Addressing the media at the Bangalore Press Club, he said, “Today’s BJP leaders have been neglecting RSS while organising the party. They have deviated from the party philosophy. The party got 110 seats and with the help of in- dependents secured the simple majority. Despite that the leadership indulged in Operation Lo- tus, to grab leaders from other parties. This is totally against parliamentary democracy.” “A leader in the BJP is using the party and MLAs for his own ends. Despite knowing about it, the party high command has kept quiet. Continued on page 4 Apartment owners donʼt have details of murder suspect Manjunath Sharma Bangalore Beat Bureau Bangalore: Owners of flats at Polo Garden Apartments in Seshadripuram, where bank staffer Anasuya was murdered inside a lift yesterday, had not kept details of the main accused and security guard at the apart- ments, Ashraf, police sources have revealed. Apartment owners did not even have Ashraf’s address in Assam, where he hails from, the sources said. Top police officials have been asking apartment and independent house owners to collect details of their housemaids and oth- er support staff, like photographs and ad- dress, and submit the to the police. Some of the residents of the apartment yes- terday afternoon saw the security guard running away from the scene of the crime. The police are now on the lookout for the guard, who was working with Polo Garden for the last eight years. He first came to the apartment as securi- ty guard through a security agency. But soon, he quit and was hired by the apartment own- ers directly. Over the last eight years, he had quit several times, but only to come back. Sources said Ashraf was in good terms with Anusuya and many other apartment owners, as he was trusted by them. Anusuya’s neighbours said the mild-mannered woman had even helped Ashraf open an account with her branch of State Bank of Mysore where she was a cashier. Ashraf had claimed that he was not mar- ried. Today, power generation on units 2, 4 and 8 were halted due to lack of coal supplies. Unit 3 has already been halted for mainte- nance, said RTPS officials. The state has been facing a se- vere power shortage as coal sup- plies have been stopped. Chief minister D V Sadananda Gowda has written a letter to the central government requesting it to re- lease the state’s quota of coal sup- plies. About a week ago, coal sup- plies had been held up due to strike in Andhra Pradesh over the Telengana issue. The chief min- ister alleged the central govern- ment has stopped supplies to the state. Shobha: Team led by CM to go to Delhi Bangalore Beat Bureau Bangalore: A delegation led by chief minister D V Sadananda Gowda will meet central minis- ters on coal supplies to the state which has severely affected pro- duction of power in the state, said energy minister Shobha Karand- laje here today. She held a high-level meeting with officials of the energy de- partment to find a solution to the crippling power shortages in the state. The meeting was held at Shakti Bhavan on Race Course road. The delegation would meet the union minister concerned in New Delhi and submit a memo- randum demanding the state’s quota of coal, she said. Apartment owners did not even haveAshraf’s address in Assam, where he hailsfrom, the sources said.

Raichur: Paucity of coal sup-plies has severely affected thepower generation at the RaichurThermal Power Station.

Today, power generation onunits 2, 4 and 8 were halted dueto lack of coal supplies. Unit 3 hasalready been halted for mainte-nance, said RTPS officials.

The state has been facing a se-vere power shortage as coal sup-

plies have been stopped. Chiefminister D V Sadananda Gowdahas written a letter to the centralgovernment requesting it to re-lease the state’s quota of coal sup-plies.

FKCCI: Bill to punish officialsfor delayed service welcomeBangalore: FKCCI has welcomed the pro-posed bill by the state government topunish government officials if the servicesare not delivered on time. This was longoverdue and the decision of is a welcomemeasure, said Federation of KarnatakaChambers of Commerce and Industrypresident J R Bangera.

This will minimise corruption, partic-ularly in the lower rungs of the ladder,and help the public get efficient services.If the officer responsible fails to providethe service in time he’ll have to pay afine of Rs 500 per day to a maximum ofRs 5,000. nections, driving licence, ration cardsamong others. These are critical for thecommon man for his living.

