Govt. of Pakistan is committed to protect minorities andsecure their rights. This commitment has been shownby Supreme Court of Pakistan on the alleged abductionand forced marriage of Rinkle Kumari case in 2012.Moreover, M/o LJ & HR is working on ChristianMarriage Amendment Bill-2013 and Hindu Marriage Billin order to ensure that the marriages of minoritycommunities are legalized easily and this process remainin harmony with their religious beliefs.

(iii) Govt. of Punjab 28 cases of forced marriages and their challans havebeen registered since 01-01-2013 and 85 accused havebeen arrested.

Forced marriage is a cognizable offence, as perprovisions of criminal law. There is no minority specificissue of forced marriages in Punjab. However, in caseof any individual incident, the law takes its course toensure the implementation of relevant provisions ofPakistan Penal Code, 1860.

(iv) Govt. of Sindh Nil.

Instructions have been issued by IGP, Sindh to allCommissioners/DCs to ensure security of minorities.

(v) Govt. of KPK No case of forced marriage have been reported since01-01-2013.

(i) Following legislation have been enacted:—

(a) KPK Protection of Communal Properties ofMinority Community Act-2014

(b) KPK Evacuee Trust Property (Management& Disposal) Act -2014.

(ii) KPK Hindu Disposition of Property Bill-2014, isunder process in the Provincial Assembly forlegislation.

(iii) 3% quota in Provincial services have beenreserved for minority community of KPK.

(iv) Development Schemes to the tune of Rs.77.305/-Million have been sanctioned for minoritycommunity of KPK for the FY-2014-15.

(v) Sum of Rs.85 Million has been allocated for theminority community of KPK as part of ADP forthe FY-2015-16, in addition to Rs.2.5 Million Grantin aid on the occasion of religious festivals.

Govt. of Baluchistan has introduced the subject of Ethicsfor Non-Muslim students at school level. Provision ofsecurity to Minorities, Implementation of Job quota forminorities. Housing Scheme for Christain community.Grant-in-Aid for welfare of minorities. Quota foradmissions in Professional Institutions. Number of Non-Muslims are posted in high Public officers and HighCourt of Pakistan.

(b) whether there is any proposal under consideration of theGovernment to take stringent performance evaluation measureswith respect to PMDC; if so, when it will be implemented?

Minister for National Health Services, Regulations andCoordination: (a) Moratorium on opening of new medical & dental collegeslapsed on 31-12-2014. A large number of applications were pouring in the Ministryfor recognition of new medical & dental institutions. In this regard, a meeting washeld in M/o NHSRC on the matter in which it was decided as a result of exhaustivediscussion that moratorium be considered as not extended due to following reasons:

i. Pakistan students go abroad to get medical and dental educationwhich is often substandard and do not meet the standards of Pakistanmedical & dental education and lead to poor quality of practice.

ii. There is a dire need of medical and dental doctors for Pakistanipopulation as we still do not have human resources as per internationalstandards.

iii. Shortage of females doctors due to their domestic responsibilities.

iv. Moratorium does not let strong and serious organizations to establishmedical & dental institutions in the country for inland standardeducation.

However, standard and quality of medical and dental education shouldnot be compromised at all.

(b) PM&DC is an autonomous body run by the Council composed ofnominated and elected members. The Council is entrusted to work under itsOrdinance / Act. Since long a number of issues crept in PMDC and litigation wasincreased due to improper composition of the Council. Being the matters subjudice,these could not be settled administratively that’s shy a Commission has beenconstituted by the Honorable Islamabad High Court, Islamabad. Presently, theCommission is working to form its recommendations, which will certainly enhancethe performance of PM&DC through constrative consultation on matters with theM/o NHSRC.

(a) the names of IPPs that will utilize LNG alongwith the costthereof; and

(b) the rate of tariff at which NEPRA has agreed to buy powertherefrom?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The

IPPs Rousch, Orient Power Project. Sahiwal (Saif) Power Project, Bhikki(Halmore) Power Project. Muridke (Sapphire) Power Project. Kot Addu PowerProject (KAPCO). Nandipur Power Project and Fauji Kabir Wala will utilizeLNG. The cost of LNG provisionally informed by SNGPL is $ 12.8 MMBTU.NEPRA has not yet finalized the generation cost for these existing plants.

