The call for the agitation has been given by the Telangana Joint Action Committee. Over 100 agitators, led by Telangana Rashtriya Samiti president K Chandrashekar Rao, his daughter Kavitha and son K Tarak Rama Rao, were arrested today for disturbing peace. Rama Rao talking to reporters after the arrest said, “The pro-Telanagana agitation will not stop with our arrests. There has been a huge support and we will not stop till a separate Telangana state is declared.” In what could cause embarrassment to the central government, Andhra Congress leaders too joined the rail roko agitation. Though there has been a warning from the Congress high com- mand, MPs, MLAs and other Congress leaders from the region have been protesting. Last month, most of the Congress legislators from the Telangana region had submitted their resig- nation to put pressure on the central government to declare a separate state. Today, CPM cadres joined the agitation. The Railways has stopped all services pass- ing through the state, fearing damage to the trains. It has made alternative arrangements for trains to reach other destinations. Majority of the trains from the South going up North have to pass through the sprawling state. Many trains coming to Karnataka from differ- ent parts of the country too pass through the neighbouring state. Andhra Pradesh chief minister Kiran Kumar Reddy met Union ministers last week to discuss the Telangana issue. All-India Congress Com- mittee general secretary in charge of Andhra Pradesh Ghulam Nabi Azad has indicated that the Centre would need some more time to de- cide on the issue. Last year, home minister P Chidambaram had stated that the Union government is favourably considering carving out Telangana state out of the present Andhra Pradesh. Since the kerosene was blue, the child might have thought it to be a soft drink and drank it, the mother said. The child had consumed around 100-150 ml of kerosene and started crying with pain. Shamima rushed to the child’s rescue and re- alised that her son had consumed kerosene as the bottle was lying next to the boy. She immediately rushed Shabbir to a private hospital nearby. K S Shivaram, president, Karnataka Back- ward Classes Awareness Forum, has alleged that Vishala is not the adopted daughter of Krishna as per records. Krishna had obtained conditional bail claiming that he had to at- tend Vishala’s wedding on Oct 10. Krishna was arrested on October 7 and the eighth additional chief metropolitan mag- istrate granted him bail till October 12 on the condition that he has to appear before the court once the wedding was over. Instead, in the columns for the parents, she has men- tioned Puttaswamy of Hassan as her father. Hassan is also the native of Krishna. Krishna, while he was a member and lat- er chairman of the KPSC, had appointed Vishala as a D group employee at the com- mission on a contract basis. Sources said Vishala is in fact the daughter of watchman at the KPSC, Put- taswamy, who re- quested Krishna to give the girl a job. Shivaram said Kr- ishna obtained bail by providing wrong in- formation to the court. Senior assistant public prosecutor Arundhati Kulkarni too argued against giving Krishna conditional bail. Shivaram said that even when Krishna was made the KPSC member and chairman, he did not declare his relationship with Visha- la. As per the norm, KPSC officials have to provide the names of their successors, the family and assets at the time of appointment. The Criminal Investigation Department sleuths arrested Krishna on October 7 morn- ing for alleged irregularities in the selection process undertaken by the KPSC in 1998, 1999, and 2004. The CID police filed a complaint against Krishna and three Karnataka Administration Service (KAS) officers, Asha Pervin, Y G Archana, and Salma Firdose, at the Vidhana Soudha police station following a high court direction on August 11. The police registered a case against Krishna and three officers under the provisions of sec- tions 417 (punishment for cheating), 465 (punishment for forgery), 466 (forgery of record of court or of public register), 467 (forgery of valuable security), 468 (forgery for purpose of cheating), and 506 (punishment for criminal intimidation). Krishna approached the Karnataka High Court for anticipatory bail, but it was rejected. When his advocate requested for bail as his adopted daughter’s marriage is scheduled for October 10, he was granted only condition- al bail. The Karnataka High Court on Sep- tember 19 rejected Krishna’s anticipatory bail plea. Passing the order, Justice H Billappa re- ferred the case to the CID inquiry, which re- vealed alleged racial discrimination, fabri- cation of documents, fraud and criminal in- timidation. BU V‑C wants NRN tobe UVCE board chief

Bangalore: Bangalore University vice-chancellor N Prabhu Dev has written anopen letter to Infosys founder N RNarayana Murthy asking him to be chair-man of the board of University Vishwesh-waraiah College of Engineering.

