(b) Irregularities in the utilization of funds provided to KhyberPakhtunkhwa Police under Prime Minister Package were pointed out by NABand the cases are presently subjudice in NAB court.

(c) NAB is investigating into the matter.

20. *Choudhry Muhammad Shahbaz Babar:(Deferred during 13th Session)

Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken by the Government to control the corruption inFederal Government departments during the last one year?

Minister for Interior and Narcotics Control (Ch. Nasir Ali Khan):The present government has taken following steps to control corruption in theFederal Government departments during the last one year:

i. Role of various institutions including Public Account Committee, AuditGeneral of Pakistan, National Accountability Bureau, FederalInvestigation Agency and Principal Accounting Officers to implementeffective Anti Corruption policies at all levels of governmentfunctionaries has been made more effective.

ii. Comprehensive revamping of FIA on the orders of the Minister forInterior that includes the establishment of Internal Investigation Unit(IAU). This unit has transferred the officers having bad reputationand is probing various cases for further legal action.

iii. FIA has also carried out successful investigation of mega corruptioncases i.e EOBI, ETPB, TDAP, NICL, Hajj Scam, Arms License,NPF, Pak PWD & CDA etc. In these cases millions of rupees havebeen recovered and a number of accused arrested.

iv. FIA has arrested following high profile officials involved in variouscorrupt practices during the last 10 months:

1. Farkhand lqbal, Chairman CDA.2. Wahid Khurshid, DG,Investment, EOBI.3. Shakeel Ahmad Rao, DG Hajj.4. Aftab ul Islam Raja, JS M/O Religious Affairs.5. Ayaz Khan Niazi, Ex-MD, NICL.6. Tariq lqbal Puri, Chairman TDAP.7. Javed Anwar, Director General TDAP.8. Abdul Karim Daud Pota, DG, TDAP etc.

v. In July, 2013 Federal Government also entrusted offences of electric& oil & gas theft to FIA all over the country except FATA. Duringthis period 732 cases were registered and 698 accused personswere arrested. Theft of more than Rs. 5 million value was detectedby FIA.

vi. As a major step to make Federal Government institutions corruptionfree the Government has announced that posting to all institutionswill be made on merit & in a transparent manner. Similarly variousFederal Ministries and departments have introduced transparency inbidding and awarding of contracts.

134. *Sheikh Salahuddin:(Deferred during 14th Session)

180. *Dr. Arif Alvi:(Deferred during 15th Session)

Will the Minister for Finance, Revenue Economic Affairs, Statisticsand Privatization be pleased to state whether used cooking oil isbeing imported under the cover of “soap raw material” and marketedafter bleaching and de-odorising the same; if so, the justificationthereof and steps being taken in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): According to Sr. No. 13,Appendix-A of Import Policy Order, 2013 (Annex-A) the import of used vegetableghee and cooking oil is banned, therefore no import of this item is taking place inthe country. However, there were complaints in recent weeks that used cookingoil was being imported under the garb of raw materials of soap like Mixture orFatty Acids and Residue of Fatty Acids. In order to thwart any such attempt, theboard placed these soap raw materials under Red Channel in WeBoc (AutomatedCustoms Clearance Software). Moreover, a special template was developed toget a comprehensive laboratory report to categorically confirm actual nature ofimported soap raw materials. Resultantly all consignments of these soap rawmaterials are being cleared after thorough physical examination and laboratorytests to rule out any possibility of mis-declaration of used cooking oil as soap rawmaterials.

79. *Sahibzada Tariq Ullah:(Deferred during 15th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) names of Government/Semi-Government/non-Governmentcompanies/ firms/institutions received loan from the Governmentduring the financial year 2013-14; and

(b) terms and conditions of total amount and nature of all suchloans transacted in favour of such organizations?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) & (b) Government has notextended loans to Non-Government companies / firms / institutions during FY2013-14. However, during FY 2013-14, Government has provided loans/fundsto Government institutions/Body. Detail is as under:—

(i) Development Loans and Advances under PSDP for development ofthe projects on the authorization of Planning & Development DivisionRs. 95,352,026,000.

