The City and Industrial Development Corpora-tion (CIDCO), as per the central government's

policy of house for all, is aiming to construct 88,961 houses this year in Navi Mumbai. In the first phase, CIDCO will be constructing around 40,000 houses and will announce 40 schemes on Gudi Padwa.

In the last three years, CIDCO has announced the construction of 24,000 houses under Prime Minis-ter's Housing Scheme. Also, the planning authority was to allot the houses after the completion of entire paperwork process to the successful customers in the computerized draw, but due to the outbreak of the coronavirus and the subsequent lockdown, the eligible holders are yet to get the possession of their houses.

Earlier CIDCO in order to boost the real estate sector decided to freeze the reserve price of land in various nodes of Navi Mumbai and the surrounding areas for the Financial Year 2020-21. The reserve price of land was earlier frozen by CIDCO in the year 1997-98 and 2004-05.

The traders across the country are deeply agi-tated over recent amend-ments made in GST rules vide Notification No. 01/2021 – Central Tax New Delhi, the 1st Janu-ary, 2021 & Notification No. 94 /2020 – Central Tax New Delhi, the 22nd December, 2020 which has given arbitrary and unfettered powers to the GST officials. The CAIT while terming it as a co-lonial taxation system regretted that these pow-ers are against the letter and spirit of the Indian Constitution, Principle of Natural Justice and Indi-an jurisprudence system.

Secretary General, CAIT Praveen Khan-delwal said that section 16 (2) (aa) announced in the Budget is against the basic structure and spirit of GST. Accord-ing to this section if the detail of such invoice or debit note has not been furnished by the supplier in GSTR-1 or using IFF / GSTR-2B, the recipient will not get ITC.

“No provision for

claim of Input Tax Credit after time expired i.e. six months from end of the year under Section 16(4) is highly detrimental and against the right to claim the eligible ITC which cannot be restricted by limitation of time,” he stressed.

“Amendment sec-tion 129 (1) (a) seeks to enhance penalty from 100% to 200% for releas-ing of detained or seized goods and conveyance though there was a pro-vision of tax and penalty only earlier. An amend-ment is made in section 107 of the CGST which says that to file an appeal against the order under section 129 minimum penalty of 25% has to be paid which means till the appeal is not decided the goods will remain de-tained,” said Bhartia.

“The goods seized shall not be released on provisional basis upon

execution of a bond and furnishing security in such manner. This means the penalty has to be paid in cash by the taxpayer u/s 129(2) if he wants the goods to be released. The explanation proposed to be added in section 75(12) of CGST Act will create undue hardship for the assesses. As per amendment, if by mis-take, an assesses shows wrong figure in GSTR-1-and GSTR -3B, the differ-ence will be treated as his self assessed tax and the recovery of the same can be made directly under section 79 without issuing any show cause notice. Since there is no provi-sion to revise the return, it will affect the business adversely,” he added.

“The excessive pow-ers to GST officers are used as offensive tool for threatening traders and will become cause of corruption. As per the

Budget announcement, from 1st July, 2021 be-fore deducting TDS, the traders need to verify whether the supplier has filed the TDS returns for last two years or not and the supplier has to take a declaration from the pur-chaser. Even after four years of implementation, the GST portal is suffered with various glitches and is an unstable tax portal but instead of penalizing the operators of GST por-tal, the traders are penal-ized even for a mistake which has not been com-mitted by them,” stressed Bhartia.

Further, it has been pointed out that since the introduction of GST in the country, more than 900 changes have been introduced from time to time due to which the GST taxation system has become extremely com-plicated and has lost its sanctity.

the Navi Mumbai Mu-nicipal Corporation’s (NMMC) budget was presented without any discussions & delib-erations by corporators. Hence, we discussed re-visions that are required in the budgeted esti-mates of health, educa-tion, environment, solid waste management, se-nior citizens, women & youth with the NMMC Commissioner,” said MLA Ganesh Naik after the weekly meeting held with the civic chief, Abhijit Bangar.

MLA Naik also demanded aggressive tracing, tracking, testing and treatment in the backdrop of rising posi-tive Covid 19 cases in Navi Mumbai.

“The first phase of COVID-19 vaccinations has ended smoothly. As we have entered the

second phase, we have appealed the NMMC to plan for the 3rd phase in advance and ensure that the COVID-19 vaccination reaches every citizen of the city

completely free of cost. The provision for the same should be kept in the proposed NMMC Budget,” he said.

MLA Naik also demanded that the NMMC should con-duct an audit of all the bills that were issued to patients who were treated for COVID-19 in hospitals across Navi

Mumbai and those who were charged in excess must be refunded their money with immediate effect.

