Metro’s Technical Recommendation
23
Rationale for PCH to 405 EAP
• The comparative score is significantly higher
than the other candidates.
• Potential bottleneck relief and congestion
reduction are the most significant factors.
• As an EAP, it is likely the most competitive 710
segment for grant funds, like TCEP.
• The segment arguably provides the best value,
even if down-scoping is required by funding
limitations.

GCCOG Staff Recommendation*
a. Recommendation to support the 710 Early Action Freeway Segment, from PCH to I-405, as recommended by Metro.
b. Recommendation to fund the design and construction of the following improvements, made up of freeway and non-freeway funds, for a maximum amount of approximately $100 million, in Measure M funds, specifically focused on regional mobility, including the following corridors:
i. Atlantic Corridorii. Florence Avenue Corridor iii. Other’s as identified by the TAC
c. Recommendation to allocate $3 million in seed funding to the Community Health Benefits Program (CHBP) with subsequent funding to continue by requiring projects implemented with these funds to contribute 1.5% of the construction amount.
d. Recommendation to fund up to $20 million in Active Transportation Projects, with the specific nexus to the I-710 project, including the Humphries Ped Crossing in East LA, as a high priority.
e. Recommend to support the 710 Integrated Corridor Management Program (ICM) , as approved by the TAC.
f. Recommend to support the 710 Clean Truck Program.
*It should be noted that the GCCOG will work to leverage addition non-Measure R/M funds for all of the subsets within the overall recommendation.

What is Integrated Corridor Management?
29
Improves transportation by integrating various systems
together, so that partner agencies can manage the
transportation corridor as a unified system.
ICM Project Study Area
30
• I-710 from SR-91 to SR-60
• Atlantic Ave, Garfield

• Connecting Roads to
Freeway Ramps
• Existing Traffic Systems– 12 cities
– Unincorporated LA County
– Caltrans

Integration and
Coordination
I-710 ICM• System Integration
• Incident Response
Planning
• Information Exchange
• Unified System
• Multi-agency Coordination
What will ICM do for I-710?
32
• Latest technology along
parallel streets and freeway
• Proactive response to
incidents and collisions
• Manage traffic on streets
more efficiently during
incidents
• Reduce secondary crashes
that occur due to incidents
Example of ICM
33
• Fatal Crash on I-710, freeway is closed
one direction
• Cars and trucks use Google and Waze
to navigate around incident, sometimes
on residential streets
• Local intersections cannot handle the
amount of traffic
• Freeway opens one lane 6 hours later,
with residual congestion still on streets
Example of ICM
34
• Latest technology will have
ability to:
– Determine what intersections
and direction of travel are
congested
– Change plans at intersections
• Guide cars back on to the
freeway past the incident, and
off city streets
• Provide information to
travelers if they want to take
other modes
ICM Project Benefits
35
• Optimizes the I-710
Corridor operations
• Improves travel through
the corridor
• Enhances incident
response and safety
• Builds multi-jurisdictional
relationships
Next Steps
36
• Regular updates at I-710 Technical Advisory Committee
Meetings
• Work closely with the COG, cities, LA County, and Caltrans
• Updates at I-710 Corridor Community Meetings

710 Clean Truck Program: Scope
38
The 710 Clean Truck Program (CTP) was added into the 710
environmental document as a Programmatic Element based on strong
community support.
• Leverage additional investment to support cleaner air quality for
corridor communities
• CTP to be implemented by 2035 along with overall 710 Project
CTP scope:
• Deploy 4,000 Near Zero-Emission (NZE) or Zero-Emission (ZE) trucks
• Fueling and charging stations for NZE/ZE trucks
710 Clean Truck Program: Parameters
39
Additional 710 CTP parameters as described in 710 Project EIR:
• Technology neutral: NZE or ZE. NZE/ZE minimum standards are as follows:
• ZE: Use SCAQMD/CARB zero-emission technology definitions
• NZE: At or below NOx standard of 0.02 grams per brake horsepower-
hour (g/bhp-hr NOx)
• Focus on Class 8 Heavy Duty Trucks that travel frequently on I-710
• To ensure benefits of 710 CTP helps 710 Corridor communities, trucks
funded through CTP must meet minimum VMT (vehicle miles travelled)
requirements for travel within the 710 Corridor for a period of ten years
– Compliance assessed annually through a GPS-Based Automatic Vehicle Locator (AVL) or similar system
710 Clean Truck Program: Development
40
Developing the 710 CTP:
• Metro Board policy: 710 CTP will demonstrate a progressive transition from NZE to ZE as technology matures for deployment
• Metro has convened a Countywide Clean Truck Initiative working group to discuss the development of the 710 CTP.
• Metro will host additional discussions with stakeholders and convene a 710 CTP working group structure the 710 CTP and bring a recommendation to the Metro Board.
Proposed schedule:
• 710 CTP working group meeting: February 2021 (Date TBA)
710 Clean Truck Program: Items to be Discussed
41
Items to discuss as part of 710 CTP Working Group meetings:
• Administration: Identify / contract with Program Administrator
• Development of phases of the 710 CTP for implementation:
• NZE / ZE / infrastructure; schedules; etc.
• Leveraging Metro’s $50 million commitment to secure more funding
• Funding Structure: incentive funding, leasing, etc.
• Program compliance, enforcement, methods to track and record VMT within the 710 Corridor
• Guidelines for program elements
• Quantification of air quality benefits for reporting to public
• Equity considerations (local/targeted hiring, etc.)

710 Clean Truck Program: Community / Equity Conversations
43
Metro seeks community engagement to ensure 710 CTP supports cleaner air
quality and better quality of life for 710 Corridor communities.
Staff has begun outreach with equity-focused community groups and
advocates to discuss the 710 CTP:
• Met with Coalition for Environmental Health and Justice (CEHAJ) in
February 2020 and April 2020
Staff will continue to engage Metro Executive Officer for Equity and Race in
development of the 710 CTP. Goal is to develop equity considerations for
inclusion in the 710 CTP.
Upon Board approval of the Goods Movement Strategic Plan (January 2021)
staff will move forward with these discussions.
Equity Conversation starting point:
How can the 710 CTP provide the greatest relief from toxic diesel emissions
as soon as possible for affected communities?
