He said that it clearly violated the constitutional man- date and undermined its federal structure. “Before making amendments, the Cen- ter should take states into confidence,” he said. The union Ministry of Power on Friday held video conference with state chief ministers and energy ministers to discuss the proposed Electricity (Amend- ment) Bill 2020. The video conference was attended by union Pow- er Minister R K Singh. Dr Raut pointed out that due to Covid- 19, MSEDCL had suf- fered huge financial losses and requested grant of Rs 10000 crore to bail out the company from the fi- nancial crisis. He also requested low interest rates for loans. Dr. Raut said that during the lockdown pe- riod, the Central Gov- ernment was privatis- ing the public sector units and would priva- tise the power sector by giving backdoor entries to private sector by making amendments in the Electricity Act 2003. He demanded grants for PMO Kusum Solar Agriculture Pumps Yojana under which the state govern- ment would provide 1 lakh pumps per year to the farmers. The state government would pro- vide total 5 lakh pumps in the next 5 years. During the confer- ence Mr Singh said that Government of India would ban power equip- ment manufactured by China and Pakistan and would impose 25 per- cent import duty. NAVI MUMBAI: TheMaharashtra StateEnergy Minister DrNitin Raut during avideo conference heldby the union Ministryof Power opposed theproposed Electricity(Amendment) Bill2020. He said that itclearly violated theconstitutional man-date and underminedits federal structure.“Before makingamendments, the Cen-ter should take statesinto confidence,” hesaid.

The union Ministryof Power on Friday heldvideo conference withstate chief ministersand energy ministersto discuss the proposedElectricity (Amend-ment) Bill 2020. Thevideo conference wasattended by union Pow-er Minister R K Singh.

Dr Raut pointedout that due to Covid-19, MSEDCL had suf-fered huge financiallosses and requestedgrant of Rs 10000crore to bail out thecompany from the fi-nancial crisis. He also

requested low interestrates for loans.

Dr. Raut said thatduring the lockdown pe-riod, the Central Gov-ernment was privatis-ing the public sectorunits and would priva-tise the power sector bygiving backdoor entriesto private sector bymaking amendments inthe Electricity Act 2003.

NAVI MUMBAI: Witha view to ensuresmooth and disruptionfree services duringensuing monsoonwhich presently arerestricted to 350 spe-cial trains as of now,Central Railway (CR)has undertaken vari-ous measures as part ofits preparations acrossits expansive suburbannetwork (Main, Har-bour and Trans-Har-bour Lines). This in-cludes removal ofmuck, cleaning cul-verts and drains, trim-ming trees, scanningboulders, provision ofhigh powered pumps atlocations vulnerable forwaterlogging, provisionof multi-section digitalcounters etc.

Taking advantageof the lockdown duringmonth of April & May,CR Mumbai Divisioncarried out monsoonprecautionary mea-sures on its suburbannetwork as well as inghats thoroughly. Thedetails of measures forensuring uninterrupt-ed services on its sub-urban section are de-tailed below:A) More No Of Higher Pow-ered Pumps:

CR has identified17 vulnerable locationsfor waterlogging dur-ing heavy rains andprovided more than 140pumps (Both by Rail-ways and by MunicipalCorporation of GreaterMumbai). This year thecapacity of pumps andnos. of pumps were in-creased at flood pronelocations to avoid flood-ing. The locations iden-tified on mainline areMasjid, Mazgaon yard,Byculla, Curry Road,Sion, Kurla, Vikhroli,Ghatkopar, Nanipada,Thane, Dombivali, onHarbour line are Se-wri, Vadala, Chunab-hatti, Koparkhairane

and on mainline to-wards southeast aresubway at Kms 65/7-8,Subway at Kms 75/1-2.B) Desilting of Drains:

Around 113 Kms ofdrains were de-siltedand cleaned 113 Kms ofdrains.C) Cleaning of culverts

Cleaned 77 culvertson its suburban sec-tions, 55 culverts on itsMainline and 22 cul-verts on its Harbourline.D) Important nallah clean-ing

Major being Be-tween Ghatkopar andKanjurmarg, Ghatko-par and Vikhroli andKurla Terminal.E) Ghat Section – Boulderscanning and dropping

Inspection, Boulderscanning was done onits North East Sectioni.e. between Kasaraand Igatpuri, 18 Tun-nels were inspected, 40no. of boulders havebeen identified anddropped. Moreover, 50Watchmen are beingdeployed at 14 locationsand 75 Patrolmen arebeing deployed at 7beats to keep watch24×7 and to avoid anydisruption to traffic.

