(Cidco) had conducted a trial run in parts of Taloja on Au- gust 30, 2019, the offi- cial trial run of the project will be conduct- ed only by the end of December or first week of January, said an of- ficial from CIDCO. On August 30, the town planning agency had conducted a trial run in Taloja. A senior Cidco officer said, “A trial run can be con- ducted only when the tracks of the entire route are ready. But we have not completed con- struction of a couple of stations till now. NAVI MUMBAI: Whilethe City and IndustrialDevelopment Corpora-tion Ltd. (Cidco) hadconducted a trial run inparts of Taloja on Au-gust 30, 2019, the offi-cial trial run of theproject will be conduct-

trial runs will be con-ducted either by end ofDecember or first weekof January.”

“If we can success-fully complete the trailruns, we will apply forthe safety certificate.Normally it takes closeto six months to pro-cure the safety certifi-cate from the railways.So at this moment, wecan say the metroproject should be readyfor inauguration byAugust, 2020,” he fur-ther said.

The Cidco has divid-ed the Navi MumbaiMetro Project into fourphases. The first phase(which is now underimplementation) startsfrom Belapur railwaystation and ends atPendhar near Taloja.

Total length of thisroute is 11.10 kilome-ters.

Apart from elevenstations, this route willhave a depot cum work-shop which is being de-veloped at Taloja. Theapproximate budget al-located for this phase isRs 3063.63 crores.

The residents areexcited about the metroproject. Manoj Shinde,43, a resident of Talojasaid, “We had heardthat metro line is com-ing to Taloja for the firsttime almost ten yearsago. Later Cidco start-ed developing the sta-tions and the viaductstep by step. However,when we saw a metrotrain running on thetracks on August 30,the feeling was entire-

ly different. That daywe saw something,which we had imagineda decade ago.”

Presently, it takesover one hour to reachBelapur from Talojadue to potholed roadsand traffic congestion.With the starting of themetro a commuter willbe able to travel thisdistance in just 18 min-utes.

“The wait will final-ly be over. The resi-dents will not have towaste time at the busstops to travel to Be-lapur and other placesof Navi Mumbai. Thismetro project will im-mensely contribute tooverall growth of ourarea too,” Mitesh Rane,38, another residentsaid.

NAVI MUMBAI: A per-son living in Nerul vil-lage committed suicideby hanging himselffrom the ceiling fan.The victim, has beenidentified as SanjayHanmant Chopade,45. The reason for thesuicide is still notclear, say the police.

The deceased Cho-pade, who was staying

with his wife and a 4-year-old son in Nerulvillage Sector-20,worked as a school busdriver in Nerul andwas addicted to alco-hol.

Around 10 pm lastFriday, Chopade camehome drunk. He askedhis wife to take thechild to Ganesh man-dal. After his wife lefthouse along with her

child, Chopade stran-gled himself from ceil-ing fan. The incidentcame to light only af-ter his wife returnedback home. Upon re-ceiving information ofthe incident, Nerul po-lice rushed to the spot.“The reason for the sui-cide is still not clear,”said PSI Harshal Ba-bar. Further investi-gation is going on.

Even heavyrain couldn’t affect theenthusiasm of Ganeshdevotees and they im-mersed their Ganpatiand Gauri with pomp.About 10471 Ganeshidols and 1557 Gauriidols were immersed onthe 6th days and 3098Ganesh idols were im-mersed on the sevendays .10, 343 residen-tial and 128 publicGanesh idols and 1557Gauri idols on the6th day and 2,930 resi-dential and 168 publicGanesh idols on the7th day were immersedat the 22 immersionsites . The immersionceremony underwentpeacefully and everyonepaid their last respectto Bappa with teary eye.

In order to ensuresmooth immersion cer-emony the NMMC hasinstalled Italian gabionwall system at 14 mainponds. Bamboo barri-cades were built at allimmersion sites tomaintain safety. Underthe guidance of Munic-ipal Commissioner An-nasaheb Misal, Addi-tional CommissionerRavindra Patil, DeputyCommissioner Dadasa-heb Chhabukaswar,Amrish Patnigere andother officials weremonitoring the immer-sion process. Every sitewas equipped with life-guards, volunteers, andfire tenders were keptstandby. Special provi-sion was made for theproper immersion of thebigger idols. Back-up

generators were in-stalled at each immer-sion sites to ensure ad-equate electricity.

