Will the Minister for Industries and Production be pleased to statethe steps taken by the Government to produce the substitute of importitems in the country during the last five years?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): The following steps have been taken by the government to produce thesubstitute for imports in the country:

(i) Concessionary import of plant / machinery & equipment (capitalgoods) under SRO 575(I)/2006 dated 05-06-2006; SRO 727(I)/2011 dated 01-08-2011 and SRO 678(I)/2004 dated 07-08-2004.

(ii) Concessionary import of inputs for the manufacture of EngineeringGoods under SRO 565(I)/2006 dated 05-06-2006 (other than autosector); SRO 656(I)/2006 dated 20-06-2006 (for OEMs) and SRO655(I)/2006 dated 20-06-2006 (for vendors)

(iii) Binds government & public organization to procure their requirementfrom within the country through Import of Engineering Goods (Control)Order vide SRO 827(I)/2001 dated 03-12-2001:

(iv) Declaration of Pioneer Industry in any field in Pakistan by providingfollowing incentives:

• Corporate Income Tax Holiday of 5 years

• Duty free and tax free imports of capital goods

• Government to provide infrastructure & utilities on priority toPioneer Industry through concerned authorities.

(v) New entrant policy with new technology for motorcycle industry.

The government announced New Entrant Policy for the Motorcycle Sectorallowing import duty of 10% on CKD for a period of 05 years to investors bringingproducts with new/ latest technology.

(vi) Special Economic Zones

The Special Economic Zones Act has been passed to attract ForeignDirect Investment in the country. The zone developers and zone enterprises areentitled to the following incentives:

• 10 Years tax holiday on all income and one time exemption on customduty on import of all capital goods are the main incentives for theZone Developers and Zone Enterprises.

Will the Minister for Industries and Production be pleased to statethe steps being taken by the Government to promote Small andMedium Enterprises (SMEs) in the country?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): Small and Medium Enterprises Development Authority (SMEDA) is theapex SME development organization of Pakistan, working under the administrativecontrol of Ministry of Industries and Production. Following steps have been takenby SMEDA for promotion of SMEs in the country:

(a) Infrastructure development for SME

An allocation of Rs. 240.892 million has been made in PSDP 2013-14,by the Government. During FY 2013-14, SMEDA managed following PublicSector Development Program (PSDP) projects with a total outlay of Rs. 1,444.7million.——————————————————————————————

Ministry of Industries & Production and its subsidiary companies namelyPIDC, AHAN, EDB, Furniture Pakistan, PASDEC, NPO, PGJDC, PITAC,TUSDEC is providing handholding support to the beneficiaries of Prime Minister’sBusiness Loan Scheme.

(c) SMEDA’s 5 years development plan (2013-2018)

In order to lift the growth trajectory of SME in globally competitiveenvironment, SMEDA has initiated a 5 year SME development Plan which hasfollowing salient features:

Following additional steps have been taken by for SMEs Development inthe country:

(i) SME’s Access to Finance.

SMEDA has signed an MOU with State Bank of Pakistan forsupporting SMEs in the country.

(ii) Institutional collaboration and partnerships developed forinvestment and business & export promotion of SME sector.

MOUs signed with Islamabad Stock Exchange and Lahore Chamberof Commerce and Industry for SME development and facilitationincluding holding of seminars.

(iii) MOU with Rawalpindi Chamber of Commerce and Industry(RCCI)

Ministry of Industries & Production has signed an Memorandum ofUnderstanding with Rawalpindi Chamber of Commerce and Industryto create cordial cooperation among public-private partner for thedevelopment of SME sector and also to create employmentopportunities for the youth in the country.

(iv) Business development services provided by SMEDA.

SMEDA Business Development Services assist SMEs to enhancetheir capacity to exploit existing market opportunities and to facilitateinvestment decisions.

(v) Productivity and efficiency enhancement for SMEdevelopment in collaboration with international agencies.

Parallel to infrastructure support, SMEDA in collaboration withinternational agencies such as Japan International CooperationAgency(JICA), German International cooperation(GIZ),and localexperts, is providing technical assistance to SMEs across a range ofindustries to upgrade their skills and improve systems down to theshop level.

(vi) Investment Promotion Unit (IPU)

Investment Promotion Unit in collaboration with UNIDO has beenestablished at SMEDA for investment promotion in Pakistani SMEsand channelizing investment to high growth sectors

@64. Ms. Nighat Parveen Mir:

Will the Minister for National Health Services, Regulation andCoordination be pleased to state the steps taken by the Governmentto bring harmony among the provinces for prevention of infectiousdiseases?

Minister for National Health Services, Regulation andCoordination: The all important aspect to harmonize efforts aimed at the preventionand control of infectious diseases and tackling their interprovincial and cross-border spread was unfortunately not given due consideration at the time of , healthdevolution. Feeling the necessity, the Government of Pakistan established theMinistry of National Health Services, Regulations and Coordination (NHSR&C).