(ii) Other loans & Advances by the Federal GovernmentRs. 11,713,653,760.

(iii) GOP paid interest Rs. 855,252,236 on bank loan obtained by PIA/NIP / PASDEC. (The amount of interest paid by the GOP is treatedas GOP equity in the entities.

LOAN UNDER PSDP

(a) National High Way Authority Rs. 52,280.968 million (includingRs. 25,500.000 million for Lahore, Karachi Motorway.

Fund has been granted to National High Way Authority (NHA) forcompletion of various projects.

The terms and conditions of the loan is as under:—

• This loan will be recoverable in 20 years with five years grace periodfor interest and ten years for repayment of principal loan amount.

• The interest will be chargeable at the prevailing rate announced bythe government for respective years.

• Total loan granted to NHA under PSDP for various project isRs. 393,943.572 million (FY 1990-91 to 2013-14). For the FY2013-14 an amount of Rs. 52,280.968 million released to NHA.

(b) Loan to Pakistan Broadcasting Corporation (PBC) Rs. 162.204million

Fund has been granted to Pakistan Broadcasting Corporation (PBC) forcompletion of various projeects.

The terms and conditions of the loan is as under:—

• This loan will be recoverable in 20 years along with a graceperiod of 5 years for recovery of principal amount.

• The interest will be chargeable at the prevailing rate for therespective year.

• Total loan granted to PBC under PSDP for various project isRs. 2,633.920 million (FY 1972-73 to 2013-14). For the FYan amount of Rs.162.204 million released to PBC.

(c) Loan to WAPDA (Power Wing) Rs. 42,107.624 million(including Rs. 24,500.000 million for Neelum Jhelum HydroPower Project and Daimer Basha Dam Project)

Fund has been granted WAPDA (Power Wing) for completion of variousprojects.

• The interest will be chargeable at the prevailing rate for therespective year.

(d) Loan to WAPDA (Water Wing) Rs. 801.230 million

Fund has been granted WAPDA (Water Wing) for completion of twoprojects.

(i) Lower Indus Right Bank Irrigation & Drainage Project (RBOD-I)

(ii) Baluchistan Effluent Disposal into RBOD-III

The terms and conditions of the loan is as under:—

• This Loan will be recoverable in 20 years alongwith interest with agrace period of five years for recovery of principal amount.

• The interest will be chargeable at the prevailing rate for the respectiveyear.

OTHER LOAN

(e) Loan to Privatization Commission on account of Transfer ofProperties to PTCL

Loans of Rs. 383.654 million provided to Privatization Commission asinterest free loan for transfer of properties to PTCL. The said loan is repayable toGOP from Privatization’s proceeds.

PTCL was privatized in the year, 2006 transferring 26 percent of classshares at a cost of US $ 2.598 billion alonwith management control to EtisalatInternational Pakistan (EIP). M/s. Etisalat paid US $ 1.4 billion upfront and balanceamount US $ 1.198 billion was to be paid in 9 equal bi-annual installments. At

present an amount of approximately US $ 800 million is outstanding against thesaid foreign investor. M/s Etisalat has linked release of this amount to theimplementation of clear title transfer of properties listed in the Share PurchaseAgreement (SPA) in the name of PTCL.

The issue of transfer of title of properties in the name of PTCL is about six(6) years old and at present 96% properties have been transferred in the name ofPTCL while PTCL has withheld the whole amount of US $ 800 million since2007.

(f) Loan to Pakistan Steel Mills Rs. 11.330 billion

ECC decision dated 25-04-2014 approved a restructuring plan ofRs. 18.5 billion for PSM as the entity is in serious financial crisis. Finance Divisionreleased fund to Pakistan Steel Mills for salary, utility charges, and procurement ofraw material etc.

Finance Division release Rs. 11.330 billion during FY 2013-14 out ofwhich Rs. 4.58 billion for salaries and other liabilities of PMS and Rs. 6.75 billionreleased for restructuring / rehabilitation purpose.