First aid facilities,including drinking wa-ter were also provided. The solid waste man-agement departmentinstalled two separatenirmalaya kalash fordisposing of wet anddry waste. The civicbody also placed boxeswhere the devoteescould drop the coconutand other fruits whichholy will be distribut-ed to the poor andneedy.

Police were deployedat all the immersionsites to maintain lawand order in the city.

NMMC Mayor andCommissioner Jay-want Sutar and Anna-saheb Misal have re-spectively appealed allthe citizens of the sat-ellite city to maintainthe same decorum anddiscipline even on thelast day that is AnantChaturthi day so thatthe festival whichunites everyone ends ina peaceful manner.

Ganpati and Navaratri festivals

There have beenseveral fire incidents inthe recent past in thecity. Creating aware-ness of safety and needfor educating commonman is a must. Unex-pected large conse-quence results fromsmall events whensafety is ignored. Dur-ing Ganesh & NavratriFestivals responsibilityon safety & securitymeasures increasesmanifold and protectionof such large number ofdevotees becomes achallenging task. Hereare a few tips to takecare while designing &visiting Ganesh &Mata Pandals withfamily and friends.Precautionary measures tobe taken by common man:

1. Avoid/ do not touchany unfamiliar/strange bag, object,etc. Bring it to thenotice of nearby po-lice station/ policeofficials.

2. People visiting pan-dals with senior cit-izens or kids do keepyour residence ad-dress and contactinformation paperslip in their respec-tive pockets.

3. Carry medicines pre-scribed by your doc-tor if you are proneto any allergies or incase of any unfore-seen emergency.

4. Hold your kid’s prop-erly or pick them inyour arms to avoidlosing them inqueues.

5. In case of emergen-cies contact thenearest pandal/mandal office forany announcementor assistance ornearby police controlroom/ police van.

6. Carry water bottlesto keep yourself wellhydrated and carry

rainy gear too.7. Look out for people

making nuisancevalue and bring it tothe mandals, policeteam’s notice.

8. Avoid/ do not touchany metal posts orexposed wire touch-ing one.

Precautionary and Safetymeasures to be taken by

Ganesh Mandals:

1. Provide appropriatenumber of fire extin-guishers in workingcondition at neces-sary locations.

2. Provide appropriatenumber of CCTV IRcoloured cameraslong distance withnight vision facility.Control room to ac-commodate theviewing facility.

3. Provide appropriatenumber of smokedetectors.

4. Use of FRLS electri-cal wires/ cables,properly encased,electrical panel,DBs with ELCB & MCB, Meter, etc. isa must.

5. Provision of suchFRLS wiring inPVC conduits andarmoured cablingshould be routedonly from top inproper cable traysand not on floor. Asincase of floodingdue to rains, thismay lead to shortcircuit, etc.

6. Provide adequatenumber of entry &exits at appropriatelocations.

7. Ganesh Mandalsshould have trainedpersonnel on type &use of fire extin-guishers, emergen-cy first aid, medicalemergencies etc.

8. Ganesh Mandalsshould have insur-ance coverage, etc.

9. Provide properemergency evacua-tion plan and fixsuch plans at re-spective locations in-dicating ‘You arehere’.

10.Crowd control planof action to be wellin place and needs tobe on top prioritywhere devotee foot-fall is very high.

11. Adequately autolit/

glow EXIT signageshowing entry & ex-its for evacuations.

12.Entry/ Access, exits& evacuation pathsto be unobstructedwith proper paved/flat surface to walk.

13. Adequate space to bemarked as Assem-bly point for devotees& all others to as-semble in case ofany emergency.

14.Larger Mandals tohave a Fire Enginevan and Ambulancewith doctors on shiftstationed for the re-quired days for dev-otee’s safety.

15.Provision of ade-quate number ofcameras, fire extin-guishers, medicalkits, etc. is a must.

16.Availability of doc-tors and ambulancein case of emergen-cies is a must.

17.Provide proper ade-quate lighting andventilation of pan-dals to avoid suffoca-tion while devoteesare in queue.

18. Provide DG set backup for emergencylighting and otherrelated functions.

19.Provide drinkingwater facility atproper locations.

20.Large size pandalscan also have sniff-er dogs from policedog squad stationed.