On its South EastSection i.e. betweenKarjat and Lonavala,

52 Tunnels were in-spected, Boulder scan-ning was done. More-over, 74 Watchmen arebeing deployed at dif-ferent locations and 54Patrolmen are beingdeployed at identifiedbeats to keep a watch24×7 and to avoid anydisruption to traffic.

Another innovativeinitiative is the con-struction of Tunnelportal extensions oftunnel no. 48 & 31 inSouth East Ghat sec-tion. This will preventthe falling of Boulderson Track.F) Capacity augmentationof the waterway

Pipe pushing viamicro tunnelling be-tween Kurla andVidyavihar stations,two pipelines with 1.8metre diameter of 70-metre-long have beenpushed taking advan-tage of the lockdownincreasing the capaci-ty of culvert. Augmen-tation of waterway ofexisting bridge with in-sertion of RCC Boxesbetween Vadala andRaoli section will in-crease the waterwaycapacity. Similarly, thewaterway is augment-ed at Tilak NagarBridge with insertion

they are instead violat-ing the social distanc-ing norms during Cov-id-19 period. How canthe strict implementa-tion of lockdown in thecity will yield the de-sired result if the socialdistancing norms arefreely flouted by theleaders themselves?”

“The NMMC chief isinitiating various mea-sures to bring down thecorona positive cases.The civic body has beenurging the residents tostrictly follow theguidelines and cooper-ate with the officials. Insuch a scenario, is itnot the duty of theelected representativesto follow the guideline?”asks Varsha Menon, aresident of Sector 46,Nerul.

Online 'Gurupurnima Festival' organisedjointly by Sanatan Sanstha and Hindu

Janajagruti Samiti in 11 languagesNAVI MUMBAI: 'Gurupurnima Fes-

tival' is organised jointly every yearby Sanatan Sanstha and Hindu Jan-ajagruti Samiti throughout the coun-try. This year, the festival will becelebrated online on the auspiciousday of Gurupurnima on 5th July2020, as per the directives of theGovernment.

The 'Online Gurupurnima festi-val' will be telecast in the evening of5th July in 11 languages – English,Hindi, Marathi, Gujarati, Punjabi,Bengali, Oriya, Telugu, Kannada,Tamil and Malayalam. Sanatan San-stha appeals that everybody shouldaccrue the benefit from these festi-vals. The festival includes ShriVyasa-pujan, Shri Guru-pujan,alongwith invaluable guidance onspiritual practice and 'Duties of Hin-dus during the adverse times andestablishing Dharma-based 'HinduRashtra (Nation)'.

“Guru is sagun (Materialised) formof nirgun (Non-materialised) God. Only

because of Guru's grace, a disciple getsliberated from the cycle of birth anddeath and attains Moksha. To get be-stowed with such Guru in our life, thespiritual practice needs to be per-formed with the intense yearning,”said a member of the Sanstha.

NAVI MUMBAI: Thepower supply by theMaharashtra StateElectricity Distribu-tion Company Ltd.(MSEDCL) in Raigaddistrict which was com-pletely disrupted dueto cyclone Nisarg hasfinally been restored.Energy Minister Dr.Nitin Raut had in-spected Raigad districtand directed MSEDCLto restore power supplyas soon as possible.Also, Principal Secre-tary Energy andMSEDCL Chairmanand Managing DirectorDinesh Waghmarehimself visited thearea twice and re-viewed the work inprogress.