Pakistan Steel Mills is in the process of privatization which will be completedby June, 2015, the terms and conditions will be settled at the time of privatizationof defray PSM loan.

GOP Equity

(g) GOP paid markup on TFC / Sukuk in respect of PIA

GOP approved a financial package for revival of PIA and in this connectionthey also approved that the interest on TFC / Sukuk will be picked up by theGOP. Accordingly, GOP has paid interest on TFC / Sukuk which is treated asGOP equity in the PIA. An amount of Rs. 645.034 million released in FY2013-14 as a interest on TFC/Sukuk and the total amount of Rs. 44,636.122,million has been released since 2001-02 to 2013-14 in this regard.

(h) GOP paid markup on loan borrowed by NIP

GOP has paid markup of Rs. 183.970 million in FY 2013-14 against theloan liability of NIP backed by GOP guarantee. Prime Minister in September,

2005 approved that NIP may arrange a loan of Rs. 2.00 billion from banks atmarket rate backed by GOP guarantee and pay the loan in seven years withmarkup @ 1% while the GOP will pickup the balance markup, which will betreated as GOP equity in the capital of the Company. The total amount ofRs. 1,504.835 million has been released from 2008-09 to 2013-14.

(i) GOP paid markup on loan borrowed by PASDEC

ECC of the Cabinet approved that PASDEC may arrange a loan ofRs. 400 million from Banks at market rate with GOP guarantee and repay the loanin seven years @ 1% interest, while the GOP picks up the balance interest amount.The amount of interest paid by the GOP will then be converted into GOP equity inPASDEC. GOP has paid mark up of Rs. 26.248 million in FY 2013-14, and thetotal amount of Rs. 122.355 million has been released from 2011-12 to 2013-14in this regard.

96. *Sahibzada Tariq Ullah:(Deferred during 15th Session)

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:(a) the number and category of vehicles imported during the last

two years;

(b) the names of countries wherefrom those vehicles were importedduring the said period; and

(c) the names, occupation and company with detail of the individualsin whose name such vehicles have been imported?

31. *Ms. Belum Hasnain:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the Government is increasing its reservesup to four billion dollars according to the IMF Programme duringthe current fiscal year;

(b) whether it is also a fact that the Government has made anagreement with the consortium of seven domestic andinternational banks to borrow loan thereof; if so, the details ofthe amount of loan borrowed therefrom so far; and

(c) the steps taken by the Government to increase its foreignexchange reserves?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes. IMF staff report issued inJuly 2014 projected SBP’s foreign exchange reserves at US $13.3 billion at theend of current financial year, 2014-15 showing an increase of about US $ 4 billionin the foreign exchange reserves.

(b) No. Government has not made any agreement with consortium ofseven domestic and international banks to borrow foreign funds. However during2013-14 the following two credit transactions were finalized:

A credit agreement for US $ 100 million with a consortium of bankscomprising (i) /credit Suisse AG Singapore branch, (ii) Standard Chartered Bank(iii) United Bank Limited (iv) Mashreq Bank PSC (v) Allied Bank Limited,wholesale Banking Unit, Bahrain (vi) London Forfaiting Company Limited(vii) Atlantic Forfaitierungs AG was signed on 26-11-2013. Subsequently on27-11-2013 the amount was increased to US $ 172.5 million

Another credit agreement for US $ 150 million was signed on 3-3-2014with a consortium of Bank comprising (i) Credit Suisse (ii) United Bank Limited,(iii) Allied Bank Limited and (iv) Bank Al Habib.

(c) The Government is taking measures to attract substantial amount ofofficial external inflows that are expected to help in building up of foreign exchangereserves, besides financing current account deficit and repayment of external debt.The detail of the expected major inflows during 2014-15 is given below:

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) the details of foreign funded programmes/projects in the countrylaunched by foreign donors during the year 2013-14;

(b) whether the PC-I/PC-II of the said projects have been approvedby competent forum; if so, the details thereof;

(c) whether any development projects would be launched inbackward areas of Pakistan; if so, the details thereof; and

(d) the present status of execution of the said projects?Minister for Planning , Development and Reform (Mr. Ahsan Iqbal):

(a) The details of foreign funded programmes / projects in the country launchedwith assistance from donor agencies under federal PSDP 2013-14 are attached atAnnex-I.