In the absence of an appropriate forum to address the all important aspectand duly respecting the health devolution brought about by the 18th constitutionalamendment, the NHSR&C has been effectively utilizing the following mechanismsto bring harmony among provinces for prevention of infectious diseases:

i. In pursuance the CCI decision, the federal funding for all priorityprogrammes is being ensured till currency of the next NFC award.

ii. The provincial representation is ensured on steering and technicalcommittees established for the high priority programmes such asEPI, AIDS, TB and Malaria.

iii. The federal programme management units of all programmes aretasked to spearhead the development of uniform implementationpolicies, guidelines and standards which are being followed acrossPakistan.

iv. A meeting of all stakeholders including federal and provincial health,planning and finance departments as well as international partnerswas convened on 23rd November 2013 to build consensus regardingroles and responsibilities.

v. A comprehensive multiyear strategic plan (cMYP) developmentprocess is being finalized by federal EPI having specific provincialand area chapters aiming uniform implementation of immunizationactivities across Pakistan.

vi. Through a Joint NHSR&C and US CDC Project titled “FieldEpidemiology & Laboratory Training Programme” the in-servicepublic health officers nominated by all provinces and areas are beingimparted high quality training on disease surveillance and responsethrough specialized programmes of 2-year and 4-week duration]

114. *Begum Tahira Bukhari:

Will the Minister for Water and Power be pleased to state:

(a) the location-wise Wind Power Projects being executed in thecountry at present alongwith the date of completion thereof;and

(b) the electricity being produced therefrom separately?

Minister for Water and Power (Khawaja Muhammad Asif): (a)Alternative Energy Development Board (AEDB) is pursuing and facilitating thedevelopment of wind power projects through the / private sector under RE Policy2006. The wind power projects are being developed by private sector on IPPmode.

Two wind power projects of 49.5 MW and 56.4 MW capacity respectively,located at Jhimpir, District Thatta, Sindh, are operational.

Three (03) wind power projects of 150 MW capacity in total are underconstruction and will be completed in 4th Quarter of 2014. Two of these projectsare located at Gharo, District Thatta, Sindh and one project is located at Jhimpir,District Thatta, Sindh.

Another six (06) wind projects having a cumulative capacity of 330 MW,located in Gharo and Jhimpir, District Thatta, Sindh, are at advance stages, readyto achieve financial closing in 2014.

(b) Following two wind power projects are operational at the momentand supplying electricity to the national grid;

(i) M/s FFC Energy 49.5 MW(ii) M/s Zorlu Energy Pakistan 56.4 MW

The electricity being produced by the projects is being purchased by CentralPower Purchasing Agency (CPPA). The details of electricity generated can beprovided by CPPA.

115. *Begum Tahira Bukhari:

Will the Minister for Water and Power be pleased to state whether itis a fact that the Government of USA is executing Wind Power Projectin Pakistan; if so, when it will be completed alongwith locationthereof?

Minister for Water and Power (Khawaja Muhammad Asif): TheGovernment of USA is not executing any wind power project in Pakistan. Allwind power projects are being developed by private investors on IndependentPower Producer (IPP) mode. However, some wind power project developersare arranging loan for their respective projects from Overseas Private InvestmentCorporation (OPIC) which is an U.S. Governments development finance institution.

116. *Ms. Nighat Parveen Mir:

Will the Minister for Water and Power be pleased to state whether itis a fact that the new plan of upraising of Mangle Dam is underconsideration of the Government at present; if so, the benefits to beaccrued therefrom?

Minister for Water and Power (Khawaja Muhammad Asif): ManglaDam Raising Project has been completed in 2009. Due to raised Mangla Damaverage annual storage benefit will be 2.88 MAF and additional generation will be644 Million units.

117. *Ms. Nighat Parveen Mir:

Will the Minister for Religious Affairs and Inter-Faith Harmony bepleased to state:

(a) the total number of Pakistanis who will perform Hail privatelyand officially during Hajj 2014; and

(b) whether negotiations are being held with the Government ofSaudi Arabia to increase the allocated quota thereof; if so, thedetails thereof?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) The total number of Pakistani Hujjaj who will performHair under Private and Government scheme are as under:

(b) No negotiations are being held with Government of Saudi Arabia ashajj quota of 179,210 was allocated to Pakistan in Hajj 2011 by the Ministry ofHajj, KSA. This quota was however reduced by twenty percent (20%) in Hajj2013 and remain the same during Hajj 2014 due to expansion plan of HaramSharif and was accordingly fixed at 143,368 which will be restored on completionof the expansion plan. The reduction of quota by 20% is applicable to all theMuslim countries.

118. *Ms. Khalida Mansoor:

Will the Minister for Industries and Production be pleased to state:

(a) the percentage of spare parts being manufactured by each carmanufacturing company in Pakistan at present; and

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): (a) There are two categories of parts which are being produced and usedby car manufacturers/ assemblers:

(i) One is CKD parts Category, under which the percentage of partsbeing manufactured by each car manufacturing company is as under:

(b) As FBR is the responsible agency for maintaining such data, wehave requested them to provide the requisite information. As soon as the informationis received from FBR, the same will be provided.

