(a) whether it is a fact that the construction work of the NeelumJhelum Hydro Power Project has not been completed so far; ifso, the time by which it will be completed; and

Minister for Water and Power (Khawaja Muhammad Asif): (a) Theconstruction of Neelum Jhelum Hydropower Project is in progress and is scheduledfor completion in November 2016 subject to sustained cash flow.

Minister for Water and Power (Khawaja Muhammad Asif):Determination of Electricity Tariff is done by NEPRA and the Ministry of Waterand Power is to implement the determined Tariff.

Will the Minister for Water and Power be pleased to state the presentstatus of the construction work of Munda Dam alongwith detailsthereof?

Minister for Water and Power (Khawaja Muhammad Asif): Thepresent status of Mohmand (Munda) Dam is as under:—

M/s SMEC – NK – NESPAK – ACE JV appointed Consultants forcarrying out detailed engineering design and tender documents of project in 24months w.e.f June 2012. 65% progress has been achieved.

• Credit Facility Agreement (CFA) amounting to 11 million Eurosfinanced by AFD has been signed on April 02, 2014 for preparationof Detailed Engineering Design of the Project.

• After completion of the study, tenders will be invited for constructionof the project for completion in 7 years period.

• The PC-II of the Project amounting to Rs. 937.860 Million has beenprincipally approved by CDWP in its meeting held on March 13,2014.

• Rs. 600 million allocated in PSDP 2013-14.

Minister for Water and Power (Khawaja Muhammad Asif): In orderto implement a comprehensive strategy to tackle price distortions, insufficientcollection, Governance and Regulatory deficiencies and low efficiency in Energysupply and distribution of Power Sector, the following steps are being taken:

Will the Minister for Water and Power be pleased to state the stepsbeing taken by the Government to promote the manufacturing ofenergy savers to replace ordinary bulbs in order to conserve energyin the country?

Minister for Water and Power (Khawaja Muhammad Asif): TheGovernment of Pakistan have launched National CFL Project to replace 30 MillionCFLs (Energy Savers) among the non-defaulter domestic consumers in exchangeof two healthy Incandescent Bulbs (lBs) free of cost for conservation of energywhich shall reduce 1000 MW power demand from National Grid.

Out of 30 Million CFLs, 18 Million CFLs have been distributed byDISCOs. This project has created awareness among the public to use CFLsinstead of lBs. With the passage of time. The manufacturing of lBs will beautomatically stopped.

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that no law exists to ensure energy efficientelectric appliances in the country; if so, the steps being taken inthis regard;

(b) whether any survey has been conducted during the recent yearsto identify energy efficient electric appliances available in thecountry; if so, the details thereof; and

(c) the steps being taken to make the country energy efficient?

Minister for Water and Power (Khawaja Muhammad Asif): (a) ThePakistan Energy Efficiency & Conservation Bill 2014 under promulgation is beingmoved for approval of Council of Common Interest. Its passage and approval byNational Assembly shall give a legal cover under section 9 sub-clause a, b and c tostart up mandatory Energy Standards and Labelling (ES&L) regime for appliances.

(b) A program was initiated by National Energy Conservation Centre(ENERCON) through GIZ (Deutsche Gesellschaft for InternationalZusammenarbeit GmbH) in 2009 to identify the energy efficiency potential anddevelop labeling standards in which performance tests were conducted on ceilingfans manufactured in Pakistan.

ENERCON being an executing agency along with UNDP as animplementing partner, has initiated a project Barriers Removal to the Cost EffectiveDevelopment & Implementation of Energy–Efficiency Standards and Labeling(BRESL) in 2009 in which the survey for quantifying the population of domestichousehold products was carried out. The main outputs of the project andachievements are as under:

Main Outputs:

• Identification and adoption of Energy Testing protocols for the electrichome appliances targeted under the project

• Development & Approval of Minimum Energy performanceStandards (MEPS)for the targeted appliances

• Introduction & Implementation of Energy. Labeling Program for thetargeted appliance (Fans, CFLs, Ballasts. Motors, Air conditionersand Refrigerators)

• Regional harmonization of testing protocols and energy performancestandards

• Availability of EF (Efficiency) Labeled products in the marketAchievements:

• Testing protocols according to international standards (IEC/ISO)have been adopted, approved and notified for all the six productstargeted under the project.