Due to the cyclone,the power supply wascut off to villages inRaigad district.MSEDCL employeesworked day and nightto restore power supplyto 1829 villages. Shri-vardhan was the hard-est hit by the cyclone.A huge tree fell on thehigh-pressure line,

Since Shrivardhan’sVahini comes from forestand hilly areas, remov-ing the fallen tree on thisVahini and erecting this

Executive Engineer,with the help of Wagh-panjan and his team,were able to restorethe power supply ofShrivardhan Incom-ing Feeder. 160 high-

pressure poles, 88DTC, 1315 low-pres-sure poles passingthrough the feeder toBagmand in Shri-vardhan had col-lapsed. MSEDCL hassucceeded in re-light-ing the villages of Ar-athi, Bhatti Mal, Jas-wali, Ranwali, Bap-wan, and Bhotsa bycompleting 50 percentof the work.

In Swachh Survey2019, NMMC wasranked seventh in the

country and numberone in Maharashtra.

The results ofSwachh Survey2020 are yet to bea n n o u n c e d .NMMC has re-ceived a 5-star rat-ing in the catego-ry of waste-freecities announcedthis year. NaviMumbai is the

The course aims atenhancing the knowl-edge, skills and compe-tencies of primary carephysicians to identifyand manage commonmental disorders. 143primary care physiciansfrom 17 states haveregistered for the firstcycle of the coursewhich is conductedonline. 65% are MedicalGraduates (MBBS),while the remaining35% are Post-Graduatesin various specialties.Participants have anaverage clinical experi-ence of 16 years. 79% ofthe attendees are fromthe private sector, 17%from various stategovernments and 4%from the centralgovernment. Change, they say, isthe only constant – aninevitability that we of-ten have no control over.Yet, most of us dreadchange because itshakes us out of ourcomfort zone and plac-es us in an unknownspace that we are unfa-miliar with. We havecocooned ourselves in alittle shell, and we areafraid to flutter ourwings and explore theworld outside. Our shellmakes us feel secureand protected, while theoutside world instils inus a sense of fear.

This fear is almostinherent in us from ourearly childhood. When alittle child goes to schoolfor the first time, it criesfor the first few days.Separation from one’sparents, away from theknown surroundings ofits home to a new placewith unseen faces – thevery thought of thesechanges causes anxiety.But children are resil-ient, and within a cou-ple of weeks, the childadapts to an entirely dif-ferent routine, and be-comes habituated to theplace and people. As thechild develops affectionfor the teachers andmakes friends, it startsenjoying going to school,

Like children, wealso eventually learn toadjust to changes, espe-cially when we havelimited choice but toadapt. What makeschange difficult is notthe change itself butthe mental blockagainst change. “Butwe have always done itthis way,” is the oneline that prevents us

Theminute we start believ-ing that the old meth-od of doing things istried and tested, andtherefore the best, werestrict ourselves fromtrying out somethingnew. It could be some-thing as simple as try-ing out a cuisine thatwe have never been ex-posed to before, or ascomplicated as a newtechnology that is beingintroduced in an orga-nization – or even, as inthe current scenario,taking charge of thehousehold chores thatwe had outsourced toour domestic helpers.

The progress wehave been able to

achieve today in everyfield would not havebeen possible had weresisted change. Whatstops us from reachingour potential is fear –fear that we will fail,fear that we will not beaccepted or appreciated,fear that others willcriticize or mock us,fear of what lies ahead.The negative thoughtsin our mind and ourown lack of confidencelead us to distrust

change and perceive itas threatening.

The only way toembrace change is toalter our perception andkeep an open mind.The key is to focus onthe positive and look foropportunities instead ofgetting overwhelmedwith the problem. If wecan believe that there isa silver lining in everycloud and search for it,we may be able to finda rainbow. Initially, wemay face challenges indealing with change,but eventually everychange becomes a ‘newnormal’.

Gurupurnima is ourtraditional festivalsince thousands ofyears. It is celebratedon Jayanti of Bhagwan

Vedvyasa i.e. on AshadhPurnima. He was theson of the sageParashar and the fish-erwoman Satyavati. Hewas born on an islandand that is why he isalso known as Davai-payana Krishna. Vedasare not the books writ-ten by any one. Therishi’s who did penancesaw the truths of exist-ence. They are seers ofTruth. These Mantrasare seen and heard bythem and are passed onto their disciples. TheseMantras are called "Ve-das". The gravitationalforce was in existenceeven before Newton dis-covered it. And it wouldcontinue even after weforget about it. Thus,Vedas were alwaysthere. The Rishi’s sawit and then passed it onto their disciples. Vedasare Apaurusheya. i.e.they are not man-made.