119. *Ms. Khalida Mansoor:

Will the Minister for Housing and Works be pleased to state:

(a) the total land purchased for Bhara Kahu Housing Scheme inIslamabad so far; and

Minister for Housing and Works: (a) The Housing Foundation executedan agreement with M/s Green Tree for the purchase of 3000 kanals land at BharaKahu Islamabad. However, Land measuring 3153 kanals 07 Marlas has beentransferred in the name of FGE Housing Foundation so far.

(b) There is no such kind of proposal so far under consideration of theGovernment to purchase new / more land for the said housing scheme. However,the Executive Committee is competent to take such decision after the fulfillment ofcodal formalities.

120. *Ms. Naseema:

Will the Minister for Water and Power be pleased to state:

(a) the province-wise funds allocated, released and utilized forsupplying electricity during the last five years;

(b) the province-wise funds allocated, released and utilized to restorethe old system of supply of electricity during the said period;

(c) whether it is a fact that the due share of electricity has not beenprovided to the far flung areas in Balochistan; if so, the reasonsthereof; and

(d) the steps being taken by the Government to compensate theunfair distribution of funds to Balochistan?

121. *Ms. Naseema

Will the Minister for Water and Power be pleased to state:

(a) the total quantity of electricity being provided to Balochistanfrom national grid at present;

(b) the total demand of electricity of said province at present; and

(c) the steps being taken by the Government to ensure the supply ofelectricity to the said province as per its requirement?

Minister for Water and Power (Khawaja Muhammad Asif): (a) Thetotal quantity of electricity being provided to Baluchistan from National Grid atpresent is 6% of available generation being provided to DISCO’s. This calculationis established on the basis of consumption of respective DISCO’s during the periodwhen there was no load shedding in the country (2004-2005).

(b) 1455 MW.

(c) Following NTDC projects are being executed to ensure the supplyof electricity to the province.

1. 220 KV substation Lorali and allied transmission line.

2. 220 KV substation Khuzdar alongwith allied T/ line.

3. 220 KV substation Dera Murad Jamali alongwith allied T/line.

122. *Ms. Parveen Masood Bhatti:

Will the Minister for Water and Power be pleased to state whetherthere is any proposal under consideration of the Government to crackdown against power theft in the country; if so, when it will beimplemented?

• Punjab Government on the direction of Federal Government hasconstituted Task Forces to control theft of energy under the Conover-ship of Secretary Industries of Punjab and DCO of the DistrictManagement which is under progress.

• The crackdown against power theft has been launched with theassistance of FIA, The Criminal Procedure Code and Pakistan PenalCode have also been amended where by theft of electricity has beendeclared as non bail-able offence.

123. *Ms. Parveen Masood Bhatti:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(b) Steps taken by the Government

• The National Emergency Action Plan (NEAP) 2014 for polio is beingimplemented in the country after endorsement by the Prime Ministerof Pakistan earlier this month with the objectives to arrest poliovirustransmission in Pakistan by end of 2015.

• Effective Provincial Polio Control Rooms/District Polio ControlRooms and surveillance system is in place, steps being taken to controlpolio disease in Pakistan include supplementary immunization activities(in national and sub-national level house-to-house campaigns) andstrengthening of routine immunization activities, which include routineimmunization with the oral polio vaccine.

• For Peshawar and Karachi the key reservoirs for poliovirus in thecountry, special activities are being implemented in the 02 cities. Theseactivities have seen changed arrangements for security cover forvaccinators and frontline workers, weekly campaigns delivered inone day (normally campaigns are of 3-4 days duration) and theprovision of a broad child health package of benefits to the community.

• Intensive schedule of polio campaigns is being carried out across thecounty, with particular focus on areas where children are at risk ofpoliomyelitis, focused on the activities during the low season fortransmission (December-April) when the chances of stopping thespread of the virus are the best.

• A review of existing transit strategy has been done for utilizingpermanent vaccination transit points at international border crossings,intra-provincial & district borders, bus stations, railway stations, tollplazas, religious shrines and other gathering places to vaccinatechildren on the move, especially those coming from and going topolio reservoir areas.

• In addition to campaigns to raise children’s immunity to poliovirusthrough vaccinations for controlling the polio disease also offeringthe routine immunization programme. Pakistan has very low coveragein its routine immunization programme (the Expanded Programmeon Immunization, EPI). EPI is now being strengthened by buildingsynergies between the polio eradication initiative and EPI.

• The Polio Eradication Initiative is working to actively engage thereligious leadership in the fight against polio. Several fatwas havebeen issued in support of polio eradication and in opposition to violentattacks on polio vaccinators. A National Islamic Advisory Group(NIAG) & Provincial Scholars Task Force (PSTFs) for polio havebeen established in consultation and support of International Islamicuniversity (IIU), Islamabad.

• Operational security guidelines have been developed and fullyimplemented to improve the safety and security of polio vaccinators.

• Through concerted efforts Pakistan will be a polio-free country inthe near future.

