76. *Mrs. Nisar Tanveer:

Will the Minister for Water and Power be pleased to state:

(a) the criteria prescribed to fix the rate of Fuel Adjustment Price(FAP) by the NEPRA;

(b) whether it is a fact that FAP is not being monitored by anintegrated Mechanism; if so, the reasons thereof;

(c) whether it is also a fact that third party audit of FAP is notbeing conducted; if so, the reasons thereof; and

(d) the steps being taken to monitor and audit the FAP?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) Due toamendment by the Parliament, NEPRA Act requires Regulatory Authority to reviewand adjust the Fuel Charge as part of consumer tariff on monthly basis. Accordinglybased upon the actual consumption and price of the fuels used for generationduring a month, the fuel cost component of the base tariff, which is determined onassessment basis for a year, is adjusted; (plus or minus), every month and notifiedby NEPRA.

(b) FPA is adjusted and monitored by NEPRA being the regulatingAuthority.

(c) Costs incurred by CPPA and considered to calculate FPA areperiodically audited by NEPRA and other commercial Auditors.

(d) As explained above.

19. *Raja Muhammad Asad Khan:

Will the Minister for Industries be pleased to state:

(a) whether it is a fact that the Economic Co-ordination -Committeehas constituted a committee for the export of sugar; if so, thetask assigned to the said committee;

(b) whether it is also a fact that the production of sugar is surplusin the country at present; if so, the details thereof;

(c) whether it is fuither a fact that said surplus sugar will beexported; if so, the names of countries thereof; and

(d) the total amount of foreign exchange to be earned by the exportof said sugar?

Minister for Industries (Ch. Pervaiz Ellahi ): (a) ECC of the Cabinetvide it decision dated 20th January, 2012 constituted .a Committee, comprisingMinister for Textile Industry (convener), Minister for Science & Technology, SpecialAssistant to the Prime Minister on Agriculture & Water Resources, DeputyChairman Planning Commission and Secretaries, Commerce and Industries.

The task assigned to the committee was to examine the matterconcerning export of sugar holistically and submit its recommendations in asubsequent meeting.

(b) Sugar production of 46,34,087 tons has taken place in 2011-12with old stocks of 6,76,580 tons gave us 5.31 million tons in the 2011-12 season,i.e. w.e.f 1st Dec 2011 to 30th Nov 2012. The sugar consumption is projected at4.2 million tons while actual annual consumption In the last three years was around3.8 million tons.

52. *Mrs. Nisar Tanveer:

Will the Minister for Water and Power be pleased to state:

(a) the exact amount of circular debt of power sector as on March16th, 2008 and at present;

(b) whether it is a fact that Rs.120 billions were given/injected toreduce the circular debt of the said sector during the last financialyear; if so, the reasons for increasing the said debt;

(c) whether it is also a fact that the government has decided toprovide Rs.160 billions to the said sector through a debt swapdeal with commercial banks of the country; if so, the detailsthereof; and

(d) whether it is further a fact that the interest of the amount obtainedby the said banks will be received from the consumets of theelectricity; if so, the justification thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) PEPCOpayables as on 15-03-2008 were Rs.57.5 billion against receivables of Rs.187.7billion as on 31-03-2008.

Whereas payables as on 30-06-2012 were Rs.460.6 billion againstreceivables of Rs.383.1 billion as on 31-05-2012.

(b) Rs.142 billion was paid to IPPs to reduce the circular debt.

The reasons for increase in said debt are as follows:—

• The cost of generation has been increasing day by day in the wakeof surge in oil prices and non-availability of required quota of gas topower plants.

• Recovery from consumers has also been affected due to law andorder situation in the country.

• Late determinations of tariff and monthly fuel price adjustments byNEPRA.

(c) In FY 2011-12 a loan worth Rs.142 billion has been obtained fromcommercial banks to reduce the circular debt.

