The victim, Paramesh Kumar (38) ran a kabab centre near Meenakshi Bar on 40 Cross, 22nd Main, Jayanagar 4th T Block. The accused, Sharath alias Katu (25) and Ravi alias Sade Ravi (28) and othe2rs, had come near Paramesh’s Kabab Cen- tre around 9 last night. During the conversation he advised them that since they already had police cases booked against them they should reform their ways. But the criminals took umbrage and stabbed Paramesh in the chest with a dag- ger.A severely injured Paramesh died on way to the hospital . D L Harish Bangalore Beat Bureau Bangalore: There will be no new chief min- ister in the state till July 31, though the BJP central leadership had said yesterday that the replacement for the “outgoing” chief miner would be announced today. The BJP is a beehive of confusion on Day 2 of the political crisis that was triggered by the Lokayukta report on illdgal mining. The main reason for the indecision is the number of claimants for the top post in the state. These different groups have been holding their own meetings in different parts of the city to garner support. As of now, there is MP D V Sadananda Gowda, party national general secretary Ananth Kumar, party state president K S Es- hwarppa, rural development and panchay- at minister Jagadish Shettar, while Yeddyu- rappa is backing the candidature of his trusted aide and energy minister Shobha Karandlaje. There are also indications that Yeddyu- rappa though had announced yesterday that he would relinquish the post on July 31 once the inauspicious Ashada month gets over, he is trying to hang on to the chair. He has been talking to party leaders for sup- porting his claim for continuation. He has been holding consultations with legal experts on the implications of his continuing in the position with the Lokayukta indicting him in the illegal mining scandal. Sources in the par- ty told Bangalore Beat that close to 60 MLAs have been supporting the chief minister. The wily politician that he is, Yeddyurappa is also thinking of splitting the party and is struggling hard to get the support of 79 MLAs to escape the provisions of anti de- fection law. Yeddyurappa is also said to have the support of 15 MPs. Tourism minister G Janardhana Reddy has conveyed to the party central leaders that the government may fall if Yeddyurappa is re- moved. BJP secretary and Karnataka in-charge Dharmendra Pradhan is being flooded with requests from all sides. Though he arrived in Bangalore yesterday, he has not been able to gauge the mood of the workers, nor the way ahead in choosing a replacement for Yed- dyurappa. Amidst this state of flux, the BJP Legisla- ture Party meeting that was scheduled to be held in Vidhana Soudha at 11 am today was postponed till 4 pm. Ananth Kumar, former national party president Rajnath Singh and party national general secretary Arun Jaitley have arrived in the state to take the crucial de- cision. Even if the leader is decided it would not be revealed immediately. The “sealed en- velope”, the culture of Congress, would be taken to Delhi. Yeddyurappa has been demanding the po- sition of party president, which will be quite powerful. But the central leaders are not too keen to accept the demand. They now want to anoint a Lingayat leader to the chief min- ister’s position, possibly Shettar, so that his chances are stymied. If Shettar becomes the chief minister, then the deputy chief min- ister’s position, which would be created now, could go to Sadanand Gowda. In that case, the party president could go to a Vokkaliga leader. The choice has been now narrowed down to either Gowda or Shettar for the chief minister’s post. The deputy chief minister’s post has been created to pacify dif- ferent sections of the party. Hegde: Effective body must to control corruption Bangalore Beat Bureau Bangalore: An effective mechanism and organ- isation should be put in place both at the Cen- tre and state to prevent corruption. Otherwise, it will be too dangerous to control in the future, said Lokayukta Justice Santosh Hegde here this morning. Address media persons at the Bangalore Press Club, he said, “Today, corruption has spread its tentacles wide and reached high places. Cor- ruption has become an epidemic. It cannot be cured, but can certainly be prevented if action is taken effectively.” The main purpose of the Lokayukta office is to serve the people and to prevent corruption, he said. “Corruption is not limited to the government sector any more. P 4 Chandolia drags Radia, corporate leaders in 2G case New Delhi: R K Chandolia, former aide of ex-Telecom Minister A Raja, today sought implication of corpo- rate leaders and lobbyist Ni- ira Radia in the 2G case as ac- cused, saying they had par- ticipated in the alleged “covert deal” between the Tata group and Kalaignar TV. The counsel for Chandolia told a Special CBI Judge O P Saini that Aseervatham Achary, an alleged associate of Raja, had allegedly conspired to bring Kalaignar TV on a Tata Sky DTH bouquet by acting as a conduit between Raja and Radia. “During the conversation when Niira Radia referred to the deal, no where does Achary ask her what was she talk- ing about. This shows that he (Achary) was well aware of the deal between Kalaignar TV and Tata being pursued by Raja. “Going by this, Tata, Ra- dia, Achary and Kalaignar TV all should be made ac- cused in the case. Tata and Radia are big people and CBI cannot touch them but why not Achary,” advocate Vijay Agarwal appearing for Chandolia said. Gangadhar Pujar NO GROUPISM IN BJP, SAYS ESHWARAPPA Bangalore: There is no confu- sion in the state BJP as all the leaders are united and commit- ted to accept the central leaders decision on electing the new BJLP leader, said state BJP pres- ident K S Eshwarappa this morn- ing. Reacting to the media reports about groupism in the party and many being in the race for the CM’s post, Eshwarappa said “ours is a well disciplined party and our leaders will abide by the decision of central leaders. We don’t have any difference or dis- pute regarding naming of the new CM,” he said. “Today our national leaders Aruj Jaitley and Rajnath Singh are arriving in Bangalore to par- ticipate in the legislative party meeting scheduled to take place at 4 pm today. By taking the opinion of all the legislators and also after consulting B S Yed- dyurappa, a new leader will be elected.” When asked whether he is also in the race for the chiefmin- istership, Eshwarappa said that is left to the decision of the par- ty. “As of now I cannot tell or speculate. Electing the new leader is the issue in front of us and the central leadership will decide who should lead the gov- ernment.” Meanwhile, Bangalore North MP D B Chandre Gowda said al- ready the Lokayuktha report has been leaked even before submitting to the government. Chandre Gowda held a meet- ing of state BJP MPs at Ku- marakrupa Guest House this morning and the MPs have de- cided unanimously to back Yed- dyurappa urging him not to quit under any circumstances. Addressing the media after the meeting, Chandre Gowda said the Lokayuktha report has not mentioned involvement of Yeddyrappa in illegal mining. The high command should have asked the opinion of legislators before taking the decision to change Yeddyurappa. All the 14 MPs have appealed to Yeddyurappa not to resign from the CM’s post. BSY TO BE CONSULTED ON SUCCESSOR: RAJNATH New Delhi: Senior BJP leader Rajnath Singh today said the new state chief minister would be elected through consensus and outgoing CM B S Yeddyurappa too would be consulted. “We will talk to all the senior leaders there, including Yed- dyurappaji, and will try to select a leader based on consensus,” Singh said before arriving in Bangalore. “He is a senior leader of the state and will definitely partici- pate in the talks,” Singh said about Yeddyurappa, who was yesterday asked by central BJP leadership to put in his papers immediately after he was indict- ed by the Lokayukta in connec- tion with illegal mining. When asked whether the new chief minister would be a legislator or an MP, Singh said, “I can’t say anything right now.” Over 12 hours after the BJP directed him to quit immediate- ly, Yeddyurappa announced that he would resign July 31 and work for the party. Semicon revenueto reach $15b