(b) NEPRA vide its decision dated 3rd April, 2015 approved andannounced upfront tarif for new LNG based projects in the country for threecategories of the projects.The levelized tariff is given as under:

1. *Ms. Asyia Naz Tanoli:

Will the Minister for Housing and Works be pleased to state whetherthere is any proposal under consideration of the Governmentto acquire land for construction of houses for Government employeesin Islamabad in the near future; if so, when it will be implemented?

Minister for Housing and Works (Mr. Akram Khan Durrani):

PHA Foundation

Land in the following sectors are under consideration of residencesfor the Government employees.

i. Park Road, Zone IVii. Sector H-16

The above cases have been taken up and decision for the same ispending with CDA’s side.

FGE Housing Foundation

There is no scheme under consideration in FGE Housing Foundation forconstruction of houses for Federal Government employees in Islamabad.

2. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Industries and Production be pleased to state:

(a) whether it is a fact that the profit of Utility Stores Corporation(USC) is being decreased; if so, the reasons thereof; and

(b) whether it is also a fact that senior officers are beingappointed for monthly remuneration of hundreds of thousandsof rupees in USC; if so, the reasons thereof?

Minister for Industries and Production (Mr. Ghulam Murtaza Khan

Jatoi): (a) The profit of the Corporation has decreased due to decline of overallsale of the Corporation as a result of withdrawal of subsidy on sugar.

(b) In pursuance of the requirement of the Public Sector Company(Corporate Governance Rule 2013) the under noted three officers have beenappointed on contract for a period of three years on a consolidated salary asmentioned against each:—

a. Chief Financial Officer Rs.400,000/-b. Chief Internal Auditor Rs.325,000/-c. Company Secretary Rs.265,000/-

In addition to above the following two officers have been appointed onmonthly consolidated salary as mentioned against each with approval of the Boardof Directors:—

a. Chief Operating Officer Rs.365,000/-b. General Manager (IT) Rs.275,000/-

The appointments of Chief Financial Officer, Chief Internal Auditor andCompany Secretary have been made in compliance with the requirement of PublicSector Company (Corporate Governance Rule 2013).

The appointment of Chief Operating Officer has been made by the Boardof Directors to induct professional in Utility Stores Corporation. The appointmentof General Manager (IT) has been made with the approval of the Board of Directorsto induct a professional for the purpose of computerization of the network ofUSC.

3. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that the number of Hemophilia patientsincluding children are increasing in the country at present; ifso, the steps being taken by the Government in this regard; and

(b) whether any financial assistance/package/free treatment facilitygiven to said patients by the present Government in rural/backward areas of the country; if so, the details; if not, thereasons thereof?

Minister for National Health Services, Regulations andCoordination: (a) No, it is not a fact. The number of Hemophilia patients is staticand is estimated to be around 15000.

(b) The Hemophilia patients are provided free medical treatment in thegovernment hospitals in the rural and urban areas including blood transfusion supportand genetic counseling.

4. *Ms. Parveen Masood Bhatti:

Will the Minister for Religious Affairs and Inter-faith Harmony bepleased to state the steps being taken by the Government to controlthe sectarianism in the country?

Minister for Religious Affairs and Inter-Faith Harmony (Sardar

Muhammad Yousaf) : To control sectarianism in the country and promotetolerance among the public. The Ministry of Religious Affairs and InterfaithHarmony has taken the following steps:—

1. A National Committee on Sectarian Harmony has been setup in theMinistry.

2. The Ministry has regularly been organizing National SceratConference on 12th Rabi-ul-Awwal every year at Islamabad, whereinprominent Ulema, Mashaikh, Scholars and people from all walks oflife participate. These conferences provide a forum to Ulema,Mashaikh.Intellectuate, Scholars and Researchers Scholars andResearchers to present their ideas and thoughts on Seerah andteachings of Holy Prophet (SAWS). Themes of the conference alsoprove to be instrumental in bringing about Sectarian Harmony.Interfaith Harmony and brotherhood among the general masses.