(d) The payment of mark-up on these loans will be met by DISCOsform their own sources. In case, if NEPRA allows distribution companies to includethe financial cost of these loans in their tariff determinations, the same may becharged to consumers to the extent of notification by GoP.

56. *Mr. Sajid Ahmed:

Will the Minister for Water and Power be pleased to state:

(a) the time by which Mangle, Dam up-raising project was started;

(b) whether it is a fact that the said Dam has been upraised; if not,the time by which it will be upraised;

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) ManglaDam Raising works started on 20th June, 2004.

(b) Mangla Dam has been upraised and substantial work has beencompleted by 26th December 2009. After achieving the significant milestone, formalinauguration ceremony of Mangla Dam Raising Project was held on 13th October2011 by the Prime Minister of Pakistan.

(c) The rationalized expenditure upto the completion of the Project beRs. 97,553.45 Million.

(d) No. Loans Funds have been provided by any country for the MangleDam Raising Project.

60. *Mrs. Seema Mohiuddin Jameeli:

Will the Minister for Water and Power be pleased to state the dailyshortfall of electricity in MW in the country during the period from1-5-2012 till date alongwith the details and reasons thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): The dailyshortfall of electricity in MW in the country during the period from 01-05-2012 toJuly 2012 is attached as Annex-I.

The main reason of shortfall of electricity in the country is due to gapbetween supply and demand.

Will the Minister for Religious Affairs be pleased to state:

(a) the year-wise total amount spent from the funds allocated forthe welfare of Hujjaj during the last five years; and

65. *Sheikh Muhammad Tariq Rasheed:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that Neelum-Jhelum Hydropower, RainesCanal and different phases of Naltar Hydropower Projects havenot been completed as per their actual schedule;

(b) whether it is also a fact that the estimated cost of those projectshas been increased due above delay;

(c) If so, the reasons not to complete those projects as per theirtime-frame;

(d) the total funds earmarked and the total amount released foreach of the above-mentioned project during the last threefinancial years till-date; and

(e) the steps being taken to complete those projects at the earliest?

Minister for Water and Power (Ch. Ahmed Mukhtar):

Neelum Jhelum Hydro Power:

(a) NJHPC was commenced on January, 2008 and scheduled to becompleted in October 2015. Revised scheduled of completion estimated byconsultants subsequent to reviewed the original design before implementation ofthe Project after 2005 earth quack was 2018. Due to Tunnel Boring Machine(TBM) procurement work would be completed by 18 to 24 month earlier. In thisway the project will be completed in November, 2016.

Rainee Canal

Rainee Canal (Phase-I) commenced in Oct. 2002 and its originalcompletion was scheduled in June, 2008 and now it is expected that it can becompleted June, 2013.

Naltar Hydro Power Project

The project Naltar is being developed by government of Gilgit Baltistan.So Gilgit Baltistan is in better position to reply the question. We have asked for theinformation from that quarter, which would be placed before the House whenmade available.

(b) The estimated cost of Neelum Jhelum Hydro Power Project andRainee Canal project has been increased due to reasons discussed hereafterincluding time overrun.

Neelum Jhelum Hydro Power

(c) NJHPC was planned & designed before Oct. 2005 earth quack.After award of contract during 2007 the consultants reviewed the original designkeeping in view earthquake parameters before implementation of the Project. Theconclusions which were drawn by the Engineer from this review have necessitatedmajor design changes resulted considerable increase in time and cost.

Rainee Canal

The project could not be completed within schedule time due to followingreasons:—

(i) Redesigning of Canal for defense requirements.

(ii) Raising of home bank 15ft in length of 120 kms above berm leveland triple surface treated road (120 kms) to be provided behind thehome bank.

(iii) Illegal obstructions by the locals for want of additional structures i.e.water courses, Village Road Bridges etc.

(iv) Law and order situation in the project area

(v) Financial constraints

Neelum Jhelum Hydro Power

(d) No release was made by Govt. of Pakistan during last three years.The project expenses are being met through WAPDA equity, NJ surcharge aswell as from foreign loans. Collection as NJ surcharge and received from lendersare utilized 100 %, the detail is attached as Annex-A.