(b) No project can be implemented unless approved by the competentforum i.e. CDWP / ECNEC as the case may be. All donor funded projects areapproved by the concerned forum before execution.

(c) The development projects are conceived, prepared and proposedfor funding under the federal PSDP by the line Ministries / Divisions keeping inview the sectoral / regional priorities given in the short / medium / long term planapproved by the National Economic Council. A list of new projects located inbackward areas of the country under PSDP 2014-15 is attached at Annex-II

(d) The execution / implementation of these projects would be initiatedafter fulfilling all codal formalities.

33. *Dr. Nafisa Shah:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that the position of Chairman SECP is lyingvacant since long; if so, the reasons thereof; and

(b) the time by which said post will be filled up?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes. However, the said positionhas been filled up on acting charge basis w.e.f. April 26, 2013 as stop gaparrangement in order to ensure smooth functioning of the SECP. The reason fornon appointment of Chairman, SECP is that the process of appointment was stayedby the Hon’ble Islamabad High Court. The Supreme Court of Pakistan has nowallowed the Government to fill in the vacant positions in all the organizations includingSECP.

(b) The process of appointment of Commissioners, SECP is underway.After appointment of Commissioners, one of them will be appointed as Chairman,SECP under Section 5 & 6 of SECP Act, 1997 (Annex-I). The whole processwill be completed very shortly.

34. *Dr. Nafisa Shah:

Will the Minister for Interior and Narcotics Control be pleased tostate the steps taken by the NACTA to prevent the making and use ofImprovised Explosive Device (lED) in Pakistan so far?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):The subject case is dealt by Civil Defence Department, Ministry of Interior. NACTAis extending all possible assistance and support to Civil Defence Department andProvinces in Capacity building.

To counter IED attacks the following steps have been taken by Ministryof Interior (Civil Defence Department) to counter IEDs:

1. UK and USA Bomb Disposal Response Vehicles (BDRVs)

Ministry of interior has arranged 40 Bomb Disposal Response Vehicles(BDRVs) with relevant equipments from UK (15) and USA (50) out of which 25are yet to be received.

a. 05 BDVRs along with C-IED equipment have already been handedover one each to ICT, Punjab, Sindh, Khyber Pakhtunkhwa andBalochistan.

b. Remaining are in the process of allocation in all the provinces includingICT and FATA.

c. The operational deployment of BDRVs will significantly enhance thecapability of provinces to effectively Counter IED attacks includingpreservation of crime scene and investigation.

2. C-IED Training

• In order to develop the professional skills and capacity 14 shortcourses have been organized in collaboration with Army EngineeringCollege, Risalpur.

• Approximately 397 persons of Civil Defence and Special Branchfrom all provinces have been trained between May 2013 till date.

• Internal security environment in the country is dominated by non-traditional threat of Extremism, Sectarianism, Terrorism and Militancysince 2001.

• The internal security apparatus is inadequately equipped to tacklethese threats.

• The present democratic govt. has formulated the first ever nationalsecurity policy to protect national interest, to established writ of thestate, to protect life and property of people from all internal threatsby addressing critical security issues.

• In order to combat the menace of extremism NACTA was establishedvide NACTA Act no. XIX of 2013.

• National Internal Security Policy has been approved by the Cabinet.The effective implementation of the policy is being accorded highestpriority.

• Following actions have been finalized.

• Promulgation of Protection of Pakistan Act 2014 (POPA), AntiTerrorism Act 1997 (ATA), Money Laundering Act, Fair Trial Act(FTA).

iii. A special squad has been established to control the use of mobilephone while driving. During the period from 01-01-2014 to31-10-2014, 22492 violation tickets have been issued under section48.ii of Motor Vehicle Ordinance, 1965 and fine of Rs.67,47,600/-has been imposed on violators.