3. Competitions of Seerat Books. Naat and Articles on life, teachingsand Seerah of Muhammad (SAWS) are organized in regional, nationaland international languages for men and women are held. Prizes areawarded to position holders. These competitions also proved to bea source of dissemination of teachings of the Holy Prophet, whichcontain teachings regarding tolerance.

4. Maqalat-e-Seerat are published and distributed amongst the libraries,institutions and desiring persons. The programe of National SeeratConference is projected by Print & Electronic Media every year onthe occasion of 12th Rabi-ul-Awwal to promote sectarian harmonyin the country.

5. Minister for Religious Affairs & Interfaith Harmony held meetingswith the Ulema of all Muslim sects in live big cities (Karachi, Lahore,Peshawar, Quetta and Islamabad) of the country to promote sectarianharmony. He persuaded them to abide a common code of conduct ,

6. Minister for Religious Affairs., and Interfaith Harmony held a meeting,Provincial Secretaries on 24-12-2014 to promote sectarian harmonyand decided in the meeting to set up an Ittehad Bain-ul-MuslimeenCommittee at Federal and Provincial level to promote peace andharmony in Pakistan as the Ulema and Mashaikh have great influencein the public and they can play their role in persuading the publictowards tolerance and harmony. Which are necessary for economicstability of the country.

7. The Ministry has prepared a calendar of Unified timings for Azanand Prayers which has been provided to all mosques of Islamabadfor implementation. This will create sectarian harmony and toleranceamong the public.

5. *Ms. Parveen Masood Bhatti:

Will the Minister for Water and Power be pleased to state the location-wise electricity being generated in the country by the Wind PowerProjects alongwith the quantity thereof, separately?

Minister for Water and Power (Khawaja Muhammad Asif): Five

(05) wind power projects with the cumulative capacity of 255.4 MW areoperational at the moment and providing electricity to the national grid. The detailsof these projects are as follows:

(a) the present status of implementation on the Housing Programmefor construction of one million housing units in the country asannounced by the Prime Minister; and

(b) the number of beneficiaries of the said programme?

Minister for Housing and Works (Mr. Akram Khan Durrani): (a)Initial planning work and housing models/ designs have been finalized. Landidentification process is ongoing and so far some land for construction ofhousing units has been identified / allocated by Governments of Punjab, KhyberPakhtunkhwa, Balochistan and Gilgit Baltistan, details of which is Annexed.

(b) 500,000 eligible families would be beneficiaries.

7. *Ms. Munaza Hassan:

Will the Minister for Housing and Works be pleased to state whetherthere is any proposal under consideration of the Government toincrease the present 25% rental ceiling of the Government employees;if so, when it will be implemented?

Minister for Housing and Works (Mr. Akram Khan Durrani): There

is no proposal under consideration of the Government to increase the presentrental ceiling by 25% for the Government employees.

8. *Ms. Sajida Begum:

Will the Minister for Water and Power be pleased to state:

(a) the types of taxes being collected from consumers of electricityat present; and

(b) whether there is any proposal under consideration of theGovernment to abolish said taxes for domestic consumers; ifso, the time by which it will be implemented?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The

detail of electricity charges imposed since 2013 is as under :—

(b) No such proposed is in offering at this stage.

9. *Ms. Sajida Begum:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) whether it is a fact that the Pharmaceutical Companies haveagain increased the prices of essential medicines; if so, thereasons thereof; and

(b) the steps being taken by the Government to control the saidprices?

Minister for National Health Services, Regulations andCoordination: (a) It is not a fact that pharmaceutical companies have againincreased the prices of essential medicines. By virtue of notification of Drug PricingPolicy 2015 in March, 2015 prices of medicines have been frozen till July. 2016and since then no pharmaceutical company is authorized to increase prices ofmedicines beyond approved maximum retail prices. However, previously:

(i) In 2012, 105 cases of unauthorized price increase by thePharmaceutical companies were noticed by the Drug RegulatoryAuthority of Pakistan (DRAP). Upon taking action by the DRAP,17 companies filed writ petitions /suits in Sindh High Court, Karachi,Lahore High Court, Lahore and Civil Judge Lahore and managed toobtain stay orders.