“We have also warned of an agitation

if the ongoing alleged manipulation of voters’ list is not stopped. It has come to our notice that the NMMC officials are being bribed to manipu-late the list by remov-ing the names of the voters from the voters list. We have demanded criminal action against anyone involved in this,” said Mr. Naik.

the limits of Navi Mumbai Police Com-missionerate. Amongst the dead were three women. Although the motive be-hind all these suicides is not clear, it is being speculated that all these indi-viduals have committed suicide due to mental stress. All these incidents are being further investigated by the police.

Amrita Goswami, 35, commit-ted suicide by hanging herself at her residence in the first incident that took place in Koparkhairane, Sector-19 on Monday morning. The incident took place while Amrita Goswami's hus-band and mother-in-law were in an-other bedroom. Police rushed to the spot after getting information about the incident. Police said the motive behind the suicide was not clear. Ko-parkhairane police have registered an accidental death in the case and have started further investigation. Later in the night, Dinesh Waghmare (21) committed suicide by hanging himself at his residence in Ghansoli village. Police said that the reason behind his suicide was not clear.

Rajshri Patil (30), a resident of

Airoli, committed suicide by stran-gulating herself on the same night. Rajshri Patil lived alone and worked for a well-known IT company in Ai-roli. As she had not been to work for the past three or four days and was not even picking up the phone, on Mon-day night, her co-workers went to Ra-jshree's house in Airoli and found her strangled by a geyser pipe in the bath-room. Police said the motive behind the suicide was not clear. Rabale po-lice have registered both the incidents and have started further investigation.

In the fourth incident that took place in Seawoods Sector-46A at mid-night on Wednesday, Vaishali Malpe (41) committed suicide by hang-ing herself at her residence. Vaishali Malpe's husband and daughter had gone out for a function. Vaishali was at home with her second daughter and committed suicide around midnight. The incident came to notice when her daughter woke up at 4 a.m. Vaishali was suffering from mental health is-sues and was undergoing treatment. It is suspected that she committed sui-cide due to mental stress. NRI police have registered the incident and have started further investigation.

The senior citizens can now heave a

sigh of relief as the Gov-ernment of India has de-cided to roll out Covid 19 vaccination drive for citizens aged 60 years and above, from first day of March. Union Minis-ter Prakash Javadekar on Wednesday, 24th Febru-ary announced the availability of vaccine doses for senior citi-zens and also for persons over 45 years of age with comorbid i t ies . The Government of India is set to roll out the sec-ond phase of vac-cination drive for Covid 19 from March 1 for the next priority group. It is estimated that there are approximately around 27 crores people in this group. Moreover, the vaccine doses will be available free of cost at government hospitals.

While addressing the media, the Minister in-formed, “The Covid 19 vaccine will be available free of cost across 10000 government facilities. The vaccines will also be available in over 20,000 private facilities, but on chargeable basis and the cost of each vaccine will

be decided by the Health Ministry soon.” The list of comorbidities for per-sons above 45 years will also be released by the Ministry shortly.

The persons who are willing for inoculation, need to register their names through Co- Win app2.0 (Covid Vaccine Intelligence Network).

They have to download the app in their mobile or can get availability of this app through Arogya Setu. Once the app is available for the general public users, they will be able to register their

names with requisite documents.

For inoculation, age verification and ID proof is must, so people can go through Arogya Setu App and use Aad-har number as ID proof. Election ID card is also a proof of age. Those who want to update their age verification related in-

formation in their ID card could contact District Magistrate for up-dating.

Those opting for vaccination will either receive Serum Institute India’s Covishield or Bharat Bio-tech’s Covaxin.

The potential side effects of vaccines are mild and include headache, fa-tigue, myalgia (pain in muscle), injection site tenderness, weakness, chills, nausea, informed health ministry.

In the accident his mother, wife and daughter had lost their lives. The grand finale of the popular Khajuraho festival

of classical dances, arts and crafts and folk dances, will be held on Friday 26th February, at the backdrop of the famous Khajuraho Temple. This annual festival attracts the atten-tion of tourists and art lovers around the globe.

In view of the spike in Covid 19 cas-es, city based religious institutions

have implemented more stringent rules for their devotees. Since Mon-day, 22nd February, 2021, religious gatherings have been prohibited along with social and political gatherings by the Maharashtra Chief Minister to curb the sudden rise in the number of Covid 19 cases across the state. The religious Institutes have taken immediate steps to restrain the number of entries.