Here is the letter written by Dev toMurthy:

Narayana Murthy, founder of IndianIT major Infosys said that the quality ofstudents entering IIT is declining. Murthywas speaking at a PAN IIT gathering inNew York. Apart from the top 20% ofstudents who crack the tough IIT entranceexamination and can "stand among thebest anywhere in the world", quality ofthe remaining 80 percent of studentsleave much to be desired," Murthy said, receiving a thundering applause fromhis audience.

Murthy said a blueprint needs to beprepared to ensure that IITs should “tran-scend from being just teaching institutionsto reasonably good research institutes"at par with Harvard and MIT in the next10-20years.

Respected Shri Narayana Murthy,It is great to see that a statesman like

you call a spade a spade when you saidabout the quality in our most venerableinstitutions like the IITs have declined. It has stirred a lot of emotions, self-re-flections and also a sense of déjà vu. Youhave been candid. People expect thatwhat you say is what you mean.

It is fortunate that you have chosen tocomment on the status of the technicaleducation at our most respected IITs.When you comment, surely there will besome remedy that you are thinking about.I am certain that you have a plan ofaction to bring IITs on the global plat-form.

University Visvesvaraya EngineeringCollege is the constituent engineeringcollege of Bangalore University and hasreasonably good infrastructure and haspresently 24 PG departments. The collegewas established in 1917 by Sir M Visves-varaya and UVCE ranks 24th in India.

The infrastructure in some departmentsneeds to be upgraded to meet today’sneeds. It needs a visionary like you. TheRoorkee experiment of making it an IIThas proved to be a good one and got wellintegrated into the IIT system. Similarly, the UVCE fits the bill completely. Withyour undivided attention, UVCE, will bebetter than the IITs and perhaps becomea benchmark in global technical educationquality.

I request you and invite you to be thechairman of the Board of Governors ofVisvesvaraya College of Engineering, Ban-

galore University and guide and transformit into a technological institute of excel-lence for the centenary year of the col-lege-2017, and hence this open letter.

Presently, the Vice-Chancellor of Ban-galore University is the Chairman of theBoard of Governors. I would voluntarilyrelinquish the post in your favour for theoverall development of the Visvesvarayaengineering college (UVCE).

Our dream is that the university shouldplay a definitive role in the 21st century. Our mission is to provide good qualitytrained human resources who are sociallysensitive, have inquisitive minds and per-sistence to change their own and organ-isation’s lives and contribute to makeIndia a knowledge super power and theworld a better place to live.

Excellence in teaching will continueto be our motto and hence the faculty

should excel in teaching and in at leastone or more other areas like research, consulting, development, publication etc.

I believe you have a very special roleto play in promoting entrepreneurshipin technology and management.

A major problem that we face in ouruniversity and in majority of the univer-sities in India is in the quality of highereducation that the institutions impart. The issue of quality is not being addressed. The syllabi are not industry friendly. Theissue of reforms needs a visionary.

If we teach today as we taught yesterdaywe rob our children of their tomorrow!

Given the current scenario, I request/invite you to help UVCE develop conceptssuch as text-free education, tech-savvyclassrooms, ensured internships and vo-cational courses that aim to making ed-ucation more fruitful on the motto of“select the best, reward the best, retainthe best”, according to which the facultybe encouraged to indulge in fruitful re-search in collaboration with students.UVCE should be able to contribute sig-nificantly to the global competitivenessof key sectors of the Indian economy andindustry. The students should be enabledto focus on applied research and educationin IT in selected domain areas.

“The path to our destiny begins withthe steps we take today."

Finally we at UVCE expect from yousir to be a role model for students andhelp teach them the importance of pro-fessionalism. Our objective should be torebuild the college into an institute ofTechnological excellence.