Rainee Canal

(e) 2 Nos. Tunnel Boring Machines (TBM) are being deployed on NJHPfor early (18 to 24 months) completion of the project.

Rainee Canal

The Phase-I of project is 93% completed. Effective measures are beingtaken to complete the remaining 7% of works subject to availability of funds.

66. *Ms. Imrana Saeed Jamil:

Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to produce more electricity from Mangle and TarbelaDams through upraising/de-sitting;

(b) if so, the steps taken so far in this regard?

Minister for Water and Power (Ch. Ahmed Mukhtar):

(a) MANGLA DAM RAISING PROJECT:

After raising of Mangla Dam by 30 ft, water conservation level will beraised from 1202 (40ft) resulting in enhanced water storage capacity of the Damby 2.9 MAF which will be generate additional energy of about 644 GWh (120MW) per annum that is 12% increase in the present energy of 1000 MW.

TARBELA DAM PROJECT:

There is no any plan to up-rise the Tarbela Dam at present. However,sediment management study is in progress.

Moreover, Tarbela 4th Extension HP is under implementation for thegeneration of 1410 MW through the credit / loan of World Bank

(b) MANGLA DAM RAISING PROJECT:

The main Dam, Spillway and its allied works have been completedsince December 2009.

Resettlement works are in progress and physical progress is 96.50%.

TARBELA DAM PROJECT:

Contract agreement for sediment management study has been signedwith MML (U.K) & MMP JV on 17-05-2011.

The proposed duration of the study is 20 months.

After completion of the study further steps will be initiated accordingly.

Design report for Tarbela 4th Extension Hydropower Project hasbeen completed and pre-qualification of bidders is under progress.Construction of works will commence in April 2013.

67. *Sheikh Salahuddin:

Will the Minister for Water and Power be pleased to state:

(a) the names of Power Generation Projects/Plants undercompletion In the country at present alongwith the expecteddate of the completion of said projects/plants; and

(b) the plant/project-wise total quantum of electricity in MW to begenerated therefrom?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) & (b)Following power generating project/plants are under completion in the country atpresent. The expected date of completion along with quantum of electricity to begenerated in MW of each project is given as under. Detail of Project along withcurrent status is attached as.

Will the Minister for Water and Power be pleased to state:

(a) the total quantity of electricity in Megawatts saved by two weeklyholidays during the year 2011-12 alongwith the details thereof;

(b) whether said holidays will be continued during the current year;and

(c) whether there is any proposal under consideration of theGovernment to start offices at 7:00 A M instead of two weeklyholidays; if so, when it will be implemented?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) The twoweekly holidays started with effect from 15-12-2011 since then an average savingof 142 MW was observed on each day of weekend. This translates into energysaving of 680 Mkwh, a total saving of 64,600 Tons of RFO & Rs.5.52 billion ofFuel cost.

It is added that the Energy Conference presided over by the Prime Ministerwas held in Lahore on 09-04-2012 wherein all the provinces also agreed to adopt2-days weekend. However, even without Punjab since then the saving has increasedon each weekend. Now the capacity saving is around 241 MW on each day ofweekend.

(b) The said holiday is being observed in all the provinces except Punjab.

(c) There is no such proposal under consideration in Ministry of Waterand Power.

69. * Rana Mahmood -ul- Hassan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that certain amount of concession under theFuel Price Adjustment has been given to the consumers ofelectricity during the January and February, 2012; if so, thedetails thereof; and

(b) whether it is also a fact that such concession has not been givento all the consumers; if so, the justification thereof; and

(c) the steps being taken to simplify the electricity tariff?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) NEPRAallows Fuel Price Adjustment in accordance with the laid down Tariff Standardsand Procedure Rules – 1998 to ensure recovery of all or any cost prudentlyincurred. Any concession if any is given by the Government of Pakistan throughprovision of subsidy. Pursuant to the decision of the Honourable Lahore HighCourt Lahore the residential consumers having consumption less than 350 unitsare exempted from FCA.