(ii) In 2013, Pakistan Pharmaceutical Manufacturing Association filed aConstitutional Petition in the Sindh High Court, Karachi against thewithdrawal of 15% price increase by the Federal Government andthe honorable court suspended the operation of notification towithdraw the said increase.

(b) The following steps have been taken by the Federal Government tocontrol prices of drugs in the market at approved rates:

I. Regulation imposed:

In March, 2015, Drug Regulatory Authority of Pakistan, with the approvalof Federal Government and Economic Coordinatin Committee of theCabinet, notified a Drug Pricing Policy -2015 wherein prices of medicineshave been frozen till July, 2016 except increase allowed under orphan

drugs, intravenous infusions and drugs under hardship category which havebecome non-viable to market.

II. Market surveys

DRAP field offices have been advised to be vigilant, conduct market surveysand take actions against the companies if found overcharging of drugs.

III. Actions taken by DRAP

i. Federal Inspector of Drugs have conducted raids on the warehousesof manufacturers and importers and have seized stocks of few drugsof 5 copmanies being sold at prices over and above than the pricesfixed by the Federal Government.

ii. In case of Zam Zam Corporation Karachi, in April 2015, Federationof Pakistan and DRAP filed an appeal in the Supreme Court ofPakistan against the order of the Sindh High Court, Karachi. Thehonorable Supreme Court of Pakistan vide its order dated 19th May,2015 granted leave to appeal and suspended the operation of decreedated 11-03-2013. In compliance to the court order, DRAP directedthe firm to decrease the prices and the firm recalled all overpricedstock from the market.

iii. In 2013, DRAP also filed an application in the Supreme Court ofPakistan seeking to pass appropriated orders for resolving /disposalof petitions /suits filed by pharmaceutical companies in Sindh HighCourt, Karachi, Lahore High Court, Lahore and Civil Judge Lahoreand the honorable court issued notices to 17 companies for illegalprice increase of medicines. The matter came up before the apexcourt for hearing but adjourned.

iv. In 2013, DRAP also filed 25 Civil Miscellaneous Applications(CMAs) in the Sindh High Court, Karachi, Lahore High Court,Lahore and Civil Judge Lahore to vacate stay orders issued by thecourts in matters of unilateral price increase on medicines bypharmaceutical companies.

v. Under Section 6 of the Drugs Act, 1976, the storage and sale ofdrugs is regulated by the Provincial Governments, therefore, DRAPhas advised the Provincial Health Authorities to take action underthe law against the companies who increase prices of drugs morethan approved prices.

estimated cost for the construction of Mohmand (Munda) Dam Project is US$2,456 million.

(b) The project is under Detailed Engineering Design stage. Rs.400 millionhave been spent on Detailed Engineering Design against 67% progress.

(c) As per principally approved PC-II, AFD will provide 11 million Euroas soft loan. Engineering study will be restarted on issuance of authorization letter.

Scheduled load shedding is being carried out by the DISCOs by monitoringthrough software data provided to them on AMR system installed by US Aid.

FGEHF had purchased land in Bara Kahu for Housing Scheme Phase-VI fromM/s Green Tree. It is a fact that construction work upon that scheme could not bestarted due to reluctant to honor its obligation by M/s Green Tree. litigation startedand the matter remained subjudice in Islamabad High Court. Recently as a resultof NAB intervention, an addendum is being prepared by the both parties i.e.Housing Foundation and M/s Green Tree. As per agreement, M/s Green Tree isbeing bound to provide the developed plots.

WAPDA’s RPC-I for Dasu Hydropower Project (Stage-I) has beenapproved by ECNIEC on 28.3.2014 for Rs. 486,093.30 million with five yearsconstruction period. The present status of the Project is as under:—

• Contract for Relocation of KKH (KKH-01) and construction ofRight Bank Access Road (RAR-01) have been awarded. Agreementwas signed on March 16, 2015. The Contractor mobilization is inprocess.