21. Provide adequatenumber of body &hand metal detec-tors at entrance andexits.

22. Design and executethe set with use ofnon-combustiblematerials only.

23. It will be an idealscenario if a disastermanagement plan isin place. Objective is to cre-

ate public awarenessabout the security riskmitigation from fireand terrorists or natu-ral calamities. GaneshMandals need to up-grade their safety andsecurity systems con-sidering increasingnumber of devotees vis-iting them each year.

Efficiency should be the hall markThe state of public transport system is a barometer indicating

extent of development of a city. If one goes by this definition, theimage of Navi Mumbai that emerges out is extremely dishearten-ing considering the deplorable state of NMMT, the public trans-port service provider in Navi Mumbai. The quantity of service ishugely deficient and the quality is abysmally poor. Not only this,tariffs have also become unaffordable. Still they are being patron-ized by local people, not out of choice but out of compulsion, asdemand is disproportionately more than the supply.

The public transport modes in Navi Mumbai- whether NMMT,BEST, ST or local trains- none have expanded proportionately tothe increase in demand on account of large scale development inNavi Mumbai during the last decade. A major fallout of this lack ofvision is increased number of personalized and hired modes oftransportation, which itself has its adverse effects. The traffic den-sity and traffic volumes have increased tremendously without cor-responding increase in arterial infrastructure and therefore thetransport system is literally creaking under pressure. There is anincrease in traffic jams and more recently, the availability of park-ing spaces has reduced drastically especially during peak hours.The environment is also victim as huge amount of exhaust is be-ing released by the increased volumes of vehicles. Another majorimpact of increased volume and density of vehicles is increase intraffic indiscipline and consequent accidents.

Unfortunately NMMT has not fared well on the expectations ofthe residents of Navi Mumbai. This is particularly unfortunate as agood public transport system contributes a lot by way of providingcheaper transport, reduction in vehicle population and consequentreduction in traffic congestion and accidents and last but not theleast in preserving the environment. It can also solve the problemof parking space. Because of its poor vision and improper man-agement, NMMT is grossly deficient in quality and quantity ofservice. Many of the nodes of Navi Mumbai are not being cateredto and frequency is erratic and the service is absolutely unreli-able. To set the things right, there are intermittent talks of priva-tizing the organisation, but unfortunately in most of the cities andcountries, the public transport is the responsibility of the State.More investment needs to be made by the State in this sector, ifthese services have to be made efficient with an aim to cater theincreased demand. Also, improved NMMT shall not only compli-ment the services being provided by railways, BEST and ST, butshall also become the indicator of development of the city of NaviMumbai.

August 14, after a cru-cial manoeuvre calledTrans Lunar Insertion(TLI) that was done byISRO to place the space-craft on “Lunar Trans-

fer Trajectory”.It was discussed

With the passingaway of the Senior ad-vocate, former politi-cian and one of India’stallest legal doyensRam Jethmalani, Indiahas lost an exceptionallawyer and iconic pub-lic figure who made richcontributions both inthe Court and Parlia-ment. Jethmalani,who was known as amaverick lawyer withmany distinctions tohis credit, obtained alaw degree at an earlyage of 17 and startedpracticing law in Kara-chi until the partitionof India. He came tolime light with famousNanavati case in 1959with YV Chandrachudwho later became In-dia’s chief justice.Chandrachud and Jeth-malani appeared for theprosecution in the casewhere a Navy Com-mander Kawas Nana-vati had shot his wife’slover, Prem Ahuja incold blood. He was firstelected to the Lok Sab-ha in 1977 and servedtwo terms.

PM Modi has right-ly said: “One of the bestaspects of Shri RamJethmalani Ji was theability to speak hismind. And, he did sowithout any fear. Dur-ing the dark days of theEmergency, his forti-tude and fight for pub-lic liberties will be re-membered. In 1948, he movedto Mumbai after thePartition and startedpractising in the com-mercial capital of thecountry where he wona legal battle opposingthe Bombay RefugeesAct which allowed theState to relocate, se-quester and questionrefugees anytime. Inthe 1960’s, Jethmalaniappeared as a defenselawyer for a series ofsmugglers. This had anegative outcome on hispublic image andearned him the title of‘a smuggler’s lawyer’.He was said to have dis-paraged Indira Gandhifor which an arrestwarrant was issued.But the case was nulli-fied as he won the over-whelming support of300 other lawyers. Hewas a fighter who usedto contest with tremen-dous energy, knowledgeand logics not only inCourts but also in Par-liament and publicforums. He was one ofthe greatest lawyer ofIndia endowed not only

with merit but alsowith strong memory.