(b) Yes, this is the fact that the above said concession is given only to theresidential consumers having consumption less than 350 units per month inaccordance with decision of the Honourable Lahore High Court.

(c) NEPRA has already simplified the consumer end tariff. Somecategories are charged single-part tariff whereas the consumers having higherconsumptions are charged Fixed and Variable Component.

70. *Mr. Mohammad Pervaiz Malik:

Will the Minister for Water and Power be pleased to state:

(a) the total number of energy conferences and high level meetingsheld to resolve the energy crisis In the country since March, 2008till date alongwith the steps/initiatives taken by the Governmentin this regard so far;

(b) the impact of said steps taken during the said period on resolutionof crisis;

(c) whether it is a fact that post assessment was made to identifythe outcome of said initiatives; if so, the details thereof;

(d) whether it is also a fact that the decision of said conferencesand meetings have not been implemented in letter and spiritespecially with regard to ensure provision of equal share ofelectricity to the provinces’; if so, the reasons thereof; and

(e) the steps being taken to treat all the provinces on equal footingin this regard?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) Two highlevel energy conferences, presided by the Prime Minster, have been held so far.First of which was held on 19-20 April, 2010 at Islamabad while the last conferencewas held at Lahore on April 09, 2012. The detail of steps/initiatives taken by theGovernment is Annexed at “A”.

(b) The impact of said steps and achievements are shown at Annex-B.

(c) To identify the outcome of said initiatives, post assessment was madethrough energy conservation measures. 1125 MW of saving was achieved upto30-06-2012. Besides, 298 MW was targeted through 05 days working in a week.An average saving of 142 MW is observed on each day of weekend.

(d) Major decisions of these conferences have been implemented.Distribution of power supply to distribution companies serving a province is madeaccording to their demand. Whenever, a gap between supply and load demandoccurs, a load shedding quota is allocated by NPCC to Distribution Companies,proportionate to their average consumption.

(e) As described in Part-D above, no discrimination is made in thedistribution of electricity among the provinces.

Will the Minister for Textile Industry be pleased to state:

(a) whether It is a fact that the textile sector of the country is beingcharged cross subsidy on oil and gas at present;

(b) if so, the justification alongwith the rates thereof?

(Already replied by the Petroleum and Natural Resources Division on3-9-2012).

72. *Ms. Shireen Arshad Khan:

Will the Minister for Water and Power, be pleased to state:

(a) the total amount of funds allocated by the Government for theWater and irrigation Projects launched in Punjab andBalochistan Provinces during the years 2010-11 and 2011.12alongwith the names of projects thereof; and

(b) the date of completion of those projects?

1. The initial Contract Agreement for Transaction of electricity 35 MWwas signed on 06-11-2002 by TAVANIR (Iran) and WAPDA(Pakistan) @ US$0.03 per KWH. The price so fixed was valid for03 years.

3. The electricity being purchased from Iran for Mekran is 74 MWw.e.f 15-02-2012.

4. According to existing arrangement, as per Amendment No:2 to thecontract dated 18-06-2011, the rate of electricity imported lie withinthe limit of 7 to 10 US Cents per KWH, based on monthly averageprice of barrel of OPEC basket crude oil. However, at present, therate of electricity per KWH is US Cents 10.

(b) Electricity purchased from Iran is being supplied to following citiesof Balochistan:

• Turbat • Panjgoor

• Gawadar • Pasni

• Tump • Mand

• Mashkail District Washuk • Taftan area District Chaghi

(c) 1. Import of 100 MW Power from Iran for Gawadar.

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) There arevarious reasons, out of control of the implementing agencies, due to which theseprojects are delayed. Mainly due to non-availability of funds, Law and Ordersituation in the areas of the projects and extension of scope of work of the projects.Due to escalation in prices of construction material, devaluation of currency andrequirements of additional machinery, felt necessary during the construction, theproject costs have increased.