“We have taken immediate action as soon as we received the message from Navi Mumbai Municipal Corpo-ration regarding the ban on religious gathering,” informed Ikbal Kaware, Trustee member from Jama Masjid, Koperkhairane. He affirmed, “We have been following the protocols like compulsory wearing of mask, hand sanitisation, social distancing for last 11 months. The devotees are asked to wash hands once they enter the sacred premises. We have also arranged for thermal checking of every person. Safe distance is maintained inside the Mosque by marking the place for Na-maz. Presently we are allowing maxi-mum 50 devotees at a time. On the day of Zummah, we keep batches for namaz to maintain safe distance. We also arrange separate entries for each batch of Namazees.”

Although many people are now per-forming their daily course of Namaz at home since lockdown, in view of the recent surge of cases, the mosques have removed the namaz carpet again and have asked the devotees to carry their own mat.

Similarly, the oldest devotional

place, Noor Masjid in Vashi has also restricted the entry of the followers. “As our mosque consists of three levels for offering namaz, we give permission only for 50 entries at each level, at the most, following the present guidelines. Number of daily visitors are also curtailed keeping in mind the restriction on gathering,” in-formed Maqbool Shaikh, secretary of the Mosque.

The city -based churches have also restricted the number of devo-

tees with the surge in Covid 19 cases in the state. Respecting the guidelines of Covid -19 pandemic, the Churches across the city have advised the pa-rishioners and the devotees to follow every mandate and SOP announced by Cardinal Gracias.

Lady of Visitation Church, Nerul told, “We have been strictly following the Covid -19 guidelines set up by Cardi-nal Gracias as well as the State Gov-ernment. The recent spike in cases have compelled us to follow more stricter rules. We have masses with limited entry of 50 heads as per the di-rectives of Cardinal which we received last night. As curtailing the number of devotees for Sunday Mass is quite dif-ficult, so instead of physical mass we conduct online mass. Protocols like

hand sanitisation, washing of hands before entry, compulsory wearing of mask, maintaining safe distances have been in place from the beginning of the pandemic.”

Similarly, Father Venancio from St. Joseph Church CBD, Belapur shared, “A video message addressing all priests from Archbishop of Bom-bay has asked to limit the number of entries to 50 and we are following the same. In view of the surge in Covid 19 cases we request our senior citizen parishioners and children to remain at home for their own safety. Besides, we have been following the guidelines respecting the announcement made by the State Government.”

City based Gurudwaras are also fol-lowing the Covid 19 protocols strictly. They have also restricted the number devotees at a time. Iqbal Singh Rand-hawa, secretary of Gurudwara Guru Singh Sabha from CBD, Belapur in-formed, “We are following the guide-lines permitting 50 devotees at a time, keeping safe distances. Whereas the number of devotees for daily darshan is less at present,we have curtailed the number of visitors on Sunday, a usual gathering day for langaar. Moreover, we have cancelled our general lan-gaar for the time being respecting the guidelines of prohibiting gatherings made by the State Government.”

The Palm Beach Marg has be-come the deadly stretch in the

city with the number of accidents rising phenomenally on this stretch. While the city had recorded 10% less road accidents last year in com-parison with the other past years, the figure stands higher for the Palm Beach. Rash driving, violation of traffic rules etc. are the prime rea-sons for the increase in the road accidents, driving after consuming liquor is another major cause, which has not been seriously considered till now.

Long smooth stretches like the Palm Beach Marg allow the drivers to push the accelerators just for the thrill. The desire becomes stronger, especially amongst youngsters, after getting tipsy, or in the company of friends. It is seen that usually when-ever there is serious accident, one of the drivers is in drunken state. So far, in the absence of proper equipment, the RTO officials were unable to pe-nalize the offenders. Now equipped with breath analyzers, the task has become easier. These drives should be conducted periodically especially at strategic locations. If implement-ed strictly, it would help in curbing the tendency to drive after consum-ing liquor.

Along with stringent measures

against drunken drivers, the RTO should also initiate action for not wearing helmets. While the All India Road Safety Programme Implemen-tation Committee set up by MOST, has recommended use of helmets as mandatory for two wheeler drivers, it has not been seriously implemented.

The use of helmets mitigates to a large extent the fatality of the ac-cidents. It is difficult to understand why this is not being followed by the motorists themselves when the rule has been framed for their own safety? Probably, it is the tendency to defy rules, which forces us not to follow rules and regulations. Ear-lier, rules of compulsory wearing of seat belts while driving four wheel-ers or prohibiting talking on mobile phones while driving, also could not be implemented strictly due to cal-lous nature of the motorists and the enforcing authorities. It is highly es-sential that in view of the rising ac-cidents, the motorists themselves re-alize the gravity of drunken driving and the peril of not wearing helmets. The authorities on their part, should continue their drives as these would help in instilling traffic discipline amongst the motorists. Only traffic discipline coupled with safety de-vices such as helmets and seat belts can save precious lives.