by 2015: Gartner

Driven by increasing con-sumption of mobilephones, computers and

LCD televisions, India’s semi-conductor revenues are expectedto reach $15 billion by 2015, re-search firm Gartner said.

Consumption is projected totouch $8.2 billion in 2011, a 15.5per cent increase from $7.1 billionin 2010, Gartner said in a state-ment.

Going forward, consumptionis projected to grow at a com-pound annual growth rate ofover 15.9 per cent to reach nearly$15 billion in 2015, it added.

“Changing demographics, in-creasing consumer affluence,economic growth and favorablegovernment policy continue todrive the electronic equipmentmanufacturing industry in In-dia,” Gartner research directorGanesh Ramamoorthy said.

Numerous global electronicequipment manufacturing com-panies have set up productionfacilities in India to take advan-tage of the growing domesticmarket and to cater to neigh-boring markets in the region, headded.

The communications electron-

ics segment, which includes mo-bile phones, wireless LAN, publicswitching and other communi-cations infrastructure equipment,is expected to account for thelargest chunk of nearly 52 percent of India’s semiconductorconsumption in 2011.

This will be followed by thedata processing electronics seg-ment comprising desktop com-puters, laptops, monitors andstorage equipment, with abouta 26 per cent share of total semi-conductor consumption.

“Given the low penetrationand the growing demand for keyelectronic equipments such asmobile phones, desktop and lap-top computers and LCD TVs, webelieve the Indian market willbe able to easily sustain highgrowth rates in the comingyears,” Ramamoorthy said.

As a result, India’s semicon-ductor consumption is expectedto grow at the fastest rate acrossthe globe through 2015, he added.

“Through 2015, nearly three-fourths of India’s semiconductorconsumption will be accountedfor by these three electronicequipment segments,” Ra-mamoorthy said. PTI

Hegde: Mining network is like mafia in Bellary

Bangalore: Lokayukta Justice SantoshHegde today said a ‘‘mafia-like’’ networkexisted in Bellary where the Reddy broth-ers, who are ministers, have influenceand illegal mining there was like a “singlewindow corruption system”.

A day after he submitted his reporton the mining scam which has led theBJP leadership to ask for chief ministerB S Yeddyurappa’’s resignation, Hegdealso said his government’s track recordtowards his reports and recommenda-tions was “very, very poor”.

“As compared to other States, theLokayukta Act is much more powerfulin Karnataka, but all this (act in Kar-nataka) is recommendatory (in nature).It (the state government) never acceptedor implemented,” Justice Hegde, a formerSupreme Court judge, said.

He said many of his suggestions madein his interim report on illegal miningsubmitted in December 2008 to “straight-en up the system” was not acted upon.

In the latest “export-centric” report,Hegde said the Lokayukta has uncovereda “mafia-like thing” network in Bellaryand adjacent districts.