(b) Federal Government disburses funds to the provinces in accordancewith the NFC Award and not to the regions/districts in a province. iv. National Price Monitoring Committee (NPMC) chaired by theFederal Finance Minister also monitor the prices and supply positionof essential commodities in consultation with provincial governmentsand concerned federal ministries/ divisions and organization on monthlybasis.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Kissan Support Services (Pvt.)Limited (KSSL), being a separate legal entity, carries on business in accordancewith its Memorandum and Articles of Association and its Service Rules 2006.KSSL works within its own ambit and provides manpower and support servicesto the bank as per requirement of the Bank. Hence, the appointment, promotionand Salary package of KSSL has no relevance with ZTBL.

(b) Allowances/remunerations mentioned in the question which arenormally allowed to the government servants are not allowed to the employees ofKSSL which is purely a private limited company.

However, KSSL has its own pay packages and pay the monetized salaryto its employees. Further, KSSL pays Medical Allowance, House Hold Allowanceto ladies and various allowances according to employees’ job description, wherenecessary. KSSL pays gratuity to its regular employees equivalent to one monthsalary for each completed year of service.

(c) Minimum salary in KSSL is Rs.12,000 per month.

(d) KSSL continuously strives for the welfare and prosperity of itsemployees. KSSL Employees are entitled to Medical Facilities and are also paidLife Insurance. Improvement in Service Structure of KSSL is a continuous processand whenever necessary, additional steps are taken for the welfare of the employeesof the company in line with the available resources.

Minister for Planning , Development and Reform (Mr. Ahsan Iqbal):(a) The socio economic conditions of the less developed areas of the countryhave improved significantly during the last five years. The comparison of the socioeconomic indicators shows that majority of the indicators have improved whereasthe performance in some of the sectors remained stagnant.

Improvement in socio-economic conditions of the people is result ofeffective implementation of schemes/initiatives emanated from plans/ policies ofthe Government in various sectors of the economy including implementation ofdevelopment projects/ schemes under Federal Public Sector DevelopmentProgramme (PSDP).

Socio-economic indicators thus can be gauged through perusal ofpublications such as Pakistan Social and Living Standards Measurement Surveyconducted by Pakistan Bureau of Statistics, Pakistan Economic Survey launchedby Ministry of Finance and Annual Plan launched by Planning Commissionvis-a-vis Targets set under these plans and policies during the said period.

During 2010-14, annual average GDP growth stood at 3.8% against 3.6%during 2007-10. Per Capita Income increased from (mp) US$ 1072 in 2009-10to (mp) US$ 1386 in 2013-14. Similarly, inflation (CPI) was also contained fromannual average at 12% during 2007-16 to animal average at 10% during2011-14.

(b) During 2010-14 period, an amount of Rs. 1900 billion wasearmarked under Federal PSDP. The sector/year-wise phasing of PSDP isattached at Annex-I.

(c) Development of less developed areas is the priority of the presentGovernment. As the consequence of 18th amendment, approval of 7th NFCAward and cancellation of concurrent list, the development of less developedareas is a devolved subject and it fall under the domain of Provincial Governments,the federal government supplements the provincial government’s efforts to improveliving standard of the poor.

(d) To ensure effective execution and timely completion of PSDP fundeddevelopment projects, Projects Wing of the Planning Commission has beenstrengthened to undertake periodic monitoring of development projects to identifyany bottlenecks faced by the executing agencies and suggest remedial measures.Besides, mechanism for early approval of projects and timely releases ofdevelopment funds is being ensured in the Ministry of Planning, Development &Reform.

However, basic responsibility rests with sponsoring Ministries to ensureimplementation of the projects in a timely and cost efficient manner.

the view that retired employees are showing less interest in National Savings Scheme(NSS). The government is paying higher rate of return to retired employees inaddition to exemption of Withholding Tax and Zakat.

Moreover, any subsequent enhancement in rate of profit notified by theGovernment shall be applicable to existing account holders of PBA, whereasdownward revision shall apply to fresh investment only. Existing rate of profit onthis scheme is 14.04% p.a.