• Contract for construction of 132 KV Transmission Line from Duberto Dasu has been awarded. The Agreement was signed on April 24,2015. The Contractor mobilization is in process.

• Bids for Project Colony & Infrastructure were opened on June30, 2015. The evaluation of bids is in process.

• PQ Applications for Relocation of KKH (KKH-02) and Right BankAccess Road (RAR-02) received on March 24, 2015. EvaluationReport has been submitted to World Bank for NOL.

• Pre-qualification Applications for Main Civil Works were receivedon May 28, 2015. The evaluation is under process.

GADANI POWER PROJECT

The Gadani Project has been included in the list of actively promotedprojects under the China-Pakistan Economic Corridor Projects for which furthertechnical and commercial conditions shall be met. Master Plan, various feasibilitystudies, survey etc have been conducted and being finalized by the ConsultantNESPAK.

DASU DAM

(b) Following steps are being taken to complete the project:—

• Loan Agreement between Govt. of Pakistan. WAPDA and WorldBank signed on August 25, 2014 for IDA credit of US$ 588.40million. Loan Agreement has been effective since 20-11-2014.

• The Contractor’s mobilization for Contracts No. KKH-01.RAR-01 and TL-01 are in process.

• The prequalification applications for main civil works are underevaluation.

GADANI POWER PROJECT

The decision regarding construction will be taken by GoP in due courseafter completion of studies and various technical and commercial details.

(c) Dasu Hydropower Project (Stage-I) will be completed by December,2020.

study has been conducted.

(b) A utility company can run its operations whereby it can recover fullcost of supply through tariff. NEPRA determines tariff of all distribution companiesbased on cost of supply of each company. Tariff determined by NEPRA is beingcharged to consumers after its notification by GoP. However, keeping in view thesocio-economic conditions as well as paying capacity of masses, GoP notifiedtariff remains lower than the tariff determined by NEPRA to make the tariffaffordable for common man.

As cost of supply is not fully passed on to consumers of electricity and theconsumers end tariff remains less than the tariff determined by NEPRA, the differenceis being paid by the government as tariff differential subsidy Last five years delailof tariff differential subsidy paid by the government to ease the consumers ofelectricity is as under:

In addition to above, present government is committed to generate adequateelectricity on affordable rates for which following measures are being taken throughrelevant entities:

• Vigorous follow up on the development of Mega Hydel PowerProjects.

• Conversion of existing Oil based plants to Coal based plants.

• Development of Alternate Energy sources, which includes wind, solar,bagasse.

On materialization of such measures, cost of electricity is likely to reduceand ultimately consumer end tariff will also be reduced.

16. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Water and Power be pleased to state:

(a) the steps taken by the present Government to generatealternative energy in the country; and

(b) the funds allocated and released therefor during the year 2013till date?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Government of Pakistan (GoP) is taking all possible measures for development ofnew power generation projects including generation of power from alternativeand renewable energy resources. AEDB is pursuing the development of largescale renewable energy projects through private investors. Several steps havebeen taken for implementation of renewable energy projects on fast track basis,such as;

(i) Announcement of Upfront Tariffs for wind, solar. biomass and smallhydel power projects.

(ii) Announcement of Framework for Power Co-Generation (Biomass/Bagasse) 2013 for generation of power from sugar mills for supplyto national grid.

(iii) Detailed resource assessment of wind, solar and biomass in thecountry is being carried out through ESMAP (World Bank)assistance.

(iv) Standardized project agreements (EPA/IA) for investors have beendeveloped.

(v) Ensuring availability of grid infrastructure.

(vi) Encouraging local manufacturing.

Apart from large scale grid connected power generation projects, use ofrenewable energy especially solar energy is also being encouraged at small scalethrough off-grid applications. NEPRA is working on Distributed GenerationRegulations which will promote grid-tied solar based net-metering systems.