• Three workshops on energy efficiency stindards and labeling(ES&L) regime have been held to sensitize the manufactures andthe policy makers

• A technical workshop for fan manufactures on improving the designfor energy efficient fans, has been held

• Minimum Energy performance Standards (MEPS) for Fans, CFLs,Ballasts Motors and air conditioners have been developed approvedand notified

• Policy/departments for supporting the ES&L activities in the country.

(c) The following steps are being taken the country energy efficient:

1. While the approval of Pakistan Energy Efficiency & ConservationBill is underway focusing on Demand Side Energy Efficiency Code(Energy Provisions-2011) was launched officially in a ceremonyorganized by the Pakistan Engineering Council (PEC) in collaborationwith the National Energy Conservation Centre (ENERCON) andthe Housing Ministry on 12th February, 2014.

2. ENERCON is introducing Energy Efficiency into engineeringcurriculum in collaboration with PEC

3. ENERCON is developing manuals and setting up certificationmechanism for Energy Managers/Auditors.

4. Ministry of Water & Power is considering ban on import/manufacturing of incandescent bulbs and promoting energy efficiencyin lighting sector for which Pakistan’s proposal on NationallyAppropriate Mitigation Actions (NAMA) prepared ENERCONalong with Climate Change Division, Centre for Clean Air Policy-

Washington and UNEP which is being submitted to donor agenciesfor financing.

5. Promoting Energy Efficiency Financing.

6. ENERCON is collaborating with Donor Agencies like JICA, IFCand GIZ plans to launch National Level Energy Efficiency Project.

53. *Ms. Nafeesa Inayatullah Khan Khattak:(Deferred on 07-05-2014)

Will the Minister for Water and Power be pleased to state:

(a) whether it is a fact that the consumers of electricity in Pakistanare paying highest tariffs in the region; if so, the reasons thereof;

(b) the details of cheaper energy generation sources underconsideration of the Government at present; and

(c) the details of targets planned for power generation during theyear 2013-14?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thetariff of electricity in Pakistan is said to be relatively higher than that of India,Srilanka & Bangladesh. In Pakistan the tariff charged to consumers is based onGeneration mix, cost structure, and T&D losses of each utility company. Thecheapest source of power generation is hydel which is not sufficient to meet withthe demand in Pakistan. So, the demand is mostly being met through thermalgeneration on RFO, HSD and Gas. Although, gas is another cheaper source forgeneration among fuels used in thermal power generation but it is also not availableas per requirement of our power system. Resultantly, RFO, a costly fuel, leads toincrease power tariff significantly. RFO price was Rs. 20,604 per M-T in FY2006-07 that had been increased to Rs. 72,134 per M-T in FY 2013-14. Theincrease in RFO prices leads to Higher electricity tariff in Pakistan.

NEPRA projected power generation for FY 2014 (Relevant copyattached) reveals that energy share of Hydel was 34%, RFO 35% and Gas 23%.The same in terms of Unit Energy cost without capcity charges is Rs 0.08/kWh,Rs 18.25/kWh & Rs. 5.58/kWh respectively. This comparison shows that n ‘The

wake of less generation capacity on Hydel, reliance has to be made on RFO,which causes significant increase in cost of supply.

It is however added that cost of supply as determined by NEPRA is notbeing passed on to consumers in full. Government always notifies less tariff thandetermined by NEPRA due to socio economic condition of the people. Thedifference is being paid by the government as Tariff Differential Subsidy to lowincome groups.

In addition to above it is also added that present government is strivinghard to enhance proportion of cheaper electricity through Alternate EnergyDevelopment Board.

(b) The Hydropower is one of the cheaper renewable source of energyunder consideration of the Govt. at present. WAPDA has prepared a master planto construct new hydropower project to generate cheaper energy. The detail ofcheaper energy sources (hydropower projects) under construction, ready forconstruction and under planning is as under:—

Will the Minister for Water and Power be pleased to state:

(a) whether there is any proposal under consideration of theGovernment to install Solar Lights in the country;

(b) if so, when it will be implemented alongwith the province-wisedetails thereof?

Minister for Water and Power (Khawaja Muhammad Asif): (a) &(b) Presently there is no specific proposal under consideration of the Governmentfor installation of Solar lights in the country. However, the installation of solarstreet lights is being carried out by several municipal authorities in several districtsof the country.