Such a citizen friendly act is alreadyin place in Himachal Pradesh, MadhyaPradesh, Bihar and Delhi. This will im-prove accountability and rid our systemof irregularities. The inclusion of depart-ments, like revenue, food and civil sup-plies, transport, APMC marketing andtaxes is a welcome move.

The objective is to improve the qualityof public service. This will also ensurecommitment of departments to standard,quality and time frame of service delivery,grievance redressal mechanism, trans-parency and accountability.

E-governance is very important in to-day’s age and time. This will not onlyeradicate the huge paper work in gov-ernment offices, but also ensure trans-parency and eradicate corruption. Theconcept of e-governance has to be takento its logical conclusion he added.

DIWALI: MALLS EXPECT 75% increased footfall Bangalore: With the onset ofannual festive season, swankymalls and shopping complexesin the city are expecting an in-crease of about 75 percent in thevisitor footfall as retailers alongwith the consumer durable firmsare offering a bevy of attractiveincentives like discounts, freegifts and interest-free financeoptions to rev up sales and perkup consumer confidence, ac-cording to a just concluded sur-vey by apex industry body As-socham.

“Malls in the city are likely tospend over Rs 120 crore on dec-oration, including contemporarylighting and promotional cam-paigns, during the festive seasonthat started in the last week ofSeptember and will continue tillearly November,” said D S Rawat,secretary-general, Assocham, re-leasing the findings of the survey.“Retailers and consumer durablegoods’ makers are expecting anincrease of about 45 to 60 percentin the sales during the period,”he said.

The Associated Chambers ofCommerce and Industry of Indiainteracted with about 250 leasingmanagers, representatives ofmalls’ management, strategist,marketers and supervisors in thecity to gauge their mood andpreparation to engage and attractconsumers during the traditionalfestival season.

Majority of respondents reck-oned that skyrocketing inflation,coupled with ever-rising fuelprices, interest rates and infla-tion, had shaken the buyers’confidence and they witnessed

a dip in the footfall by about 20percent during the first two quar-ters of financial year 2011-12.

Most retailers and consumerdurable goods makers said theyare gung-ho about brisk businessduring the third quarter and thusincreased their overall marketingbudget by about 30 percent forthis period alone.

Almost all the respondentssaid they have outlined market-ing strategies and innovativepromotional activities and offer-ing value-added services to drawcrowds and spur sales conver-sions during the upcoming festiveseason. These activities will con-tinue till early January.

Promotional activities by mallsinvolve product launches bycelebrities, food festival, mehndiand tattoo workshops by pro-fessional artists, cooking com-petition for women shoppers,exhibitions, gaming contests,tasks for kids, youngsters among

other fun activities and spon-soring gift vouchers, gift itemslike apparels, artificial jewellery,accessories and cosmetics forthose who win contests, high-lights the Assocham survey.

Majority of respondents saidthey have stepped up securitysystems and deployed additionalpersonnel, installed metal de-tectors and CCTV surveillancesystems across their malls tomanage anticipated heavy foot-falls and avoid any untowardincident.

Assocham suggests frisking,monitoring CCTV camera footageand deployment of paramilitarypersonnel, commandos, anti-sabotage teams and rapid actionforces to maintain vigil and putup barricades for thorough check-ing of the vehicles at heritagesites, vital installations, majormarkets, airports, railway sta-tions, parking lots and iconicbuildings in the city.

Bangalore: Today is Word PalliativeDay today. October 8 is celebrated asthe day for providing relief from painto cancer and other patients.

The tradition of celebrating the daywas started last year to focus on theimportance of this form of treatment.The day is all the more important withthe increasing number of cancer casesacross the world.

The theme of this year’s World Pal-liative Day is: “Voices for the Hospice2011”. For Bangaloreans, the WorldHospice Day or World Palliative Dayand its celebration is significant fortwo respects.

A recent population-based cancerregistry data of the Indian Council of

Medical Research (ICMR) shows thatthe city has 113 male and 139 femalecancer patients per 1,00,000. This makesit the top city in the country to havethe largest number of cancer sufferers.