(b) AEDB has not received any development budget during 2013-14and 2014-15. All RE power generation projects are being developed on IPPmode by the private investors.

(c) The updated estimated cost based on June 2014 prices is US$14.113 million.

(d) The anticipated construction period of the dam is 9 years after itscommencemnt.

(e) WAPDA and Government of Pakistan is vigorously approachingADB, USAID, IDB & Kuwait Fund for arrangement of financing for theconstruction work of the Project.

Mangla Dam:

Mangla Dam is the only Project which had the original capability for up-raising. The dam embankment has been raised upto 30 feet and storagecapacity 2.88 MAF has been increased.

Tarbela Dam:

Various studies have been carried for flushing / evacuating the sedimentsfrom Tarbela Reservoir to enhance the useful life of the dam.

Based on the recommendations of the above studies, the flushing isuneconomical, technically risky and adverse impacts on existinginfrastructure including downstream structures.

Chashma Barrage:

To overcome the excessive sedimentation problem, a study has been carriedout by China Institute of Water Resources and Hydropower Research(IWHR) under the Executive Contract Agreement between WAPDA andIWHR China.

The final report comprising of the remedial measures and recommendation/suggestion regarding sustainable operation and desilting of the reservoir isawaited.

22. *Ms. Naseema:

(a) the steps taken by the Ministry to prevent power pilferage duringlast year alongwith the quantity of electricity saved thereby; and

• As per Gazette of Pakistan offences & penalties relating to electricityhave been amended in the PPC & CRPC notified Acts, Ordinances,President’s Orders and Regulations S.R.O. No.F/2(1)/2013 dated31-12-2013 (circulated by SO(PF), M/O W&P vide his letterNo.PF-05(21)/2012 dated 17-02-2014).

• FIA has also been assigned the task to control theft of energy.

• Punjab Government on the direction of Federal Government, hasconstituted Task Force to control theft of energy under the convenorship of Secretary Industries Punjab and DCOs in the Punjab Province.

Electricity saved in quantity during last year; due to above efforts; is2046.79 M. kwh amounting to Rs.16.058 Billion.

Name of the EPZs/lPs are as under:

(i) Karachi Export Processing Zone(KEPZ Phase-III)(ii) EPZ at Faisalabad.(iii) EPZ at Gwadar.(iv) Korangi Creek Industrial Park (KCIP).(v) Bin Qasim Industrial Park (BQIP)(vi) Rachna Industrial Park (RIP).

(b) The year wise allocation and expenditure incurred on the aforesaidprojects during last two years is at (Annex-II).

(a) the total amount of circular debt at present; and

(b) the reasons for increase in the said circular debt again in thecountry?

Minister for Water and Power (Khawaja Muhammad Asif): (a) The

total amount of circular debt as on 30-06-2015 was Rs. 313 billion.

(b) Financial position of the power sector remained under financialpressure due to non-implementation of required financial decisions resultingmismatch between required funds and cost of power supply. Delays occurred intariff determination and their notification while on the other hand energy receivablesremained surging at distribution level. Excessive line losses than determined byNEPRA and non-transfer of markup cost to consumers further aggravated thefinancial crisis. Circular debt takes place mainly due to non-availability of requiredfunds to pay off the liabilities of power generators.

However, circular debt Rs. 313 billion as on 30-06-2015 has re-immergedagain due to short remittance by discos in the wake of less recovery and excessline losses and lower payments of subsidy. All respective stakeholders are requiredto meet their liabilities towards payments timely to run the business successfully ortc eliminate the accumulation of circular debt.

The circular debt has re-immerged again mainly due to following reasons:

• Short recovery / payment by DISCOs.

• Markup liability/ payments / markup is not being covered in tariff byNEPRA.

• Excess line losses.

• Non recovery / payment by KESC.

• Population below poverty line will be covered in phased manner allover Pakistan.

• Provincial Governments will provide premiums for secondary healthcare for hospital admissions.

• Federal Government will incentivise the above scheme by fundingtopping up premiums to include 7 priority diseases (Heart, Kidney,Liver, Burns, Trauma, Diabetes, Chronic diseases, organ failure).