Alternative Energy Development Board (AEDB), under its RuralElectrification Program, has so far electrified 3000 households in 49 villages ofDistrict Tharparkar. Moreover under the Parliamentarian Sponsored VillagesElectrification Program (PSVEP), AEDB has electrified 319 households in 37remote villages of District Jamshoro, Sindh and District Khuzdar, Balochistan.

Will the Minister for Water and Power be pleased to state:

(a) the total estimated land to be acquired under PC-1 of NeelumJehlum Hydro Power Project alongwith the estimated costthereof;

(b) the total land acquired so far alongwith the rate of per kanalthereof;

(c) the total land acquired on lease for the said project alongwiththe rate of per kanal thereof;

(d) whether said land is more than its requirement and alsopurchased on the excessive rates for the said project; and

(e) the action being taken by the Government against those whoare involved for irregularities and misappropriation during theprocurement of said land?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Asper 2nd revised PC-I (2013) about 4000 kanal of land is to be acquired and forthis Rs. 2 billion have been allocated in the PC-I.

(b) The total land required for the project is 4243 kanals out of which4006 kanal has already been acquired and for remaining 237 kanal, the case isunder process. Out of this total land to be acquired, 1300 kanal land is Govt.owned land which has been acquired.

As regards the rates of land, the rates are varied depending upon locationtype of soil, type of land etc. however, the average per kanal rate is aroundRs. 250,000/-.

(c) The total land acquired on lease is 719 kanal out of the total 4243kanal. The average lease rate per kanal is Rs. 30,000/-.

(d) The total 4243 kanal land required for project will be sufficient forthe project requirement.

Minister for Ports and Shipping (Mr. Kamran Michael) :(a) GwadarPort is the third Deep Sea Port of Pakistan, which is ready in all respect to caterfor both Import & Export of the country, presently it is handling import of bulkurea of TCP as per decision of ECC and in near future it will handle the exportgoods also.

(b) Gwadar Port is a deep sea port which can handle ships of 50,000DWT making it comfortable for the imports as well as importers to ship maximumcargo on single large ship.

SMEDA has prepared around 170 pre-feasibility studies. The objectiveof the pre-feasibility study is primarily to facilitate potential entrepreneurs in projectidentification for investment. Prefeasibility studies cover various aspects of projectconcept development, start-ups and production, marketing, finance and businessmanagement.

Development of Business Plans

Development of Business Plans on the request of potential investors isbeing offered by SMEDA. The Business plan provides information andrecommendations, and suitable management structure, technology and machineryselection, comprehensive financial analysis with projects and business strategicoptions.

PMYBL program, for young entrepreneurs is a facility provided by theGovernment to encourage private persons to establish their small scale businessesand industries. PMYBL is covering; Punjab, Sindh, Khyber Pakhtunkhwah,Balochistan, Gilgit Baltistan, Azad Jammu & Kashmir and Federally AdministeredTribal Areas (FATA). SMEDA provides business counselling to the loan applicants/beneficiaries.

Infrastructure Development for SMES:

During 2013-14, SMEDA continued and expanded its portfolio of PublicSector Development Program (PSDP) funded projects. SMEDA has had a totalportfolio of 27 projects with a total PSDP outlay of Rs. 2,660 million. Out ofthese, 09 projects have been completed. SMEDA is currently managing as manyas 18 projects with a total outlay of Rs. 1845.92 million. Out of these 18 projects,allocation of Rs. 241.09 million for 14 projects has been made in 2013-14.

(a) NEW CHEMICAL ENTITIES (NCE’s)

I. Prices of an Innovative Brand (IB) will be fixed at an averageof the prices prevailing in the SAARC countries. Internationalprices (particularly Australia / UK/New Zealand) will also beconsidered and personal hearings may be provided to the firmsin Committee meetings for negotiating the prices of drugs. III. The members medical experts in the Committee may discussprices of various drugs particularly the expensive preparationskeeping in view per day treatment cost of the drug as comparedto therapeutic equivalents.

(b) GENERIC BRANDS

Uniform prices ill be fixed for generics as summarized below:—

i. Minimum 15% less than the Research Brand price and 30%less than Research Brand in case of expensive NCEs at thetime of registration of first generic. In case of cheap and oldformulations price of generics be fixed at par with Research ;Brand.

ii. Average price of earlier same composition(s) generic(s)registered in the country in case Drug Pricing. Committee hasnot yet fixed the price of a medicine formulation.

iii. Prices of new strength of medicines are determined on pro-rata of price of same composition/generic fixed by the DrugsPricing Committee.

