

(xv) A ‘Supervisory Committee’ consisted of the members of the Ministry,of Religious Affairs will keep a watch/monitor the activities of theMoavineen-e-Hujjaj, Seasonal Duty staff and Local Moavineen inKingdom of Saudi Arabia quite unobserved and will submit a reporton their performance after completion of the! Hajj operation to theMinistry. The composition of the Committee will, however, not benotified.

(xvi) The Director Moavineen-e-Hujjaj will submit a PerformanceEvaluation Report covering all relevant areas of operation includingperformance of each member of the contingent to the Ministry ofReligious Affairs, within one month of the conclusion of theHajj 2013.

15. Tahira Aurangzeb:

(c) FESCO has planned to utilize the surplus or replaced 66/KV PowerTransformers during such conversion. FESCO has also scheduled to add another7.5/MVA Power Transformer at 66/KV Kot Grid station in its 6th STG 2ndrevision programme. (Para-A)

2. Construction of Six Nos Dams namely Rs.877.488 M“Umeed to Wandio, Ranasar, GhotrawaAbasar, Khani to Wandio & Khetai Damin Nagarparkar area (Thar Region))