• Services will be provided by the empanelled hospitals (Public &Private)

(b) The Honourable Prime Minister has given directives to launch thescheme as early as possible. The scheme is expected to be launched in August,2015 and the services are expected to be rolled out by December 2015.

The cost of LNG provisionally informed by SNGPL is $12.8 MMBTU.NEPRA has not yet finalized the generation cost for these existing plants.

(b) NEPRA vide its decision dated 3rd April, 2015 approved andannounced upfront tariff for new LNG based projects in the country for threecategories of the projects. The levelized tariff is given as under:

(c) whether it is further a fact that 30% and 20% water in riversSindh and Jehlum has decreased respectively thereby;

(d) if answers to parts (a), (b) and (c) above are in the affirmative,the number of under construction projects to preserve waterthrough alternative sources in order to utilize water before itfalls into sea, alongwith the details thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) It isnot true to say that India has started water terrorism against Pakistan.

Fact is that under Article-III (2) of the Indus Waters Treaty 1960. India isallowed to develop hydropower through run-of-river Plants to which no limit hasbeen specified. In addition, Annexure E(7) of the Treaty also permits India somelimited storage works of total capacity of 2.85 MAF on all the Western Rivers,but so far, India has not been able to develop storage up to this permissible limit.

However. India has to follow the design and operational criteria defined inAnnexure. D (for run-of-river; projects) and Annexure-E (for storage projects) ofthe Treaty. To enable Pakistan to satisfy itself that the design of the Plant confirmsto the criteria mentioned in the Treaty, India has to supply to Pakistan, the designparameters at least six months in advance of the beginning of construction of riverworks. Office of PCIW, with the cooperation and technical support of thestakeholders. reviews the design and related information in accordance with theTreaty provisions. If any violations are found. Pakistan raises objections withinthree months specified time. These objections/differences are exhaustively discussedat Permanent Indus Commission level in several meetings and if not mutually agreed,these are dealt with in accordance with the provisions of Article IX of the Treatyby appointing a third party arbitrator.

Minister for Water and Power (Khawaja Muhammad Asif): Yes,

PC-I of the Project is being revised and the draft 3rd Revised PC-I amounting toRs. 414.034 billion (Local 227.577 billion + FEC 186.457 billion) has beensubmitted to Planning Commission on 18-05-2015.

The background of the revision is that a meeting of the Cabinet Committeeon Energy was held on 10.02.2015 to resolve financial issues of Neelum JhelumHydropower Project at the Prime Minister Office, Islamabad. In the meeting therequirements for additional funds were presented by WAPDA to the HonourablePrime Minister. In this regard, a Sub-Committee headed by Minister for Finance,Government of Pakistan was constituted to resolve the financing issues of NeelumJhelum Hydropower Project.

In the light of the Prime Minister’s directive, Minister for Finance conveneda meeting of 19-02-2015 at Ministry of Finance and it was decided that WAPDAwould submit 3

rd Revised PC-I of the Project to cover enhanced costs to be

incurred in case of duties and taxes, currency exchange loss, cost of escalation,cost of consultancy services and Interest During Construction (IDC).

The reasons for this revision are that in the approved 2nd Revised PC-I

(2012) the hypothetical amounts evaluated against duties and taxes, currencyexchange loss, cost of escalation, cost of consultancy services and IDC were

In addition to this, the major factors contributing this variation are currencyexchange loss due to rise in US $ against PKR as well as increase in Contractescalation cost caused due to inflation.

The T&D losses beyond NEPRA Target, emerge due to inefficiency andsecurity situation. During last five year T&D losses of DISCOs above NEPRATarget along-with financial impact is as follows:

Efforts have also been ade to enhance generation capacity through allavailable sources and resently the installed capacity has gone upto 22884 MW ason 21-07-2015. Resultantly the generation has gone upto 16,866 MW during thecurrent month and there was no load shedding during Sehr-o-Iftar & Tarravihtimings in the Holy month of Ramadan. Load shedding hours have been reducedas shown in Annex-I attached.