(b) Prices of medicines are fixed by the Federal Government undersection 12 of the Drugs Act, 1976 (XXXI of 1976), read with clause (a) of section7 of the Drug Regulatory Authority of Pakistan Act, 2012 (XXI of 2012). TheDrug Regulatory Authority of Pakistan with the approval of the FederalGovernment, under section 12(3) of the Drugs Act, 1976 has constituted a DrugsPricing Committee to determine prices of medicines subject to its approval videS.R.0.707(I)/2013 dated 5th August, 2013.

Minister for National Health Services, Regulations andCoordination : (a) Yes, Pakistan is among 27 High Burden Countries regardingMulti Drug-resistant Tuberculosis (MDR-TB).

(b) MDR TB is an emerging public health problem and its managementis very costly. National TB Control Program with the support of Ministry of NationalHealth Services, Regulations & Coordination (NHSR&C) has secured fundingfrom an international donor (Global Fund) till June 2015 to manage a total ofabout 10,000 MDR-TB cases. The funding is focused mainly for diagnosis, follow-up and treatment of MDR-TB patients. Up till now, 18 Treatment Centers havebeen established throughout the country for the management of MDR-TB cases.

(c) National TB Program with the financial support of Global Fund andtechnical support of national and international technical partners is working on acomprehensive ACSM strategy that includes mass media campaigns through TV,radio and news papers, commemoration of TB day and health education of patients.Provincial TB Control Programs are recreating these ACSM strategies at provincialand district levels.

Minister for Water and Power (Khawaja Muhammad Asif): (a) TheGovernment of Pakistan is determined to decrease duration of load-shedding inthe summer season, for this purpose efforts are being made to enhance fuel supply(both RFO and Gas) to IPPs and GENCOs Power Plants. Due to which IPP’sgeneration has increased considerable during last four days. The detail is attachedat (Annex-A).

It is quite evident from the above detail that the gap between demand andsupply has been reduced; resultantly duration of load shedding has also beendecreased considerably as compare to the last summer season.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thefederal government has initiated preparation of 5 year rolling integrated generation,transmission and distribution plan (IGTDP) in support of power policy of 2013duly approved by CCI to meet the demand of electricity for the next five years to

For the above purpose, all the NTDC and Discos are involved inpreparation of 5 Year IGTDP under the assumptions of power market surveycarried by each individual DISCO working in each of the province and the upcominggeneration plants, 132 kv plans are final and 11kv plans are being finalized.

(b) As already stated, the five-year integrated plan is under developmentwith the objective of meeting the power demand of the country that in essence isthe cumulative power demands of all of the provinces. This five-year plan will bethe base-line for the preparation of the multiyear tariff.

(c) Every Disco has different cost depending on their load growth, sizeof its infrastructure and number of consumers within that Disco. The exact value isbeing calculated and cost benefit ratio will be derived after the total cost of theinfrastructure improvement will be tabled.

191. *Ms. Naeema Kishwar Khan:

(a) whether it is a fact that ratio of polio in the country includingFATA is higher as compared to other countries;

Central Khyber Pakhtunkhwa and Karachi where persistent virus transmissionexists. Killing incidents of polio workers and their security guards have been alsoreported from these areas.

(b) Government of Pakistan has secured resources for polio campaignactivities for the country including Khyber Pakhtunkhwa and all kind of vaccinesand operational expenses are being made to all districts as per activities suggestedby the Technical Advisory Group and provinces are responsible to implement

Since, multiple security incidents took place in the province resulting indeath and injuries to the polio workers as well as policemen providing securitycover to the vaccination teams, special security plans were developed. Specialplan was developed for Peshawar and Karachi cities by the Provincial governmentsutilizing enhanced operational and security arrangements. The provincial governmentKPK extended and implemented the special SIAs in Charsadah, Swabi and Mardandistricts reporting a number of security incidents.

(c) Programme has acquired maximum support from religious parties aswell as religious institutions who have provided FATWA in favour of poliovaccination and a National Islamic Advisory Group (NIAG) has been constitutedby International Islamic University, Islamabad and three regional committees ofKP/FATA, Balochistan and Karachi are also to be functional soon. Advocacyseminars for around 1000 khateebs and religious people were conducted throughMinistry of Religious Affairs in all provincial headquarters. NRDF has also involvedin polio eradication activities in KP/FATA specially.