(b) Gomal Zam Dam Project

The actual cost of the project as per approved PC-I is Rs.12,828 millionapproved by ECNEC on 30-8-2001 whereas the revised cost of the project willbe Rs.22,755.578 million.

Neelum Jhelum Hydropower Project.

Actual PC-I cost approved in 2002 was Rs.84.502 billion whereas therevised PC-I cost is Rs.274.88 billion.

i. Effect of devastating earthquake of 8th October 2005 in form offrequent slides on Thakot — Allai road & Project sites resultingfrom aftershocks and scarcity of Labour and design changes in Weiraxis. Pressure Tunnel, Power house back slop, switchyard from RightBank to Left Bank of River Indus.

ii. Evacuation of Chinese from Project sites due to security reasons on7 November, 2007. Resumption of works at Project sites with effectfrom 20 February, 2008.

iii. Devastating flood July 2010 hit the project overtopping coffer Damand damaging access road infrastructure.

iv. Huge mountain slide at power house site in October 2010 andFebruary 2011.

(b) An amount of Rs.15.5. Billion (approx) will be incurred oncompletion of the project.

(c) 121 MW power (463 Gwh annual energy) benefits will be accrued).

(b) The main source of collection of Pilgrim Welfare Fund is the servicecharges collected by the Ministry of Religious Affairs for both Government Schemeand Hajj Group Organizers For Hajj 2011, an amount of Rs.269,065,000/ wascollected as service charges.

(a) whether it is a fact that electric cables are passing over thehouses in Madina Town, Ali Pur new Shakeela Hospital,Islamabad;

(b) if so, the reasons thereof alongwlth the time by which such electriccables will be removed therefrom?

Minister for Water and Power (Ch. Ahmed Mukhtar): (a) The Electriclines of IESCO passing over the houses in Madina Town Ali Pur were constructedin early 80s, when there was neither any population nor area was properly planned.Later on, people had constructed houses under the IESCO electric lines and nowthe area is thickly populated. It is worth mentioning that the construction of housesunder WAPDA/IESCO electric lines is against Electricity Rules.

(b) The site has been got surveyed by SDO ∉ Tarlai who has preparedan estimate for shifting/re-location of the said electric lines amounting toRs.453,407/-. As per prevailing rules, the work is to be carried out on cost depositbasis. If the complainant or any sponsor is ready to pay the cost of proposedshifting, the work can be executed within two months after receipt of amount inIESCO account.

46. Rana Mahmood -ul- Hassan:

(a) whether it is a fact that there is a shortage of thyroxine in thecountry; if so, the reasons thereof; and

Minister for National Regulations and Services (Dr. Firdous AshiqAwan): (a) M/s Glaxo Smith Kline (GSK) is the leading brand manufacturer ofThyroxine Tablets which is used in management of hypo-thyroidism (diminishedThyroid activity). The drug had been in short supply in the past due to followingreasons:—

(a) The technical problem being faced in the manufacturing of the drugresulting in the reduced stability of the tablet due to its prolongedshelf life of two years.

(b) Low price of the drug i.e Rs.0.50 per tablet.

(b) I. The issue of shortage of the drug was taken up with GSK. Thefirm shown its inability to resolve the technical problems in manufacturing of thedrug for prolonged shelf life and requested for reduction in shelf life to one year toensure stability of the drug. The firm also proposed another option; that is toimport the drug from Germany at 50% higher price with a processing / lead time ofat least two months. The matter was placed before the Drug Registration Boardand after thorough deliberation on the issue, the Board decided to direct the firmto resume production of Thyroxine tablets with immediate effect, with a reducedshelf life of one year. The firm has assured this Ministry that after resolution ofproblem of shelf life from 02 yeas to one year the supply of the drug in the marketwill be resumbed by August 31, 2012.