“You compulsorily have to give 40-45 per cent of your produce and they(big people) will take the entire respon-sibility of transportation to whicheverdestination you choose”, he said, in anapaprent reference to Reddy brothers,and termed it as “single window cor-ruption system”. The Reddy brothers,who are mining magnates and havetremendous influence in mine-rich Bel-lary district, are among others who havebeen indicted by the Lokayukta.

He said the suffering of ordinary peoplein Bellary because of large-scale illegal

mining was “heart-rending”.Hegde said in the report, there is a

mention of certain three-four companiesopened in different countries, includingSingapore. Asked if these companies be-longed to Reddy brothers – ministersJanardhan and Karunakara – Hegdesaid: “Yes, yes”.

The Lokayukta has recommended thatthe issues of “foreign exchange evasion”mentioned in the report be referred tothe enforcement directorate for a probe.

On the extent of foreign exchangeevasion that is mentioned in the report,

he said: “We have not calculated because(the) material (exported) is under-in-voiced as also under-valued and this isvery easy to calculate because recordsshow what’s the value and what’s thequantity gone...equivalent to that, moneyhas not come back”.

On BJP central leadeship asking Yed-dyurappa to resign in the wake of hisreport indicting him, Hegde said he hasnothing to say on that.

“I am not a politician”, he saidHe said five Lokayukta officials worked

on the report for 11 months without a

holiday and sometimes sitting up as lateas 2 am.

“You can imagine if you have to scanthrough 40 lakh entries to find which isrelevant for the report.... four lakh records(examined)”, Hegde said.

Asked if his decision to send a copyto governor H R Bhardwaj was taken atthe last minute as indications given byhim earlier was that he would submitthe report only to the government, Hegdesaid: “That was because I was givingevasive answer. I did not want to disclosethat (earlier).” PTI

Oral cancer programme heldBangalore: The Narain Sewa Sansthan, in asso-ciation with the Indian Dental Association, con-ducted an interactive health awareness programmeon "oral cancer detection & tobacco control" onTuesday on the premises of Visvesvaraya Industrialand Technological Museum to educate the peopleand visitors about the adverse effects of tobaccoin various forms.

The programme was held on the occasion of46th anniversary of the Visvesvaraya Industrialand Technological Museum.

Dr Padma K Bhat, head of department publichealth dentistry and head of Narain Sewa SansthanScientific Committee, spoke on hazardous effectsof tobacco in both smokeless and smoke form.She said the country is recording maximum num-ber of oral cancer cases every year.

Dr Sachin Sinha, secretary, Narain SewaSansthan and IDA member, said 43% of cancerdeaths are due to tobacco, diet and infections.Tobacco also causes cancer at many sites, includingthroat, mouth, liver, bladder and kidneys.

A documentary film based on brushing tech-nique was shown at the auditorium. People wereadvised to use pastes containing fluoride and asoft brush.

Those from the audience were referred to NarainTobacco De-addiction Centre, approved by the

Indian Dental Association for free counselling,consultation and treatment. A display board de-scribing the ill-effects of tobacco was donated tothe museum.

BPLR, base rate

Bangalore: Canara Bank has re-vised its base rate upward by 50basis points from 10.25 per centto 10.75 per cent with effect fromAugust 1.

The Bangalore-headquarteredbank has also revised its Bench-mark Prime Lending Rate (BPLR)upward by 50 basis points from14.50 per cent to 15 per cent, itsaid in a statement today.

Deposit rates have been re-vised upward in the range of 25basis points to 150 basis pointsfor various maturities.

The revision by Canara Bankcomes two days after the RBIhiked key short-term lendingand borrowing rates by 50 basispoints to contain inflation, whichis nearing the double-digit mark.PTI

Karunakara: Hegde must tender public apology

Bangalore: Lokayukta JusticeSantosh Hegde has to apologisein public for carrying false in-formation about me in his secondand final report on illegal mining,said revenue minister G Karunar-ka Reddy here this morning.

Attacking Justice Hegde fornot checking his facts before ap-proving the report, KarunakaraReddy said, “I have been men-tioned in Chapter 8 of the reportas being the director of Obula-puram Mining Company. Butwhat he should have checkedwas that I resigned from the poston February 12, 2004 and nolonger hold that post.”

“Through such claims, theLokayukta has been spreadingfalsehood among the people ofthe state and country. I hold aresponsible position and I shouldhave been given a chance to ex-plain and clarify my version be-fore submitting the report,” hesaid.The report mentions that GJanardhana Reddy, G KarunakarReddy and B Sree Ramulu, weredirectors of Obulapuram MiningCompany at the time when themisconduct was committed. TheLokayukta has recommended tothe competent authority for re-moval of these ministers fromthe cabinet.

“I have a lot of respect forJustice Hegde, but I cannot un-derstand why he has given sucha report. At the time of becominga member of the Lokasabha in

2004, I had resigned from thepost, and my resignation to wasaccepted then,” he said.