(2) MATRC Quetta. A 45 Bedded Model Addiction Treatment &Rehabilitation Center was established at H.No.83-A, Chaman Housing Scheme,Airport Road Quetta. This center is working since 2005 with the capacity toprovide free of cost medical treatment and rehabilitation to treat around 360 drugaddicts per year.

(3) MATRC Karachi. A 55 bedded Model Addiction Treatment &Rehabilitation Center was established in May 2010. This center is situated at Kalri(Lyari), Karachi. The center is working with a capacity to provide free of costmedical treatment and rehabilitation to around 440 drug addicts per year.

(4) Rawalpindi (Adiala Jail). A 10 bedded detoxification ward has beenestablished in the month of March 2010, under the supervision of MATRCIslamabad, in the existing building of Adiala Jail Hospital at Rawalpindi on thedirective of Ex-Prime Minister of Pakistan. In this ward, volunteer drug addictprisoners are provided detoxification facility.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): Pakistan Bureau of Statistics hascompleted all the preparation for conduct of 6th Population & Housing Census inthe country. The matter is under consideration by Council of Common Interests(CCI). The issue was also placed on the agenda of CCI meeting scheduled for 1stOctober, 2014 which was postponed. As and when Government decide, PBSwill conduct the Census in the Country.

(a) the number of terrorists arrested by the Anti Terrorism Squadduring the period from 01-10-2013 to 31-10-2014 in Islamabad;and

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a)1. A Rapid Response Force RRF has been established on 24th May 2014.RRF comprises of 459 troops of Punjab Rangers and Giligit-Baltistan scouts and354 Police officers/ officials in Islamabad Capital territory in order to prevent andcontrol the commission of terrorist acts.

2. Details of suspects arrested by RRF from 27th May 2014 to 12 Oct2014 is as following.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the rough estimate of the losscaused to the Government due to the sit-in protest by the two politicalparties from August 2014 till date?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Government has suffered bothimplicit and explicit losses due to sit-in protest by the two political parties fromAugust, 2014. Some losses are measurable in numerical terms and some are not.Major losses incurred due to sit-in includes:

i. Investor’s confidence both local and foreign was shattered

ii. Additional supplementary grant of Rs. 645.5 million had to beprovided to law enforcement agencies for the security of dharnas.

iii. Foreign reserves which targeted to reach around $ 15 billion by endof September 2014 delayed on account of late inflows of US $ 2.4billion from different donors and launching of sukuk bond.

iv. Sale/offloading of OGDCL’s shares had to be deferred due to offeringof lower price of the share in the Stock Market on account of dharnas.From the sale,of shares, $800 million was expected.

v. Capital loss on foreign liabilities due to rupee depreciation of aroundRs. 200 billion.

vi. The Karachi Stock Exchange initially crashed down to 27,000 level(KSE 100 Index) that was earlier at 30,000 level. However, it hasbeen recovered now. vii. Slower growth in exports asimporters of Pakistani products were reluctant to make new orders.

viii. Due to unsatisfactory performance in export and less foreign inflowsthere was pressure on exchange rate which rose to Rs. 103/$ fromRs.98/$.

Minister for Interior and Narcotics Control (Ch. NisarAli Khan):(a)A commercial contract was signed between Government of Pakistan (MOI) andNUCTECH Company (China) in June, 2009 for procurement of 24 scanners.Exim Bank, China agreed to finance this project through soft loan of US $ 72.166million (equivalent to Rs.5845.4663 million @ 1 US $ = Rs.81) at 2% interest perannum on the principal, with a maturity period of 20 years, including 5 years asgrace period.

(b) Two scanners and two handheld detectors were imported in 2009and hand over to ICT police for installation at Islamabad. Later, one of the scannerswas shifted to Sindh rangers Karachi for installation at Karachi. While two scannersand three handheld explosives detectors arrived at Islamabad on 23rd July 2014.After testing, commissioning and imparting necessary training to the operators bythe Chinese it will be handed over to ICT police for installation at Islamabad. Totalcost of the 04 scanners and 05 handheld explosives detectors is Rs.1000.340million including FEC of Rs. 960 million.