There have been complaints by the

parents that some of the schools have either ex-pelled or stopped online education of children who have not paid fees during Covid 19 pan-demic. The schools with such complaints should be immediately investi-gated by the concerned education officer and ap-propriate action should be taken, said the school education minister Var-sha Gaikwad during a meeting held recently.

The meeting was at-tended by Additional Chief Secretary, Edu-cation Commissioner, Secretary, Department

of Law and Justice, Joint Secretary, Law (School Education) and Parents Association office bear-ers Mr. Jayant Jain, Mr. Prasad Tulaskar, Mr. Su-nil Chaudhary, Mrs. Jay-shree Deshpande, Mrs. Sushma Gorane, Naveed Betab and Adv Arvind Tiwari. Issues related to school fees were dis-cussed at the meeting.

Regarding the fees in private schools, the government has pre-pared the Maharashtra Educational Institutions (Fees Regulation) Act-2011 and the Maharash-tra Educational Institu-tions (Fees Regulation) Act-2016. However, there are difficulties at

the administrative level in enforcing the rules. Also, as the government is constantly receiving complaints from par-ents about school fees, a committee is being set up under the chair-manship of Joint Secre-tary Schools to suggest amendments in this Act / Rules. The committee consists of Director Bal Bharati, Joint Secretary Law (School Education), Joint Director Primary, Education Officer Sec-ondary, Sub-Inspector of Education, Mumbai, Senior Auditor, Solapur, Office of the Superinten-dent of Education Com-missioner, informed education minister.

Earlier, the state chief minister Uddhav Thack-eray during his address said that the situation of Covid-19 in Maharashtra is increasing and the situa-tion will be monitored for the next eight days and ac-cordingly any decision will be taken. The chief minis-

An 11-year-old girl, Supriya Bir-mole, from Parbhani district

could not attend school regularly due to congenital heart disease. Her move-ments were very slow and she used to get tired after walking or working. Supriya’s family is below the poverty line so she did not receive any treat-ment for her heart disease. For the past six months, her condition had been deteriorating and relatives from the Birmole family admit-ted her to Terna Specialty Hospital and Research Centre in Nerul.

Supriya's treatment started under the supervi-sion of Dr. Bhushan Cha-van, a renowned paediat-ric cardiac surgeon from Navi Mumbai and Thane. Giving more information about this, Dr. Bhushan Chavan, Paediatric Car-diology Surgeon, Terna Specialty Hospital & Research cen-tre, said, “There is a blood vessel con-necting the two blood vessels coming out of the heart. This blood vessel is present in every infant in the mother's womb, but it closes after birth, but in Supriya's case connection remained opened. It is referred to as a patent ductus arteriosus (PDA).The abnor-mal opening causes too much blood to flow to the baby's lungs and heart. A small patent ductus arteriosus of-ten doesn't cause problems and might never require treatment. However, a large patent ductus arteriosus left un-treated can allow poorly oxygenated blood to flow in the wrong direction, weakening the heart muscle and caus-ing heart failure and other compli-cations. In Supriya’s case, there was

large PDA which was never treated till at the age of 11. Considering Supriya's age, we decided to perform this device procedure without open heart surgery. In this, a catheter is inserted from the thigh to the inside of the heart and the PDA is closed by an umbrella de-vice through this catheter. The PDA device was in-serted into the heart with

the help of a long tube through a hole in her leg."

Dr. Bhushan Chavan informed that the size of the PDA in this case was one centimetre. “This condition is very rare but the positive condition of Supriya's lungs made it easier for us to perform this surgery,” he added. Su-priya's health has improved consider-ably and she was sent home in 4 days.

This surgery was performed under Mahatma Jyotiba Phule Jan Swasthya Yojana implemented by the Govern-ment of Maharashtra. According to the National Family Health Survey, the infant mortality rate (IMR) in In-dia stands at 34 per 1000 live births. About 10% of these infant deaths can be attributed to congenital heart dis-eases (CHD) alone.

tor-12 are fed up with hawkers jamming the roads and the footpaths with their stalls and carts. Inspite of the anti-encroachment drives conducted by the Navi Mumbai Municipal Cor-poration (NMMC), the residents say that the hawkers come back again and block the walkable areas with their goods.