II. It is pertinent to mention that the following brands of Thyroxine Tabletproduced by other manufacturers are also available in the market.

(i) Thyrox Tablets manufactured by M/s Pharmadic, Lahore

(ii) Thyro Tablets manufactured by M/s Platinum, Karachi

M/s Glitz Pharma, Islamabad

III. The price of Thyroxin tablet was very low ( Rs.0.50 / tablet) andeconomically unfeasible for the manufacturer to market the product at such a lowprice. The price of Thyroxin was also rationalized by revising it to Rs.1/tablet on18th January, 2012 to encourage the manufacturing of the life saving drug.

IV. Price is monitored through field offices of Drug Regulatory Agencyof Pakistan to avoid over pricing / black marketing of medicines.

56. Lt. Gen (R) Abdul Qadir Baloch:

Minister for Religious Affairs (Syed Khursheed Ahmed Shah):The procedure for allotment of Hajj quota to Private Tour Operators is givenbelow:—

For Hajj-2012, the allocation of service business to HGOs functionalin 2011, will remain unchanged.

The matrix of categorization was introduced in 2010 to ensure merit-based allocation of quota in the light of performance indicators likevolume of business managed since the introduction of private Hajjscheme in 2005 and the experience worked out in terms of numberof Hajj operations undertaken by each HGO. This criterion wasmaintained in 2011.

Keeping in view the direct relevance of Hajj organizing experienceand to ensure fair deal, the functional HGOs in 2011, if otherwiseeligible on the basis of criteria given in para-19 Hajj Policy-2012would be allocated service business i.e. Haij quota as percategorization at (Annex-I).

The HGOs offering a competitive cost package against the benchmarkof average cost of Hajj offered under the Government Scheme in2012 with addition of 20% (cost of doing business/transaction cost)service charges, would be assessed for incentives i.e. appreciationcertificate and grant of additional volume of business subject toavailability of quota.

(c) All the LT distribution system is 3/phase and there is no single phaseline running in said village.

Ahmed Mukhtar): (a) It is not afact that transformers installed at village Bhera Tehsil and District Haripur have notbeen replaced since its installation, as 05 No. 50 KVA & 02 No. 100 KVAtransformers have been installed at village Bhera for 481 numbers Domesticconsumers, out of which 02 No. 50 KVA transformers of Mohallah Banda andMohallah Nalla have been augmented by 100 KVA transformers and shifted toload center under ELR programme and 01 No. additional 50 KV transformer hasbeen installed at Mohallah Darul aleone.

(b) & (c) It is also not a fact that these transformers are overloaded. Allthese transformers are running under load.

Will the Minister for Water and Power be pleased to state whether itis a fact that estimated electricity bills are being sent to the consumersof Village Hangrai, Tehsil Balakot, District Mansehra since long; ifso, the reasons alongiwht the action taken or propose to be takenagainst the responsible thereof?

Minister for Water and Power (Ch. Ahmed Mukhtar): The villageHangari has been newly electrified and the billing of the said village was started inJune, 2012. After the billing, proper meter readings have been recorded at siteand electricity bills delivered to the consumers according to their readings.

Ahmed Mukhtar): (a) It is toinfotin that there is no any Transformer of 25 KVA capacity installed at villageShahmir Khan Brohi, rather there are 04 No. Transformers of 10 KVA capacityinstalled in the said village. Out of which, one is installed at Masjid Muhalla, whichis supplying electricity to 07 No. sanctioned consumers having total load of 7KW.

(b) The Augmentation of existing 10 KVA Transformer is technicallyunjustified as the same is already running under load.

72. Rana Mahmood -ul- Hassan:

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the electricity transformer of 100KVinstalled at Village Chanam, Tehsil Kalar Syedan, DistrictRawalpindi has become over loaded;

(b) if the answer to part (a) above is in the affirmative, whetherthere is any proposal to install another 100KV transformer inthe said village; if so, when it will be installed?