(d) Yes results have been achieved and now polio cases are being onlydetected from those areas which are inaccessible for vaccination or campaignsare not being conducted regularly due to security risk.

(e) The UNICEF did conduct an investigation of a partner organizationduring 2012, and terminated their contract with them based on serious observationsand breach of contract with the UNICEF and the KP government.

(f) Yes all steps are being taken and high level religious scholars aresupporting this program and the next meeting of National Islamic Advisory Groupis scheduled in June 2014 at Islamabad where Imam Kaaba is being invited tochair the meeting and Ulema and Mashaikh are being invited from all over thecountry especially from FATA, KP & Balochistan. The Programme in collaborationwith UNICEF involved the elected representatives in the country’s program byconducting polio awareness sessions for the parliamentarians of all provinces andplans to extend. However, based on the explanation given at serial no ‘e’, the KPgovernment has apparently no plans in future to work with the NRDF.

(b) The Government of Pakistan has engaged a reputed internationallaw firm “Allen & Overy” to defend the above said claim.

Steps to decrease IMR:

iv. Provinces have developed comprehensive multi- year plans forimmunization (cMYP) for strengthening routine immunization andprevent death from nine vaccine preventable diseases

i. Ministry called a consultative workshop inviting all stakeholder(Provincial EPI and HSRU managers, Health development partners,academia and CSO) and has developed National comprehensivemulti-year plans for immunization 2015-2020 for Strengthening routineimmunization.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Coalfor power projects is mostly available from the following countries:

i. Indonesia.ii. Australiaiii. South Africa

In case of Gaddani, since all the power plants are being set up in theprivate sector, procurement of selected fuel shall be the responsibility of the privatepower plants without any guarantee from GoP as envisaged in the “Guideline forSetting up of Private Power Projects Under Short term Capacity Addition Initiative”of the Government of Pakistan issued in August, 2010.

The annualconsumption of coal for the 10x660 MW Power Plants is estimated as 17 millionMT. The international price of sub bituminous coal is around US$ 75/MT currently.

197. *Sahibzada Muhammad Yaqub:

Will the Minister for Industries and Production be pleased to statethe steps taken by the Government to provide proper fertilizer to thefarmers with reasonable prices?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) Following steps have been taken by the Government to meet the demandof urea fertilizer for next kharif crop in the country:

(i) Government of Pakistan through ECC of the Cabinet in case No.ECC-24/02/2014, dated 16th January 2014 has fixed the price ofimported / domestic urea as Rs.1,786/-per 50 Kg bag to facilitatethe farmers and check the black marketing

(ii) ECC of the Cabinet has already approved the import of urea fertilizerto the tune of 0.125 million tons for kharif 2014 to supplement thedomestic production for stabilizing the availability and price of urea.

(iii) As per committed scheduled imported supplies, the availability ofurea during kharif 2014 is expected to remain quite satisfactory.

198. *Sahibzada Muhammad Yaqub:

(a) the steps taken by the Government for initiating projects forproducing alternative energy in the country; and

Several steps have been taken for implementation of renewable energyprojects on fast track basis including:

(i) Announcement of Upfront Tariffs for wind, solar, biomass projects.

(ii) Generation of power from sugar mills for supply to national grid.

(iii) Standardization of project agreements for investors.

(iv) Ensuring availability of grid infrastructure.

(v) Encouraging local manufacturing.

Two wind power projects of cumulative capacity of 106 MW are alreadyoperational. Several wind power projects are in advance stages and will becomeoperational in 2014 and 2015. Apart from wind energy, solar energy projects arealso being pursued. Government is also pursuing power generation from biomasswaste-to-energy.

(b) There is no specific proposal under consideration to start renewableenergy projects in Dir Lower.

For that purpose, meetings of the various boards arebeing held frequently.

ii. Priority is also being given to grant registration to new licenses/newsections to increase production of drugs which increase competitionin the market which in turn results in the reduction of prices of drugs.

iii. A policy to rationalize the prices of drugs is under consideration ofthe Policy Board of Drug Regulatory Authority of Pakistan, Ministryof National Health Services, Regulations and Coordination.

(c) the impacts of rise in international oil prices made on Pakistanenergy sector during the year 2013-14?