In addition to above, power generation is also expected to increase by2018 as per detail shown in the Annex-II and hopefully the load shedding in thecountry would be eliminated.

The steps being taken by all DISCOs regarding Energy Conservation arealso shown at Annex-III.

(c) whether it is further a fact that the electricity to the said Districtsincluding Makran Division is being provided for 9 hours atpresent when the diesel is comparatively cheaper; if so, thereasons thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Powersupply to Makran Area is around 70 MW while demand of Makran area increasedupto a maximum of 85 MW last summer resulting in load shedding of 04-06 hoursfrom the year 2014.

Pakistan joined officially the club of Genetically Modified (GM) Cropsgrowing countries in April, 2010.

Thirty one Bt cotton varieties are approved for commercial cultivationup to 2015. So far, Bt cotton (GMO) is only released in Pakistan.

Biosafety Field trials for GM corn developed by Syngenta, Monsantohave been conducted, but the final approval for commercial releaseof GM corn is still awaited.

The research on development of GM crops is ongoing at 30 nationalresearch institutes in the country and 155 research proposals areapproved by National Safety Centre to conduct research on GMOcrops.

(b)Bt cotton is the commercially released GM crop in the country. Beforerelease Bio safety data and a yield Trial known as National Bt CottonVarietal Trial (NCVT) is conducted which is managed by PakistanCentral Cotton Committee. This trial is carried out at multi-locationsof country evaluating the yield potential of submitted Bt cottonvarieties by public and private sector. The tested varieties are releasedby the government on the basis of higher yield than the existing Bt oreven non Bt varieties.

Before the release of Bt cotton varieties, bio safety data related toBt toxin level is tested by four designated reference laboratories inthe country i.e. NARC Islamabad, AARI Faisalabad, CEMB Lahoreand NIBGE Faisalabad. The data gathered by these four laboratoriesis independently submitted and presented to National Bio safetyCentre and Provincial Seed Councils for final decision about thecommercial of Bt cotton varieties.

Minister for National Health Services, Regulation and Coordination:(a) A National Health Insurance Scheme with the title of “Prime Minister’s NationalHealth Insurance Program is being launched by the Government of Pakistan”.

The summary of the scheme was approved by the Prime Minister ofPakistan and a subsequent allocation of funds has been made for theProject Management Cell which has been transformed into ProjectManagement Unit after approval of PC-I. This (PMU) is responsiblefor the implementation of the health insurance program.

The PC-1 of PKR 9.1 billion has been approved by the concernedquarters.

Population below poverty line will be covered in phased manner allover Pakistan.

Provincial Governments will provide premiums for secondary healthcare for hospital admissions.

Federal Government will provide funding for topping up premiumsto include 7 priority diseases (Heart, Kidney, Liver, Burns, Trauma,Diabetes, Chronic diseases, organ failure).

Services will be provided by the empanelled hospitals (public &Private)

Interaction/Experience sharing with the stake holders (Insuranceexperts, companies, BISP, PESSI, NADRA) was carried out andtechnical assistance was secured from partners (WHO,WB & GIZ).High level WHO and GIZ missions supported the development ofProgram concept.

Will the Minister for Housing and Works be pleased to state:

(a) whether it is a fact that there is a leakage in the roof of FlatNo.6/10-C and Flat No.6/12, Category-V, Sector I-9/4, Islamabadsince long;

(b) whether it is also a fact that despite a number of complaintslodged in the Inquiry Office of the said sector, no action hasbeen taken thereupon so far; if so, the reasons therefor; and

(c) the time by which the said work will be carried out?

(a) whether it is a fact that the transformer installed in ChackNo.224/TDA, Tehsil Karor, District Layyah has failed to bearthe load of electricity;

(b) if so, the steps being taken by the Ministry to replace itwith transformer of 100 KV; if not, the reasons thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) &(b) Supply is running through existing 100 KVA transfonner. The case for itsaugmentation from 100 KVA to 200 KVA has already been sent to MEPCOCircle M. Garh vide No.9791 dated 18-6-2015 for approval.