“I have presented these factsbefore the governor and the Elec-tion Commission of India already.Now, I have got an appointmentwith the governor and I will ex-plain to him the facts that havebeen misrepresented in the re-

port. I have also sent documents

City to host first internationalexpo on printed circuit boards

Bangalore: The Indian Printed Circuit As-sociation (IPCA) is hosting its first interna-tional expo at the Karnataka Trade PromotionOrganisation at Koramangala from August3 to 5.

IPCA is the only organisation in the coun-try representing the interests of printedcircuit board (PCB) manufacturers. PCBsare the basic component of any electronicgoods and computers.

The expo would have participation fromthe country and abroad. A host of companiesfrom Germany, the US, China, Russia, Japanand South Korea are taking part.

IPCA president Mukund Shah said, “PCBindustry has grown of age in the country.This expo will be an ideal platform for mostof PCB and its component manufacturers.”

“Many units in India have grown in vol-ume and corresponding turnover. Prominentplayers, Ascent Circuits, Shogini TechnoArts and Epitome Components, are recordingturnovers that are just short of Rs 100 crore,”he said.

There are 180 PCB manufacturers in thecountry, of which 50 are leading componentmanufacturers. “We want PCB manufacturersand allied industries to make use of thisexpo and display their ware, not just for In-dian suppliers but also outside vendors,”he said.

On the purpose of the expo, Shah said,“It is to bring the focus on small and micro

industries that contribute nearly 60 percentof the total production in the country. Theexpo will also have seminars, training cours-es, business meetings and CEO conclaves.”

It will benefit designers, embedded sys-tems integrators and suppliers to PCB man-ufacturers. Other industries too could gainby keeping track of the developments inthe industry.

The organisers believe that the electronichardware industry that is growing at a rapidpace would reach $85 billion by next year.

The expo will help IPCA in passing on

the message to the industry that it shouldbe competitive globally, face competitionand to make PCBs an important part of thegrowing electronic hardware industry inIndia.

IPCA, under its designer wing ElectronicDesigners Council of India (EDCI), has or-ganised a three-day PCB designers certifi-cation designers training programme onthe side lines of the expo. With this profes-sionals already in the industry will get prac-tical knowledge and skills in the developmentand design of PCBs.

The governor should use hisfull authority and powers to seekthe resignations of the corruptchief minister and four ministersbefore sacking the BJP govern-ment, he said.

the Prevention of Corruption Act.They should be treated as com-mon men as far as law is con-cerned, he demanded.

It is the Congress which foughtagainst illegal mining and the“jungle raj” in Bellary. Seniorparty leader V S Ugrappa andhis team have conducted an in-vestigation in the area and havesubmitted a report to the Kar-nataka Pradesh Congress Com-mittee, he said.

“The Lokayukta has done agood job. We welcome the fairinvestigation and the report.Whoever is involved in illegalmining should be punished un-der law,” he demanded.

If the chief ministers and hiscorrupt colleagues do not resignimmediately, the Congress wouldhold a statewide agitation instages, he said.

This is thereason many do not comebefore the Lokayukta tofile complaints against cor-rupt officials,” he said.

“As a Lokayukta, I havedone my job. I don’t haveany personal grudgesagainst anyone. As thehead of an institution, itwas my duty and responsibilityto serve the people fairly. I havethe satisfaction of performingmy duties as a Lokayukta. Ihelped a child get operated upon.His parents had approached mefor help. I asked the hospitals tohelp the child out, and all thehospitals in the city respondedpositively. Doctors from ManipalHospital performed the operationand saved the child. He is normalnow. It was one of the biggestdeeds during my tenure asLokayukta, and I will rememberit forever,” he said.

“Even after my retirement, Iwill be committed to the fightagainst corruption. I will not joinany political party or organisa-tion. My support will be for val-ue-based issues,” he said.

“Today’s youth should joinhands and fight corruption. Theeducated should spread aware-ness on corruption, which isagainst the society. Corruptionwill hamper the development ofthe country. The young genera-tion should have the commit-ment to serve the nation andwork towards its progress,” hesaid.

On phone tapping, he said,“Yes, my phones have beentapped from Dollars Colony,

Basavanagudi and Chamarajpet.I have earlier too said that mytelephones were tapped and Istand by it.”

On his tenure, he said, “WhenI took over as Lokayukta fromJustice Venkatachala, many hadcriticized me saying that I wouldnot be able to go in the openand head the raids. But in mytenure, we have conducted morethan 1,600 raids. This year fromJanuary till date, there have been270 raids. This is high, whenyou compare it with the 324 raidsconducted during the entire2010.”

He said, “Thousands of peopleapproached the Lokayukta of-fices and received help. Theywere satisfied with the servicesrendered and have gone backhappy.”

On the Jan Lokpal bill, hesaid, “The exclusion of PrimeMinister from the ambit of thebill is not the most important is-sue.

More than that, it would givepowers to the people and thevoter to question his elected rep-resentative. Politicians would beunder constant scrutiny and un-der pressure to perform. The billis relevant to the people of thenation.”

Inaugurating a two-day work-shop for the newly inducted so-cieties and those heading thesesocieties organised by the Kar-nataka Souharda Federation Co-operation Limited (KSFCL) heretoday, he said, “Credit societies

have shown good growth of late.Marketing societies have come

under them and the governmenttoo has helped them time andagain.”