The construction of new housing unit was banned by Cabinet on13-3-1995. In order to address the issue of shortage of Governmentaccommodation a Summary for the Prime Minister was moved by the Ministry ofHousing & Works for lifting of ban on new construction of Governmentaccommodations. The Prime Minister has desired to formulate a comprehensivepolicy in consultation with all stakeholders for addressing housing needs ofGovernment employees.

Mostly, government servants come under the category of low to mediumincome groups.

The Government has announced a mega housing programme to provideaffordable homes to low income families on ownership basis. To make the PrimeMinister’s vision of Low Income Housing Program a success, the Ministry ofHousing & Works has taken a step forward and constituted a “SteeringCommittee” on Prime Minister’s Low Income Housing Program to devise themechanism to deliver 500,000 low cost houses.

The Government Employees who fall under low to medium income categorydeserve to own a house on ownership basis also. However, till the time their turnto own a house is not matured, they deserve to get a rented government ownedaccommodation. As soon as they get retired form government service, they shouldget a house on ownership basis from the government.

Policy Measures:

(a) Ministry of Housing & Works will annually construct 5000government owned residential accommodation for the next 5 yearsto gradually increase housing supply to 50,000 units.

(b) Planning Division will allocate funds in PSDP for construction of 5000government owned accommodation annually for the next five years.

(c) Government will increase housing stock through renewal of exitinggovernment housing settlements under National Urban RenewalProgramme.

(d) Ministry of Housing & Works will construction government ownedaccommodations for institutions like Hospitals, EducationalInstitutions, Police, Training Academies, Schools, Colleges on theirland for which Planning Division will allocate funds through PSDPfor infrastructure development and construction cost.

(e) Hiring ceiling of government employees will annually increase by 10%.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Yes,there is 8 km stretch of land on left bank of Indus River disputed between Gilgit-Baltistan & Khyber Pakhtunkhwa in Diamer Basha Dam Project area. Both theProvinces are claiming about this stretch of land.

Owing to this issue, acquisition of land of disputed area required forconstruction of Diamer Basha Dam Project is pending.

(b) Due to boundary dispute residents of Thor (Gilgit-Baltistan) andHarban (Khyber Pakhtunkhwa) block the KKH as a routine practice for fulfillmentof their demands.

The main issues of the local tribes are:

• Ownership right of land in disputed area• Payment of land compensation

As a result the project activities of Diamer Basha ,Dam Project as well aspeople travelling on KKH are facing difficulties.

(c) The Government is proactive to resolve the issue. In this regard, itwas unanimously decided in the meeting held in the Ministry of Kashmir Affairs &Gilgit-Baltistan (KA&GB) under the Chairmanship of Federal Minister for(KA&GB) on 19-12-2013:

i. The disputed area should be handed over to Federal Security Forcesi.e. in line with the agreement made between both Gilgit-Baltistanand Khyber Pakhtunkhwa Government on 18-12-2013 till finalizationof the dispute.

ii. WAPDA should be allowed to continue work on the site, and

iii. A one man Judicial Commission may be appointed by the Governmentto look into the dispute in detail and furnish recommendations to theFederal Government. A retired Judge of Supreme Court, preferablyfrom Punjab, Sindh or Balochistan may be appointed.

(d) In pursuance of above decisions, the process of Judicial Commissionis underway.

130. *Ms. Naeema Kishwar Khan:

(c) Detail of recruited employees in USC (Khyber Pakhtunkhwa) duringthe period from 2008-2013 is as under:

i. The daily wagers were engaged as stop gap arrangement as USCsales staff strength varies after every quarter. The authorization ofsales staff is worked out after every two quarters. Therefore, anumber of employees are kept on daily wages.

ii. The contractual employees were appointed after observing therequired codal formalities i.e. after obtaining required NOC fromthe Government and publication of vacancies in the press.

Will the Minister for National Health Service, Regulations andCoordination be pleased to state whether there is any proposal underconsideration of the Government to place nutritional supplementson the list of registered drugs; if so, when it will be implemented; ifnot, the reasons thereof?

Minister for National Health Services, Regulations andCoordination: (i) Yes. The Nutritional Supplements were being marketed asun-registered items in Pakistan before the enactment of the DRAP Act 2012 whichhas now provided for regulating the Nutritional supplements as “Health & OTCproducts”.

(ii) Since the Nutritional Supplements shall be regulated for the first time,it is therefore necessary to frame relevant rules for their enlistment, licensing andregistration. The Drug Regulatory Authority has finalized the enlistment rules in thefirst instant. These rules have been submitted for vetting to the Law Justice andHuman Rights Division on 26/3/2014. These rules will be notified in the officialGazette after vetting by the Law Justice and Human Rights Division.

(iii) The enlisted products will be provisionally granted manufacturingand marketing authorizations for a specific period notified by the Authority, withprior approval of the Federal Government subject to the fulfillment of the prescribedstandards,(Pharmacopeias, Codex Alimentarious)

Will the Minister for Industries and Production be pleased to statewhether it is a fact that the prices of Imported and local vehicleshave been increased during the year 2013-14; if so, the reasonsthereof?