The data is in comparison with Chen-nai, which has 115 males and 121 fe-males, while Mumbai has 99 and 110respectively. Thiruvananthapuram dis-trict stands close to the city’s statisticswith 121 male and 108 female cancerpatients.

World over, several programmes arelined up for the day. Bangalore Beatgot in touch with oncologist Dr P PBapsy of Apollo Hospital.

“World Palliative Day is importantin respect to cancer patients whosenumbers run into lakhs. Overall, thenumber of cancer patients in the countryis high. Majority of male patients suffer

from stomach cancer. Among women,it is cervical and breast cancer. Ourhospital receives a large number ofthese categories of patients. We alsoget patients suffering from head andneck cancers,” he said.

“Terminally ill patients are sent tohospice centres as no treatment is pos-sible for such patients,” he said.

Asked how palliative care is admin-istered to patients, Dr Bapsy said, “Itcan be done either through the controltreatment, where preferably a patient’spain is relived by pain relieving tech-niques available by surgery, chemothe-raphy and healing the wounds. Withvery little time left for these patients,the only thing that can be done is tocare for them well and engaging themin spiritual and psychological treat-ment.”

Ad firms owe `2.45 cr to BBMP

Bangalore: Three advertisingfirms have to pay Rs 2.45 croreas tax to the Bruhat BangaloreMahanagara Palike.

The Karnataka High Court,which was hearing cases relatedto the tax payments, has askedthe railway department, in whosejurisdiction the ad space wastaken to freeze all hoardings forwhich tenders have been calledfor.

The railway department callsfor tenders for advertisementhoardings once every five years.Companies which take the spaceshould pay advertisement taxto the Palike.

But advertisement firmsLaksya Media, Avinash Ads andDiamond Publicity have failedto pay the taxes and approachedthe court. From December 1,2007 till December 1, 2010, thesecompanies had withheld pay-ments of Rs 4,05,39,999 to thepalike. The firms manage to pay

Rs 1,59,45,172 and the remainingRs 2,45,94,827 is yet to be paid.

The high court on October 4had ordered (WP No. 37828/2011)the railway department to freezethe hoardings.

In another case, Laksya Media,which owes Rs 92,77,222 to thepalike, had moved to High Court.The court directed the companyto pay the amount to the palike,said the deputy commissioner(advertisements) in a press re-lease.

Chandrashekar, who had re-turned from Harihara, was wait-ing for a bus near a petrol bunkon Tumkur road around 11.30pm.

A cab driver, who pulled upnext to him, offered to drop Chan-drashekar to his house atMalleswaram.

The 65-year-old unsuspectingChandrashekar climbed into thecar. After travelling some dis-tance, the cab driver and fewothers who were in the car beatup Chandrashekar and snatchedRs 40,000 cash and his mobilephone.

They threw him out of the carand fled away, Chandrashekarsaid in a police complaint.

Venkatesh speaks thru his art Bangalore Beat Bureau

Bangalore: ‘Colours of Silence’, a painting exhibitionby physically challenged artist R Venkatesh, wasinaugurated today by urban affairs minister SureshKumar at Karnataka Chitrakala Parishath today.

R Venkatesh, who is hearing impaired since birth,was born in Mysore in 1940. He took up paintingwhen he was just 14 and over the years masteredthe art.

His disability has not come in his way whilecompeting with others. He has experimented withthe art and has developed a style of his own.

Most of paintings depict rustic life of society,temple towns of not just Karnataka, but also someof the famous temple towns of the country, likeKashi, Kedarnath and Badrinath. He has paintedSubramanya temple in Dakshina Kannada district,Hampi in Bellary, Belur and Halebidu.

His paintings also has ‘nature’ and ‘natural ele-ments’ as theme.

The forests and waterfalls of the state have beenpainted with great accuracy. The world famous JogFalls is one of them.

Venkatesh was presented the R Madhyama Ved-hike award in 2008, Mysore Dasara ExhibitionAward in 2005. He has also won Dasara awards in1959, 1960, 1961, 1963, 1964, 1992, 1995, and 1996.