“Cooperative societies havehelped the people. Some societieshad come with religious tag tothe KSFCL, but over time havegotten rid of the association andhave been working for the com-mon good,” he said.

The KSFCL is training directorsand other office-bearers of thesesocieties on various aspects ofrunning cooperative societies.

The KSFCL has been a statu-tory body with over 1700 co-op-

erative societies throughout thestate under it. Societies underKSFCL have established schools,given loans at low interest rateand covered a large section ofthe underprivileged under in-surance schemes. Of the 1,700societies, 384 have been doingextremely well and generatedmore than Rs 1 crore. Last yearalone, 329 new cooperative so-cieties were added. Interests of Indian students to be protected at varsity: US

Washington: US has assuredto protect the interests of hun-dreds of Indian students at theUniversity of Northern Virginia(UNVA), which was raided byinvestigating and law enforce-ment agencies on suspectedcharges of alleged visa fraud.

In a day-long exercise, whichwas continuing late in theevening, dozens of officials, fromdifferent federal agencies includ-ing Immigration and CustomsEnforcement (ICE) and FederalBureau of Investigation (FBI),entered the Annandale campusof the university and took awaywith them a large number ofboxes full of documents andcomputer hard drives from itsadministrative division.

“Today, officials from ICE’sStudent and Exchange VisitorProgramme (SEVP) served UNVAwith a Notice of Intent to With-draw (NOIW) UNVA’s authorisa-tion to admit foreign students,”ICE spokeswoman Cori W Bassettin a statement.

Based in Annandale, Virginia,a suburb of Washington, the uni-versity is believed to have 2,400students of which 90 per centare from India, of which an over-whelming majority are said tobe from Andhra Pradesh.

The university declined tomake any comment, neither did

it communicated with its stu-dents and staff, except for postinga notice on its entrance informingthat the university is still open,but students have the choice tomove to other varsities or lookfor other options if they want.

Informed sources said UNVAwas authorised to issue I-20 formto about 50 students, but hadissued and enrolled a much larg-er number. .

However, based on the expe-rience of the Tri-valley case, andgiven that India had strongly ob-jected to the manner in whichits students were treated, US au-thorities are believed to have in-formed their Indian counterpartsthat they would be handling thepresent investigation and followup action somewhat differently.

Unlike Tri Valley University,the focus of investigations hereis not on students but on theschools itself. No arrest, detentionor electronic monitoring wouldbe done on students, officialssaid.

Further, the university wouldnot be immediately shut down.The university has been given amonths’ notice for explanation.

The present students wouldhave one of the three options:continue at the University whileit functions, seek transfer to an-other university and seek vol-

untary return to India.In another major relief, visa

status of the students would notbe terminated, they would re-main valid for their present du-ration, which would also providetime for seeking transfers whilecontinuing in a valid visa sta-tus.

In another notice, ICE has in-formed the UNVA students thatthey have two choices ? continueto attend classes and maintaintheir active status, seek transferto another SEVP-approved insti-tution.

“UNVA students must imme-diately depart the country if theyare unable to continue to attendclasses and maintain their activestatus in a manner required bythe regulation or if they are un-able or do not wish to seek trans-fer to another SEVP-certified in-stitution,” it said.

UNVA officials no longer haveaccess to SEVIS and not be ableto manage non-immigrant stu-dents records in SEVIC, the noticesaid.

“UNVA non-immigrant stu-dents should contact SEVP, asthey would their designatedschool official (DSO), to reportany changes, so their SEVISrecord and Form I-20 can be up-dated accordingly,” the noticesaid.

US authorities investigatingthe case, acknowledge lacunain their current education andvisa system which was not toearly identification of universitiesthat exceed their mandate. It isunderstood that following Trivalley and University of NorthVirginia, they are looking intoaddressing thus.

A number of students andteachers had gathered outsidethe university since morning,most of whom were not willingto speak to the media. However,Zubair Masood, a teacher at theuniversity, said that FBI and ICIofficials suddenly appeared atthe university early this morn-ing.

“They asked questions, theytook photographs. They took 30minutes and then they let us outof the building,” he said, addingthat probably they are suspectingthat there are students here whoare not registered properly.

Masood said that the univer-sity officials told them late inthe night that the university isstill open, and they still havetheir jobs.

Sibal: High cut‑off marks dueto demand‑supply mismatch

New Delhi: The controversial100 per cent cut-off marks thisyear for admission in certainstreams in Delhi University isdue to the demand-supply dy-namics and a solution to thislay only in expanding the edu-cational infrastructure, HRD min-ister Kapil Sibal has said.

“If the demand is much greaterthan supply, then the cut-offwill go high automatically. It’san institutional issue,” he said.

“If there is one Sri Ram Collegeof Commerce and everybodywants admission there, what so-lution can I have?” he asked.

Sibal, who had earlier termedthe high cut-off as “irrational”,said a solution to the problemlies in expanding the educationalinfrastructure across the country.“Government cannot set up allthe education institutions, uni-versities and colleges. So, theprivate sector must play an im-portant role in the years to comeand we want expansion of privatesector in education sector,” he

added.The high cut-off marks, in-

cluding 100 per cent in Sri RamCollege of Commerce, one ofDelhi University’s famous col-leges, for admission this yearhad triggered a major row lastmonth with a majority of stu-dents and parents coming outagainst such a yardstick.