Minister for Industries and Production (Mr. Ghulam Murtaza KhanJatoi): Yes, it is fact that the prices of the imported and locally manufacturedvehicles have increased during the year 2013-14. Trend of increase in prices during2012-13 and 2013-14 is attached at Annexure-I & II.

Reasons for increase in prices of Imported vehicles:

• Increase in prices of imported vehicles is mainly due to reduction inthe age of importable vehicles from 5 years to 3 years with effectfrom 15th December 2012.

• Price of three years old car in Japan is much higher than five year oldcar.

• Depreciation allowance allowed on imported used vehicles alsodecreased to 24% from 50% (CGO No. 13/2012 dated 31st August,2012).

Reasons for increase in prices of locally made vehicles:

• Devaluation of Pak Rs vis a vis Dollar and Japanese Yen in recentpast (Annexure-I).

• GST increased from 16% to 17% in Budget 2013-14.

In view of appreciation of Pak rupee against US dollar, Indus Motors(Toyota) has recently decreased the prices of Toyota Corolla Xli/Gli variants byRs. 50,000, while the rates of Toyota Corolla Altis variants were decreased byRs.75,000.

Minister for Water and Power (Khawaja Muhammad Asif): (a) Powersector is resorting to expensive source of energy generation i.e. RFO whichranges from 34.2% to 37.8% from FY 2011 to 2014. In the past RFO priceswere low so power plants on RFO were installed. However, unusual surge inRFO prices are becoming cause of expensive generation cost. The main reasonsof generation of expensive fuel e.g. RFO are as under:

(b) Alternative Energy Development Board (AEDB) is pursuing andfacilitating the development of Alternative & Renewable Energy (ARE) basedpower projects through the private sector under RE Policy 2006.

Two wind power projects having individual capacity of 49.5 MW and56.4 MW are operational and supply electricity to the grid. Three (03) windpower projects of 150 MW capacity in total are under construction and will becompleted in 2014. Another thirteen (13) wind projects having a cumulative capacityof 680 MW are at advance stages, ready to achieve financial closing in 2014. Intotal, 34 wind power projects are in different stages of development.

24 solar power projects having a cumulative capacity of 792.99 MW areunder different stages of development and can achieve COD by 2015/16 subjectto availability of Grid and tariff.

08 biomass / bagasse based power projects are also under development.Several sugar mills have approached AEDB for development of power generationprojects under the Framework for Power Co-generation 2013 (Biomass/Bagasse).

The preliminary documentation of this project has been completed. Thisproject is being financed by Asian Development Bank. The loan agreement hasbeen signed for US$ 900 Million on 12th February, 2014. The tentative completiondate of this project is 2018. 20% Thar Coal (Lignite) and 80% imported coal(sub-bituminous) will be used on this project.

2. 2x660 MW Coal Fired Power Plant Gadani:

Government has planned to construct Power Park at Gadani Baluchistan.10x660 MW machines will be installed by Pakistan Power Park ManagementCompany Limited. The preliminary documentation i.e. feasibility report, PC-I EIA,bidding documents etc. is under process. The expected completion date of thisproject is 2018. 100% imported coal (sub-bituminous) will be utilized.

3. 2x660 MW Coal Fired Power Plant Thar:

Its concept paper has been submitted to MoW&P for approval. Forpreparation of preliminary documentation, EOI has been called to hire appropriateconsultants. This project will work on 100% Thar coal.

4. 2x660 MW Coal Fired Power Plant Lakhra:

Its concept paper has been submitted to MoW&P for approval. Forpreparation of preliminary documentation, EOI has been called to hire appropriateconsultants. 80% imported coal and 20% local coal will be used.

5. 200 MW Coal Fired Power Plant Quetta:

Its concept paper has been submitted to MoW&P for approval. Forpreparation of preliminary documentation, EOI has been called to hire appropriateconsultants. 80% imported coal and 100% local coal will be used.

In order to overcome the energy short fall Government will facilitate theestablishment of 10x660 MW super critical coal-fired power plants based onimported coal at Gaddani, Baluchistan.

(c) Since the production of coal from Thar mines will further take atleast 3-4 years. Moreover, Thar Coal has low calorific value & high ash andmoisture contents than imported coal. However, provision has been made to use20% blending of Thar coal with imported coal at 2x660MW Coal Fired PowerProject Jamshoro.

It is very difficult to transport Thar Coal at Gadani Site. Therefore, Importedcoal will be utilized at Gaddani Power Park due to availability of sea port nearbyGadani.

Yes. The proposed 10x660 MW power plants will operate on importedcoal; as the extraction and commercial supply of Thar Coal has not yet beenstarted on a scale which may be sufficient to be used as fuel for 10x660 MWpower plants.

The Punjab AIDS Control Program, has established the following servicesrelated to HIV / AIDS at Dera Ghazi Khan;—

• HIV Screening Site (VCCT).

• Treatment Centre (ARVs Centre).

• Prevention of Parent to Child Transmission of HIV (PPTCT) Site.

• Surveillance Site (For conformation of positive cases).

• Harm Reduction Project for Injecting Drug Users.

In addition through Global Fund Support, a Community & Home BasedCare (CHBC) site has been established for people living with HIV / AIDS.