Minister for Water and Power (Khawaja Muhammad Asif): (a) It isinformed that Pakistan Water and Power Development Authority (WAPDA) wasmandated for generation, transmission and distribution of electricity in the countryexcept Karachi in 1958. The Power Wing of WAPDA was responsible for theseactivities, however, energy crises started creeping up in mid-1980. In view ofthese energy crises, the Government of Pakistan has decided to invite PrivateSector Power Generation in Pakistan. The first company who invested in privatesector was the Hub Power Company Ltd, which initiated the activities ofdevelopment of 1200 MW power project in date 1980 in private sector. ThePower Purchase Agreement with the Company was signed in August 1992 andthe project started generation of electricity in July 1996. The Hub Power Companywas the first IPP in Pakistan. However, it is difficult to state about the state ofpower generation in private sector in third world countries. It is further stated thatthe fuel price of Furnace Oil was Rs. 2350 per ton in 1994 and unit rate was Rs.0.51 per kWh: On the other hand, Gas price was Rs. 66.49 per mmbtu and unitprice was almost in the same range. The price of electricity based on furnace oiland gas were comparable as there was no significant difference between the twofuels.

(b) However, this scenario changed steadily in the beginning of early2000. Presently, the electricity generated on Furnace Oil is quite expensive ascompared to any other fuel in the country. The price of furnace oil is Rs. 72,000per ton and unit rate is around Rs. 18.00 per kWh.

In view of these facts, the Power Policy 2013 envisages no future powerplants to be based on furnace oil.

(c) The rise in oil prices in the international market has a significant negativeimpact on the Pakistan energy sector.

(ii) Another proceeding against Rana Omar Farooq employee of thisMinistry (AD/Dy. Director), presently posted in PPRA on deputation basis isbeing conducting in NAB regarding his PHA tenure and result is still awaited.

• Attached departments of this Ministry’s detail is as under:

(1) National Institute of Health

Two cases of corruption have been detected during last five years. Thedetails are as follows:

(i) Theft of 581 vials of Allergy Vaccine amounting to Rs. 203,350/- in2009. A fact finding Inquiry was conducted. The case was referred to FIA forfurther investigation.

(ii) A case of misappropriation of GP Fund of Rs. 24,08,612/- in 2010was detected on receipt of a complaint, a fact finding Inquiry was conducted.

Action taken against the responsible

(i) An FIR No.10/2010 was registered against Mr. Muhammad Sharif,Security Guard and Mr. Muhammad Mukhtar, Animal Attendant by the FIAregarding theft of Allergy Vaccines. Presently the case is under trial in the SpecialJudge Central, Islamabad.

(ii) The total amount of misappropriation of GP Fund had been recoveredfrom the concerned staff and guilty persons were also punished under the existingrules.

Commission of Inquiry against illegal private medical colleges wasconstituted and report is in progress. FIRs have also been registered in PoliceStation and FIA.

(5) National Homeopathic Council

Irregularity case in Homeopathic Council was detected.

Action taken against the responsible:

To investigate the case, an inquiry was conducted against the President ofthe Council. In the light of inquiry report the President of council was dismissed onthe basis of proved allegations by the committee. Later he went to the Court andCourt of Law re-instated him.

(6) Directorate of Malaria Control

Mal-practices i.e. Financial and Administrative Irregularities case against Mr. AslamKhan, Director, Directorate of Malaria Control was detected.

Action taken against the responsible:

To investigate the case, an inquiry was conducted against Mr. Aslam Khan,Director Malaria and in the light of complaints and he was suspended from thepost of Director on basis of allegations. Minister for National Health Services Regulations and Coordination:Pakistan Medical and Dental Council is a statutory body working undercontrol of the Ministry of National Health Services. Regulations &Coordination. According to the rules of PM&DC the council have mandateto fix fee for private Medical Colleges.

Procedure and criteria

The Council in its 115th meeting held on 2nd & 3rd December 2009formed a committee and assigned the following task.

Recommend the mechanism for monitoring by PM&DC to ensuretransparency fairness and uniformity in the conduct of entry test andadmission to be made by private medical and dental institutions.

Evolve a system. which prevents private medical and dental institutionsto overcharge the students.

The Committee on 31st January 2010 gave their recommendationsto Council.

The Council in its 116th meeting held on 8th May, 2010 made the

regulations regarding fee of private medical & dental colleges.

Fee and Refund of Fee

(i) The fee shall be charged annually on year to year basis only and atthe beginning of each year. There shall be no extra tuition fee forsupplementary examination and students repeating the year shall becharged 25% less for one year only and after that full yearly fee shallbe charged.