His paintings have been displayed at an interna-tional arts exhibition in Austria in 1995 and KarnatakaLalitha Kala Academy, Bangalore, in 1978, 1992,1993, 1994, 1995 and 1996.

More than 50 paintings are on display at the CKPand the exhibition will be on till October 11.

Suresh Kumar said, “It is great to see Shankar’works, which express his clarity of thought. Thoughhe is physically challenged, he has outclassed every-one with his paintings. His disability has not hinderedthe quality of his paintings. Some of his paintingsare much more than one can see of that place. Theyare more than photographs and make you feel youare in that place.”

Venkatesh, through an interpreter, said, “Fromthe very beginning, since my childhood, I had greatinterest in nature. I was a great traveller. I used tosee the life of the rural people and temple towns. Iused to sit in these temples and paint for hours.Animal life, be it domestic or wild, the birds andthe nature inspire me.”

with Presidentʼs ruleNew Delhi: The ongoing agitation for a sep-arate state of Telangana in Andhra Pradeshmay force the Central Government to imposePresident’s Rule in the Congress-ruled state.Sources have told CNN-IBN that the CentralGovernment is looking into the option ofimposing President’s Rule in Andhra Pradeshto tide over the crisis.

However, sources also added that theimposition of President’s Rule in a statehas to be ratified by Parliament and theOpposition may shoot it down with its com-bined numbers. There is tremendous pressureon the Congress to commit to the formationof Telangana state by dividing AndhraPradesh from both within the party as wellas from the Opposition.

But the party feels that creation of a sep-arate state of Telangana may be difficult atthe moment so the option of President’sRule is being considered.

The final call on the issue will be takenby the Congress Core Committee chaired byparty President Sonia Gandhi.

Congress’ Andhra Pradesh in-charge Ghu-

lam Nabi Azad, however, denied that theCentre was considering the option of Presi-dent’s Rule.

“This is a process of wider consultationsand consultations will continue. Where doesthe question of President’s Rule arise?” saidAzad.

Meanwhile, Minister of State for DefenceMM Pallam Raju said, “We are apprehensiveabout agitation. Investments are not possiblein this atmosphere and we are trying to re-solve the issue in an amicable manner.”

Andhra Pradesh Chief Minister Kiran Ku-mar Reddy, Governor ESL Narasimhan arein New Delhi to discuss the issue with theCentre and the Congress High Command.

Narasimhan met Prime Minister Manmo-han Singh and Union Home Minister P Chi-dambaram on Saturday morning and dis-cussed the law and order situation in Telan-gana, where the agitation seeking statehoodfor the region entered its 26th day on Satur-day. Finance Minister Pranab Mukherjeewas also present during the Narasimhan-Singh meeting.

Pradesh Congress Committee presidentBotsa Satyanarayana, too, has been calledto New Delhi for a discussion with the partytop leadership on the contentious statehoodissue. All the Andhra ministers have alsobeen called to New Delhi and will meetMukharjee individually.

Steep hike in watertariff condemned

Mysore: Members of the Mysore Welfare Committeefor All Communities today protested against four-fold increase in water tariffs in the city that hasbeen brought into effect recenty.

Over 60 members from the committee and thepublic sat on a protest at Gandhi Square, de-manding immediate withdrawal of steep increasein the water tariffs.

“The water works department has not heldany consultations with either Mysore City Corpo-ration officials or the general public before effectingtariff hike. The increase goes against the grain ofJn-Nurm project. Jn-Nurm norms have been com-pletely flouted. The quantum of increase in thetariff is unfair. The officials could have done it in

stages instead of doing it at one go. Mysore wasbrought under Jn-Nurm project six years ago,”they said.

Development works in the city have come to astandstill. The Vani Vilas water works departmentspent Rs 320 crore for taking care of its staff, buthas put all water supply related project on thebackburner.

Department officials have not helped, they al-leged.

This steep increase has not helped the commonman at all, who is already burdened with high in-flation. “Mysore district in-charge and medicaleducation minister S A Ramadass was busy posingfor photographs during Dasara festival. He hasnot bothered to hear the grievances of the peopleand find solution,” they added.