Minister for Housing and Works: (a)

(b) The work of on-going schemes were stopped on the orders ofHonourable Supreme Court of Pakistan dated 19-04-2013.

The honourable Supreme Court laid down the criteria for taking up thebalance work as well as new schemes in its order dated 22-07-2013. In pursuanceof said orders, the Chief Engineers of respective Zones constituted PhysicalInspection Committees to scrutinize the record and to inspect the work.

The schemes which have been found in order, are being completed whereasthose schemes in which embezzlement, loss or violation of PPRA Rules is detected,are being dealt in accordance with the Supreme Court Orders. If someembezzlement

; is detected in execution of schemes, the cases are referred to the

investigation Agencies for criminal action and completion/further payment againstsuch schemes would entail violation of Supreme Court Orders.

(b) Following steps have been taken to strengthen the programmes:

Expended Programme on Immunization. (EPI)

• The Ministry has filled the Human resource gap in Federal EPI bydeputations from the other government departments and recruitments withsupport of the WHO in deployment of the essential technical and supportingstaff.

• A comprehensive multiyear planning (cMYP) 2014-18 has been performedby local and international consultants in collaboration with the provinces.

• The National Vaccine and Logistic Management Committee has beennotified and has convened a meeting on 24th January 2014.

• The federal EPI is in process to reform National Immunization technicaladvisory Group (NITAG).

• Concept paper for securing funds from G.F under now funding model isunder discussion with provincial counterparts and technical partners.

National HIV AIDS Control Programme

• Inter sectoral and inter agency(UN partners) Country CoordinationMechanism in place, which meets regularly for progress review.

(c) The funds are released to all these programmes as per the CCI(Council of Common Interest) decision. The allocation is made by the PlanningCommission and accordingly the disbursement of the fund are made.

(a) the steps taken by the Government to stream line the EducationSystem in Deeni Madaris to enable the students of those Madaristo compete in job market; and

(b) whether there is any proposal under consideration of theGovernment to bring the said Madaris at par with the nationaleducation standards?

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): (a) The Government have taken the following steps tostream line the Education System in Deeni Madaris:-

(i) Degree of Shahadat ul Aalamia of Deeni Madaris has been recognizedequivalent to M A Islamiat/Arabic.

(ii) Model Deeni Madaris have been set up by the Government whereincontemporary compulsory subjects are taught besides Islamicsubjects.

(iii) Many meetings have been held with Ittehad Tanzeema-e-MadarisDeenia Pakistan to persuade bill to teach contemporary subjects intheir Madaris. Many Madaris have charted contemporary subjects.The inclusion of contemporary subjects will enable Deeni Madaristo compete for jobs.

(b) The Government is struggling from the very beginning to bring theMadaris at far with the National Education standard and for this purpose meetingswith the Ittehad Tanzeemat-e-Madaris have been held. An agreement with theITMP have been reached whereby their boards will be given legal status, whereafterthey would come at par with the national education standards.

90. Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for National Health Services, Regulations andCoordination be pleased to state:

(a) the objectives for the establishment of the Federal DrugSurveillance Laboratory; and

(b) the details of services rendered during the year 2013-14 by thesaid laboratory, alongwith the fields of research thereof?

Minister for National Health Services, Regulations andCoordination:( a) The objectives for establishment of Federal Drugs SurveillanceLaboratory (FDSL) are as under:

i. To ensure availability of safe, efficacious and quality drugs to thegeneral public by establishing a laboratory other than Central DrugLaboratory Karachi (CDL) with credible testing system which indue course of time may obtain ISO / International Certifications andaccreditation by WHO. Establishment of this laboratory will help insharing the existing workload on CDL.

ii. To establish a reference laboratory for testing and certifyingcommodities for export purpose in post WTO scenario.

iii. To provide a centre for research and development in the field ofmedicines.

iv. To establish an Institute for standardization and distribution ofsecondary / working reference standards of Active PharmaceuticalIngredients (APIs) from primary / pharmacopial reference standardsfor manufacturers to bring harmonization of standards in thepharmaceutical industry.

v. Post marketing surveillance / Bioavailability and BioequivalenceStudies

(b) The FDSL is still in the project phase and the completion date of theproject is 30th June 2014. All the procured equipment has been installed and theprocess for recruitment of the staff has been initiated to operationalise the Lab.Therefore no services could be provided during the year 2013-2014 by the saidlaboratory. After completion of the project the Laboratory shall be able to renderthe services according to the objectives as stated above.

The field of research are summarized below:-

• Development of new testing procedures and their validation relevantto human medicine particularly.

• To develop a quantitative understanding of the interaction of drugswith key biological systems, leading to the more rational design ofdrugs.

• Development of drug combination of low toxicity.

• Bio-availability and bio-equivalence studies.

• Specialized services of R&D. Apart from conducting research anddevelopment in various fields, FDSL will provide specialized servicessuch as feasibility studies for a new projects, product or technology,adaptation and evaluation of new technologies, opinion reports onproduct, application, technology, project, etc.