Stating that fixing the cut-offat 100 per cent for non-Commercestudents is also a reflection ofthe prevailing education systembased on discipline, Sibalstressed on reforming the system.Sibal said: “We must change thisconcept of a commerce steam,an arts and a science stream,because it suggests a sciencestudent should only do scienceand not history.”

“When mind has no bound-aries, why knowledge shouldhave boundaries? Once we getrid of these boundaries and ex-pand the education sector, someof these problems will be gone,”he said.

Asked what steps the govern-ment is taking to fill OBC seatsamid reports of a large numberof them going vacant and sub-sequently transfered to generalpool, the Minister said “we havegiven a directive that none ofthe seats will go the general cat-egory”. He said the ministrywill ensure that 27 per cent OBCquota is filled up.

“We have also said if the marksare less than 10 per cent (the re-laxation limit), you go below the10 per cent.”

Elaborating on the issue, hesaid the Supreme Court orderdid not lay any rigid limit for re-laxation of percentage for OBCcategory.

“If you get 100 per cent andfor OBC category it becomes 90per cent, the guy with 89 percent cannot get in. That wouldbe a very unfair interpretationof the Supreme Court judgementbecause the Supreme Court didnot imagine this kind of sce-nario,” he said. PTI

Razdan says that social games here arelike soap operas, where the stories keepevolving on continuous basis. The gameprogresses on the basis of the reaction fromplayers.”There is an opportunity to intro-duce contextual elements and add excite-ment as the game progresses.”

However, some of the games that had anout and out Indians story line like BattleRoyale and Chandragupta Warriors that fo-cused on Indian history and battles, weremore suited to the Indian gaming audience,

he said.However, Rijul R, a game developer,

said Indian-themed games should be mademore interesting to catch the attention ofplayers.

Local content games still lack the tech-nology edge and the prowess of a foreigndeveloped game. “Look at counterstrike, itis still one of the popular games even afterall these years. We need to have suchgames for the domestic players to make animpact”, he said.

The promotion and marketing compo-nent of foreign game developers was an-other factor that Indian gamers wouldhave to match.

“Today the trailer of a game developedby them is so captivating, that it is enoughto get the players hooked on and try the en-tire game”, he said.

Apart from the usual challenge of grow-ing the market, limited broadband pene-tration, technology lag and the tax struc-ture was a worrisome factor for the players.

Melbourne: Smokers, beware! Lung damage dueto puffing can last long even after you kick the butt,a new study has claimed.

Researchers at University of Sydney have foundthat smoking fundamentally alters airway tissuein people with chronic obstructive pulmonary dis-ease (COPD), and even while other aspects ofhealth improve, the lung damage lasts long aftera smoker quits.

COPD is projected to be the third-leading causeof death worldwide by 2020, and is characterisedby thickening of the airway wall. The primarycause is chronic exposure to air pollution, most of-ten cigarette smoke.

In their study, the researchers found that smok-ing lays the groundwork for airway thickening andprecipitates precancerous changes in cell prolif-eration that may be self-perpetuating long after cig-arette smoke exposure ends.

“We have demonstrated for the first time thatthe extracellular matrix (ECM) produced by fi-broblasts following stimulation with cigarettesmoke extract is functionally different than non-exposed ECM, and that the cigarette smoke itselfmay prime the airways in such a way to create anenvironment whereby airway remodelling is en-couraged,” lead researcher David Krimmer said.

The researchers examined the response of hu-man lung tissue from donors with and withoutCOPD to cigarette smoke extract (CSE). Theyfound CSE exposure led to changes in the tissueof donors with COPD over the tissue of individu-als without COPD.

Similarly, they found CSE increased levels of per-lecan – a protein associated with tumor growthand angiogenesis – in COPD lung tissue. Thesefindings demonstrate cigarette smoke has the ca-pacity to directly change the make-up of air-ways.

“This will change the way researchers thinkabout the development of fibrosis in COPD. Wehave known for a long time that development offibrosis is irreversible in people with COPD. Ourfindings suggest that cigarette smoking altersthe lung composition in such a way that fibrosisbecomes self- perpetuating,” Krimmer said.

The findings have been published in the latestedition of the ‘American Journal of Respiratory Celland Molecular Biology’. PTI

with transplantsSyndey: Around 60 million people worldwide havechronic kidney disease and many need dialysis ortransplants. But thanks to a vital breakthrough,patients’ own kidney cells collected from urine cannow be reprogrammed to make these proceduresredundant.

Such reprogramming could mean that in future,fewer kidney patients would require complicated,expensive procedures that affect their quality oflife.

There are around 88,000 patients waiting for akidney transplant in the US, for as long as threeto five years.

Sharon Ricardo from Monash University and hercolleagues took cells from an individual’s kidneyand coaxed them to become progenitor cells, al-lowing the immature cells to form any type in thekidney, the Journal of the American SocietyNephrology reports.