He is a well-knownface amongst the legalcommunity in India.Even though he is pri-marily known as onlya criminal lawyer, hehas appeared in manyimportant cases con-cerning constitutionalmatters. On 7 May2010, he was elected asthe President of Su-preme Court BarAssociation. He hadbeen the recipient ofprestigious awardssuch as InternationalJurist Award, WorldPeace Through LawAward and HumanRights Award by WorldPeace Through Law(1977) for his work inagainst fascism in Phil-ippines.

The lawyers whoworked with Jethma-lani described him as areal champion of hu-man rights. Helaunched a politicalfront called BharatMukti Morcha in 1988and a political party —‘Pavitra HindustanKazhagam’ — in 1995,with a motto to achieve“transparency” in Indi-an democracy. He op-posed the Emergencyimposed by the IndiraGandhi governmentand the clamping ofMaintenance of Inter-nal Security Act.

Heartfelt tribute toShri Ram Jethmalani

In the passing away of Shri Ram Jethma-lani, India has lost an exceptional lawyer andiconic public figure who made rich contributionsboth in the Court and Parliament. He was wit-ty, courageous and never shied away from bold-ly expressing himself on any subject. Ram Jeth-malani was the Union law minister and alsothe Urban Development minister during the AtalBehari Vajpayee led NDA government. He alsoserved as the Supreme Court Bar Associationpresident in 2010. We are all saddened by thepassing of Shri Ram Jethmalani, former UnionMinister and a veteran lawyer. He was knownto express his views on public issues with hischaracteristic eloquence. The nation has lost adistinguished jurist, a person of great eruditionand intellect and a crusader in both law andpolitics he stood steadfastly for the causes hetook up.

Feisty, ebullient, fearless, outspoken to afault, uncaring of consequences or of societalnorms, he had a large heart and a restive tem-perament. Always a crusader, his mind and bodyremained good almost to the end. In him we havenot only lost a distinguished lawyer but also agreat human who was full of life. Ram Jethma-lani’s passing away is an irreparable loss to theentire legal community. He will always be re-membered for his vast knowledge on legal af-fairs. His passing away is a great loss not onlyto the Bar in the country but also to Parliamentand the country as a whole.

Ram Jethmalani, twice Law Minister, crim-inal lawyer, jurist, teacher, litigant and parlia-mentarian who relished the epithet ‘unchangedand unrepentant maverick’, passed away at 95.Jethmalani remains an enigma in modern timesas he was a man who spoke and acted out ofpersonal conviction.

Jethmalani wrote that India’s progress did notrequire more mosques and temples. Controversieslike a Ram temple in Ayodhya on the site of theBabri mosque must be totally outlawed. Instead,at the disputed site, a university of secular educa-tion and religious harmony should be established.It is a pity that we pride ourselves on being secu-lar without giving such education to our youth.

His knowledge in criminal law was matchedby none. It is a great loss to the country. R.I.P. Ram Jethmalani’s passing away has created a bigvacuum.

Government should think ofproviding compensation to

those who have lost jobs dueto economic slowdown

When there is an accident or a mishap the vic-tims and their kin are immediately provided withrelief and rehabilitation which also includes finan-cial help. That is absolutely right and correct, hu-manitarian gesture and is widely appreciated.

One would like to know when government andcompanies extend the same humanitarian gestureand provide help to those rendered jobless due to

no fault of theirs? Economic slowdown has seenmany turn jobless overnight, what is their fault?Were they not performing their duty properly?

Should not they be compensated till the timethings get back to normal and these trained em-ployees representing various industries are takenback? Do they not eat, discharge their financialcommitments, not send their kids to school dur-ing these hard times? Should those rendered job-less not be compensated by way of half salary atleast during these trying times, so that they arenot required to beg for their compulsory domes-tic needs? Can the government along with thecompany whose employees have been removeddue to economic slowdown, not share the bur-den equally and make sure the jobless employ-ees get at least half their normal salaries duethis economic calamity?