Tejinder Singh, a resident said, “When-ever there is an anti-en-croachment drive, for a day or two, the stalls and the hawkers disappear, but after that they are back again and conduct the business as before. We can see food, fruits and vegetable stalls on a daily basis. I have even complained against ille-gal use of gas cylinders on the road which can be highly risky for the pedestrians. As the foot-paths are encroached by

the vendors, the pedes-trians are forced to walk on roads, which is high-ly risky. Moreover, it constricts the roads and

there are always traffic snarls.”.

“In the last three to four years we must have complained about the is-sue more than 25 times. The stalls erected on the footpaths not only cause inconvenience to the pe-destrians but pose high risk as many vendors even use gas cylinders. As it is a prime location,

the residents come to buy essentials. Usually in the evening one can notice such stalls in the area. There is a bank in

the location. The front portion of the bank has got covered by the stalls. In fact, we have even seen people storing their goods in the ATM cabin so that their goods do not get damaged”, said another resident.

When contacted the ward officer Ashok Mad-hvi denied to comment on the issue.

Although it is just February, but mangoes have already arrived in

the APMC market, Vashi. Traders and the APMC officials say that though the quality of mangoes are better than the previous years, the sale is compara-tively less due to the increasing num-ber of Covid-19 cases in the city.

The director of APMC, Sanjay Pansare said, “Mangoes are now avail-able in great quantity in the APMC market. Each box of mangoes costs around Rs. 2,000 and can reach up to Rs. 8,000 per box depending upon the type of mangoes. Each box has around 5-9 dozens of mangoes again depend-ing on the variety of mangoes. Each day around 2000 boxes are arriving in the market from various regions of Maharashtra. Around 3,000 crates of mangoes are arriving from regions outside Maharashtra. The sale is com-paratively low and we have strictly instructed the vendors and the traders not to entertain any customer who do not follow the Covid-19 protocols. It is also mandatory for all to follow so-cial distancing in the market.”

A trader and owner of NND and Sons, Vijay Dhole said, “The qual-ity of mangoes this year, is extremely good. The mangoes are mostly arriv-ing from Devgadh, Ratnagiri in Maha-rashtra as also from South Bangalore. Crates coming from Ratnagiri have around 5-7 dozens mangoes per crate, while those coming from South Ban-galore consist of around 20 kilograms of mangoes in every crate. The prices of the crates varies from Rs. 4000 to Rs. 5500. The Karnataka mangoes which arrive in the market cost around Rs. 200 for per Kg.

Speaking about the current Covid -19 situation Vijay Dhole said, “As the Covid 19 cases are increasing, the traders are worried regarding the im-

position of the lockdown. The man-goes that we have received take 8-10 days to ripen and if the lockdown is implemented, these mangoes will get hoarded in the market godowns. We only have 8-10 days to sell per batch of mangoes before these are totally ripe. Many traders and vendors are buying only limited boxes of mangoes due to uncertainty. While the mangoes received this year are of great export quality, we are scared to even export fruits in bulk due to the fear of lock-

down as these crates might get stuck in the custom and will rot. Till now, the sale has not picked up. The mangoes that we export to Dubai and London are comparatively lesser than usual. The reason behind this is the doubling of air charges for transporting the goods via air, while for Dubai, trad-ers are using containers which take around 10 days to reach. The overall mango prices have increased interna-tionally as well. Evaluating all of these costs, the exporters are a bit worried about the mango trade.”

es, social activists have renewed their online campaign for bringing fuel under the purview of GST.

Titled #GST4petrol, the campaign has already received close to 3,200 signatures and people are actively joining in, said city-based activist B N Kumar.

“We renewed the campaign keep-ing the message simple, just remind-ing the Prime Minister Narendra Modi that he had vehemently and rightly op-posed fuel price hike when he was the opposition leader,” said Kumar. PM Modi was right that the fuel price hike would adversely impact the common man, the online petition said.

Petrol prices in Mumbai and Navi Mumbai are just Rs 2 short of the Rs 100 mark which is already prevail-ing in some other parts of the coun-

try. Nearly two third of the cost of petrol goes in central and state taxes, official data shows.

“Government af-ter government have

not been able to solve this knotty issue of fuel price rise that has cascading af-fects. It is high time the government acted. Hence we are renewing our campaign.” Kumar said.

Stating that the different high tax-es by the Centre and State have been leading to disputes and debates, Ku-mar said the only remedy is to bring fuel under GST which will ensure the maximum taxes of 18%.

Union Minister Nitin Gadkari and BJP leader Subramaniam Swami also advocated GST for fuel.

It does not need an expert econo-mist to tell you that the fuel price hike leads to food inflation immediately, Kumar said.