Many rishis had re-ceived these Mantras.Vedavyasa collected allthese Richas (Mantras)called as Samhitas andedited them in four Ve-das with variousbranches. The four Ve-

This festival is toremind us to be grate-ful to all the Gurus andto revere them whohave taught us some-thing or other of value

in our life. This festivalis to remind us that ourfamily also should pro-tect at least someknowledge, tradition,Vidya etc. This festivalis also to see the good,divine in others andlearn from them.

Chaitanya - Con-sciousness expresses asvarious Samashtis.Thus, the expandingform of an individual isfamily. Do not thinkthat the family is col-lection of few people. Itis the consciousnesswhich has manifestedas family members.The expanding form offamily is society, theexpanding form of a so-ciety is nation, the ex-panding form of nationis the whole existence.

Thus, we are all in-terconnected interrelat-ed and interdependent.Atman is same for allof us. We come acrossGurus – some just in-dicate this fact. Someexplain it. Some moti-vate us to live accord-ingly. Some Gurus caneven guide us to realizeit. Since birth our par-ents, grand-parents,teachers, saints, etc.are indicating thisgrand truth to usthrough simple practic-es in our homes, orthrough literature. Forexample, mother teach-es the child to do nama-skar to elders, teach-

ers, cow, trees, etc. thatis the living beings. Shealso teaches the child tobow down to inanimatethings like books, food,equipments etc. Whatare such practices inour homes which indi-cate to the child thatthis charachar (ani-mate and inanimate) isdivine?

Many a times weare caught up in thedarkness of depression,self-pity, ignorance,selfishness, Dehabud-dhi, ego etc. At suchtimes whosoever helpsus and guides us to beout of it and opens oureyes to the reality, thatGuru could be eitherparents, grandparents,friends, siblings, teach-ers, neighbours etc.They are our Gurus. Ifwe are haughty thenwe do not learn even ifNarayana himselfcomes to teach us. Whatare such occasions inour life that someoneguided us very well andopened our eyes? Let usshare those experienc-es and pay our homageto them.

The shloka gurur-brhama, gururvish-nu…. means both waysi.e. Guru is Brahma,Vishnu, Mahesh. Guruguides us to God, thusGuru is God. But it alsomeans that God is ourguru. In this IshvariyaKarya – the nation-building work that wehave undertaken, Godguides us. Thus, inVivekananda Kendra,Ishvara is chosen asGuru and not any hu-man being. Pranav isconsidered as the bestexpression for Ishvara.All the Hindus cancome to Omkara.

Therefore, Omkarawhich is considered asthe best name for Ish-vara by Patanjali (ta-sya vachak: pranav:) isGuru is VivekanandaKendra. It means whatthis whole divine tradi-tion of our Gurus,Acharyas, saints is re-membered, revered andgiven respect allthrough the year andwe work to take aheadtheir work. On the dayof Gurupurnima, weremind ourselves thatIshvara who pervadesthe Charaachar teach-es us through all thosearound us. We canshare that what all welearn from thosearound us. It can behuman beings, it can beanimals, birds, treesand even inanimatethings.

Gurupurnima is aday when we tune our-selves to receive theteachings of the Guru –Ishvara – from the wholeuniverse. This humilityto learn from others, thisreadiness to learns fromothers purifies our mindto see Ishvara every-where. It also inspires usto work as the instru-ment of Ishvara for rais-ing the humanity. Theservice, fulfilling of Day-itvas thus become thepooja and Aaradhana ofIshvara – Vibho TavAaradhanam As-madiyam.

This characharwhich is imbued by Ish-vara can teach usmany things. Let ustake a Sankalpa thatfrom Charachar, I shalleveryday learn some-thing.