91. Ms. Aasiya Nasir:

Will the Minister for Water and Power be pleased to state:

(a) the total number and amount of line losses caused during lastone year in the province of Balochistan;

(b) the steps taken by the Ministry to prevent said losses; and

Will the Minister for Ports and Shipping be pleased to state the stepstaken by the Ministry to bring improvement in the ports of the country;particularity to make Gwadar Port operational and more viable?

Minister for Ports and Shipping (Mr. Kamran Michael): (a)

KARACHI PORT TRUST, KARACHI

1. Karachi Port has been in the process of widening and deepening itschannel. The channel has been widened from 180 meters to 300

meters. The sanctioned depth is of -13.0 meters and container shipsof upto 12 meter draft are calling at the two container terminals atKarachi Port, namely, Karachi International Container Terminal andPakistan International Container Terminal.

2. As per berths rehabilitation program reconstruction and deepeningof berths 10-14 has been completed. Re-construction of berths 15to 17A is being executed.

3. To transform of the Karachi Port into a regional transshipment huband to attract mother vessels to Pakistan, KPT has envisaged aPakistan Deep Water Container Port Project. The port comprises10 berths (4 in Phase-I presently being executed) with a depth of16m initially.

GWADAR PORT AUTHORITY , GWADAR

(a) The Gwadar Port operation has been handed over to ChineseOverseas Ports Holding Company. The Company is in process ofmobilizing technical and financial resources to finalize Port’s BusinessPlan. The plan would be ready by May 2014 and thereaftercommercial activities would start on the port.

(b) MoU has been signed between GPA and Chinese state-ownedcompany CCCC for construction of East Bay Expressway a vitallink joining Gwadar Port with Coastal Highway for speedy portoperations. Construction work on this road will be started during thecurrent year (2014).

(c) High level meetings and visits to China for establishment of China –Pakistan Economic Corridor (CPEC) via Gwadar Port. The 2ndJoint Coordination Committee of CPEC has approved 9 projects,in the short-term phase, for operationalization of Gwadar Prot anddevelopment of Gwadar City.

(d) Construction of N-85 and M-8 has been started on war footing byNHA for hinterland connectivity including China-Pakistan EconomicCorridor.

(e) Establishment of Gwadar Port Free Zone (GPFZ) in Eastern Bay.Federal Government is providing Rs. 6.700 billion for acquiring 2281acres of and for establishment of GPFZ, whereon the Chinesecompany shall bring local and foreign investment for logistics,processing and manufacturing industrial unites for production ofexportable goods. GPFZ will be a tax free industrial zone. FBR isalready processing issuance of an SRO on this.

(f) Establishment of Special Economic Zone (SEZ) in Gwadar forattracting wide range of foreign investment.

PORT QASIM AUTHORITY , KARACHI

(a) The Port revised parameters for the ships calling PQA has beenincreased to length 310 meters, beam 43.5 meters & draft up to13.0 meters. This makes PQA the deepest draught port of Pakistan.For this purpose required / necessary dredging has been done. Nowwork is under process to increase the draught to 14.0 meters. Forthis purpose dredging of PQA main channel is under progress byPQA owned dredger.

(b) A dedicated coal/clinker terminal (PIBT Terminal) is underconstruction under private sector on B.O.T basis.

(c) Establishment of LNG Terminal under private sector on B.O.T basisis under process on Fast Track basis (To meet energy shortage inthe country):

(d) To improve the Safety of port & Safety of shipping traffic PQA isworking to establish a modern Vessel Traffic Management System(VTMS).

(e) In view of future prospect of having another LNG Terminal in JhariCreek (LNG ZONE), establishment of alternate channel at ChannWaddo is under consideration. If this channel is developed LNGvessel will have direct access to this anticipated 2

nd LNG terminal

without using PQA main channel.

(f) Planning & preparing to procure 4 Nos. of ASD type tug boats forhandling of forthcoming LNG vessels.

(h) To improve the safety of PQA Navigational Channel for larger LNGvessels, straightening, deepening and widening is under consideration/ planning stage.

(i) Already acquired on no. of ASD type Tug with state of the Artmaneuvering capability / technology. 4 Nos. of local Master (TugHandler) have been successfully trained by PQA’s own resources.

(j) One no. of new speedy pilot boast has been acquired with latestmachinery and navigational equipments.

Minister for Religious Affairs and Inter-faith Harmony (SardarMuhammad Yousaf): The Government have taken certain steps for implementationof the Islamic values like wise:-

• Implementation of the recommendations of Council of IslamicIdeology

• To Disseminate the Seerah of the Holy Prophet (P.B.U.H), NationalSeerat Conferences are held every year.

• To pay tributes to the Holy Prophet (s.A.W.S) Mahafil-e. Miladsare also arranged.

• The Ministry gives prizes to the prize winners of the Maqalat-e-Seerat/seerat books on National / regional languages every year.

• Maqalat-e-Seerat are distributed among the Madaris/Libraries/Institutions and also in public regularly.

• Holding of Mahafil Shabeena in the Ramzan ul Mubarik throughoutthe country is a permanent feature of this Ministry.