(ii) No medical or dental institution training for MBBS/BDS in the privatesector shall charge tuition fee more than six lacs per annum perstudent. This fee shall exclude University examination fee taxes, hostelfee, transport fee and the one time admission fee which shall not bemore than rupees fifty thousand only. Copies of all receipts shall besubmitted to PM&DC.

(iii) The fee for foreign admission in private or public colleges can be onforeign currency and shall not exceed more than eighteen thousanddollars per annum all inclusive and not even one dollar over this willbe charged on any pretext.

If the student wishes to leave the intuition within one month ofjoining or commencement of classes. there shall be 50% refund of alldeposited fee and if the student wishes to leave the institution afterone month of commencement of classes then there shall be no refund(these are also criteria of HEC)

(v) Any other monetary demand or any other charge/ donation on anypretext other than the annual fee as laid down in these regulations orany other non compliance of these regulations if reported shall beconstrued a major violation and shall make the institution liable foraction under section 22 of the PM&DC Ordinance, 1962.

1. China Overseas Port Holding; Company (COPHC) has purchasedconcession rights from the previous operator of Gwadar Port. i.e. PSA. GwadarPort is operated on the basis of “Landlord Model” through a ConcessionAgreement, involving the following:

The concession will be for 40 years, extendable by another 10 years. TheConcession Area is described in Annex ‘A’

ii. Obligation of the Operator(COPHCL)

In return for the Concession COPHCL will undertake the followingactivities:

a. Handle ships and their cargoes.

b. Provide marine services to the calling ships.

c. Market all facilities.

d. Collect tolls, dues, rates, charges and tariffs from vessels and pay apercentage of gross revenues to GPA.

e. Carry out expansion of. the port total 13.6 KMs long additional

berths with equipment, machinery, tugging and piloting boats, etc).

iii. Obligations of the Landlord (GPA)

During the period of Concession Agreement, GPA will undertake thefollowing activities:

(a) Management and control of Anchorage Area.

(b) Oversight of pilotage services.

(c) Construct and keep open access channel and provide facilities forsafe navigation though out the year.

b. Marine Services Company.

c. Free Zone Company.

These companies have been incorporated with the Securities &ExchangeCommission of Pakistan. COPHCL will remain responsible for any acts of omission,commission or default on the part , of these Operating Companies except for theFree Zone Company.

v. Financial Arrangements

The Terminal and Marine Services Companies earn revenues through tolls,Clues, rages, charges and tariffs from vessels. The Free Zone Company earn

After completion of the concession period, if not extended, all assets createdfor operation and management of Gwadar Port by the Operator shall be transferredto GPA.

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) As informed by USC the investment of Contributory Provident Fundof the Corporation amounting to Rs. 153.00 Million was made by the managementof the Corporation in the year 2007 in pursuance of the Notification No. 261 (1)/2002 dated 10

th May 2002 issued by the Security Exchange Commission of

Pakistan (SECP), which permits the investment of Contributory ProvidentFund(CPF) in National Investment Trust Units. National Investment Trust is anAsset Management Company wholly owned by the Government.

However, it is observed by this Ministry that the subject investment wasmade by the Executive Board of the USC rather than by the Board of Trusteeswhich is a violation of CPF rules, 1973. As a result of this illegal action, not only a

a. Mr. Sultan MahmoodSenior General Manager(Coordination)

b. Mr. lnayatullah DaulaSenior General Manager (HR&A)

c. Raja Muhammad EjazGeneral Manager (SO&S)

However, the USC instead of complying with the aforementioned orderswhich were issued under article 107 of Memorandum and Articles of Associationof USC, but the USC has refused to do so. This Ministry has referred this case toNAB authorities.

Minister for Housing and Works: (a) Yes, the Government had startedconstruction work on 368 D-type flats on ownership basis in Sector G-10/2,Islamabad through PHAF. Out of those 368 flats, 272 were for GovernmentEmployees and 96 for General Public.

(c) It is expected that work shall be completed within a year. As soon asthe project is completed, the apartments will be handed over to the allottees.

(b) The total cost of the Project is Rs. 274.88 Billion as approved in2nd revised PC-I by ECNEC.

It is expected that the Project will be completed within the approvedcost.

(b) Approval was granted by Ministry of Housing and Works on theadvice of M/o Law, Justice and Human Rights.

(c) No directive has been issued by the present Prime Minister forallotment of Government accommodation on out of turn basis.