Assocham: Poultryindustry to cross

`1.32 lakh cr by ʼ15Bangalore: With domestic de-mand for broiler meat and eggsin an overdrive, the Indian poul-try industry is likely to cross Rs1.32 lakh crore mark by 2015,apex industry body Assochamhas said.

Growing at about 20 percentannually the domestic poultrymarket is currently estimated atabout Rs 49,000 crore, highlightsa study on ‘Trends In DomesticPoultry Segment’ undertaken byThe Associated Chambers ofCommerce and Industry of India(Assocham).

“Driven by rising purchasingpower, changing food habits, contract poultry farming andrapid urbanisation are certainkey reasons for this constant up-swing in this niche poultry sec-tor,” said Assocham secretary-general D S Rawat, releasing thestudy.

“But sporadic bird flu out-breaks in different parts of thecountry along with lack of storageand processing facilities and ris-ing prices of feed stocks includ-ing, soymeal and maize, haveseverely hit poultry exports,”Rawat said.

Maize accounts for over halfof total production cost of poultryfeed and the poultry sector con-sumes over 50 percent of totalmaize production in the coun-try.

Broiler meat and table eggsaccount for most of the domesticpoultry market as India is thethird largest egg producer and

fourth largest broiler meat pro-ducer in the world. Besides, theIndian poultry sector has shiftedfrom a live-bird market to achilled/frozen-product market.

Nearly three million tonnesof broiler meat and about 2.86million tonnes of eggs are pro-duced annually in India, saidthe Assocham study.

Southern India accounts formajority of total poultry produc-tion and consumption in thecountry. Andhra Pradesh, Kar-nataka, Kerela, Tamil Nadu andMaharashtra in the west andHaryana, Punjab in north arekey regions in this aspect.

Significant breakthrough in poultry science and technologytogether with breeding of genetically superior birds capable of high production, manufacturing of high-tech poultry equipment are key rea-sons for growth in egg, meatproduction.

There are a plethora of op-portunities for foreign direct in-vestment (FDI) in the poultrysector in areas like breeding, medication, feedstock, verticalintegration and processing butlack of infrastructure like powerand transportation are majorturn off in this aspect, pointsout the Assocham study.

Nearly two crore farmers (in-cluding agrarian farmers) areemployed in poultry industry.Currently, there are about 1,000hatcheries operating across In-dia.

Woman cuts, burns self, blameskin, lands them in jail, then dies

Manjunath SharmaBangalore Beat Bureau

Bangalore: A woman, who had claimedthat elders at her village panchayat hadset her ablaze and cut her throat, diedhere yesterday.

But while recording her statementbefore the police Asha (22), a residentof Noothimadu village of Pavagadataluk of Tumkur district, confessed thatshe had burnt herself and made a gashon her throat to threaten the panchayatelders who were asking her to abort achild out of wedlock.

Asha was shifted to Victoria Hospitalover a fortnight ago after she was foundwith severe burns and an injury to herthroat near her village.

In her statement, Asha told the policethat she got married to Nagaraj, heraunt’s son, three years ago. She con-fessed that she forced her parents toget her married to polio-affected Nagarajto protect the property going out of thefamily.

But even after a year of marriage, they did not have children. When theyconsulted the doctors at Tumkur, theytold the couple that since Nagaraj’spolio had reduced the sperm count, the couple would not be able to conceive. They suggested that they go for artificialinsemination and at a bigger facility.

Being on the border of AndhraPradesh and Karnataka border, she vis-ited Anantapur in Andhra Pradesh fortreatment. But she found out that thetreatment costs Rs 2 lakh and they didnot have enough money. As she madefrequent visits, she befriended a hospitalstaffer, who assured her of the treatmentat a cheaper rate. Her friendship turned

intimate and she conceived after a re-lationship with the hospital employee.

When her in-laws found out, theyforced her to abort the child and senther back to her parents’ house. The in-cident turned the relationship betweenthe two families sour. Even after shereturned to her village, she continuedhaving a relationship with the hospitalemployee and conceived again.