Specifically, they inserted several key repro-gramming genes into the renal cells that madethem capable of forming other cells, according toa Monash University statement.

In a second study, Miguel Esteban, from the Chi-nese Academy of Sciences, China and colleaguesfound that kidney cells collected from a patient’surine can also be reprogrammed in this way.

Using cells from urine allows a technology easyto implement in a clinic setting. Even better,urine cells could be frozen and later thawed be-fore they are manipulated.

Besides providing a potentially curative thera-py for patients, the breakthroughs might also helpinvestigators study the causes of kidney diseaseand screen new drugs that could be used to treatthem. IANS

London: Parents, please note – spank-ing children may backfire in the long run,says a study which has found that smack-ing reduces a kid’s emotional intelli-gence and even worsens his or her be-haviour.

Researchers have found smackingkids, instead of using non-physical pun-ishments, reduces their emotional in-telligence and “executive functioningability” which allows people to think onthe spot and modify their behaviourwhen necessary. Continued corporalpunishment could lead to poorer disci-pline among kids subjected to it, bylowering their executive functioningability, say the researchers.

While they may comply with rules in the short term to avoid getting beaten,in the long term they’ll fail to take them on board or understand the reasons

why they exist, ‘The Daily Telegraph’ reported. Lead researcher Prof VictoriaTalwar of McGill University in Montreal, said: “This study demonstrates that corporal punishment does not teachchildren how to behave or improve their learning.

“In the short term, it may not have anynegative effects, but if relied upon overtime it does not support children’s prob-lem-solving skills, or their abilities to in-hibit inappropriate behaviour or tolearn.”

For their study, the researchers mon-itored 63 kids from two private schools inWest Africa, aged five and six.

One of the schools used corporal pun-ishment for offences ranging from for-getting a pencil to disrupting classes,while the other stuck to non-physical dis-cipline for misdemeanours, such as ver-

bal warnings and time-outs.The youngsters were assigned a range

of tasks designed to test their executivefunctioning skills. Results, showed thatthe older kids at the school that avoidedcorporal punishment scored “signifi-cantly higher” in these tasks than kidswho were smacked at school.

Prof Talwar wrote in the ‘Social Development’ journal: “Children exposed to a harshly punitive environment may be at risk for behav-ioural problems related to deficits in executive-functioning.

“These results are consistent with re-search findings that punitive disciplinemay make children immediately com-pliant but may reduce the likelihoodthat they will internalise rules and stan-dards. That, in turn, may result in lowerself-control as children get older.” PTI

Commonplace acts of generosity, like tippingthe waiter, where no future return is likely, isseen as misplaced by biologists and irra-tional by economists.

However, computer simulations by scientistsat University of California Santa Barbara, sur-prisingly show that generosity emerges natu-rally from the evolution of cooperation, thejournal Proceedings of the National Academyof Sciences reports.

This means that human generosity is like-ly to rest on more than social pressure or cul-tural conformity, which existing theories prop-agate.

It is instead built into human nature, ac-cording to a California statement.

“When past researchers carefully meas-ured people’s choices, they found that peopleall over the world were more generous than thereigning theories of economics and biology pre-dicted they should be,” said study author MaxM Krasnow, post-doctoral scholar at Califor-nia’s Center for Evolutionary Psychology.

iPhone 5London: More than a third of consumersin the US are planning to buy the iPhone 5even though no release date has yet beenfinalised, says a survey.

The Apple smartphone is slated for anearly September release in the US, and in-ternationally the following month.

A new dinosaur species unearthedin northern China reveals that theiconic 150 million year old “originalbird” is probably just another dinowith feathers, of which there aremany, the researchers said.

It is hard to imagine a harder fallfrom evolutionary grace.

Since its discovery 150 years agoin Bavaria, most scientists placed Ar-chaeopteryx squarely at the root ofthe broad group of proto-birds, knownas Avialae, from which our modernfeathered friends have emerged.

The emblematic creature was alsoheld up as a case study: THE casestudy during the late 19th century,

of evolutionary transition, to wit,from dinosaur to bird.

Over the years, a few scientistshave gingerly expressed doubts, point-ing to supposedly defining bird-likecharacteristics, feathers, the wish-bone, three-fingered hands, that werealso showing up in non-avian di-nosaurs. But without hard proof thatArchaeopteryx was not really whereit belonged on the so-called phylogenetictree, the presumedprogenitor continuedto reign over its feath-ered kingdom.

Washington: A sixth of fast foodaddicts cut down on junk foodwith higher calories after the USintroduced a calorie-labellingsystem in 2008.

Analysis showed that 15 per-cent of customers using calorieinformation purchased fooditems with significantly lowercalories than customers who didnot see or use the calorie infor-mation.

Several studies support an as-sociation between fast food con-sumption and excessive energyintake, but customers often un-derestimate the number of calo-ries in restaurant meals, the jour-nal bmj.com reports.

Surveys were carried out dur-ing lunchtime hours in spring2007 (one year before the regu-lation) and in spring 2009 (ninemonths after its implementation)at 168 randomly selected loca-tions of the top 11 fast food chainsin the city, according to a New

York School statement.Adult customers provided reg-

ister receipts and answered sur-vey questions. Data from 7,309customers in 2007 and 8,489customers in 2009 were analysed.Overall, there was no decline incalories purchased across thefull sample. However, three ma-jor chains saw significant reduc-tions.