Roads in dire straits againThe monsoon has arrived and with this has begun the several

woes, the foremost being the condition of the roads. It is a wellknown fact that every year during monsoon, the condition of roadsbecomes pathetic. Just few spells of heavy showers are sufficientto wash away the wearing course of the roads, exposing the un-even base course to the vehicles. With already rutted and pot-holed roads especially in the developing nodes of Koperkhairne,Turbhe, Ulwe and Ghansoli, it is hardly difficult to imagine thecondition and the riding quality of road after they take the beatingfrom monsoon. Although NMMC has undertaken repairs of roadsin certain stretches and concreting of roads and junctions at oth-ers, but the works are still in progress, far from complete.

The quality and quantity of infrastructural facilities of a city isthe barometer for assessing its development. It is not only indic-ative of economic progress, but also aids it. It helps in startingdevelopment process as well as in sustaining the growth rate. Oflate, we have also realized the importance of inter connectivitythrough roads. The golden quadrangle project, the expresswaysand the free ways being planned and constructed are evident ofthe realization of this fact in our country too. The paved roads withgood riding quality not only facilitate uninterrupted movement ofvehicles, but also help in saving the vehicle operational cost. Thisis all the more significant from the point of view of energy conser-vation and saving the already meager and fast depleting irreplen-ishable petroleum resources. Unfortunately, in Navi Mumbai thepicture on this front is not very rosy. In spite of being a well-plannedcity, developing the road network has been completely ignored bythe development authorities for Navi Mumbai. To make the mat-ters worse, the existing road network is also not being maintainedproperly. Inspite of repeated requests by the residents includingagitations by the angry commuters, no care is being taken in thesepast years to improve the riding quality of roads. Roads with poorriding quality also cause distress in the vehicles besides increas-ing the vehicle operational cost. Although quite a large amount isearmarked every year in the budget for the maintenance of theroads, but going by the quality it is evident that these funds arenot being effectively utilized. One of the major reasons for poorroads is that they are frequently dug up by the service providerslike MTNL, MSEB and other private companies for laying cablesand pipes. Presently, NMMC has undertaken the work of layingnew sewerage pipeline. However, even after the completion ofwork, the roads are not restored and there remain patches of un-finished work.

Similarly at several places although drains have been de siltedbut the silt has not been disposed off and has been dumped on thepavement. It shall again find way into the drains with the first heavyshowers nullifying the efforts, apart from in fructuous expendi-tures incurred.

It is high time that NMMC realizes its role and becomes ac-countable to the people from whom it collects huge revenues byway of hefty taxes. Its working has been noticed to be dubious,without providing value for the money spent. Poor quality worksand unwanted works are carried out in the name of booking ex-penditure and the priority works are forgotten leading to poorstate of affairs during monsoons every year.

ULWE: A retired offi-cial from MaharashtraState Electricity Boardon Friday, 3rd July,2020 with the help ofpolice, fire brigade, keymaker and society se-curity guard rescuedand saved a baby eaglewhich was stuck on the13th floor of the lockedflat in Bhagwati Impe-ria Building in Ulwe onThursday, 2nd July,2020 at around 11pm.

Speaking with theNewsband ShashikantSurwade, the retiredSuperintendent Engi-neer from MSEB and aresident of Ulwe Bhag-wati Imperia societyinformed, “On 2nd July,2020 I noticed a babyeagle stuck on the 13thfloor of the locked flat.The bird was stuck inthe gallery and wasunable to jump vertical-ly. The bird was jump-ing horizontally andwas injuring itself morein the process. I in-

formed the owner of theflat and also the build-er. However, there wasno response from theowner.

From 11pm on 2ndJuly, the good Samari-tan tried various meansto rescue the bird buthe failed. In the morn-ing on 3rd July, 2020 at

around 6am, he calledmany bird lovers butthere was no response.“I contacted aroundeight bird lovers’ organ-

isations from google butgot responses only fromtwo organisations. Ofthese one was a veteri-nary hospital and theother said that they are

involved in human be-ing welfare,” says Mr.Surwade, who then de-cided to carry out therescue operations him-self. On the advice fromsome of the societymembers, he contactedthe police officials andthe fire brigade. Bothpolice and fire brigadereached the spot andthey started the rescueoperation. Both fire bri-gade and police went onthe 14th floor of thebuilding but they wereunable to get the access.Finally, they called thekey maker and openedthe flat and rescued thebaby eagle. “It was heartwarming sight to see thebird flying,” happily re-marks Mr. Surwade.