Her brother-in-law Hanumantharaya, who is married to her elder sister Kr-ishnaveni and staying at a nearby village

Cherlapalli, told Asha to abort the childagain. But she refused. Her pregnancywas kept under wraps as her youngersister Lavanya’s marriage had beenfixed to Mallesh from Cheemasandra.

The marriage got over and the familyagain started pressuring Asha again toabort the child. The fight became publicand her new brother-in-law Malleshtoo came to know about it. The twobrothers-in-law arrived at Noothimaduover a fortnight ago and tried to convinceAsha. When she fought over the issue

and the two realised it was beyondthem to have a say, took her beforepanchayat elders, who too asked herto get rid of the child. The panchayatand public humiliation infuriated Asha. She threatened village elders and herbrothers-in-law that she would complainto the police that she was harassed andwould make them cool their heels injail.

She rushed to her house, cut herselfin the throat, doused herself in keroseneand rushed back to the village centre

where the panchayat was still beingheld. She lit a match and threatened toburn herself. But the drama turned tooreal. The matchstick accidentally fellon her saree and flames shot throughher body. Village women rushed to herhelp and put off the fire.

The police, who had got wind of thetrouble, arrived at the village. By then, all the men at Noothimadu had runaway, fearing arrest.

The police shifted her to Tumkurgovernment hospital and from there toVictoria Hospital. As Asha had fallenout of favour with her family, the policehad to care for her for few days, beforeher mother Ravanamma came in.

Asha had given a statement to thedoctors at the time of admission thather relatives and elders from the pan-chayat had tried to kill her. After Ra-vanamma came in, she convinced Ashato tell the truth and record a statementbefore the police.

After Asha died in the early morning,Ravanamma did not even have enoughmoney to shift her body back to the vil-lage. She had gone back to her villageto arrange for money, but no one waswilling to extend any loan, it is learnt.

Asha’s father Govindappa is abscond-ing, fearing arrest. The two brothers-in-law have been arrested on chargesof harassment and murder, and are putbehind bars.

Legal experts told Bangalore Beatthat it would be a while before the twobrothers-in-law could get out of jail asthe offences are nonbailable. Thoughshe has changed her version in thestatement made to the police, it wouldbe considered only at the time of trialin courts. And that will take some time.

Asha being treated after she was brought to Victoria Hospital in Bangalore on September 27. Asha died yesterday morning.

Hamilton ends Red Bull streak, grabs poleYeongam: Lewis Hamilton will startthe Korean Grand Prix from pole po-sition after a brilliant qualifying per-formance Saturday to end the domi-nation of Sebastian Vettel and hisRed Bull team.

Hamilton, who was quickestthroughout the hour, clocked a fastestlap of one minute and 35.820 secondsin his McLaren on his second flyingrun around the Korean InternationalCircuit to leave double world cham-pion Vettel chasing a time he couldnot match.

The Englishman ended up fastestby two-tenths of a second to claimhis first pole for more than a year, the 19th of his career, and answer hiscritics after a troubled run of incon-sistent results and five races withouta podium finish.

Vettel, 24, who had reeled off fivepoles in a row - and 12 in all thisseason - ended up second on thegrid. It was the first time this season

that a Red Bull driver had not takenpole.

Hamilton, the 2008 champion, looked to be back to his flamboyantbest in the car, but his set jaw and si-lence as he completed his lap andclimbed out spoke of a grim determi-nation to finish the job in Sunday's55-lap race.

In a post-qualifying photo sessionalongside Vettel, Hamilton stared intothe middle distance and barely spoke.Afterwards, in the mandatory inter-views, he was asked how he felt.

"I'm happy, I'm very happy," hesaid in a downbeat voice. "I'm veryproud of what the team has beenable to achieve over the last few races, but tomorrow is the day that reallycounts."

The 26-year-old's team chief MartinWhitmarsh echoed his views.

"We're here to win races, but poleposition feels good if you haven't hadit for a long time," Whitmarsh said.

"I'm sure this will cheer Lewis up,not as much as a race win would, but to be on pole, any driver wantsthat. Regarding the race, it's a littlebit of an unknown how the tyres willsurvive tomorrow."