(c) According to ICT police report submitted on 15-07-2013 thesescanners do not fulfill their requirement as explosive detectors and it can be usedto scan vehicles to identify material on the basis of organic and inorganic shapes.They proposed that these scanners may be handed over to customs or excisedepartments for proper utilization as it have no utility for police force.

57. *Dr. Azra Fazal Pechuho:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether it is a fact that AsianDevelopment Bank loan is to be utilized for project of reforms forpower sector and privatization; if so, the amount of the said loan?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) 26% shares of PTCL weresold to M/S Etisalat for US$ 2,598,960,000. The amount paid by the companyso far is US$ 1,799,653,313.31. The total outstanding amount against Etisalatis US$ 799,306,686.62.

As per the Share Purchase Agreement, the payment of the balance amount wascontingent upon transfer of clean and clear titles of 3248 properties by January2008. Etisalat International Pakistan (EIP), the purchaser of PTCL is delayingfurther payments on the ground that all properties included in the Share PurchaseAgreement have not been transferred in the name of PTCL.

(b) Till date, out of a total of 3248 properties, 3217 (99%) have beentransferred while the remaining 31 (1%) properties cannot be transferred due tovarious reasons, including, legal impediments. Pursuant to the Share PurchaseAgreement (SPA), the 31 non-transferred properties have been forwarded toM/s Etisalat as “Second Shortfall” for resolution of the matter as per the SPA.

The court cases are being handled by PTCL itself.

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) Yes. Persistent delays in paymentof public dues by public entities such as electricity, gas, taxes etc, directly affecttheir cash flows initially and ultimately put strain on financial position of GoP, asgovernment has to pick up their liabilities to keep these entities functional.

(b) The present government, being conscious of this, has taken followingsteps to ensure timely payment of dues and arrears of the public dues by publicsector entities:—

• Settlement of power sector circular debt of Rs. 480 billion.

• Amendment in Electricity Act 1910 to provide required punishmentfor electricity theft is in the process of legislation with the Parliament.Sooner the new law is passed it would be instrumental in curbing thepower sector theft and increasing the revenue of power sectordistribution companies.

• Timely payment of Tariff Differential Subsidy is being made by thegovernment to distribution companies.

• FBR is working vigorously to maximize recovery of tax dues frompublic sector entities.

Following modes ofprivatisation are being followed:—

(i) sale of assets and business;

(ii) sale of shares through public auction or tender;

(iii) public offering of shares through a stock exchange;

(iv) management or employee buyouts by management or employees ofa SOE

(v) lease, management or concession contracts;

(vi) public offering of shares other than through a stock exchange;

(vii) sale of shares, assets, business and property to a person that has apre-emptive right to acquire the same (or any part thereof) subjectto fulfilment of conditions attached to such rights.

(b) OGDCL is not being privatized. Only 10% GOP shares are beingdivested. Post divestment, government will still be major shareholder of thecompany and there will be no change in the management or employment status ofany employee of the company.

The main objective of Privatisation Policy is to put national resources andassets to optimal use, particularly to unleash the productive potential inherent inPakistan’s State Owned Enterprises (SOEs). The policy of Privatisation specificallyaims at enhancing the value of Government shareholding, maximization of profits,modernization and up-gradation of State Owned Enterprises; exploration andcreation of new assets; management and technological transfer benefit, increasinginvestments in the SOEs by identifying business benchmarks and outputs, remedialmeasures, and generation of employment. Government would continue to ensurethat divestment does not result in alienation of national assets and reduction inquality of production and service detrimental to its people.

Minister In-Charge of the Prime Minister’s Office: (a) No it is not afact. The construction work of the building was started on 7th July, 2010. Thephysical progress of the work was 5% as the excavation was completed. Thework was stopped due to non adherence to schedule of work by the contractorand the contract was terminated in October, 2011.

(b) In Feb. 2012 the said facility was re-tendered, however, the lowestbidder failed to fulfill the bid requirements. It has already been decided during the13th ERRA Council meeting that the projects having progress of more than 50%be given priority. As the project in question with 5% progress does not fall underthe approved policy, work could not be started.