• An Inter Ministerial committee set up in the Ministry of Informationtechnology meets regularly to check porno and anti state material onthe websites.

• PTV and Radio are regularly telecasting/broadcasting programmesfor promotion of Islamic values.

(b) The project is proposed to be financed under Tranche IV of ADBMulti Tranche financing Facility which is under process of appraisal. Hopefully,ADB will approve funds by June 2014. The construction

Minister for National Health Services, Regulation andCoordination: (a) Hoarding and black marketing is a practice related to the storageand sale of medicines which is regulated by the Provincial Government underSection 6 of the Drugs Act, 1976. The Drug Regulatory Authority of Pakistan(DRAP) has been advising the Provincial Governments to be vigilant on suchunethical and unlawful practice and take legal action against culprits under the law.DRAP field offices have also been directed to be vigilant against culprits and takelegal action under law.

(b) The following steps are being taken to introduce corruption free cultureas well as good governance in DRAP:

• DRAP is working in coordination with Awareness and Preventionunit of NAB to devise a mechanism for prevention of corruption andcorrupt practices. A number of committees have been constitutedfor different divisions of DRAP which will give recommendations toimprove efficiency and reduce chances of corrupt practices.

• For efficient and speedy disposal of day to day work, the meetingsof the Boards (Registration, Licensing and Appellate Boards) andvarious committees are being held regularly and minutes are uploadedon official website.

• To bring in transparency, SOPs and check lists of various operationsare prepared and uploaded on the official website (www.dra.gov.pk).

• To provide controlled working environment, the DRAP has plannedto reduce un-authorized entries and minimize person-to-personcontact, improve automation and evidence based working.

98. Mr. Abdul Qahar Khan Wadan:

EXPANDED PROGRAMME ON IMMUNIZATION (EPI)

On the repatriation of Dr. Rana Muhammad Safdar, former NPM, EPIDr. Ejaz A Khan, Director Surveillance EPI was assigned to work as NationalProgramme Manager. This is a stop gap arrangement. The name of Dr. Ejaz AKhan, was proposed by NPM Manager Dr.Rana Muhammad Safdar.

NATIONAL AIDS CONTROL PROGRAMME (NACP)

Following the transfer of Syed Muhammad Javed, NPM NACP, toEstabilshment Division, the vacant position of National Control Programme wasfilled by Dr. Abul Baseer Achakzai, Director Ministry of National Health Services,Regulation and Coordination as a stop gap arrangement.

NATIONAL T.B CONTROL PROGRAMME (NTP)

Dr. Ejaz Qadeer, has served National T.B Control Programme for threeyears. He was appointed as NPM National T.B Control Programme in 2011 ondeputation basis. His case for further two years extension in deputation has beensubmitted by the NTP Administration to this Ministry, information received fromprogramme is reproduced below. According to T.B, there is no illegal deputationof officers in National TB Control Program and the Manager is deputed as perrule in 2011 by MoH.

(b) Yes, funds have been allocated for these three (03) programs,Hepatitis, Influenza & Blindness but all these three (03) programs have beendevolved to the Provinces and on their demand the funds may be allocated toprovince as per CCI decision.

Maximum of these employees are notworking in PHA(F) now and rest have been regularized on recommendations ofthe Cabinet Sub-Committee on Regularization. (c) The vacant posts were advertised in newspapers and interviews werecalled. The candidates who were successful in interviews were sent offer letters.

(d) if the answer to part (c) above is in the affirmative; the actiontaken by the Government in this regard; and

(e) the steps taken by the Government to complete those projectsin time and ensure the transparency in this regard?

Minister for Housing and Works: (a) Total 1093 Nos. of projectshave been completed during the last five years. District wise detail are attached(Annex-A).

(b) 07 Nos PSDP projects are in progress, incompleted due to snailpace cash flow w.e.f. 2009-2010 to till date (Annex-B).

(c) Yes. Complaints of violation of PPRA Rules and financialembezzlement in various works executed in District Upper & Lower Dir werereceived.

(d) In the light of Supreme Court’s Order dated 22.07.2013, InspectionCommittees were constituted and reports of embezzlements detected were reported.In pursuance of this report, Mr. Muhammad Asif, Executive Engineer and Mr.Shah Jehan, Sub-Engineer, Central Civil Division, Pak. PWD Batkhela were placedunder suspension and the disciplinary action against them is under process.

(e) The schemes in which embezzlement, loss or violation of PPRA Rulesdetected are being dealt in accordance with the Supreme Court orders. If some

Minister for Water and Power (Khawaja Muhammad Asif): (a)Establishment Division, Government of Pakistan Islamabad O.M. No. 411/93-R-Idated 20.06.2013 has imposed Ban on recruitment of staff which is equallyapplicable on staff for the Golen Gol Power Project.

Ministry of Water & Power has been consistently pursuing for lifting ofban to ensure availability of required “Technical Man Power” at all levels for effectivesupervision and quality control alongwith timely completion of projects, which isstill awaited.

(b) No time frame has been given in the Establishment Division O.M.referred above regarding lifting of ban.