Vettel, who sealed his second worldchampionship in Japan last weekend, said he was happy to have preservedhis tyres for the race.

"I think McLaren were very, verycompetitive yesterday. They were afair chunk ahead of everybody, in-cluding us, but once again we pushedthem very hard in qualifying and gotclose, closer than we expected," hesaid.

"Also, we saved all our prime tyresso I think we are in a good position.Tyre wear will be crucial."

Hamilton's McLaren teammate andcompatriot Jenson Button, the 2009champion, was third fastest aheadof Australian Mark Webber in the sec-ond Red Bull and the two Ferraris of

Brazilian Felipe Massa and two-timechampion Spaniard Fernando Alon-so.

"It's not perfect, but Lewis has beenpretty great all weekend, tough tohold on to," Button said.

"I'm reasonably happy, but I reallyhaven't got a clue what's going tohappen in the race regarding tyredegradation on high fuel, so we'llsee." Germany's Nico Rosberg wasseventh for Mercedes, ahead of Russ-ian Vitaly Petrov of Renault and thetwo Force India cars driven by Britishrookie Paul Di Resta and GermanAdrian Sutil.

On a welcome dry day after a down-pour on Friday, the opening sectionof the session saw plenty of early ac-tion, dominated again by McLarenwith Hamilton outpacing Buttonahead of Petrov's Renault and Alonso.Vettel was down in 11th as Red Bullrestricted tyre use to one flying lap.

The session saw the usual strugglers

and claimed an early scalp with theexit of Brazilian veteran Rubens Bar-richello of Williams, trumped in thefinal seconds by his teammateVenezuelan Pastor Maldonado, whosurvived.

Out with Barrichello went the Lotuspair Finn Heikki Kovalainen and Ital-ian Jarno Trulli, followed by the twoVirgins of German Timo Glock andBelgian Jerome d'Ambrosio.

Seven time champion MichaelSchumacher, 42, was eliminated inthe second round of qualifying as theForce India cars of Paul di Resta andAdrian Sutil pushed their way intothe top 10 shootout, and the Germanlegend will start the race from 12th.As the final session unfolded, it wasHamilton who shone first as hisMcLaren danced, fizzed and twitchedto an early fastest time of 1:36.130. Itwas the benchmark and in successionButton, Webber and Vettel tried tobeat it, but failed.

Power cuts all over, thanks to AP strike

Mumbai: Hospitals and indus-tries are dealing with severe prob-lems due to the power crisis trig-gered by the coal shortage. Farm-ers, too, have been grapplingwith power cuts during the cru-cial rabbi crop season.

With days to go before Diwali,Maharashtra has been grapplingwith 4 to 7 hours of power cutsevery day. All equipment at thethane hospitals are now func-tioning on the generator andUPS which the doctor himselfsays is a potentially risky situa-tion.

The Telengana heat is beingfelt across the country. With45000 coal miners of AndhraPradesh on a strike, several statesare facing a huge power crunchdue to coal shortage.

West Bengal, Delhi, Andhra, and Maharashtra are particularlyhit with 29 coal plants runningon precariously low coal suppliesand an overall power shortageof 8000 MW.

In Maharashtra, the urban ar-eas are facing power cuts for 4-7hours while people in rural areashave to live without electricity

for 16 hours.In West Bengal's capital

Kolkata, power cuts can be ashigh as five hours.

"Power cuts are very haz-ardous. Customers have to waitfor long hours; I have generators, but it won't run my air condi-tioner," said a shopkeeper inKolkata. Minister for Power SushilKumar Shinde, meanwhile, pro-vides some hope that the thingswill get better saying that Diwaliwill be celebrated with light andthe situation will improve in afew days.

But for now, five plants of theNational Thermal Power Corpo-ration (NTPC) have coal for justa couple of days. To tide overthe immediate crisis the Cabinethas allowed NTPC and otherfirms to import coal.

While many states are facinga severe power crisis, Gujaratseems to be comfortable. Thestate has sold 13 million units ofelectricity to the national gridfor supply to other states andhas enough stock to sustain it atleast for the month if the presentpower crisis continues.