For example, at McDonalds,average energy per purchase fellby 5.3 percent, at Au Bon Pain,it fell by 14.4 percent and at KFC,it dropped by 6.4 percent. To-gether, these three chains rep-resented 42 percent of all cus-tomers in the study.

High street chains in Englandare about to embark on a similar,though voluntary scheme, aspart of the government’s PublicHealth Responsibility Deal.

Susan Jebb from the MRC Hu-man Nutrition Research Centrein Cambridge, Britain believesthat labelling is a step forward,but changes in food supply mustfollow.

Harmful ultraviolet light caus-es molecular injury to DNA andprevents it from replicating properly. But for animals which produce photolyase, the enzymeabsorbs energy from visible lightto shoot an electron into the damaged area, say the scientists. PTI

London: Elephants are more clever than you thought– they never forget old friends, and are social networkexperts too, says a new study.

Researchers at the University of Pennsylvania havealso found in their study that just like humans, someelephants are social butterflies while others prefer tostick to a close-knit group of friends.

Past studies suggested that elephants usually livein small groups centred around females and theiryoung while adult males live independently.

However, the latest study found that though malesdo live apart, females and their young actually havethe sort of complex network of friends, relatives andacquaintances normally seen in humans.

Lead researcher Dr Shermin de Silva was quotedby the ‘Daily Mail’ as saying, “Elephants are able totrack one another over large distances by calling toeach other and using their sense of smell.

“So the ‘herd’ of elephants one sees at any giventime is often only a fragment of a much larger socialgroup. Our work shows that they are able recognisetheir friends and renew these bonds even after beingapart for a long time.” The study also found thatsome are more sociable than others and those whohad few friends tended to be loyal to them, whilethose with a larger circle were less so. For theirresearch, the researchers studied more than 100 femaleadult Asian elephants in the Uda Walawe NationalPark, in Sri Lanka, for 20 months. While many keptthe same friends, 16 per cent changed their “top five”associates.The study found bonds are strong in thedry season and suggested social networks help protectfood and water supplies. These are important as ele-phants eat for 16 hours every day and drink up to 50gallons of water. The creatures tended to hang aroundin larger groups when water was scarce. The bondswere strong enough to drive away unfamiliar elephantsaway from watering holes. Dr de Silva added: “Mostindividuals have a few strong ties as well as a fewconsistent ties maintained over several seasons withsome of their associates. “Individuals do not mix ran-domly within the population nor are they always withthe same companions, but rather they shuffle amongsta subset of preferred companions.”

Opposition leader Moustafa Abdel-Jalil confirmed the death at a press con-ference in Benghazi, the country’s sec-ond largest city and a rebel stronghold.

Jalil, chairman of the National Tran-sitional Council (NTC), added that twoother military leaders were killed.

NTC will hold a three-day mourningfor Younes’ death. Younes, a former se-curity minister of Gaddafi’s regime, hadjoined the opposition in February.

Schizophrenia clue found?Washington: Scientists claim to have found theclue to the onset of schizophrenia, a major findingthat may pave the way for effective therapies forthe lifelong and chronic disease currently withouta cure. An international team, led by the Universityof New South Wales, has identified the neuralmechanism that hinders reward identificationand decision-making in people suffering fromschizophrenia, ‘Molecular Psychiatry’ journal re-ported.The scientists say that the findings could somedaypave the way for an effective drug therapy tohelp people with the disease manage their dailylives.

The study, led by Dr Thomas Weickert, in fact,found that an area deep in the brain, called theventral striatum, which usually lights up withactivity in response to rewards in healthy adults,was relatively unresponsive in people sufferingfrom schizophrenia.

Specifically, the study showed that people withschizophrenia were unable to distinguish betweenexpected and unexpected rewards, frustratingtheir efforts to deal with unpredictability in dailylife and making it difficult for them to make deci-sions in their own best interests.

Reward responses are important in many areasof learning because they help us to redirect at-tention and behaviour towards things that arebeneficial to us, Dr Weickert said.

The ventral striatum is connected to other partsof the brain that are important in decision making,planning and cognition and is, consequently, at-tracting increasing interest from researchers. . DrWeickert said healthy adults in the study had notrouble dealing with unpredictability, whereaspeople suffering from schizophrenia were notable to tell the difference between expected andunexpected rewards. “Using functional MRI imageswe could see that this region of the brain wasn’t

firing correctly. People with schizophrenia oftenhave difficultly determining what is beneficialfor them and what is not, so they have troubletaking cues from their environment and, conse-quently, can make some bad decisions. “Thiswork may help us understand the neurologicalunderpinnings of symptoms such as hallucinationsand delusions since we found a relationship be-tween brain activity in this reward region andpsychotic symptom severity.

“As the people we studied were on medicationwe found that current drug treatments for schiz-ophrenia are not helping this part of the brainfunction any better. Ultimately, we would like tosee some new medications that will improveventral striatum function,” he said. PTI
